City Council changing format to accommodate monthly work sessions Beginning Thursday, August 2, the Fayetteville City Council will hold monthly work sessions in order to give elected officials more opportunity as a group to discuss major projects with each other and with City staff. City Council meetings take place on the first and third Thursday evenings of each month. While that first meeting will now primarily be a work session, the thirdThursday meeting will retain the existing format. “We like to keep our regular, voting meetings moving at a swifter pace so we can be considerate of everyone’s time, but many upcoming projects will require more input from our
elected officials, so that’s why we’re bringing work sessions back,” said City Manager Ray Gibson. “There may be times when we handle normal voting business on first-Thursdays, but the idea is for voting to take place on third-Thursdays, and work sessions to take place on first-Thursdays.” All regular meetings and
work sessions will begin at 6 p.m. as usual in the Council Chambers at Fayetteville City Hall. Regular meetings and work sessions are open to the public. While time is not set aside for public comment during work sessions, members of the public are encouraged to give their feedback after meetings.

Lee Ann Womack hopes you dance with her in Downtown Fayetteville, Saturday, August 4 Country music star Lee Ann Womack, who topped the charts in 2000 with her hit “I Hope You Dance”, will sing under the lights Aug. 4 at Zac Brown’s Southern Ground Amphitheater in Historic Downtown Fayetteville. The box office will open at 6 p.m. for the Saturday event, gates will open at 7, the opening act will perform at 8, and Lee Ann Womack will take the stage at 9. “We were pleased to add Lee Ann Womack to our Summer Concert Series lineup,” said Fayetteville Downtown Development Director Brian Wismer, who also manages the amphitheater. “Our early promotional posters had the August 4 concert listed as ‘TBA’. SPLOST funding allocated for landscaped medians
$750K in Special Purpose Local Option Sales Tax (SPLOST) funding is being allocated to the Downtown Fayetteville Hwy. 85 median project. Landscaped medians will be built on top of what is now stretches of open turn lane.
A majority of Hwy. 85’s median through Fayetteville has for decades been an open turn lane, but that is set to change now that $750,000 in Special Purpose Local Option Sales Tax (SPLOST) funds has been set aside to design and build a series of landscaped median structures on portions of the highway between Grady Avenue on the south side to Hwy. 314 on the north. “By providing the medians, we hope to achieve a traffic calming effect to make the area more pedestrian-friendly,” said Public Services Director Chris Hindman, who will be looking after the project. “This is part of our Livable Cities Initiative in cooperation with the Atlanta Regional
Commission.” During a recent meeting of the Fayette County Board of Commissioners, county leaders approved designating $500,ooo from 2004 SPLOST proceeds to the median project. That money will be added to another $225,000 being set aside from the 2017 SPLOST for this purpose. Hindman noted that the median project was spelled out in both the 2004 and the 2017 SPLOST referenda, which were approved by Fayette County voters in those years. The 2004 SPLOST spanned 10 years, and the 2017 SPLOST will span six years. Community stakeholders also identified the need for landscaped medians on Hwy. 85 during the

process of writing Fayetteville’s 2006 Comprehensive Plan. The City of Fayetteville initially sought funding for the Hwy. 92 realignment project in the recent 2004 SPLOST funding reallocations, but the Fayette County Transportation Committee denied the request, choosing instead to allocate it to the Hwy. 85 median project. “We have not yet established a timeline for project completion,” Hindman said. “The next step is to hire an engineering firm to design a concept of the project, begin the review process with the Georgia Department of Transportation, and get input from the public.”

GDOT: Repaving returns to Fayetteville by August 3
This Hwy. 54 intersection at North Jeff Davis Drive will get extra attention soon when crews build upgraded, wheelchair-accessible sidewalk ramps.
Hwy. 54 repaving work in middle and late July has been focused mostly west of Fayetteville, but Georgia Department of Transportation officials say deep milling and other road work will return to the downtown area by the weekend of August 3. Repaving work on Hwy. 54, a project that stretches from
the Coweta County line to Tara Boulevard in Clayton County, weather permitting takes place between 7 p.m. and 6 a.m. weekdays and sometimes around the clock on weekends. The entire project has been set to be completed by August 31. GDOT representatives say repaving crews will leave at least one throughlane open during work hours, but
traffic congestion is to be expected in affected areas. GDOT officials also say construction of wheelchairaccessible sidewalk ramps may be poured soon in the intersection of Hwy. 54 and North Jeff Davis Drive, but a date has not yet been set for that work. They say at least one lane in each direction will remain open during the work.

Significant call On June 18, 2018, units responded to a residential fire at 105 Brookridge Court, where a small fire located on the outside of the residence extending upwards on the vinyl siding was quickly extinguished by units on scene. Upon investigation, it was determined to be an intentionally-set fire. Fayetteville Fire and Police departments are working jointly on the investigation.
Fayetteville Fire and Police team up with active shooter incident response training
Fayetteville’s Fire and Police departments are taking steps to ensure they can work effectively together when responding to a scene involving an active shooter. Both departments will be participating in training which teaches tactics to provide medical responders quicker access to wounded victims, even while law enforcement is still working to end the threat. This is a significant change from past practices where medical responders were generally required to “stage” until the threat was neutralized by law enforcement. This Bi-Weekly Report - July 23, 2018
delay significantly reduced the survivability of shooting victims due to the rapid blood loss a gunshot wound causes. Fayetteville Fire Captain Sean Venza first participated in the course called “Tactical Emergency Casualty Care.” When Captain Venza saw how much this change in our operations could improve the outcome for shooting victims, he approached Fire Chief Alan Jones and immediately received his support to implement this training program within the department. “The threats facing our
community are constantly changing and we must be willing and able to change our preparation and response as needed,” Chief Jones said. Captain Venza, who is now an instructor, has reached out and is working with the police department training division to bring this training to all in both departments. Once the training is complete, it will require both departments practicing the tactics together to ensure activities at an actual scene will be coordinated. Page 10
