INSTRUCTIONS

'' Special budgets required under section 7 of Commonwealth Act No. 246 and Ex'ecutive Order No, 285 dated June 24, 1940 for lump-sum appropriations, allotments, receipts automatically appropriated and special funds shall be denominated as principal or supplem,ental The principbl special budgets shall be prepared once for every fiscal period to cover original plans of expenditures of lump-sum appropriations, allotments, receipts automatically appropriated, and special funds. All subsequent modifications thereof shall be set forth in supplemental special budgets r,vhich r.ill be serially numbered in accordance with the order of their preparation and submission, beginning x'ith number 1 for each fund. The follorving are necessary details in the preparation of a special budget : L, Name of furul.-This is the title by which the lump-sum appropriation, allotment, receipt (or receipts) automatically appropriated or special fund that is the subject of the special budget is known. The appropriation act under which the fund is authorized and its corresponding item number therein, if any, should be stated to completely identify the service that is being budgeted. 2. Sources of fund,.-The sources of fund refer to a list of the amounts that are available for expenditure during the period in accordance lvith the provisions of the law or executive order concerned. In the case of lump-sum appropriations and allotments, the sources referred to. are ,the amounts which have been set aside by existing lalvs or orders for the accomplishment of the desired purposes. With respect to receipts automatically appropriated and special funds, the sources of fund consist of all current receipts from operation, including such amounts as may have accrued to the service duriug previous fiscal periods but which temain unencumbered at the beginning of the current fiscal period. With lespect to supplemental special budgets, the sources of fund may include (1) the unallotted balance available for further allotment brought over from the principal special budget in the case of the first supplemental special budget, or from the last approved supplemental special budget in the case of any subsequent supplemental special budget; (2) the reversion of previous allotments or parts thereof, l'hich are no longer needed and are returned to the unallotted balance; and (3) the additional or underestimated receipts rvhich should include not only parts of reveme items previously estiniated but also the amounts of additional or nely items of revenues that may be estimated and considered collectible. Should there be overestimated receipts whieh might have been included in plevious special budgets, the amounts which appear to be uncollectible should be shown as a deduction from the sources of fund in t\e subsequentspecial budgct. "Sundry Expenses"should show by prescribedaccountingclassificationsthe nature of each item thereof. "Furniture and Equipment" should be supportedby a list of the articles to be acquiredshowing the quantity, name and full description of the articles, estimated cost of each and the total value thereof. iNsrhucrrou$t Special budgets required under section 7 of CommonwealthAct No. 246 and Executive Order No. 285 dated June 24, L940 for lump-sum appropriations, allotments, receipts automatically appropriated and specialfunds shall be denominatedas pri,nci.pal or supplementaL The principal specialbudgets shall be prepared once for every fiscal period to cover original plans of expendituresof lump-sum appropriations,allotments, receipts automatically appropriated, and special funds. All snbsequentmodifications thereof shall be set forth in supplementalspecialbudgets l'hich will be serially numbered in accordancewith the order of their preparation and submission,beginning with nirmber I for each fund. The following are necessarydetails in the preparation of a specialbudget: l. N alne of ftoLd.--Ihis is the title by which the lump-sum appropriation, allotment, receipt (or receipts) automatically appropriated or specialfund that is the subject of the special budget is knorvn. The appropriation act under which the fund is authorized and its correspondingitem number therein, if any, should be stated to completely identify the service that is being budgeted. 2. Sourcesof fund,.-The sourcesof fund refer to a list of the amounts that are available for expenditure during the period in accordancewith the provisions of the law or executiveorder concerned. In the case of lump-sum appropriations and allotments, the sourcesreferred to'arâ‚Ź-the amounts which have been set aside by existing laws or orders for the arcomplishmentof the desiredpurposes. With respectto receipts automaticallyappropriated and specialfunds, the sourcesof fund consist of all current receipts from operation, including such amounts as may have accrued to the service during previous fiscal periods but rvhich remain unencumberedat the beginning of the current fiscal period. With respectto supplementalspecialbudgets,the sourcesof fund may include (1) the unallotted balance available for further allotment brought over from the principal specialbudget in the case of the first supplementalspecial budget, or from the last approved supplementalspecial budget in the case of any subsequent snpplementalspecial budget; (2) the reversion of previous allotmentsor parts thereof, rvhich are no longer neededand are returned to the unallotted balance; and (3) the additional or underestimatedreceipts which should include not only parts of revenue items previously estiilated but also the amounts of additional or nelv items of revenues that may be estimated and consideredcollectible. Should there be overestimatedreceipts which might have been included in previous specialbudgets,the a-mountswhich appear to be uncollectibleshould be shorvn as a deductionfrom the sourcesof fund in the subsequentspecialbudget. 2,1e{i?

during the period 3. Erpendit ures.-The items of expentlituresshouldreflect-allamountsneecled to carry out the purposesfor which the particular fund has been created. The.said items-shoulil be groupedand classified under (l) Salariesand Wages,(2) Sundry Expenses,(3) Furniture and Equipment, and (4) Speciai Purposes. The personnelneededshould_peitemiz-edin detail under "Salaries shouidbe consolidated and rates oI compensation anclWages,"but positionswith the samedesignations in one item, Proposalsto createnew positionsshouldbe explainedin detail and justified by actual requirementsof the public service. No salary increaseswhich are not justified by increaseddulies and responsibilitiesor elevationin rank should be proposed. "Sundry Expenses"should show by prescribedaccountingclassificationsthe nature of each item thereof. "Furniture and EquiBment" should be supportedby a list of the articles to be acquiredshowing the quantity, namegnd full description of the articles, estimated cost of each and the total value thereof. All other expensesshpuld be listed under "special Purposes." 4. Item numbers.-The numbering of the budget items shpuld be consecutive,irre,spectiveof the classificationor group. However, the items under "sourcesof fund" should for this purpose be consideredseparatelyfrom thoseunder "expenditures." 5. Precedingfisealperiod.-Theseare the various amountsol" the precedingfiscal period which correspondto the proposalscontainedin the specialbudget, item by item.
