Cavalia Odysseo’s Returns to Winnipeg Filipino Bilingual Program

T

he largest touring tent in the world, Cavalia Odysseo opens in Winnipeg on May following a record breaking run back in 2015. The colossal white big top has been raised at its original site on Kenaston Blvd and Sterling Lyon Parkway.

Seven Oaks School Division

Seven Oaks School Division is considering establishing a Filipino bilingual program in the early grades for the 20182019 school year if there are sufficient student registrations.

Filipino bilingual program’s curriculum outcomes will be based on the Manitoba Education Curriculum. Filipino will likely be used as the language on instruction in social studies, music, arts and physical education. English would then be used in science and mathematics. Students would, of course, be taught English Language Arts. The bilingual program would place an emphasis on Filipino culture and history.

Filipino children who are newcomers will not easily forget their own language and culture upon arrival to Canada. For those who are born and raised in Canada, they will be able to learn their own people’s history and relate to their language and culture background.

For non-Filipino children, they will be able to learn and understand another language and culture. Therefore, it becomes an additional asset for them as they gain Filipino language competence that can be applied in social and cultural situations with others.

Filipino bilingual program is open to all students.

The division will make a decision on whether or not it can offer the program by early May 2018. Location of the program will be determined at that time based on registration.

Registration forms are available at every neighborhood early years school in the division.

Register by April 30th, 2018.

Growth and more growth for CL

E

ven before the presidency of Noynoy Aquino and Rodrigo Duterte there was already a definite plan of the national government to make the Diosdado Macapagal International Airport (DMIA) aka Clark International Airport as the international gateway. There was something started during the watch of former President Gloria Macapagal Arroyo, but somehow the plan was stalled due to several hiccups, shall I say. The growth of the Freeport, the economic zone and the much vaunted Clark Green City is anchored on the full development of Clark airport. The master plan indicated that.

But somehow it was stalled because for what could be the real reason and possibly only Mr. Ramon Ang knows why the news

that filtered from business pages of metropolitan newspapers was that he proposed to build a $10 Billion main air gateway somewhere near the former Sangley Naval Base, a proximity of Metro Manila.

And another one somewhere in Bulacan province. A big puzzle.

And big time property developers like the Gokongwei group were also trying to partner with Mr. Ang. Not to be left behind were the Ayala group and the SM group of the Sy family which also wanted to have a stake. It made Clark International Airport Corporation officials nervous. That announced move of Mr. Ang doused cold water on the effort of making Clark Airport as the affordable gateway. That was few years back. Ang’s plan was temporarily shelved or maybe went to the

waste basket, particularly now that the Duterte government is dead set to make Clark Freeport Zone as ‘the next big metropolis’. This in consonance with Duterte’s ‘Build , Build, Build’ program. The newspapers ‘ quoted Department of Finance Secretary Carlos Dominguez and was saying ‘Clark will soon be the showcase of the Duterte administration’s economic strategy.’

Former Bases Conversion Development Authority presidents like Narciso Abaya, Arnel Casanova and Board Chairmen like Aloysius Santos and Felicity ‘Tong’ Payumo and the many former officials of this government agency since it was structured in 1993 were already saying and were of the belief that an international airport is the growth driver for

Central and Northern Luzon.

Duterte’s economic managers are seeing it through now.

In the many years I am observing the developments of this once American military installation covering it as a newsman in the sixties and seventies,till I became a director of Clark Development Corporation and Clark International Corporation in 2001 to 2019, I know it will morph into something big, maybe bigger than Manila metropolis. And now it’s going so much ground. There’s no doubt the winds of progress is moving towards the Pampanga and Tarlac direction via the Clark Freeport.

Everyone who believes in HIM receives forgiveness of sins through HIS NAME, reconciled to GOD ( 2 Corinthians 5:1819). All this is from GOD, who reconciled us to HIMSELF through CHRIST and gave us the Ministry of Reconciliation; that GOD was reconciling the world to HIMSELF in CHRIST;

A Filipino journalist wins Pulitzer Prize W

hile browsing my Facebook on the afternoon of April 17, I chanced upon Manny Mogato’s surprising message “Praise you Jesus, thank you so much.

I woke up to great news. I found the Holy Grail.”

Wow a Pulitzer “ Manny has won this year’s prestigious Pulitzer Prize for reporting on the drugs war campaign back home.

Manny and his two other colleagues—Clare Baldwin and Andrew R.C. Marshall-- from the Reuters international news agency have been awarded the Pulitzer Prize for International Reporting.

They’ve bagged the award “for relentless reporting that exposed the brutal killing campaign behind Philippines President Rodrigo Detente’s war on drugs.”

Winning that Pulitzer award is no ordinary thing because aside from working hard doing an assignment, journalists have to persevere and risk some danger and harassment—and be ready to tweak the powerful. Well, all these obstacles come with the territory.

On learning Mogato’s award, I immediately congratulated him; he’s worthy to get all these high praises that have been heaped on him by his friends and media colleagues for the job well done in spite of the risks involved.

And while I was writing this

piece, hundreds of Manny’s friends and colleagues in media were burning their Facebook accounts with all their congratulatory remarks.

Honestly speaking, when I read the news of this award for Manny, I had some ambivalent feeling; while I was happy for him, I also had this fear lingering on my mind, thinking about the repercussions that this award might bring to him.

The situation back home is really worrisome if we have to consider the result of the survey of the Reporters Without Borders conducted in 2017, showing that the Philippines was one of the most dangerous countries for media workers; it ranked 127th out of the 180 countries surveyed.

I have been a journalist for four decades and I know the dangers faced by my colleagues in the Philippines and so every time I read some of my friends’ columns, criticizing public officials and various government institutions, I would always have some fears within me, worrying about their safety.

Being an alumnus of the Pamantasan ng Lungsod ng Maynila (PLM), I’ve sent him this simple message “ Imagine, nagkaroon ng isang Pulitzer awardee ang PLM; we—the Pamantasan community—are all proud of you!

With this noble award, the whole PLM community—alumni, administration, members of the faculty and the student body-should consider holding a modest parade on the university campus to show their appreciation for Manny who has brought big honor and prestige both for the country and the school.

So far, only a handful of Filipinos have received the Pulitzer Prize and the eminent Carlos P. Romulo was the first one to receive it in 1942.

On weighing down the circumstances behind this award-the Reuters’ group relentless reporting on the brutal drug campaign of the gov’t, --the PLM administration might be in a tight squeeze to hold even a testimonial dinner for Mogato. The PLM is a city-funded, free-tuition university and holding the affair could only embarrass the national gov’t.

Manny and I have known each other for many years; we both started writing for the Philippines Journalist Inc. in the early 80s, covering the police beat: Manny covered the police beat for the People’s Journal and me for the Times Journal. Later, he had started hopping from one paper to another and one day, we met again, we were both pounding the defense beat.

Manny is not a seriouslooking journalist, the likes of Robert Redford (portraying Bob

Woodward of the Washington Post) in the All President’s Men movie, but he’s a stickler to facts and he would go an extra mile, risking everything simply to write the truth.

His colleagues would often see him, smiling and greeting people on his beat; he’s friendly by nature—and from time to time, he would be seen munching something, so when his friends have heard this Pulitzer thing, the joke goes “ it’s crispy pata time “ When he was in Toronto last December to receive the 2017

Marshall McLuhan Fellowship, he had said in one forum when asked why he continues despite the risks, “The attacks [against the journalists] won’t go away.

But we do our jobs by practicing good journalism because that’s a responsibility.”

Well, Manny has done his part in bringing honor and glory to our beloved Pamantasan, may this be a challenge for all of us: let’s search for life’s meaning and purpose, look for ways to help the poor people—and most of all, find our own “ Holy Grail.”

Bayanihan Burning Bright in Winnipeg

They often tell us that they would like to patrol with us, and they feel guilty that they couldn’t due to schedule issue. Some of them own businesses, but their generosity to 204 Neighbourhood Watch is not for promotional reasons. In fact, most of them did not want me to publicize about it. “Hindi pa po kasi kami maka-join. Appreciation namin ito sa nagagawa nyo sa community” (We cannot join you at this time, but we would like to give something to your group. This is our appreciation of what you do to the community). Messages like this often land in the filtered chat of my Messenger App. They are sent to me by individuals I have not met before. They generously offer donation to us from gloves to food, to free concert tickets for 204 Neighbourhood Watch patrollers.

The funny thing is I never posted in any of the Filipino social media groups about requesting logistics help for our patrolling, except for

the two posts I made roughly 8 months ago for disposable gloves and for used large ice cream containers. Just briefly after doing the post, I had to announce that I’d have to stop accepting donation because we received overwhelming number of items.

In our patrolling at Maples last week, we focused on cleaning up the school areas. When we were going around Constable Finney School, there were two kids that came running to us. They handed to us a bag of chips and oranges.

They were sent by their parents who knew that we would be in the area.

I am happy to show here the photos of the people from different walks of life whose message just popped up out of the blue, or who just dialed my number to extend their support for 204 Neighbourhood Watch, even if I was not actively soliciting donation.

For two patrollings, Cy contacted me through Fb chat to pick up her donation of delicious dinner for patrollers.

Councillor Devi Sharma called me up and said she wanted to meet the volunteers.

She met with us at the assembly venue and pledged to donate 4 units of two-way radios.

For the March 6 unplanned patrol group mobilization to help those affected by snow storm, Pastor Victor connected with me and volunteered to join us. That same day while most were dealing with transportation problem, 204 Neighbourhood Watch patroller Joe Baldo responded to social media post made by parent who needed to bring his sick baby to the clinic.

I received a call from Garry Alejo of Gemstone Digital Graphics who told me that there were 204 Neighbourhood Watch stickers for me to pick up.

Jo and Edwin Pogoy dropped off these containers at my house. They posted at 204 Filipino Marketplace to find the patrolling group that might need these. It was perfect timing because 204 Neighbourhood Watch just started the spring clean up.

Derek Dabee (at the front, third from left) is the Chairman of the Board of Trustees of Seven Oaks School Division. I received a call from him last year and since then he opened the door of Maples Community Centre to 204 Neighbourhood Watch.

Just this year, he allowed us to designate Maples Community Centre as our group’s head quarter.

I was surprised to receive a message from Glenda Pepito-Ramos (left) telling me that there were two Yeng Constantino tickets for 204 Neighbourhood Watch. It was her way of appreciating the group for what it does to the community. I raffled off the tickets which was won by patroller Ginzy Decena (right).

Meg, wife of Jonathan of Pinoy Canada, messaged me last year that if we would patrol St. James, we could use their house and she would also prepare dinner. And that happened weeks ago, and it was not just dinner, we had a feast.

A generous person who’d like to remain anonymous messaged me and donated over 20 boxes of gloves and hand sanitizers.

I was at Bakerite and was discussing with some folks that we would be running out of safety vests soon because our group is growing. Rhodel and wife Mabel Climacosa, business owners of AIM World and Climacosa Services, walked in the store, then one pointed at them and said that they might be able to help. The rest is history. They are donating 26 vests to us.

Carlo Peregrino shares about the recently concluded sports league where his 12-year old daughter Margaret Peregrino bagged the MVP award. All of us at 204 Neighbourhood Watch are very proud of this young Pinay. Margaret always joins her dad in our patrolling. We fondly call her Ciel, the pretty young lady who loves to eat siopao.

Ciel was born in Cabuyao Laguna and is the only child of Carlo and Cecilla. They migrated to Winnipeg in 2008.

During elementary years she attended Brooklands School.

She is now in Grade 7 at George Waters Middle School.

She started playing Hockey sometime in February of 2016 at the Winnipeg Jets Hockey Academy. This is like an InterOrganization League as they were competing with other

Peewee Teams within and outside the city. On her first and a half year playing hockey, she bagged the Most Improved Player Award for the 2016 – 2017 Season. For the 2017- 2018 Season, she won the Most Valuable Player Award.

Ciel is also a member of the George Waters Middle School Badminton Team.

When she grows up, Ciel wants to become a soldier (presently enlisted at the Air Force Cadet), a teacher, a pilot and a professional hockey player.

heater actor Rachelle Ann Go and American businessman Martin Spies on Thursday exchanged their vows in an intimate beach wedding in Boracay.

Present in the ceremony is singer Mark Bautista who has long been friend with Rachelle since they started their careers in local showbiz. He posted a photo of the two on his Instagram and

congratulated them as they officially become husband and wife. Also in attendance were Sarah Geronimo, Christian Bautista, and Erik Santos.

Is Duterte an autocrat?

I

f there is one thing that President Rodrigo Duterte resents is to call him an “autocrat.”

Not only is he autocratic, he is a “threat to democracy.” That’s according to a U.S. intelligence report, which names the firebrand leader among the “threats to democracy in Southeast Asia.”

Duterte was particularly reacting to the Worldwide Threat Assessment (WTA) report released by Daniel Coats, U.S. Director of National Intelligence last February 13, 2018.

Duterte’s spokesman Harry Roque said that it is “myopic and speculative at best,” saying that it could hurt ties between the U.S. and the Philippines, which have been military allies for 67 years.

But WTA cited Duterte’s war on illegal drug trade – which has so far killed almost 4,000 since the mid-2016 – as the reason for its anti-Duterte views.

It also referenced Duterte’s plans to impose a nationwide martial law, suspension of the Constitution, and to declare a “revolutionary government,” and extensive use of social media against critics. WTA based its report on the findings of Freedom House, which said: “We note that more governments are using propaganda and misinformation in social media to influence foreign and domestic audiences.” Among those cited were Thai officials and Cambodia’s Prime Minister Hun Sen as Southeast Asian leaders who threaten democracy and human rights. The WTA report also said: “Democracy and human rights in many Southeast Asian nations will remain fragile in 2018 because of autocratic tendencies, rampant corruption and cronyism.”

But unlike the Thai officials and Cambodian Prime Minister

Hun Sen who did not deny the WTA allegations, the Duterte administration is in a state of denial. “Duterte is not an autocrat,” Roque asserted. “He adheres to the rule of law and remains loyal to the constitution,” Roque said. He went on to say: “Our media are still able to broadcast and print what they want -- ‘fake news’ included.

Our judiciary and the courts are functioning as usual. Our legislature remains independent and basic services are still being delivered.”

However, Roque did not address the fact that there are still political prisoners such Sen. Leila de Lima who is detained by the police on trumped-up charges of drug possession. After more than a year in detention, De Lima remains under police custody.

Extrajudicial killings But the most serious problem of the Duterte administration is the alleged extrajudicial killings of suspected illegal drug pushers and users. The most notorious police operation against them is “Oplan Tokhang,” which involves the “visitation” of alleged drug personalities by “tokhangers.”

The tokhangers are members of special teams who are trained to go after suspected illegal drug personalities to convince them to surrender to the police. In some cases, the suspected drug personalities fight back and ended up killed in gun battles. But there were cases where Oplan Tokhang was used by erring and corrupt police officers for their own benefit.

For a short period of time, the Oplan Tokhang was suspended due to police abuses. However, Duterte ordered the Philippine National Police (PNP) to resume the controversial operation last

December. Oplan Double Barrel, another controversial anti-drug operation was also implemented.

Oplan Tokhang is the government’s flagship campaign against illegal drugs.

Oplan Tokhang and Oplan Double Barrel work in tandem against suspected drug personalities. Oplan Tokhang is the “lower barrel approach,” which is mainly visiting suspected drug personalities to convince them to surrender. Oplan Double Barrel, on the other hand, is the “upper barrel approach,” which is to go after high value targets (HVTs). A lot of times, these HVTs are terminated when they resist arrests. Oplan Double Barrel is unconstitutional because it expressly authorizes the police to kill suspected drug personalities.

And then there are the gun-for-hire police officers that moonlight as hitmen.

Police said about a third of the 9,000 people who have been killed since Duterte took office were shot by officers in self-defense during legitimate anti-drug operations.

Human rights monitors believe the remaining two-thirds were killed by paid assassins operating with police backing or by police disguised as vigilantes.

There is another police operation known as “Masa Masid.” It requires all barangays to establish a “drop box system” to anonymously report suspected criminals. Crimes are reported by anyone who suspects -- rightly or wrongly -- that another person is a criminal.

Masa Masid is likened to the Kempeitai during the Japanese occupation in the Philippines and the secret police Gestapo in Nazi Germany. By allowing the submission of complaints through a drop box gives any person the opportunity to report any person even if they are completely innocent.

And since Duterte is the president, he has command responsibility over the implementation of Oplan Tokhang, Oplan Double Barrel, and Masa Masid. These are the tools used to control and subjugate people.

Yes, in this regard, Duterte is an autocrat.

Duterte to help endo employees while finalizing EO President Duterte has sought time to review the draft executive order (EO) that seeks to stop “endo” or end of contract practice by some companies.

The President has promised to do his best to help the people while the EO is being finalized.

He added being aware of the unrest in the labor sector about the matter. Earlier, Malacañang announced that the President would sign the EO on or before May 1 Labor Day. Presidential spokesman Harry Roque said the labor, management and government sectors have not agreed yet on the final version of the EO.

Filipino, not Tagalog is the National Language of the Philippines

he Manitoba Association of Filipino Teachers Inc. (MAFTI) has launched its Filipino Class for Adults on Tuesday, April 10, 2018 at the Technical Vocational High School on Wall St. from 6:00- 7:30 p.m.

Mrs. Victoria Cabrera, who is also a Nursery teacher at Tyndall Park School, is the teacher for this class. Present were 17 students with 3 registered missing their first day of class. To lend support to Mrs. Cabrera were Genalyn Aseron Tan, MAFTI President, and Gemma Dalayoan, MAFTI Internal Consultant and Adviser.

CBC and its personnel were also present to capture this momentous event. MAFTI thanks Mrs. Leila Aseron Castro in contacting CBC; thus, this program received wide coverage not only in the Filipino community but also throughout Manitoba. MAFTI also gives its appreciation to the 3 local newspapers namely: Ang Peryodiko, Filipino Journal, and Pilipino Express for publishing free ads for the Filipino class.

Furthermore, MAFTI also thanks the Winnipeg School Division for granting the permit for the use of a centrally located school, Tech Voc. The class started at 6:10 p.m after the registrants paid

their tuition fees of $120 for 12 sessions to Mrs. Genalyn Tan. One important note Mrs. Cabrera told her students was that the national language of the Philippines is not Tagalog but Filipino. Tagalog is just one of the major dialects in the Philippines from which many words were taken from and embedded in the national language, Filipino. The class ended with a game that gave the chance for students to say some Filipino words they had learned. A culminating activity is being planned a day after the last session which will be on June 26.
