Our people continue to make the Manawatū district a great place to live, work and play. Its all about local together. This edition of the On-Track magazine is all about connecting our people and supporting each other on the road to recovery. While our local economy maybe resilient and has seen growth over the last two years, times are tough and the impact of restrictions and inflation are hitting hard. Businesses, particularly retail, hospitality, accommodation and event companies have been hit hard. It is more important now than ever to: shop local – our businesses need your support. Become a tourist in your own backyard, explore what Feilding and the Manawatū District has to offer. Reach out to your neighbours. Don’t be afraid to ask for help. What is the Regional Business Partners (RBP) Network? RBP is a central government initiative designed to support small and medium-sized businesses looking to grow and innovate. There's no better place to call home than Feilding & Manawatū District. Our booming agriculture sector, record public and private investment, employment and population growth, has driven the performance of the district. The Manawatū District economy outperformed during 2021, with GDP growing by 9.2% to reach a total value of $1.45b.This compares with economic growth of 5.5% across the New Zealand economy in 2021. The robust economic performance of the District is down to the strength of our food export and manufacturing industries, large scale government investment and employment, and skyrocketing construction investment. The local economy has also fared better due to limited reliance on tourism and international education, relative to many other parts of New Zealand.

High commodity prices and sustained global demand are expected to continue to drive up profits for our dairy and red meat producers in 2022, even against a backdrop of rising costs and interest rates.

The value of building consents increased to a record $222m in 2021. This is a 73.4% increase on the value of building consents issued in 2020.

The strong performance of the local economy has generated broad-based employment opportunities and attracted new residents to the District, further supporting spending across local businesses. The number of children enrolled in schools in the District increased by 2.7% in 2021 compared with 0.03% growth across the country. The attraction of young families with children suggests an increase of much needed workers in their peak working years.

The number of residents in employment increased by 2.7% in 2021. This is an additional 523 local people in paid employment than the previous year. Labour markets are tight however, with the District's unemployment rate falling to 2.1% in the December quarter. At the same time, the number of NZ European Jobseekers increased sharply both here and across New Zealand. Vaccine mandates are likely to explain this jump in numbers, placing additional pressure on already limited access to labour. While the economic performance of the District will be well supported by the strength of our dominant industries over 2022, there are challenges facing the wider New Zealand economy. Inflation is at multi-decade highs with the costs of living forecast to rise by 6.6% over the March year (and these forecasts were prior to the Russian invasion of Ukraine which are pushing prices even higher). Against this context, domestic and global interest rates are rising strongly. All of this is converging to reduce disposable incomes, placing pressure on households and businesses. The underlying strength of the local economy will buffer our communities from the worst impacts of global economic challenges over 2022. However, there will still be those in our community who are more vulnerable to rising costs such as our elderly, low and middle income earners, and businesses and households that have high levels of debt. It is important for local government and our community agencies to understand these vulnerabilities as we navigate our way through 2022. Kyle Van de Bittner takes the reigns of Neighbourhood Support Manawatū and is set to continue connecting with the community. 2022 looks to be a year of growth for Neighbourhood Support Manawatū, with renewed efforts to build safe, resilient, and connected communities. To kickstart this growth, we’ve welcomed a new community engagement coordinator, Kyle Van de Bittner, who will take care of all thing’s community within our great district. Kyle’s journey to Neighbourhood Support Manawatū came from Outdoor leadership to Biotech to Carpentry to Mindfulness. He loves learning about what makes people of all ages and backgrounds feel alive! Originally from California, he has lived in NZ for 7 years and now considers Palmy and the greater Manawatū his home with his little family of four.

Kyle will be focused on connecting with all corners of our community to establish Neighbourhood Support groups and promote the Manawatū District Council in building community preparedness for civil defence emergencies. Civil Defence Register Do you have skills that would be useful in a civil defence response? An emergency response often calls for all hands-on deck. We’ve updated our database to capture specific skills that are most commonly required in an event. If you're a qualified tradesperson, engineer, have medical or first aid skills, or can operate specialised vehicles or equipment, and you’d be prepared to participate in an emergency response, please add your details.

Manawatū Community Trust is owned by the Manawatū District Council on behalf of the community of Manawatū. It was established as an independent Trust by the Council in 2008 and is a registered charity. The Trust was set up to promote and provide housing for the elderly and disabled residents of Manawatū and to promote the health and wellbeing of all Manawatū residents. It owns and manages 195 single bedroom flats in Feilding, four in Rongotea and six in Sanson. The Trust now has a resource consent to build a further 10 single

bedroom flats and two double bedroom flats in Feilding and hopes to have the construction of those completed by early next year. There is a very high demand for the Trust's flats from people who qualify as being on NZ superannuation, or a life-long disability benefit and who meet the very limited assets criteria. The Trust has set itself a target of setting its rentals at no more than 30 per cent of the income of a single superannuant in receipt of a government accommodation benefit. It does not receive any subsidies or grants from the Government but is able to receive loan money from the Council. Early on after its establishment the Trust was asked by the Manawatū District Council to assist with the amalgamation of health services in Feilding. The end result was that the Trust renovated the old maternity home in Duke St which is now the Feilding Health Centre. The building has become a major asset owned by the Manawatū Community Trust which is now renovating another building on the Duke St site as an extension to the health centre. The Trust is also proud to be able to support the Senior Hub of Manchester House Social Services and the MENZ shed.

Kevin and Janette Waugh are Feilding’s new Salvation Army officers and they’re looking forward to getting to know people, being available to hear their story and journeying with people.

Through their Community Ministries their dedicated local team of staff and volunteers minister to the community. People can donate items to the Feilding Family Store which are given to those in need or sold to raise funds with everything going back into the community. The Salvation Army foodbank helps with the basic necessities for those who need it most. And while it relies on donations too, it is also supported by their own flourishing community garden. Each Tuesday the garden welcomes in anyone who would like to help in the garden and learn about growing Captain Kevin and Janette have ministered in Kapiti food. The garden is an oasis that produces beautiful fresh Coast, Tonga, Nelson, Christchurch and his hometown produce and friendships. Manawatū Rural Support Service (MRSS) provides confidential home based information, referral, support and advocacy. This is a free, confidential service available to all individuals, couples, families, children and young people in rural Manawatū. MRSS provide assistance with accessing information, resources and services that may be able to meet your individual or family needs. We are also here to support during times of sickness, bereavement, unemployment, relationship breakdown or financial difficulties. MRSS offers support to help resolve loneliness, isolation or when struggling with personal difficulties. We organise and support programmes including workshops for specific needs such as parenting skills and development, women’s/men’s health, youth and teenagers and workshops requested by the community. MRSS inc is a unique not- for-profit organisation that specialises in supporting the stability and wellbeing of all rural people and works with the mission to visit, empower, provide free home based support services, where appropriate, and referrals to those in need in rural Manawatū. Our MRSS rural community workers are ready and available to help with any queries during the Covid 19 red traffic light restrictions, and can be contacted by phone or book to have a video session. We will maintain social distancing and use PPE gear with any in-person contact. We have moved our office to the Senior Hub at 14 Bowen Street, Feilding where you can contact our rural community workers who are available for free confidential information.

As organisers of the local Matariki Celebration, Delhia is hoping the Traffic Light System will allow them to stage their big annual production this year, one which brings all the local schools and businesses together. “They give so much awhi (care) and support to our community -it’s a beautiful celebration for everyone.

Creating programmes that benefit all whanau, individuals and cultures with a range of services from counselling, budgeting, facilitation, whānau hui, advocacy and Te reo Māori. WABFT Manager Delhia Mataka was with Manchester House for 20 years, 14 years as a volunteer budgeter and advocate, and six years as a paid councillor, prior to opening the whanau centre in 2012 where they offer unique programmes that places the wellbeing of people and families at the heart of everything they do. "When you see people going through challenges you want to help them. We’re about helping our families wherever there is a need, while offering a safe place to come without judgement. Budgeting is excellent and we can help with that, but better still when you have

the skills yourself to know, for example, how to prepare a dinner for $20 for six people?” One of the programmes offered for women and mothers is called Wahine Ataahua, or Beautiful Women, which helps empower women to grow as leaders to become more active in the home and community. A new course teaches skills that were traditionally learnt in the home, but not so much now. “It’s a good thing and a huge help to the whole whanau to know how to use your hands to good use for your whanau, and it gives confidence knowing how to make the money go further.” As organisers of the local Matariki Celebration, Delhia is hoping the Traffic Light System will allow them to stage their big annual production this year, one which brings all the local schools and businesses together. “They give so much awhi (care) and support to our community -it’s a beautiful celebration for everyone.” If you’re keen to become a volunteer and be involved in this very rewarding mahi contact Delhia.

Farmers and growers who are required to isolate or quarantine on farm or have staff self-isolating, can now get some extra support. The Manawatū Rangitīkei Rural Family Support Trust and a group of industry organisations are gearing up for the arrival of Omicron in our community. Farming can be stressful, particularly now when Covid 19 is present within the community, but we are here anytime you need support. We are rural people with a wide range of experience and knowledge, and we understand the complexities of farming life. The Trust is a charitable organisation set up in the mid 1980s. Covid19 on the Farm: If you receive notification from public health that you are Covid positive or have to isolate, you may be asked if you have any welfare needs. You can opt to elect the Rural Support Trust to assist you. Or you can contact us at any stage for support in managing the self-isolation challenge. We’re encouraging farmers to connect with others in their district to support each other. Now is the time to set

up support channels such as a communication tree, using group emails, WhatsApp, or Messenger groups. Providing Support: The Trust provides support in personal or business difficulties. Our people work to find options to manage these challenges. Often all that is needed is someone to talk with and listen to your issues. We can make a referral to professional help such as a farm or financial consultant, a lawyer, or a counsellor. Facilitating: We can work on your behalf with financial institutions, government agencies and farm advisors. Adverse Climatic Events: The trust is linked to the local Civil Defence team and can provide information and assist you getting help when adverse climatic events occur. This may include movement of livestock, financial or family support, labour or other needs during or following an adverse event.

MSD -We're here to help Here at the Ministry of Social Development (MSD), we’re focused on helping to build successful individuals and strong, healthy families and communities. We know the presence of COVID-19 in the community has caused interruptions to people’s livelihood and financial security. While we’ve continued with our usual support such as finding employment and providing income support, we’ve also new initiatives to support people, their whānau and businesses affected by COVID-19. Financial support for employers and small businesses The Short-Term Absence Payment is available to employers to pay workers who follow public health guidance and stay home while waiting for a COVID-19 test result. It’s also available to eligible selfemployed workers The Leave Support Scheme is available to employers to help pay employees who have been advised to self-isolate because of COVID-19 and can’t work from home. It’s also available to eligible self-employed workers. Hardship Support People struggling to meet essential costs such as rent, heating, and food may be eligible for hardship support from Work and Income. Increased income limits for hardship assistance through MSD have been

extended until 30 June 2022. You don’t have to be a client to receive this support. The assistance includes Special Needs Grants, Recoverable Assistance Payments or Advance of Benefit. Our Employment Services Our focus is to help people to move towards sustainable employment. We have MSD Work Brokers at each of our sites, including Feilding and Taihape. They may be able to assist employers with financial and other support to help them employ and train new staff. Flexi-Wage Flexi-wage provides financial support to help employers pay and support staff while they gain the skills for the job. It’s to help someone at risk of being on a benefit long-term and/or disadvantaged in the labour market get a job and the skills they need to do the job and stay employed. Apprentice Boost This initiative supports the wages of apprentices who are employed and in training – in the first two years of a TECapproved New Zealand Apprenticeship or Managed Apprenticeship. Since that time, TMFS have expanded to offer the following services: Men Living Free from Violence – this programmme supports men to build healthy family relationships based on equality and respect. Make great choices for you and your family by learning more about your own triggers and reactions, how to effectively manage emotions, communication skills, safe parenting styles and building self-esteem. Women Living Free from Violence – this programme aims to help women overcome the impact of violence in their lives and make safe and healthy choices for themselves and their children through discovering their strengths, creating healthy boundaries, communicating assertively and parenting safely.

Women Living Free From Violence Programme

Youth and Parenting Programme – At Te Manawa Family Services we believe all young people deserve to be cared for by a well-supported parent/caregiver as well as having support to understand and manage their emotions and behaviour. This 15 week programme works with the young person (8 to 18 years) and

their parent to create a healthy home environment. The parent/caregiver and young person each have their own facilitator and work through modules focused on communication, feelings and emotions, managing behaviour, self esteem, the difference between anger and violence and safety

planning. Any other support people are also welcome to attend regular goal setting and review sessions. Family & Whanau Support Service - This service is available to individuals, families and whanau where family violence has occurred. Our Family & Whanau Support Service social workers will meet to assess safety and risk, provide information, support and guidance to help maintain safe families and whanau. This is often a great addition to our other programmes. Anti-bullying Projects – The Antibullying Projects co-ordinator delivers the Stand Up, Speak Out programme in Intermediate Schools in the Manawatū as well as assists in the organising of community events for Pink Shirt Day, White Ribbon Day and Whanau Day. JOIN US GOOD FRIDAY! This year, the Feilding churches have organised a Stations of the Cross walk for Good Friday, 15th April. Our annual combined church service at the Civic Centre may have been called off this year due to COVID, but we have adapted and are excited to share the Easter story with you. In small groups or on your own, join us as we walk to different stations around Feilding, at each one hearing some of the Easter story and reflecting on what it means for us in 2022. More information and a map of the stations will be available closer to the date. This an initiative of the Feilding Christian Leaders Network – a collective of the Christian churches in town. FEILDING MULTICULTURAL GROUP The Feilding Multicultural group has been in existence for over a decade, supporting immigrants, migrants, and refugees in Feilding. We have a lot of people here from all over the world without wider whanau in Feilding, and we help those people meet others for mutual support and friendship. It started as a morning tea group, and that’s what it still is, we meet every Tuesday morning at the Feilding library, or at Spring Cafe if that’s not available. We have links to English Language Partners for lessons if needed, access to community gardens, and we do Christmas Parades and some trips away, to see more of beautiful New Zealand Aotearoa. We have our members a JP, who is happy to help with document witnessing, and others that volunteer for all kind of social services. Rapid Relief Team (RRT) displays care and compassion to people in crisis, providing free catering assistance and tangible support to emergency services, government, and charitable organisations. Our team of volunteers are locals and ready to serve where and when it is needed most in our local community. RRT is inspired by community spirit and the gift of giving by supporting the local community of Feilding and the area in times of need, supporting emergency & disaster relief, homelessness, youth, and health & disability. In addition to this RRT Feilding are also supporting our local community through various other means. RRT FOOD BOXES - Working with people in crisis is at the heart of what we do at the Rapid Relief Team (RRT). RRT have designed a Food Box which provides emergency food supplies for families and individuals in need, those from low socio-economic backgrounds and those affected by domestic violence. These Food Box parcels are being distributed into our community as an ongoing program by the Feilding Police. Families who have been affected by Covid and those displaced through natural disasters have also experienced the help of RRT by receiving Food Boxes to support them through their tough times. RRT FRESHSTARRT CARE KITS - The RRT Freshstarrt Care kit is a new initiative which is being rolled out to schools in our community this year.The kit is a RRT branded toiletry bag made up of basic personal hygiene products to provide students the necessities to improve their health and well-being. RRT has developed this programme where we will supply care kits 100% free of charge to schools that can be distributed to the students in need. We are focused on empowering youth who are victims of poverty or restricted circumstances, enabling them to realise their potential and allowing them to have access to essential hygiene items. Feilding Floods - RRT Feilding was ready to go when the call went out from the Civil Defence on the 15th December 2021, asking for food to be prepared and served to the local emergency personnel who were attending to call-outs relating to the floods. Very quickly, RRT set up in the centre of town with our purpose built BBQ trailer and provided gourmet burgers and drinks for the Feilding Fire Service. RRT Food Boxes were also provided at the Civil Defence EOC for displaced families and individuals.

200g Butter - 200g Dark Chocolate (chopped into pieces) - 150g

Caster sugar - 3 eggs (see The Free Rangers for farm fresh eggs) - 1 tsp Vanilla extract - 100g Flour - 1Tbsp Baking Powder - 4 Ripe fat Pears, such as Comice (available from Traceys Pears & The Sugar Pear Co) - 4 Tbsp Caster Sugar for sprinkling. Method:

Line a 24cm spring form cake tin. Melt butter then add chocolate and caster sugar – set aside for 15 minutes, stir and leave until cool. Beat eggs into cooled chocolate mixture, one at a time, until glossy – add vanilla and fold in flour and baking powder. Peel, halve and core pears. Sprinkle base with remaining sugar and arrange pears cutside down over sugar with stalk ends pointing towards the middle. Spread cake mixture over pears. Bake approximately one hour in 160 degrees Celsius fan bake oven.
