Greetings, Historic St. Paul family, as always, Sis. Strode and I are praying with and for you, especially during this year and several months of Covid-19 pandemic. We appreciate our Editor, Exhorter Doris Jean Coffey and Sister Bessie Jackson, Public Relations for this wonderful Epistle.

Episcopal Leaders We are so excited to welcome, Bishop E. Anne Henning Byfield, Presiding Prelate, Thirteenth Episcopal District of the African Methodist Episcopal Church and Supervisor Ainsley Byfield, Supervisor of Missions. We greatly anticipate their anointed, gifted and wise leadership.

Our Theme and In-Person Worship Our theme this Conference year is “Be Prepared” from the Parable of the Ten Virgins: from Matthew 25:3-4. What must we do to be prepared for Christ’s Coming? “Then the kingdom of heaven shall be likened to ten virgins who took their lamps and went out to meet the bridegroom. Now five of them were wise, and five were foolish.”

Most certainly, we have, as much as possible prepared our hearts and minds for such a time as this. As planned, we will officially reopen in-person worship on August 1, 2021, at 11:00 a.m. Rest assured that CDC guidelines will be carefully followed. Holy Communion will be administered in a safe manner. Also, our Zoom Worship will continue for those who opt not to return to in person worship. Hats off to our worship team and in-person worship committees for their dedication and hard work.

Annual Conference This year we’ve prayed that we as a church extend ourselves to the study of God's word and sharing the word with others in worship, community, at work or place of employment, at home, and yes, even as we play. Jesus constantly took time to reflect on how the Father's presence was being made known to the world. We as a Church this conference year will report to The Kentucky Annual Conference that will be held as a hybrid on September 22 - 26, 2021, Quinn Chapel AME Church, Louisville, Ky. Rev. Troy Thomas, Host Pastor, that we were a praying and loving church with the power and demonstration of the Holy Spirit. This has been an exciting, anointed, and blessed year even while dealing with the pandemic!

Anne Henning Byfield is one who dares to Live, Learn, Lead, and Love GOD. She lives a life filled with creativity and passion as a bishop, preacher, psalmist, poet, sacred word artist, strategic consultant, writer, composer, wife, mother and grandmother. Married to Ainsley for 45 years they have one son, Michael, and four grandchildren. She loves GOD and encourages others to know and love GOD as well.

As a leader, Bishop Anne Henning Byfield serves as the 135th elected and consecrated bishop of the African Methodist Episcopal Church. Her historic election in the year 2016 represents the first time in the history of the AME Church, a person was elected who had a sibling on the Council of Bishops, Bishop C. Garnett Henning. She serves as the Bishop of the 16th Episcopal District, where she provides leadership to seven annual conferences representing fourteen countries, in the Caribbean, South America, and Europe. She is the Chair of the Global Development Council, Commission on Women In Ministry, and World Methodist Evangelism. She is also a Golden Member of Alpha Kappa Alpha Sorority.

Bishop Anne Henning Byfield is a product of the Methodist parsonage. Her father Dr. Herman W. Henning pastored in the 13th and 8th Districts and was a presiding elder. Her mother, M. Elizabeth Miller Henning was servant leader in the Women’s Missionary Society, YPD, and musician.

Together, they had seven children of which one was a diplomat, three were pastors, one was an Episcopal Supervisor, and one an executive in the business community. Bishop Henning Byfieild’s aunt Blanche Caddell started Faith AME Church which was one of the founding churches of TriUnion AME in St Louis.. Another aunt, Wencie Caddell founded two churches in Buffalo, NY. She is the author of three books: Let the Worship Begin, The Essence of My Existence, and Produced by Strength, Living by Power. She is the Co-Author of Odyssey, A Girls Mentoring Program, Editor of From The Heart of A Leader, and a contributor to several books including Those Preaching Women, International Edition, Mr. President, Interfaith Perspectives on the Historic Presidency of Barack H. Obama, and Black Women and Black Girls Matter. She wrote the lyrics for the Hymn for the Alabama State Wide Holiday Celebration of Rosa Parks, noted composer Dr. Uzee Brown wrote the music. She has the honor of a hymn she has written published in the One Lord, One Faith, One Baptism Hymnal was debuted at the 2018 Hampton Ministers and Music Conference. has a Spoken Word CD “Flowing Essence”.

As a learner, she has a Bachelor’s of Science degree from Wilberforce University, Master of Divinity degree from Newburgh Theological Seminary, Master of Divinity degree from Payne Theological Seminary, Doctor of Ministry Degree from Ashland Theological Seminary, and an Honorary Doctor of Divinity Degree from R.R. Wright School of Religion, Johannesburg, South Africa. Her dissertation is entitled the Effect of Short Notice Itinerant Moves on Pastors in the North District of the AME Church.

She is the former Presiding Elder of the North District Indiana Annual Conference and of the South District Indiana Annual Conference. She is the first Presiding Elder who is female in the Fourth Episcopal District and considered first woman Presiding Elder in the AME connection whose father was a Presiding Elder. She served as Senior Pastor of three churches, Bethel AME Church, Bloomington, IN, Robinson Community AME Church, Indianapolis, and St. Paul AME Church, Detroit, MI. Evident at each church were sustained spiritual, numerical, and financial growth, along with significant capital improvements She has received numerous awards including the Jarena Lee Preaching Award; the Legacy Award for over 25 years of leadership in Pastoral Health Initiatives particularly in the HIV/AIDS community; one of eight religious history makers in the Indianapolis Community, one of the most 15 influential African Americans in Indianapolis and was named as one of its ten most influential pastors. She is a 2020 recipient of the Samuel DeWitt Proctor Conference Beautiful Are Your Feet Award, recipient of the Indiana Christian Drum Major for Peace and Justice Award, among others.

She is a former adjunct faculty member for Christian Theological Seminary and conducts various mentoring and coaching groups. She is a former Assistant Director of Department of Labor Contract Compliance, Indianapolis. During her tenure she worked on or supervised numerous cases which desecrated Steel Mills of the United States and several fortune 500 Companies .As a Bishop she has established a vocational school in Haiti, re-established the AME Church in Cuba, planted or received ten churches; one of which is in Belize, where no AME Church existed, two are in Bahia, again where no AME Church existed, and dedicated four newly built churches and paid off the mortgage of the Episcopal Residence.

Assigned to the 13th Episcopal District at the 51st session of the General Conference of the African Methodist Episcopal Church, we welcome Bishop E. Anne Henning Byfield and Supervisor Ainsley Byfield to the Kentucky Conference – the Bluegrass and Commonwealth Districts and the Louisville District.

E. Anne Henning Byfield begins tenure as head of AME church June 28, 2021 Elizabeth Anne Henning Byfield began her tenure as president of the African Methodist Episcopal Council of Bishops on June 15. In this position, Byfield serves as the titular head of the denomination. She is the third woman in the denomination’s 200-year history to hold the role.

Byfield was elected a bishop in 2016 and has presided over districts in Indiana and Illinois. As a bishop, Byfield established a vocational school in Haiti, re-established the AME Church in Cuba, and was instrumental in planting ten churches.

She is the author of several liturgical books as well as The Essence of My Existence, a book of poetry. A litany Byfield wrote was used at Rosa Parks’s funeral in 2005, and she is included in the fourth edition of Those Preaching Women, a collection of sermons edited by Ella Pearson Mitchell and Jacqueline B. Glass.

Jul 14, 2021 issue Last year, Byfield received the lifetime achievement award from the Samuel DeWitt Proctor Conference, which aims to sustain and mobilize the Black faith community. She has also been honored with the City of Indianapolis volunteer award for community service and was recently recognized for 25 years of pastoral leadership in service to those living with HIV/AIDS.

TCR Breaking News: Bishop Anne Henning Byfield Assumes Presidency of the Council of Bishops of the African Methodist Episcopal Church

On June 15, 2021, the Right Reverend Elizabeth Anne Henning Byfield began her tenure as President of the Council of Bishops of the African Methodist Episcopal Church. As the Council’s Presiding Officer, she serves as the titular head of the 2.5-million-member AME Church until 2022. Bishop Byfield is the third woman to serve as the President of the Council of Bishops in the denomination’s 205-year history. She currently serves as Presiding Prelate of the 16th Episcopal District encompassing the Caribbean, South America, and Europe.

A native of Memphis, Tennessee, Bishop Byfield earned her Bachelor of Science degree from Wilberforce University, attended Christian Theological Seminary, Indianapolis, and received her Master of Divinity degree from Newburgh Theological Seminary, a Master of Divinity from Payne Theological Seminary, and a Doctor of Ministry from Ashland Theological Seminary.

“I was raised in an age of creativity, imagination, and energy in the midst of extreme racism, and violence. During a time of lynching, and Jim Crow laws, my African Methodist parents demanded that we did not succumb to the terror of segregation, inferiority, and racism,” stated Byfield. “In all of the ways my parents encouraged me to be creative, a servant, and imaginative, being a Bishop in the church was not in my maturing thought or theirs. Married to a preacher, yes, being one no, and certainly not a Bishop or president of the Council of Bishops. What they and I could not see, God saw, and I am here today.”

Bishop Byfield is an accomplished author, composer, and poet. She wrote the litany used for Mrs. Rosa Parks’ funeral in Detroit, Michigan, and Congresswoman Julia Carson’s funeral in Indianapolis. She performs in many Spoken Word settings. Her book of poetry The Essence of my Existence was released in 2010 and in second publication. Flowing Essence a Spoken Word CD is also released Her other works include: Let the Worship Begin, A book of Liturgy; Odysseya Girls Mentoring Program, Preparing Leaders for Leadership; The Church’s Response to Hurricane Katrina; and Strengthening the Black Family (African American Lectionary). She is included in the 4th Edition of Those Preaching Women and the Fall 2009 edition of the African American Pulpit with an article “Living Through Crisis”.

As a leader, she is considered both bold and authentic. She conducts extensive training and consulting in organizational transformation, and leadership development with universities, nonprofits, and faith-based institutions. Profiled in numerous newspapers, journals, and books, she is included in The Trumpet to Zion and received the King Drum Major for Peace Award and Jarena Lee Preaching Award among others. She a member of Payne Theological Seminary Board of Trustees, Latino/African American Dialogue Group, Alpha Kappa Alpha Sorority, and Hoosier Interfaith Power and Light. She is recognized as one of the most 15 influential African Americans in Indianapolis and was named as one of its ten most influential pastors. Most recently she received the Legacy Award for over 25 years of leadership in Pastoral Health Initiatives particularly in the HIV/AIDS community; the City of Indianapolis Volunteer Award for community service.

She is married to Ainsley, they have one son, Michael, and a grandson, Miles. Bishop Byfield comes from a line of clergy and her brother, the Right Reverend Cornal Garnett Henning was the 112th elected and consecrated Bishop of the AME Church.

Bishop Byfield will be formally invested during the 51st Quadrennial Session of the AME Church General Conference to be held jointly in Orlando Florida and Cape Town, South Africa on July 6-10. In her inaugural address delivered to the AME Church General Board held virtually on June 15, Bishop Byfield stated “I am more than grateful for these 365 days of extended servant leadership and for the trust the Council of Bishops. With their sacred trust, your prayers, support, and continued cooperation, and with the support of my husband, we will emerge from COVID isolation, continuing racism, sexism, and xenophobic assault to stronger congregations through a consecrated safe General Conference and ultimately a stronger AME Church. Together we will make our strong Zion stronger.”

The AME Church Historical Preamble to our Mission, Vision, Purposes & Objectives The African Methodist Episcopal Church, whose founders affirmed their humanity in the face of slavery and racism, stands in defense of disadvantaged and oppressed people in the 21st century.

From the origins in the Free African Society through the involvement of the AME clergy and lay in the Civil War of the 1860's and the Civil Rights Movement in the 1960's, the AMEC has preached salvation from sin and deliverance from bondage. The mission expanded to others within the African Diasporas in the Americas, Africa, Caribbean, and Europe. The 80/20 Rule in Churches The Pareto 80 20 rule, the law of the “vital few” can be summarized as follows: 80% of results are produced by 20% of causes. Applying this principle to our church, we could feel comfortable in concluding that the law of the “vital few” is where 20 percent of our congregation seems to do 80 percent of the work The most common expression in the volunteer world: “why do the same few people seem to be doing all the work?” This often has adverse consequences for everybody involved: the super volunteers get burned out, the rest of the congregation feels left out, and leaders starts looking for a way out (a different ministry). The challenge is increasing the 20 percent to spread the workload, which seems like a impossible task.

4 Strategies for Reversing the 80/20 Rule

How can a congregation move beyond having a small percentage of congregants doing the lion’s share of the work? Following are four simple strategies to expand the pool of participants in your church’s ministry.

If word goes around that someone will be looking over their shoulder or trying to micromanage their work, people will stop volunteering. We need to learn to trust new people to do things in their own way.

1. Ask It sounds simple, but the best way to get new individuals involved is to ask them personally. The tendency when seeking volunteers or new leaders is to appeal to the congregation as a whole (announcements during the service, newsletters, e-blasts, etc.)

For example, the pastor or another leader stands up during worship and announces a need for Vacation Bible School volunteers. But no one responds to this general request, leaving the pastor or lay leader discouraged. Yet it’s little surprise that this kind of invitation so often falls flat. Most people hearing it believe it does not apply to them or that someone else will step up to the plate.

When we invite someone personally, that individual knows we truly need their participation. And we can craft our appeal around the person’s strengths and gifts. For example, “Ms. Smith, I know you love teaching computer programming. It would be great if you could teach programming as part of an activity planned for Vacation Bible School.”

Instead of a general request for help, this is a very specific request that connects directly to Ms. Smith’s individual gifts, greatly increasing the likelihood that she will say, “Yes.” 2. Keep it Simple When we are trying to get people to volunteer, especially for the first time, the simpler the request the better. Asking someone to sit at a registration table and sign in people as they arrive for a class is a lot different than asking someone to teach a Sunday School class.

But it can be a first step in that direction. The easier we make that first step, the more likely it is that someone will take it. This is especially true for individuals with busy lives.

When we ask them to take on something that sounds timeconsuming, they are more likely to say, “No.” A simple task with a defined, limited time requirement feels doable.

So, keep it simple!

3. Trust Most leaders have a certain way they like to see things done. While it’s important for things to be done correctly, doing something correctly is not always the same thing as doing it in precisely the same manner as it was done previously. It’s important to trust that a new person will do something correctly, even if it is not done exactly the way it has always been done. If word goes around that someone will be looking over their shoulder or trying to micromanage their work, people will stop volunteering.

Leaders need to learn to trust new people to do things in their own way, while still holding them accountable for the end result. For example, Mr. Jones volunteered to teach Vacation Bible School and likes to use sock puppets to engage the children. As a leader you are unfamiliar with this style of teaching, but instead of telling Mr. Jones you would prefer that he stick with the tried-and-true method of storytelling, you share the learning goals for the week and let him do it his way. You trust his method, while making the desired result clear. More people will be willing to volunteer if you trust them to do it their way.

4. Celebrate It is important to set aside time to celebrate volunteer service. Of course, our ultimate reason for volunteering is to participate in God’s work. But when the congregation sees volunteers receiving praise and recognition, it will help nudge them to join the ranks. No one enjoys feeling unappreciated. Take a few minutes in worship once a quarter to ask those who have volunteered in any capacity to stand and be recognized for their service.

Showing appreciation will make a big difference in helping others to volunteer.

We all lament the 80/20 rule, but we rarely do anything to reverse it. By personally asking others to take on a specific task, keeping it simple, trusting them to do it their way, and showing appreciation for their efforts, we can increase the 20 percent. Think what a difference it would make for a congregation to move to 50 percent participation!

FRANKFORT – June marked the beginning of the Kentucky General Assembly’s 2021 Interim Joint Session. From the beginning of June through the remainder of the year, both Senate and House members will attend monthly committee meetings, in person and virtually, to examine and discuss matters ahead of the 2022 Regular Session. Although lawmakers will not act on legislation during the interim, we will delve into the progression of previously enacted laws and review potential and prefiled legislation along with their implications on the Commonwealth.

Earlier this month, members of the Interim Joint Committee on Education heard from the Kentucky Department of Education (KDE) and a few school district leaders on participation in virtual learning throughout the last academic year. The KDE assistant director in the Division of District Support, Jessica Carlton, said 29 school districts were selected at random to submit participation data for one elementary school, middle school, and high school within their district. Two out of the three reports, October 2020 and January 2021, have been published so far.

According to KDE’s presentation, 11.35% of students in remote learning did not participate on the days selected for the study. Virtual participation statistics in the data was based on when a student logged in to a class or met with the teacher and logged in to complete assignments.

LEGISLATIVE UPDATE

Thomas July 2, 2021 Several district leaders who testified shared stories of some students having to care for younger siblings while parents worked during the day, or students having to work to help support their families during the pandemic were typical across school districts. The extra burdens made it difficult for some students to participate in school during regular school hours. All speakers shared how teachers and administrators made home visits, phone calls, and video calls, sometimes early in the morning or late into the evening, to meet the diverse needs of the students and their families.

In the Interim Joint Committee meeting on Tourism, Small Business and Information Technology, lawmakers discussed the current labor shortages across the commonwealth as a result of the COVID-19 pandemic. A major topic of discussion in the meeting regarded the payment of unemployment benefits. Many of my colleagues suggest people are complacent and “too lazy” to go back to work. However, I believe this is not true and if we want to get people back to work, we need to start by increasing the minimum wage.

At the June meeting of the Interim Joint Committee on Licensing, Occupations, and Administrative Regulations, legislators heard a bill request that would allow inmates who were trained and received a limited certification as a first responder or emergency medical technician (EMT) while incarcerated to apply to continue to be certified once released from prison. It would require those released inmates with a limited certificate to notify the Kentucky Board of Emergency Medical Services within 30 days of their release about the crimes for which they were convicted and the terms of their release. These changes could be a game changer for some by giving them a second chance once they return to society.

I also attended several other meetings in June as my duties require. In the Legislative Oversight and Investigations Committee meeting, members reviewed the state vehicle fleet with the Finance and Administration Cabinet. In the School Funding Task Force, members took a deep dive into the Support Education Excellence in Kentucky (SEEK) program. Despite efforts since the adoption of KERA in 1990 to equalize school funding, those school districts with higher tax assets still have an advantage in providing resources to students.

Committees, task forces, and legislative working groups continue to meet throughout the Interim Joint Session to discuss a wide variety of issues. As we look toward the latter portion of 2021, we will continue these conversations as we approach the 2022 Regular Session.

Most new laws passed during the 2021 Regular Session went into effect on Tuesday, June 29.

The Constitution of Kentucky stipulates that new laws take effect 90 days following adjournment of the legislature unless they have a specific effective date, are general appropriations measures, or include an emergency clause that makes them effective immediately upon becoming law. The final adjournment of the 2021 Regular Session occurred on March 30, making June 29 the effective date for most bills.

LEGISLATIVE UPDATE

Submitted by Senator Reginald L. Thomas July 2, 2021 Laws taking effect this day include measures on the following topics: Adoption. House Bill 210 ensures that employers offer parents adopting a child under the age of ten receive the same amount of time off as birth parents.

Asthma. Senate Bill 127 encourages schools to keep bronchodilator rescue inhalers in at least two locations and requires schools with inhalers to have policies regarding their use.

Child and new mother fatalities. House Bill 212 requires data in an annual state report on fatalities among children and new mothers to include information on demographics, race, income, and geography associated with the fatalities.

Child protection. House Bill 254 raises the penalty for possession or viewing of matter portraying a sexual performance by a minor under the age of 12 years to a Class C felony. It also raises penalties for the distribution of material portraying a sexual performance of a minor under the age of 12 to a Class C felony for the first offense and a Class B felony for each subsequent offense.

Child support. House Bill 402 revises child support laws to increase the amount considered flagrant nonsupport.

Education. House Bill 563 allows the use of education opportunity accounts, a type of scholarship, for students to attend out-of-district public schools or obtain educational materials and supplies.

For students in larger counties, the scholarship funds are also eligible to be used for private school tuition. Individuals or businesses who donate to organizations that issue education opportunity accounts will be eligible for a tax credit. The legislation also requires a board of education to adopt a nonresident pupil policy by July 1, 2022, to govern terms under which the district allows enrollment of nonresident pupils and includes those pupils in calculating state funding for the school district.

Elections. House Bill 574 makes permanent some of the election procedures implemented last year to accommodate voting during the pandemic. The measure will offer Kentuckians three day –including a Saturday–leading up to an election day for early, in-person voting. It allows county clerks to continue offering ballot drop boxes for those who do not wish to send their ballots back by mail. It also allows voting centers where any registered voter in the county could vote.

Ethics. Senate Bill 6 creates standards for ethical conduct for transition team members of all newly elected statewide officeholders. The standards include identifying any team member who is or has been a lobbyist. It requires disclosure of current employment, board member appointments, and any non-state sources of money received for their services. It also prohibits the receipt of nonpublic information that could benefit a transition team member financially.

Illegal dumping. Senate Bill 86 designates 100 percent of a new open dumping fine to be paid to the county where the violation occurred.

LEGISLATIVE UPDATE

Submitted by Senator Reginald L. Thomas July 2, 2021 Inmate care. Senate Bill 84 bans jails, prisons, local and state correctional facilities, residential centers, and reentry centers from placing inmates who are pregnant or within the immediate postpartum period in restrictive housing, administrative segregation, or solitary confinement. It grants inmates who give birth 72 hours with a newborn before returning to the correctional facility and will offer six weeks of postpartum care. SB 84 also mandates that incarcerated pregnant women be given access to social workers and any community-based programs to facilitate the placement and possible reunification of their child.

Kentucky-grown products. Senate Bill 102 includes Asian Carp, paddlefish, or sturgeon in the definition of "Kentucky-grown agricultural product".

Late fees. House Bill 272 allows water districts to impose a 10 percent late fee and cut off service for nonpayment of bills. Customers who receive financial assistance are exempt.

Livestock. House Bill 229 makes someone guilty of criminal mischief for intentionally or wantonly causing damage to livestock.

Living organ donors. House Bill 75 prohibits certain insurance coverage determinations based upon the status of an individual as a living organ donor. It also encourages the Cabinet for Health and Family Services to develop educational materials relating to living organ donation.

Medicaid. Senate Bill 55 prohibits copays for Medicaid beneficiaries.

Newborn safety. House Bill 155 allows the use of a newborn baby box when a parent anonymously surrenders an infant at a participating staffed police station, fire station, or hospital.

The device allows a parent surrendering an infant to do so safely, using a receptacle that triggers an alarm when a newborn is placed inside so that medical care providers can immediately respond and provide care to the child.

Police standards. Senate Bill 80 strengthens the police decertification process by expanding the number of acts considered professional wrongdoing. These acts include unjustified use of excessive or deadly force and engaging in a sexual relationship with a victim. The bill also requires an officer to intervene when another officer engages in unlawful and unjustified excessive or deadly force. It also sets up a system for automatic decertification under certain circumstances and prevents resignations before an internal investigation is complete.

Public records. House Bill 312 revises open records laws by limiting the abilities of people who do not live, work or conduct business in Kentucky to obtain records through open records laws.

These restrictions do not apply to out-of-state journalists. The legislation specifies that open records requests can be made via email. It calls for the implementation of a standardized form for requests but does not require its use. It allows the legislative branch to make final determinations regarding decisions on open records requests it receives, which are unappealable.

LEGISLATIVE UPDATE

Submitted by Senator Reginald L. Thomas July 2, 2021 Sexual abuse. Senate Bill 52 amends third-degree rape, third-degree sodomy, and second-degree sexual abuse statutes so law enforcement officers could be charged with those crimes if they engage in sexual acts with a person under investigation, in custody, or under arrest.

Theft. House Bill 126 increases the threshold of felony theft from $500 to $1,000. It also allows law enforcement personnel to charge members of organized shoplifting rings with a felony if a member steals a total of $1,000 worth of merchandise over 90 days.

U.S. Senators. Senate Bill 228 changes the vacancy process for a U.S. senator from Kentucky.

The bill requires the governor to select a replacement from a list of three nominees selected by the same political party of the departing senator.

Worker safety regulations. House Bill 475 prohibits the Kentucky Occupational Safety and Health Standards Board and the secretary from adopting or enforcing occupational safety and health administrative regulations more stringent than the corresponding federal provisions starting on July 1.

Friends— In our efforts to prioritize spending and initiatives with (ARPA) American Rescue Plan funds we are asking for your input. I believe this is genuine opportunity to address root causes and provide stability for families.

Council, Mayor and community work together on plan for federal funds Lexington has once-in-a-lifetime opportunities in the $120 million the City is receiving from the federal government through the American Rescue Plan Act. Mayor Linda Gorton, Vice Mayor Steve Kay and the members of the Urban County Council are determined to make the most of it, starting with looking to the community to provide ideas on how the funds are used.

“The Council and administration have worked together for weeks, crafting a transparent process that starts with extensive public input through an on-line survey, public meetings and appearances at neighborhood gatherings,” Gorton said.

Kay said the Mayor and Councilmembers want a process that produces the full range of possible projects.

“We expect many worthwhile projects to be proposed. We want to be able to compare and evaluate those ideas,” Kay said. “We are looking for projects that are transformative and sustainable.”

Gorton praised the process of the Council and her administration working together. “There are plenty of cities where this kind of cooperation doesn’t exist in government,” Gorton said. “But that’s not how we do things in Lexington. We work together, and start by asking the people who live here.”

The on-line survey goes live between July 8 and August 27.

To inform the community, and to focus the community conversation, the Council and Mayor have worked together on a description of categories for possible projects and set of priorities and principles for funding. Top priority are projects that would have a direct impact on vulnerable populations, and projects that would help people most severely affected by the pandemic. Neighborhood Resource Officers In June, several East End Neighbors and community partners wished a Happy Retirement to Neighborhood Resource Officer Dawn Norden! Officer Dawn who had more than 16yrs with the Lexington Police Department has been committed in recent years to solving problems and building relationships with residents in The Historic East End and other Downtown neighborhoods. We thank Officer Dawn for her service to the community and wish her all the best with future endeavors!

We would like to congratulate Sgt. Amel Terry as the new (NRO) Neighborhood Resource Sergeant of the Lexington Police Department. This new position is pivotal as our department plans in increase the number of NRO’s citywide. Sergeant Terry a 21-year veteran of the LPD, has experience working in all three sectors of the Bureau of Patrol and is very familiar with 1st District neighborhoods. Top Level Changes at City Hall Chris Ford has been named the new Commissioner of General Services, which includes Facilities, Fleet Management, Telecommunications and Parks & Recreation. Ford, who led the Department of Social Services since 2015, believes his diverse experiences at the city and his ability to build partnerships will serve him in his new role.

Kacy Allen-Bryant comes to City Hall from the University Of Kentucky College Of Nursing, where she worked as a lecturer. Allen-Bryant also has experience as a nurse and the chair of the Board of Health.

Mayor Linda Gorton said, “Both of these people already have tremendous records of service to our community, and are proven leaders.” Both commissioners were confirmed on June 24th and went into effect on July 5th.

Work-Lexington, UWBG Waypoint Center and Workforce Partners at Community Centers Over the past few weeks, the United Way of the Bluegrass launched two Waypoint Centers, one at the Black & Williams Neighborhood Center and the other at the Charles Young Community Center. Waypoint Centers serve as a neighborhood resource to support family financial success and stability, using bundled social services in partnership with community agencies.

WORK-Lexington, a workforce job training center recently opened inside the Charles Young Center this month. The center will be a onestop shop for job training and placement. The many community partners that made this possible are the Urban League, Bluegrass Community & Technical College, United Way of the Bluegrass, Opportunity for Work & Learning, the Kentucky Career Center, Jubilee Jobs, Kentucky Refugee Ministries, Lexington Rescue Mission, and Goodwill Industries of Kentucky.

Services are free and available Monday through Thursday, 8-5 pm.

Task Force on Neighborhoods in Transition Complete Their Work The Task Force on Neighborhoods in Transition has completed its work after almost 3 years since its conception.

The group comprised of Urban County Councilmembers, city developers, planners, historians, residents and other community members has met monthly, with a brief pause during the COVID pandemic, to discuss the complicated topics of infill and redevelopment, preservation and gentrification. The Task Force’s goal was to identify ways to protect vulnerable residents from the negative impact of neighborhood redevelopment and transformation.

Last month, the Task Force presented its two final reports, the TFNT Report, which includes the recommendations and a map report, Maps of Vulnerabilities to Displacement.

Now the real work begins to implement these reports and help Lexington’s most vulnerable residents from displacement.
