EXPLORERS Every summer, many travel across the Manitoba/Ontario border to enjoy the scenery and outdoor recreation that the Kenora and Lake of the Woods region have to offer. Not as many make the trek during the winter months however, when the area is arguably most serene. The Filipino Anglers Association of Manitoba went on a recent excursion to introduce members who were unfamiliar with ice fishing in Northwest Ontario.

The Value of Hard Work & Honest Living

t's ironic that the idea of a person's working an 18-hour period is being mocked at by many people in a third-world (a.k.a. developing) country such as the Philippines, where hard workers should be valued instead of ridiculed, considering how challenging life there is.

Meanwhile, here in Canada, working two or three jobs has been the norm for so many people for a long time already.

And we should be proud and grateful for it.

I, personally, sometimes work 16 hours a day (double shift, hospital) plus do my editing/ writing sideline at home. People here don't laugh about it. We are actually proud of ourselves for being able to pull that off.

After all, it significantly raises the amount of money that we receive every payday. It makes us enjoy a more comfortable and financially stable life, enabling

us to provide more for ourselves and respective families.

More so, we are grateful also for the government and our workplaces' giving us opportunities for extra work, which translates to extra pay. But we, of course, render good quality of service.

New immigration plan to fill labour market shortages and grow Canada’s economy

O

ur immigration system has helped shape Canada into the country it is today – one that is prosperous, diverse, and welcoming to those in need.

Newcomers enrich and better our communities, and they work every day to create jobs, care for our loved ones, and support local businesses.

Throughout the pandemic, they have been on the front lines, working in key sectors like health care, transportation, and manufacturing.

Without them, Canada would not have been able to overcome challenges in critical industries and sectors of the economy over the past 2 years. Now, more than ever, immigrants are a key part of our country’s continued success.

Last February 14, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, tabled the 2022‒2024 Immigration Levels Plan, which charts an ambitious but responsible path for immigration that will help the Canadian economy

recover and will fuel post-pandemic growth, all while strengthening communities and industries across the country that rely on immigration.

The pandemic has highlighted the contributions of newcomers to the well-being of our communities and across all sectors of the economy.

Last year, Canada welcomed more than 405,000 new permanent residents—the most immigrants in a single year in our history.

Despite having regained many of the jobs lost during the pandemic, there are still hundreds of thousands of positions in all sectors waiting to be filled. Immigration already accounts for almost 100% of labour force growth, and with 5 million Canadians set to retire by the end of this decade, the worker to retiree ratio will drop down to only 3:1.

This is a clear sign that we have a strong economic need for increased immigration.

To ensure Canada has the workers it needs to fill critical

labour market gaps and support a strong economy into the future, the 2022–2024 Immigration Levels Plan aims to continue welcoming immigrants at a rate of about 1% of Canada’s population, including 431,645 permanent residents in 2022, 447,055 in 2023, and 451,000 in 2024. This plan builds on the previous levels plan, with an increased focus on supporting our economic resurgence and post-pandemic growth.

To support these increased levels, the Government of Canada recently announced a plan to modernize Canada’s immigration system to fuel economic recovery and improve client experience, which will help address key challenges faced by our clients, such as reducing inventories and creating the predictable processing times that our clients expect and deserve.

This plan will help increase the attraction and retention of newcomers in regions with acute economic,

labour and demographic challenges.

It will also increase Francophone immigration outside Quebec, while supporting the successful integration of French-speaking newcomers and strengthening Francophone communities across the country. As part of our Francophone Immigration Strategy, we’re working to reach a target of 4.4% of French-speaking immigrants outside Quebec by 2023.

Highlights of the plan include: · overall admissions amounting to 1.14% of the Canadian population by 2024. · a long-term focus on economic growth, with nearly 60% of admissions in the Economic Class. · help for vulnerable populations, like the special measures for granting permanent residence to refugee claimants working in health care during the pandemic. · support for global crises by providing a safe haven through humanitarian immigration to those facing persecution. · talent retention of those already in Canada by granting permanent status to temporary residents accepted through the time limited pathways for essential workers launched in spring 2021.

This plan also recognizes the importance of family reunification and helps maintain the 12 month processing standard for spouses and children.

Canada remains firm in its global humanitarian commitments, including the plan to resettle at least 40,000 Afghan nationals over the next 2 years. To date, more than 7,550 Afghan refugees now call Canada home as a result of these efforts. By working with partners in the region, we are using all avenues available to secure safe passage for those in Afghanistan.

The 2022–2024 Immigration Levels Plan will help cement Canada’s place among the world’s top destinations for talent, creating a strong foundation for post-pandemic economic growth while reuniting family members with their loved ones and fulfilling Canada’s humanitarian commitments.

In a virtual press conference for his upcoming sitcom "My Papa Pi" last February 12, Kapamilya star Piolo Pascual expressed willingness to work in Manny Villar's Advanced Media Broadcasting System (AMBS) if his schedule permits.

“As long as there’s no conflict.

Manitoba Reduces Health Restrictions, Shifts to Yellow (Caution) Level

N

ew public health orders in Manitoba came into effect last February 15 following the announcement by Premier Heather Stefanson in a press conference held last February 11. This move shifted the entire Manitoba to the Yellow (Caution) Level under the Pandemic Response System.

Capacity limits were eliminated in venues such as restaurants, licensed premises, entertainment venues, indoor and outdoor sporting events and casinos, as well as gatherings at private residences. Capacity limits were removed for outdoor public gatherings but were limited to 50 people indoors unless proof of vaccination is required. Young people ages 12 to 17 participating in indoor sports and recreation are no longer be required to provide proof of vaccination or recent testing.

There are no changes to retail and personal services.

As of February 15, close contacts of a person who tests positive for COVID-19 will no longer be required to self-isolate. Public health continues to recommend self-isolation for people who live in a household with others who have symptoms or tested positive for COVID-19 but it will no longer be required.

Additionally, public health has removed self-isolation requirements for individuals entering the province.

However, anyone travelling from international destinations will continue to be required to meet requirements under the federal Quarantine Act. Public health orders restricting travel to northern Manitoba remain in place.

“Based on the information and data monitored by public health, we are seeing strong signals that the Omicron wave has peaked and is

now having a reduced impact here in Manitoba,” said Dr. Brent Roussin, chief provincial public health officer.

“As a result, it’s prudent to continue to reduce our public health restrictions.

I want to remind Manitobans that this is an important time of transition and we still need to get vaccinated, wear a mask and do simple but important things like washing our hands and staying home when we are sick.

We need to remain cautious about gathering sizes, even as we shift from public health rules to public health recommendations.”

The province plans to remove proof of vaccination requirements effective March 1. In some settings, such as personal care homes, shelters, and health-care facilities, public health officials have continued to work with facilities to notify close contacts. Effective March 8, this will no longer occur. Mask requirements and other restrictions will be lifted effective March 15.

The new restrictions caused different reactions and feelings and the following are some of them: "The benefits of gyms are clear. Regular exercise is good for physical and mental health. No capacity limits at the gym sounds like a great news to move forward and hoping to have normal life again, but there are things need to be considered as well. Lots of people moving around indoors, sharing equipment and breathing heavily could be a recipe for easy viral spread. I would say that we have to make our own assessment of how risky it is based on knowing your medical situation and whether you are someone who's at high risk for an infection. Stay physically active but also still be cautious."

Try a Winter Visit to Lake of the Woods

S

prawling Lake of the Woods is navigable by wheeled vehicles during the winter via a wellmaintained ice road network. One could drive on the lake from the far west end, close to the Manitoba border, all the way to Kenora, southeast to Sioux Narrows, or south-west all the way to Minnesota even on these roads.

Our 11 vehicle convoy made the drive from Winnipeg to the Rush Bay access point in about two hours. Our goal was to target lake trout which are prevalent in the eastern sections of the lake.

Some areas are closed to lake trout fishing in the winter months such as Clearwater Bay and Echo Lake, so it is important to read the Ontario Zone 5 regulations when planning to fish in Northwest Ontario. The Importance of Media in the Political Campaign Ano'ng Masasabi Mo? (Readers' Column)

T

he campaign season for the upcoming presidential elections, on May 9, 2022, in the Philippines, officially opened last February 8. But prior to that time, while each carried out their campaigns and sorties, some candidates have agreed to interviews presented by television and social media network channels. Since the Philippines is still in the COVID pandemic, many citizens are still staying indoors and are glued to their computer/ television devices. Thus, the viewership may be expected to count by the thousands, if not millions, depending on how controversial the networks have packaged it.

In the early 1950s, when the population was only dependent on radio as the biggest crowd-drawer; wherever the citizen may be in the 1,700 archipelagic islands, the need to hear and at the same time see the political candidates was still the requirement. Where the elected venue would be, sorties and campaigns were teeming with people trying to get a glimpse of the candidates who, for many, if not only for flyers and campaign materials that bore their pictures and political platforms, will be seen only by them in person for the first time. Exciting! However, in 1953, when television was introduced and still speaking of campaigns, it revolutionized the manner by which the candidates were exposed to the masses. There

were pictures taken, but those were not enough to evoke emotion from both the candidate and the people being addressed to. Those who could afford the said appliance set needed only to tune in to the channel that was covering the sortie. Hence, people gathered at their homes to watch in groups. Neighbors assembled at the window of a nearby house to keep abreast on the latest with regard to the candidates. Not only do the candidates now have the chance to remotely show articulation in their speech, but persuade the masses by soliciting emotion through their public speaking gestures.

Political candidates were introduced and reintroduced to the masses via limited means. Nothing much have changed through the years as campaigns were still being held at outdoor venues for

on the candidate's material or just plainly click the button and share the very content.

In this regard, the effort of a political candidate to introduce or reintroduce himself is lighter. Media outfits can now feast on being able to present all the candidates and their plans of action in tow in whatever fashion befitting of the up and coming elections (debate, dialogue, interview, etc.). This will be beneficial for the candidate and gives him the chance to verbalize and articulate whatever political platform or machinery as

well as ideals the party he belongs to adheres. Having to broadcast efforts to reintroduce the political candidates will benefit the not-sopopular candidate while alongside those who have had more media exposure since time immemorial.

With all the information readily available, take some time to get to know each and every political candidate and what their party offers. Keep a critical, analytical, and rational mind.

You carry only one vote, but it will surely count.

Putin should abide by the Budapest Memorandum PEREZCOPE

HAT’S GOING ON in President Joe Biden’s mind on the Ukraine crisis?

First, he announced that the U.S. would not send soldiers to Ukraine to fight the Russians. Secondly, he just announced that the 160 National Guard troops deployed to the American Embassy in Kiev, are going to be withdrawn and sent home. Thirdly, he didn’t send the 8,500 American troops that he promised he’d send to Eastern Europe. Instead he changed their status to “heightened alert,” meaning they’ll stand by somewhere in the U.S. ready to be airlifted to Eastern Europe if Russia attacks.

And, fourthly, he announced that the U.S. will “act swiftly and decisively” if the Russians invade Ukraine. What was his message? Why the mixed signals?

The third time he talked to Putin at his request, Biden didn’t offer anything different from his two previous conversations with Putin. Instead, Biden announced Russia would invade in a matter of days. Instantly, Ukrainian President Volodymyr Zelenskiy complained that Biden was creating “panic” among Ukrainians by saying that Russia will invade Ukraine in February. Well, it’s now almost mid-February and the Russians haven’t invaded yet. Biden

characterized the impending invasion as using bombers and missiles, which would attack Kiev and other cities.

Evidently, Biden’s statement had created “panic” and “chaos” among Ukrainians but the people remained calm, going about their business as if nothing was happening. And come to think about it, nothing has happened yet.

No need to panic According to BBC News, Zelenskiy who spoke at a press conference in Kiev said, “We don’t need this panic.

There are even signals from the respected leaders of the states, they say that there will be war tomorrow.

Any news of how much this panic is costing our state?”

The question is: Why does Biden appear to be telling the world that chaos would soon reign in Ukraine? The truth of the matter is that the Ukrainians have been calm considering that more than 100,000 Russian troops are amassed along Russia’s border with Ukraine. They should panic, right? Yet, they’re acting as if nothing is happening.

While, it’s true that there has been war between pro-Russian separatists and the Ukrainian armed forces in the Donbas region in Eastern Ukraine since 2014, it hasn’t spilled over outside

the Donbas region into the rest of the country. And the Ukranians seem to be nonchalant about the whole situation. They appear to be relaxed and calm, which shows that they do not care or worry about the Russians invading their country.

Swift and decisive Which makes one wonder: Why did Biden insist that the invasion would be “swift and decisive”? Earlier today, CNN news anchor Fredricka Whitfield asked a guest, a member of the congressional Armed Services Committee, how soon is “swift and decisive,” to which the congressman couldn’t answer. But being cognizant that Biden promised that no U.S. troops would be sent to fight the Russians, the best the U.S., if any, would do is stay within the confines of NATO territory like in Poland, Romania, and the Baltic states of Estonia, Latvia, and Lithuania. In other words, no NATO forces would enter Ukrainian territory to fight the invading Russians. Honestly, I’ve never seen any war conducted that way. The Russians would enter Ukraine like they’re going to a picnic, not a country in panic.

First of all, Putin had made threatening remarks about launching nuclear attacks against NATO countries.

But why would Putin use nuclear weapons against NATO? Putin may be crazy, but he is not stupid. Only a stupid leader would use nuclear weapons. He should know better that it would – nay, will – lead to a nuclear holocaust or MAD, that is, mutually assured destruction. Putin will not survive to enjoy his $200 billion stashed away. It will be blown to radioactive smithereens.

He could do another “Afghanistan withdrawal” of American forces from Europe. Then he can announce to the whole world, “Friends, we have achieved peace for our time,” an eerie reminder of that fateful day on September 29, 1938, when British Prime Minister Neville Chamberlain and Germany’s Adolf Hitler signed a peace treaty. The following day, he spoke from the window of 10 Downing Street: “My good friends. This is the second time in our history that there has come back from Germany to Downing Street peace with honor.

I believe it is peace for our time.

We thank you from the bottom of our hearts. And now I recommend you to go home and sleep quietly in your beds.”

But “Peace of our Time” lasted only six months. On March 15, 1939, Hitler invaded Czechoslovakia, which triggered World War II. The rest was history.

Are we seeing a repeat of the invasion of Czechoslovakia, this time perpetrated on the people of Ukraine? Is Biden going to sign a peace treaty with Vladimir Putin, to ensure that there will be “Peace of our Time” in Europe?

Budapest Memorandum We need to remember what happened in December 1994, five years after the collapse of the Soviet Union. Ukraine was left with the world’s third-largest nuclear stockpile. In a treaty known as the Budapest Memorandum, Ukraine agreed to trade away its intercontinental ballistic missiles, warheads, and other nuclear infrastructure in exchange for guarantees that the three treaty

signatories – the U.S., the U.K., and Russia -- would "respect the independence and sovereignty and the existing borders of Ukraine."

The ICBM missiles with their nuclear warheads ended up in storage in Russia and supposed to remain secured.

With the imminent danger of Russian invasion, one wonders what happened to the guarantee that the three signatories of the Budapest Memorandum had given to Ukraine?

Why don’t Biden and British Prime Minister Boris Johnson invoke the terms of the Budapest Memorandum?

But all Biden could do was to tell Putin during a phone call, urging Russia not to invade Ukraine and warned Putin of “real costs” of doing so.

But the real problem was that Putin is demanding that NATO bars Ukraine from joining NATO. NATO said it’s not negotiable. Russia also demanded NATO withdraw its forces, hardware, and arms from countries that were not NATO members before 1997 – 14 countries – as part of security demands it is seeking from NATO. Biden should – nay, must – demand that Putin make good to abide by the terms under the Budapest Memorandum. Or, is he like Hitler who reneged on the peace treaty he signed, the “Peace of our Time,” with Neville Chamberlain?

Every summer, many travel across the Manitoba/Ontario border to enjoy the scenery and outdoor recreation that the Kenora and Lake of the Woods region have to offer. Not as many make the trek during the winter months however, when the area is arguably most serene. The Filipino Anglers Association of Manitoba went on a recent excursion to introduce members who were unfamiliar with ice fishing in Northwest Ontario.
