Are you performing as expected?

In my recent travels, I have heard the same complaints being made about the volunteer fire service. It seems that many departments are experiencing the problem of members not making their required quota of drills, training, alarms and miscellaneous points. To me, this is not a new problem. It is a problem that pops up from time to time and like a cancer must be aggressively addressed as soon as the problem is noticed. When the problem is addressed, it must be done in a way that solves the problem and does not compound it. This month, I read an article by Harry R. Carter, Ph.D., FIFireE, CFO, ex-Chief and Life Member of the Howell Township Fire Company #1.

He touched upon ridiculous rules that don’t solve problems, but in fact might compound a problem and have a negative impact on what you are trying to fix. The fire service is a paramilitary organization. If you decide to enlist in the military, you agree to stay for a certain length of time, you train for eight weeks or so, you continue and specialize in an area for another specific length of time. Then, you perform and work as you were trained to do. When your enlistment time is finished, you can decide to reenlist or leave the organization and return to civilian life. The fire service is not that different. You join of your own free will, you take an oath to uphold the bylaws of the department, you enter a training program to learn the basics of firefighting and then you continue — or at least you are supposed to continue “ your training to become specialized in various aspects of the fire service.

What happens when you suddenly realize you cannot perform as expected in your department? As an officer I sat down with many young firefighters and tried to help them make their "points” by showing them how to do it. Those that listened succeeded. Unfortunately, there were times that I was not successful and I could not find a solution to help the firefighter live up to the agreed obligation.

Like the military, when it comes time to reenlist, you have to ask yourself is this for you? The same is true of the fire service.

Ask yourself why you are here and ask for help from your officers and chiefs for ways that you can be an asset to your department. In the end, it is completely up to you to make things work.

Why Instructors Need to be at the National Traffic Management Course Train the Trainer at the Fire School

by Steve Austin Delaware Fire Service Instructors have a unique opportunity to become nationally recognized Traffic Incident Management Trainers at a special offering at the Delaware State Fire School on Saturday and Sunday, September 20-21, 2014 (the weekend after the DVFA Conference). The course is sponsored by the Federal Highway Administration.

This multi-disciplinary train the trainer (TtT) prepares instructors to teach the National Traffic Incident Management Course, which will eventually be offered to every roadway first responder in the country. Already a number of Delaware instructors have traveled to the National Fire Academy and returned ready to teach. Now Delaware instructors don’t have to leave the state to get the same class that was taught in Emmitsburg in late June.

The class is free and at the conclusion trainers will receive, at no cost, all the instructional material that will allow them to teach the class at their home companies or at any venue they choose.

Instructors for the course are Master Instructors Jack Sullivan, Director of Training for the Cumberland Valley Volunteer Firemen's Association Emergency Responder Safety Institute and Captain Grady Carrick FL State Highway Patrol (Ret). Both are considered to be in the top tier of Traffic Incident Management Instructors in the United States.

September 11 is a day for remembering the fallen and forgiving the ones who didn’t make it home to tell their families they loved them.

The ones who risked their lives for somebody they didn’t even know.

And for those people who took down the plane and understood that they weren’t going to survive. For the 343 that died, their families wanted them to come home but they understand they can’t because those firefighters showed the world we are unstoppable and that we can recover from anything. The 343 that died will be remembered for a lifetime - no not a life time, but forever, and we can never be hurt as

this lifesaving TtT course.

Roadway responses are trending upward and as traffic increases there is even a greater need to teach responders about Responder Safety, Safe Quick Clearance and Communication and Cooperation that are vital to mitigating secondary motor vehicle collisions.

This TtT course allows instructors to teach the four-hour National Course. The TtT itself is all day Saturday and one half day Sunday. The course is interactive.

Only members who have experience as an instructor should attend. Law enforcement, DOT and Towing and Recovery instructors are also encouraged to register.

Serving Delaware’s First Responders Since 1921 DVFA YEAR: September marks the end of the DVFA year. It is when we hold our annual conference, when we honor our people and when we change our officers. One of the episodes of the HBO series Band of Brothers was titled “Day of Days.” This DVFA year was the “Year of Years.” President Toulson chronicles the events of this year in his column below. We can only add that is was an extremely busy year and, for the most part, a fruitful year as well.

3RD POLITICAL PARTY: One of the major events of this year was the EMS Task Force and the subsequent legislation that came out of the Task Force Report. The moniker “Third Political Party” has been with us for years. We are not sure if it came from Vice President Biden, when he was our Senator, or if it came before him. In any case, it has been out there for years and this year it came into play again. During the heat of the legislative session, with our EMS bills, one of the bills was defeated. That defeat led the DVFA Officers to activate the Third Political Party and you all came through The bill that was defeated, came back up to the floor and was passed with only one no vote. You, the Third Political Party, made the differ-

ence, congratulations!

REGISTER AND VOTE: The fire service and government are aligned together in a respectful relationship. We depend on government for regulations, for support, and for our funding. They depend on us for providing emergency services to their constitutents and for our support of them.We, in Delaware, have a great relationship with the General Assembly and with the Executive Branch of State Government.

Even with all the things that happened this year with our legislation, in the end, it passed, either unanimously or with only one dissenting vote. We need to thank the legislators for their support and show the support of our Third Political Party by voting in the next election. You need to be registered and you need to vote. It doesn’t matter what party you vote for. It only matters to vote. When you cast your vote remember those who supported the Fire Service.

CONFERENCE 2014: By the time you read this article, the conference will be just ready to start or already started. This year we have some old favorites and some new things for you. The Conference is at Dover Downs for the second year. This year should be

a little smoother since we have better understanding of how this hotel works. We have moved the outside fire apparatus displays to in front of the Rollins Center, so all can see. Our Meet Your Host affair will be in the Fire and Ice Lounge on the casino floor, as it was last year. The Opening Ceremony on Thursday morning will have a special tribute to September 11th and the Annual Year in Review video. These two are two you do not want to miss. The Friday Memorial Service will prove to be as poignant and reflective as ever and the DVFA/ LADVFA Choir is prepared to delight you. The DVFA Luncheon is Friday afternoon and has a record number of our political friends in attendance.

We congratulate President Richard Toulson and President Saralee Stevens and their officers for a great year and we wish incoming Presidents Anthony Guzzo and Karen Majewski continued success during their term.

To all Firefighters, EMTs, Ladies Auxiliary, Fire Police and members of all the fire companies, it has been my honor to serve as President of the Delaware Volunteer Firefighters Association. Wow, I cannot believe that my term is about to end, where did the year go? I have always heard time flies by when you are enjoying what you’re doing, or is it due to the fact that the DVFA had a very busy year.

One of my most memorable days of this year was April 8th, “Delaware Volunteer Firefighter Day”. I was very proud to be a member of the Delaware Volunteer Fire Service when we entered Legislative Hall to be recognized that day.

This past year legislatively was dedicated to EMS funding; three funding bills were introduced and passed the 147th General Assembly. This was the first time funding has been allocated for EMS, since 1999 when unfunded legislation to improve EMS services to the residents of Delaware was passed. Other legislation that passed that affected the Fire service this session was the Discrimination in employment. This Bill protects from discrimination in hiring and retention

those rendering service to volunteer fire and ambulance companies. Specifically prohibited are discriminatory adverse actions related to compensation, terms, conditions and privileges. The Home Town Hero’s bill or also known as the Line-of-Duty Death Benefits Bill was passed. A joint bill was passed allowing the Firefighters Memorial to relocate to the north side of Legislative Mall. I want to sincerely thank all the committee members of the EMS Task Force, the Legislators for their support, and members of the fire service that spent countless hours at Legislative Hall attending meetings and hearings.

I want to thank the Recruitment and Retention Committee who worked very hard on the Recruitment and Retention programs and the contact numbers are up. The committee used a variety of promotional campaigns to promote and recruit the Delaware Fire and EMS service. Committee members and others volunteered their time for 10 days at the Delaware State Fair with Delaware Fire Service sponsoring a Rodeo on opening night. Other campaigns the committee is involved with is YouTube, Billboards and Facebook with much more to come to get our message out.

Recruitment is one of our most important objectives.

The work we do is essential for the public safety of our communities. Find someone and have them be like you and “Make a Difference.” The committee as a retention incentive sent three firefighters to FDIC, CFSI, and to the DVFA Luncheon.

I wanted to thank all of you who have served on a DVFA committee this past year. Your wiliness to serve makes a difference in our success.

Congratulations to LADVFA President, Saralee Stevens, and her officers for a successful year. I have enjoyed working with the ladies. I wanted to congratulate Delaware State Fire Chief’s Association President, Joe Morris, State Fire Police President. John Hall, and Emergency Medical Services Association President, Sean Humphreys, and all of their officers on a successful year.

I would also like to thank the members of the Conference Committee and sub committees that have spent many hours preparing for the conference. And a special thank you to the members who have been selling souvenirs for this year's conference.

There are still many challenges ahead of this association and it will take all of us supporting the association officers. I want to thank all the Officers of the DVFA for their outstanding support this past year, great job!

I wish incoming President Anthony Guzzo and his officers the best for the next year.

To the Seaford Volunteer Fire Department and the Ladies Auxiliary, thank you for your support these past six years. Without your support, my serving the DVFA would have been very difficult.

Lastly, but most importantly, I want to thank my family for their support during the past six years.

derful and dedicated people. I want to thank everyone for their loyal support and friendship throughout the past three years.

My year as president has left me with many fond memories. Thank you for your many invitations and the gracious hospitality shown to me, my husband Ray, and my sister-in-law. It was a pleasure to join you at your meetings and banquets and I truly enjoyed the good times. All the auxiliaries are to be commended for the work you do each and every day to support your fire companies and your

communities. The financial support you give not only locally, but to other communities statewide, is outstanding. You are an elite group and you, the members, are what make this association what it is.

I express my appreciation to all of you for your dedicated service. Congratulations, also, to all those auxiliaries who celebrated anniversaries this past year and to those who will receive awards at conference.

Random Thoughts - What about Charlie

By Bill Kelly In all the Hollywood productions you always see a common theme when a structure is observed or about to be assaulted by aggressors. It doesn’t matter if the structure is occupied by the good guys or the bad guys; the aggressors always position someone out back.

Presumably this is designed to get an eyes-on view of activity or prevent the folks from escaping the control zone net established around the structure. It’s always entertaining to see the methods utilized to secure the back with either some skilled people or a buffoon depending on the director’s purpose of having an escape or capturing the occupants as they flee out the back. What is somewhat perplexing is that Hollywood understands the need to control the “Charlie Side” but many times, we as a fire service neglect to have the same thought process.

Structure fires, much like every other emergency we tend to, are very dynamic and conditions change quickly and sometimes very dramatically. It is absolutely critical that the incident management team or individual receive timely and accurate information of real conditions in areas that are not easily observed from the command position, typically out in front on the “Alpha Side.” The decision to establish or change a strategy can be based on this information and conditions gathering blended with procedures and commands knowledge / experience level. Continuous critical decisions are required to ensure the safe operations and these are based on the best known information.

Unlike Hollywood our “Charlie” can’t be assigned to a buffoon. The safety of our folks depends on managed response efforts. There can’t be any audience amusement allowed in our world resulting from the fumbling of an inept guy positioned out back. Our world is real while the movies are fiction.

OK, so where am I going with this?

Emergency activity must always be carefully managed, and with structure fires we must place great emphasis on this management to ensure safe operations for our folks. This starts with pre-planning the hazards and training on the tools. The tools can vary from the typical hands on equipment for those doing the work and for some it should include the tools that make command successful, i.e., building construction, fire flow, reading conditions etc.

Command must determine a strategy and also understand if strategies need to change. We don’t waste a life or incur injury taking a serious risk for a pile of sticks. All unoccupied structures are a pile of sticks!

What do we do?

First we identify the problem presented to us on arrival. For those of you that also provide EMS this would be similar to obtaining a general impression of the patient. If your department policy does not require sharing this arrival information by radio you need to at least have a mental review. Initial arrival reports should include: 1. Describing the building/area, its size and

description. This can include the height and occupancy type.

2. Describing the obvious problems or conditions present. This can include smoke showing, fire showing, working fire, fully involved or defensive fire conditions. If appropriate or meaningful the division and location (Alpha, Bravo, Charlie, Delta) should be included.

3. Develop an action being taken —an initial (IAP) incident action plan. This could include establishing a water supply, identifying the location of tasks such as floor or area where entry will be made. Identify tasks objectives such as search/rescue or fire control. These two tasks are not necessarily mutually exclusive of and both can be done by the same team depending on conditions. A rapid placement of water on the fire will help to provide knock down and rescue of folks simultaneously.

4. Determine the strategy. Where is the right place to operate? Do conditions dictate an outside defensive posture or will the troops be committed inside the hazard zone in an offensive posture. Offensive strategies can include the placement of water on the fire from the exterior before entry. If a neighbor would be placing water at the opening with a garden hose, why can’t we be equally intelligent?

5. Determine any resource requirements.

This can include assigning incoming units, cancelling others and requesting additional alarms. You must immediately forecast the probable outcome and request help now. Just because you wish it so or even if you click your continued on page 40

Join Fire News in Remembering 343 Fallen Heroes of FDNY Register for the 9-11 Memorial Stair Climb at Stony Brook University Show others that you will never forget the 343 members of FDNY who bravely gave their lives on September 11, 2001. Join the National Fallen Firefighters Foundation on Saturday, October 25, 2014 for the 911 Memorial Stair Climb at the Kenneth P. Lavalle Stadium on the campus of Stony Brook University in New York.

Participants will climb the stairs of the stadium multiple times to total110 stories, representing the number of floors in the Twin Towers and symbolically completing the climb those fallen heroes were unable to finish. Everyone will receive a photo ID of one of the fallen heroes of September 11.

“The 9-11 Memorial Stair Climb is an opportunity for everyone in the community to show their respect and admiration for these courageous men. It also reassures the family, friends and co-workers of the fallen that these firefighters are not forgotten,” said Chief Ron Siarnicki, Executive Director of the NFFF. “The Foundation is very pleased to be working with Stony Brook University for this event and we want to be sure that each of those firefighters are represented by someone climbing the stadium.”

The fee is $35 per person. All participants should park in the Stadium Lot and enter through Gate 2. Check-in begins at 0700 and the climb begins at 0830. The proceeds help the National Fallen firefighters Foundation create and maintain programs that support fire service survivors. Support of these 9-11 Memorial Stair Climb events provides assistance to the surviving families and co-workers of the 343 firefighters who made the ultimate sacrifice on September 11, 2001.

“Stony Brook University is proud to host the 9-11 Memorial Stair Climb in honor of the fallen firefighters,” said Elaine Crosson, Vice President, External Relations of Stony Brook University. “We honor their memories and deeply appreciate the tremendous loss their families have endured.”

Historic Church a Total Loss

On July 22, 2014, the Laurel Fire Department assisted Hebron Volunteer Fire Company at the St. Paul’s Episcopal Church fire.

The church building dates back to the 1700s. The church was a total loss.

Shed, House … and Then a Car

On August 10, 2014, Five Points along with Elsmere, Cranston Heights, and Wilmington were alerted for a shed on fire with extension to a residence on the 200 block of Matthes Avenue. Chief Chuck Hayes arrived to find a shed fully involved with fire extended to the roof of the home. Five Points’ Engine 17-4 and Elsmere’s Engine 16-5 arrived, pulled handlines and went to work. Crews from Elsmere’s Rescue 16 and Cranston Heights’ Rescue 14 took a handline to the roof. Wilmington Fire Department’s Tower 2’s crew assisted with exposure on the delta side of the home while Engine 6’s crew acted as the RIT. While on scene crews were alerted to a car fire across from the original fire scene. Five Points’ Engine 17-5’s crew investigated and extinguished a small fire at the hood of the car. Crews from Five Point’s 17-5 and 17-6 assisted with various duties.

Pallet Fire Contained

On August 19, 2014, the Laurel Fire Department was dispatched for a outside fire. Units arrived on scene to find several stacks of pallets on fire along with stacks of cardboard. Firefighters were able to contain the fire and avoid it from spreading to the exposures.

Walk-in Alarm at Felton

While conducting vehicle rescue evolutions at the Felton Fire Company on July 28, 2014, a passerby stopped at the firehouse and reported a shed on fire down the street. Firefighters immediately manned apparatus and made the response while it was simultaneously being dispatched. Unit 48-4 arrived to find a shed fully involved with exposure to another shed. A single handline was deployed to extinguish the fire. Crews from incoming units checked for extension into the exposure shed and also a nearby house.

Smoke Alarms Work ‌ if You Have Them

Early on, June 22, 2014 the Millville, Frankford, Dagsboro and Bethany Beach Fire Companies were dispatched along with the Sussex County Paramedics to a working structure fire in the 32000 block of Tranquility Lane in the Hidden Acres development. The responders arrived to a trailer with heavy fire showing. Three dogs perished in the fire. There were no working smoke alarms in the trailer.

Rehoboth Beach firefighters and Sussex County EMS responded to a fatal accident involving a motorcycle on Coastal Highway and Old Landing Road on July 6, 2014, north of Rehoboth Beach. One person was confirmed DOA at the scene with no other injuries.

Southbound Coastal Highway was closed while Delaware State Police investigated.

Volunteer Hose Handles MVC

Recently, the Volunteer Hose was alerted to an MVC on West Main Street. The first unit arrived to find a two-vehicle collision with one subject trapped. A door pop was performed and the subject was extricated.

Early on July 18, 2014, Station 51 along with Kent County Medics and Trooper 4 were alerted for a MVC with subject reported trapped. Command arrived to find a sedan had run head-on into a bean planter being pulled by a John Deere tractor. One of the wheels from the planter had gone through the windshield and was resting on the person’s lap. The man was alert and oriented. Fire and EMS personnel worked 40 minutes to extricate the man while tending to his medical needs. Crews removed the roof of the vehicle and used air bags to lift the tractor and planter enough to remove the man. He was flown to Christian ER by Trooper 4. The operator of the tractor was uninjured.

Harrington Handles MVC On July 14, 2014, the Harrington Fire Company was dispatched to an MVC on South DuPont Highway, south of the Fairgrounds. Ambulance A-50 arrived and reported that a single vehicle struck a tree and one subject was out of the vehicle with minor injuries. Second Assistant Chief Kenny Brode (50 Command) arrived next and established command. R-50’s crew was ordered to secure the vehicle and assist EMS with patient care. The patient was transported to Milford Memorial Hospital. The scene was turned over to Delaware State Police for investigation. DAFB Rescue Assists Dover at MVC

On August 28, 2014 at 1434, the Dover Fire Department was alerted for a rollover MVC with one subject trapped at Bay and W. Lebannon Roads. Unit E4, under the direction of Deputy Chief Hall, was first on scene to find a vehicle on its passenger side with a single subject trapped. DC Hall requested the Dover Air Force Base Fire Department to respond with their rescue truck. The crew of E-4 began extrication as the DAFB rescue unit arrived and finished stabilizing the vehicle. E3 arrived on scene and assisted with extrication and patient care. R1 arrived on scene and set up a LZ for the inbound State Police aviation unit. The patient was extricated and taken into the waiting ambulance for evaluation. Dover would like to thank the DAFB Fire Department for their assistance.

Millville, Dagsboro Take on MVA

On June 24, 2014, the Millville and Dagsboro Volunteer Fire Companies, Sussex County Paramedics and Delaware State Police were dispatched to a two-vehicle MVA at the intersection of Vines Creek West and Sandy Landing Roads. The operator of a Tahoe was out of his vehicle and refused treatment.

The driver of a Lexus was stabilized and removed from his vehicle without mechanical extrication, and was transported to Beebe Medical Center in Lewes by the Dagsboro Fire Company Ambulance A-73 with non-life threatening injuries. Deputy Chief Bob Magee turned the accident scene over to the Delaware State Police for investigation. Units responding to the alarm were: Millville Engines 84-6, 84-1, 84-2, & Rescue 84; Dagsboro ambulance A-73; Sussex County Paramedics; and Millville’s Fire Police.

Fire … No, a Real Fire … at Burger King

On July 4, 2014, Five Points, Elsmere, Belvedere and Cranston Heights were alerted for a commercial structure fire at the Burger King on Maryland Avenue. Five Point’s Command-17 arrived first.

Engine, 17-4, laddered the building, investigated the roof top and interior and found fire coming from a grill exhaust vent. A handline from 17-4 was placed in service to extinguish from the roof.

Crews from 17-5 and Rescue 16 used the dry chemical extinguisher to attack the fire from the interior. Crews from Squirt 30 helped with interior suppression and securing utilities. Rescue 14 assumed the RIT. Special thanks to crews from Squirt 30 and Rescue 14, who responded to a medical assist in Five Point’s locale.

Emergency Landing in Rehoboth Bch.

Hazmat Response at LD Caulk

A Cessna 172 airplane made an emergency landing on the beach north of Rehoboth Beach on July 2, 2014. No injuries were reported. The aircraft with two people aboard had engine trouble and landed on the beach in Cape Henlopen State Park, north of the Towers north of North Shores. Damage to the plane was moderate with a bent propeller and broken nose gear. DNREC and Delaware State Police were on the scene with Rehoboth Beach and Lewes fire companies.

On July 12, 2014, Carlisle was alerted to a automatic fire alarm activation at the LD Caulk Company on West Clarke Avenue.

Upon arrival it was determined that a sprinkler head in the automatic fire suppression system had broken off in a room containing various chemicals. DNREC and Kent County Station 54’s (Little Creek Fire Company) Decontamination Unit responded. Carlisle Fire personnel along with the DNREC units worked closely with the response team from LD Caulk in determining the scene was safe and no reaction and/or releases were found. Assistant Chief Shawn Hinton remained on scene for approximately two hours before clearing. Live Burn Drill Hockessin Core in Millsboro Competency Training

On May 31, 2014, the Millsboro Fire Company along with Gumboro and Georgetown conducted a live burn drill.

In its ongoing commitment to serve the community, the officers of the Hockessin Fire Company instituted a "Core Competency" program to ensure each active firefighter maintains their skill level in all areas of emergency response. Members will be required to exhibit competency in various areas including hose handling, ventilation techniques, forcible entry, vehicle rescue and more.

Training began on July 9, 2014, and continued each Wednesday evening with individual testing planned for later in the year.

Obituary

Ellendale’s Lifetime Member Elmer Ennis

It is with our deepest and sincere regrets we announce the passing of Lifetime Member Elmer Ennis. Elmer answered his last alarm on Friday, July 18, 2014.

Elmer was an active member of the Ellendale Volunteer Fire Company for 68 years. In the past, Elmer has held the positions of Chief, President and Treasurer for many years. He was awarded Volunteer Fireman of the Year in 1985, and Delaware Volunteer Fireman’s Association Fireman of the Year in 1996, and was the recipient of those awards numerous other times. He held the office of Chief Emeritus at Ellendale Fire Company, was a member of Sussex County Volunteer Association, the State’s Chief Association, and past-President of the Sussex County Chiefs Association.

Elmer will be greatly missed by his brother and sister firefighters.

Elmer was voted in as President Emeritus of Sussex County Volunteer Firefighters Association at their March 2014 meeting.

Cheswold Takes Softball Title Cheswold played in the annual Seaford Fireman’s Softball Tourna ment on the weekend of August 16 and 17, 2014. After losing the first game against Bridgeville, the team won the next six games to take the lower division title. Members of the Cheswold Fire Company, with some help from the Little Creek Fire Company, made up the team. The Cheswold team racked up 130 runs in the six winning games and only allowed 61 runs. Ken Trabalka was selected as the team

MVP for his consistent effort throughout the tournament. It was a tough choice because many of the team members had gone above and beyond on offense and defense. The tournament benefits the Delaware Burn Camp.

DE Burn Camp Battle of the Barrels

Firefighters and apparatus from Roxanna, Bethany Beach, Millville, Dagsboro, Milton, Frankford, Magnolia, Wilmington and across Delaware came together to give kids who have suffered burns a night to remember. On August 14, 2014, firefighters came to the Delaware Burn Camp, held at Camp Barnes in Roxanna, and hosted a “Battle of the Barrels� for the kids. The kids saw firefighters in

gear and tried some on themselves. The firefighters then had dinner with the kids and set up a line across a field with a barrel. Kids, camp staff and firefighters alike had a friendly competition that left all very wet, but laughing and smiling.

Fire School Participates at Delaware State Fair

The Delaware State Fire School again was pleased to have a booth at the Delaware State Fair promoting fire safety. DSFS kicked off its promotion of National Fire Prevention Week by featuring information on, “Working Smoke Alarms Save Lives.” Officials from the Delaware State Fair stated near record crowds were in attendance.

The Fire School participated in the nightly parade on three

evenings, partnering with the Delaware Volunteer Firefighters Associations’ Recruitment and Retention Committee, as well as the University of Delaware, where members of their volleyball team rode on the float during the Thursday evening parade.

State Fire School Awarded Grant

The Delaware State Fire School hosted a press conference to announce they have been awarded an Assistance to Firefighters Grant (AFG) of $276,000, which will be used to purchase turnout gear for instructors, radios, fire simulation software and computer/projector equipment. On hand to announce the grant were the entire Delaware Congressional Delegation.

Senator Tom Carper, Senator Chris Coons, and Congressman John Carney each spoke on the importance of this grant and what it will mean

to the training provided at the school. After their remarks, those present were able to observe a training evolution put on by firefighters from Dover and Leipsic fire companies.

There were fire service leaders from all three counties present, including the State Fire Marshal, several Fire Prevention Commissioners, Delaware Volunteer Firefighters Association officers, and representatives from individual fire companies.

State Fire School Annual Resident’s Fire Training for DSU On August 13, 2014, the Delaware State Fire School held its annual Campus Fire Safety Program for Resident Assistant Students of Delaware State University. Under the direction of Resident Director, Brandy Garlic, training was coordinated through the Fire School for 69 students. Students learned about kitchen fire safety, fire extinguisher use, sprinkler systems and escape planning as well as hazards in the campus environment.

Gillespie Honored at Firehouse Expo

On July 19, 2014, Glenn Gillespie from the Carlisle Fire Company was presented with 2014 Delaware Fire Service News/Fire News/Firehouse Expo Outstanding Leadership Award. Now in its 11th year, this award is presented annually at Firehouse Expo in Baltimore to an outstanding leader in the fire service who is dedicated to the community and provides leadership in their Fire Company as well as in outside organizations of which they may be part.

Association, Kent County Firefighter’s Association, Delaware Volunteer Firefighter’s Association, and many others. In 1985, Glenn received the “Heroic Firefighter” Award from the Delaware State Fire Chief’s Association and the Carlisle Fire Company.

Fireworks at Bethany Beach

Though delayed by a day by Hurricane Arthur, the weather was perfect for a great night of fireworks in Bethany Beach on July 5, 2014. In the morning, Brush 70 and Engine 70-2 stood by at the fireworks site during set up and loading. In the evening mutual aid Fire/EMS/Fire Police partners arrived to help protect the large crowd that filled the beach and the boardwalks to watch an awesome summer tradition at the beach. Thank to all the young fans that stopped by to say “hi!” and learn about fire safety during their visit.

Rollover & Fire In Felton

On September 1, 2014 at 2050 the Kent county 911 Center alerted Station 48 (Felton), Kent Medic 8, and Trooper 2 for a MVC rollover with a report of subjects trapped in a burning vehicle. A48, already headed in the direction of the call on an unrelated call, was

diverted to handle this. Kent Center advised A48 that they had taken a single call reporting the rollover, fire and the subject trapped but the caller had hung up before any additional details were given. Before A48’s arrival numerous calls about the incident had poured in advising that the subject was removed from the vehicle. Rescue 48-1 under the direction of Chief Ney arrived shortly after A48 and deployed a 1-3/4 inch line to extinguish the fire. BLS 50 was requested for a second patient. Both victims were transported to Milford Memorial Hospital with unknown injuries. All 48 units cleared shortly after, turning the scene over to DSP for investigation.

6. Assume command and name it. This includes developing and updating your plan or strategy constantly. You are responsible for all the activity and the safety of the folks. Monitoring the conditions constantly must be a priority. Build a command team if necessary. This includes safety, sectors, divisions and groups.

7. CHARLIE. After the initial report is completed, you must have knowledge of what the conditions are in the rear. This requires a 360 degree reconnaissance view or report. If your plan is to be in the offensive strategy than a 360 type of size up must be conducted prior to the entry of fire personnel unless there is an immediate rescue of known trapped occupants. The 360 should reveal actual conditions that may have been only assumptions or provide knowledge of previously unknown information, i.e., is the smoke visible from Alpha really fire showing on Charlie. Are there victims in the rear? It will help to identify if the height and number of stories in the rear are the same as the front. Is there a basement or crawl space and is there evidence of fire in this area? We must know if fire is in an area under where our folks intend to operate. THIS COULD BE A GAME CHANGER ON SELECTED STRATIGY! Are there any hazards in the rear such as util-

ities, pools, storage, etc.? If physical barriers prevent an immediate 360 by initial units, second-due must be assigned this task. It is critical for operational success that this area be observed and reported.

8. The need for ongoing coverage of the Charlie sector. The 360 is certainly critical to begin operations and initiate the proper strategy. Just as important is the staffing of the rear by an officer until conditions prove otherwise This officer can provide accurate CAN (conditions, actions and needs) information to command as well as advise on any sudden change of conditions. They also act as the eyes and enforcement of command to ensure activity in the rear coincides with the action plan and assists with preventing any freelancing outside the view of command.

The Charlie sector assignment and 360 reconnaissances are indeed tremendous tools employed to provide safe and successful operations.

Hollywood deals in fiction and they can always shoot another take of any scene if there is a problem. We have one opportunity at every emergency to get it right. As always, don’t work outside the command structure at emergencies and train your entire career like your life depends on it. It may.

Our task is zero injuries and fatalities. Each of our fallen have names, family and personal aspirations. Our goal is zero and achievable. Work every day to “Save Fireman Ryan.”

Governor Signs HB 388

Governor Jack Markell is joined by families that have lost loved ones to heroin overdoses, members of the General Assembly, New Castle County Executive Thomas Gordon with representatives of the county Department of Public Safety after signing House Bill 388 into law.

On August 4, 2014, Governor Jack Markell signed House Bill 388 at the New Castle County Department of Public Safety Headquarters in Minquadale. The legislation allows peace officers who have completed a Delaware Health and Social Services approved training course to receive, carry, and administer the drug naloxone, or Narcan.

Representatives from the New Castle County Paramedics were also present for the bill signing.

The bill was sponsored by Representative Michael Barbieri.

Naloxone is a prescription drug that counteracts the effects of an opioid related overdose. Immunity is provided to officers who administer naloxone in good faith.

“By equipping law enforcement officers with an important tool to prevent deadly overdoses, we can help reduce the toll that heroin and other dangerous opiates are taking on our state,” said Governor Markell.

“This simple piece of legislation has the potential to save lives.”

NCC Paramedics of the Quarter at Kiwanis Luncheon

On July 16, 2014, Paramedic Corporal Jorge Vasquez and Paramedic Sergeant Michael Nichols were recognized as the Paramedic of the Quarter for the first and second quarters of 2014. Both members of the New Castle County Paramedics received their awards at a luncheon hosted by the Kiwanis Club of Wilmington at the Hotel DuPont.

“P/Cpl. Vasquez has been an instrumental part of our outreach into the Hispanic community. His participation in both community education and recruitment has enabled the New Castle County Paramedics to better serve the Spanish speaking community within Wilmington and the entire county,” said Chief Lawrence E. Tan of the New Castle County Paramedics.

P/Cpl. Vasquez has voluntarily served as a bridge to the Hispanic community since his initial appointment to the New Castle County Paramedics. During his clinical rotations as a paramedic student, he was cited for his support to the Christiana Care Health System Psychiatric Crisis Team and Director of Trauma while they treated Spanish speaking patients from a multiple fatality vehicle crash. P/Cpl. Vasquez spent over three hours supporting the family and interpreting for the hospital staff.

More recently, P/Cpl. Vasquez has assisted with the development of a Spanish version of a “Learn CPR” public information video, and conducted several Spanish language radio and television interviews during our recruitment for the Paramedic Class of 2014-2015. He also played a pivotal role in the April 2013 briefing by the Emergency Medical Services Division to a Panamanian delegation of public safety officials.

County Paramedic SWAT team since 1999. In 2004, Sergeant Michael Nichols was designated as the non-commissioned officer in charge (NCOIC) of the tactical medic program, and has coordinated and directed EMS Division SWAT Medic operations and personnel. “Mike’s role as the liaison between NCCEMS and New Castle County Police Division is critical to our medical support of several law enforcement special operations teams,” said Chief Tan. As the NCOIC, Paramedic Sergeant Nichols is tasked with scheduling and organizing training of the New Castle County EMS Division’s SWAT medics in the latest procedures, equipment and technology to prepare them to provide medical support to situations that include high risk warrant operations, barricaded subjects, hostage situations, active shooter events and dignitary protection missions.

Paramedic Sergeant Nichols has guided the SWAT medic unit through its expansion, and routinely worked with leadership from local, state and federal law enforcement agencies including the New Castle County Police Department, Wilmington Police Department, Delaware State Police, Middletown Police Department, United States Secret Service, United States Department of Homeland Security, Bureau of Alcohol, Tobacco, Firearms and Explosives, and the FBI. The Kiwanis Club of Wilmington recognizes members of the Wilmington Police Department, Wilmington Fire Department and New Castle County Paramedics on a quarterly basis. Individuals receiving a Kiwanis award are invited to an awards luncheon at the Hotel DuPont.

CVVFA Convention Wrap-up The Cumberland Valley Volunteer Firemen’s Association (CVVFA) recently held its successful 113th annual convention, hosted by the Chambersburg area fire companies, where the CVVFA was founded in 1901.

The convention was called to order Thursday morning. The business meeting got off to a great start at Fayetteville Volunteer Fire Company’s Community Hall, with President Jim Watson reporting on his full year of activities, and the CVVFA attorney celebrating his 25th year of CVVFA membership and 20th year as its attorney. The business meeting broke for Chaplain Charles Barnhart’s stirring memorial service remembering recently-passed CVVFA members at the nearby Otterbein United Methodist Church, followed by lunch back at Fayetteville’s hall.

Following lunch, and in support of the CVVFA’s lauded Reputation Management Program, the CVVFA heard Chief Anthony Corriea speak on “How to Keep Geraldo Rivera from Investigating your Firehouse.”

CVVFA members have become well-versed in the importance of reputation management, and Chief Correia’s message resonated well, and was accompanied by spirited discussion, as he spoke about ethics, internal controls, and good business and personnel practices. Later, Thursday afternoon reports brought the membership up-to-date on the latest happenings of the CVVFA’s Responder Safety and Reputation Management projects. The CVVFA maintains a national leadership presence on both fronts — with one project aimed at saving lives and the other aimed at preserving the fire service’s well-deserved and honored reputation — and CVVFA speakers are regularly invited to speak at programs nationwide in recognition of our pioneering roles promoting both these topics.

Thursday’s capstone event was a well-attended chicken barbecue dinner, held under fair skies and gloriously cool weather for the end of July, just outside the community hall at Fayetteville’s picnic grounds.

Friday’s events moved to the heart of Chambersburg at the Franklin Fire Company #4, and kicked off with the Presidents’ Council meeting.

This meeting features, in addition to the regular state reports, extensive reports on federal affairs from CFSI, NVFC, and IAFC representatives.

Presidents’ Council topics of interest included continuing concerns with timeliness and access to benefits with the federal Public Safety Officers’ Benefits (PSOB) program, and firefighter recruitment and retention (R&R). Delaware representatives provided an extensive report on their multi-faceted federal grant-funded R&R program that features print and electronic media promotions, media appearances, and a strong presence at the Delaware State Fair.

Following the Presidents’ Council meeting, a large contingent headed to the nearby cemetery of the Falling Spring Presbyterian Church, where Chaplain Charles Barnhart led a brief memorial service at the grave of CVVFA founder Joseph Fulton Boyd. CVVFA Past President Steve Austin recounted Boyd’s role in the Civil War, how, as Superintendent of the Cumberland Valley Railroad, he later helped in the development of the Cumberland Valley, and how he spurred the development of the CVVFA following a devastating fire in nearby Shippensburg where a lack of common hose threads meant fire apparatus brought in by the Cumberland Valley Railroad wasn’t able to seamlessly operate together.

Friday evening’s banquet, again at Franklin Fire Company #4, brought the convention’s formal activities to a close. Following a fine meal, local historian and author Mike Marotte presented a brief overview of the history of the Chambersburg fire department, which history echoes the development of the fire service in America. For his long and devoted serviced to the CVFA, Assistant Chaplain Jim Wharry was awarded the CVVFA’s highest honor, the E. Wade Thomas Memorial Award. The banquet came to a close with parting words from outgoing President Jim Watson, and the installation of new officers, led by new President Walter Robertson of Stuarts Draft, Virginia.

Escaping the threat of rain, Saturday’s grand firemen’s parade through the heart of Chambersburg featured well over 100 units— one of the CVVFA’s largest parades in years — and brought the activities of the 113th annual convention to a close.

Firehouse Kitchen

By Firefighter Ray Cooney It was a beautiful, chilly morning when the Firehouse Kitchen crew and I made a push to Somerset, New Jersey, to cook with father and son team, Alan and Alan Lantanzio, Jr. We were here to make Alan senior's Chicken Jambalaya and Alan junior's really garlicky Garlic Bread.

Somerset, New Jersey is a short ride from Manhattan. We were cooking in the East Franklin part of Somerset, a beautiful little suburb.

When I arrived at East Franklin Fire Department, there was a memorial statue honoring one of their fallen. I decided to open the show in front of the memorial, thereby informing America about Firefighter Kevin Apuzzio, who died in the line of duty. Firefighter Apuzzio was trying to save the resident of a house fire when the first floor collapsed into the basement. Both Firefighter Apuzzio and the resident did not survive.

The reason I decided to open the show with this story was not only due to the magnificent nature of the statue, but to remind all that firefighting is not just about the meals and brotherhood. It is also is about the possible risk of a firefighter’s life while trying to help others. As I’ve said in many shows, when the job is good, it’s good, but when it’s bad, it’s very bad.

With that being said, let's get down to cooking.

Firefighter Lantanzio, Sr., is larger than life. We talked about how jambalaya is a great firehouse meal because it feeds the masses. As we were cooking, I noticed that Alan junior was quiet and

reserved — just watching — and I decided to include him in the conversation. Well, this quiet son came alive. First I asked young Alan why he became a firefighter. He said, “Because East Franklin needs at least one good looking Lantanzio in the fire department.” Alan senior smirked and that’s how the rest of the show went.

I tasted the food in the rec-room with other members of the Lantanzio family and a bunch of East Franklin Firemen. It became a little bit of a contest as to what was better — the jambalaya or the garlicky garlic bread (soaked in butter!!). It was too close to call, so I had a solution. I dipped the garlic bread into the jambalaya and magic!

The East Franklin Fire Department and Lantanzio family made me feel right at home. I am looking forward to cooking there again.

Firefighter Alan Latanzio East Franklin F.D. Somerset, NJ Chicken & Chorizo Jambalaya Ingredients: 3 lb. chicken breast cut into 2" pieces 1 lb. chorizo, diced 2 cups green pepper 2 cups parsley, chopped ½ cup green onion, chopped ½ cup celery, diced 1 cup sweet onion, diced 2 garlic cloves, sliced (1) 15 oz. can of tomato sauce 5 cups of rice 10 cups of water Salt Pepper Cayenne 10 quart sauce pan Directions: • Add oil to bottom pan under a medium high heat • Add chorizo & cook about 5 minutes • Add chicken, stir together with chorizo for about 10 minutes • Add pepper, onion, green onion, parsley and garlic • Stir and cook until onions are tender • Add rice, tomato sauce. Blend together until sauce boils • Add water, salt, pepper, and cayenne.

Stir together until water is no longer on top of mixture • Lower heat to simmer. Put on lid and simmer for 45 minutes. Do not touch • After 45 minutes, serve and eat.

Please join me in thanking John Stevenson and Stacy Northam Smith, Conference Chairs, along with Elmer Steele, Executive Secretary, Warren Jones, Executive Manager, our Executive Conference Committee and subcommittees for the many hours they gave to prepare a great conference.

Thanks are also extended to the Delaware State Fire School for the seminars they provided for the LADVFA this past year.

Thanks are extended to Karen, 1st VP and Mary Frances 2nd VP for your friendship and support, and for representing the LADVFA at functions when I was unavailable. I thank Jane Williams for all your support, kind words and the wonderful job you do as secretary of this association. My thanks are also extended to the

other officers that help with the operation of the LADVFA: Karen Gebhart, assistant secretary, Kim Figgs, treasurer, Regina HeadleyMarvel, assistant treasurer, Virginia Yeager, chaplain and Janice Marvel, parliamentarian.

The time and support each officer gives is what makes us a team. To the past presidents and county presidents I thank you for your leadership and guidance. I express my sincere thanks to my committee members and truly appreciate you agreeing to be on a committee and doing a fine job. You all contribute to the success of this association. As I said before, every member is an important person and we all contribute no matter how big or how small.

Sometimes it’s the little things that count the most.

To the fire companies and auxiliaries who suffered the loss of members this year, I expend my sincere sympathy to them and the families of the deceased. They have gone to

serve in a better place and we are grateful for their service.

To the Selbyville Ladies Auxiliary and Fire Company, thank you for your willingness to help, especially this year. I could not have done it without you. To my daughter Renee, who was always there, I thank her for all her love and support. To my husband Ray who drove me upstate many nights, I give my love and appreciation for sharing this experience with me.

Again, thank you for giving me the great honor to serve as your president. I will always cherish the memories and friendships of all the wonderful dedicated and loving people who have touched my life. There’s a miracle called friendship that dwells within the heart; and you don’t know how it happens or where it gets its start, but the happiness it brings you always gives a special lift and you realize that friendship is life’s most precious gift.
