NEW JERSEY PAM GUIDELINES

New Jersey DEP’s Technical Guidance: Perimeter Air Monitoring for Sites Undergoing Remediation

The NJDEP’s Contaminated Sites Remediation and Redevelopment (CSRR) program published the Perimeter Air Monitoring (PAM) Technical Guidance for sites undergoing remediation effective June 2024

A Perimeter Air Monitoring (PAM) Plan will be required at contaminated sites where remediation activities generate potential air emissions exceeding 20 working days, within a 30-day period; and where off-site receptors may be impacted

• A PAM plan requires protection of off-site receptors during remedial activities such as soil disturbances, excavation and load out of material, and other such activities that can propel harmful particulates and other contaminants into the air, potentially impacting off-site receptors.

• A PAM plan requires the protection of off-site receptors are kept at levels protective of human health by monitoring and preventing unacceptable exposure from the inhalation of airborne contaminants from remedial activities at the site.

• The plan should outline the requirements and methods for executing and monitoring; and actions needed to address exceedances.

• The PAM plan will also give the opportunity for the consultant/investigative team to proactively reduce potential impacts to human health before they occur – with the use of real time monitoring and analytical air data. Real time data from the field allows assessment of air concentrations for previously identified COC’s and document HBTV exceedances.

• The PAM technical guidance includes a seven-step process for the development and implementation of a site-specific PAM. Types of contaminants, monitoring requirements, health-based threshold values, QA/QC requirements and documentation should be evaluated and included in the PAM; and will be subsequently included in the final report.
