What to look out for in the Autumn Budget As regular readers of this publication will no doubt be aware, we’re currently experiencing the watershed between two housing market cycles. The last cycle started with the credit crunch and came to an end earlier this year. It is for that reason that the Autumn Budget, which will be delivered by the Chancellor of the Exchequer on the 22nd November, is particularly important for the housing market. This is true for the mid-market at large but is especially the case for the premium end of the market that we at Fine & Country concern ourselves with. The Autumn Budget sets out the government’s plans for the economy based on the latest forecasts from the Office for Budget Responsibility (OBR). Following the Chancellor’s announcement at the Autumn Statement 2016, there will now only be one fiscal event in each year, held in the Autumn. From 2018 there will be a Spring Statement, responding to the forecast from the OBR, but no major fiscal event. There are a number of reasons that chose to make this change, but one of the most obvious benefits is that it allows all of us to make any necessary adjustments to our finances well before the start of the tax year. During the years in which George Osborne was Chancellor, the focus of Budgets was very much to report on how the deficit had been cut. In 2016, three months before he was evicted from number 11 Downing Street by the Brexit vote, George Osborne predicted a surplus by 2020. On becoming Chancellor, however Philip Hammond indicated that the way in which the Conservative government intended to run the economy had been ‘reset’. For that reason, we expect the headlines of the budget to be about ‘controlling the ship through choppy seas’, rather than ‘cutting the fat’. At the Conservative Party Conference in Manchester, we heard their plans for social housing and help to buy. They’ve focused on what you might call the ‘entry level’ end of the housing market in order to attract young people. These are a key target for the Conservatives, because young people’s lack of support was a key reason for Theresa May losing her majority in the June 2017 general election.

Yet something else could happen in November which could affect the prime housing market as much as the Budget, certainly in the short and medium term. Mark Carney, the Governor of the Bank of England, has already indicated that interest rates will have to rise in the near term in order to keep inflation at the 2% target in a sustainable way. If borrowing becomes more expensive, mortgage payments will go up and transaction levels will weaken. However, this will present opportunities for shrewd purchasers with reasonably high equity levels to take advantage of weakened competition for attractive properties.

For our purposes, the important news for the prime end of the housing market will be more about the broad picture that the Chancellor paints, and how markets react to them. International capital, which flows into prime UK residential property assets, are influenced very heavily by sentiment. Global thought-leaders use the Budget as a key indicator of how confident the government is on the future of the UK economy and the content of the Budget reveals how competent the government is in managing it.

The Everest Base Camp Trek On Wednesday 12th October, Sean Newman and Clint Nykamp from Fine & Country set off on an incredibly challenging adventure to Everest Base Camp with a team of five others. The group safely landed in Kathmandu, the capital of Nepal. From Kathmandu, they needed to fly to Lukla, one of the most dangerous airports in the world. Adverse weather conditions prevented the team from landing at Lukla and they were diverted to another airport to wait for the weather to improve. Spirits remained high and the team eventually made it to Lukla to begin their trek. To prepare for such a challenge, the team has been training for over four months to increase their physical endurance and be ready for the dramatic change of altitude ahead of them. However, they have still suffered with sleep deprivation and altitude sickness. The seven-day trek to Everest Base Camp was a huge success and raised over ÂŁ29,000. This will enable 18 more houses to be built in the village, providing families with a place to call home again. Team Thangpalkot visited the families they are sponsoring and shared gifts from clients, friends and family.
