Learning from Our Elders

Before I get into my editorial, the staff at Delaware Fire Service News would like to offer our condolences to the families and to the brothers and sisters in the Wilmington Fire Department who mourn the loss of Lieutenant Christopher Leach and Senior Firefighter Jerry Fickes. Like the thousands who attended the memorial service for these heroes, and in the true tradition of the fire service, we will keep their family in our thoughts and prayers. We also pray for the healing of the five firefighters injured in the same fire on September 24, 2016.

Recently, I attended the New Jersey Firemen’s Conference in Wildwood (NJ). Whenever I go to a conference, I meet people who read my editorials and offer suggestions for future ideas that affect the fire service and our responders. While in Wildwood, I met a retired FDNY Deputy Chief. He made me aware of an idea that he implements to educate the young responders who are still ‘green’ but have the enthusiasm to train and to safely handle calls.

Over 25 years ago, when I joined my department, there was an ex-captain who would always ask how the call we had just worked went. For instance, if it was a brush fire I returned from, he would ask questions that made me think. I never knew for sure what he was getting out of us until one day, my company responded to a major brush fire that almost killed me. If it wasn’t for the experience and knowledge of the captain on my

truck, the outcome of the call could have been very different.

When I came back to the firehouse, I knew what the ‘oldtimer’ had been getting at with his questions. From that day on, I always listened intently to the senior members of my department. Sadly, it took a close call to make me realize this.

My conversation with the retired deputy in Wildwood started with my disappointment with many of the young firefighters who, in reality, are a lot like I once was. A little bit of experience doesn’t make you a seasoned firefighter. Let’s face it, although calls may be similar in nature, there is always that one call that doesn’t follow the norm and can take the lives of firefighters. Sharing experiences is what helps make us aware of what may happen and helps keep us safe. If you like to read, find the 1979, second edition of the FDNY’s, WNYF. There is a critique of a fire known as the ‘Flushing Flue’ that almost claimed the lives of two very seasoned officers. I encourage you to find the article and read it carefully.

To our seasoned firefighters: take the advice of retired FDNY Deputy Chief Jay Fischler.

When you are sitting around the firehouse, engage the people who are our future in conversation. Ask tough questions and give guidance through your experiences.

by Steve Austin In a minute, those things we thought mattered disappeared; like squabbles over mutual aid, a politically inspired insurance tax redistribution, and association dues not paid in retaliation. Words publicly and privately spoken in anger and with misinformation evaporated. None of this seemed important anymore. Our fire service family was in crisis.

It is a depressing fact that throughout the history of our nation, improvements to fire protection have always come on the backs of citizens and firefighters who perished or have been horribly injured as a result of a disaster. It took a disaster to erase the mutual aid issue between the city and the county. So sad.

The Delaware Fire Service has never experienced the pain and heartbreak like the Canby Park fire. Thankfully firefighter deaths are rare in our state. History tells us that, until 2016, Delaware never had multiple firefighter LODDs. The loss impacted all of us. Suffice to say, that the moment is etched in our hearts forever. No day has ever been so dark as September 24, 2016.

Even before we began the grieving process, the true spirit of the Delaware Fire Service arose.

We often take for granted what we have here in our state. Despite all our squabbles, we respond when any of our brothers and sisters are in need. That happens elsewhere too, but not to the extent that it does in Delaware where the fire service is a cut above when it comes to helping our own.

Some examples? Kent County firefighters respond to the fire scene with aid. An Elsmere firefighter runs to the station and returns with an American flag to cover a fallen brother’s body.

Immediately, Wilmington firefighters organize a vigil at the hospitals for injured members.

Paramedics from New Castle County EMS treat the injured and refuse to stop treatment, not willing to accept that two firefighters were lost, and at least six accompany them to the hospital.

In a matter of moments volunteer fire companies from across the state respond to cover the Wilmington stations. In fact, at one point the entire city was

protected by volunteer fire companies, something that hasn’t happened since the Wilmington Volunteer Fire Department was dissolved in 1921.

When the IAFF Go Team arrived, it was clear that the Local 1590 office space wasn’t large enough to support their needs.

Elsmere stepped up and offered their hall as the command post, staffing it and providing food and drink until after the services.

Talleyville opened their doors after the funerals for a wake.

Supporting Local 1590’s efforts to assist the injured and the families of the fallen, firefighters from across Delaware began giving. Notable contributions of $10,000 each came from the New Castle County Fire Chiefs Association and the New Castle County Volunteer Firefighters Association. Two firefighters planned a memorial softball tournament. Claymont and Delaware City organized fundraising events for the families. The memorial service, attended by thousands, was performed with precision.

A high-ranking official from the International Association of Firefighters told me that unfortunately he has helped organize far too many services for IAFF members who died in the line of duty. He went on to say that he always took notice of the 200 members of the Delaware Fire Service who attend the CFSI Dinner every year but didn’t realize what it meant to be a member of the Delaware Fire Service. He related that he had never experienced the level of cooperation and coordination between the career and volunteer fire service witnessed in our state. I explained: It is the Delaware way.

When it comes to taking care of our own, it was our finest hour.

Updating Officer Records: It is fast approaching. The “Election Season” in most fire companies, and with it, there comes the changes in officers. Please fill out the 2016 Company Information forms sent to you by the Fire Commission and return to the Commission Office. Communications is a very

important tool. Without the contact information for the leadership of the fire companies the communications system will not work. Take the time to fill out and return the form.

Leadership and Communications: Communications is a tool we use every day in our daily lives. When it works great it is a tremendous help. It’s when it doesn’t that things fall apart. Last year we heard several times that you did not know about this or that.

Our officers usually cover all the things happening at the monthly county meetings and quarterly state meetings. Since you all have busy lives and don’t usually have the time to attend meetings, we wanted to bring back the monthly leadership communications. In order for this to work we need the e-mail addresses of all the fire company leaders who wish to be on the communications list. We will try to not

I look forward to a great year. I would like to congratulate my officers and say what a pleasure it is to work with them. It has been a little over two months since I was installed and it has been busy.

One week and one day after I was installed, I received an early morning phone call from the Executive Manager reporting that two Wilmington firefighters were killed and several more were injured in a house fire. My heart and prayers immediately went out to the families of the firefighters and the Wilmington Fire

Department. I attended the Memorial Service on October 1, 2016, and was very grateful for all the Delaware fire companies who were in attendance. I also wanted to thank all the Delaware volunteer fire companies that sent their apparatus and crews to the City of Wilmington and New Castle County for the fire and for the cover-up assignments after the tragedy.

I want to thank the Conference Committee for the great job they did on the 2016 Conference. I also want to congratulate all the recipients of the Conference 2016 awards for the DVFA, State Chiefs, LADVFA, Fire Police and EMS Associations. Your dedication to Delaware Fire Service is truly commendable. I also wish to congratulate all the winners of the Conference 2016 parade. The time and effort you put into preparing to compete in the parade is remarkable and shows in your performance.

We are working on the 2017 Symposium, to be held at the Atlantic Sands in Rehoboth this time. The committee is presently lining up speakers on pertinent topics for the Delaware Fire Service. We are also starting to plan on the upcoming legislative session.

2-Alarm Comm’l. Fire

On August 25, 2016, Five Points was alerted to cover Brandywine Hundred’s district with an engine as they operated at a working commercial fire at IKO Manufacturing on Hay Road. Engine 17-4 responded with a crew of six, and stood-by with Elsmere Ladder 16.

Not long after, both Engine 17-4 and Ladder 16 were alerted to respond to the fire scene. While en route, the incident was upgraded to a second alarm. First arriving units reported an active fire inside an elevated shaft which housed a conveyor system. Due to the location and set-up of the conveyor shaft, fire suppression was difficult. Multiple crews were rotated though the building to attempt to extinguish the fire. With no luck, additional units were requested and the second alarm was given. Upon arrival, Engine 174’s crew reported to command. Command instructed the crew to

make way to the top floor of the complex via Tower 11 and the building’s catwalk to relieve crews already operating there. After making it to the top of the complex, half of 17-4’s crew attempted to make access to the fire, while the other half stood-by with RIT. The first half of 17-4’s crew was shortly called back by Deputy 17 after the decision was made to ventilate the side of the building. After ventilation by WFD Ladder 1’s crew, 17-4’s crew, as well as WFD Squrt 3’s crew made way back to the ground, and were mandatorily put in rehab. After clearing rehab, 17-4’s crew stood-by until released by command. Ambulance 17 was also alerted to the scene to replace the ambulances that transported downed firefighters.

Roxana House Fire Draws a Crowd On September 5, 2016, Roxana firefighters responded to a major house fire on Creekhaven Drive in The Refuge, a development located between Selbyville and Fenwick Island. The Roxana Volunteer Fire Company was initially alerted for a porch fire just before midnight. The first arriving units discovered that the entire front of the house was engulfed in flames and heavy smoke was billowing from under the eaves on one side of the house. Fire companies from Roxana (Station 90), Bethany Beach (Station 70), Millville (Station 84), Selbyville (Station 88), Frankford (Station 76) and Ocean City, Maryland (Station 700) responded. Several other companies were called for standbys. The stick-built home fire was extinguished after about four hours.

Long Fight in Lewes

Firefighters from Lewes, Rehoboth Beach, Milton, Slaughter Beach, Georgetown, Indian River, Millville and Bethany Beach battled a house fire on Lakeside Drive in Plantations East off of Plantation’s Road near Lewes during a heavy thunderstorm passing through the area. Crews arrived to find heavy fire throughout the structure with no occupants inside.

The blaze caused heavy damage to the home, and crews were on the scene for several hours battling the blaze.

Delaware Remembers Lt. Christopher Leach and Senior Firefighter Jerry Fickes, Jr.

Story by Warren Jones, photos provided by the Wilmington Fire Department and John Randolph On October 1, 2016, the fire service came to Wilmington to pay respects and attend the Memorial Service of two Wilmington firefighters who were killed in the line of duty on September 24, 2016. Thousands of firefighters from across the United States and Canada attended the service. A convoy of fire apparatus from Sussex County and Kent County, made their way north to Wilmington to show their respects.

The firefighters who died were Lieutenant Christopher Leach and Senior Firefighter Jerry Fickes, Jr. Lt. Leach was assigned to Engine 6 and Firefighter Fickes was assigned to Squad 4. Like a number of other Wilmington firefighters they started their fire service careers in the New Castle County Volunteer fire companies. Lt. Leach was a member of the Talleyville Fire Company and Firefighter Fickes was a member of the Aetna Hose, Hook and Ladder Company, of Newark.

The service was held at the Chase Center in Wilmington’s Riverfront section. The firefighters were marshaled together in front of Frawley

Stadium to receive instructions on where to form up and when to move into the Chase Center. At 1030 they gathered again to receive line-up instructions.

Uniformed firefighters lined up in ranks of twos from the entrance to the Chase Center on Shipyard Drive north to Justinson Street. The sea of blue firefighter uniforms stretched as far as the eye could see waiting for the families to arrive. And then we heard the sound of motorcycles approaching and then the command, “Attention! Present Arms!” Out of the silence came a sea of white handed gloves touching the brims of the firefighter hats, saluting the line of family vehicles and they passed. All of this was reminiscent of 14 years ago when I first heard the words “Sea of Blue,” a poem written and delivered by Bill Manning of Fire Engineering.

That day, October 6, 2002, was the NFFF Memorial Service in Washington DC’s, MCI Center. It was the ceremony honoring all the firefighters who died in 2001, including the 343 FDNY members from the World Trade Center. continues on page 54

Five Points Attends Wilmington Memorial

On October 1, 2016, nearly 50 Five Points members turned out to attend the memorial services for the Wilmington FD’s Lieutenant Leach and Senior Firefighter Fickes who died at the Canby Park fire on September 24. Ladder 17 provided coverage twice during funeral services and Engine 175 covered a 12-hour night shift on September 30. Five Points offers its sincere condolences for the loss of the two members and wishes a quick recovery to the five firefighters who were injured.

Harrington Helps Felton On October 25, 2016, the Harrington Fire Company assisted the Felton Community Fire Company with a trailer fire on Skinner Lane.

Busy Day On October 27, 2016, a box went out for a residential structure fire. E135 and L13 responded. Upon arrival, 13-8 reported fire showing from the rear deck of a two-story, single-family dwelling with extension into the structure. E135 started a line as L13 arrived and performed primary searches, reporting a moderate smoke condition inside. E135 made quick work of the exterior fire. E113, R11 and L257 arrived. The truck crews began opening up the interior to find fire running the walls and ceiling, and extending into the family room, kitchen and the second floor before being stopped. The bulk of the fire was quickly knocked down.

This marked the third box alarm for the day.

No Fire Found in Delmar On October 20, 2016, Engine 74-3, new Command 74-11, Traffic Control 74-9 and Paramedic 74 arrived at a Delmar business location for a reported electrical fire, but no fire was found.

Car vs. Tree MVC Early on October 30, 2016, Volunteer Hose Company Stations 1 and 27 were alerted to an MVC with entrapment with the subject not alert. Arriving units found a single-vehicle accident versus a tree. Units worked to free the sole occupant of the vehicle while New Castle County Paramedics administered care. Once the occupant was removed from the vehicle, the scene was turned over to Delaware State Police.

House Fire in Wilmington

On November 1, 2016, Wilmington City firefighters on the A-Platoon were dispatched to W. 39th Street for a building fire.

Upon arrival, units found a two-story end-of-the-row dwelling with heavy fire showing from the rear. First arriving companies deployed handlines through the interior and began an aggressive interior attack. The fire destroyed the second floor deck area and extended into the attic where there were a large amount of combustible materials. Three adult occupants and five cats

survived the fire and three cats were rescued by firefighters.

Approximately 29 fire and EMS personnel responded to this incident. Responding: Squrt 3, Squad 4, Engine 5, Sky-Boom 2, Ladder 1, Battalion 1, Battalion 2, St. Francis EMS, New Castle County Medics, Wilmington Police Department, Wilmington License and Inspection, Delmarva Power and the Delaware Red Cross.

House Fire for Hartly and Help On September 1, 2016, Hartly volunteers were alerted for a first-due dwelling fire. Crews operated for approximately two hours to bring the fire under control. Two dogs were rescued during secondary searching. Special thanks to Station 56 (Marydel), Station 43 (Cheswold), Station 45 (Clayton) and KCEMS for assisting. Another special thanks goes out to Station 53 (Leipsic) for making the long drive to cover our district.

Christiana Has Long Assist at House Fire

On October 12, 2016, Engine and Ladder 12 were covering for Aetna while they were training, when they were alerted for a house fire on Crossan Road. Engine 12 responded with Engine 93 and Ladder 12. Acting Ladder 9 was added on the working fire dispatch. Chief 198 arrived and reported a house well involved.

Engine 12 operated in the rear of the home. Ladder 12 stood by on scene. Engine 12 operated for five-and-a-half hours.

Clayton MVC On September 30, 2016, Station 45, Ambulance 64, KM6, KM5 and Trooper 4 were dispatched for an MVC with a subject reported ejected. Units arrived to find a single vehicle versus a tree with two injuries. The crew from the Rescue performed a door pop for access and both injured were transported to KGH

by B-64 and B-43. Assistant Chief Pridemore had command.

Roxana MVC

On October 28, 2016, Roxana firefighters responded to an MVC with overturn and entrapment on Old Mill Bridge Road. Roxana (Station 90), assisted by Millville (Station 84) removed two doors from the vehicle, as well as the B pillar to gain access. A female occupant was cut out of her restraint system and removed from the vehicle to Trooper 2, which transported her to a hospital. A male occupant, once extricated, did not require medical attention.

On October 12, 2016, a pair of wrecks kept Claymont crews busy. and the Philadelphia Turnpike. Injuries in both incidents were The first was an MVC, which struck the local Taco Bell in minor and crews were released after securing hazards.

Kent County Winner Vira Poore from the Harrington Ladies Auxiliary has been an active member of her auxiliary for the past 20 years. During these years she was the Assistant Treasurer for one year and has served on numerous committees. She is currently serving on the Dining Room Committee. She works numerous functions throughout the year often as the chair for many events. She has also served as the Bingo Chair for the past five years. She attends county meetings and has served as a State Delegate or Alternate at the conference for many years. She also serves her community by helping the Alumni Association, Girl Scouts, Church Associations, 4-H Grandmother, Educational Associations, Historical Society and the Little League. She has worked while keeping up with her three children, volunteering, taking care of her ill husband and her mother. Her auxiliary calls her their Energizer Bunny.

Sussex County’s Linda Cullen of the Indian River Ladies Auxiliary joined her auxiliary in October 1983. She was Assistant Secretary from 1984-1985 and from 1987-1991. She was Secretary from 1991-1996. She held the office of President from 1996-2005 and from 2009-to the present. She has served on many committees such as Inventory, and has been the kitchen chairperson from 1996-2005 and from 2009 to the present and continues to do an outstanding job with all fundraisers such as breakfast, bingo, chicken and dumpling dinners and catering. She has been on the

Recruitment and Retention for the state for the last four years. She serves on the Board of Directors for the Boy's and Girl’s Club and is also a Regular Member of the Fire Company since 2006. She received a Jefferson Award in 2004 for her volunteering with the auxiliary and fire company. Her auxiliary said without her being their President they would not be as successful as they are today and they thank her for all her years of service.

New Castle Co. Jackie Guzzo of the Hockessin Ladies Auxiliary joined her auxiliary in 1973 and has 43 years of service and is still going strong. During this time she served on many Committees including Event, Pension, By-Laws, Sick and Sunshine. She has been a County and State Alternate and Delegate for many years. She served as President for 1991.

From 2000-2007 she acted as Secretary and from 2009 to present has been Treasurer. She has served as Secretary and Assistant Secretary for the LADVFA. She has served as President of the New Castle County Volunteer Firefighter’s Association form 2009 to 2010. Many in the State have had the pleasure of sampling her baking as she often brings treats to give out to members at meetings. She voluntarily has taken it upon herself to arrange a drive for the Food Bank each year around the holidays.

This cause is near and dear to her heart, which is reflected in the months of her creativity prior to the holidays. Each year she creates holiday Story continues on page 50.

DSEMSA Awards and Installation

On September 14, 2016, the DSEMSA held their annual Awards and Installation Banquet at the Dover Downs Rollins Center in Dover.

This year’s awards were presented to the following: The Robert W Jones EMS Instructor Award for 2016. This award was named after Robert W. Jones who had taught numerous years at the DSFS, who passed in November 2015.This year’s award was presented to Cliff Neidig an EMS Instructor for over 38-plus years. Cliff shared many classes with Robert W. Jones over the years, as well as going out of his way to help students learn and successfully pass the EMT classes. Cliff is also a fine example of what an EMS instructor is and shared the same enthusiasm in providing these classes as Jones did.

The Stephanie Calloway Excellence in Paramedicine Award for 2016. This year’s award was presented to Allen Barnes of the Sussex County EMS. A Paramedic for over 25-plus years, Allen has helped develop a patient reporting system, is involved in State ALS and BLS Protocols, RSI, C-Pap, Bluetooth technology of the LP-15 monitors, Medic Assist program, Sim Lab, SCoEMS Budgets, JEMS games, National EMS Memorial Bike Ride among several numerous other activities. Allen is a true asset to the SCEMS. What is rather unique is that Allen had no prior Fire and or EMS training background. Once becoming a Paramedic, he has excelled in his career. The award was named for Paramedic Stephanie Callaway, a five-year veteran with Sussex County EMS, who died as the result of an ambulance collision in 2008.

The Philip S Young EMS Lifetime Achievement Award for 2016.

This year’s award was presented to Tom Johnson of the Odessa Volunteer Fire Company. Tom has been a member of Odessa for over 21 plus years and during that time has held several EMS leadership positions as well as in overall involvement in the EMS Department. Tom has always been there when needed and called upon for EMS and ambulance calls. This annual award was named after DSFS Senior Instructor Phillip S. Young, who was one the earliest EMS instructors and was also known as “Uncle Phil” to many.

The Excellence in Police Emergency Medicine Award for 2016.

This award is a new category to recognize our friends in blue. The

award was presented to Corporal Dan McColgan of the DSP. Corporal McColgan responded to a robbery with a shooting. Upon arrival he administrated emergency care to the victim, treating two gunshot wounds with his personal first aid equipment. His immediate lifesaving skills helped stop the bleeding of the victim.

The Michelle Newton Smith Heroic EMS Award for 2016. This award was presented to two individuals from the Hockessin VFC Station # 19 George Lamborn and Matt Burge for the rescue of a woman from a vehicle which had overturned into a iced up creek. Both Lamborn and Burge did not hesitate in providing their excellent skills in saving a life and truly made a difference that day. This annual award is named after Michelle Newton Smith who was killed by a hit-and-run driver, while providing first aid to a struck motorcyclist.

Also special recognition was made to recognize 16 other individuals with DSEMSA Resolutions as follows: James Cina of the Bridgeville VFC Station # 72 and the Sussex County Ambulance Association was recognized for his 54-plus-years of Fire, EMS and dedicated community service. Wendy Lowe of the Laurel VFC Station # 81 and an EMS Instructor for the DSFS. Wendy was chosen to take part in a goodwill trip to Ghana, Africa this August to teach CPR and first aid skills to the local community there. There were 14 individuals that took part in the annual National EMS Memorial Bike Ride earlier in May. They departed Boston for Arlington, VA and rode to recognize those that we lost in EMS the past year. They were as follows: Riders: From SCEMS: Allen Barnes, Jessica Bonini, Derek Collins, Bonnie O’Bier, and Lars Granholm; Jennifer Lawrence (Mid Sussex) and Kellie Barnes (former SCEMS & Beebe). Support: Kara Brockbrader, Kevin Butler and Ashley Churchman (family of SCEMS); Barry Hoke (SCEMS), Diamond Hoke (Beebe and family of SCEMS), Deanna Loeb (Sta. 93) and Amy Yonko (DSEMSA and Five Points VFC).

The annual installation of the NEW DSEMSA 2016-20117 Officers were installed. These are: President Matt Gajdos, 1st Vice President Amy Yonko, 2nd Vice President Jason Capps, Treasurer Naomi PJ Gosch, Secretary W. Mike McMichael, and past-President Director Jenn Knox.

DSFCA Meritoroious Award DC Dufresne, Capt. Chase, FFs Derrick Brode and Truston Davis On June 23, 2016, Camden-Wyoming Fire Company Stations 55 (Magnolia), 41 (Camden) and 48 (Felton) were alerted for a house fire in the Paris Villa subdivision southwest of Woodside. Deputy Chief 412 (Dufresne) arrived and reported a single-story, single-family dwelling with smoke showing. Several neighbors and the DSP advised all were out of the house. Squad 41 arrived and made a forcible entry while placing a line in service. Tower 41 arrived and assited in opening up. Tower 41 Captain Fred Chase came across an unconscious 17-year old a few minutes into the primary search and began to remove him from the scene. Deputy Chief Dufresne, Captain Chase and Firefighters Derrick Brode and Truston Davis removed the victim from the house and initiated CPR on the front lawn.

Even after receiving inaccurate information these firefighters exemplified the finest qualities of fire service professionalism.

DSFC Heroic Fireman of the Year Greg Adkins

NCCoFCA Heroic Award and DSFC Meritorious Award Hockessin Rescue 19 and George Lamborn and Matt Burge

On June 13, 2016, Station 81 (Laurel), Station 14 (Sharptown) and Station 74 (Delmar) were alerted for a structure fire on West 7th Street in Laurel, with possible subjects trapped. Life Member and past-Line Officer Greg Adkins responded from his home across the street.

Adkins encountered heavy fire in the rear and was advised by a neighbor of two children within the home. Adkins forced the front door, and started searching, but was unable to locate the children. He exited the building then re-entered the home with no protective equipment, as the fire continued to grow. Adkins began calling out “Fire Department!” as he continued searching for the children.

Finally, two young girls who had been hiding in a bedroom closet, came running out and were assisted from the home by Adkins. As they exited, the fire flashed over, engulfing the home in flames.

Adkins singlehandedly prevented a tragedy through his bravery, courage and passion, never considering his own safety.

The definition of a hero is, “a man of distinguished courage or ability, admired for his brave deeds and noble qualities.”

Greg Adkins exemplifies this definition and the Laurel Fire Department is honored to call him a brother in service.

On Februiary 16, 2016, the Hockessin Fire Company was alerted for an MVC on Creek Road in the vicinity of Snuff Mill Road. The incident was also dispatched as an entrapment with the vehicle in the water.

Rescue 19, 19-8, Deputy 19, and multiple Fire Police promptly responded. Also responding were Cranston Heights Rescue 14, Engine 19-5, A-19 and a number of additionals units.

Rescue 19 found nothing at the dispatch address, but bystanders pointed them to the scene where they found a vehicle upside down in the frozen Red Clay Creek. Screams could be heard coming from the vehicle. Rescue 19’s George Lamborn and Matt Burge immediately entered the frozen creek, as Rescue 19’s Ann Gillespie relayed information to repsonding units. The two saw a woman struggling to keep her head above water. The driver’s door was jammed, but Gillespie obtained a GlasMaster tool and they were able enter the driver’s window, cut the woman’s seatbelt and pull her from the vehicle. She was removed from the creek by firefighters and bystanders.

The swift and selfless actions of Rescue 19’s crew were instrumental in the positive outcome.

DVFA Awards

On September 17, 2016, the Delaware Volunteer Firefighter’s Association closed its annual conference at the Dover Downs Hotel and Conference Center and announced the following awards.

Firemen of the Year: Citizens Hose Company’s James Mood received the Delaware Volunteer Firefighters Association, Firemen of the Year Award, for his 63 years of active service to the Citizens Hose Company and the Smyrna community. He was a past-Fire Chief and past-President. He was also past-member of the Smyrna Town Council, and the Duck Creek Historical Society. He was also active in Cub and Boy Scouts, the Smyrna Swim Club, the Smyrna/Clayton Heritage Association, among other clubs and committees in the Smyrna area.

Fire Police Awards: Fire Policeman Clay Yocum, of the Greenwood Fire Company, received the Delaware State Fire Policeman of the Year

Award. Fire Policeman James Fisher, of the Farmington Fire Company, received the Kent County Fire Policeman of the Year Award. Fire Policeman Karl Walters, of the Christiana Fire Company, received the New Castle County Fire Policeman of the Year Award. Fire Policeman Dale Willey, of the Greenwood Fire Department, received the Sussex County Fire Policeman of the Year Award.

EMS Awards: Matt Burge and George Lamborn, of the Hockessin Fire Company, received the Heroic EMT of the Year Award for an ice water rescue. Tom Johnson received the Lifetime Achievement Award, Cliff Neidig received the EMS Instructor of the Year Award and Alex Barnes of the Sussex County EMS received the Excellence in Paramedicine Award

SCEMS

Allen Barnes Retires Sussex County EMS Professional Standards Division Manager Allen Barnes retired from SCEMS after 25 years of service. Allen started his career with SCEMS in June 1991 and had many significant achievements at the county and state levels.

Some of his accomplishments include assisting in developing a statewide patient reporting system (EDIN), he was a charter member of the state protocol committee and participated on the committees throughout his career, and he was a involved in the implementation of rapid sequence intubation (RSI) and continuous positive airway pressure ( CPAP) treatment plans. Allen was also very active with the National EMS Memorial Bike Ride. Allen was recognized for his achievements during this year’s Delaware EMS awards banquet.

Allen looks forward to flying, diving, traveling and spending time with his wife Kellie in his retirement. SCEMS thanks Allen for his dedicated service and wishes him the best in his next adventures and retirement.

Holding Celebrates 25 Years with SCEMS On November 18, 2016, Debbie Holding, currently assigned to B shift west, celebrated her 25th anniversary with SCEMS. Holding was hired by SCEMS and attended the second paramedic class at Kent General Hospital. She currently holds the rank of Paramedic II and plans to continue working for SCEMS for the foreseeable future.

Debbie enjoys spending time with her family and baking in her off time. SCEMS thanks Debbie for her 25 years of dedicated service and congratulates her on achieving this service landmark.

Glenda Pusey Retires from SCEMS

SCEMS announced the retirement of Glenda Pusey on November 19, 2016. She retires as Supervisor of B-shift West.

Pusey completed Paramedic School at Kent General Hospital 25 years ago. Prior to becoming a supervisor, Pusey served as a Field Training Officer. Throughout her career with SCEMS she received several awards including: Supervisor of the Year, Paramedic of the Year, Nanticoke Rotary Award, Phoenix Award and achievement awards for committee work. Pusey also earned her Bachelor’s Degree.

In her retirement she looks forward to spending time with her husband and family. SCEMS thanks Glenda for 25 years of dedicated service and wishes her well in retirement.

Michael (Mike) Pusey Retires After 25 Years Sussex County EMS Paramedic District Supervisor Michael (Mike) Pusey is retiring after 25 years of service.

Mike Pusey has lived in Sussex County his entire life. In fact, Mike said the only time he lived outside of the county was during his service in the Navy, which was for just over four years. Prior to becoming a Paramedic, Mike served as a Corrections Officer for Sussex Correctional Institution. Mike had an interest in EMS, and while Sussex County’s Paramedic service was in its infancy, he saw an opportunity to make a career out of it. In November 1991 Mike began his paramedic studies as a member of the third class Sussex County would put

through school which, at the time, was held at Kent General Hospital.

When asked what he liked most about being a paramedic, Mike said that it was always a pleasure to help the people in the community where he was born and raised. Mike also explained that once he rose through the ranks to become a supervisor he additionally enjoyed, “helping to shape young medics.”

Following retirement, Mike’s plans are to “farm, hunt, fish, and enjoy life in Sussex County.” Mike’s 25th Anniversary was November 18, and his last official shift with Pusey’s dedicated years of service, and wishes him well in the years to come. the county will be this coming January.

SCEMS Welcomes New Employees

Sussex County Emergency Medical Services would like to welcome Megan Adams, JoAnne Donovan, Alix Faust, Stephanie Forbes, Austen Kauffman, Kristen Mitchell and Calvin Yelverton to the team. All employees began their journey with SCEMS on July 18, 2016.

Megan Adams is a Sussex County native who currently resides in Western Sussex County with her children. Megan has been active in the EMS community for the past seven years, working for various EMS agencies throughout the county. Her interest in EMS began at the age of 14 when she volunteered for Laurel Fire Department. Megan completed the paramedic program at Chesapeake College in MD. She is also currently employed with the Rehoboth Beach Patrol. When she isn’t working, Megan is very active, spending her time horseback riding, shooting, being in/on the water, as well as spending time with her family and friends.

Jo Anne Donovan was born and raised in Kent County, MD. She began volunteering with Kent and Queen Anne’s Rescue Squad in 2001.

JoAnne became a certified EMT in 2002 and began her career in EMS with Queen Anne's County Department of Emergency Services in October 2005, where she earned the rank of Sergeant. JoAnne relocated to Sussex County where she currently resides. In her spare time, JoAnne enjoys playing softball, tennis and kayaking. Her interests also include fitness.

Alix Faust came to Delaware from Northern Ohio. Alix completed the paramedic program at EHOVE Career Center in Milan, Ohio. She also obtained a Bachelor of Science from Bowling Green State University. She has previously worked in the capacity of Paramedic/Firefighter for a 911 service and Paramedic for critical care transport. Along with her career as a paramedic, Alix is also a Registered Nurse, with experience working in the Emergency Department, Critical Care and Early Nursing Intervention Team (ENIT). She enjoys working out and spending time with her family and dogs.

Stephanie Forbes comes to SCEMS from La Plata, MD. She graduated from UMBC in 2009 with a Bachelor’s in Psychology and a minor in EMS. Stephanie completed her paramedic training through the Baltimore County Fire Department. Prior to joining the SCEMS team, Stephanie worked for Charles County EMS for two years. Stephanie has a love for the beach, swimming and kayaking. She also enjoys horror, action and comedy films.

Austen Kauffman was raised in Lebanon, PA, and attended college at Pennsylvania College of Technology where he obtained an Associates of Applied Science in EMS. Austen has worked in several facets of EMS including EMS at Hershey Park and as a Paramedic with 7th Ward EMS. In his spare time, Austen enjoys detailing his car, attending car shows and exercising. He also enjoys spending time with his family and friends.

Kristen Mitchell is originally from New Jersey and moved to Delaware three years ago. Kristen attended Delaware Technical and Community College where she obtained an Associate’s Degree in Allied Health. She plans to further her education at Wilmington University in the near future. Kristen’s hobbies include singing, playing piano and guitar, and photography.

Calvin Yelverton entered the fire service in 2005 as a member of Seaford Volunteer Fire Department. Calvin was a member of SFVD for 10 years and held the position of Ambulance Captain for five years during that time. He is currently a member of Bridgeville Volunteer Fire Department and is also a member of the Sussex County Technical Rescue Team. Calvin completed the paramedic program at Chesapeake College in MD. He was employed as a firefighter/EMT with Laurel Fire Department until the start of his career with SCEMS. He enjoys riding his motorcycle, SCUBA and woodworking/cabinetry.

Dir. Robert Stuart Reaches 25 Years SCEMS Director Robert (Bob) Stuart achieved 25 of years of service with the department. Bob was a member of the initial class held at Kent General Hospital, and has played a key role in the progression of SCEMS, having served as interim Director, Deputy Director, and in his current role as Director.

Bob has overseen tremendous growth in staffing to include creation of new administrative positions to ensure that SCEMS remains a premier organization. He has overseen SCEMS budget development throughout his administrative career. He has been recognized as Administrator of the Year three times.

Bob is proud of the accomplishments that SCEMS has achieved during his career and looks forward to furthering the development of SCEMS during the remainder of his career as he mentors the next generation of leaders of SCEMS. SCEMS congratulates Bob on his dedicated 25 years of service and looks forward to his continued leadership.

Dealing with the Heroin Epidemic

Heroin use and addiction has been thrust into the national spotlight.

Each day, Paramedics respond to calls for service as the result of illegal drug use. New Castle County EMS is helping with the county’s active push to fight heroin in the community, by bringing awareness to youth and their parents with programs such as “Reality Tour” sponsored by Attack Addiction. Paramedics are helping to educate participants in the signs and symptoms of drug use as well as its potentially fatal ramifications. The Reality Tour is held several times a year with the help of the Delaware State Police, those in recovery and New Castle County Paramedics. Potential participants can sign up using the “Eventbrite” website.

NCCEMS also partnered with Hope Street DE, Inc, along with NCCPD officers and NCC Communications personnel, on September 10, 2016, for a “First Responder Day” in Newport, Delaware. Hope Street is a non-profit organization which provides support and advocacy for those persons who are recovering from or seeking recovery from addiction. Finally, Naloxone, more commonly known as “Narcan,” has been deployed to NCCPD officers. All NCCPD officers were trained in the administration of nasal Narcan when the kits were initially deployed last year. Sixty new kits have been made available for distribution to NCCPD officers and will be distributed to the officers trained or re-trained in their use. What makes this distribution a little bit unique is that NCC Paramedics have trained all of the NCCPD K-9 officers in the administration, not only for humans, but for their K-9 partners, should they accidently be exposed to the drug.

Heroin is a significant problem in Delaware, but with cooperation between public safety and the community, we can positively impact those afflicted!

6 Transported from 295/495 MVC On October 16, 2016, New Castle County Paramedics 1, 6 and 8 were dispatched to the area of Interstate 295 westbound and Interstate 495 northbound for an MVC involving entrapment.

Arriving Paramedics found a multi-vehicle accident involving a tractor-trailer with entrapment. Two patients were found to be heavily entrapped and required extensive extrication. They, along with another male, were transported to the Trauma Center at Christiana Hospital with a New Castle County Paramedic accompanying them. Three other patients were transported to Christiana Hospital on board BLS ambulances and one patient refused transport.

Critical in Newark MVC Early on October 29, 2016, New Castle County Paramedic Unit 3A was dispatched to Old Red Mill Road in Newark for a single-vehicle MVC with reported entrapment. Upon arrival, a 17-year-old female was found heavily entrapped in her car, which had struck a tree. Crews from Aetna Hose, Hook & Ladder worked for 20 minutes to free the patient. While extrication was ongoing, advanced life support measures were initiated, including aggressive airway management. Once the patient was freed, she was transported to the Trauma Center at Christiana Hospital on board an ambulance from Aetna Hose, Hook & Ladder. She was suffering from lifethreatening injuries and admitted in critical condition. Crews were assisted by the Delaware State Police who investigated the accident.

DSFS Runs Fall Crew Leader Class On October 8 and 9, 2016, the Fall Crew Leader class took place at the Delaware State Fire School. Forty-one students completed the entry level officer course and refreshed their tactical and leadership skills.

Delaware State Police Recruits Train at DSFS The 90th Recruit Class of the Delaware State Police and the 83rd Municipal Police Class completed their Law Enforcement Fire Survival Class on October 27, 2016. The largest class in memory attended, completing Haz Mat 472 Certification, as well as evolutions of ladder training, fire extinguishers, fire behavior and sprinkler systems.

East Millsboro ES Visits DSFS Sussex Division The Millsboro Fire Company and the Delaware State Fire School coordinated a tour for the children of East Millsboro Elementary School.

Students participated in interactive programs addressing bike safety, fire behavior, the role of a firefighter, first aid and home hazards.

DSFS and DE Red Cross Selected for National Training Conference The Delaware State Fire School and the American Red Cross of Delaware were awarded a scholarship to attend the 2016 NFPA Remembering When Conference. The team participated in training which helped them deliver the educational fire and falls prevention program sponsored by the National Fire Protection Association (NFPA).

The conference, “Remembering When: A Fire and Fall Prevention Program for Older Adults,” was held November 14 - 16, 2016. The NFPA selected teams from 30 communities across the United States and Canada to travel to San Antonio, Texas, for the training. Teams were composed of at least one member of the fire department, partnered with an individual from an agency within the community that serves older adults. Mike Lowe from the Delaware State Fire School partnered with Sharon Jefferson from the American Red Cross of Delaware.

Each award covered training, materials and travel expenses, valued at more than $4,000.

The team will go on to conduct group presentations and training sessions to prepare additional facilitators. Team members will also bring the program to older adults during home visits where they will tailor the Remembering When messages and help older adults identify changes

that will increase home safety.

“We are excited to provide this important training to help fire departments and local agencies meet their goals related to older adult safety.

Many communities are seeing dramatic increases in the numbers of older adult residents and are strengthening resources to meet the needs stemming from this growth. Reducing risks related to injury and death is key and the Remembering When program is a helpful tool in this endeavor,” said Karen Berard-Reed, NFPA senior project manager.

“The data provides a crystal clear picture of the fire and falls problem for older adults across North America. Kudos to the professionals who are dedicated to the work of helping older adults live safely.”

The Remembering When program has been implemented in communities throughout North America since 1999, to help thousands of older adults learn strategies to help them live safely at home for as long as possible. Program materials are available online at no cost.

Progressive Ag Safety Day

On October 21, 2016, the Delaware State Fire School coordinated a Progressive Ag Safety Day for students at Dunbar Elementary School in Laurel. At the heart of this effort is the Progressive Agriculture Safety Day program. This educational program provides training and resources for local communities to conduct one-day safety and health programs.

Safety Days are designed to be age-appropriate, hands-on, fun, and safe for children.

The mission of the Progressive Agriculture Safety Days is simple — to provide education, training and resources to make farms a safe and healthy environment for children and their communities. The Fire School has supported this effort by conducting Safety Days for six years.

MCI Drill

On October 5, 2016, Aetna, in partnership with Singerly Fire Company and the University of Delaware Emergency Care Unit, held a full-scale mass casualty incident (MCI) drill at Goodchild’s Towing. Arriving crews were met with a simulated multi-vehicle collision with 11 patients; several were trapped and one was pinned under a vehicle. In real time, crews had to perform triage, stabilize, extricate and treat patients. The drill provided the opportunity to train in a realistic environment in order to better prepare for future responses.

On September 11, 2016, the company took time to remember those lost in the 9/11 attacks. Our department along with members of Citizens Hose, Cheswold, Townsend, Leipsic, Dover and Little Creek Fire Departments, American Legion Ambulance, Kent County Paramedics, Smyrna and Clayton Police Departments joined members of the Smyrna/Clayton Community at this annual event. This year’s guest speaker was Jimmy Hoppa from the Laurel Fire Department and also morning co-anchor for WBOC News. The company had almost 40 members attend this year’s service.

911 Remembrance Walk On September 11, 2016, members of Five Points Fire Company attended the annual 9/11 Remembrance Walk hosted by the First State Fraternal Order Of Leatherheads Society at Delcastle Recreational Park. The walk was approximately one mile with members wearing turnout gear in honor of first responders who died on September 11, 2001. After completing the walk, members announced the name they walked for and rang a remembrance bell in that person’s honor. We will never forget the first responders, military and citizens lost on that tragic day, as well as the lives lost over the years from the events. Thanks to the members who attended this important event.

Delaware Military 911 Rememberance On September 9, 2016, Engine 17-4 was a part of Delaware Military Academy’s annual 9/11 Remembrance Ceremony. Every year, DMA does a great job hosting a ceremony to remember the tragic events that happened 15 years ago. This year, local fire companies were invited and proud to be a part of the ceremony.

Campbell Vandervander, a junior member with the Clayton Fire Company, was named Clayton’s Member of the Month for September. “Since Campbell has become a member of the fire company, I have received many positive comments from the public about the professional actions of Campbell while he attends events,” stated Fire Chief Skip Carrow as he announced Campbell as the winner during the October company meeting. Campbell attended six of 19 alarms, three drills, five uniformed functions, five miscellaneous functions, a fund raising event and a company meeting, accumulating 30 points for the month and 95 for the year. Holiday Bazaar Vendor and Craft Event

The Mill Creek Fire Company Ladies Auxiliary will be holding a holiday bazaar on December 3, 2016, from 0900 to 1500 at the old location of the Mill Creek Fire Company at 3900 Kirkwood Highway.

Admission is free, and there will be a room full of vendors and crafters that will have a great selection for your shopping.

The Ladies Auxiliary will also have a White Elephant table and a homemade baked goods table. They will also be selling homemade chicken noodle and beef vegetable soup by the quart. A snack bar will be open selling various items. Interested vendors and crafters can e-mail la-president@millcreekfire.org and request a registration form.

Delaware City Halloween Party

The Delaware City Fire Company hosted a Halloween Party for members on October 21, 2016. The night started with those in costume walking the “catwalk” to show off their costumes. Everyone then enjoyed pizza and desserts for dinner. After all had an opportunity to eat, games were played, pictures were colored and pumpkins were decorated. When it was time to leave treat bags were given to each child in attendance.

Obituaries

Passing of Oldest Living Member Clayton’s Robert E. Berghorn

The company is mourning the passing of past-Chief/President Robert E. Berghorn. Mr. Berghorn, or Bob as he was known by many, passed away on September 11, 2016, after a long illness.

Past-Chief Berghorn joined the company in 1945 and was completing his 71st year.

He received his Life Membership in 1962.

Chief Berghorn held many fire line offices up to and including Fire Chief. On the administrative side of the company he held many offices up to and including President. He also served on numerous committees, most notably the Apparatus

Replacement committee, where he served as chairman for 16 years and oversaw the design of all of our current apparatus.

Mr. Berghorn was awarded Fireman of the Year award in 1992 and Firefighter of the Year in 2004. Bob was a World War II veteran and was also involved with the community outside the company. Services were held on September 18, 2016, at the Ewell St. Paul United Methodist Church in Clayton. Burial was at the Denton Cemetery in Denton, Maryland.

Thanks for a Job Well Done

After a very successful Fire Prevention week, Dover Air Force Base celebrated with the help of the Capital City Dover Rotary Club as they sponsored the Dover Fire Emergency Services Open House/Military Appreciation Day. It was a day of knowing our goal of promoting the message “Don’t Wait Check the Date, Replace Smoke Alarms Every 10 Years” was a success. In addition to the fire safety message, the Rotary Club wanted to express their appreciation for the men and women who have served and are serving today by giving them a break with a fun packed day at the fire station including food, games, and prizes. Also present were vendors from all over the City of Dover and Dover AFB. Additionally, there was a special performance by the Dover High School Drumline and the City of Dover’s very own country singer Sara Ann Garrison, who sang throughout the entire event. Base Commander Colonel Ethan C. Griffin thanked everyone for a job well done, as none of it would have been possible if not for the efforts of the Capitol City Rotary Club and Dover AFB Fire Department.

Clayton Hosts Fire Prevention Open House

“Fire prevention week is just one week out of the year, however the Clayton Fire Company prepares all year for this week,” said Fire Prevention Chair 2nd Assistant Chief John Pridemore. With two elementary schools in the district and one intermediate school, planning and coordinating the week’s activities can get hectic. The first grade of Clayton Elementary visited on Wednesday and the Company visited the school in the afternoon. On Monday the company visited Providence Creek Academy, and fire prevention packets for the essay awards program were delivered to the schools with 4th through 8th grade. Children in grades K to 3rd participated in a fire prevention poster program.

Five Points’ Brittney Paoli Recognized At the October 4, 2016, company meeting, Brittney Paoli received a tribute from the Delaware House of Representatives for her actions as a firefighter back in June. A GEM of a Program Starts On October 24, 2016, Roxana Fire Chief Chris Uibel and Sussex County Councilperson Rob Arlett, along with members of the Sussex County Fire Chiefs Association and the State Fire Chiefs Association held a news conference at Roxana Volunteer Fire Company Headquarters to announce Operation GEM. During the press conference Councilman Rob Arlett and Chief Uibel announced the multi-step pilot program. This program will encompass recruitment and retention for all ages 10 and up. Roxana VFC, Chief Uibel and Councilman Arlett are spearheading this pilot program along with support from the State Fire Chief’s Association, Sussex County Fire Chief’s Association, Sussex County Firefighter’s Association and Delaware State Fire School.

During the press conference Chief Uibel announced that the Roxana VFC is partnering with the Indian River School District and will begin a cadet program within Millsboro Middle School (MMS), create an after-school program with Selbyville Middle School and work with IRSD’s Adult Education program. The students in MMS will learn the basics of first-aid, fire safety and leadership skills. MMS has accepted this program and it will be taught by Chief Uibel during the WIN (what I need) enrichment periods.

Along with partnering with the IRSD, Roxana started a cadet program at Station 90. These cadets are mentored by the volunteers of the community.

Clayton Fire Prevention Day

On the first Monday of each October the Clayton Fire Company hosts its annual open house at the fire station. This year was no different, and, “It was one of our biggest,” said company President Robert Faulkner. On display was equipment from surrounding fire companies, inside displays on safety by a partnership with Chesapeake Utilities and Sharp Energy, the state fire school and the state fire marshal’s office. The company handed out fire prevention material and the kids favorite red plastic helmets. Refreshments were provided by the Clayton Ladies Auxiliary. “We want to thank the citizens who took the time to come out and support our event,” said fire prevention chairman Assistant Chief John Pridemore.

Krass to Asst. Chief of Ops Fire Chief, Chief Master Sergeant Charles A. Morris and the Dover Air Force Base Fire Emergency Services would like to congratulate one of their own. On September 30, 2016, Mr. Thomas C. Krass, was promoted to the position of Assistant Chief for Operations. Tom joined DAFB Fire Emergency Services in January 2002 as a Staff Sergeant in the United States Air Force. After separation he was hired as a civil service firefighter in December 2002.

In December of 2005 he was promoted to Lieutenant and in 2008 he was promoted to Captain. Tom was also instrumental in the department recently attaining accredited status while serving as the accreditation manager.

Clayton’s Jamie Turner Honored By Governor, Guard On September 21, 2016, at the Delaware Emergency Management Facility located north of Smyrna, Governor Jack Markell signed into legislation HB 295 naming the training area at DEMA the ‘James E. Turner III Educational Center’ in honor of Clayton Fire Company member and longtime DEMA director Jamie Turner.

Jamie has a long history of public service. He has been a member of the Clayton Fire Company since 1968, serving as Secretary and Deputy Chief, as well as on many committees. Jamie served as a police communications specialist with the DSP assigned to Troop 3, a Senior Instructor at the Delaware State Fire School, Executive Secretary of the DVFA, and Director of DEMA beginning in 2002 until his retirement in 2015.

Jamie is also recognized as a leader in the HazMat community.

The members of the Clayton Fire Company would like to say thank you to Jamie and his entire family for dedicated service to the citizens of Delaware. During the bill signing, Major Vavala of the Delaware National Guard presented Jamie with the highest award the Guard can present to a civilian, the Guard’s Distinguished Citizen award.

The first piece was a 2015 Rosenbauer Commander pumper with a 2,000-gpm pump, 1200-gallon tank, 100 gallons of foam and carrying 1,500 feet of LDH. The unit has four foam lines with one of them being a front 1-¾ inch attack line. This pumper is designated as 51-2. The second was a 2016 Rosenbauer Tanker with a 2,000-gpm pump, carrying 3,500 gallons of water and also capable of carrying 1,500 feet of LDH. This unit will be known as 51-5.

During the same day, a dedication was held for the newly renovated function room and restrooms in the firehouse. All new walls, new flooring, new ceiling, chandeliers, ceiling fans with lights, and wall sconces were installed with all lights being LED dimmable. In the bathrooms, including a “family” bathroom, all new tile, mirrors, and flooring was installed. The hall is now ready for elegant wedding receptions, banquets, retirement parties, class reunions and similar functions.

Delaware EMT Spreads the Word Internationally In March of this year, Zera Missions reached out to EMT Wendy Lowe, of Laurel, regarding the possibility of her participating in a mission trip to Ghana.

The area served by Zera had little to no training or awareness of First Aid procedures or CPR. Wendy agreed to participate and with the help of family, friends, church and the Delaware EMS Service, left for Ghana, Africa, on August 11, 2016.

Members of the Delaware Fire Service donated materials for her to take on her trip to stock first aid supplies. While in Africa she provided valuable training to teachers of schools and orphanages.

Zera and Mrs. Lowe are extremely grateful to the fire service for its donations.

An interesting result of Delaware influence came about as a member of the Zera Team suffered a foot injury. He was finally cared for in an Army Level One Trauma Center and the staff there noted the materials used that came from Delaware were better and more up to date than what they were using on a daily basis. Again, thank you Delaware for making a difference.

On October 14, 2016, Volunteer Hose Company held its fourth annual golf outing at Back Creek in Middletown. It was a beautiful day for golf, and a good time was had by all. The company would also like to thank the Fundraising Committee who worked tirelessly to make the event happen (this was a rain date from two weeks prior).

Volunteer’s Timothy Murray Awarded

In honor of Rotary’s Vocational Service Month, the Southern New Castle County Rotary Club recognized an outstanding fire service volunteer, Timothy Murray. The award was given at the club’s meeting on October 18, 2016, at the Ches Del Diner. The award recognizes the valuable contribution to a better society made by those who protect our community through their work in the police and fire services.

This year’s recipient was introduced by Volunteer Hose Company Fire Chief Frank Bailey. Timothy Murray has been a volunteer fireman since 1991. In the past, he has held positions on the Board of Directors and as Chief Engineer. He has served on numerous committees, including building and apparatus maintenance, and is currently the company’s Assistant Chief Engineer. Murray was recognized by his fellow firefighters for his willingness to serve wherever needed, by being named Fireman of the Year in 2004.

The Vocational Service Award program was initiated in 2011 by the Southern New Castle County Rotary Club.

Helping Vets

Firefighters at the Volunteer Hose Company were visited by a local pre-school class recently. Firefighters took the opportunity to educate children on fire prevention. The children not only learned about fire prevention, but what to do in case a fire occurs.

Firefighters donned their gear to show the children what they might look like if they have to enter their home. They were taught the importance of having a family meeting place and how to escape a fire.

This is not something she is asked to do, it is what she wants to do. She is a dedicated member of her Church helping organize different events. Recently she was honored with the Jefferson award for her countless hours of volunteerism with the Senior Center.

With her boundless energy and wonderful organizational skills, the Senior Center has thrived from her dedication and hours devoted to their events including a successful Flea Market. Her Auxiliary feels that because of her devotion to the fire service as well as her dedication to her community that it is fitting to nominate her for this award.

Good Will Ladies Auxiliary’s Karen Majewski, the 2015 LADVA President from the Good Will Ladies Auxiliary, had a very successful year supporting the firefighters of the Delaware Volunteer Fire Service. Karen has 41 years of active service with Good Will. She has held the office of President, Vice President, and Board of Directors. She also held the office of President of the County Association in 1995-1996. This month’s article will feature a rig from the Cranston Heights Fire Company that has been re-acquired by Mike Cook, a long time firefighter with the Heights. Engine 14-5 is a 1978 CF700 Mack with a 1000-gpm Waterous pump and 1000-gallon water tank carrying serial number 001007 and was in service until 1998. This rig was ordered on July 8, 1976, final approval was on February 22, 1977, and it was delivered in March 1978 at an approximate cost of $185,000.

It was used as a first-piece-out on house and building fires and first-piece-out with lack of hydrants. It served them well for 20 years, retiring to the old truck home in 1998 when a new E-One pumper was placed in service.

Fortunately, the 1978 was destined to continue to be a useful piece in Alabama. An F-5 tornado struck the community of Concord, Alabama, and wiped out two of their three fire stations, and most all of their running stock and equipment. Members of the CHFC contacted the Delaware Air National Guard about transporting 14-5 to Alabama. The DANG agreed to help out and the old 14-5 was loaded on a C130 cargo plane and flown to Birmingham. It

served the Concord Fire Department from 1998 until around 2010.

In early 2015, Concord contacted CHFC to see if they wanted the old girl back. With funding a little tight, the CHFC were unable to, but an active and life member, Mike Cook, was given the opportunity to bring this piece of history back home.

Mike contacted the chief of Concord in September 2015 to see what he needed to do to get it in running shape so he could drive it back to Delaware. There were several items missing from the old girl that could be found in the flea markets at shows, but he had to replace air valves, wheel seals, brakes and filters. On another trip he replaced a brake chamber and serviced it for the trip home. Of course Mike couldn’t have done all of this without his best friend and supervisor, Colleen!

Mike and Colleen made the trip to bring back the Mack in April 2016. It was an adventurous trip that was documented on Facebook.

On the way back they stopped in Swope, Virginia, to see one of its (14-5) sister trucks, the old 14-2, a 1984 CF-Mack. Coincidentally they are Station 14 also, thus the 14-5 on the

front corner of the Swope rig. He took a couple of photos of both kids in the Swope firehouse.

On the way back up to Delaware on I-70 between Baltimore and Frederick they threw the left front tire tread and had to park the rig and continue on home without it. They returned to Maryland with a B&F tow rig to pick up 14-5 and bring her on home. Mike and Colleen have been using Engine 14-5 to support fundraisers for the CHFC, and he had the honor of carrying a good friend and past-Chief Art Doody on his final ride to his resting place.

Mike thanks the many friends that have helped him find parts or advised him.

Mike and Colleen, thanks for bringing a piece of history back to Delaware and taking the time to put stuff back on it. They have had it to a couple of shows and it was used by the junior firefighters in a competition at the Keystone Fire Conference in Oaks, Pennsylvania, this past July. I believe Mike also owns another 14-5 Mack open cab but red in color. Oh. Many of you should know Mike if you have ever used B & F towing, since he is the one that probably picked up that mangled vehicle you just extricated someone from.

Fire Marshal’s Report Candle Ignites Family Room in Wilmington Robert L. Fox, Chief Deputy State Fire Marshal The Delaware State Fire Marshal’s Office determined that a house fire on November 4, 2016 in Wilmington was accidental.

The Brandywine Hundred Fire Company responded to the 1500 block of Athens Road., in the neighborhood of Green Acres for a report of a house on fire. Upon arrival the Fire Department found fire and smoke coming from the residence. Several neighboring Fire Companies responded to the scene to assist. Deputy Fire Marshal’s were called to the scene and have determined that the fire was accidental and caused by a candle igniting combustibles in the first floor family room. The fire caused approximately $100,000 in damage to the residence.

Fatal Fire in Laurel

Townsend Fire Companies, as well as, Kent County EMS. The blaze was placed under control shortly before 1300.

Deputy State Fire Marshals determined the fire originated in a second-floor bedroom and was caused by an electrical failure in an extension cord. Damages were estimated at $10,000. The Red Cross of Delmarva is assisting the home’s occupants.

Fatality in Long Neck Michael G. Chionchio, Assistant State Fire Marshal The Delaware State Fire Marshal’s office investigated a house trailer fire on October 16, 2016, in Long Neck. One person was found deceased inside a burning trailer.

The blaze, reported shortly before 0500, occurred in the 26000 block of Autumn Road near State Route 24. Firefighters arrived on the scene to flames engulfing the house trailer. During fire suppression, firefighters discovered one person inside the trailer.

The fire also caused exposure damage to the trailers on both sides of the burning trailer. No one was home in the other two trailers. The victim was turned over to the Delaware Division of Forensic Science for an autopsy.

Heavy fire damage was estimated at $50,000.

Alan Brown, Assistant State Fire Marshal The Delaware Office of the State Fire Marshal investigated a structure fire that occurred Friday, October 21, 2016 in Laurel, Sussex County shortly after 2000.

The Laurel Fire Company, along with several neighboring companies, responded to the 5000 block of Watson Road, for a report of a structure fire. Firefighters arrived on scene to find heavy smoke and fire coming from the building and a report of a subject trapped inside. There were no other reported injuries. As the families passed, we moved in formation into the center. The IAFF was running the Memorial Service and the huge Chase Center was filled as we were directed to our seats. The service started at 1300 with the Choir of Saint Joseph’s singing “On Eagles Wings.” Next the IAFF Honor Guard, escorted by hundreds of pipes and drums entered the ballroom, posted the colors and Reverend Brad Martin, WFD Chaplain, offered the opening prayer. The pipes and drums played “Amazing Grace” as they exited.

WFD Captain Christopher Murtha (ret.) was the Master of Ceremonies and the list of speakers was long and distinguished, including the Vice President of the United States Joe Biden, Wilmington Fire Department Chief Anthony Goode, Congressman John Carney, Senator Tom Carper, Senator Chris Coons, Wilmington Firefighters Association President, Bruce Schweiger and IAFF General President, Harold Schaitberger.

Chief Goode presented the families with Medals of Honor and Medals of Individual Valor. He posthumously promoted Lt. Leach to Captain and Firefighter Fickes to Lieutenant. He immediately retired badges C14 and L9, in their honor, and presented the badges to the families as well.

Congressman Carney said, “Our whole state is hurting and that their calling showed the human spirit at its best.” He also quoted General Patton when he said that, “Courage is fear held on a minute longer.” Senator Coons quoted John 15:13 “There is no greater gift.” He called Chris and

Jerry “Firefighter's firefighters,” saying they, “were the very best of our country.” Next was Vice President Biden who brought a resounding applause when he said, “All men are created equal but then a few become firefighters.” He then said, “that the single most underappreciated profession in this world was firefighters.” He spoke of the loss of his son Beau and directed those comments to the families. President Schweiger talked about the job that we do in his remarks. The last speaker on the dais was General President Schaitberger who offered remarks and presented the families with the IAFF Medal of Honor.

In the closing part of the service were remarks from the families’ representatives. Speaking on behalf of the Leach family were Lt. Brandon Greg and Lt. Eric Haley. Speaking of behalf of the Fickes Family was Captain Richard “Dickie” Lamb (ret.). The men spoke about their experiences and friendships in the fire stations with Chris and Jerry. Their stories and reflections were very poignant yet at times brought some muchneeded smiles and laughter to the room. The service concluded with the traditional bell ceremony, the last alarm, taps and the closing prayer by Father William Cocco, Chaplain of the Wilmington Fire Department.

The fire service world came together today to honor and to reflect on two men who made the ultimate sacrifice doing what they loved. We will always remember their lives as they will always be with us.
