D&D Technologies, a leader in high-performance gate hardware, announces the release of its new Shut It® range of self-closing industrial hinges. New Options in Pool Fencing
Certain styles and heights of vinyl and aluminum fencing are pool code approved at the national level. Fence dealers and installers/contractors should be well versed in the details about which fence styles are pool code approved and be able to provide homeowners with all the information they need to make an informed decision about their pool fencing purchase.
David Etzkin, director of national accounts with Barrette Outdoor Living, reminds contractors to be aware of compliance to avoid problems. “ Local ordinances can vary greatly. It’s best to check with neighborhood homeowners’ associations, along with city or municipal codes. And, of course, ensure that all code requirements are fully understood by the contractor, installer and homeowner before any fence product is ordered.”
What Type of Pool Fence is Best?
For homes in more rural areas surrounded by a decent amount of open land, homeowners may find aluminum pool fencing is a great way to maintain wide open views of the landscape and natural environment that lies beyond their pool area and yard.
However, for homes in developments or suburbs where the space between properties is a bit tighter, homeowners may desire a bit more privacy and may prefer a solid or semi-private vinyl pool fence option. Fortunately, over the past few years, the growth of extending living spaces to the outdoors, the fence industry has seen a significant increase in new and exciting styles for both aluminum and vinyl pool fencing.
“There are many factors that go into deciding on what type of pool fence works best for a homeowner,” says Ken Carter,
founder and owner of Carter Fence Company in Naples, Florida. “While safety is always top of mind, we have found with the many options available today, homeowners do not need to sacrifice style for safety. They can have both and can easily elevate pool fencing to the next level without breaking the bank.”
New Trends in Pool Fencing
While vinyl solid privacy and two or three rail flush bottom aluminum panels tend to be the traditional choices for pool fencing, the market has expanded to now include many other options that offer homeowners greater choice when it comes to selecting a pool fence.
Aluminum Products
ActiveYards® by Barrette Outdoor Living® recently launched its Flint panel with an exclusive, modern cross pattern design that offers an alternative to standard two or three rail designs. “The Flint panel is the first new aluminum fence style being mass produced by any

ActiveYards is the first brand to offer this style with a pre-assembled top, making it a unique option that is both affordable and easy to install.”
One notable change is being seen in the Southeast: homeowners are opting to replace pool cages with aluminum fencing. “Aluminum pool fencing offers greater versatility, is quicker to install and is more costeffective. It provides a long-lasting solution that tends to better withstand the strong winds often seen in areas that sustain heavier wind damage,” Etzkin explains.
Vinyl Products
While solid privacy or closed picket vinyl fencing has been the standard in vinyl pool fencing for many years, two new pool code approved styles recently hit the market that also help increase ventilation, which is especially useful for pool areas in warm-climates or in areas prone to strong winds.
The semi-private Wisteria by ActiveYards is a vinyl shadowbox fence that offers a low maintenance, long-lasting alternative to its popular wood counterpart. With increased ventilation and pool code compliant rail options, this fence is a great choice for yards with pools or near water.
The Pepperidge by ActiveYards with its unique Decorative Screen Panels on top in place of traditional lattice is a designforward privacy panel that offers seclusion while allowing air to circulate. Featuring modern art deco styling and horizontal infill boards on the bottom, this exclusive fence style is available in several color variations to offer homeowners even greater customization.
Installation Options: In-Ground vs. Surface Mount
While most pool fences are installed by digging holes and securing posts in the ground, another option for aluminum fencing can be to surface mount the fence directly to the concrete pad surrounding the pool. “Surface mounting a fence can be an appealing option to homeowners who may have smaller yards who want to enclose the pool area but allow the rest of their property to remain open,” explains Etzkin.

Selecting a self-closing, locking pool safety latch and self-closing hinges should be a priority once the pool fence is decided.

Maintaining Pool Safety with Proper Panic Hardware
Panic hardware is an important distinction between residential versus commercial pools. While the gate must still be self-closing and self-latching, a simple pool latch will not suffice. Panic exit hardware can be used strictly as a means of egress, but often needs to be paired with keyed entry or access control to allow members to enter, per occupancy regulations.
While there are many exit bars and access control products available, options for gate hardware are significantly narrowed when dealing with components that are exposed to harsh outdoor environments, heavy use and abuse.
“In addition to needing products that can hold up in exterior applications, our industry has the additional challenges of various materials and sizes that can create installation and fabrication issues,” explains Jen Klassen, co-owner of DAC Industries, a Michigan-based manufacturer and supplier to the fence industry. “It is often difficult for a door specification to translate to a gate. We’ve taken frequently specified door products and developed accessories to easily install them on gates.”
DAC has been at the forefront of product development with the ability to adapt to new opportunities and ideas for the fast-growing fence industry. Over the years, customers have frequently been required to add electric strikes to gates, but the additional installation time and fabrication costs can be prohibitive.
DAC has taken input from customers for an easy solution with the Adjustable Electric Strike Mount Kit. Designed to fit the HES 9600 outdoor rated, surface mount electric strike, this kit allows for an easy and
adjustable installation on almost any type of post. Conduit and stainless-steel fasteners are included to allow gate to be prepped and ready for access control. Another new, need-based product is a lock box with pull. While the pull is common door hardware, it also requires a square gate upright of 2” +. This pull was developed with an integrated lock box/spacer, which allows for use on chain link gates. A simple addition that was designed with ADA compliance in mind; a knuckle clearance of 1½” to facilitate gripping.
“This pull is a great addition to a standard keyed entry, and is also beneficial for access control gates,” says Klassen. “Not only does the pull allow something to grab when access control is released, either through the electric strike or electric latch retraction exit bar, but it also allows for a manual key override option.”
The need for increased, infallible security is at the forefront of the fencing industry. “This is especially important with pool gates where correct hardware could be a matter of life or death. We see a constant need for balance between safety of occupants in emergency situations and maintaining security of an exterior perimeter,” Klassen says.

Safe Gates Help Save Lives
Drowning is no longer the leading cause of unintentional death in children aged one to four years old, sadly it is now the single leading cause of death in children ages one to four years old, with an average of 11 fatal and 22 non-fatal drownings per day. In addition, 70% of child drownings happen during nonswim times.
A child’s curious nature naturally draws them to the back yard swimming pool, and most children who drown most commonly gain access to the pool area through a faulty fence or gate. The National Drowning Prevention Alliance (NDPA) has developed the five layers of protection to help reduce the risk of child drowning.
The first layer, and most important layer, is a barrier that limits access and an alarm to alert of any unplanned access to the pool area. “Fencing provides a barrier that works 24/7, but a fence is only effective, of course, if the gate and gate hardware are in good working order,” explains Jeff Horton, director of marketing at D&D Technologies. “Checking the pool gate is vital to drowning prevention, yet only 30% of pool owners check the safety of their pool gate once a year.”
Recognizing the need to create awareness of this problem and provide solutions, D&D Technologies has brought together the NDPA and several non-profit organizations to establish the Check Your Pool Gate Month beginning the first day of May.
Check Your Pool Gate Month was created to remind pool owners of the vital need to ensure pool fences, gates, latches and hinges are secure and in top working order. Every pool owner should be confident they have a safe swimming zone. For every one child who drowns, another seven experience a non-fatal drowning – 40% of these children require further care. A few minutes is all it takes for pool owners to check their pool fence and gate, and this simple routine done regularly could help save the life of a child.
Safety checklist for pool gates
• Gate should open outwards, away from the pool
• Gate latch release knob should be at least 60 inches above ground level
• Gate must be self-closing and self-latching
• Gate hinges should be rust-free and bind-free
• Gate should carry reliable, tensionadjustable hinges for closing speed
• Gate latch must be adjustable for height and width
• Gate latch cannot be key locked in the “open” position
• Gate latch cannot be disengaged using implements
• Gate latch cannot be shaken or jolted open
• Gate will shut and latch securely from any open angle or force

Twenty years ago, Shoreline Vinyl Systems (SVS) began as a small installation business. Over the years they have expanded into the nationwide fencing wholesale business.

Tigerwood: Perfecting the Art of Durable Hardwood Decking
TigerDeck® was founded in the United States in 2001 by two lumber experts dedicated to developing a superior hardwood decking system—one that could overcome the shortcomings of traditional American softwood and composite decking.
“Knowing that hardwoods would offer better durability, we began by testing over 40 hardwood species from around the world for looks, strength, quality, sustainability, and value,” says Bob Hafner, president of TigerDeck. “After experimenting with different hardwood types and drying processes, we selected Tigerwood, a hearty, exotic species that matches or exceeds the performance characteristics of Ipe, while being more sustainable and less expensive.”
Tigerwood is a beautiful, exotic, high quality South American hardwood which provides a very unique wood grain pattern. The name originates from its unique light goldenbrown to reddish-brown coloring with exotic black and brown streaks, a combination that gives it a look much like a tiger’s coat. “We knew it’s striking beauty would deliver something unique to the marketplace—offering a sophisticated, upscale look at a competitive price,” says Hafner.
TigerDeck uses the species, Astronium Spp, a tree that grows from Southern Mexico to Argentina. Prior to being called Tigerwood, Astronium had been used in the United States for many years in cabinetry and, most famously, by Smith and Wesson for their high-quality handgun grips. It was not historically used for exterior applications because it must be kiln dried correctly in order to be stable.
The kiln drying requirement is caused by the nature of the tree. Tigerwood is a “pioneer” species to foresters, meaning it is one of the first species to germinate after fires, windstorms, or slash and burn agriculture, which opens the forest floor to sunlight. This wood is a very fast growing and short-lived species, living only about 80-100 years. This speed of growth is reflected in large cells and relatively wide average ring count, which can produce somewhat thin/fragile cell walls that come apart, causing warp, cupping, and splits when exposed to the wide climate changes of hot/cold and wet/dry that occur in North America. Careful kiln drying sets the resin in many cell walls and pulls most of the free water out of the wood.
“Knowing that proper drying is key for ensuring the stability and performance of
Tigerwood, we began testing various drying processes and schedules that would allow us to consistently deliver a high-quality material with incredible strength and durability,” explains Hafner. “We refined our unique kiln drying process over 20 years and as a result, TigerDeck significantly outperforms other Tigerwood products on the market—with one of the lowest claim rates in the industry.”
In combination with the heavy oil content of Tigerwood, drying stabilizes the wood. Once carefully kiln dried, Tigerwood is very stable and does not shrink, expand, or move much in service as a deck board.
Tigerwood is also extremely durable and naturally resistant to rot and decay. This great durability leads to a 30-plus year lifespan without preservatives. “Tigerwood’s density and natural oil give it inherent water-resistance, and when combined with our drying process, TigerDeck is an ideal choice for damp environments, including pool areas,” says Hafner.
After perfecting the TigerDeck material, Hafner says they set out to create a complete decking system that would elevate performance even further. “This led us to develop our patented Black Talon® Hidden Fastening System, the world’s first integrally designed hidden fastening system for use with hardwoods.” This innovative technology eliminates the need for pre-drilling, making installation more efficient and outlasting decks with screw-down or other fastening systems. Tips for Choosing the Best Poolside Decking Material 4
Adding a pool to an outdoor living space is a gamechanger. A pool provides tons of fun for kids and adults, a place to exercise and a relaxing setting for homeowners and guests to gather around. Building a high-quality deck can take a pool from a fun recreation space to the focal point of a backyard.
If you’re helping a customer complete their dream outdoor living space with a deck and a pool, considering which material is best for a pool area can help you create a space that is as long-lasting as it is beautiful. Before you choose what decking material is best for a pool deck, the professionals at Fortress Building Products recommend considering these four important factors.
1. RESISTS MOISTURE
When wood is exposed to moisture, it becomes vulnerable to rot and warping. While you can apply a moisture seal to the surface of wooden pool decking to protect it against splashes and drips, the boards are also subject to near-constant exposure to condensation from the pool’s water vapor. This last type of moisture can find its way onto the underside of the decking boards. One great choice is a capped bamboo- PVC-composite board. The other challenge was the retaining walls hidden behind some of these feature areas that allowed the creation of the various entertainment areas.”

“One of the biggest challenges was installing the first louvre roof slide in Canada. With no training or videos, they had very small tolerances that had to be maintained. The 12mm thick ceramic frit-printed privacy glass was extremely heavy and needed a crane. With each piece of glass costing roughly $5,000, it was nerve-wracking working around trees and power lines trying to get them installed.”
“One of our favorite features on this deck is the pop-up TV which was also a first for us. The size of the TV the customer chose threw a curveball at our framing because we then had to recess the TV into the deck so that it didn’t pop up too high for proper viewing.”
“The TV can swivel 360° for viewing from either the hot tub or the living area. All electrical was run under the deck and with the proximity to the ground, all wire had to be run before the decking went on. Another modern but challenging aspect of this project is that all 17 motors (between louvre roofs, pop-up TV and drop-down screens) 250 lights, five fans and six heaters are operated via the customer’s home automation system.

“Through the design process, the client asked us, ‘Do decks have to be square or rectangle and have corners?’ Well, no they do not, and we specialize in curved decks and railings, so we designed curved corners for a rectangularshaped deck. Then realized after some conversations with the client that the stairs are straight, and we can’t have that on a curved deck.”
“Now we need to design breaker boards, but can’t make them straight, that will mess with a no-corner curve deck. After some doodling, we have a Ying and Yang design, which flowed perfectly. A round firepit was added along with a curved bench. It was truly a fun challenge to keep the design going for no corners and great that the client gave us the freedom to design this deck with no restrictions. Decking, lighting and railing products are TimberTech and all curved decking is done with Azek products.”

“This project contains many things out of the ordinary. Ranging from 3.5 to 7.25 alternating deck board widths, a ‘rod and clevis’ suspended balcony, and the one and only Tree of Life ‘Fiber Wall’. The fiber wall is a feature that I invented this year that brings a privacy wall to life. It gives a feel of ebb and flow as the twinkling stars (motorized fiber optic lighting) swell from color to color over a plasma cutout of our tree of life and gives a deeply relaxing environment.”
“We had to fabricate a 3’ by 3’ L bracket made from ¼” steel to support the outer side of the fiber wall for wind pressure. This combines custom metal, innovative lighting, and creative logistics with an overall vision in mind. We added rock to the fascia of the suspended balcony. For the balcony, four engineered structural brackets were designed and then manufactured in-house. Two to insert into the balcony framing and two to insert and integrate into the framing of the house. Lighting is installed on all post caps, centered under the balcony and around the underdeck room for safe travels to the hot tub around the side.”

Professionally surviving and thriving during the last few years due to the pandemic and supply chain shortages are accomplishments worth celebrating. Tatsuro “Tats” Kimura, president and chiefexecutive officer with Master Halco, shares how he has focused on customer service, employee retention, and led the company to achieve an increase in sales despite the recent challenges.
You’re approaching your first year as president with Master Halco. How did it go and what were some of the goals you achieved in the first year?
I came into the position when we were just about to see signs of normalization after more than two years of adapting to live with the pandemic, but at the same time, not knowing what to expect from the geopolitical uncertainties surrounding Russia and Ukraine and how that would affect our industry and business.
Despite those challenges, my goal was to stay the course: continuing to grow our business through providing quality products and services to our customers. I am pleased that we have been able to add new product offerings such as decking and railing and increase our total sales by more than 10% in the last year.
During the pandemic, you oversaw the supply chain for Master Halco. It was one of the most tumultuous times for supplies. What was your experience?
In the early days, it was nothing but chaos. Both materials and logistics costs continued to increase at a pace we have never seen before. However, at one point, it went to the extent of product and services being unavailable no matter what you were prepared to pay. We then had to adjust in making sure we took care of our customers in the best way possible.
The challenge was in how to distribute product to our locations throughout the U.S. and Canada in a manner that would have the greatest impact on maximizing our customer service level. This pivotal shift from being able to source what we need versus product allocations was very challenging.
Master Halco is known for quality and dependability when it comes to fencing manufacturing. How do you continue those tradition in today’s economy and workforce?
We endeavor to stress that we provide quality products and services to our customers. We also have a commitment to invest in our people by focusing on recruiting and retention initiatives and allocating resources to providing learning and developing opportunities for our employees.
Decking is a new market for the company. What led to this decision and how is it going so far?
We continually search for new growth opportunities. With the pandemic leading to more people spending time at home and in their backyards, it allowed us to clearly see the huge potential, not only in growing the fence business, but also entering in the decking and railing market as both product lines contribute to improving the outdoor living space experience.
Through our initial research, we learned that many of our fence contractors install decking as well, but to our surprise, we learned that many decking contractors also install fencing, which created additional opportunities we did not expect.
Half of our branches now offer decking, and we are planning to expand it out to more locations in the coming year. At the recent FENCE TECH in Oklahoma City, we sent a strong message to the industry stating that we do more than fence by having a deck patio with outdoor furniture on it in the middle of our booth. We couldn’t be happier with the amount of
interest we have been able to attract at the event and we’re looking forward to continuing to grow this market.
What drives you to succeed?
It’s the sense of accomplishment, especially when I can feel that through working together as a team, we make a difference in our business. This leads to better servicing our customers, establishing stronger partnerships with vendors and ultimately leading to our employees’ happiness.
What do you hope to instill in your leadership team and supervisors to promote a culture of excellence in your employees?
We aim to nurture a service mindset throughout the company to be chosen as the preferred partner with all our stakeholders. It goes without saying that we are here to support our customers to grow their business, but we also emphasize the importance of growing together with our vendors and provide opportunities for our employees to develop their careers.

Fiberon Secures Environmental Product Declaration for Wildwood Composite Cladding
Further proving its commitment to product transparency and sustainable manufacturing, Fiberon, a leader in wood-alternative boards, has issued an Environmental Product Declaration (EPD) for its Wildwood composite cladding product. The third-party EPD offers a detailed look at the environmental impact of Wildwood, including raw material extraction, manufacturing, product disposal and more.

The life cycle assessment confirmed that Wildwood is in conformance with numerous environmental ISO standards, including ISO 14025, 14040, 14044 and 21930, all of which are required of products used in LEED v4-certified builds. Also in compliance with LEED v4 standards, Wildwood’s EPD is scoped for cradle-to-gate.
Wildwood is made in the U.S. at a facility that uses a closed-loop water system, preventing enough water to fill 5,300 Olympic-size swimming pools from ending up in the waste stream. The composite boards are made with at least 94% recycled materials, including both wood and plastic. With this approach, Fiberon saves more than one million trees from being cut down each
year and recycles an average of 100 million pounds of plastic annually. While traditional wood cladding is pressure-treated with chemicals and requires regular refinishing, Wildwood never needs to be sanded, stained or painted, which supports healthier air quality throughout its lifetime. “We are Greater than Me”
Southwest Automated Security (SAS), a wholesale distributor of gate operators, access control, and video surveillance, was formed as an off shoot of Big D Metalworks in Dallas, Texas. They needed a gate operator and established FAAC of Texas in 1988; the name changed to SAS in 1992 when they began distributing different lines of products.
In 1998, Rick Spence, owner operator, and Jeff Goodwin, current president of SAS, moved the company’s location from under Big D’s roof and continued to expand the business. In 2004, Big D sold the company to Rick and Jeff, and by then, Steve Shain, board member, joined the company in the Phoenix location.
“We have one goal,” says Susan Worley, regional sales manager. “To be the lead distributor of gate operators, access control, and surveillance equipment. It’s simple but lofty and we work diligently every day to meet and exceed that goal.”
Prior to SAS, there was little to no option for distribution of gate operators, so SAS started by offering FAAC and HySecurity which made them the leader for hydraulic operators. Then, the manufacturer partners list continued to grow from there.
SAS has expanded to include 19 locations nationwide. From the beginning days of just distributing gate operators, the company has grown steadily and broadened the services and products offered.
“When I started in 2017, we were slowly introducing video surveillance,” explains Worley. “We only had one

brand and some access control options. Now, we’re carrying multiple options of CCTV and access controls and we have an entire access control team and a video surveillance team, which includes our own CCTV in-house tech support line.”
Today, SAS is 100% employee-owned through an employee stock ownership plan (ESOP) formed in 2012. Goodwin and Shain sold SAS to its employee owners as a way to give back to the employees.
“After one year and 1,000 hours, employees begin participating in the program. There is no buy-in nor are there contributions needed,” explains Worley. “After six years of being a participant, employees are 100% vested. For every year of service, we earn stock in the company. Upon retirement, they receive that money. We currently have around 110 employee owners.”
“We believe in relationships, within our organization as well as with our manufacturers and our customers,” she says. “We value moral and culture. Thornton Fence Consulting Group Welcomes Gulledge
Tony Thornton, president of Thornton Fence Consulting Group (TFCG), announces the addition of Mike Gulledge as consultant. Gulledge was raised in a family fence business, Hurricane Fence in Baton Rouge, Louisiana. In 1999, he and his wife, Peggy, founded Southeast Gate Operators (SEGO), a wholesale distribution company. They successfully grew SEGO until they were purchased by a larger wholesale distributor in 2014. Gulledge continued to work for that company until 2021 when he retired. He currently serves on the board of the AFA Gulf South Chapter as past president after serving many years on the board as a director. Gulledge was presented the Outstanding Service
Award in 2020 by the AFA.

D&D Technologies Announces the Passing of Company Co-Founder Neil “Toj” Dunn
With great sadness, D&D Technologies reports the sudden passing of company co-founder and director Neil Dunne. Neil died of unspecified causes in Gosford Hospital, New South Wales, Australia, on March 11. He was 67.
Neil “Toj” Dunne was one of the original D’s in D&D, along with co-founder David Doyle. Tragically, David Doyle passed away in October 2001. Neil’s passing marks a milestone for D&D Technologies, and his legacy will always be D&D’s range of innovative gate latches, locks, and hinges; products he pioneered alongside Dave Doyle and products that have revolutionized child and gate safety and security.
David Doyle and Neil Dunne both hailed from the NSW country town of Condobolin in New South Wales, Australia, with Doyle the son of a local farmer and Dunne the son of a respected builder. It was many years ago in a quiet Condobolin hotel that David Doyle invited Neil to “come to Sydney and build a fencing business with me.”
Recognizing the shortcomings of the gate hardware of the time, that simple aluminum and glass fencing business morphed into a gate latch, lock and hinge design and manufacturing company, destined to be of international scale.
Neil retired from D&D about eight years ago but was actively involved as a director and shareholder. Ironically, D&D Technologies was sold to Swedish hardware giant ASSA ABLOY as recently as October 2022, after 34 years in the same hands.
“The legacy that surrounds Neil Dunne and David Doyle should go down in Australian folklore,” says D&D’s Sales and Marketing Director Justin Francis. “They’ll always be recognized as fencing-industry rockstars. The brilliance and ingenuity of these two innovators cannot be understated. They almost had an evangelical following among fencing exponents in Australia and North America. Everyone wanted to know what product they were coming out with next.”
“Walk down any street in suburban Australia, or indeed in suburbs from Los Angeles to New York, and you will see the ground-breaking gate products created by these two humble country guys,” Francis continues. “By inventing the MagnaLatch® Magnetic Gate Safety Latch 35 years ago, they literally saved countless children’s lives around swimming pools and childcare centers. The MagnaLatch and D&D has possibly won more design awards and accolades than any other Australian company.”
Releasing the magnetic latches was one thing, but the fencing industry was taken aback when the pair then had the audacity to design and manufacture polymer gate hinges in the mid-1990’s. But, they prevailed as always and created a wave of new thinking among fencing professionals. Today, D&D’s products are used and admired all over the fencing world.
DoorKing Announces the Passing of Ed Curry
Edward “Ed” D. Curry was born December 11, 1951, in Camden, New Jersey, and passed away after a long illness on March 23, 2023, in Philadelphia.
Ed was an industry staple for almost 30 years. He started with DoorKing on April 4, 1994, as the East Coast Regional Sales Manager. Ed loved his job at DoorKing and his customers loved him. He always stood for fairness and was well known for his product and industry knowledge. He was a man of integrity and honesty and was highly respected by all in our industry.
He loved the outdoors and cared for the environment. He liked hunting, fishing, skiing, biking and being a groom at his daughters’ horse shows. He was an avid baseball fan and loved the Philadelphia Phillies. His biggest passion, joy and pride, was his family and his home. He is survived by his wife Nancy, daughters Colleen and Maegan, and his sister Carol.
Ed will be deeply missed by everyone who had the pleasure to know him.

AFA Works to Clarify Florida Licensing Law
In 2021, Florida law makers passed HB 735 which prevented local jurisdictions from creating and requiring local licenses beyond those already required by state law.
This legislation was filed because local jurisdictions began establishing local registration and licensing requirements for fencing contractors and other trades. Contractors were required to hold state business licenses and multiple local licenses to pull permits in each of their service areas.
HB 735 is set to go into effect on July 1, 2023. AFA members report that at least two jurisdictions have acted in anticipation of the new law by requiring contractors doing fence or gate work to secure, carry and hold a Florida General Contractors License.
The Florida AFA Chapter, supported by the AFA, worked with the Florida Home Builders Association to explain to lawmakers the unintended consequences of HB 735.
Because of the AFA’s work with FLBHA, Florida lawmakers have drafted four bills to address how the law is being interpreted at the local level. AFA continues to advocate for clarifying language for HBG 735 and for the benefit of AFA members.

Safety Comes in Many Forms

The fence industry has always been a safetyfirst industry. That makes sense because it is also one of the industries with the highest risk of injury. It is an industry where workers at every level face workplace and/or worksite hazards.
Whether it’s producing the products as a manufacturer (machine operation, hazardous materials, etc.), distributing the products as a supplier (handling and hauling heavy loads, driving under bad weather conditions, etc.) or installing the products as a contractor (lifting and moving heavy materials, working with dangerous tools, etc.), fence industry workers count on their employer, and governmental regulations, to keep them physically safe at work.
In 2023, our industry also faces a challenge that is equally as daunting as keeping employees physically safe. That is the industry’s looming mental health crisis.
We are always talking about attracting new (i.e. young, or at least, younger) people to the fence industry. All our companies have safety programs in place with which these new employees will be required to comply. But, we also have to remember we are dealing with a new generation of workers who grew up in a world that represents mental and emotional challenges far different than the previous generation.
Did you know that the construction industry deals with mental health problems and suicides at a rate that is four times the national average? Part of that is due to the nature of the industry’s workforce (young males), part of it is the stress of the job, and part of it is the world they deal with outside of work.
Let’s look at some of the things that can be done to reduce some of these serious problems in the only area that can be truly controlled by the employer: the workplace.
Have a defined program, one that creates trust with your employees.
Be sure that your employees know you recognize the need to provide a safe working environment that includes all aspects of personal safety. Be open and honest about the need to deal with the stress that can accompany the personal interaction and teamwork the job requires, in addition to knowing the physical and technical skills.
Let them know what is available through your human resource department, through your management and supervisory staff, and through your company’s benefits programs. Be sure this information is included in new employee orientation sessions and not just a footnote in a benefits brochure.
Train your leadership team to be able to identify potential problems.
Identifying and acknowledging mental health problems is probably not in the job descriptions of your management team members, but maybe it should be. Mental health issues can be just as debilitating for the employee – and expensive for the company – as physical injuries.
There are plenty of resources available from both the private and public sectors to help you include this kind of training. Don’t overlook local chapters of mental health associations as a source of programming or speakers.
Create a list of warning signs that your management team can monitor. These might include things like: unusual absences from work; careless or below normally-productive work habits; conflicts with supervisors or other employees; longer than necessary breaks; inattention to personal appearance, etc.
These may not be signs of someone who is becoming a lazy worker or someone getting ready to quit. They could be signs of something deeper, something with which your team or your company can be of help.
Be aware of the concerns about privacy.
There are probably very few companies that have a full-time mental health professional on staff. Make sure your management team is also informed about the fine line that may exist between the actions of a genuinely concerned employer and the encroachment on an employee’s need for privacy. This gets back to that need to create trust in your employees that the company is doing everything possible to create a safe workplace, a safe jobsite, and an environment in which every employee can be successful.
I hope you don’t read this article and consider it to be anything negative. It is certainly not intended to be that way. Anyone who has had to deal with employees, or family, or friends who have mental and emotional problems knows these are very real, but in most cases, very treatable conditions, similar to physical injuries. Part of our commitment to the fence industry should be doing our share to make it an attractive place for newer, younger workers to start and grow a long-term career.
The fence industry should have no prouder brand than “safety first.”

Survey Reveals 49.3 Million Americans Plan to Dig without Contacting 811 First, Risking Disruption to Critical Services
The Common Ground Alliance (CGA) – the national association dedicated to protecting underground utility lines, people who dig near them, and their communities – recently announced results from a recent national survey revealing that 74% of U.S. homeowners plan to dig on their property this year. Of those who are planning projects, more than 49.3 million Americans will put themselves and their communities at risk by not contacting 811 before digging.
Digging without knowing the approximate location of underground utilities can result in serious injury or death, inconvenient service disruptions, and costly fines and repairs. Hitting underground gas, electric, communications, water and sewer lines while digging can have a major impact on communities and businesses. Instead, a few days before breaking ground, make a free request to have the approximate location of buried lines marked with flags or paint by calling 811 or visiting www.811beforeyoudig.com to find out where to make your request online.
“Four in 10 U.S. homeowners who are planning to dig on their property this year will not contact 811 at least a few days in advance. That’s more than 49 million Americans who are putting themselves at serious risk of personal injury and utility service interruptions,” says CGA president and CEO Sarah K. The most popular planned projects cited among surveyed homeowners who plan to dig this year include:

• Building a fence: 28%
• Building a deck or patio: 24%
• Installing a mailbox: 20%
• Something else: 8%
In addition to working on projects themselves, 79.1% of homeowners said they would consider hiring a contractor to complete digging projects on their property. Of those, 82% said it was important to them that the contractor contacts 811 before digging to have underground utilities marked with paint or flags.
CGA encourages anyone planning a digging project to take the following steps to keep themselves and their community safe:
• Always contact 811 a few days before digging, regardless of the depth or familiarity with the property.
• Plan ahead. Make a free 811 request on Monday or Tuesday for work planned for an upcoming weekend, providing ample time for the approximate location of lines to be marked.
• Confirm that all lines have been marked.
• Consider moving the location of your project if it is near utility line markings
• Don’t allow work to begin if the lines aren’t marked.
Everyone who contacts 811 a few days before digging is connected to a local 811 center that will take your information and communicate it to local utility companies. Professional locators will then visit the dig site to mark the approximate location of underground utility lines with spray paint, flags or both. Once a site has been accurately marked, it is safe to begin digging around the marked areas.

RENT OR BUY: Which Option Offers the Best ROI for Mini Excavators?
Mini excavators’ compact size and versatility make them a popular choice for the fencing industry. There are a variety of attachments available allowing them to tackle almost any task on the jobsite. Although choosing from many different models and configurations can be a challenge, one of the biggest decisions contractors may face is whether to rent or buy the mini excavator.
On average, about 25% of contractors choose to rent while 75% opt to buy. “Some businesses get the best of both worlds by purchasing the mini excavator size class they use most frequently and renting additional machines during busy seasons to supplement their fleet,” explains Jeff Pate, director of sales for Yanmar Compact Equipment North America.
While there are benefits to both options, there are details to be aware of to determine which option will offer the greatest return on investment. Pate offers these points to consider:
RENTING BENEFITS
Short Term Tasks. Estimate the machine’s annual hour usage and the amount of revenue that it would generate. Is that significantly less than what it would cost to buy the mini excavator? If so, renting may be the best option.
Money is Tight. Capital equipment can be a large investment. Opting to rent provides an economical alternative for those looking to save on upfront costs. Depending on the amount of time the equipment will be used, the cost of renting can be significantly less than the purchase cost; translating into thousands of dollars of savings from the beginning. Renting a mini excavator means there’s no need to worry about insurance costs, interest allocation or the sales tax that comes with purchasing one.
Less Commitment. Contractors are free to change machines based on the projects that arise or new configurations introduced to the market instead of finding attachments for their existing fleet or purchasing additional equipment.
No Maintenance. Most, if not all, maintenance and service requirements typically fall under the responsibility of the rental center. This means contractors can focus on the job at hand without worrying about scheduled downtime for servicing. Renting can also be a benefit if unforeseen challenges arise with the machine where repairs are needed. Instead, contractors can simply return the unit and obtain a comparable replacement.
BUYING BENEFITS
Future Utilization Opportunities. Buying often comes with financing payment cycles that can last several years, so looking ahead at future utilization opportunities is critical to determine return on investment. If the payment for the machine is covered thanks to the increased projects it allows, buying is a good long-term choice.
Flexible Scheduling. Contractors who work in a variety of industries such as fence work, landscaping, residential and commercial construction, roadwork and municipality projects may decide to buy instead of renting. With the versatility mini excavators provide when paired with different attachments, the equipment can easily be used in multiple jobsite applications, which means the benefits of owning one are even greater for businesses that do it all. Purchasing also means the machine is available 24/7 whenever the contractor needs.
Consistent Availability. If renting a mini excavator originally seemed like the best solution but now contractors find they are going back to the rental center to use the same machine time and time again, it may be time to buy. Those who rent the same size machine multiple times per year fall into this category as well as contractors who find themselves using their mini excavator rentals longer than expected instead of switching it out for different equipment with each new job. Additionally, purchasing a mini excavator gives contractors the option to sell the machine and recoup part or all their investment if they find they no longer need it.

Rental Purchase Options. Rent-to-buy programs can be an ideal solution for contractors. They allow contractors to start using the equipment right away and rent until they get approved for a loan or find the right model they want to invest in.
Telematic Programs. One of the newer benefits to buying a mini excavator are telematics programs. Some manufacturers will offer the technology free for a limited time with the purchase of the machine. Telematics can help owners stay on top of service tasks by tracking maintenance intervals and inspection items as well as detecting errors on the machine and sending information directly to service personnel to streamline the diagnostic process. Additionally, telematics systems can include integrated theft protection, real-time operational status of the machine and other helpful data that can improve jobsite productivity over time.
“Renting can be a great option during slow economic periods or to increase productivity on a quick-turn project,” explains Pate. “While buying gives more control to contractors as they pursue projects and it can be an excellent strategic move for a business, especially during high economic growth.”
When opting to buy, equipment that comes with a better-thanaverage warranty is a signal that the manufacturer believes in the quality of the equipment and it’s likely worth the investment.
Supply chain issues can have a negative impact on availability. “This can influence the purchasing decision based on what is currently available from the manufacturer,” explains Pate. “It’s worth reaching out to trusted dealers to discuss options or to learn about different rental and purchasing options. In addition, look into the manufacturer and learn about their reputation and warranties.”
Either option can be a good move for the continued growth of business.

How Much Is Your Fence Worth?Company
Recently, a fencing contractor asked me, “Tom, if I wanted to sell my fence company, how much could I expect to get for it?” I told him knowing what your company is worth is not an easy calculation but it is a vital one.
First, you need to allocate the value of any business into two components, tangible and intangible. Obviously, the tangible portion can be calculated by subtracting the value of all the inventory, property, buildings, tools, equipment, vehicles, etc. that the company owns from the money you owe on the property and inventory.
The second component is slightly more challenging to calculate. It is the intangible or good will value that your company has developed over the years you have been in business. Years of advertising, marketing, wordof-mouth promotion, community sponsorships, satisfied customers, all contribute and have a substantial impact on value to a potential buyer. When you invest a little extra effort to ensure a happy and satisfied customer, you are investing in the good will future of your business, and that has great value.
If your company is well organized with a comprehensive business plan, good financial records and a solid reputation for quality workmanship, you have built something valuable. If not, sadly, your company may not be worth much more than your assets and inventory.
To measure the intangible or good will value for smaller and mid-sized companies like we find in the fence industry, industry multipliers are often used. Estimates derived from multipliers of earnings are commonly used, for example, EBITDA (Earnings Before Interest, Taxes, Depreciation and Amortization) or EBIT (Earnings Before Interest and Taxes) and SDE (Sellers Discretionary Earnings). For our purposes, I will speak about the more commonly used SDE valuation method.
There is no agreed upon EBITDA or SDE multipliers for the fence industry. Through my research of dozens of data bases of mergers and acquisition firms, along with colleges, universities and the US Department of Labor and Statistics, and extrapolating calculations from estimates in the general construction industry, along with my 25 years consulting in the fence industry, I calculated my own finding.
There are many attributes that factor into choosing an SDE or EBITDA multiple, with one of the most influential aspects being the industry in which the valuated business operates. This is primarily due to future growth considerations.
The fence industry SDE and EBITDA would be closely tied to that of general contractors, as they are the closest related industry for which a multiplier does exist. Also, there are many other factors that influence SDE other than general industry growth prospects. Risk vs. return is always a factor. The size of the business and the level of earnings itself plays a huge part in selecting an SDE multiple, with the general perception that investments in larger businesses have less risk.
The current economic climate, including the availability of financing, can have a considerable effect on SDE and EBITDA multiples, which will increase in a positive economic environment with low interest rates, and decrease when interest rates are higher (like now). Businesses that require a lot of working capital or significant investments in capital expenditures will earn lower SDE and EBITDA multiples.
Here are some SDE valuation findings, ranging from the most conservative estimates to the most generous calculations and then my own conclusions.
First, according to BMI Mergers and Acquisitions of Philadelphia, the valuation multiples for 2017 through 2022 for all construction companies between $300,000 and $6,00,000 in sales ranges from 2.6x to 5x.
PitchBook Valuation Database, a commonly used platform for industry specific EBITDA valuation multipliers, posted information for the more general construction industry. Again, none of these are industry specific for fencing. The following valuation multiplier was published in 2022.
For construction and engineering firms doing $1 million or less per year, the multiplier was 3.5x EBITDA. For firms doing $2 to $5 million of business per year, the multiplier jumped to 4.5x EBITDA and finally, for firms between $6 and $10 million in sales volume, the EBITDA multiplier was 5.5x.
Finally, Equidam Valuation Platform, with research submitted by Professor Aswath Damodaran of New York University for valuations for 2023, construction industry valuations have an EBITDA multiple of 8.56x for mid-size sales volume, while homebuilders having EBITDA multiplier of 5.03x. Personally, I find this a bit far reaching.

For my money, the most valid industry valuation multiplier for the fence industry is not based on EBITDA but on SDE. I feel this valuation method can be among the more accurate determinations for smaller businesses. SDE is defined as EBITDA + Owner’s Compensation. SDE is typically the net income (or net loss) on a company tax return + interest expense + depreciation expense + amortization expense + the current owner’s salary + owner perks.
For many small to mid-sized fence contractors, I prefer this method because, in addition to the adjustments of EBITDA + owner’s salary, other adjustments may be necessary. For instance, it’s no surprise that many small business owners run a lot of personal expenses through the business that have nothing to do with operating the business. If properly documented, those personal and/or discretionary expenditures may be added back to SDE.
Whether your business is growing, and you need to increase your line of credit for expansion, or you simply want to retire and sell your company for the highest possible dollar, knowing the true valuation of your business is an important calculation and you need to be as accurate with it as possible.
For fence industry clients that I have worked with, I have found the range of valuation multipliers in the fence industry, whether derived by EBITDA or SDE, usually lies between 2.2x and 7.6x earnings.
I know that is a big spread and the range of valuations can be measured in the millions of dollars, so this is serious business for all involved. I hope this has been helpful information. Please reach out to me if I can be of any further assistance in the valuation of your fence company.

Management Corner
One of the qualities often found within the fencing business are the legacy companies, those founded years ago by an entrepreneur and managed through the years by subsequent generations within the family. As additional employees are added through the years, a broad range of ages are found among team members. This can mean what incentivizes one employee doesn’t motivate another one.
Each defined generation can have different expectations, communication styes and perspectives. Adopting a management style to address the characteristics of different generations can foster a great working environment resulting in positive employee satisfaction and retention.
GENERATION Z
Born between 1997 and 2012, these employees are exceptionally comfortable with technology, and usually prioritize salary over benefits. They typically stay at a job for a few years, but tend to move on if they find opportunities with a higher salary and more flexibility.
They enjoy collaborating on projects and look to managers for clear direction and communication.
MILLENIALS
Born between 1981 and 1996, Millenials are the largest generation in the current workforce. They adopt new technology fairly quickly, as many digital platforms came about during their working years. They care about performance and want to know how their job fits into the overall scope of the company. Balancing their work/life personas is important to them.

Born between 1965 and 1980, they were shaped by the evolution of personal computers. Viewed as self-reliant and hardworking, Gen Xers are considered fiscally responsible.. They are comfortable with technology as well as face-to-face interactions.
These individuals have spent years in their career already and want their experience to be valued by managers. They appreciate the opportunity to give feedback to management in order to improve productivity.
BABY BOOMERS
Born after World War II through 1964, baby boomers are well-known for their strong work ethic. They value face-to-face interaction. Although they didn’t grow up with computers, they’ve adapted to using technology.
They participate well in group activities and appreciate a more formalized, structured working environments. They are often a great source of knowledge about their industry and appreciate the opportunity to share their expertise.
When dealing with a multigenerational workforce, it’s important to be sensitive to various work styles and communicate through a variety of channels, and to recognize the unique perspective of each employee. Understanding their motivation can help managers provide the appropriate incentives and assignments.
