Actually, the issues are quite clear and simple - easy to understand. Privacy laws cover personal data. That is information about an individual regardless of where it is stored. Many countries enacted privacy data regulations to protect the individual. Remember that, it is to protect the individual and not the government. Personal data is about the person. To access another's personal data what is needed is consent. That is it. There is no regulation to prevent any individual from giving you their information.
