The Prince William County Historical Commission is sounding the alarm after two historic African American cemeteries in Brentsville were damaged by the construction of a new data center and a related electrical substation. Both cemeteries are the final resting places for members of the Gaskins family, whose lineage can be traced back to slaves freed in the 1790s by plantation owner Robert Carter III. They are located about 2 miles apart on Wellington Road outside Manassas, where historians say a vibrant community of free African Americans thrived in Prince William County both before and after the Civil War. Both Gaskins cemeteries are registered with the county, documented in the county’s real estate assessments and included on Historic Prince William’s list of the county’s 422 historic cemeteries. Prince William County Schools will overhaul its busing system next school year in hopes of eliminating mostly empty buses on some routes and ensuring more students arrive at school on time. The changes include fewer stops and sometimes longer walks to those stops for kids in an effort to consolidate and speed up routes. One major goal is to fix the constant problem of late buses. The school system will also offer a way for families to opt-out if they know their student will never ride the bus. “Over the past two years, we’ve experienced many challenges with student transportation,” Superintendent LaTanya McDade said during a recent school board meeting. Those “significant challenges” have included operating buses that on average are half full and 37% of buses arriving late to school, according to

Chief Operating Officer Vernon Bock. The school system has also struggled to recruit new drivers and maintain communication with families, he said. Prince William County Schools transports nearly 73,000 students daily, or about 79% of the entire student population — well above the national average, Bock said. At times, buses transport fewer than 10 students, which makes up more than 1,000 of the trips made daily, he added. In response to these challenges, school leaders contracted 4MATIV, a transportation consultant, and conducted an audit of the system’s bus routes. The company has also worked with other large school districts, including nearby Prince George’s County in Maryland, Houston Independent School District and Indianapolis Public Schools.

Willing Warriors opens 3rd guest home for wounded military By Jill Palermo Managing editor

Since opening its retreat center in 2015, Willing Warriors has hosted more than 2,400 wounded and recovering service members and their families for six-day stays that are sometimes filled with activities like fishing, hiking and horseback riding, and other times offer a quiet opportunity to simply relax and heal. That’s the idea behind Willing Warriors, a nonprofit that operates on land Haymarket residents John and Shirley Dominick originally bought for their retirement home. The service members they host can use their free visits to reconnect with family and friends however they want. This past weekend, Willing Warriors held a ribbon-cutting ceremony to officially open a third guest home that will allow 600 more wounded service members and their families to spend time at the retreat center each year. The PenFed Lodge is a six-bedroom home that not only offers space for visiting military families but also features a large multipurpose room

and outdoor gathering area that Willing Warriors will use for post-traumatic stress counseling and other programming, said Frances Middleton, Willing Warriors’ head of communications and marketing. The PenFed Foundation contributed $300,000 to the home. It also donated the same amount for the second home at the retreat center; that home opened in 2018. During their visits, the Willing Warriors guidelines say, recovering service members can take part in nearly 50 activities “to heal their minds and bodies,” including massage therapy, canine support services, fishing, hiking, horseback riding, helicopter tours and five-star meals prepared by visiting professional chefs from around the Washington, D.C., region. Shirley Dominick, who founded the Willing Warrior retreat center with her husband, John, is herself a veteran. She retired from the Air Force in 2003. The couple launched Willing Warriors back in 2006 after volunteering at See WARRIORS, page 5

Typically, bus routes are drawn for the maximum number of bus riders, taking all students into account, but only 71% of the expected riders actually board a bus most days, Marshall said. Creating more efficient routes could save the division up to $2.5 million annually, he said. The division currently spends more than $70 million a year on bus services. Parents will be asked to indicate their students’ transportation needs via ParentVUE, a parent communication platform. The school system may also use passenger vans for routes with fewer students. This could help train new bus drivers, Marshall said. Driving a van doesn’t have the same license requirements as driving a school bus, which could allow the division to hire and

A proposal to eliminate Prince William County’s data center overlay district — a 10,000-acre zone south of Manassas where several data centers have been built in recent years because they are largely allowed by right — could see a vote by the board of supervisors next moth. Gainesville Supervisor Bob Weir, whose district includes many of the county’s data centers, introduced a zoning text amendment to undo the overlay district because of the intensity of development in recent years. Board members discussed the measure Tuesday, May 14 but decided to delay a vote. They’ll take it up when they meet June 4. If the amendment is approved, it would likely slow down future data center development in the county. Buildings proposed inside the overlay, and even expansions of existing data center complexes there, would have to obtain special use permits, a rigorous and lengthy process. In areas zoned for office and general business, data centers simply would not be allowed. Weir, who helped create the data center overlay district as a community activist in 2015, said it was originally designed to keep the industry and its impacts within a defined area. It was a compromise, he said, to prevent prolonged fights over new power lines needed to fuel data cen-

Data center locations are approximate. ters outside existing industrial areas while also giving developers a place to construct data centers without intense public scrutiny and county red tape. During the May 14 meeting, Weir

said the overlay district is no longer an effective tool for containing the county’s data center development. “In the interim, the overlay has ultimately failed,” he said. “It worked for a period of time. But given the

number of data centers, gross square footage, millions of square feet planted outside of the data center overlay district, it outlived its usefulness, he said. About 30 residents spoke about the proposal, including several who live within the planned Prince William Digital Gateway, a massive and controversial data center development the county supervisors approved last year. The development lies outside of the data center overlay district and would not be affected by Weir’s proposal. “They’re already entitled (to proceed) by the action of the board,” Weir said. Residents taking the opposite view said creating more difficulty for data centers can only be an improvement. “Let’s remove the data center overlay zone so no more can be built by right,” said Marilyn Karp, from Gainesville. Others decried the noise and the power demands from the mammoth computer-packed buildings. And others, like Neil Kelley, of Gainesville, agreed with Weir that the overlay was no longer useful when the supervisors were approving data centers outside of it. “What’s the purpose of having an overlay district if you’re not going to live up to its original intent?” he asked. Willing Warriors opens 3rd guest home for wounded military WARRIORS, from page 2 Walter Reed National Military Medical Center and realizing that respite time away from the hospital, where so many wounded service members spent weeks and months recovering, was desperately needed. “And what we discovered in doing

that was that this community wanted a way to give back (to the military) too,” Shirley Dominick said. “So, they can come here and volunteer.” The new home will likely host wounded service members as early as next month. Interest in the retreat remains high, Middleton said, despite the end of yearslong conflicts in Iraq and Afghanistan. Some visiting military members are recovering from recent service injuries, while others are veterans battling PTSD and other challenges stemming from their wartime service.

“The need continues,” Middleton said. “Because hardly anyone is serving this part of them: the need to connect with family, the need to get away. … This is where the healing begins.” Tonia Chestnut, an Army veteran who now lives in Maryland, has stayed at the Willing Warriors retreat twice. Chestnut is battling several service-connected conditions, including problems with her back, knees and feet that she said stem from the 50 pounds of gear she wore in Afghanistan, where she was a guard and Army chaplain.

Also, access to the cemeteries, which is required by Virginia law, does not appear to be maintained at either site. As a result, the historical commission is calling on Prince William County officials to rectify the damage and ensure it doesn’t happen again. The Prince William Digital Gateway, a 1,700-acre data center corridor planned for land adjacent to the Manassas National Battlefield Park, contains at least six historic cemeteries. “We have a problem with cemeteries in this county,” said Gainesville Historical Commissioner Blaine Pearsall. “We have to rely on developers, and if they don’t communicate with the county, we have no tools to protect our historic cemeteries.” In a letter to the Prince William Board of County Supervisors, the historical commission is asking that both cemeteries be fenced and designated by historical markers. It is also asking that permanent parking and public access be established at each site. The commissioners are also asking the supervisors to review the county’s “practices and supervision” of construction near parcels that contain cemeteries. “Heightened attention is necessary to prevent further occurrences of damage to historically sensitive cemeteries within Prince William County,” the letter says. Brentsville Supervisor Tom Gordy, whose district includes both Gaskins cemeteries, said Tuesday it’s possible there are not enough safeguards to ensure construction workers and their subcontractors steer clear of historic cemeteries. “Clearly, access to the graveyards is absolutely critical. That is a requirement,” Gordy said. “Now it’s about the restoration of any damage that was caused and setting up protections going forward.”

Disturbance at the cemeteries

Site-clearing work for a new Iron Mountain data center near Sudley Manor Drive and Wellington Road came within feet of graves at the Gaskins-Slave-Sevinson cemetery, which is located in a wooded area on adjacent land owned by the Virginia Department of Transportation. In response to the historical commission’s concerns, Justin Patton, the county’s archaeologist, visited one of the cemeteries in March and reported that workers performing erosion and sediment control work at the data center site in August 2023 “observed evidence of human burials close to their property line” on the adjacent parcel, according to an email obtained by the Prince William Times. The clearing work created a “surface disturbance” on the data center land that was within 25 feet of the property line but did not disrupt any gravesites, Patton’s email says. After workers noticed the nearby cemetery, an archaeological consulting firm was called in. The consultant recommended that the disturbed area next to the cemetery be backfilled and reseeded to maintain a 25-foot buffer between the “ground

The data center site plan was also revised to move the construction site perimeter, “thus ensuring no possible future encroachment,” Patton’s email says. On Tuesday, county officials said the state department of transportation is not required to maintain a 25-foot buffer around the cemetery nor erect a fence because those rules only apply when land is being developed. “In this situation, VDOT is not planning any construction on the property and does not have a site plan filed. Therefore, the cemetery does not need to be fenced or have a 25-foot cemetery preservation area in accordance with the county’s zoning ordinance,” county spokeswoman Nikki Brown said in a statement. Iron Mountain did not respond to an emailed request for comment. There are fewer details about what happened at the Gaskins Cemetery, which is on NOVEC property next to an electrical substation now under construction. Pearsall said tree clearing occurred in the cemetery and within the cemetery’s buffer area between 2021 and 2023, and there is no indication the work was reported to the county. Some of the headstones also appear to have been jostled and displaced. Jim East, NOVEC communications manager, said Monday he is looking into the matter. Regarding the Gaskins cemetery, Brown said county staff is investigating when and why the “tree trimming” occurred but said that county records show the headstone was displaced in 2022, before construction on the substation began.

Chestnut described her Willing Warriors stays as peaceful and refreshing for both her and her family. Service members can bring along nine family members or “battle buddies” from their units to stay with them, Chestnut said. “It’s a sense of peace that comes over you,” Chestnut said of her time at Willing Warriors. “Usually, when you’re on base, you’re always stressed. Carter freed more than 450 enslaved African Americans in Virginia in what is thought to be the largest emancipation in the U.S. by an individual prior to 1860. Historical documents and census records show that a woman named Kate, who had no last name, was freed by Carter. Kate moved to the Wellington area where she married and started a family. Because she had been freed, her children were born free, according to Virginia law at the time, said Prince William County Historical Commissioner Marion Dobbins, a local historian who conducted research on the cemetery. Kate’s daughter, Nellie Gaskins, was born in 1805 and lived as a free woman. Nellie Gaskins is believed to be interred at the Gaskins-Slave-Sevinson Cemetery, Dobbins said. In her will, Nellie Gaskins declared that one acre of her land be preserved as a cemetery for her descendants. At least four generations of the Gaskins family were laid to rest at the cemetery, Dobbins said. Much of their stories are unknown, but the Gaskins would have had to register as free annually or risk being taken into slavery, Dobbins said. They were likely among the African American farmers who created a vibrant community in the Wellington area of Prince William County, which has yet to be explored or well documented, Dobbins said.

‘Let’s get the history right’

Brentsville District Historic Commissioner Marion Dobbins, a local historian whose work focuses on African American history, said the Gaskins cemeteries should be protected because they are part of a larger narrative about local African Americans who were born free during the time of slavery. Contemporary documents have mistakenly identified one of the cemeteries as a slave cemetery, Dobbins said, and she is working to change that. “These are free folks; let’s get the history right,” Dobbins said. “Let’s give them their agency. That means their power. We have to listen to the cemetery speak to us.” Brown said the six historic cemeteries identified within the Digital Gateway corridor will be protected by preservation areas larger than the county’s required 25 feet, according to proffers the developers agreed to as part of the rezoning. Still, Dobbins said, as a historian she is concerned about the “explosion of data centers” in the county and what their construction could mean for historic cemeteries. Because of the “extensive development of data centers all at the once … they are just digging up ground everywhere,” Dobbins said. “There are bound to be things that are missed. NOTICE TO THE PUBLIC OF AN APPLICATION BY VIRGINIA ELECTRIC AND POWER COMPANY D/B/A DOMINION ENERGY VIRGINIA FOR APPROVAL OF A RATE ADJUSTMENT CLAUSE PURSUANT TO § 56.585.1 A 4 OF THE CODE OF VIRGINIA CASE NO. PUR-2024-00071 On May 1, 2024, Virginia Electric and Power Company d/b/a Dominion Energy Virginia (“Dominion” or “Company”), pursuant to § 56-585.1 A 4 (“Subsection A 4”) of the Code of Virginia (“Code”), filed an application (“Application”) with the State Corporation Commission (“Commission”) for approval of a revised increment/decrement rate adjustment clause designated as Rider T1. Pursuant to § 56-585.1 A 7 of the Code, “the Commission’s final order regarding any petition filed pursuant to [Subsection A 4] . . . shall be entered not more than three months . . . after the date of filing of such petition.” Subsection A 4 deems to be prudent, among other things, the “costs for transmission services provided to the utility by the regional transmission entity of which the utility is a member” and “costs charged to the utility that are associated with demand response programs approved by the Federal Energy Regulatory Commission [(“FERC”)] and administered by the regional transmission entity of which the utility is a member.” The Company has been a member of PJM Interconnection, L.L.C. (“PJM”), a regional transmission entity that has been approved by FERC as a regional transmission organization, since 2005. Dominion, as an integrated electric utility member of PJM, obtains transmission service from PJM and pays PJM charges for such service at the rates contained in PJM’s Open Access Transmission Tariff approved by FERC. The Company states that it also pays PJM charges for costs associated with demand response programs approved by FERC and administered by PJM. In this proceeding, Dominion seeks approval of a revenue requirement for the rate year September 1, 2024, through August 31, 2025 (“Rate Year”). This revenue requirement, if approved, would be recovered through a combination of base rates and a revised increment/decrement Rider T1. Rider T1 is designed to recover the increment/ decrement between the revenues produced from the Subsection A 4 component of base rates and the new revenue requirement developed from the Company’s Subsection A 4 costs for the Rate Year. The total proposed revenue requirement to be recovered over the Rate Year is $1,169,592,808, comprising an increment Rider T1 of $638,238,346, and forecast collections of $531,354,462 through the transmission component of base rates. This total revenue requirement represents an increase of $249,440,612, compared to the revenues projected to be produced during the Rate Year by the combination of the base rate component of Subsection A 4 (the Company’s former Rider T) and the Rider T1 rates currently in effect. Implementation of the proposed Rider T1 on September 1, 2024 would increase the total monthly bill of a typical residential customer using 1,000 kilowatt-hours per month by $3.81. TAKE NOTICE that the Commission may adopt rates that differ from those appearing in the Company’s Application and supporting documents and may apportion revenues among customer classes and/or design rates in a manner differing from that shown in the Application and supporting documents. The Commission entered an Order for Notice and Hearing that, among other things, scheduled public hearings on the Company’s Application. On June 17, 2024, at 10 a.m., a Hearing Examiner appointed by the Commission will hold a telephonic hearing for the purpose of receiving the testimony of public witnesses. Is it true that, as the saying goes, “April showers bring May flowers”? This may or may not be your experience. Personally, in April, I could have used more showers just to kickstart the new seed I put in my front lawn. But here at Prince William Public Libraries, “April book selectors bring May reading.” Here are a few new books coming to your local library. Danielle Steel has a new book out. That isn’t exactly a stop-thepresses update but just because she’s prolific doesn’t mean her fans don’t get excited about her latest offering. In “Only the Brave,” Steel›s latest heroine is Sophia Alexander, the daughter of a surgeon in Berlin during the Nazi rise to power. In the war that follows, Sophia risks her own life again and again to provide comfort for the suffering while also supporting the resistance and aiding Jewish citizens in their escape from the Holocaust. Jennifer Chiaverini isn›t quite as prolific as Steel, but with two dozen titles to her name, including multiple bestsellers, she›s another familiar name for readers of historical fiction. In “The Museum of Lost Quilts,” the latest volume in her popular “Elk Creek Novels” series, readers return to the comfy and wise members of the quilting club of Elk Creek Manor. A

longtime member has returned looking to recover her failing thesis writing and finds herself researching local history — a project that might lead her not only to a better appreciation of her home but also save her academic career. Based on their dominant regular season, No. 1 seeded Colgan was the favorite in last Friday’s Cardinal District softball tournament championship in Manassas. Visiting Woodbridge wasn’t buying it, not with star pitcher Jericho Tate healthy and hungry. In a classic heavyweight matchup of two evenly matched and star-studded teams, the Vikings prevailed 7-1 when the Sharks wobbled in extra innings. Woodbridge (15-5) put up six runs in the 11th inning to claim their third straight tourney crown and disappoint the Sharks (17-3), who had beaten Woodbridge twice in the regular season. “They talked about it all year, they wanted to three-peat,” Woodbridge coach Nicole Belk said. “We’ll win it at home or win it (at Colgan). We’ll win it anywhere.” Senior pitcher Jericho Tate, a Campbell University recruit who has been out for much of the year with an ankle injury after helping Woodbridge win the district championship last year, whiffed 14 Sharks while allowing just five hits and an earned run in going all 11 innings. In a sense, she was the Vikings’ notso-secret weapon. “She’s coming back off the injury and hasn’t pitched a lot,” Belk said. “That was also kind of a smart move on our end because not many teams got a chance to take a look at her this year after the ankle surgery.

“But we knew that she was the one that really wanted the ball tonight,” Belk added. “And we told her yesterday, ‘You gotta get back out there, you gotta get it done today.’ And that’s exactly what she did. She came out ready to get it done.” Colgan also had an ace up their sleeve in sophomore Dorsey Grose, who entered with a 1.38 ERA to complement her Cardinal District-leading 13 wins and 165 strikeouts. Grose’s success continued against Woodbridge with 15 strikeouts and a home run. “She was pretty much the whole offense, and she’s the strikeout king, that’s for sure,” Colgan coach Andrew O’Brien said. “And we get that from her pretty much every game. We had chances to score some runs in other innings, we just didn’t support her offensively.” In the bottom of the fourth, Grose skied a one-out solo home run, her district-leading fourth of the year, to left center to tie the game 1-1. Woodbridge scored first in the top of the fourth on Hailey Johnson’s RBI single to lead 1-0. With both pitchers racking up the Ks, there was no further scoring until the 11th when visiting Woodbridge’s sixrun outburst began with a leadoff walk to Jada Holt. The Radford University recruit moved to second on a Kylie Barbier’s sacrifice bunt and Hailey Johnson was intentionally walked. See VIKINGS, page 11

Recently, I helped a dear family friend sell her townhouse when she decided to move into a “55-plus community” in Northern Virginia. A few weeks ago, I sat down with her and six of her neighbors to find out more about their experiences and help gain some insights and recommendations. Their ages range from the mid60s to 80s, and most had come from larger, multi-level single-family homes and townhomes, so they needed to downsize. The community they moved into has residents from very diverse backgrounds and offers one- and two-level, single-family homes and one-level condo options. There is a clubhouse with two pools, a gym, meeting rooms, tennis and pickleball courts, grills and more. An activity director was recently hired to oversee events for the residents. The piece of advice they stressed the most was to start your home search early! It’s better to move on your terms and on your schedule rather than a last-minute move because of medical reasons.

“Less is more,” one woman emphasized. Moving household items will be expensive, and what you had in the old house may not work in the new one. Several people started getting rid of items a year before they planned to move. They suggested having an estate sale, yard sale or selling things on Facebook Marketplace. One woman had fun at a yard sale she was hosting by taping up a box of items and offering it up as a $5 mystery box. Items can also be donated to local thrift stores and organizations such as Salvation Army and Habitat for Humanity. Passing on items to family and friends is also a great option. One resident gave many kitchen items to a young adult she knew that was getting ready to set up a new apartment. See COMMUNITY, page 12

We knew it would fall through and it did exactly that.” From there, the hitting was contagious. Bobbi Tate belted a tworun double to make it 4-1, then Amber Savage doubled to left center to plate two more and make it 6-1. Jericho Tate followed with a third go-ahead double, plating Savage to produce the final 7-1 score. For Colgan, which had won two close games over Woodbridge in the regular season, 4-2 and 6-4, the sixrun deficit was too much. “They’re disappointed because they had a goal of making it this far in the district — winning the district championship, which they had not done for three years. So that was heartbreaking for them,” said O’Brien, whose Sharks won the district title in 2021. “But (Jericho Tate) over there, it’s tough,” he added. “And it’s tough to beat that team three times, which we would’ve had to do since we swept them during the season, but they certainly came to play tonight, and we didn’t produce.”

Jericho Tate credited her sister and battery mate Bobbi Tate, a sophomore. “What allowed me to be successful was definitely my sister,” Jericho Tate said. “I give a lot of props to her because she calls all my pitches, and she caught it last year and this year. I give it all to my sister because she had my back. When I didn’t know, she definitely knew what to do.” Bobbi Tate was impactful at the plate with a game-high three hits, including her extra inning double. She also fired a pinpoint throw to second base to catch Izzy Adame’s steal attempt in the ninth inning. “(Jericho) came out ready to get it done and it helps having her sister behind the plate helping to guide her,” Belk said. “They’re a real good team back there.” Both teams played in the Class 6 Region B quarterfinals Wednesday. Woodbridge played at Mountain View and Colgan hosted Patriot, with semifinals on May 29. “The team that wants it all, that’s a team that can’t be beaten, and that’s us,” Belk said of her Vikings.

For those with kids or someone that would be inheriting the item, they asked, “Will it mean something to them?” If not, it went. How about photos and videos? One resident bought a good quality scanner and digitized her photo albums. She also bought an external hard drive so she could back up the photos onto it. Another sent her photos to a company to digitize them onto a flash drive. She now displays them on her Amazon Echo device. Several others recommended standalone digital frames that are readily available. Someone transferred VHS tapes into more modern formats at Costco. All this digitizing served to get many of their memories out of a box and into their everyday lives. “The photos remind me of my mother’s love of genealogy and that my dad really was a cute little boy,” someone reminisced. People moving into active 55-plus communities want to interact with others, and the outliers are those who do not. The residents stressed that the effort you put into it is what you get out of it. One woman mentioned, “it’s like living in a college dorm, but you have more money — so it’s funner!” Our family friend has talked about trips to local restaurants to Wawa to get soft-serve ice cream and walks around the neighborhood during nice weather. This is a great way to meet new people by stopping and talking to other residents and visiting with their dogs along the way. Sadly, they have recently had to help each other through some health issues, and the day I was there, they were planning a meal for a friend that had lost a relative. While there are a few things about their new homes that they would change, they all agree how good and how freeing downsizing makes you feel. No one regretted the items they had gotten rid of. But I think the best result of their moving is the close friendships they have made in such a short time and the extraordinary community they have created for themselves. This type of neighborhood is very rare, especially in this day and age, and I have no doubt that these bonds will deepen over the coming months and that they will continue to be there for each other through life’s ups and downs. Cornell Parrish III Cornell Parrish III (Tre) 32, was born on June 16th 1991, to Cornell Parrish, Jr., and Lori A. Parrish at Griffiss Air Force Base, Rome New York. He passed away on May 12th 2024 due to a tragic traffic accident in Virginia. Cornell was educated at Rome Free Academy and graduated in 2009. Following graduation he furthered his education at Mohawk Valley Community College before entering the workforce where he began as an Oneida County Corrections Officer. He then advanced to the New York State Department of Corrections, before deciding on a career as a police officer with the National Geospatial-Intelligence Agency (NGA) in Spring-

field Virginia. Cornell was an avid sports fan who was well versed on practically all sports, especially football. His love for sports was equally matched by his love for video games, particularly Madden. He was a huge fan of the Philadelphia Eagles and was so excited to go to their Superbowl win celebration. Cornell also enjoyed weightlifting, and was also a huge wrestling fan (WWE) from a very young age. He shared his enthusiasm for sports with his friends and family. Cornell was a great drummer. He played with his family's gospel band and as a part of the Mt. Calvary Baptist Church Music Ministry for several years. He also stood up the streaming ministry for his church, which he continued to support even after he moved out of the area. Cornell never met any strangers, once he met you he knew you. His infectious smile and gentle demeanor had a calming effect on a room. He went out of his way to make everyone feel special. Everyone loved Cornell, especially the children who seemed to naturally gravitate to him. He believed in living life to the fullest. Cornell leaves to mourn his parents Cornell Jr. and Lori Sligh-Parrish, sister Kiara Sligh, brother Spencer Parrish, paternal grandmother Gloria Parrish, maternal uncles Benjamin (Janet) and Ordin Sligh, maternal aunt Linda S. Anne M (Rissman) Hoff, 71, of Warrenton, Fauquier County, Virginia, died Sunday, April 14, 2024, at Heathcote Hospital, surrounded by family. She was born September 17th, 1952, in Aurora, Illinois, the daughter of Robert L. and Betty M. (Foose) Rissman. Anne was a free spirit and enjoyed traveling. Her favorite places to be were the beach and the mountains where many memories were made with family and friends. Time in the sun was her happy place. Anne enjoyed spending time with her family, especially her many grandchildren. She spent her quiet evenings knitting or crocheting blankets and scarves for her loved ones. Anne was a fighter which gave her the strength through any challenges she faced in life. She is survived by her husband, Tim Hoff; mother, Betty; sons, Jason, Nicholas and TJ (Step Son); daughters, Angela, Amanda (Adopted Niece), Whitney, Brianca, and Summer; 18 grandchildren & 2 great grandchildren with more on the way; siblings, Bob Rissman, Sally (Gary) Nieman, Patti (Jay) Schoo; She had too many nieces and nephews great and far to mention. She was preceded in death by her father, Robert; brothers, Bruce, Paul and her grandparents. There will be no funeral services at this time.
