n December 25, 1991, President Mikhail Gorbachev of the Soviet Union resigned, declared his office “extinct,” and handed over the Soviet nuclear missile launching code to Russian President Boris Yeltsin. That same evening, the Soviet flag was lowered for the last time and the Russian tricolor was raised. The dissolution of the Soviet Union also marked the end of the Cold War. With the collapse of the Soviet Union, the United States became the only superpower on Earth. Earlier that year, the Gulf War ended and the victorious Americans went home in peace. In the ensuing decade, the world experienced relative peace. It was Pax Americana all over again.

But all that changed on September 11, 2001, when terror struck America. The decade that followed was one bloody period.

The U.S. invaded Afghanistan and overthrew the Taliban government and put in its place a democratically elected government. On March 20, 2003, the U.S. and her allies invaded Iraq to remove Saddam Hussein from power. The Iraq War is now over after almost nine years of warfare and the war in Afghanistan is winding down.

While the U.S. was preoccupied in Afghanistan and Iraq, Russia was slowly – and quietly -- building her military forces. With the election of Vladimir Putin to a new six-year term as president – his third -- on March 4, 2012, the geopolitical game changed dramatically. Unlike his predecessor, Dmitry Medvedev, Putin put in motion an aggressively assertive agenda. He wants to restore Russia to the superpower she once was. He became more involved in Middle East politics.

Last June, Obama and Putin met on sidelines of the G8 meeting in Northern Ireland to discuss issues, particularly the Syrian problem. The Guardian reported: “Russia’s failure to respond positively to US claims of chemical weapons use in Syria and its hostile response to Obama's plan to give military support to rebel groups means the two leaders remain deeply divided.” And divided they are, not just on Syria but also on a slew of issues including cyber warfare. However, they agreed to put up a “cold war hotline” to deal with outbreaks of cyber attacks.

granted whistleblower Edward Snowden temporary asylum of one year. He had been holed up at the Moscow Airport for several weeks waiting for a country to give him asylum.

Within a few days, Obama canceled his summit meeting with Putin in Moscow ahead of the G20 economic summit in St. Petersburg.

The White House said that Russia’s decision to “defy the U.S. and grant Snowden temporary asylum only exacerbated an already troubled relationship.”

But it did not end there. Obama immediately went on the offensive. A few days ago, he appeared on the Jay Leno Tonight Show and said, “There have been times where they slip back into Cold War thinking and Cold War mentality. What I continually say to them and to President Putin is that’s the past.”

But who says that a new Cold War couldn’t happen in the future?

Cold War mentality As a matter fact, during a White House press conference last August 9, Obama said: “I think there's always been some tension in the US-Russian relationship after the fall of the Soviet Union.” He said that Putin’s return to the Russian presidency in May 2012 had cast a chill over thawing ties.

“There's been cooperation in some areas. There's been competition in others. It is true that in my first four years in working with President Medvedev, we made a lot of progress,” he said. “What's also true is, is that when President Putin... came back into power, I think we saw more rhetoric on the Russian side that was anti-American, that played into some of the old stereotypes about the Cold War.” (Source: “Putin’s Cold War stance chilling ties,” The Nation, August 10, 2013) The question that keeps popping up in my mind is: With a stockpile of 8,500 nuclear warheads, would Putin make a move to withdraw from the New START Treaty (for Strategic Arms Reduction Treaty) that Medvedev and Obama signed on April 8, 2010 and which took effect on February 5, 2011?

Under the terms of the treaty, the number of strategic nuclear missile launchers will be reduced by half.

A new inspection and verification system will be established, replacing the SORT mechanism. It does not limit the number of operationally

inactive stockpiled nuclear warheads, that remain in the high thousands in both the Russian and American inventories. (Source: Wikipedia) Enter Xi Jinping When Xi Jinping ascended to China’s presidency in March 2013, his first trip outside China was to visit Putin. At their summit in Kremlin last March 22, they agreed to form a “strategic partnership” to advance their countries’ interests.

In my article, “New World Disorder” (March 26, 2013), I wrote: “At a joint press conference, Xi told the media: ‘China’s friendship with Russia guarantees strategic balance and peace in the world.” But what he presumably meant to say was that the new China-Russia military-economic alliance would be so formidable that it would establish a new world order never seen before. In Xi’s mind, only a China-Russia military-economic alliance could stop the United States’ ‘pivot to Asia’ strategy. And one of Xi’s concerns was the United States’ building of an intercontinental ballistic missile defense system, which could tilt the balance of power towards the U.S.’ ” 2020 Timetable Last July 8-10, Russian and China conducted a joint naval exercise off the coast of Vladivostok.

It was the largest between the two countries.

American strategists view it as an attempt to counter the U.S.’s “pivot to Asia,” which would shift 60% of America’s air and naval forces to Asia-Pacific by 2020.

In anticipation of China becoming a rival naval power in Western Pacific waters by 2020 (“China raises the ante,” July 31, 2013), the Pentagon has put in place a strategy known as Air-Sea Battle.

The goal is “to neutralize the ability of enemies to keep U.S. forces at bay with so-called Anti-Access and AreaDenial (A2/AD) defenses.”

According to the Air-Sea Battle plan, US forces would launch physical attacks and cyberattacks against the enemy’s “kill-chain” of sensors and weaponry in order to disrupt its command-and-control systems, wreck its launch platforms (including aircraft, ships, and missile sites), and finally defeat the weapons they actually fire. The sooner the kill-chain is broken, the less damage US forces will suffer - and the more damage they will be able to inflict on the enemy. (Source: “How Pentagon strategy could trigger war with China,” ForeignPolicy.com, August 2, 2013) Many experts believe that the U.S. and China are headed to an armed confrontation – or war -- by 2020. With a China-Russia militaryeconomic alliance in the works, it won’t be long before they’d become belligerent toward America, which makes one wonder if Cold War II is in the offing?

Asking Immigration for extensions

O

ften in the immigration process, Immigration requires additional documentation to be submitted by a certain date. Many times, it is difficult to get the requested documents in time. In these cases, an extension must be asked for to avoid the refusal of the application.

What do I need to do before requesting an extension?

Before requesting an extension, it is important to do whatever you can to meet the immigration officer’s request. In the case of Gakar, an officer denied Mr. Gakar’s application because he was unable to get the requested documents within the 30-day deadline set by the officer.

Before the end of the 30 day deadline, Mr. Gakar asked for a further 30 day extension. However, the officer refused to grant the extension.

In court, the judge found that Mr. Gakar was trying to comply with the officer’s request and would need more than 30 days to get the documents. The judge also found that Mr. Gakar asked for an extension before the deadline. As a result, the judge found that the officer should have extended the deadline and Mr. Gakar won his case.

How long of an extension can I request?

In Mr. Gakar case, the judge said that he could understand a visa officer refusing an extension of 90 or 180 more days. However, the judge found

that a 30 day extension should have been granted - especially because it was the first request for extension.

When do I need to request the extension?

Requests for extensions must be made before the deadline date provided by Immigration. In the case of Ching-Chu, the officer requested Mr. Ching-Chu to get additional information within 68 days. Mr. Ching-Chu requested an extension seven days after the deadline passed.

Eighteen days after the deadline, Mr. Ching-Chu told the officer that he was in the process of assembling materials and he would be in a position to provide a response two months after the original deadline. Mr. Ching-Chu gave no reason why he did not ask for an extension before the original deadline and gave no justification as to why he needed more time. He also did not indicate the information that was being gathered.

In this case, the judge said that the proper procedure would have been for Mr. Ching-Chu to have asked for an extension before the deadline and to indicate why the extension is needed.

What needs to be submitted when asking for an extension?

When requesting extensions, documents providing reasons for the delay and the date when the document should arrive needs to be included.

In the Tantash case, Mr. Tantash’s application was refused because he forgot to include documents indicating why he needed an extension. In this case, the officer gave Mr. Tantash 90 days to submit certain documents. Mr. Tantash sent in one of the missing documents before the deadline and requested an extension to submit the other documents. Later, he sent in the second document and requested another extension to submit the last document. While this extension was granted, Mr. Tantash never provided the last document that was requested and the officer refused the application.

In court, Mr. Tantash said that he explained that the delays were due to the backlog of requests and he included a printout from a website as proof of the delay. However, the website printouts were not actually given to the officer and Mr. Tantash did not provide the officer with a timeframe in which he thought he would get the documents. As a result, Mr. Tantash lost his case.

‘Labuyo’ wrecks havoc in Northern Luzon

T

yphoon ‘Labuyo’ considered as the world’s strongest typhoon to enter the country this year caused deaths and damages to properties as it recently pummeled the Northern part of the Philippines the past week.

As of Wednesday morning, the National Disaster Risk Reduction and Management Council (NDRRMC) said the death toll rose to six while the cost of damage to properties doubled to P816 million.

Labuyo has affected 186,378 individuals, or 41,163 families in 374 barangays in 16 provinces of Ilocos Region, Cagayan Valley,

Central Luzon, and Cordillera Administrative Region (CAR).

The typhoon also damaged 3,750 houses with majority located in Central Luzon. About 27 roads and 13 bridges were likewise affected by the typhoon.

On Monday night, Labuyo exited the Philippine Area of Responsibility yet a total of 66 areas are still submerged in flood in Bulacan, Zambales, Pampanga, and in Nueva Ecija.

Meanwhile, the devastating effect of the typhoon prompted the government to place the provinces of Aurora and Quirino under state of calamity.

The first annual Filipino Journal Cup charity golf tournament is in the books and without the support of so many people, the tournament which started off as an idea last winter finally became a reality. Earlier this year, our family officially created an endowment fund with the Winnipeg Foundation. It was a lifelong dream for my mother to ensure that our youth be given

every opportunity to succeed in life and as a teacher, she believed that success starts with education.

Thus, we setup the Rosalinda Natividad-Cantiveros Foundation scholarship fund and the 2013 Filipino Journal Cup was our first major fundraising initiative. We're extremely excited to announce that over $4,000 was raised at the inaugural Filipino Journal Cup! Direct donations to the Winnipeg

here's a lot of dancing that happens during the two weeks of Folklorama. Then there are the pavilions that take dancing and cultural performances

to the next level. The Mexican Pavilion flew in their entertainment from Mazatlan, the "Quebradita" dancers from "Compa単ia de Danza y Acrobacia CARDOSO." The dancers were hot, sultry and acrobatic - a combination of Cirque du Soleil and samba dancing all choreographed together.

Prior to their performance, the host commented on the dancers bruises and injuries resulting from practices prior to Folklorama starting. They're pretty hard core.

The Japanese Pavilion with their Tae Kwon Do demonstrations are always exciting. It's good to know that there are some pretty skilled and talented martial artists in the city. The students and teachers wowed and ahhh'd the audience with their high flying, wood breaking, spinkicking acrobatic and cement pounding routines. It's even more entertaining when the youngest

student shouts out the loudest during the warm up routine!

I literally kicked off my second week of Folklorama pavilioning at the Ukraine-Kyiv Pavilion with some high flying Ukrainians. There were even little Ukrainian boys jumping and kicking on stage. The Ukrainian pavilion will be good for another generation! The Verba dance group performing "Hopak" involves a lot of kicking, jumping and spinning.

Heaps of fun to watch!

As a final shoutout, I want to say "Dyakuyu!" to Dobryan Tracz, Adult Ambassador for the Ukraine-Kyiv for the shout out in Filipino! Thank you for the great Ukrainian hospitality and I'm very honoured that I was able to wear the Kozak hat and wave around the 17th century bluava (battle axe).

See!! I was that close to becoming a Folklorama ambassador! Maybe next year!

Ogie Alcasid to hold anniversary concert

S

inger-songwriter Ogie Alcasid will celebrate his 25th year in showbiz with a big concert featuring 40 guest performers.

The concert titled “I Write the Songs,” will be held in the Mall of Asia (MOA) Arena on Friday at 8 p.m.

The proud father and husband shared that he has written a new song “The Lord is Our Savior,” his current favorite, which he will be singing in the concert with his wife Regine.

Ogie recalled that his 20th anniversary is his most memorable concert because that was the first

time his kids came back home from abroad to watch. His exwife Michelle van Eimeren and her husband Mark Murrow were there, too. To top it all, Regine Velasquez was his special guest.

Indeed after two and a half decades, Ogie’s music continues to touch every r o m a n t i c Filipinos who still find a perfect Alcasid song for every twist and turn of their love life.

Paul McCatney's iconic performance thrills the young, the boomer, the old and the bald!

O

nly then do i realize that I have opened the time capsule of my generation: the 60’s! Oh, yeah, the concert “Out There Tour in Canada” at the Investors Group Field has exposed the mastery and genius of Paul McCartney: a compleat songwriter, singer, guitarist, pianist and ukelelist!

With 3-hours of Beatles songs (w/o intermission) including his untiring 3 encores, the juice of memories keep dripping into my brain and goes into dancing spree atop of the chair as other “oldies”grate their hips and wave

their hands in sync with the music.

Everyone is fired hot to dance specially when the 1st song “8 Days A Week” blasts into the air.

The sold out crowd is composed of all demographics: seniors with grey hair, bald heads, with canes,and with care-givers; the boomers and their children and grandchildren, and younger generation! In no other way could their presence be explained as memorable and timely grateful.

Even Julie Javier has all the songs in her tongue (she has a complete collection of Beatles songs!).

ob opportunities can be found anywhere, if you know where and how to look. Many jobs are advertised through word of mouth. The best way to find these job opportunities is through networking.

Networking may sound complicated, but it’s something we’re already doing every day.

When we start a conversation while waiting in an office, introduce ourselves, meet teachers or parents at our children’s school, make a new friend, or catch up with an acquaintance, we are networking. Networking is talking to people around you, making friends, building relationships. This is something that Martin quickly realized soon after arriving in Winnipeg.

Martin came to Manitoba with over ten years’ experience as a practicing Doctor of Medicine.

He visited Manitoba Start and participated in a workshop to gain information regarding licensing regulations.

Practicing his profession in Canada was a long-

term goal that would take years to achieve; Martin needed to develop short-term goals and gain employment as soon as possible.

He met with a Manitoba Start career coach to prepare his resume and practice for interviews.

Martin explored the Filipino Journal, and was inspired to read career success stories of other newcomers. He made contact with another Filipino newcomer who is completing his residency in Manitoba. Through this contact, Martin will gain firsthand information on what it will take to realize his dream of practicing medicine in Canada.

Connecting with others who can mentor and advise him will provide encouragement and moral support.

Martin identified skills he gained as a doctor that he can apply to other workplaces. These skills included: the ability to work long hours, dependability during overnight shifts, spending long periods of time on his feet, etc.

Disco and class parties were in the bag; and as one of the faculty members of the UST high, Artlets and Engineering, I had been invited to attend; and other parties organized by my friends, one of whom the best friend of my late wife invited me to attend the Siena’s Conversational Club (composed of single lady faculty members). Lind and I met and danced with Beatles songs. And the story of love began: “He loves you, yeah, yeah!” and “A World Without Love”! Not until we got hooked with the Beatles songs

did we realize that we were for each other!

Amidst the rock n roll music started by another iconic Elvis Presley and Buddy Holly and other American and British singers, student activiism became a reality. Countless demonstrations marked the so-called university on the streets. There were some disturbances in the various university campuses. Government was in chaos and this led to the imposition of Martial law. Others continued their studies and enjoyed the music of the Beatles. We used

skills, Martin achieved his shortterm goal of gaining immediate employment.

Martin continues to build his network at his workplace, and with other newcomers and Canadians who are willing to be part of his success story and help him achieve his goals. He is motivated by the accomplishments of those in his community and in his field.

Networking is a two-way street.

Martin is ready to offer support and encouragement by sharing his story, skills, and experiences with others.

Your job network: • Make a list of family, friends, coworkers, neighbours, people you’ve met (doctor, landlord, etc.) or know through others.

• Contact the people on your list, and let them know you’re looking for a job. Be specific about the type of work you want. Ask for information, advice, and job referrals.

• Enjoy communicating with people in your network and getting to know them better.

• Be ready to offer assistance to your contacts when they need help from you.

And to be one among the fans of the Beatles, especially in the presence of Paul McCartney, the memory of the past is still viral, pure, clear and colorful; and I do feel as a consummate fan. And as we are leaving the Investors Group Field, I can still hear the echoes of Paul McCartney songs enjoyed by more than 31,000 Beatle lovers! And I can still smell the smokes of the fireworks; and I can see the falling confetti on the way to our exit!

Paul McCartney captivates Winnipeg

A

fter 20 years, Sir Paul McCartney is back in Winnipeg.

McCartney performed at the Investors Group Field Monday, August 12, in front of the 31,200 crowd as part of his Out There tour.

When McCartney walked on stage at 8:30 p.m., there was no opening act to begin the show. He just went on to business and started playing Eight Days a Week.

The audience stood up, swayed their heads, tapped their feet, raised their hands, and danced to the music.

With only two songs in, he took off his jacket and joked that

“that will be the only outfit change this evening”.

Sir Paul’s music transcends generations.

Baby boomers swayed and sang along to the familiar sounds of The Long and Winding Road and All My Loving while their daughters and sons danced to Ob-La-Di, Ob-La-Da and Back in the U.S.S.R. After every performance, the audience cheered, clapped, and shouted.

At 71 years old, McCartney can still belt out Maybe I’m Amazed that he dedicated for Linda.

It was a beautiful and magical moment when McCartney was singing Let It Be and the audience were waving their lighters and cellphones in the stadium.

More than two hours later, McCartney and his band grandly performed Live and Let Die, accompanied with pyrotechnics.

Tens of thousands of people sang to Hey Jude, the last song that ended the set.

People continued clapping and cheering even after McCartney and his band left the stage. He went back to do an encore and opened with Day Tripper, and then another encore with the Winnipeg Police pipe band. He ended the show with the Golden Slumbers/Carry That Weight/The End medley.

After almost three hours, McCartney and his band bowed at the end as tens of thousands of people cheered. It was definitely worth the wait.

he return of Folklorama brings exciting cultural performances, historic displays, and late night parties to venues all over Winnipeg.

This ever-growing festival gives visitors the opportunity to take bite out of culture – quite literally.

Nothing encompasses a culture’s unique flavour better than its food. From jerk chicken to sweet and smooth flan, there is no shortage of tasty treats to chomp on as you enjoy Folklorama incredible shows of song and dance.

Every pavilion features a selection of staple dishes one simply can’t skip out on. Here’s some background on a few familiar Folklorama eats.

Pearl of the Orient Philippine Pavilion Filipino BBQ

the Filipino’s perfectly sweet, savoury and succulent balance.

By the way, the old wives tale is true – the secret ingredient is soda.

Filipino BBQ is often served at family picnics, parties and any other venue where finger food is welcome. So how does it come together? All you need is some pork, soy sauce, garlic, onion, lemons, black pepper, brown sugar and Sprite or 7UP. Many recipes recommend adding banana sauce (you can use ketchup as an alternative).

The secret to flawless skewers is a thorough marinade.

Leave it resting in the flavourful concoction for at least half a day, throw on the grill, and enjoy!

Caribbean Pavilion Pina Colada Cocktail

This sweet and tropical cocktail is enjoyed by many, but dissected by few. This beverage is featured prominently at the Carribean pavilion, and has actually been the official beverage of Puerto Rico since 1978.

The name Pina Colada translates to “strained pineapple,” suggesting that freshly pressed pineapples are best used with this drink. The classic recipe contains a mixture of light rum, coconut cream and crushed pineapples. It’s a welcome creamy refreshment on a warm summer Folklorama night!

Pagasa employees finally given benefits

E

mployees of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) finally received their benefits after an eight-month delay.

The benefits which were provided under Republic Act 8439 or the Magna Carta for Science and Technology Workers covered the hazard and longevity pay for January to June this year.

Ramon Agustin, president of the Philippine Weathermen Employees Association (PWEA), said that starting next year, the Magna Carta benefits would be

included in the agency’s annual appropriation. This would avoid delays as the benefits would no longer be sourced from the agency’s savings under the Department of Science and Technology-Department of Budget and Management Circular.

Agustin added that two PAGASA employees died last month without receiving the benefits.

Meanwhile, weather forecaster Ricky Fabregas left the agency earlier this month to work in a better-paying job abroad.

Holding back tears, Tagle appealed to the good side of every person to be penitent, adding that they might have to do so because they did not know what the poor were going through every day.

Filipino Street Festival and Parade Set To Rock McPhillips & Garden City

T

he 2nd annual Manitoba Filipino Street Festival and Parade is less than a week away. A record number of 43 community associations and over 750 parade participants are registered for this year’s festival.

Winnipeg’s Filipino community is ready to celebrate along McPhillips which will be blocked off to traffic from Northgate Shopping Centre enroute to Garden City Shopping Centre during the parade.

Floats, marching band, dance groups and local Filipino celebrities will make their way down McPhillips St ending at Garden City Shopping Centre for opening ceremonies and cultural dance presentations in the morning. The festival will include performances by local Winnipeg artists and groups on the festival grounds and inside Garden City Shopping Centre throughout the day.

The Manitoba Filipino Street Festival is extremely excited to welcome a very special guest of honour will open the 2nd Manitoba Filipino Street Festival.

The Honourable Senator Tobias C Enverga Jr. will be joining the celebrations in Winnipeg on August 24th!

There will also be a Street Festival photo contest which is open to all photographers and top three photos will win cash & prize packages.

The parade kicks off on Saturday, August 24th at 9:00am from Northgate Shopping Centre and will proceed northbound along McPhillips towards Garden City Shopping Centre. Bring your entire family and let's make this is the greatest street festival celebration in Winnipeg.

Filipino community associations celebrate summer in Winnipeg's parks

n any given Saturday and Sunday during the summer months, Filipino community associations can be seen gathering for fiestas, celebrations and family birthdays. Just last weekend,

there were no less than six Filipino groups scattered throughout the various sheltered picnic tents at Kildonan Park. A week earlier, LaSallians were also at Kildonan Park.

Fun and games, food and drinks, and gifts defined a triple family celebration to celebrate the birthdays of Jasmine Arriola, Meldee and Demie Urzabia at Kildonan Park recently.

Family and friends attended, as the three celebrants enjoyed the special celebrations!
