Dear FinTech Community, Dear friends, First of all, welcome to the FinTech Belgium Summit 2018, the third edition of our annual event.

You will all recognise that gathering in Brussels makes sense, as it is not only the centre of Europe, but also a recognised leading place for the Financial and Insurance sector.

In our 2018 Summit edition, we will look at FinTech “Beyond the Hype”, that is, concentrate on understanding the true fundamentals of what is happening in the Payments industry, the status of Open Banking, what Blockchain should finally deliver, and the impact of CrossIndustry diversification and AI on our sector.

Allow me to thank our dearest 78* FinTech Belgium members, startups and scales-ups, whether FinTechs, InsurTechs or RegTechs (* Beg.of October 2018) . Lately our community has been increasing by a quarterly factor of 32% truly reflecting the appeal of our sector, related underlying technologies, and the dynamism of our association “FinTech Belgium asbl/vzw”.

Forming a community allows us to share experiences, foster our passion to challenge the status-quo. Forming a community means that our collective voice is stronger and more listened to, surely when it comes down to defending our interests, hence easing or speedingup your road towards success.

Allow me also to have a special word of gratitude for Xavier De Pauw, the President of our association up to September 2018 (and who will remain on our Board), and those founding entrepreneurs that have created FinTech Belgium in April 2016: their drive, dedication and optimism have made what we are today and far beyond, as their initial dream will still inspire us for many years!

It is a great honour for me to have received the trust of our Board. Yet, I really feel the pressure on my shoulders as the potential of our recognised strengths is still far too untapped considering the true trumps we have at hands in Belgium.

On May 2nd 2016, FinTech Belgium officially became a non-profit organisation grown from the spirit “by fintechers, for fintechers�.

The team includes 10 board members, amongst which a new President Jean-Louis Van Houwe, who support the association with their time, representing the members and association when talking to regulators and other parties, reviewing the membership applications and giving advice on the different activities. The operational team consists in three dedicated employees who manage all the events, memberships, partnerships and administration of the association.

From barter to bitcoins, the form of payment has constantly evolved and more recently at a very high pace.

While B2C/C2C payments are faster impacted by the new ways of payment (P2P payments, mobile payments, live wireless payment, mobile wallets, etc.), B2B payments feels almost out of date. Will B2B payments follow the same evolution as the others?

The landscape for financial services is changing and one of the biggest changes might be open banking. This development emerged from a mix of a need for better customer experience, new regulations and the search for new business models by banks.

With the European Payment Services Directive (PSD2) requiring banks to open up their payment infrastructure to thirdparty providers, the monopoly of banking data is disappearing slowly. While this is often seen as a threat, this also creates new opportunities for banks and third-party providers to collaborate.

The world has never been in better health, hundreds of millions have been lifted out of poverty and we live in comfort no one could ever imagine. Never before in history have we achieved this kind of progress. This was only possible thanks to technological change and our belief in shared values.

Fintech is an excellent example; it holds the promise of tremendous prosperity – already partly realized. I am happy and proud that Belgium has found a strong place in this ecosystem.

Let me take a deep dive into one technology in particular that many of you are already active in: artificial intelligence (AI). A lot is already happening in the AI-field, but we have to act more decisively.

No matter what, Belgians will always want better and cheaper products and services.

This has serious implications for how we approach AI.

Moreover, we will buy products that are not in line with our common values. Imagine Belgians with only Chinese insurance.

Companies need to be agile and reinvent themselves whenever necessary. And this is no different for the financial sector. What might the financial sector of the digital future look like?

The traditional boundaries between banks, insurers and other sectors are starting to fade more and more. The focus is on the services themselves and on the end customer. New players and new technologies shape an intuitive, digital and mobile approach.

The fintech companies will fundamentally change the business model and the modus operandi of traditional financial institutions. New technologies will reduce costs and improve the quality of service.In addition, new technologies can ensure that some of the traditional risks in classical banking are avoided or atenuated.

However, we must not be blind to the possible risks. As a government and as a regulator, we have to ensure that all of this can be done in a safe environment, that the stability of the financial sector and trust in the sector is monitored and that in a world of big data we also draw

a clear line as far as privacy is concerned. We should make sure that the financing of new business models is fully transparent and that the links between shadow banking and traditional banking are well understood and visible to avoid new systemic risks lurking beneath the surface.

Regulators are putting a lot of effort in trying to strike the right balance between the principle of proportionality on the one hand, and ensuring sufficient level playing field on the other whereby same risks means same rules should apply. They should conduct a continuous digital fitness check of financial institutions and analyze and stimulate new business models, but without lowering regulatory and prudential standards.
