CIoS LSIP – ANNEX A Further explanatory information on skills needs and data used This Annex provides additional and more detailed information about the skills needs identified in the LSIP. It contains sector and economic data and information about the key occupations and industries that are being targeted and maps them to the relevant SOC and SIC codes. We have also looked at Individual Learning Records (ILR) to discover what is being taught where and this allows us to see where the true gaps in skills provision are and where our providers can help. This section also provides more detail about the research carried out with businesses, stakeholders and training providers and how this links to the data sources that were used as both quantifiable evidence and a starting point to discuss and verify the real issues with businesses. All this adds up to support the final CIoS LSIP report and the actions and activities needed to improve our skills system and the skills of our workforce.

CONSTRUCTION - Implications for the LSIP Taken together, the evidence from our survey, data and talking to employers indicates that construction in CIoS faces a dual challenge: maintaining a pipeline of traditional trade skills while simultaneously building capacity in retrofit, digital and compliance-driven specialisms. Addressing skills shortages will require site-readiness training for entry-level workers, continued investment in retrofit and green skills provision, and clearer progression pathways from trades into supervisory, technical and leadership roles. Coordinated action is needed due to ageing workforce dynamics and rising technical demands which could widen skills gaps if not addressed by the LSIP. INSPIRE – Awareness and pathways Clear entry routes into electrical, plumbing and green construction trades are required, supported by increased FE capacity, employer engagement and the Building Cornwall Construction Skills Hub. TRANSFORM – Stronger routes into priority sectors Apprenticeship volumes must increase using CITB and levy incentives, alongside bootcamps for low-carbon installation and adult retraining. Progression from Level 1 into Level 2 should be improved.

INNOVATE – A modern technical education system Renewables, retrofitting, digital and communication skills should be embedded across all programmes, with development of HTQs and potential specialist centres such as scaffolding.

Interest from Government and local socio-economic evidence demonstrates that Critical Minerals represents a high-value, long-term employment opportunity for CIoS, but one that is exceptionally sensitive to skills availability. Addressing shortages will require a coordinated, forward-looking skills strategy, combining strengthened STEM pipelines, accelerated engineering pathways, agile short-course provision, and mechanisms for cross-sector skills transfer from Advanced Manufacturing, Energy and Marine.

Without early and targeted intervention, skills shortages—rather than planning or capital investment—are likely to become the primary constraint on sector growth during the 2026–2029 LSIP period, limiting Cornwall’s ability to capture the full economic and social benefits of this nationally significant industry.

INSPIRE – Awareness and pathways Clear pathways into mining, processing, environmental and engineering occupations are limited and should be strengthened through construction, engineering and environmental programmes aligned to the sector. Awareness of opportunities in sustainable mining and processing needs to improve through employer engagement and careers activity.

TRANSFORM – Stronger routes into priority sectors Flexible adult entry routes are required, including bootcamp-style provision for employees and career changers in areas such as processing, environmental management and digital data skills. Apprenticeship opportunities are currently very limited and need to be explored and developed as part of a targeted review.

INNOVATE – A modern technical education system Priority areas include embedding AI, automation, digital data analysis and sustainability skills into relevant programmes, alongside short modular provision focused on maintaining automated machinery and metallurgical processing.

THRIVE – Place based, inclusive and data driven delivery Employer relationships should be formalised through the Cornwall Mining Alliance, with a structured sector deep dive. RENWEABLE ENERGY - Implications for the LSIP The Renewable Energy sector presents a high-volume, high-urgency skills challenge for CIoS, with demand characterised by scale, technical complexity and timing risk. Addressing shortages will require co-ordinated regional planning across employers, providers and projects, investment in skilled trades and advanced technical pathways, and more agile training models capable of responding rapidly to project demand.

VISITOR ECONOMY - Implications for the LSIP The Visitor Economy faces a high-volume, high-churn workforce challenge rather than a narrow occupational skills gap. Addressing shortages will require interventions focused on work-readiness, retention and progression, including support for entry-level employability skills, supervisory and management development, and sector-specific induction and customer service training.

Without targeted action, workforce instability risks becoming a binding constraint on productivity, service quality and business sustainability within the Visitor Economy during the 2026–2029 LSIP period, despite continued demand and economic importance to CIoS. INSPIRE – Awareness and pathways Hospitality and tourism pathways should be made clearer geographically and occupationally, with curriculum co-designed with employers to reflect rapid sector change. There should also be an emphasis on changing the perception of the sector to encourage more people to see it as long-term career.

TRANSFORM – Stronger routes into priority sectors Adult retraining routes should expand, particularly chef training. Considered a good sector for unemployed and inactive adults to gain skills and confidence, pathways should be easy to access and appropriate and sit alongside opportunities in higher level and management apprenticeships.

INNOVATE – A modern technical education system Digital, AI, social media, customer service and menu design skills should be embedded across programmes, with exploration of higher-level hospitality management qualifications.

THRIVE – Place based, inclusive and data driven delivery Destination tracking by sector and occupation should improve, supported by employer coordination through the local visitor economy partnership.

AGRI-FOOD Implications for the LSIP The Agri-food sector in CIoS faces a multi-layered skills challenge, combining high-volume recruitment pressures in farm and processing roles with acute shortages in technical, engineering and leadership capabilities. Addressing these shortages will require improved sector visibility, strengthened early-stage pipelines, and targeted support for technical upskilling, retention and progression.

INNOVATE – A modern technical education system There is a need to develop specialist HTQs and degree-level provision in software development, data analytics and potentially electrical engineering, designed collaboratively with employers. CREATIVE & CULTURAL - Implications for the LSIP The Creative and Cultural sector in CIoS faces a distinctive skills challenge, shaped by project-based working, freelance careers and rapid technological change. Addressing shortages will require non-traditional workforce interventions, including improved work-readiness support, stronger digital and commercial skill development, and more agile, employer-led training models that reflect how the sector actually operates.

Without targeted action, skills gaps—particularly in business management, “createch”, digital marketing, production and leadership roles—risk limiting sector productivity, sustainability and progression opportunities, despite the Creative and Cultural sector’s importance to Cornwall’s economy, identity and attractiveness.

Defence-Led Growth and the Role of the CIoS LSIP Defence as a Strategic Driver of Skills Demand in the South West Whilst this sector has not been of individual focus in this LSIP, Defence investment has recently emerged as a major strategic driver of workforce demand across the South West peninsula and will cross over into many aspects of the CIoS economy, with both positive and potentially draining effects on CIoS. Recent UK Government commitments have confirmed Plymouth and HM Naval Base Devonport as a national Defence Growth Area, with long-term investment securing submarine, nuclear and advanced maritime capability for decades ahead.

This includes a £4.4bn+ programme of investment at Devonport, alongside a £50m Defence Growth Deal announced in April 2026 to accelerate job creation, innovation and skills development across maritime autonomy, advanced manufacturing, digital systems and AI-enabled defence technologies.

While the physical focus of this investment is in Plymouth and South Devon, the scale, duration and breadth of skills demand means its labour-market impacts extend well beyond city boundaries. Defence supply chains, workforce flows and training pipelines already operate across Devon and Cornwall and will intensify further as investment delivers at pace. There is opportunity for CIoS to benefit from enhanced training opportunities but also a danger that the workforce needed to deliver key investments in the county will be drawn in other directions, even if they are trained in CIoS. A Peninsula-Wide Skills System: Why CIoS Matters Recognising this reality, Plymouth, Devon, Cornwall and Torbay councils have agreed a formal cross-boundary Memorandum of Understanding to maximise the benefits of defence investment across the wider peninsula.

Skills and workforce development are explicitly identified within this agreement as priorities requiring coordinated action across local authority areas, education providers and employers. This positions Cornwall and the Isles of Scilly not as peripheral to defence growth, but as a critical component of the wider defence workforce ecosystem.

Defence-led growth at Devonport and across the South West reinforces the CIoS LSIP’s focus on marine, digital, manufacturing, construction and professional services. The LSIP enables Cornwall and the Isles of Scilly to act as a key skills and workforce partner supporting nationally significant defence investment, while delivering inclusive, high-quality economic opportunity for local communities.

For CIoS, defence-led growth has scope to reinforce – rather than redirect – existing LSIP priorities. Demand arising from Devonport and associated defence activity aligns directly with CIoS priority sectors, particularly:     

The CIoS LSIP therefore plays a key role in expanding supply, progression and retraining routes that support defence demand while simultaneously strengthening the resilience and productivity of the local economy.

Centre of Excellence for Defence Skills and Innovation in Devon

Defence investment in Plymouth is being underpinned by the development of new defence-focused centres of excellence, creating system-wide opportunities for skills and progression across the South West.

Most notably:    

Plymouth is home to the UK’s National Centre for Marine Autonomy, which is being significantly expanded through the Defence Growth Deal to support research, testing and deployment of autonomous maritime systems.

The Defence Growth Deal includes investment in advanced technical training capacity, with FE and HE partners developing around 60 new defence-related technical courses in engineering, manufacturing and digital technologies, explicitly designed with industry.

City College Plymouth is progressing a bid to become one of the UK’s new Defence Technical Excellence Colleges, a nationally significant initiative intended to anchor high-quality technical training for defence and associated industries.

The University of Plymouth, working with major defence employers including Babcock, is strengthening pathways from education into employment through formal partnership agreements, enhancing skills, research and innovation capacity linked to defence, energy and advanced manufacturing.

These developments create a hub-and-spoke model for defence skills across the peninsula, where Centres of Excellence concentrated in Devon are supported by wider feeder pipelines, retraining capacity and supply-chain capability located in Cornwall and the Isles of Scilly.

Alignment with CIoS LSIP Delivery

The CIoS LSIP has been designed to respond to structural, long-term demand rather than single-site investment. In this context, defence growth strengthens the case for:  Employer-led skills planning through sector networks (marine, digital, manufacturing)  Expansion of apprenticeships at Levels 3–6, including higher-level technical routes  Modular retraining and Skills Bootcamps for adults and career changers  Strong alignment between FE, HE and employer demand  Improved destination tracking to understand cross-boundary employment outcomes Importantly, this enables CIoS to contribute to nationally strategic defence priorities while ensuring local residents benefit from access to skilled employment, progression and high-value careers, whether jobs are located within CIoS or in neighbouring defence hubs.
