From the Health Officer “As the Health Officer and Administrator for FDOH-Escambia, I have enjoyed leading FDOH-Escambia though this first year of our third century of public health service to the residents and visitors of Escambia County. I am excited to be part of such a dedicated and dynamic team!

Marie Mott began her career with the Department in 2007 as a senior public health nutritionist for FDOH-Escambia.

She served as FDOH-Escambia’s public health communications manager until 2019, and then as the Communications, Health Education, and Nutrition Division’s director until her appointment as the Health Officer and Administrator for Escambia County. Prior to entering the public health field, Mott practiced clinical dietetics in the areas of critical care nutrition, nutrition support, and medical nutrition therapy for chronic disease management and prevention.

Mott holds a Bachelor of Arts degree in both History and Political Science from the University of Montevallo, a Doctor of Jurisprudence from the University of Alabama School of Law and a Master of Science in Human Nutrition from the University of Alabama College of Human Environmental Sciences. She maintains her credentials of attorney and counselor at law, registered dietitian, licensed dietitian/nutritionist, and certified specialist in sports dietetics.

FDOH-Escambia saw yet another impactful year in public health. This year’s report accounts a variety of changes and challenges, including the establishment of a collective impactbased community collaboration, a community health needs assessment, and our continued response to the COVID-19 pandemic.

Escambia County, FL Protecting, Promoting, and Improving the Health of Our Community Where we are born, grow, live, work, play, learn, and age all impact our health. These social determinants of health include socioeconomic status, education, employment, neighborhood and physical environment, and access to health care and social support networks. Each of these factors together create unique community health service needs.

This assessment involves surveying community residents for their perceptions of the community, identifying health top ten causes of death, assessing capacity of the public health assessment, and identifying forces in our community that affect all those factors.

In order to respond to the needs of the community, FDOHEscambia partners with numerous governmental and non-governmental organizations to protect and improve the public’s health. Notable partnerships include area hospitals and medical facilities, infectious disease practitioners, the University of West Florida, Pensacola State College, the Escambia County School District and Early Learning Coalition, emergency management, law enforcement, City of Pensacola, Emerald Coast Utilities Authority, Healthy Start Coalition, Opening Doors Northwest Florida, Naval Air Station Pensacola, Community Health Northwest Florida, Boys’ and Girls’ Club, and many more.

This year, during the survey phase, our organizations partnered with the Haas Center at UWF to provide a survey with dissemination and analysis. Over the two-month period, over 3,000 responses were collected. This is more survey responses than our previous needs assessment process in 2018. During analysis Dr. James Mead used census data to weight responses for populations that were underrepresented in the data.

This analysis technique weights underrepresented population data more heavily and helps minimize the effects of having more survey responses from other populations. For example, although 63% or respondents were female, we were able to gain a better picture of the male perspective by weighting male survey responses. Community Health Planning During COVID-19 During 2021, community partners have been working towards creating a healthier and more equitable community. This year we began data collection and analysis efforts for the development of the community health needs assessment. This assessment will identify most 1

Births and Deaths in 2020 Vital statistics play an important role in community health assessment and improvement.

FDOH-Escambia’s vital statistics office maintains these records by issuing and reporting birth and death certificates. The data collected from these certificates is used to track death and disease for Escambia County residents. Demographics Escambia County, Florida is the 21st (out of 67) most populous county in the state, with 1.5% of Florida’s population. Escambia County boasts a strong military presence with four naval facilities located within the county, including Naval Air Station Pensacola, Corry Field Station, Saufley Field Station, and Naval Hospital Pensacola. Military and Civil Service, education, health care, and retail are primary employment industries.

COVID-19 Pandemic The impact of the COVID-19 pandemic has demonstrated FDOH-Escambia’s continued commitment to public health. FDOH-Escambia staff have had and continue to have an important role in keeping the public safe and healthy amid the COVID-19 pandemic.

Below is a snapshot of how the pandemic progressed and FDOHEscambia’s response to COVID-19 in our community.

World Health Organization classifies a new variant, Omicron, as a variant of concern after it was first reported by scientists in South Africa.

The variant has several mutations in the spike protein that concern scientists around the world.

The CDC changes its recommendations for COVID-19 vaccines to make clear that shots made by Moderna and Pfizer/BioNTech are preferred over Johnson & Johnson’s vaccine.

The CDC shortens the recommended times that people should isolate when they’ve tested positive for COVID-19 from 10 days to 5 days if they don’t have symptoms – and if they wear a mask around others for at least 5 more days. The CDC also shortens the recommended time for people to quarantine if they are exposed to the virus to a similar 5 days if they are vaccinated.

FDOH Escambia Partners with Pensacola Blue Wahoos to Offer InGame COVID-19 Vaccines FDOH-Escambia, in partnership with the Pensacola Blue Wahoos, first offered free COVID-19 vaccines to fans at a Blue Wahoos game on Tuesday, May 11. Single-shot COVID-19 vaccines were available to eligible fans ages 18 and up. No appointments were necessary for fans attending the games. The team administered a total of 16 vaccines on the first day.

Additional dates were set through the months of May and June.

“This collaboration with the Pensacola Blue Wahoos was not only a great opportunity to increase vaccinations in our community but also a model of the vital role that partnerships play in our public health system,” notes Marie Mott, Health Officer and Administrator for FDOH-Escambia. “The COVID-19 vaccine is an important tool to stop the spread of COVID-19, and I encourage all eligible persons to get vaccinated.”

The Blue Wahoos were “so excited for the opportunity to work together with the Florida Department of Health to offer vaccines to our fans,” Team President Jonathan Griffith said.

“Helping get Pensacola vaccinated meets our mission as an organization to improve the quality of life in our community.

I’m so excited about this chance that I’ve committed to get vaccinated myself on the dugout during the seventh inning stretch while singing “Take Me Out to The Ballpark!”

Clinical Health Clinical health programs link the community to the personal health services they need either by directly providing those services or by making referrals to other community resources.

Programs include a medical clinic providing primary care for children and adults, family planning services, immunizations, and sexually transmitted disease (STD) testing and treatment.

Family Health Clinic The Family Health Clinic provides primary care for children and adults. Services include sick and well child exams, adult annual check-ups, management of chronic diseases, such as high blood pressure and type 2 diabetes, and lead testing.

Appointments for both preschool and grade school entrance physicals are also available.

Immunizations Clinic The Immunizations Clinic provides vaccines for children, adolescents, and adults. Prior to entry into Florida care facilities or attending school (kindergarten through 12th grade), each child is required to have a Florida Certificate of Immunizations, or DH 680 form, on file documenting age-appropriate immunizations. Immunizations for adolescents include shots required for entering 7th grade and college. The FDOHEscambia Immunization Clinic is also a designated travel center, providing consultations and immunizations to travelers.

Immunization records may also be obtained for students transferring out of state, child care, or school enrollment.

Sexually-Transmitted We Care Referral Disease (STD) Clinic The We Care Referral program The STD Clinic provides testing and treatment for individuals exposed to sexually-transmitted diseases, such as syphilis, HIV, chlamydia, and gonorrhea.

Registered nurses and clinicians also provide prevention education and counseling in a confidential setting. The clinic has two credentialed STD nurse clinicians to facilitate fasttrack services when needed.

The program helps to meet a critical gap in health care access to those who otherwise would not receive care or would seek care in emergency departments and further contribute to the current health care burden of hospitals and their communities. Potential clients are screened for residency and income. If eligible, staff refer them to a participating physician or hospital to receive care.

Improved Pregnancy Outcome Program (IPOP) IPOP links pregnant women to medical care and other services in the community. Nurses screen women for potential problems or risks and provide education to promote healthy behaviors during pregnancy.

Staff assist women with Medicaid applications for Presumptive Eligibility for Pregnant Women (PEPW), provide referrals to the Women, Infants and Children (WIC) program, and assist in establishing regular prenatal care with a local physician or clinic.

Wellness Programs Wellness Programs focus on preventing chronic diseases such as diabetes, heart disease, and cancer.

Many of our programs promote healthy behaviors such as quitting tobacco products, eating a balanced diet, and being physically active. FDOH-Escambia has a team of subject matter specialists consisting of health educators, nutrition educators, and registered dietitians working to create informational materials and deliver presentations to the community.

Staff provide screenings, education, interventions, referrals, and other support services for individuals and families. Services are aimed at reducing risk factors and modifying behaviors to prevent chronic disease and promote optimal health for all residents. These programs, aimed at early detection and prevention of common health problems, serve individuals throughout each life stage, with special services for pregnant women, infants, and children.

Health Information (HI) Network The HI Network aims to improve the health of our community by providing residents with evidence-based information on factors that can affect health.

Faith-based organizations play a key role in improving the health of their congregation members as well as community residents through health promotion and disease prevention. Since 2016, HI Network program staff has provided faith-based organizations with important health information in the form of toolkit modules, featuring educational presentations, print materials, and short messages to share with members via social media, email, or church bulletins.

Diabetes Prevention Program The PreventT2 Lifestyle Change program began in 2016 and is part of the CDC’s National Diabetes Prevention Program (DPP). DPP has been proven to help participants make modest lifestyle changes and reduce the risk of type 2 diabetes by more than 50 percent. The program’s goals are to aide participants in reducing body weight by at least five percent and reaching a minimum of 150 minutes of moderate-to-intense physical activity per week. FDOHEscambia’s program achieved full recognition through the CDC in 2018, which signifies that, on average, the participants who enrolled meet the program goals of regular attendance, physical activity, and weight loss.

CDC Full Recognition for its diabetes prevention program, PreventT2 Lifestyle Change Program. This designation is reserved for programs that have effectively delivered a quality, evidence-based program that meets all standards for CDC recognition. PreventT2 is part of the National Diabetes Prevention Program, led by the CDC and proven to help people with prediabetes prevent or delay development of type 2 diabetes.

This continued achievement demonstrates the success of the lifestyle change program, with a commitment to reducing the preventable burden of diabetes within the community and nationally. Since January 2021, 24 participants enrolled and attended at least one session.

Continued CDC Full Recognition (Pending recognition for the Online program)

Virtual DPP In January 2021, FDOH-Escambia began offering the CDC’s National Diabetes Prevention Program (DPP) completely online. To facilitate the program online, FDOH-Escambia’s DPP cohorts utilized the Health and Lifestyle Training (HALT) Diabetes software platform, provided by the ProVention Health Foundation, in partnership with the National Association of Chronic Disease Directors (NACDD). The platform includes the CDC-approved National DPP video-based curriculum, participant and coaching dashboards, mobile apps, photo food-logging, and data collection and reporting functionality.

This new platform allows our organization to continue offering the program safely to the community at a distance.

5-2-1-0 Healthy Escambia!

As part of our local chronic disease prevention efforts, the 5-2-1-0 Healthy Escambia!

Program actively promotes daily healthy behaviors of 5 fruits and vegetables, 2 hours or less screen time, 1 hour of physical activity, and 0 sugary drinks in various community settings, reaching audiences of all ages.

Promoting Summer Safety at Pensacola Splash Pad Event FDOH-Escambia’s health education team members participated in the City of Pensacola Parks and Recreation Legion Field Splash Pad event on Saturday, June 26, 2021. The event was held to celebrate the grand re-opening of Legion Field and the completion of the Legion Field Improvements Project. Our health education team provided participants with health information about summer safety, outdoor safety and water safety. Promotional materials distributed included sunscreen, Chapstick, sunglasses and water misters, all of which encourage healthy, safe outdoor activity. In total, approximately 250 children and parents attended the community event.

School Health Education The School Health Program focuses on education helping children, families, and school personnel increase physical activity, improve nutrition, prevent the spread of infectious disease, and reduce teen pregnancy. Our team of Registered Nurses deliver presentations on a variety of topics to elementary, middle, and high school students in Escambia County.

School Health continued to promote our 5-2-1-0 Healthy Escambia! education program.

The 5-2-1-0 Healthy Escambia!

Program actively promotes healthy behaviors of eating 5 or more fruits and vegetables every day, 2 hours or less of screen time per day, 1 hour or more of physical activity per day, and 0 sugary drinks. This program is also promoted in various community settings, which allows us to reach audiences of all ages.

This year, School Health nurses assisted the Escambia County (Florida) School District in meeting their mandated Kindergarten and 7th grade record review requirements by completing 6,175 record reviews.

This assures students are up-todate with their immunizations and allows students to be in school and ready to learn.

FDOH-Escambia School Health nurses also transcribe out-ofstate immunization records for new and transferred students throughout the school year. By partnering with the Escambia County School District, our nurses are able to identify students that may have fallen

behind in their immunization requirement and provide support to bring them up to date in a timely manner.

FDOH-Escambia School Health nurses collaborated with the Escambia County School District to administer Flu-Mist vaccines at seven middle schools. In addition, our nurses offered Tdap vaccines to those students who had not yet received their required 7th grade dose. FDOH-Escambia is dedicated to protecting children in our community from vaccinepreventable diseases, while also helping the state of Florida reach statewide immunization goals.

Throughout the pandemic, School Health continued to work closely with our local schools in Escambia County to identify positive cases of COVID-19 and help minimize the spread.

To help provide for a healthy environment, HEPA filtration systems, along with replacement filters, were purchased for all public and charter schools in Escambia County.

Tobacco Free Florida Escambia The Tobacco Free Florida in Escambia County (TFF-Escambia) program encourages tobacco use prevention and behavior change through media and marketing, policy change, group counseling, community presentations, and activities that engage youth. Amid the global pandemic, TFF-Escambia switched to a virtual based workplan and adapted to changes in COVID-19 protocols.

Students Working Against Tobacco Since January 2021, TFF-Esambia has reached 25,000 youth via social media campaigns, marketing ads throughout the county, and virtual meetings and trainings. The Statewide Students Working Against Tobacco (SWAT) meeting took place virtually on June 15-16, 2021. Two youth from Escambia County SWAT participated in this two-day event. The theme of this year’s meeting was ‘Game Over.’ Topics from the meeting included Health Equity, Get MAD Smart, Social Media Training and Engaging Youth Virtually. Also, a SWAT regional training was held on October 23, 2021. Two Escambia County youth attended the virtual regional meeting.

Through the use of technology and the students’ willingness to participate, 12 SWAT meetings were held virtually via Zoom and GoTo Webinar.

TFF-Escambia continues to partner with AHEC of West Florida to provide cessation services for those in need.

Cessation classes are held virtually or in person (as long as safe social distancing measures allowed) as a resource for those interested in kicking their habit.

In 2021, 455 Escambia County residents benefited from inperson or virtual cessation classes administered by West Florida AHEC. Of those, 350 were referred from Behavioral Health and 115 were referred from General Population.

Increasing Cessation Services TFF-Escambia identified CAN Community Health as a partner for increasing cessation access across healthcare systems.

The goal is to further CAN’s tobacco use screening protocol, determine interest in adopting a formal cessation referral policy and determine training needs in the upcoming year.

TFF-Escambia Hosts E-Cigarette and Youth Town Hall Part 2 TFF-Escambia hosted Part 2 of the E-Cigarette and Youth Town Hall on Tuesday, July 13, 2021 in Pensacola, Florida. The discussion took place with local decision-makers, school faculty and staff, community members, and influencers providing key insight into this issue. TFF-Escambia focuses on youth-based programs and used this opportunity to engage youth in our community. The discussion began with an introductory presentation about Electronic Nicotine Delivery Systems (ENDS) followed by an open discussion on the impact of ENDS usage and possible solutions to curtail the impacts of this epidemic in Escambia County. Attendees also learned about marketing and social media and participated in trivia.

Healthy Start The Healthy Start program aims to reduce infant mortality, reduce the number of low weight babies, and improve the health and developmental outcomes for all Florida babies. Services are provided regardless of socioeconomic status to ensure early interventions/care to prevent or minimize adverse outcomes. Care coordinators provide education, support, and guidance to pregnant and postpartum women, women who have experienced a loss, and women who have a child under age three. Program staff also work to connect families to community resources.

Any woman can elect to be screened by their OB provider, or can self-refer for eligibility during pregnancy, at the time of delivery, or before their child reaches age three. The confidential screening helps to identify women and infants who may have a greater risk for poor health outcomes.

Adapting Services Amid COVID-19 The Healthy Start program has continued to provide services during the COVID-19 pandemic with continuation of virtual and telephonic visits. The program was able to distribute diapers, wipes, formula and pack and play cribs to our clients using contact-less delivery.

Healthy Start Services Since January 2021, Healthy Start has provided services to 646 prenatal/postpartum women and infants/children, with a total of 7,556 direct services provided. These services include initial client assessments, care coordination, education, support, and guidance. Healthy Start also made over 300 referrals to community resources to help meet our aim of reducing infant mortality and reducing the number of low weight babies.

Safe Sleep Environment Healthy Start continued the mission to help prevent sleep-related infant deaths by educating parents and caregivers on the importance of practicing safe sleep. Education was provided using handouts, web links and telephone calls.

The Healthy Start Program and the Healthy Start Coalition collaborated to provide 141 pack and play cribs and safe sleep kits to families at no cost, allowing these families to provide safe sleeping environments for their infants. Healthy Start Care Coordinators provided non-contact deliveries to the client home and used text links to demonstrate pack and play crib set-up and safe sleep education. The program aims to reduce sleep-related deaths.

WIC The WIC program serves pregnant and breastfeeding women, infants, and children up to age five. Each participant is counseled by a registered dietitian, or other trained nutrition staff, and provided an electronic benefits transfer (EBT) card to purchase prescribed healthy foods. Foods are selected based on individual needs and include milk, cheese, juice, eggs, fruits and vegetables, whole grain breads and pasta, brown rice, yogurt, and baby food and infant formula. Participants may use the EBT cards at local participating grocery stores and farmer’s markets.

Breastfeeding Support Every pregnant woman enrolled in WIC receives information regarding the benefits of breastfeeding. Peer counselors are assigned to women who express an interest in ongoing support. Counselors remain with these women throughout pregnancy and during the first few months following birth.

Breast pumps are loaned to nursing mothers who return to work or school or have an infant in the hospital. Staff also work with businesses and child care centers on how to develop breastfeeding-friendly policies and support nursing women in their organizations.

Infectious Disease Our infectious disease service staff identify and monitor infectious disease outbreaks in the community.

Working with area physicians and other community partners, our staff investigate outbreaks of foodborne illness, as well as locate and refer people who have been potentially exposed to tuberculosis (TB), HIV, or other sexually-transmitted diseases to local services. Staff also monitor disease outbreaks in the community, such as flu and other respiratory illnesses.

Epidemiology The Epidemiology program seeks to prevent disease transmission in the community through surveillance, contact investigations, and education.

Staff investigate reportable diseases to determine the source of the disease, the time and mode of transmission, and the number of people potentially exposed or impacted.

Area 1 STD The Area 1 STD program provides many services to persons in Escambia, Santa Rosa, Okaloosa, and Walton counties in Northwest Florida, including prevention services, disease surveillance, education, testing, and treatment. FDOH-Escambia is proud to announce Disease Intervention Specialists (DIS) CheBreia Gibbs and McKenna Hyman have been recognized for their outstanding work in the field of Sexually Transmitted Disease (STD) intervention. CheBreia Gibbs was honored with the 2021 Tommy Chandler DIS Excellence Award, and McKenna Hyman received the Tommy Chandler Honorary Recognition Award. The Tommy Chandler DIS Excellence Award is presented to a DIS staff member in recognition for outstanding dedication and supreme service as a DIS to the citizens of Florida. Area 1 HIV/AIDS

Perinatal Linkage

The Area 1 HIV/AIDS program is a regional program covering four counties (Escambia, Santa Rosa, Okaloosa, Walton) that provides disease surveillance, prevention services, education, counseling, testing, training, referral, perinatal linkage, contract management, technical assistance and support to community-based organizations and health care facilities.

The Perinatal Linkage Program is an important component of the Area 1 HIV/AIDS Program. The goal is to reach pregnant females who have HIV to ensure that they are in care, that they keep and make all their appointments, and that they are adhering to their medication regimen to reduce the chance of vertical transmission.

Services for HIV positive individuals who are uninsured or under-insured are provided through the AIDS Drug Assistance Program (ADAP), which offers life-saving medications and adherence counseling. In 2021, FDOH-Escambia’s ADAP provided services to 270 active clients. In addition, the HIV/AIDS program oversees Ryan White Part B contracted providers for direct care and support services such as HIV specialty care, oral health, and mental health.

The HIV/AIDS program also oversees the Housing Opportunities for Person with AIDS (HOPWA) contracted provider that works to prevent the condition of homelessness from occurring to individuals and families living with HIV/ AIDS; or if already homeless, to transition individuals and families back into stable housing as soon as possible using various strategies such as Short-Term, Rent, Mortgage, Utilities (STRMU) Assistance, Tenant-Based Rental Assistance (TBRA), Transitional Housing, and Permanent Housing Placement (PHP).

Community Outreach Community outreach is an integral part of the HIV program’s mission, and the use of its mobile unit served to move testing from the traditional to the nontraditional setting, making HIV testing more accessible. This is very important considering fewer than 40% of individuals in the country have ever been tested for HIV, according to the CDC. The program used its mobile unit during its barber shop tour initiative providing testing on the grounds of six different barber shops in which 48 individuals were tested over a two-week period. The mobile unit was also used at four other community outreach events in which 53 individuals were tested.

Community Engagement Notwithstanding COVID-19, the HIV program worked to keep the HIV prevention message in the forefront. Staff gave seven radio interviews in 2021, the program conducted a 6-week billboard campaign touting the undetectable equals untransmittable (U=U) message which was unveiled during a U=U press conference, prevention messages were also placed on the city buses, and developed prevention messages on tri-folds display boards which were placed at Pensacola State College, University of West Florida, barber shops, the downtown library, several area housing complexes, and at FDOH-Escambia itself.

Tuberculosis Prevention and Control The Tuberculosis (TB) Prevention and Control program staff collaborate with clinicians throughout Escambia County, Florida to ensure that persons diagnosed with TB receive effective and timely treatment and additional contacts who are potentially exposed to the disease are evaluated and treated as needed.

The TB case rate for the State of Florida increased 21% from 2020 to 2021. In 2020, the State of Florida reported 413 TB cases and in 2021, a total of 498 TB cases were reported. These numbers represent a decrease of 11% from 2019 to 2021. The State TB office in Tallahassee is suspecting the lower case rate is due to COVID-19 and the variants that were reported in 2021.

In 2021, the focus on Infectious Disease was COVID-19 and its variants. A total of 6 infectious TB cases were reported in 2021.

Fourteen contacts were treated for Latent TB infection. The TB program evaluated 103 contacts to cases, completed 393 nursing assessments, completed 775 directly observed therapies, performed 99 IGRA blood tests and 37 tuberculin skin tests.

Registered Nurse, Pamela Nelson, presented a Lunch and Learn for the SNTC (Southeastern National Tuberculosis Center) on Therapeutic Drug Monitoring on December 2, 2021. There were 73 participants from 11 states in the SNTC region.

For World TB Day on March 24, 2021, the TB Program focused on educating the community about using 3HP to treat Latent TB infection before it becomes active infectious disease.

Environmental Health Environmental Health (EH) programs conduct inspections, issue permits and licenses, enforce statutes and codes, and respond to questions regarding environmental concerns. Staff use education and training in natural, physical, and environmental sciences to promote and improve the community’s health through monitoring and controlling environmental factors.

Water Quality, Environmental Healthy Beaches, and Health Facilities The Environmental Health Swimming Pools The Water Quality, Healthy Beaches, and Swimming Pools program regulates drinking water for residential and multifamily units and limited-use drinking water systems under the provisions of Chapter 64E-8, F.A.C. as well as the construction and operation of public swimming pools.

This program also monitors bacteriological water quality of Escambia County, Florida’s beaches, bays, and bayous.

Facilities program routinely inspects community facilities to promote and ensure safe practices and prevent the spread of infectious diseases of environmental origins. Staff also investigate rabies and animal bites and respond to complaints and sanitary nuisances.

Petroleum Cleanup Section FDOH-Escambia’s Environmental Health Division’s Petroleum Cleanup Section maintains a contract with the Florida Department of Environmental Protection (FDEP) entailing the assessment and remediation of petroleum-contaminated sites across seven (7) counties including Escambia, Santa Rosa, Okaloosa, Walton, Holmes, Washington, and Bay counties.

The Petroleum Cleanup Section is actively working 376 petroleumcontaminated sites, with 30 of those sites receiving a Site Rehabilitation Completion Order (SRCO) since January 2021. The goal of the Petroleum Cleanup Program encompasses both the FDOH’s mission to protect, promote, and improve the health of all people in Florida and the FDEP’s goal of protecting our valuable groundwater resources.

Storage Tank Compliance and Petroleum Cleanup The Storage Tank Compliance program is designed to protect our drinking water aquifer and surface water bodies in Florida from risks associated with regulated storage tanks, specifically, petroleum tanks.

Inspections are performed in Escambia, Santa Rosa, Okaloosa, Walton, Bay, Holmes, and Washington counties. The Escambia Petroleum Cleanup program covers the same seven Northwest Florida counties.

Staff work with the Florida Department of Environmental Protection (FDEP) to ensure that all contamination is eliminated.

Preparedness A natural or man-made disaster can occur at any moment, and the department is committed to preparedness and response efforts to protect our community as well as other communities across the state. The Public Health Preparedness (PHP) program assists community organizations in developing formal disaster preparedness plans and participates as the Emergency Support Function (ESF) 8 lead agency in the Escambia County Emergency Operations Center. During disasters, staff work to ensure adequate shelter for vulnerable populations and monitor the safety of the food and water supply.

COVID-19 Response

The Florida Department of Health uses the Everbridge Mass Notification System to provide quick communications to employees, volunteers, and partner organizations. This system also supports a variety of personnel who may be called to action during disasters, allhazards response efforts, and other public health activities.

Quarterly drills are executed to measure how efficiently we can respond within one hour.

2021 was a very busy year for PHP during COVID-19. PHP has been actively involved in COVID-19 response since February of 2020. As we move on to the next phases of the pandemic, we have shifted our focus to providing and assisting COVID-19 testing and vaccination operations to Escambia County residents.

2021 Hurricane Season The 2021 Atlantic Hurricane season was considered above average and concluded on November 30, 2021. The hurricane season produced 21 named storms, including seven hurricanes of which four were major Hurricanes. FDOHEscambia’s ESF-8 team was on stand-by for each storm that was near the Region. However, we were never officially activated for any storms this season.

Accreditation The Re-Accreditation process continued in 2021. As part of the ‘PHAB 15 Counties’, Escambia worked to submit and update documentation as necessary based on feedback from Public Health Accreditation Board (PHAB) reviewers. In October, Escambia participated in a virtual site visit. This site visit included PHAB reviewers asking specific questions about how we meet accreditation standards. Strategic Planning The strategic plan sets the direction for action for FDOHEscambia for a 3-year cycle.

As part of the performance management (PM) system, it identifies the priority focus areas for the department, and aligns with state and national priorities. The plan will position FDOH-Escambia to operate as a sustainable integrated public health system and provide FDOH-Escambia customers with quality public health services.

Escambia continues to monitor and evaluate this plan on a quarterly basis with revisions made annually as needed.

Quality Improvement and Workforce Development The Performance Management and Quality Improvement (PMQI) Plan summarizes FDOHEscambia’s comprehensive approach to improving outcomes through evidence-based decision-making, continuous organizational learning and performance improvement.

Additionally, the purpose of the Work Force Development Plan is to ensure that the DOH workforce has the knowledge, skills, abilities, and competencies needed to carry out the Department’s mission and achieve its strategic objectives. In addition, the Plan is linked to and supports the PMQI Plan to help ensure that staff have access to the training needed to support ongoing PMQI activities.

Facilities and Maintenance

Our Information Technology (IT) program supports FDOHEscambia’s technological needs and infrastructure. The IT Help Desk serves as the primary contact for all issues related to computer, network, and telecommunications systems, allowing IT staff to provide the highest level of support and work quickly to resolve reported technology issues.

The Facilities and Maintenance program ensures a clean, safe, and well-maintained working environment. Staff inspect buildings and structures to detect malfunctions and perform routine maintenance at three different locations.

Facilities supports the day-today needs of the department by performing office moves, minor repairs and any other needs through the Help Desk system.

Employee Wellness One of the many ways our employees live the Department mission to protect, promote, and improve health is by participating in employee wellness activities. A well-designed employee wellness program can have many benefits, such as increased productivity and morale, and decreased absenteeism. FDOHEscambia offers quarterly wellness challenges to encourage employees to engage in healthy behaviors, like eating healthy during the holidays or meeting physical activity goals.

Employee Wellness Highlights Escambia Spirit Blog ¡ The employee blog was relaunched with new content. ¡ Posts are published daily with various themes including Motivational Mondays and Wellness Wednesdays

25 Days of Wellness ¡ The entire health department banded together to take care of everyone’s mental and physical well-being. ¡ Employees were given 25 challenges to complete over 25 days to encourage wellness and health while at work during the month of December. ¡ In total, 14 employees participated in this challenge.

Stronger Body, Stronger Mind! ¡ From July to September, divisions competed against each other each week to increase activity minutes. ¡ The boards featured a new, beginner level workout to use. In the end, EH pulled together and defeated the other divisions.

What’s the Secret? ¡ For National Diabetes Month, the board featured two sections about managing diabetes, aiming to get employees to normalize regular exercise and dissecting food labels. ¡ With displays of food labels that had hidden sugars, multiple employees earned a STAR by writing down the name of sugars that hide in ingredient lists of products.
