Capital Farm Credit works with W2 wage earners, small business owners, and people with highly complex financial statements. Typical borrowers need a credit score of 680 or above, a minimum of 15% down, and adequate cash flow to support both existing and proposed debt. “We look at the whole picture,” Winstead explains. “Our underwriting teams are local—they understand the business, land values, and commodity prices. We hold the borrower’s hand through the process to meet their needs.”

Often, the relationship evolves over time: a land-only loan leads to financing for utilities or equipment storage, which eventually leads to a home on the property. “We’re not just closing a deal,” Winstead says. “We’re building a long-term relationship.”

hen a Williamson County delegation traveled to South Korea this fall, the mission went far beyond a photo-op. Led by the Williamson County Economic Development Partnership (WCEDP) and County Judge Steve Snell, the group of 34 executives from government, education, and business set out to strengthen long-standing relationships, open new channels of investment, and demonstrate that Central Texas is ready for global partnership.

The trip—Williamson County’s eighth visit to South Korea since April 2023—was part of a growing strategy to position the county as a hub for advanced manufacturing, technology, and research. Nine delegates joined the Austin Asian Chamber’s trade mission but broke off for a focused WilCo itinerary.

“Our first goal was to get Judge Snell face-to-face with Samsung leadership,” explained Dave Porter, WCEDP President. “That relationship is critical to keeping a continuous, uninterruptible flow of information between Samsung and the county.”

The second priority was continuing the sister-city relationship with Yongin City, home to Samsung’s global semiconductor operations.

The delegation also met with the city’s mayor, visited local universities alongside representatives from UT Austin, Texas State University, and Austin Community College, and discussed long-term educational and workforce collaboration.

STRENGTHENING TRUST ABROAD

The timing of the trip was delicate. Just weeks before departure, an ICE raid at a Hyundai plant in Georgia resulted in the detention of Korean workers with valid visas.

“That’s not why we went, but it ended up being a lot of the conversation,” Judge Snell said. “When I got there, I realized how important it was for us to come—to learn their culture and values and show them we care about the people behind these companies.”

Snell said Korean executives wanted assurance that their employees would be safe and welcomed in Williamson County. “They asked about education for their children, quality of life, and community safety. Those things matter deeply to them, and they’re the same things that matter to us.”

EDUCATION AND WORKFORCE ALIGNMENT

Having higher-education partners at the table sent a powerful signal. “Austin Community College, Texas State, and UT each have significant investments here,” Snell noted. “UT is developing a campus in Taylor, ACC is expanding its semiconductor programs, and Texas State has made a major commitment to workforce training in Williamson County. Those partnerships don’t always make headlines, but they’re essential.”

Shortly after the delegation returned, President Donald Trump finalized a U.S.–Korea trade agreement lowering certain tariffs from 25 to 15 percent.

“That’s huge,” said Porter. “It gave everyone clarity on the rules of engagement. For Korean companies considering expansion here, that stability matters.” Snell added that Trump’s visit “helped reinforce confidence” at a time when Korean leaders were still uneasy after the Hyundai incident. “Everyone we met with had their eyes on that presidential trip,” he said.

“They were hopeful—and frankly, relieved—to see the United States reaffirming its partnership with South Korea.”

BEYOND SEMICONDUCTORS

While Samsung remains the anchor, Porter and Snell both highlighted new opportunities in automotive, pharmaceutical, aerospace, energy, and defense sectors. Williamson County’s newly approved spaceport designation adds another dimension to its economic identity.

“There’s a lot of interest internationally in the aerospace industry,” Judge Snell said. “Firefly Aerospace has already established a strong presence here, and other companies are now looking at Williamson County as part of that ecosystem.”

Porter added, “Korea is on the leading edge of several of these technologies. Our job is to make sure they know Texas— and Williamson County—are the best places in America to invest.”

RESPONSIBLE GROWTH AT HOME

Even as global attention intensifies, the judge is determined to maintain balance between industry and identity.

“We’re proud of our high-tech growth, but we also have agriculture, open land, and families who’ve been here for generations,” he said. “We’re big enough to have it all—and we want to grow responsibly.”

That means careful infrastructure planning—roads, water, wastewater, and energy—to support both new manufacturers and everyday residents. “Traditionally counties are in the road business,” Snell noted, “but as we grow, water and energy are just as important. Growth is coming whether we want it or not; our job is to make sure it’s sustainable.”

He also pointed to the need for accountability when offering incentives. “Anytime there’s an incentive, there are strings attached. We expect the jobs to be real and the factories operational. We hold ourselves and our partners accountable.”

GLOBAL INVESTMENT, LOCAL IMPACT

For Judge Snell, the benefits of international partnership extend far beyond corporate contracts.

“When Korean companies come here, they create jobs for Americans. Their goal isn’t to move an entire workforce—it’s to train local people, share knowledge, and build something sustainable,” he said. “That’s true partnership.”

And while global headlines focus on billion-dollar facilities, Snell stressed that small businesses remain the backbone of the local economy. “Every new family, every new company means more customers for our mom-and-pop shops, more diners in our restaurants, more demand for local services. We want small business to thrive right alongside the big names.”

LOOKING AHEAD

Porter said the WCEDP is now finalizing a five-year strategic plan to identify the next regions and industries to pursue, with Taiwan already emerging as a key partner.

“Williamson County has evolved from a fast-growing Texas county into an internationally recognized destination for innovation,” he said. “What started with one big project has become a global network.”

Judge Snell agrees. “People want to be here,” he said.

“Our job is to make sure growth benefits everyone—from the companies investing to the families building their lives here.

Williamson County is open for business, but it’s also open for community—and that’s what makes us strong.”

Smart Growth, Clean Water Making the Case for Decentralized Wastewater Treatment

A

s Texas continues to experience unprecedented growth, particularly in regions like Williamson County, one question rises to the top: how do we responsibly manage wastewater infrastructure to support expanding communities without compromising environmental integrity, financial feasibility, or public health?

Jamie Miller, president of J.A. Wastewater, and Dave Patton, a veteran water infrastructure contractor, believe the key lies in a cooperative approach—one that leverages modern decentralized wastewater systems to complement traditional municipal networks.

“Decentralized wastewater treatment simply means treating domestic-strength waste close to where it’s generated,” Miller explained. “Instead of pumping it miles away to a central facility, we can safely and efficiently handle it on-site using the same technology that cities use.”

WHAT EXACTLY IS A PACKAGE PLANT?

“Package plant” is a lay term that describes a modular, factory-built wastewater treatment system designed to serve developments ranging from small neighborhoods to master-planned communities. They can be temporary or permanent, depending on the project’s needs.

“For a fast-growing area, a developer might start with a temporary plant to serve a few hundred homes,” Patton said. “As the community expands, the plant can either be replaced by a larger municipal facility or remain in service as part of a regional network. It’s a bridge that keeps growth responsible and environmentally sound.”

In fact, developers and cities alike use these systems. For municipalities, they provide relief when existing plants are near capacity. For developers, they allow projects to proceed responsibly without overburdening local infrastructure.

PERMITTING AND STANDARDS: SAME RULES, SAME OVERSIGHT

The perception that smaller systems are less regulated is a misconception. All treatment facilities—large or small—must meet the same stringent Texas Commission on Environmental Quality (TCEQ) standards under Chapter 217 regulations.

“Whether it’s a two-million-gallon-perday municipal facility or a 50,000-gallonper-day neighborhood plant, the water quality standards are identical,” Miller noted. “That’s an important safeguard, and it’s why today’s package plants are such a reliable tool for growth.”

Modern package plants typically handle flows ranging from 25,000 to 250,000 gallons per day. They are compact, modular, and manufactured under controlled conditions, reducing construction time and minimizing environmental disruption.

MODERN TECHNOLOGY, MAXIMUM SAFEGUARDS

One of the most important advancements in decentralized treatment is the use of membrane bioreactor (MBR) technology—a process that combines biological treatment with ultrafiltration.

“MBR systems produce effluent that’s nearly drinking-water quality,” Patton explained. “The membranes act as a physical barrier to bacteria and pathogens, ensuring a cleaner, safer discharge. And because they are modular, they can scale as the community grows.”

These systems are a far cry from the “activated sludge” plants of decades past. Today’s designs include redundant pumps and sensors, remote monitoring, automated fail-safes, and materials like stainless steel and reinforced concrete that dramatically extend service life. 

TCEQ’s permitting process requires multiple layers of environmental protection, including effluent testing, odor control, noise reduction, and setback requirements from waterways and property lines. “Every one of these systems has to prove it can protect both groundwater and surface water before it’s approved,” Miller said. “There are no shortcuts.”

SHARED TECHNOLOGY, SHARED GOALS

While package plants were once viewed primarily as a developer solution, cities are increasingly embracing them as part of a regional planning strategy.

“Austin Water, for example, has been exploring the use of regional package plants,” Miller noted. “It allows them to use treated effluent more efficiently, supplying irrigation or indus-

trial cooling water instead of pumping it away. That’s a win for both conservation and cost.”

This shared approach reflects a growing “we” mindset—cities and developers using the same tools to meet growth demands without environmental compromise.

“Cities are starting to see that these systems aren’t competition—they’re collaboration,” Patton said. “When built to TCEQ standards, they strengthen the overall network by relieving pressure on centralized plants and allowing growth to keep pace responsibly.”

ECONOMICS AND EFFICIENCY

Decentralized systems also make fiscal sense. Centralized plants require huge upfront investments—sometimes hundreds of millions of dollars—and can take years to complete.

Package plants, on the other hand, can be designed, permitted, and operational within months. That flexibility reduces financial risk while allowing developers and municipalities to “build what’s needed, when it’s needed.”

Patton also points out that private-public partnerships, such as MUDs (Municipal Utility Districts), often achieve more competitive pricing than large-scale municipal projects.

Beyond cost and timing, the environmental advantages are substantial. MBR-treated effluent can be reused for irrigating parks, greenbelts, and golf courses, or even for industrial cooling—preserving potable water for drinking and domestic use.

“It doesn’t make sense to purify water to drinking standards just to spray it on the grass,” Miller said.

“We’re learning to use every drop more wisely.”

These systems also help recharge aquifers and reduce discharge volumes to local waterways, which helps prevent downstream flooding and nutrient overload.

“The environmental safeguards built into today’s technology are worlds apart from the old plants people still picture,” Patton said. “This is smart, sustainable growth in action.”

THE FUTURE OF GROWTH AND WATER IN TEXAS

Weathering the Storm HOW TEXAS IS PREPARING FOR THE NEXT FLOOD

T

his past summer, our Hill Country neighbors endured devastating loss during the July 4th floods. A stark reminder of how quickly disasters can strike in Central Texas. As your state representative, I worked alongside local elected officials and community leaders to help ensure that Williamson County is prepared, protected, and resilient.

LISTENING, LEGISLATING, AND LEADING In this year’s special legislative session, I served on the Select Committee on Disaster Preparedness and Flooding, in tandem with community leaders, our county’s experienced emergency management team, and state and local agencies. Together, the committee traveled to the impacted areas to hear first-hand the concerns of residents and pressed for solutions that reflect the real challenges families face. While there is still much work ahead, groundbreaking legislation has already been advanced to strengthen our preparedness and give us a foundation to build upon for the sessions to come.

HISTORY THAT SHAPES OUR PRESENT

In 1921, a catastrophic flood claimed 93 lives in Williamson County. The tragic loss of life ultimately led the US Army Corps of Engineers to place dams along the river, creating what we now know as Lake Georgetown.

Even with these protections, flooding has continued to test our community. In 2010, the San Gabriel River surged past the “100-year flood” marker. Hurricane Harvey in 2017 brought indirect, but costly impacts. This past July heavy rain swelled the river again, forcing evacuations and sparking large-scale search and rescue operations. Drone footage of flipped RVs and debris reminded us how quickly disasters can deconstruct daily life.

A WAKE-UP CALL FROM THE HILL COUNTRY

The real question is not whether they will come, but how well prepared will be we when they do.

Over the past year, Texas has taken important steps to strengthen preparedness. One very visible change will be the expansion of outdoor warning sirens in areas prone to flooding. Through Senate Bill 3, which I carried in the House, I worked with the Texas Water Development Board and local emergency management leaders to make sure families receive prompt alerts. A few extra minutes of warning can mean the difference between safety and tragedy.

Tornadoes, while less frequent inside Georgetown’s city limits, are never far from us, with a March 2022 tornado damaging more than 1,000 homes in Round Rock and Granger. These events remind us of a truth every Texan knows: storms are part of life here.

SMARTER PLANNING FOR A RESILIENT FUTURE

There is also a growing need to address waterway setbacks. Smarter planning along streams reduces the risk of repeat flooding, helps stabilize insurance rates, and protects long-term property values. In Texas, growth is inevitable, but resilience is built by the choices we make along the way.

Beyond infrastructure, I co-authored House Bill 1 to strengthen emergency plans at youth camps and supported House Bill 20 to prevent fraudulent charitable solicitations during disasters. Together, these measures create a comprehensive approach that improves warnings, safeguards infrastructure, and protects families and donors alike.

Severe storms in Central Texas often arrive without much notice. They strike at night while families are asleep or during the school day when children are most vulnerable. That urgency is why Senate Bill 3 became a top priority for me this year.

LEGISLATIVE HIGHLIGHTS THAT MATTER Senate Bill 3 requires outdoor warning sirens in flash flood-prone areas designated by the Texas Water Development Board. I carried this bill in the House and worked closely with the TWDB and local emergency managers to ensure its passage. Sirens may seem like old-school technology, but they remain one of the most reliable tools during an emergency. Senate Bill 5 appropriated $50 million in state funding to cover the cost of the new systems.

Cell networks can fail, and text alerts can arrive too late, but when a siren sounds, everyone hears it. These siren systems connect to National Weather Service sensors for real time alerts which will provide reliable early warning to keep the community protected.

Preparedness is not only about laws and regulations, but also about using the best tools available to stay ahead of disaster.

Williamson County has embraced innovation, and I have worked to ensure our state’s policies reinforce that forward-thinking approach.

One area of progress is GIS flood mapping. With high-resolution data and real-time modeling, coupled with redundant sensor technology, emergency managers can predict where floodwater will rise and how quickly it will move. This allows first responders to stage equipment, target evacuations, and protect vulnerable neighborhoods before it is too late. Proactive planning like this saves both lives and property.

These innovations put Texas on par with the best state and national models. In conversations with BRUCE CLEMENTS, WILLIAMSON COUNTY’S EMERGENCY MANAGEMENT DIRECTOR, he emphasized the importance of aligning technology, training, and communication across every level of government. That input directly shaped our policy proposals, from youth camp emergency planning to defining licensing practices for emergency managers.

By combining cutting-edge tools with strong partnerships, we can ensure that our state stands ready to not only withstand the next storm, but to serve as a model for the rest of the state to follow.

Lasting preparedness requires more than an on-the-ground response; it takes a framework of funding, infrastructure, and coordination at the state level. Several measures passed this special session built on that foundation, giving local leaders the resources to succeed. Several measures advanced this session reflect that commitment.

House Bill 1 requires stronger emergency plans at youth camps, giving parents confidence that their children will be protected if a disaster occurs. Senate Bill 1 builds on that effort by adding safety requirements for campgrounds and other facilities where families gather.

HOUSE BILL 20 addresses another risk that often emerges after disaster: fraudulent charitable solicitations. When Texans open their hearts and wallets to help, those donations must go to real relief efforts, not scams. This law increases penalties for fraud and creates new tools to safeguard legitimate nonprofits.

Property owners may see insurance stabilize because of stronger flood planning. Parents sending children to camp can trust that safety is a priority. Donors after a storm can give with confidence that their contributions will reach neighbors in need.

Policy may sometimes feel abstract, but the goal behind each of these laws is simple.

The focus is on protecting families, safeguarding property, and strengthening public trust in the systems that support us when it matters most.

Severe weather will always be part of life, but we do not have to be caught off guard.

With the right planning, clear communication, and a commitment to learning from past events, our community can stay ahead of the risks we face.

100 YEARS OF INFRASTRUCTURE: Cars to Rockets The journey of technological evolution in business infrastructure has profoundly influenced how companies operate and focus on their core activities.

Starting from the early 20th century, our Microsoft executive outlines the shift from internal resource management to leveraging external solutions.

THE INDUSTRIAL SHIFT In the 1920s, firms like Ford Motor Company not only manufactured automobiles but also generated the power needed for production. This required significant infrastructure and labor to maintain coal and steam-powered systems. The advent of utility companies providing external electricity marked a transformative shift. Companies like Ford saw dramatic reductions in overhead costs and could concentrate more on their primary business of manufacturing cars.

ONSET OF THE DIGITAL AGE By the 1980s, another transformation emerged with the advent of information technology. Businesses had to heavily invest in IT departments, filled with extensive hardware setups and backup systems. This infrastructure demanded substantial capital and dedicated personnel, diverting attention from core business functions.

THE CLOUD REVOLUTION The early 2000s brought cloud computing, allowing companies to outsource IT infrastructure like data storage and computing power to third-party providers. Bringing America Home for Christmas

E

very December, lights flicker to life across the country—on homes, storefronts, and trees that brighten town squares from Williamson County to the National Mall in Washington, D.C. Christmas has a way of bringing us together. It’s a season that reminds us who we are and what we share—faith, family, and community.

This year, I have the distinct honor of helping organize and promote the National Christmas Tree Lighting Ceremony, a tradition that dates back more than a century.

From the first ceremony in 1923, when President Calvin Coolidge lit the tree outside the White House, the ceremony has grown into one of our nation’s most beloved holiday gatherings.

Hosted by the National Park Foundation, in partnership with the National Park Service and The White House, the event continues to unite Americans in a single moment of light and hope.

HUMBLE BEGINNINGS

The tradition began humbly. The D.C. Public Schools petitioned the White House to place a decorated Christmas tree on the Ellipse in 1923, and First Lady Grace Coolidge gave permission to do so just south of the White House. The organizers named it the National Christmas Tree.

That Christmas Eve, at 5pm, President Coolidge walked to the Ellipse and “pushed the button” to light a 48-foot balsam fir donated by Middlebury College in his native state of Vermont. As 3,000 enthusiastic spectators looked on, schoolchildren sang carols and joined in the celebration, setting the tone for what would become a lasting American tradition of joy, unity, and hope.

A century later, the spirit of that first gathering still shines bright. This year, volunteers from across the country will decorate 59 trees­—each representing one state or territory, as well as the Department of the Interior—lining the President’s Park leading to the National Christmas Tree. Together, they create a living symbol of the diversity and togetherness that define our nation, each tree reflecting the beauty of its people and its home.

The 2019 Capitol Christmas Tree dazzled 6,000 visitors at the Historic Williamson County Courthouse at a quick whistle stop en route from New Mexico's Carson National Forest to Washington DC. Driver Ricardo Martinez said Georgetown was his biggest celebration up to that point in his trip.

Recently, a team from the National Park Service brought a beautiful tree from the George Washington and Jefferson National Forests, near Roanoke, Virginia to the White House where it will be erected, decorated, and serve as the center piece for our nation’s moment of unity.

CELEBRATION IN TEXAS

On November 28, in Williamson County, we celebrated our own moment of illumination. Georgetown Mayor Josh Schroeder and Williamson County Judge Steve Snell flipped the switch to illuminate the courthouse, the surrounding grounds, and the lights encircling the historic Square in our county seat. Every year, families gather, carolers sing, and our community glows with the same spirit that inspired that first crowd on the Ellipse more than a century ago.

In recent weeks, as our team discussed the planning, the performers, and the purpose of this year’s National Tree Lighting, one colleague said, “We want it to feel like home.” Without hesitation, I replied, “Like Georgetown, Texas.”

There’s something about Georgetown­ —the historic square, the sense of community, the simple joy of gathering together­—that captures the essence of what we want all Americans to feel when they watch this year’s broadcast. At a time when America can feel divided, the National Christmas Tree Lighting Ceremony offers something rare—a shared experience that transcends politics and reminds us that we are one family, one community, under one shining light.

Kirk Becker, EMS Support Services Manager, earned the Exceptional Customer Service Award for his positive leadership and dedication to community care. Josh Renner, Environmental Program Director, received the Professional Leadership Award for guiding conservation and habitat initiatives. Lt. John Pokorny, Sheriff’s Office, and Deputy Roger Garcia, Constable Precinct 3, were named WILCO Core Values Champions for management and non-management, respectively. Frank Martin, IS Analyst III, received the Game Changer Award for developing a customer service mapping tool.

ROUND ROCK Dell Technologies announced a five-year, $25 million expansion of its Round Rock headquarters, combining new construction, renovations, and facility upgrades. The project, supported by a Texas Enterprise Zone Program nomination from the Round Rock City Council, could qualify Dell for up to $1.25 million in state tax refunds. As part of the agreement, Dell committed to hiring 35% economically disadvantaged individuals, veterans, or enterprise zone residents. The expansion follows record quarterly revenue of $29.8 billion driven by AI investments. Dell employs roughly 13,000 people at its Round Rock campus and continues to strengthen its roots in Central Texas’ tech economy.

CEDAR PARK Central Texas-based Firefly Aerospace announced plans to acquire New Jersey defense technology company SciTec Inc. in an $855 million deal—$300 million in cash and $555 million in stock. The acquisition will expand Firefly’s missile tracking and defense capabilities, aligning with federal initiatives like President Trump’s proposed Golden Dome missile defense program. SciTec, founded in 1979, reported $164 million in annual revenue and recently secured a $259 million U.S. Space Force contract. CEO Jason Kim said the move strengthens Firefly’s role in national security technology. The deal is expected to close by year-end.

CENTRAL TEXAS Seven board members have been appointed to lead the newly formed Central Texas Spaceport Development Corp.

(CTSDC), a joint effort by Williamson County and Cedar Park to position the region as a hub for space-related economic growth. Appointees include Julie Lessiter of Texas State University, Dave Porter of the Williamson County Economic Development Partnership, Lori Magruder of UT Austin, and local business leaders Jana Spruce, Han Kim, Mark Burgett, and Ed Trevis. The CTSDC will focus on infrastructure, workforce development, and attracting aerospace investment— building on the region’s growing momentum with companies like Firefly Aerospace and SpaceX.
