Revitalize Through Knowledge Thankfully the air temperature has risen above freezing and the snow that has blanketed the firehouse since December is vanishing.

Springtime is the season for rebirth. I am not talking about nature. I am talking about the fire service. Have you given any thought to what has been going on during the cold months? As a first responder, you most likely concerned yourself with standbys during storms, making sure hydrants in your area were dug out and, like a true athlete, you found the time to train so you were ready for your next battle. This winter was rough on all of you. We had many serious fires and EMS calls. As spring revitalizes us, remember our brothers and sisters who were lost this winter.

What has been going on in the fire service that has a direct impact on you, the first responder? Most of you cannot answer this question.

If I asked you what is happening on April 15-16, 2015, could you tell me? This important date is The National Fire and Emergency Services Symposium, which is held in Washington, DC. Each year over 2000 fire and emergency officials go to our nation's capitol to attend seminars, participate in meetings with our friends in Congress and network to build positive relationships with our peers. At the conclusion of the event, our highest ranking officials pay tribute to our nation's firefighters and emergency services personnel.

In the hierarchy of the emergency services, we have districts towns, cities, counties, states and our country. It is imperative that we work toward one goal, which insures the safety of you, the first responder. The Congressional Fire Services Institute has been working very hard to protect you. Thanks to our friends in government, Congress has approved the Fiscal Year 2015 Homeland Security Funding Bill. A Volunteer Recruitment and Retention Bill was introduced into Congress by Senator Susan Collins (ME) and Congressman Peter King (NY-2). Learn more about these bills and other bills by visiting www.CFSI.org. You must educate yourself about the bills which directly affect you. Your voice needs to be heard. Talk to the people in the councils that represent you to make sure that they are present in Washington to voice support for the programs that will help you do your job safely.

Seven Bad Reasons Not to Support CSFI

by Steve Austin If you are a fire service leader in Delaware you know about the Congressional Fire Service Institute. Two full time guys, Bill Webb and Sean Carroll, assisted by some part-time help and a few volunteers, have changed how our federal government interacts and financially supports the nation’s domestic defenders.

This column has detailed those successes over the years; the least of which is the Assistance to Firefighters Grant program that has equipped and trained our people, hired firefighters for the Wilmington Fire Department and provided thousands of dollars for volunteer recruitment and retention.

So, it’s a no brainer that once a year every fire service organization in the First State is asked to step up and support the fund raiser that provides 80 percent of all backing for CFSI, the Annual National Fire and Emergency Services Dinner. CFSI by charter cannot seek federal funding. It is the dinner and a silent auction at the Firehouse Expo in Baltimore that funds almost all of the operation.

Over its 27 years of operation I purchased tickets to the dinner with personal funds so “putting my money where my mouth is” gives me the platform to write about this issue, as well as to do a little arm twisting on my fire service friends to encourage them to pony up. Here are a few of the excuses presented to me over the years and some of my responses.

•It is a tight budget year for my fire company, we are cutting back. Response: Show me a fire company in Delaware who can’t afford $300. Even the least funded in our state can find that amount of money.

•Nobody wants to go.

Response: That’s a shame, but send the money anyway. That leverages your company’s support even more since CFSI won’t have to pay for a dinner.

•I’m tired of hearing politicians say the same things every year. Response: The political folks that come to the CFSI Dinner come to support us. They could be in a hundred different places but they choose to back firefighters.

Those are our core supporters that go to the mat for us in Washington.

There are only 100 Senators and 435 members of the House. We have a population of over 330 million people in the US. When nearly 100 members show up for the dinner that means something.

•I don’t like the long trip to DC and back. Response: Call a DVFA Officer or Director. They can find you a ride.

•I have an issue with the federal budget so I’m not supportive of an organization that advocates grant programs. Response: Any responsible person realizes that we should have a balanced budget.

The Fire Grant Program is one of the best-managed grant programs in the country. Thanks to CFSI, the fire service has extensive oversight in how the program operates and ensures the money goes directly to the fire company.

•The dinner is too long.

Response: No one can argue that point. Bill Webb and Chief Denny Compton, the emcee, constantly work to reduce the length of the program. It’s getting better and they give it constant attention. The dinner has been shortened considerably over the years.

•I’m only interested in the things that directly impact my fire company. Response: Fire companies need to be players. What happens in Washington does impact you. Sitting on the sidelines is no longer an option. Once there were players and spectators. In the society we live in today there are just players and victims. Remember a little more than a year ago the volunteer fire service was about to be caught in the Obamacare net?

CFSI was a major part of getting us out of that predicament. If you and your company aren’t in the game you are not in a good position. CFSI makes sure the fire service has a fighting chance.

Recruitment T-Shirts: Last year the Recruitment and Retention Committee starting wearing royal blue t-shirts with the firefighter.delaware.gov logo on the front and on the back. They are the “Volunteer Now, Ask Me How” t-shirts. They are selling them this year, at cost ($5) to promote recruitment. Get yours now!

Make a difference, “VOLUNTEER NOW, ASK ME HOW!” Recruitment Booth: The recruitment committee has a great booth and great literature but they need places to set this up and sometimes people to work the booth. If you know of any public events coming up, let them know. If you can help out, let them know. Make a difference, “VOLUNTEER NOW, ASK ME HOW!” CFSI: The Congressional Fire Services Institute’s annual Washington, DC, fire services event is April 15 and 16, 2015. During the event the annual National Fire and Emergency Services Dinner will be held on the evening of April 16. The

forms are on the DVFA website. We are again receiving a discount on the dinner tickets.

Delaware has always led the nation in participation at this dinner. They need our support to continue to help us in Washington. Let’s do it again!

Firefighter’s Day at Legislative Hall: This year’s Firefighters day at Legislative Hall will be Tuesday, April 28, 2015. We are asking you to come in uniform, if you have one, to Legislative Hall at 1230. Let us know if you are attending and we will make arrangements for you to meet with your legislators. We will not be going into the chambers as we did last year. We will be visiting with our legislators and showing a presence.

To all, this has been a very busy two months since the last edition of the Delaware Fire Service News. These couple of months have been busy with changes going on in the DVFA and issues occurring on a regular basis. I thank you for your invitations to your banquets and awards programs. My wife and I enjoy coming to your events and meeting you and your members.

I wanted to thank Candice McDonald of the Cumberland Valley Association for coming to Delaware from Ohio to conduct a Reputation Management Seminar at this year’s DSFS Officer’s seminar. She delivered a valuable message to all of us. When I was taking Candice up to Philadelphia to catch her transportation she got a real taste of

down home Delaware, when we ran into Vice President Biden and Beau Biden at the Charcoal Pit on Concord Pike, an event she will never forget.

The Government Affairs Committee, under the direction of Bob Sutton, has been diligently preparing for the Joint Finance Committee Hearing, which had been postponed because of snow.

Speaking of snow and cold weather, I think we set a record for both. A record none of us look forward to breaking.

After the February 8 meeting on EMS Costing issues, the DVFA hired a consulting firm to come up with a formula. They are working on the issue. I want to thank the members of the committee who have been working with the consultant.

We are preparing for the Congressional Fire Services Institute National Fire Services Symposium which will be held April 15 and 16, 2015, in Washington, DC. The night of April 16 is the Annual Fire Service Dinner at the Washington Hilton. By attending this program, you will gain new knowledge about the federal government and

have the opportunity to share your own knowledge with key decision makers in Washington. This experience will not only benefit you, but the entire fire and emergency services community. Each year the Delaware delegation has led the nation in attendance. We are asking you to not only consider attending the dinner, but the Symposium as well.

Greetings from Old New Castle. I hope everyone has survived the cold and snow. I’m not sure about all of you, but I was not thrilled about the groundhog seeing his shadow and predicting

six more weeks of winter.

I have continued to travel up and down the state attending banquets and meetings. Thank you for all

of the invitations. Also on nights when there were multiple banquets, thanks to Mary Frances Eisenbrey, Lois Pearson and Regina HeadleyMarvel for attending. Congratulations to all the auxiliaries for their donations to the fire companies.

Your hard work and commitment has surely paid off.

My husband and I attended the Kent County Volunteer Firefighters Association Banquet on February 28, 2015. Congratulations to Bertha Hudson of Clayton Ladies Auxiliary. She was named Ladies Auxiliary Member of the year that night. She was congratulated by family and fellow auxiliary members.

I will be meeting with Senator Ennis along with a group of ladies representing the LADVFA and other organizations on March 12, 2015. We will be discussing the food preparation and safety law and how it effects our organizations. Senator Ennis will be attempting to write a bill to have our organization exempt from the current law.

Also, I would like to remind all of the ladies to Dare to be Aware to get your yearly mammogram screening! Early detection saves lives. I hope that everyone has a Happy Easter and I look forward to seeing everybody in May for the LADVFA Executive Meeting.

Working Shed Fire

Shed Fire in Wheatland

On February 15, 2015, the Laurel, Georgetown and Blades Fire Departments were dispatched for a structure fire with exposures on Layton Road. Fire Chief Keith LeCates arrived on scene to find a shed fully involved. Firefighters were able to extinguish the blaze and contain it from the exposures. The incident was placed under control in about a hour.

On February 21, 2015, the New Castle County Fireboard alerted the Volunteer Hose Company, along with Engine 4 (Odessa) for a shed fire in the Wheatland development. Units arrived to find the shed well involved with exposure to a small trailer. Crews quickly knocked the bulk of the fire down, preventing any further spread of the fire.

Seaford House Fire

On February 1, 2015, Seaford Center dispatched Seaford Fire along with Blades, Bridgeville, Laurel (RIT) and Sussex Paramedics for report of working house fire on Dover Street in the City of Seaford. Command 87 (Assistant Chief M. Read) arrived and reported a working fire with fire showing from B/C corner and all occupants out. Engine 87-2 stretched lines to control and extinguish fire. Tower 87 and Engine 71-3 did primary and secondary searches which were negative. The fire was under investigation by Delaware State Fire Marshals.

SUV Fire

On February 16, 2015, the New Castle County Fireboard alerted the Volunteer Hose Company for a vehicle fire in the area of Bunker Hill and Choptank Roads. Rescue 27 was on the road clearing another run and responded on dispatch. Units arrived to find a well-involved SUV fire. Crews stretched a handline and quickly extinguished the fire. The scene was turned over to MPD for investigation.

Shed Fire On February 22, 2015, firefighters from Station 78 were on scene of a shed fire.

Blaze in Wilmington On March 10, 2015, Wilmington Fire Department units responded to 20th and N Market Street for a reported fire through the roof. First arriving units verified fire through the roof in the Village Sub Shop. The fire appeared to have started in the kitchen exhaust system and extended to the roof.

Wilmington deployed handlines and ladders making quick work of the fire. Two occupants (workers of the sub shop) evacuated the building; however one subject attempted to go back in and fight the fire with ABC extinguishers. He was evaluated on scene for smoke inhalation but refused EMS services. The fire was placed under control by the incident commander Battalion Chief John Hoban.

Responding units were: Squad 1, Engine 5, Squrt 4, Squad 3 Tower Ladder 2, Ladder 1, Bn. 1, Bn. 2, Wilmington Fire FMO, PA-3, PA-200, NCCo Medics 8, Wilmington License and Inspection, Delaware Department of Health, and Delmarva Power.

Smoke in the Building Recently, the Harrington Fire Company responded to the Royal Farms located on Milford-Harrington Highway for a report of smoke in the building.

Quint 70-4 Operating in Ocean City Quint 70-4 assisted Ocean City (MD) on a working commercial structure fire at the Lazy Lizard Brew Pub on Philadelphia Avenue on February 10, 2015. Tower 70 provided coverage for Ocean City at Ocean City Station 3.

Possible Arson at House Fire Just before midnight on February 19, 2015, Hartly volunteers along with Stations 43 (Cheswold), 56 (Marydel), and Kent County Medic 7, were dispatched for a working alarm for a house fire in the 2000 block on Judith Road. Upon arrival, Command found a large two-story, single-family residence, fully involved. With high winds, embers were traveling across the roadway and onto adjacent buildings and with the low temperature the smoke was staying low to the ground causing visibility issues. Engine 51-3 set up master stream operations on the alpha/bravo corner using the deck gun and pulled the 2-1/2 inch blitz line around the rear. Crews later switched to three 13/4 inch handlines to suppress the majority of the flames. Fire conditions were visible in the basement from the exterior. FM14 arrived and investigated the fire. The cause is believed to be arsonrelated but still under investigation by the Fire Marshall's Office. Thanks to Station 45 (Clayton) for covering.

Delmar Trailer Fire On February 16, 2015, a second working fire for Station 74 Delmar, a first-due fire with reported entrapment, was dispatched. Stations 74 (Delmar), 81 (Laurel) and 79 (Gumboro), along with Medic 102 from Sussex County EMS, were dispatched to Tina Avenue on the Delaware side during a snowstorm. The occupant of the trailer was assisted out of the house by neighbors prior to unit’s arrival and was uninjured.

Gumboro Engine 79-1 was the first engine to arrive. Units on-scene: Engine 74-2, Engine 74-1, Tanker 74-5, Command 74-7, Truck 74-4, Rescue 74-6, Paramedic A-74, Engine 81-3, Tower 81, Engine 79-1, Tanker 79-3, Tanker 79-5, Rescue 79, Medic 102.

I-95 MVC On February 1, 2015, the Five Points and Minquadale Fire Company, were alerted for an MVC with roll-over on I-95 south in the West Yards area. New Castle County Medic-1A and Wilmington Fire Department Battalion Chief-2 arrived on scene simultaneously, confirming one vehicle rolled over with a victim trapped. Crews from Five Points A-17, 17-6 and Minquadale A-22 and 22-6 worked together to free the victim. The person was removed in less than 10 minutes, and transported to Christiana Hospital in a stable condition. The accident was under investigation by Delaware State Police.

Clayton MVC On January 21, 2015, the Clayton Fire Company was dispatched to an accident on Main Street and the Norfolk Southern Railroad tracks. Two people in a car were transported to Bayhealth Medical Center in Dover with minor injuries by the Smyrna Legion Ambulance. Units responding: Clayton Fire Company, Smyrna Legions Ambulance, DSP Helicopter Troop 4 from Middletown, and the Clayton Police.

Rehoboth Beach MVC

MVC on Black Diamond Rd.

On January 23, 2015, the Rehoboth Beach Volunteer Fire Company was dispatched to a reported serious MVC on Old Landing Road in the vicinity of the development of Saw Grass.

Upon arrival of the command unit, one vehicle was discovered about 50 feet off the road, in the woods on its side. Rehoboth Command requested rescue assistance from the Lewes Fire Department. One person was extricated from the vehicle and transported to Beebe Hospital by the Rehoboth Beach Fire Company ambulance. Sussex County EMS was also on the scene.

Forcible Entry Class

Driver Safety Training

On February 28, 2015, Five Points hosted an advanced forcible entry class put on by Prospect Park Fire Company. Thanks to all who came out, and to Prospect Park for putting on such a great class.

At the February 3, 2015, Company In Service training, Deputy Chief Bill Kelly invited the DSFS to, “Reinforce good habits while responding.” DSFS Instructor Mark Dolan (Mill Creek Fire Department) presented information pertinent to all members in the Volunteer Fire Service.

According to the Volunteer Firemen’s Insurance Services, “One of the biggest risks regarding volunteers is they think they can respond as an emergency vehicle,” which isn’t the case. Delaware State Law Title 21 defines an emergency vehicle as, “... vehicles of a fire department, police vehicles, ambulances, vehicles uses by a fire chief, deputy chief, assistance fire chief, chief engineer or fire police officer of any duly organized fire company in the performance of those duties ...,” and in Section 4307 (b) states, “A vehicle used by a fire chief, deputy fire chief, assistant fire chief, or fire police officer ... which is not owned by, or property of, the fire department, shall not be equipped with [sirens].”

Even a fire chief’s POV equipped with a flashing blue light, is not considered an emergency vehicle unless it is specifically property of the fire department, and must obey all traffic laws while responding.

Clayton Structural Fire Fighting Training

On March 8, 2015, while most folks were still inside reading the paper, 25 members of the Clayton Fire Company and five pieces of equipment were at the Delaware State Fire School conducting one of its four scheduled structural fire classes. Members worked on their pre-determined assignments depending on which piece of equipment they were assigned. This included the placement of ground ladders, search and rescue, ventilation and putting out the fire. “If you put the fire out your problem goes away,” Second

Assistant Fire Chief Jeff Hurlock told the members. “We need to make our actions muscle memory. We want our members to just act and do it right because they have trained and trained on how to do it,” said Captain Ray Johnson. Clayton will train 60 to 70 times this year on many aspects of fire fighting in addition to the classes its members take at the Delaware State Fire School.

SCEMS New Members Sussex County Emergency Medical Services would like to welcome (left to right): Paramedic Chris Hilliard, Paramedic Amanda McCloskey, Paramedic Jarrod Deal, Paramedic Kristen Hitchcock to SCEMS. Jarrod Deal became a firefighter with Aberdeen FD in 1991 and received his Paramedic in 2001. He has a BS from Frostburg State University in Wildlife-Fisheries. Chris Hilliard comes to SCEMS from Lewisburg, PA. He attended Pennsylvania College of Technology and graduated in August 2013 with an AAS in Emergency Medical Services.

Chris began his paramedic career working for a local hospital-based system. Kristen Hitchcock, after receiving her paramedic license from the Center for Emergency Medicine in 2012, was employed as a medic in McKees Rocks, PA, for three years. Kristen obtained her BS in Emergency Medicine from the University of Pittsburgh in 2013.

Amanda McCloskey recently graduated from Delaware Technical and Community College where she completed the Emergency Medical Technician Paramedic program.

New Paramedic 105 Station After approximately a year of planning and design, construction has begun on a new Paramedic 105 Station. The paramedic station currently serves the Bethany Beach, Ocean View, Millville, Roxana, Fenwick Island, Eastern Selbyville and Eastern Frankford communities, and will continue to provide service to the same area. This will be the fourth paramedic station that will be owned outright by Sussex County. The new paramedic station is located at 3371 South Coastal Lane in Frankford, and is centrally located within the various communities served by this southeastern paramedic unit. By

building the station from the ground up, the facility is designed to meet the operational needs, preventing any of the additional remodeling costs often needed at locations that are not county owned. The new Paramedic Station is tentatively scheduled to be completed in early June, which will be just in time for Sussex County's busy tourist season.

SCEMS’ Johnson Retires Paramedic II Ronnie Johnson retired on February 20, 2015, from Sussex County Emergency Medical Services after over 23 years of service.

Paramedic Johnson attended the Kent General Hospital Paramedic Program starting in November, 1992. He was in the third class of students that Sussex County sent through the program following its inception of the statewide paramedics in 1991. After graduating he was assigned to B-Shift where he remained for the duration of his career. During his years of service Paramedic Johnson has received awards from the Nanticoke Rotary Club; Phoenix Award, which recognizes a successful CPR save; and several service awards.

“Ronnie Johnson has served with distinction for the past 23 years,” said SCEMS Director Robert Stuart. “He is well-liked by all inside and outside of the department and is frequently requested by his co-workers to be their partner. He is a fine paramedic and will be sorely missed. We wish him the best in whatever he chooses as his next endeavor.”

After his retirement Paramedic Johnson plans to continue the ministry that he and his wife started several years ago. He has nine children, 24 grandchildren and six great-grandchildren that will also occupy much of his time.

SCEMS Paramedic II Wayne Naumann Retires Paramedic Wayne Naumann, with more than 24 years of service, quietly retired after expressing a heartfelt farewell to his colleagues on January 14, 2015. Paramedic Naumann began his career with Sussex County Emergency Medical Services as a paramedic student in the first class to participate in the nine-month intensive paramedic training program.

During his tenure, Wayne was a shift supervisor, field training officer, participated in numerous committees including the original Mapping Committee that was most memorable to him. Stating, “We didn't have the GPS system, computer mapping or development maps back then, we had to physically drive the roads and hand-draw the development maps.”

Paramedic Naumann has received a number of commendations including an award for valor, heroism, and multiple Phoenix Awards for his part in cardiac arrest saves. Reflecting on his career Naumann said, “This was the only job I had that I loved going to work every day. I loved what I was doing, loved caring for the patient regardless of whether they were a first-

time patient or a repeat patient.”

“Wayne Naumann has served the residents of Sussex County well for the past 24 years,” said SCEMS Director Robert Stuart. “Being part of the initial group of paramedics, Wayne was a vital part and instrumental in creating a solid foundation that the department has been built upon.”

As Paramedic Wayne Naumann leaves SCEMS, he’s finding continued career success by putting his years of knowledge and patient interaction to use by working for Peninsula Regional Medical Center’s wound care services, operating their hyperbaric chamber.

NCCo Paramedics Host 3rd Annual Sudden Cardiac Arrest Survivors’ Reunion

On February 25, 2015 New Castle County Emergency Medical Services hosted its 3rd Annual Sudden Cardiac Arrest Survivors’ Reunion. The reunion reunites out-of-hospital sudden cardiac arrest patients with those who rendered care to them in the field, ultimately resulting in their survival. The rescuers are doctors, nurses, fire department, police department, emergency medical services, dispatch personnel and ordinary citizens who happened to be at the right place at the right time. The event was held at the Tatnall School’s Laird Performing Arts Center, after the previous event exceeded the capacity of the Public Safety Headquarters.

County Executive Thomas Gordon; County Councilman and Public Safety Committee co-Chair Bill Bell; Director of Public Safety Joseph Bryant, Jr.; Chief of Emergency Medical Services Lawrence Tan; and Robert Rosenbaum, MD, of the Office of Emergency Medical Services (medical director for New Castle County); were present to congratulate the responders.

The leading cause of death in the United States is sudden cardiac arrest. Once the heart stops, the brain is depleted of oxygen within two minutes. Irreversible brain damage can occur within five minutes and a patient can suffer brain death after eight minutes. Many people are unaware of the vital importance of bystander CPR. In New Castle County, sudden cardiac arrest cases have nearly a three-times greater

chance of survival if someone starts CPR and immediately dials 911.

“Emergency responders, whether police, firefighters or EMS personnel become involved in the profession to make a difference,” said Chief Lawrence Tan. “Few things are as satisfying as contributing to the successful outcome of a patient that had an out-of-hospital sudden cardiac arrest.”

This year’s reunion allowed 22 survivors to meet those responders who came to their aid. For purposes of the event, a survivor is defined as an individual who survives a cardiac arrest to be discharged from the hospital, with no neurological deficits and performed at the highest brain performance on hospital discharge. Twenty-two civilians were recognized for responding to assist, either by performing CPR or utilizing an AED. In addition, 120 emergency medical personnel, firefighters, law enforcement personnel and dispatchers from 16 agencies were also recognized for their efforts. The program has offered previous attendee survivors the first opportunity to hear a narrative of exactly what happened to them on the day they “died.”

Kiwanis 2014 Paramedics of the Year On February 18, 2015, (left to right) New Castle County Paramedic Corporal Paul Bazzoli, Paramedic Corporal Brian Warrick and Chief Lawrence Tan attended the Kiwanis Club of Wilmington Annual Public Safety Awards dinner at the Hotel DuPont.

P/Cpl. Bazzoli and P/Cpl. Warrick received honors as the Kiwanis Paramedics of the Year for 2014 following their September 27, 2014, response to Adelene Avenue in Newark to assist an eight-year-old girl who had been bitten by a dog. They treated the child for critical injuries, including an open fracture of her arm, while transporting her to the DuPont Hospital for Children. The patient was later flown to the Children’s Hospital of Philadelphia where she underwent nine surgical procedures to reattach her arm.

Fire Scene Standby On March 10, 2015, the New Castle County Paramedics were dispatched to a commercial structure fire at W. 20th and N. Market Streets in Wilmington. Fire department apparatus arrived on scene and reported fire showing from the structure. County paramedics evaluated one patient who ultimately declined services or transport to a hospital.

31-Year NCCo Paramedic Durante Retires Paramedic First Class Bruce A. Durante officially retired on February 25, 2015, from the Emergency Medical Services Division after 31 years of service to New Castle County, Delaware.

Paramedic 1/C Durante was appointed to New Castle County EMS as an Ambulance Cardiac Technician in April 1983. He attended the Medical Center of Delaware Paramedic Training Program in 1985, and achieved his paramedic certification in June 1986. Durante was promoted to the rank of Paramedic First Class in April 2004. He served as a Field Training Officer (FTO) and was a member of the 1998 Paramedic Protocol Committee.

“Paramedic 1/C Durante was one of the early paramedic training ‘preceptors’ in New Castle County,” said Chief Lawrence E. Tan of the New Castle County Paramedics. “The preceptors were field instructors, and would later become the Field Training Officers. Bruce's technical expertise was frequently used to orient new paramedics to the monitor/defibrillators and other equipment carried on the paramedic units.”

Paramedic 1/C Durante has received numerous letters of thanks from the public. His official commendations include a commendation from the Delaware State Police in October 1986 and a Letter of Commendation in 2008. He received a New Castle County Council Tribute in September 2010 for his actions during a response to assist an injured worker on Main Street in Middletown in July that same year.

The Emergency Medical Services Division extends its best wishes to him on his retirement!

Recent Additions Made to DSFS New Castle Co. Facility The New Castle Division has recently completed the addition of Electric and Gas service props for use during training evolutions.

These props were graciously donated and installed by Delmarva Power, with a special thanks to Vince Jacono (a member of Sta. 21) and Zachary Lemon (a member of Sta. 9) for all of their work on this project. The addition also included the installation of three utility poles with wiring running from each pole and then to the structural building to simulate realistic service going to the building. One of the poles has a transformer and another has a downed line that can be placed across a vehicle for evolutions during vehicle rescue

classes. The addition of these props continues to show how the Delaware State Fire School strives to make its training as realistic as possible and with great industry partners like DPL, are able to maintain the excellence of training that the Delaware Fire Service has come to expect.

New Vehicle Technology

DSFS Participates at Nanticoke Health Services Fair

A New Vehicle Technology class ran on February 14, 2015, at Kent Division. It was attended by 38 students and 10 instructors, and was taught by Pat Grubb, Vice President of ESI, Inc. It included a New Vehicle Anatomy and Demo/Hands portion on new and commonly used techniques for today’s vehicle extrication incidents.

On February 21, 2015, the Fire School was one of approximately 50 local agencies to participate in Nanticoke Health Services Health Fair at the Laurel High School. Dog Rescued in Seaford House Fire

The Seaford Volunteer Fire Department battled a two-car garage fire on Lonesome Road, west of town. Blades and Bridgeville assisted Seaford crews. The garage was a total loss. World War II Vet Still Serving

By Bob Romig Waples W. Gum of the Frankford Volunteer Fire Department of Frankford, DE, graduated from John M. Clayton High School in 1942 and the following year joined the U.S. Navy and served until 1946 in the Pacific Theater. Upon completion of his military service he joined the Frankford VFD. Mr Gum attended the annual DSFS annual firefighting training during the years of 1951, 52, 53, 54, 56, 58, 59 and 61; FF-1 in 1972; FF Foam in 1985; Vehicle Rescue 1986 and Infectious control in 2009. Here is a gentlemen at the young old age of 90, who still manages to complete some fire training, an outstanding accomplishment.

Mr. Gum celebrated his 90th birthday in June 2014 and is still managing to be an active member of the fire service in Sussex County. He served the Frankford VFC in the following capacities during his 69 years of service: Chief Engineer in 1949, 52, 53, 56-62; Vice President 1954; Fire Police Captain 1950, 51 and 64; Ambulance CaptainSecretary/Treasurer in1954 and Fire Recorder 1975-78. He is still active, serving on the Archives Committee and a perfect person to be on this committee as he has a lot of information that he can relate to the younger members of the department. Waples was also instrumental in the formation of the Sussex County EOC. According to his son, Larry, Waples still goes up to the firehouse for meetings and some training classes. Now that’s what I call dedication!

Waples is a member of the local Veterans of Foreign Wars in Sussex County, so he continues to serve his country by being a member of that organization.

His work experience in the community was that of a mechanic for local businesses in the Frankford area.

I asked him what influenced him to join the fire service and he said it was the only thing to do, and the fact that his father helped form the Frankford VFC. His son Larry and grandson-in-law are members of the Millsboro FD. Larry served as Chief, Deputy Chief, Assistant Chief, Rescue Captain and Treasurer. I guess it is true that the fire service is in your blood and genes. This family can be added to the many families throughout Sussex, Kent and New Castle fire services such as the Mitchells; Marvel’s; Hills; Methenys; Kings; Brodes; Lewis’s; Hojinicki’s; Watsons; Waltons and many, many more.

I am sure that there are a lot more WWII vets out there that are still members of the fire service, but Mr. Gums record is one that is not to be overlooked. How many of us, at 90 years old, will still be able to get out and around?

If you get a chance to talk to Waples, please thank him for his military service and his service to the Delaware Fire Service. Thanks, Waples, for all that you have done.

P/C Evans Awarded Joshua M. Freeman Award The Lewes Fire Department announced that Life Member of 40 years and past-Fire Chief Wally Evans, was recognized by the Bethany-Fenwick Chamber of Commerce for being the 2015 Joshua M. Freeman EMT of the Year for the Millville Fire Company. Past Fire Chief Evans and his partner, Robert Webster responded to a cardiac arrest call. After performing CPR and other life saving measures, the patient survived and is still alive today. Past Chief Evans received a plaque and a gift card. Past Chief Evans has received three life saving awards within the last three years from different organizations. He continues to remain very active with both the fire and EMS sides of the Lewes Fire Department.

Lewes FD Hosts 25th Shrimp Feast The Lewes Fire Department hosted a very successful 25th Annual Shrimp Feast at the Lewes-Rehoboth Station 3. Over 300 ladies attended the event and enjoyed shrimp, beer, wine, music and dancing throughout the night. New events this year were a 25-bottle wine pull and a raffle for a Rhythm of Love Pendant. There was even an Elvis sighting! Lewes Fire Department thanks all those in attendance and those that supported the event. The event will return to its original location at the Nassau Station in 2016.

Community Service in the Snow After the March 6, 2015, snow storm, the Citizen’s Hose Company took E44-2 and R44 out to the hills at the Smyrna/Clayton Little League fields and put up the light towers for the members, their families, and anyone from the community who wanted to come out and enjoy the snow by sledding and spending some time with their family, friends and the fire company. The company also provided hot chocolate for the over-200 people who came and had a great time.

Heroic Firefighter Award The Heroic Firefighter Award, awarded to the members of the crew of Rescue/Pumper 17- 6 for their life saving actions of an adult male victim at the house fire on Harvey Place in Elsmere on May 4, 2014. The award was presented to (left to right): Chris Murtha; Brian Cox; Gene Johnson, Jr.; Katherine Oakman; and Brandon Bolinski; and was presented by Chief Gene Johnson, past-Chief Chuck Hayes, and Chief Jim Facciolo of the Elsmere Fire Company.

On May 4, 2014, Elsmere, Five Points and Cranston Heights Fire Companies were alerted for a house fire on Harvey Place in Vilone

Village. Rescue Engine 176 responded immediately with seven members aboard. Soon after the original dispatch, the fireboard upgraded the call to a working fire with a person trapped, adding Ladder 17, Engine 2/21 (Mill Creek) and Rescue Engine 306 (Belvedere) for the RIT. Units 176 and 165 arrived simultaneously. Unit 165 proceeded directly in and began fire attack while 176 stretched a four-inch supply line from the hydrant. The crew of 176 followed the hose crew of 165 up the stairs where they assisted the Elsmere firefighters in removing the victim from the bedroom.

The victim was transported to Christiana Emergency Room by paramedics. The victim was located and removed from the house within five minutes of arrival. It was a great combined effort by the crews of 165 and 176.

2014 Banquet On February 14, 2015, the Memorial Fire Company held its 2014 Banquet at Station 1. After a cocktail hour and dinner the program began. Board of Directors Chairman Bill Tobin served as the master of ceremonies, and introduced the guests and area chiefs and presidents.

Ladies Auxiliary President Janet Swain presented two 30-year awards to Rose Wilcutts and Susie Morris. FD President Jester presented each member of the Ladies Auxiliary with a charm for their fire department bracelets. President Swain presented President Jester with a check of appreciation from the ladies.

Sussex County Volunteer Firefighters Association President Steve Deery installed all of elected officers. President Jester then acknowledged past-State Representative George Carey with a plaque of appreciation for all he has done for the department and community.

Chairman Tobin and President Jester presented Don Evans with an award as 20 straight years as the top EMS responder. Next were the service awards: Nick Wechtenhiser (10 years), Chad Holleger (15), Chris Hayes (30), Don Evans (35), George Beideman, Terry Jester and Rob Wechtenhiser (45).

Our last remaining Charter Member Howard Hitchens celebrated his 60 years of service. State Representative Harvey Kenton and pastRepresentative George Carey (filling in for Senator Gary Simpson) read resolutions from the House and Senate. Eastern Division of the IAFC Vice-President Bill Betts gave Howard a plaque from the International

Chiefs. Howard was past-Chief and Assistant Chief Engineer and served on many committees over the years. Howard was given his jacket, vest, gold chief's ring and a custom light with the bottom acrylic Station 89 logo with LED lights in the base. The department is so proud of Howard for all his years building the department from the ground up and now serving our district with two stations.

Chief Pfaffenhauser gave the top 10 fire responders gifts, then presented the Firefighter of the Year to Assistant Fire Chief Britt Deese; a very well-deserved award. The department would like to thank the banquet committee for a great job. Also thanks to Howard's wife Betty, and son and member Chris, for being with our hero for his night of recognition.

Laurel’s ‘Biff’ Lee Named Firefighter of the Year At the February meeting of the Sussex County Volunteer Firefighters Association, Clifford G. ‘Biff’ Lee was recognized as the organization’s Firefighter of the Year.

Biff joined the Laurel Fire Department on September 20, 1971, and was immediately active in all phases of operations. He has served as Rescue Lieutenant and was President of the Fire Department in 1996 and 1997. Biff played a vital role by giving leadership to current officers. When things are not going well, Biff was the one that current leaders could go to for guidance.

Biff was elected to the House of Representatives in 1990 and served until 2012. Some of his contributions to the Fire Service were laws he guided to passage in Dover, concerning mandatory smoke detector legislation, increased penalties for over crowding in places of public assembly, false alarm legislation, increase in tax credits for firefighters and the introduction of Texas hold’em legislation. It is said that there was no legislation that acted to improve Delaware Emergency Services from 1990 through 2012 that Biff Lee’s name was not attached too.

Biff passed away on December 2, 2014, and is greatly missed.

Five Points Chief and President Emeritus Awards The presentation of Chief Emeritus and President Emeritus for the first time ever in the history of Five Points Fire Company. Chief Emeritus was awarded to Past Chief Charles Hayes Jr for his 17 years of service as Chief and 12 years as Deputy Chief. President Emeritus was awarded to Francis Williams III for his 14 years of service as President.

Obituary

Lewes Mourns Life Member Edward “Eddie” Creadick The Lewes Fire Department is saddened to announce the passing of Life Member Edward “Eddie” Creadick.

Eddie joined Lewes Fire Department in May 1957 and was active throughout his time with the department holding the positions of Assistant Chief, Ambulance Lieutenant, and Board of Director. He also served on many committees including Christmas Party, New Ambulance, and Disciplinary. Eddie was awarded Chief Emeritus in 1995 and the Louis A Rickards Presidents Award in 2008. Eddie was also honored as the Sussex County Firefighter of the Year in 2011.

Eddie worked as a machine operator for DuPont Company, and was very active as a member and usher at the Bethel United Methodist Church, and as a volunteer at Beebe Hospital. Eddie’s warm, friendly smile and upbeat personality will be greatly missed by his family, community, and the Lewes Fire Department.

ANNOUNCEMENTS KEYSTONE FIREFIGHTERS CONFERENCE: AUGUST 7-9, 2015 The Keystone Firefighters Conference will be held August 7 to 9 (Friday to Sunday) in Oaks, PA (King of Prussia area). Mark your calendars for this great event. The Keystone Firefighter Conference will include a firefighter hockey tournament; bowling mixer; fire training classes; seminars; exhibits and a Pride & Polish modern and antique apparatus show. Three days of seminars, three days of exhibits and the apparatus show on Saturday.

This event will be held in the convention center in Oaks, and all are invited. Things are rolling along right now with several vendors on board all ready; tentative seminar speakers are Billy Goldfeder, Harry Carter, Emergency Responder classes and others; exhibits will be open on Friday, Saturday and Sunday.

The Pride and Polish show is for all antique and modern fire apparatus with cash prizes being awarded in most all categories. Modern fire apparatus will be judged by the attendees and known as the People's Choice. All antiques motorized and hand/horse drawn apparatus will be judged by a judging association. We are trying to get a steamer and a NS4 Ahrens Fox to do some pumping during the day for us on Saturday, August 8.

There will be other demos by PSP; PA State FMO; Hazmat units; collapse units and other specialized units. Food will be available during the day.

Get your rigs shined up and ready to take home the Best of Show in Modern, Antique Motorized and Hand-drawn. Cash awards for longest distance travelled or transported to show. We have also included motorcycles for awards.

Carlisle Fire Company Handles Fire in Eastman Heights Michael G. Chionchio, Assistant State Fire Marshal The Delaware State Fire Marshal’s office has ruled that the fire in Milford on March 16, 2015, was accidental. The blaze, reported shortly before 0800, occurred in the 600 block of Abbott Drive, Eastman Heights. The Carlisle Fire Company arrived at the location with smoke pouring from a house. State fire investigators responded to the scene to conduct the investigation. The fire originated inside the attached garage when electrical wiring to an appliance failed, igniting nearby items.

Heavy fire damage was estimated at $40,000. There were no reported injuries. No one was home when the fire was discovered.

Multiple Fire Companies Respond to Fire B. Scott Bullock Chief Deputy State Fire Marshal The Delaware State Fire Marshal’s Office determined that a house fire that occurred on March 9, 2015, in Felton was accidental in nature. The fire was reported shortly before 0800, on the 3000 block of Midstate Road, between Frederica and Felton. The Frederica Fire Company responded to the call and arrived to find heavy smoke inside the unoccupied dwelling. Several neighboring fire companies responded to assist. The fire was placed under control around 0830, with no injuries reported. Deputy State Fire Marshal’s responded to the scene to conduct an investigation. Deputies determined the fire originated at the electrical service panel and was caused by a failure in the fixed branch circuitry. Damages were estimated at $75,000.

Exhaust System Malfunctions, Starts Building Fire in Newark Robert L. Fox Chief Deputy State Fire Marshal The Delaware State Fire Marshal’s Office has determined that a building fire in Newark, DE was accidental. On February 18, 2015, at approximately 1730, the Aetna Hose Hook and Ladder Company of Newark responded to the 700 block of Pencader Drive, in Pencader Corporate Center for a building fire. Upon arrival the Fire Department reported heavy fire showing from the roof of the facility. The Fire Department quickly called a second alarm which brought several more Fire Companies to the scene to assist.

Deputy Fire Marshals were called to the scene and have determined that the fire was accidental in nature and caused by a malfunction in the exhaust system for the unit that roasts the cocoa beans. The fire ignited roofing materials causing heavy damage to the building. There were no reported injuries. Damage is estimated at approximately $250,000. All employees were evacuated from the building safely.

Multiple Homes Damaged, One Fatality in Wilmington Michael G. Chionchio, Assistant State Fire Marshal The Delaware State Fire Marshal’s office investigated a fire on February 9, 2015, in Wilmington that heavily damaged a row of homes.

The Brandywine Hundred Fire Company responded to the 3900 block of North Market Street, Pennrose, shortly before 1930 for a structure fire. Flames were shooting from the first floor apartment when firefighters arrived. The Brandywine Hundred Fire Company was assisted by numerous other companies.

Firefighters rescued a 52-year-old male from the first floor apartment.

He was rushed to the Christiana Hospital, but died shortly after 2200.

The home had been split into two rental units. The occupant in the second floor apartment was able to escape. Heavy fire damage was estimated at $400,000. The American Red Cross was assisting displaced residents.
