F&CS was founded in 1921 and celebrated its 100th anniversary in 2021. Although the agency has evolved through the years, our mission of meeting the needs of the Tulsa community has remained constant.

A Message from the CEO Dear Friends, The second year of the pandemic coincided with the 100th anniversary of Family & Children’s Services (F&CS). Despite celebrations being canceled or postponed, the heart of F&CS beats stronger than ever before. A century of providing vital work has resulted in an organizational culture that is lively, forward-thinking and innovative. Today, these qualities are firmly rooted in the F&CS DNA and provide us with a foundation to grow, respond to emerging needs and thrive into our second century.

Proudly, the agency’s spirit of resilience and innovation persevered across time. We rose to meet the complex difficulties that COVID created for the individuals and families we serve. Those challenges were exacerbated by poverty and its attendant vagaries: lack of technology, poor mental and physical health, food and job insecurity, residential instability and family distress. And an even more troubling development was diminishing mental health resulting in an increase in suicide among young people.

The pandemic moved the needle forward with telehealth. F&CS provided technology and data plans to hundreds of our under-resourced clients made it possible for them to receive access to care through telehealth – an essential service given the rising rates of distressed mental

health. We delivered food, medication and iPads. We went to clients’ homes and schools.

We linked our clients to job opportunities and housing. We were flexible and innovative with creating new pathways to help.

This year’s annual report highlights many of the ways we extended our reach through flexibility, innovation, technology, expansion of programs and important partnerships. You’ll read about what’s planned for 2022 and learn about the major highlights of the past year.

Our achievements are attributed to an exceptional board, excellent staff, generous funders, donors, supporters, volunteers and program partners who work together for the greater good.

Just as the pandemic becomes an endemic, mental health will likely remain a major concern for all of us for the foreseeable future. F&CS is committed to tackling this issue head-on, breaking down barriers and serving as a beacon of hope for generations to come.

CELEBRATION: Highlights in 2021

F&CS Celebrated 100 Years Founded in 1921 as a small basic needs agency to help poor families, F&CS has grown into the Tulsa area’s primary community mental health center. Although the pandemic muted a planned year of events, the F&CS extended family – donors, community partners, board members and 15 former board presidents spanning 53 years – celebrated the centennial at Brainiac Ball: Through the Ages.

Medicaid Expansion

Children’s Center

F&CS embarked upon a major initiative to enroll our uninsured clients in Medicaid following the passage of Medicaid expansion in Oklahoma.

As a result, we enrolled 4,700 of our uninsured adult mental health clients – a staggering achievement in just three months – moving from 90% uninsured to 90% insured. Medicaid expansion has revolutionized health care for our clients, who, in addition to receiving enhanced behavioral health care benefits, can now access primary care, hospitalizations, surgery, dental care and prescription drug coverage.

The well-being of children has always been the focus of F&CS and in the heart of longtime CEO, Gail Lapidus. When it was determined that the former administrative headquarters was being repurposed as a children’s treatment center, the F&CS board of directors named the building in her honor – the Family & Children’s Services’ Gail Lapidus Center. The center was beautifully renovated as a child-friendly place of healing, housing Child Abuse and Trauma Services, Child Psychiatry and Children’s Mental Health Care.

Blue Cross Blue Shield Honored COPES 911

The F&CS Community Outreach Psychiatric Emergency Services (COPES) program was recognized as a Community Health Champion

by Blue Cross Blue Shield of Oklahoma for its pioneering work partnering with the city of Tulsa to embed a mental health professional in the city’s 911 center to assist with mental health crisis callers.

The award was presented to COPES 911 by actress Brook Shields during a ceremony dedicated to organizations improving the health of Oklahomans.

COPES is Tulsa’s primary telephone and mobile crisis services, available 24/7/365.

F&CS Received Certification

for Enhanced Mental Health Care After a year of preparation, F&CS was approved as a Certified Community Behavioral Health Center (CCBHC) – a new national Medicaid-funded comprehensive model for treating individuals with the most serious complex mental health and substance abuse disorders. As a CCBHC, F&CS provides a comprehensive collection of services that emphasizes whole person care, recovery, wellness, rapid access, care coordination, interdisciplinary team-based care, social services and physical and behavioral health integration. This revolutionary, whole-person care approach holds great promise for recovery and improved determinants of health.

REACHING OUT:

Program Expansions in 2021 Maternal Mental Health Offers Solutions for New Moms

Unfortunately, maternal postpartum depression affects one in eight new mothers. Often unrecognized, if left untreated, depression poses a serious risk for the mother, the new mother-infant relationship and the infant’s brain development. The good news is that through treatment, a mothers can get better, strengthening their own health and that of their child.

A new F&CS program – Maternal Mental Health, in partnership with Birth Through Eight Strategy for Tulsa (BEST) – is doing groundbreaking work to identify women in need, provide treatment for depression and support moms with infant bonding and brain health.

F&CS Maternal Mental Health specialists are embedded in two Oklahoma State University health clinics. Medical providers refer high-risk, postpartum mothers in need of specialized mental health and wrap-around support. The University of Oklahoma Health Physicians also partner with F&CS by referring their high-risk mothers to us for care.

Expansion

New Bridge Programs

An enlargement of the F&CS CrisisCare Center increased our capacity to serve 25% more individuals in crisis each day. This timely expansion helped us respond to a 66% increase of individuals in crisis last year. The addition of a private drop-off entrance for law enforcement provided a faster, safer and more convenient way to facilitate the admittance of an individual for psychiatric evaluation. Officers spent an average of 10 minutes, a significant decrease in the amount of time required to process patients in the past, getting them back on patrol faster.

Hospitalization is often the first step for patients experiencing a significant mental health crisis, but aftercare is just as important for recovery.

A new F&CS Transitional Care Bridge Program helped adults and children transition from inpatient to outpatient care with funding received from SAMHSA. After dismissal from a hospital or psychiatric care center, consistent, ongoing outpatient care can significantly reduce the risk of negative outcomes such as non-adherence to medications, relapse, symptoms exacerbation and risk of suicide.

Helped More Patients and Lessened Burden on Law Enforcement

COPES for Kids

Special Teams Developed for Tulsa Public Schools F&CS has partnered with all schools in the Tulsa Public Schools (TPS) district to provide two specialized mobile response teams for students in crisis. In addition, a “bridge” team will further assess students to determine what level of care they need from F&CS or other community providers.

The initiative was made possible by a grant from the U.S. Department of Health and Human Services – Substance Abuse and Mental Health Services Administration (SAMHSA).

Help Patients Transition from Inpatient to Outpatient Care

Suicide Awareness Campaign Launched across Tulsa County

F&CS launched a community awareness campaign focused on high school and college students to prevent suicide. The campaign – “It’s OK to Ask for Help” – has two major goals: to provide immediate help for young people who may be suffering from anxiety, depression or suicidal thoughts and to focus the community’s attention on the national and local epidemic of mental health challenges as we emerge from the pandemic.

ON THE HORIZON: What’s Coming in 2022

Women in Recovery

One of Three Programs in United States to Receive Treasury Grant The U.S. Department of the Treasury has awarded more than $3.4 million in federal commitments to expand F&CS’s Women in Recovery (WIR) program, which provides alternatives to incarceration for women with substance use disorders. The awards are part of the Treasury’s Social Impact Partnership to Pay for Results Act (SIPPRA). WIR works closely with the criminal justice system and various community partners to ensure program participants receive supervision, substance abuse and mental health treatment, education, workforce readiness training and family reunification services. We are honored that WIR was awarded these funds, which will allow us to help help more women avoid incarceration and complete treatment.

Strengthening Families Through Expanded In-Home Care

F&CS will be able to help more families at risk – without time-consuming referrals – through in-home parenting programs, made possible from an Oklahoma Department of Human Services grant. This funding was received through Temporary Assistance for Needy Families (TANF), and will allow F&CS to serve more than 150 at-risk families through its SafeCare program for parents of children under 5 years old. F&CS providers visit the home during weekly sessions and discuss how to manage a child’s behavior, increase positive time with the child, make the home safer and keep children healthy, reducing the risk for illness or injury.

Helping Incarcerated Mothers

Extending a Hand to Seniors

The F&CS Parenting Inside Out program is an evidence-based parenting skills training program developed for criminal justice-involved mothers.

Parenting Inside Out has helped thousands of parents rebuild their relationships with their children and families.

The program has a proven impact on reducing recidivism, post-release criminal behavior and substance use, while improving family relationships and parenting skills. The three-year TANF grant provides opportunities for 280 participants over three years in Tulsa County and the surrounding areas.

Senior citizens often experienced a high level of isolation, loneliness and depression during the pandemic, contributing to mental health challenges among this vulnerable population. F&CS has partnered with LIFE Senior Services to support the mental health of seniors and help them overcome barriers to getting help. This includes assisting seniors with transportation, socialization and a helping them overcome the stigmas associated with mental health.

Rebuild Relationships with Children

F&CS Partnering with MHAO

to Enhance Services for Homeless Formerly homeless individuals who have recently moved into their own apartments, operated by Mental Health Association of Oklahoma (MHAO), are now able to access a variety of mental health and supportive services through a partnership with F&CS. Our staff will be on-site at MHAO apartment complexes across Tulsa at various times to help individuals stabilize their new living situation and receive mental health care if needed.

Integrating Physical and Mental Health with One Stop

An expanded physical health care clinic operated

by Morton Comprehensive Health Services has re-opened in the F&CS Sarah and John Graves Center. The clinic offers F&CS clients physical health care at a one-stop shop that houses many adult mental health services, including a full-service pharmacy. The clinic also helps F&CS integrate mental health treatment with primary care services to provide a more effective approach to whole person care.

Accreditation

F&CS was re-accredited in 2021 by the Council on Accreditation (COA). Accreditation is an objective, independent validation of agency performance. COA accreditation involves a review and analysis of administration, management and service delivery functions against international standards of best practices.

Certification

F&CS is certified with distinction from the Oklahoma Department of Mental Health and Substance Abuse Services as a community mental health center, outpatient alcohol and drug treatment program, and gambling treatment program. We are also certified with SafeCare, an evidence-based, parent-training curriculum for parents of children ages 0-5.

Memberships

F&CS is a proud partner agency of the Tulsa Area United Way and holds memberships in the National Council for Behavioral Health, Mental Health Corporations of America and the National Child Traumatic Stress Network. These memberships keep us on the forefront of pioneering the most innovative practices in the industry.
