Cornwall & Isles of Scilly Local Skills Improvement Plan 2026-29 / Workforce and Skills Strategy Action Plan

The Roadmap

The following structure outlines the steps required to deliver the Local Skills Improvement Plan (LSIP) and the Workforce and Skills Strategy in one cohesive roadmap. It maintains the four pillars from the Workforce and Skills Strategy of Inspire, Innovate, Transform and Thrive with Good Growth and LSIP priorities underpinning the actions to achieve implementation . Designed as one clear roadmap for Cornwall and Isles of Scilly, this structure forms a joined-up roadmap that everyone can follow with no conflicting or confusing actions enabling the achievement of mutually agreed end goals for both the LSIP and the Workforce and Skills Strategy.

Our Shared Roadmap (Action Plan)

Each of our strategic pillars are supported by headline outcomes, priorities, actions and activities. These are structured around timescales, delivery owners, partners, outputs and success measures. The following table details the implementation plan for each.

It should also be noted that this roadmap is a live document. It is currently populated with the requirements and desired time frames of the plan. Engagement with the providers and stakeholders has already commenced. As the first element of the delivery stage, specific lead organisation(s) will be agreed and assigned for each activity. The” living” roadmap can then be updated with their detailed plans through the course of delivery. Further versions of this Annex B will be available through the timeline of this CIoS LSIP.

Outcomes – Key Performance Indicators

Informed by our vision for a thriving, inclusive and future-ready CIoS and underpinned by the 4 strategic pillars: Inspire, Transform, Innovate, and Thrive, we have established a suite of high-level Key Performance Indicators (KPIs) to measure the impact of our Workforce and Skills Strategy and CIoS LSIP.

These overarching KPIs reflect the outcomes that the CIoS Workforce & Skills Board, alongside Cornwall Council, ERB and its partners across the Duchy can collectively commit to achieving over the lifetime of the Strategy and are designed to make significant progress on the issues that matter most for our people, businesses and communities. A live dashboard will monitor these KPIs from an established baseline to track improvement along with information from real-time labour market intelligence and stakeholder feedback.

Embedding robust measurement and monitoring into the delivery of our CIoS Workforce and Skills Strategy and CIoS LSIP, brings a wide range of benefits as well as being recognised as best practice. The CIoS Workforce & Skills Board will lead on a purposeful approach to tracking progress, considering it essential as it enables us to:

 Gain up-to-date insights into local trends and conditions

 Demonstrate transparency and shared responsibility among partners

 Inform and improve decision-making and strategic planning

 Foster learning and the exchange of knowledge across organisations

 Recognise and value progress in both social and environmental outcomes

 Advocate for our priorities and highlight the impact of focused action

 Identify where interventions are driving meaningful change

Monitoring Approach and Governance

To support the implementation of the CIoS Workforce and Skills Strategy and CIoS LSIP, a live performance data dashboard will be created. This dashboard will provide a central resource for monitoring key metrics and progress, allowing stakeholders to review developments and identify areas needing further attention or support. While available data will be prioritised, our Strategy is reliant on external organisations for many of the data sources; therefore, any changes in data continuity or release schedules are beyond direct control and may require consideration of alternative relevant data sources or KPIs. TheremayalsobeopportunitiesfortheWorkforceandSkillsBoardandERBtoaccumulate and commission additional insights e.g., through qualitative research such as industry sector deep dives or administrating surveys.

Real time Labour Market Information (LMI) will be used and by accessing the most up to date LMI, we can gain a clear understanding of the current local employment landscape,

emerging trends and potential skills gaps, thus allowing us to respond proactively to changes in the market.

The Workforce and Skills Boardwilllead onconducting anannual review of the Workforce and Skills Strategy. As implantation is shared with the CIoS LSIP this will also link to the ongoing monitoring of the shared Workforce and Skills Strategy and CIoS LSIP roadmap supportedby the ERBand the members of the CIoS LSIP Employer /Sector SteeringGroup. All parties will address progress against our objectives, reflect on delivery outputs that show actions and activities are being delivered, achievements andany lessonslearnedand make any necessary adjustments. This annual review process will ensure that our joint approachremainsrelevantandeffectiveinthefaceofevolvingUKpoliciesandfundingand national and regional economic and social conditions.

Thisalignmentwillhelpustomaximiseopportunitiesforcollaboration,ensureconsistency in our approach and contribute towards broader national objectives for skills and employment.

The monitoring of KPIs will be undertaken through a mix of:

 Annual monitoring and analysis of each indicator

 Annual reporting on the performance of each indicator

 Tracking performance over time against a first-year base line

 Benchmarking against comparator regions

 Deeper analysis where possible (e.g., by location, age, gender, ethnic background and disability).

Finally, we will strengthen our feedback mechanisms to capture insights and experiences from all stakeholders, especially employers. By actively seeking and responding to feedback,we cancontinuously improveourdelivery,fosteraculture oflearning andensure that our CIoS LSIP and Workforce and Skills Strategies remain responsive to the needs of the local community.

Making it Happen

The successful delivery of the shared strategies is founded on robust partnership working, clear accountability, transparency and strong governance. All stakeholders share responsibility for implementing the Strategy, with an emphasis on collaborative action, resource pooling and leveraging expertise across the network.

 Operational Oversight: The ERB and Cornwall Council’s Skills Team will coordinate delivery, monitor outcomes and outputs and provide regular reports to the Workforce & Skills Board and the CIoS LSIP Employer/Sector Steering Group. This includes close collaboration with all other partners to ensure activities align with strategic objectives and that all contributing actions are recorded.

 Data-Driven Decision-Making: The ERB and the SAs Skills Team will establish and manage clear processes for collecting and analysing data on key indicators, tracking both quantitative and qualitative measures. This evidence base will demonstrate progress, identify challenges, inform continuous improvement and support transparent oversight.

 Continuous Improvement Cycle: Regular performance reviews and achievements will be embedded. Partners will be accountable for their specific areas, under the overall ownership of the Workforce and Skills Board (WSB), ensuring timely interventions and adaptive responses. The ERB and CIoS Employer / Sector Steering Group will feed into theWSBtoensurethattheemployervoiceiscentraltoCIoSLSIPactivitywhichembeds delivery of the CIoS LSIP with our shared roadmap, wider funding and governance process of the SA and key providers.

 Stakeholder Engagement and Co-Design: Incorporating input from individuals with lived experience, partners will co-design solutions and actively advocate for positive outcomes. Regular provider delivery forums and stakeholder engagement events will be established to exchange best practice, identify emerging challenges and develop innovative solutions.

 Integrated Employment and Skills Pathways: Clear pathways will be provided for residents at every stage of their working lives. Collaboration with employers and sectors will support access to quality jobs and careers, with Cornwall Council developing evidence-based approaches to inform funding decisions.

 Anchor Institutions and Employer Role: Anchor institutions and employers will lead by example, creating opportunities within their organisations and through their supply chains, contributing to a committed and skilled workforce.

 Learning Providers’ Contribution: Education providers will adapt to employer needs, raise aspirations and support residents in achieving sustainable careers.

 Individual Commitment: Individuals will be encouraged to take ownership of their own skills development, especially in digital and transferable skills, to raise their skills and qualification levels to remain highly employable and adaptable as the labour market evolves.

 Measuring Broader Impact: The Workforce and Skills Strategy will recognise and measure wider impacts such as social value, wellbeing, inclusion and sustainability, alongside traditional employment and skills outcomes that will be required by the CIoS LSIP. This shared approach adds a further dimension to our CIoS LSIP reporting

 Celebrating Success: Achievements and contributions of partners and individuals will be actively celebrated to maintain momentum and foster shared ownership.

In summary, or shared delivery will be underpinned by strong governance, effective partnership working, ongoing data analysis, transparent reporting and inclusive stakeholder engagement. These elements will ensure the Strategy remains dynamic,

responsiveandfocusedonachievingmeaningfulchangeforindividuals,employersandthe wider community.

Governance

Effective governance is critical for ensuring delivery, fostering commitment, and maintainingaccountability.WithintheframeworkoftheGovernanceforallofCornwalland Isles of Scilly, The Workforce & Skills Board (WSB) will report to, and coordinate with, the Economic Forum and Sector Boards in order to leverage broader input, cultivate relationships, and benefit from their expertise and insights. The ERB sits around the WSB tableandisthelinkwiththeCIoSLSIPandtheCIoSLSIPEmployer/SectorSteeringGroup, which is the private sector, general employer led, driver behind delivery of the CIoS LSIP.

This ensures co-ordinated delivery of the CIoS LSIP in tandem with the Workforce and Skills Strategy in one roadmap that is monitored and steered by all parties in a collegiate approach to skills improvement. The diagram below illustrates these relationships.

Conclusion & Next Steps

Next steps are to ensure that all partners are clear about their responsibilities, levels of accountability,timescales and requiredoutcomes forthe activitiesdescribed. Progress will be monitored and the plan will be subject to regular review by both delivery and governance partners with a focus on required landmarks in achieving our shared KPIs and solving issues or dealing with any barriers that arise in real time. The CIoS LSIP Employer / Sector Steering Group (including training providers for consultation) and the Workforce and Skills Board will take overall leadership to ensure continued effectiveness, good communication and a holistic view of the success of the whole plan .
