The Class of ’22 is extra special to me!

Graduation is always a great time to reflect on the work that we do as educators. It marks the culmination of years of teaching and learning, but also the start of something new, the success we’ve prepared our students to achieve. Our students continue to amaze me as they excel in academics, athletics, fine arts and more.

• Seventy-seven students advanced to the national theater festival, to be held next month in Indiana.

• CTE students hosted and produced a live national broadcast that featured expert panelists speaking on the nation’s digital divide.

• Dulles High School’s Academic Decathlon team earned its sixth state championship, and teacher Kelsey Halfen was named Coach of the Year in the Large School category.

• Elkins, Kempner and Willowridge high schools’ football programs were finalists for the Touchdown Club of Houston’s 2021 sportsmanship award.

POLICY CHANGE FBISD Students Part of

in Fort Bend County

Fort Bend ISD students participated in the Fort Bend County Youth Leadership Initiative (FBCYLI). These servant leaders and compassionate citizens were part of policy change, making a difference in Fort Bend County. The Fort Bend County Judge’s Office launched the FBCYLI in summer of 2020. The purpose of this program was to provide students across Fort Bend County with an opportunity to use their voices to become active contributors to our community. Students were put into groups and selected topics in order to develop advocacy proposals.

One group of the FBCYLI was comprised of FBISD students, who chose to advocate for universal body camera policies, including standard operating procedures and the utilization of consistent equipment across law enforcement agencies in Fort Bend County.

The student group was paired with a team of mentors to assist them with learning how to strategize, develop plans and create solutions on their chosen topic. They conducted independent research and presented their proposal to a panel including Fort Bend County Judge KP George, Fort Bend County Commissioners and heads of local law enforcement agencies.

On February 3, 2022, the Fort Bend County Commissioners Court unanimously voted to adopt the FBISD students’ proposal.

The county chose Axon, a company that develops technology and weapons products, to outfit officers. Six hundred and fiftyseven bodycams were purchased to outfit all law enforcement agencies, including 441 allocated specifically for the Fort Bend County Sheriff’s Office.

The Unique History of the Fort Bend ISD

National Police Week was established in 1962 by a joint resolution of Congress, and President Kennedy proclaimed May 15 as National Peace Officers Memorial Day. The calendar week in which May 15 falls is annually recognized as National Police Week.

This year, National Police Week begins on Sunday, May 15 and continues through Saturday, May 21. As a way of acknowledging the commitment of law enforcement officers from across the country, we will shine a bright light on the men and women who honorably serve and protect the Fort Bend ISD (FBISD) community. In observance of National Police Week, we look back at the unique history of the FBISD Police Department and pay tribute to its officers and those who passed away during their tenure.

The FBISD Police Department was established in 1990 beginning with four officers who served a district that consisted of 18 elementary, seven middle and three high schools with a population of over 36,000 students and 3,600 staff members. As Fort Bend County and the District have grown considerably, so too has the Police Department which now has 75 officers that serve a district that consists of 51 elementary, 15 middle, 11 high schools and 5 specialty

schools with a population of more than 78,000 students and 12,000 staff members.

Part of what makes the FBISD Police Department so distinct is the continuity that has been maintained throughout the growth of the District. Since the department’s inception 32 years ago, there have only been three police chiefs: Glenn McManus (5), J.L. Campbell (15) and David Rider (12).

Establishing a short and long-term vision for the department has proved critical as each chief pioneered new safety and security, community outreach and education initiatives.

For law enforcement officers in FBISD, building relationships on school campuses is a daily process. The department is proud to say that 26 of its officers and civilian employees are FBISD alumni. These “homegrown” servants intimately understand what students are experiencing, which is an invaluable asset that creates trust, empathy and ultimately strengthens the connection between students and officers. As relationships grow, officers have a vested interest in each student and become some of their biggest fans and supporters through graduation and beyond.

As we recognize National Police Week, the District would like to express its sincere gratitude and deep appreciation for the FBISD officers. “The Fort Bend ISD Police Department not only keeps our students and staff safe, but our officers exemplify the values we hope to instill in each of our students,” Superintendent Dr. Christie Whitbeck said. “These men and women are truly servant leaders. On behalf of Fort Bend ISD, we thank them for their unwavering commitment and dedication to positively impacting our communities.”

In the spirit of National Police Week, the FBISD Police Department wishes to honor the lives of three of its officers who passed away during their employment with the District: Sergeant Richard Frankie, Officer Coy Rosenbaum and Officer Charles Coombs.

These three officers are memorialized in the FBISD Police Department and their spirit will serve as a guide for law enforcement officers who follow in their footsteps for years to come.

Current FBISD Chief of Police David Rider understands the shift in school policing and the emphasis that should be placed on educating our students and building positive relationships between youth and law enforcement. “Our department is built on the relationships we establish with our students, staff and community members,” Chief Rider

Victoria “Tori” Hoeffken Tori Hoeffken began her career as a kindergarten teacher at Brazos Bend Elementary (BBE) in the middle of a school year and during the COVID-19 pandemic.

“I had no idea what was going to be thrown my way,” Hoeffken said. “I was worried about whether I would be able to build a relationship with all my students in that short amount of time, but I did, and I loved it.”

Hoeffken said she chose to return to the District she attended in order to pay it forward.

“Fort Bend ISD is where I grew up and it’s what molded me into the woman and teacher I am today,” she said. “Being able to give back and have the opportunity to work in such a diverse community is fulfilling.”

Hoeffken graduated from Travis High School in 2015 and earned her bachelor’s degree from Sam Houston State University. She also attended Lakeview Elementary and Crockett Middle schools. She is the daughter of Neill Elementary Principal Lori Hoeffken.

Now in her second year of teaching, she is on BBE’s first grade team.

Howard Hastings Hightower High School alum Howard Hastings is a sergeant in Fort Bend ISD’s Police Department, a position he has held for three years, and he served as an officer for five years prior to that. He supports secondary campuses on the west side of the District.

“I decided to work in education because I wanted to help shape youth,” Hastings said.

“I like the ability to give students guidance and encouragement to be the best version of themselves.”

Hastings graduated from Hightower in 2006.

Following graduation, he attended Prairie View A&M University.

“It was nice to come back home and work in the district that gave me opportunities to be successful,” Hastings said. “I also enjoy working with staff members that I once looked up to who are now my coworkers.”

We all know the story of the high school athlete turned theater star, but Kevin Alvarado knows the script firsthand. This May, he will graduate from Dulles High School and continue his theater career at one of the nation’s elite collegiate programs. Except for a plot twist, his future after high school may have looked quite different.

Coming into high school, Kevin had plans to make his mark in sports, as a two-sport athlete in football and track. An untimely injury upended those plans.

“So freshman year, the first game of the season, first quarter, I got a concussion,” Alvarado said.

Searching for a new direction, he met Nichole Duga, Dulles’ head theater director, who strongly encouraged him to consider auditioning. With two years of theater experience at Dulles Middle School, Kevin took the plunge and never looked back.

Duga notes the traits Kevin used as an athlete – hard work and dedication – are the same values he brings to his work in theater.

“He works really hard and doesn’t give anything less than his all. He inspires other students to rise to his level of dedication.”

Kevin’s servant leadership extends beyond his preparation for roles and performances onstage; he is also the president of Troupe 241, the Vikings Theatre Company. He leads by example and works with the other officers to ensure the business of the troupe is accomplished.

With experience as a professional actor, Duga sets high standards for her students and runs her program like a professional organization.

Preparation is key.

“The big thing I try to instill in them is everything is always an audition,” Duga said. You never know when the person you bumped into on the street is going to be the person in charge in your audition room.

For students interested in pursuing collegiate theater, the opportunity to step in front of departments comes at the Texas Thespian Festival. During the organization’s annual meeting, high school students from across the state compete for honors and scholarships, and audition for programs.

Students receive call-backs from interested programs. Duga notes Kevin received a callback from nearly every program represented at last year’s festival.

“The skills, the confidence, the ability to get in front of others and be your authentic self, can transfer anywhere, no matter what field you go into,” Duga said.

His ultimate goal for his career also reflects the way he sees theater and community.

Wherever theater takes him professionally, he will gauge his success in terms of what he can give to others.

Kevin agrees and offers advice to theater students for their next performance or life beyond graduation.

“Every day you show up you have a choice.

It’s a choice to do the work; it’s a choice not to. But you will always have a choice in everything you do.”

“The tip of the top for me would be to obtain as much knowledge as I can to pass on to others about theater and reintroduce it into the culture of the U.S. so that it becomes a mainstay again,” Kevin said. “I think it’s important for the soul.”

Duga knows not every student is Kevin, looking to theater as a career or even an option for college. She believes it offers

Clements High School’s Logan Brown is making waves in the pool, holding both a national and state record: he is the fastest male swimmer in his age group in the 100 meter breaststroke. And he’ll be back in the pool again next year.

At this year’s 5A/6A UIL State Swimming and Diving Championship, he earned a gold medal in the 100 meter breaststroke, a silver in the individual medley and a bronze medal as part of the Clements 200 meter freestyle relay team. The CHS team finished 4th at the meet, its highest placing in school history.

Logan has verbally committed to swim for the Aggies at Texas A&M University, following in the steps of his sister, and he plans to study business and finance.

More than 300 students from Bowie and Crockett middle schools recently participated in the eCybermission STEM competition, thanks to a grant provided by the National Science Teaching Association (NSTA). eCybermission, a web-based STEM program sponsored by the U.S. Army and administered by the NSTA, encourages student interest in STEM. Students developed solutions to real-world problems in their local communities.

Anuhya Two Fort Bend ISD students – Quail Valley Middle School’s Tavishi Sinha and Hightower High School’s Sanskriti Manoharan – were named Grand Award winners at the Science & Engineering Fair of Houston. Each of their projects also received first place in their category and division, in addition to several special awards.

Clements High School junior Anuhya Jaturi and Travis High School junior Ria Mehrotra were elected by their peers to serve as state officers for DECA, a student organization that prepares emerging leaders and entrepreneurs in high schools and colleges around the globe. Texas DECA is the largest DECA association in the world with more than 16,000 members.

FBISD’s Assistant Director of Fine Arts Travis Springfield was named Administrator of the Year at the 2022 Texas Thespian Educator Conference.

Travis High School’s Assistant Director of Theatre Alexis Gette also earned the Texas Thespian Trailblazer Award.

The counseling programs at Cornerstone and Mission West elementary schools and Sugar Land Middle School were named winners of the 2021 CREST Award for Counseling Excellence by the Texas School Counselor Association.

Srikrissh Once again this year, E.A. Jones Elementary School fifth grader Srikrissh Kandoor won Fort Bend ISD’s districtwide spelling bee and went on to compete in the Houston Public Media Bee, the third-largest competition in the nation.

In the Houston bee he finished near the top and plans to return victorious next year and go on to the national level.

Jose James Reese Career & Techincal Center and Austin High School student Jose Rodriguez passed his American Welding Society (AWS) D9.1 qualification test -- an industry-recognized assessment that makes him highly employable in a high-demand industry. He attends welding classes at the Reese Career and Technical Center each morning.

The youngest learners in Fort Bend ISD are outpacing their pre-K peers in the area by setting high-achievement standards in math and literacy.

“Our FBISD program is excellent,” Early Childhood Assistant Superintendent Dr. Carmela Levy-David said. “We have an outstanding program with a curriculum we designed here in FBISD specifically to meet the needs of all different types of young learners in our community.”

The program has resulted in 91 percent of FBISD pre-K students being prepared for kindergarten-level math and 84 percent of the students exceling in early literacy.

Besides pre-K, the District’s early childhood programs include Early Literacy Centers, Fueling Brains Academy and a summer enrichment program. The programs provide a solid physical, cognitive, social-emotional, and linguistic foundation for children in the earliest stages of their formal education.

Research suggests that students in early childhood education programs typically develop reading, math and language skills faster and go on to academically outperform students who did not attend early childhood programs for years to come.

“It is essential for students to access opportunities to develop literacy and numeracy skills in a nurturing, innovative, positive and engaging environment that will chart their path for future learning in elementary school and beyond,” Dr. LevyDavid said. “Fort Bend ISD classrooms are warm, inviting spaces with two educators per room. We are proud to have a multicultural staff that respects and recognizes the needs of all the District’s diverse young learners.”

She said FBISD’s Early Childhood education programs give young learners a “magical” experience. “Children begin expressing their ideas and making connections using their imagination so that learning is fun. It’s about discovery and adventure.”

FBISD Early Childhood Programs Pre-K: FBISD’s pre-K program offers parents several ways to engage including access to a digital library that provides videos and instructions for parents on how to teach pre-K skills at home; monthly meetings to see students’ progress; and a monthly newsletter that includes activities and resources to improve literacy and numeracy. Children eligible for full-day pre-K must meet one of the following requirements: • Qualify according to the federal income eligibility guidelines/meet income requirements • Come from a family where English is not the primary language • Be a dependent of a member of the U.S. military or a first responder A tuition-based option is available for FBISD employees and non-employees.

Early Literacy Centers: Fort Bend ISD has two Early Literacy Centers (ELC) to serve pre-K and first-grade students: one at Hunters Glen Elementary in the Marshall High School feeder pattern and one at Ridgemont Elementary in the Willowridge High School feeder pattern. ELC’s are designed to use innovation, imagination and family involvement to ensure students are equipped with grade-level reading skills by the end of first grade.

Fueling Brains Academy: The academy is a partnership with Edison Lofts and offers a dynamic curriculum designed to strengthen young learners’ focus, problem-solving and memory skills. Students are taught how to learn, not what to learn. Classes are provided at no-cost for three- and fouryear-old children who meet eligibility requirements.

Update

Building and Improving Safe Learning Spaces Over the past three and a half years, District administration has worked diligently to deliver the projects voters overwhelmingly approved in the November 2018 bond election. Despite challenges presented by the COVID-19 pandemic, the District continues its progress with more than 82 percent of the voter approved funds committed to date.

The $992.6 million bond package includes funding for the construction of new schools and classroom additions, safety and security enhancements, renovations to address maintenance and adequacy and transportation and technology.

$403.4 Million For New Construction, Rebuilds and Additions To accommodate growth in the District’s northwest, central and southeast areas, the bond program funded the construction of three new campuses; Crawford High School, Bhuchar Elementary and Ferguson Elementary.

Other projects included the rebuild of Meadows Elementary (opened spring 2021) and Lakeview Elementary (opened spring 2022). Classroom additions were also completed at Neill Elementary and Madden Elementary.

Hightower, Marshall, Ridge Point and Willowridge high schools. Additionally, renovations were made to the FBISD Tri-Plex, providing a new home for FBISD’s Extended Learning and Police departments. Previously located in Stafford, this move allows officers to be more centrally located.

$396.5 Million For Life-Cycle Deficiencies and Educational Adequacies When planning for the bond, FBISD worked with an engineering consultant to assess every District campus and facility to identify life-cycle deficiencies -- projects that need upgrades and/or renovations. The assessment also identified needed improvements on campuses to ensure all students receive the same educational opportunities regardless of what school they attend.

As a result, campuses have had kitchen and bathroom improvements, enhancements to mechanical, electrical and plumbing systems, roof repairs, and upgrades to their athletic and fine arts facilities.

$142.6 Million For Technology Most of the funds earmarked for technology are being spent on infrastructure improvements and new devices for student instruction.

FBISD administrators worked with teachers and instructional leaders to determine

the “appropriate” classroom toolset for various grade levels. The District is currently working to replace staff devices in classrooms and computer labs, and audio/ visual equipment in classrooms, cafeterias and libraries. Distribution of the new devices was delayed by supply chain shortages caused by the pandemic but is scheduled to be complete this fall.

Heating, ventilation and air conditioning (HVAC) was installed in information technology (IT) closets throughout the District to maintain a cool environment for the servers and other network equipment.

Outdated printers were replaced with an online, fully managed printer solution that ensures reliability, functionality and cost savings.

$19.7 Million For Future Land Purchases Land purchases were made to construct Crawford High School, Middle School 16 and Bhuchar and Ferguson elementary schools. A third elementary school site was purchased on the southeast side of the District. However, projected enrollment does not support building a new campus at this time. Purchasing land in favorable market conditions saves the District money.

$14.9 Million For Safety and Security Upgrades All safety and security upgrades funded by the bond are complete. Major projects included the installation of special education security cameras in classrooms; more than 7,300 enhanced classroom

14-passenger vans, special needs buses; activity/field trip buses; 77-passenger buses; and 77-passenger CNG (Compressed Natural Gas) buses.

In addition, the District purchased a heavyduty tow truck that allows the Transportation Department to haul buses that need repairs without using a third-party vendor.

Note: When bond funds are used to purchase IT equipment, new devices or vehicles, the District issues debt for shorter periods of time, so these purchases are not financed longer than their life span.

Planning Ahead When planning for the 2018 Bond, the District developed a capital plan that identified $1.72 billion in improvements that needed to be made to District facilities and programs. In order to keep the bond package under $1 billion, it was split into two parts.

As a result, FBISD’s Board of Trustees called a $992.6 bond election for November 2018 which passed with 74 percent approval from voters. The bond election needed to support the second phase of the capital plan was scheduled for November 2021. However, it was postponed due to the pandemic and leadership changes within the District.

FBISD continues its collaborative planning to address the District’s ongoing needs to support student learning for the second phase.

door locks to provide security by keeping those inside the classroom safe from threats outside the classroom; impact-resistant window film that provides security against vandalism, intruders, or flying debris during severe storms; and fencing around all elementary school portable classrooms.

In addition, the District purchased 48 new vehicles to replace aging and non-functioning police and alarm technician vehicles.

$10.6 Million For Transportation Eighty-six new buses were purchased to accommodate student growth and replace aging and non-functioning buses.

On February 19, 2018, human remains were discovered at the construction site of the James Reese Career and Technical Center. Under the guidance of the Texas Historical Commission, an archaeological firm led the exhumation. After months of excavating, archaeologists discovered the remains of 95 people, 94 men and one woman.

They were part of a state-sanctioned convict leasing system, which operated in Texas after the abolition of slavery until the turn of the 20th century. Through archival research and intensive laboratory studies, the cemetery was found to be associated with the 19th century Bullhead Convict Labor Camp.

Exhibit There are two phases of the memorialization project. Phase 1, which was the construction of a small-scale exhibit inside the James Reese Career and Technical Center, and Phase 2, which is an outdoor learning plaza at the site of the Bullhead Convict Labor Camp Cemetery.

Fort Bend ISD is committed to honoring and properly memorializing the individuals known as the Sugar Land 95. The Sugar Land 95 Educational Exhibit, housed at the James Reese Career and Technical Center, tells the story of the Sugar Land 95 and is a continuation of the commitment that has come to fruition.

The exhibit features two displays. One titled, “The Sugar Land 95: An Unsweet History,” focuses on the history of convict leasing after post Reconstruction Era Texas and the discovery of the Sugar Land 95. The second display titled, “Who Were the Sugar Land 95?” tells the story of the 95 individuals found and features archeological research and DNA information about the deceased.

In February, nearly four years after the discovery, a kickoff event was held to celebrate the opening of the exhibit. The event included student performances, updates on ongoing research and recognitions for all who invested their time and work in the discovery and memorialization projects.
