The Prince William Board of County Supervisors voted down a motion 5-3 to reverse their earlier decision to buy the land for $16 million. The board put a down payment on it last fall with plans to use it for a multi-purpose, indoor sports
William Sports and Event Center. That vote likely won’t come until September, and Board Chair Deshundra Jefferson, a key swing vote, said Tuesday she is not in favor of the plan in its current form. The change is meant to save money and address trends the county has seen since Virginia adopted its longest-in-the-nation early voting period in 2021. During primary elections — like the one underway now — the five additional satellite polling places would open about a week before Election Day. Satellite polling places would open a bit longer for general elections: two weeks before Election Day in non-presidential years and three weeks in presidential election years. The county’s new schedule would still allow at least three days of weekend voting, including at least one Sunday, for each election. Having all six locations open every election, even for shorter periods of time, will be less confusing to voters and provide polling places closer to most residents, Olsen said. “This puts all of the satellites open to more voters, and it does so at the time they’ve told us with their feet when they want to vote,” he said. Opening satellite voting places for less time would also save about $120,000 over the four-year election cycle, Olsen said. The plan raised no objections among the county supervisors when Olsen presented it to the board in March and was approved with little discussion on Tuesday, May 14. Only Supervisor Kenny Boddye commented on the new ordinance before the vote, noting that

County hikes some Digital Gateway values, cuts others GATEWAY, from page 1 “Oh, that’s doable,” joked Brower when told of his new assessment Monday. He said he had already appealed the former assessment to the tax office, and the new assessment changes nothing. He still can’t pay. Brower and about 100 of his neighbors are stuck with high tax bills because their land is now zoned for data centers. The Prince William Board of County Supervisors decided last December to create the massive Prince William Digital Gateway technology corridor on about 1,700 bucolic acres along rural Pageland Lane at the landowners’ request. All are under contract to sell their land to QTS and Compass data centers for between $300,000 and $900,000 an acre and hoped the property would have been sold by now. But two lawsuits, filed after the rezonings, put the brakes on the land sales and left the residents with soaring tax bills. Notable among landowners whose tax bills shot up after the latest revisions is Mary Ann Ghadban, a commercial real estate broker who organized her neighbors to sell to QTS. Her assessments were revised upward by $7.5 million because the county eliminated discounts it had initially given for land deemed undevelopable, according to initial plans for the Digital Gateway. Ghadban could not be reached for comment. Page Snyder, who owns 179 acres across Pageland Lane from Ghadban, similarly lost that discount, which added $11.9 million to her assessment. Her land is now valued at nearly $59 million, which could bring her a tax bill of $566,000. Snyder said she had not seen the new assessment but will likely appeal it. She’s not alone. The county tax office said more than 80 appeals from Digital Gateway landowners have already been filed. To some landowners, the county’s decision to value the land for data centers despite the lawsuit seems grossly unfair. “The land can’t be worth that because it can’t be developed because of the lawsuit,” Brower complained Monday. “If the zoning is questionable, then your assessment should be as questionable as the zoning.”
Land values in flux
As landowners got wind earlier this year that the county planned to value their land at $1.5 million an acre, their leaders complained to the as-
sessor’s office. The landowners and their lawyers emailed and met with the county assessor’s office several times in January and February, according to a trove of emails obtained through a Freedom of Information Act request. In late February, the county assessors initially decided to discount the assessments because they said certain factors made the Digital Gateway properties worth less. The assessor’s office, however, insists those initial discounts were not influenced in any way by the landowners or their lawyers. In the original assessments, the county arrived at discounts for the Digital Gateway properties: 50% because of the legal challenge to the rezoning; an additional 35% because of a lack of infrastructure in the area; and 10% more because of a glut of data-center-zoned parcels countywide. In addition, the county tacked on a big bonus for some: It valued land depicted on developers’ plans as “open space” at only $2,600 an acre. Ghadban had benefited significantly: One of her properties was all open space on QTS maps, so that parcel, valued at $1.8 million in 2023, was initially assessed at $31,200. Another Ghadban parcel, assessed at $225,000 the previous year, was initially valued at $13,100. Even former supervisor Pete Candland got a break. His 5.7 acres on Livia Drive, off Pageland Lane, were assessed at $1.04 million in 2023. The land contained some open space, which initially dropped its value to $817,500 and cut his taxes by 21% from the previous year. Under the latest assessments, Candland’s land is now valued at nearly $1.9 million. Several critics of the initial assessments complained that the county used developers’ plans rather than official county maps of the Digital Gateway to determine which areas might remain open space. The revised assessments reflect a closer review by county staff, who determined commercial properties are not generally discounted for open space. Thus, the open space discounts were eliminated, according to a memo to the supervisors from county Finance Director Michelle Attreed. In the latest valuations, the assessors offered a substitute, focusing instead on what they said is an unusually low density of data center development allowed in the Digital Gateway compared to data center projects. “Planning staff confirmed (floor-area ratio), not open space, is the determining factor of how many square feet can be constructed on a site,” Attreed wrote. For that reason, the county knocked off another 25% on all Digital Gateway assessments. Combined, the discounts brought valuations down from $1.5 million to $329,063 per acre. The revised assessments, however, bring the total Digital Gateway-area land values to $574
million, about $29.5 million more than the original valuations, according to county records.
Experts question valuations
However, three Northern Virginia assessment experts contacted by the Prince William Times said some of the discounts the county applied to the valuations are highly unusual. Dave Winn, a Fauquier County resident who serves as an expert court witness in appraisal cases, called the 50% reduction for the lawsuit “arbitrary and not proven by market data.” “It was offered as a bone, a big one,” he said. He even questioned the $1.5 million per acre base assessment, saying it should be more like $2 million. Neither Scott Mayausky, the Stafford County commissioner of revenue who has been in office 25 years, nor Eric Maybach, Fauquier’s commissioner of revenue, said they had seen 50% reductions based on legal challenges in their counties. Fauquier County uses an outside firm to do its assessments every four years. About 40 acres owned by Amazon in Warrenton, whose data center project there is also under a legal challenge, has had the same full assessment of $31,282,500 since 2022. Both did say, however, that the 35% discount for lacking infrastructure is not unusual. The 10% discount for the land glut met mixed views. Mayausky said he could see it, but Maybach said it should just be considered development risk. As for the latest 25% discount for low development density, Winn said that should be based on market analysis. “There’s a valid argument to that, but the way the county is treating it is back-of-theenvelope. It’s not sophisticated at all,” he said.
County hikes values on other data centers
In their review this week, the assessors did one other thing. Using various methods, they reassessed 49 other data center properties in the county. Eleven assessments decreased, some by tens of millions. The rest of the assessments went up. The valuations of eight Amazon data centers increased nearly $80 million. The assessments for one Sharpless Enterprises center on Wellington Road jumped $105 million. The valuation increases totaled $333 million, which could bring in an additional $300 million in tax revenue. Supervisor Bob Weir, an early critic of the Digital Gateway area assessment discounts, said he’s concerned all the changes will invite lawsuits. “I’m not fond of constantly changing assessments. I mean, they’ve changed multiple times. And now, the entire basis has changed, and I’m not sure I’m comfortable with that,” he said. “I’m sure there will be litigation, not only from the Gateway but from the others. POLICE BRIEFS Police: 25-year-old man shot in Dale City Staff Report Prince William County police are investigating and still looking for suspects after a 25-year-old man was shot Sunday night while sitting in a parked car off Benita Fitzgerald Drive in Dale City. Officers responded to an area hospital at about 7:18 p.m. on Sunday, May 12, after the victim was brought there with non-life-threatening gunshot wounds, according to Master Police Officer Renee Carr, a Prince William County police spokeswoman. Police investigators determined the victim was shot while sitting in a car parked in the 15300 block of
Bronco Way, a residential street off Benita Fitzgerald Drive. The shooting occurred sometime earlier that evening. The victim told police that he and an acquaintance were sitting in the car when they were approached by an unknown man who fired multiple rounds, striking him and his vehicle, Carr said in a news release. The acquaintance got out of the vehicle and left on foot with the shooter. The victim was brought to the hospital, where police were called. Police are looking for two suspects in connection with the shooting: a Hispanic man last seen wearing a black T-shirt, black jeans, and a Hispanic man last seen wearing a blue-gray shirt with tan pants and carrying a firearm inside his shirt, Carr said.
Firefighters rescue injured man from banks of the Occoquan, near Lake Jackson Dam Staff Report Prince William County firefighters on Thursday rescued a man who was injured when he fell while trying to cross the rocky banks of the Occoquan River near the Lake Jackson Dam. Crews responded at 5:53 p.m. on Thursday, May 9 to help the injured man and called in special equipment needed to get him safely off the riverbank’s rocky terrain, according to Prince William County Assistant Fire Chief Matt Smolsky. While waiting for more help, firefighters provided emergency medical care to the man, who was eventually placed on a stretcher,

U.S. Rep. Jennifer Wexton on Monday endorsed Virginia Sen. Suhas Subramanyam to succeed her in Congress, a move that will likely significantly boost his chances in the crowded 10th District Democratic congressional primary. “I believe Suhas (Subramanyam) is the leader for the future of the 10th District,” Wexton said in a statement. “He is a hardworking, principled and effective legislator who has a long commitment to service, and (he) is rooted right here in the heart of the district.” “From fighting for abortion rights and gun violence prevention to protecting our democracy, he has always taken on the tough battles in Richmond and won,” Wexton added. Subramanyam, 37, of Loudoun County, was the first Hindu and Indian American to be sworn into the Virginia General Assembly. He won his delegate seat in 2019 and his state Senate seat in 2023. Subramanyam has a law degree, served in the Obama Administration as the White House technology advisor and is a small business owner. Subramanyam is one of 12 Democrats vying for their party’s nomination in the June 18 primary. Early voting is already underway across the state. The seat is open due to Wexton’s retirement. Wexton announced in September she would not seek re-election because she is battling progressive supra-nuclear palsy, a severe form of Parkinson’s disease. “Although I was not planning to retire so soon, life had other ideas,” Wexton said in her statement Monday. “When I think about who

Drug court grad credits program for helping her chart a new path Staff Report When Alexis Laplace graduated from Prince William County’s Adult Treatment Court program, informally known as drug court, she talked about the “downward spiral” in which her drug use led to felony charges. “Getting accepted into this program was not easy, and I had to fight to be where I am today,” Laplace, of Woodbridge, said during the recent ceremony in Judge Kimberly Irving’s courtroom, according to a Prince William County news release. “Being part of this program has helped me grow, gain structure and self-respect, maintain healthy relationships, maintain my sobriety,” Laplace said. “And it taught me the importance of being held accountable for my actions. I have learned to love myself again and love the person I have become. I am grateful for the opportunity I had to be in this program.” The Prince William County Adult Treatment Court, established in July 2022, is a collaboration among area law-enforcement agencies to help people who have substance use disorders and are facing felony charges. It helps them stay out of jail, improve relationships and be contributing members of the community. Participants who complete the program can have their sentences reduced or even dismissed, with

in the release. “This is not easy. … Our participants do intensive out-patient treatment, residential treatment, individual therapy. They do group therapy. They do medically assisted treatment, and they see a probation officer. They have random urine screens. This can go on for over a year. “All of the praise goes to the par-
ticipants who have decided to put their faith into the work. It is with everybody’s support that we’ve been able to get this program off the ground and successful.” Laplace participated in the program for well over a year, said Christopher Mayers, senior probation-pretrial officer of criminal justice services. Mayers called Laplace “a stellar example of how someone can beat the odds, turn their lives around, go from felony charges to becoming a productive member of society,” he said in the release. James Talley, of the Office of the Public Defender, asked Assistant Commonwealth Attorney Alexander Brandler to move to dismiss Laplace’s felony charges. “She agreed to take a leap of faith and to enter into our … brand-new drug court program,” Brandler said in the news release. “As a result of her hard work and dedication and her continued effort over those 539 days, I have the honor of moving to amend her charges.” Judge Irving accepted the motion. “I couldn’t be happier to dismiss her charges,” Irving told the audience of partners, court staff, friends and family who filled her courtroom. Data centers have significant environmental impacts The state of Virginia holds about 35% of all hyperscale data centers worldwide. Prince William County, southeastern Loudoun and Ashburn are home to about 115 or so data centers, according to the Northern Virginia Magazine. The environmental implications of these buildings include stress on the local watersheds due to energy consumption. The economic facilitators that encourage data centers to expand over Virginia have to do with tax cuts and renting abilities. Virginia has programs in place to further the data center market, such as exemption from retail sales and use taxes for equipment bought by these centers within specific regula-
tions and requirements. This ushers in more data centers due to the financial mobility and profit potential. Economic barriers are lowered slightly for large data center companies to establish themselves and operate right in residents’ backyards. Environmental concerns span from water pollution, leading to the degradation of local waterways and the Chesapeake Bay watershed to the large amounts of water needed by the data centers. The immense power use of these buildings is not sustainable. The importance of awareness of these impacts is vital. LAURIE SWEDE Catharpin

Why I’m supporting Atif Qarni for Congress Early voting for the June 18 primaries has begun, and voters in Fauquier and Prince William counties are voting in the 10th Congressional District, where a packed race has ensued with 12 Democrats and four Republicans. I am proud to endorse Atif Qarni, who is running for the Democratic nomination. Atif Qarni has a long record of public service. He served our country in the Marine Corps, where he was deployed to Iraq and served our nation honorably, demonstrating his patriotism. He then became a teacher for a Prince William County middle school and served as Virginia’s Secretary of Education from 2018 to 2021. It is important to elect a candidate with a clear and extensive record of public service to our community. The greatest threat to our democracy is the hijacking of our political system by corporate greed. We see some politicians using our money to fund tax cuts for the rich and support wars abroad instead of investing in American families and the working class. In the halls of Congress, we can hear whispers of gutting the extremely popular Social Security program grow louder. At the local level, we can see the approval of environmentally destructive developments such as data centers against the wishes of
the residents. Atif Qarni has taken a strong stance in support of campaign finance reforms and has signed the American Promise Pledge. He also supports many other policies to uplift the American working class, increase investments in public education and promote justice at home and abroad such as: fighting for labor rights and passing the PRO Act; fighting against climate change and supporting regulations on developments such as data centers; investing in affordable housing and bringing high paying jobs to our district; investing in childcare and starting a $5,000 baby bonds program; increasing teacher salaries and establishing a teacher minimum wage; defending and strengthening Social Security; ending funding for unjust wars abroad; supporting a ceasefire in Gaza and the right for both Jews and Palestinians to live in peace; protecting the First Amendment and ensuring the right to peacefully protest is protected on college campuses. Admire artwork of more than 130 young artists from the community at the Foxley Atelier 4th annual Art Show or bring your youngins to Nokesville Day. After 80, these seniors are still coming to work At jobs or as volunteers, they stay active and engaged By Aimee O’Grady Contributing Writer
Tom Baccei had already retired twice in 2010 when he read an article about a spaghetti dinner fundraiser at the Fauquier Community Food Bank and felt inspired to help. “They were looking for volunteers, and I called the number,” he said. He’s been a volunteer ever since, and these days you can usually find him working 7 a.m. to 4 p.m. at the food bank. Now 84, Baccei isn’t as unusual as you might think. Tucked into businesses and nonprofits across Fauquier County are seniors aged 80 and up still working full time hours. What motivates them? While it can be another way to stay sharp and active as they age, generally, it’s their passion for the work that drives them. “I just want to help people,” Baccei said. “I saw the need for the Food Bank and the help it provides. I like being a part of that.” For the first few years, Baccei only worked a few hours a week, but after his third retirement in 2014, he increased his volunteerism hours. He is proud of the food bank’s growth over the past 14 years. It serves anywhere from 40 to 50 families each day. “At Thanksgiving last year, we served dinner to 780 families,” he said. “We turn every dollar we get into four dollars with careful shopping.” Staying busy, he believes, has helped him live a long and healthy life. “It’s important to stay active,” he said. “Don’t stay home. It’s important to get out of the house, if even for only a few hours a day.” Anne Hall, 88, has been a Realtor ® for 50 years and is still working as an agent with Long and Foster. She said she loves the challenge of her job. “It’s a people business, and I’m a people person,” she said. “I like learning about what people are looking for in a home and helping them find the right one.” She is also an active volunteer who has had a broad impact on the community. Among the many community boards she has served on are the Fauquier Free Clinic, Fauquier Health System, Fauquier Health Foundation, Fauquier Health Senior Living, Virginia Gold Cup Association Committee and Highland School. On May 9, she received an honorary degree from Laurel Ridge Community College. She served on the Laurel Ridge Educational Foundation Board from 2003 to 2009 and rejoined in 2022. The school estimates her fundraising has brought in $3 million in gifts to support scholarships and facilities at the Fauquier Campus. “Many schools and nonprofit or-

trip to Hawaii built around the experiences of life on the USS Missouri, which was the scene of the Japanese surrender, ending the war. Work and travel give her life an ongoing sense of adventure. “I love to travel,” she said. “I recently took a rail trip from Toronto to Vancouver and took a seaplane ride when I arrived there,” she said. At age 93, Jim Rankin of Rankin’s Furniture said he learned a long time ago that he had to work for the things he wanted in life. And he is still coming to the furniture store most days. Rankin was named citizen of the year in Fauquier County’s center district in December and a local author wrote a book about his life. After serving in the Korean War, he returned to his native Fauquier County and spent
more than half a century as a business leader and public servant. “You have to love what you do,” he said. “Some days it may make you tired, and other days, it will cheer you up.” For Hazel Edwards, the family business is Chick’s Service. She has worked at the shop for all 56 of its years and at age 84 still enjoys coming to work. She said she enjoys working with her family every day and is grateful she is still on the job. Edwards works alongside her son Dale and said she gets support also from his wife, Wendy, and another daughter-in-law, Debbie Embrey. “We are blessed with good employees and good customers,” she said, “I am lucky that my health still allows me to work.”

Looking to take your pickleball game indoors this summer? New courts are only a bit of a drive away: They’re coming to the Manassas Mall in June. Dill Dinkers, a facility dedicated solely to the sport, will open its Manassas location on June 8. The 16,000-square-foot facility will have six outdoor-style, fenced courts, event space and a pro shop where patrons can buy equipment and apparel. Leagues, clinics and classes will also be offered. Newcomers can try out the sport during open play periods for free during the opening week of the facility through a mobile app called Court Reserve. You don’t have to be a member to use the courts, but memberships do come with lower fees. Members will pay $7.50 per hour in court fees at the Manassas location, while visitors will pay $15. Similarly, open play costs $7.50 per session for members and $15 for visitors. Gage Tutko is the director of pickleball for the Manassas location. He will be overseeing leagues, clinics, open play and private events and maintaining the facility. Tutko said the sport has been taking off because of how universal it is. “It’s hard not to have fun when you’re playing pickleball,” Tutko said. “Anybody can play. From young to old, anyone who’s never played a sport before in their life can pick up a pickleball paddle and figure it out pretty quickly.” This location will be the first of Dill Dinkers’ facilities to have cush-

If you’re a carpenter in the Haymarket area, be on the lookout for work at Battlefield High. The school’s trophy case may need to be enlarged after the Bobcats’ girls lacrosse team added another championship to their collection. On their rainy home field last Friday, top-seeded Battlefield (11-5) reinforced their Cedar Run District dominance by rolling over visiting Patriot 19-2 in the tournament final to claim their sixth consecutive tournament title. As the game ended, the Bobcats celebrated, all smiles, even if their ponytails were a little wet. “You can’t shut us down with the amount of girls that we have,” Battlefield coach Mary Kugler said. “I think I only have one or two girls that play travel, but they come in, they want to play, they put the energy into it, they work hard.” The Bobcats have won every Cedar Run District title since 2018 and have now won 13 in a row over rival Patriot dating back to 2017. “We wanted to win. They played to win. They worked as a team,” Kugler said. Senior midfielder Natalie Moul said dedication and cohesiveness explain why the Bobcats seem to prevail each year. “The chemistry of the team has always been high, and we all come out here, we all hit practice hard, we all hit preseason hard, we’re playing all throughout the winter,” Moul said. Senior midfielder Averie Cage said the team captains meet in September to chart a course for the fall

Also pictured is Patriot’s Faith Fernandez. and winter. “It helps get the team chemistry going, and then in the winter we’re all at it working on our stick skills,” Cage said. “We’re all best friends, so it just gets the flow of the game going even better and we can get multiple scorers and multiple people helping out, which really works to our advantage,” Cage added. Against Patriot on Friday, Moul netted four goals in the first quarter, including her 100th career goal on her second goal, as Battlefield led 6-2. In the second quarter, Cage added
three goals in a 28 second span as the Bobcats outscored the Pioneers 7-0 in the frame to lead 13-2 at the half. Patriot (11-5) never scored again as a defense led by all-district first team goalie Gracie Lint, first team defender Addie Curtis and second team defender Madison Bayliff kept all Pioneer attacks in check. Moul and Cage each finished with five goals, with junior Lanie Carroll adding three, seniors Caileigh McQuillan and Kyra Moran adding two and senior Julia Lausin and sophomore Addison Kwitkin one. The Bobcats won most of the draws, which soon became goals from quick strikes by the draw controller or an attack immediately after winning it. Battlefield also excelled at creating open shots in front of the goal with their sets as they utilize frequent cuts and rotations across the goal while moving the ball on the perimeter. “We can hold our space and move the ball fast enough to the point where wide-open cuts are there. We’re a very unselfish team, so we can make one more pass to get the easy shot rather than take the shot and turn it over. Our ball movement is amazing because we can move it fast and get the easy, open shot,” said Cage, an all-district first team selection. Experience also helps the Bobcats thrive. “We know what everyone’s going to do on the field. Our minds meld together a little bit. If someone’s driving, we know when to cut. We’re looking for the cuts, we’re looking for the picks, we’re looking for the right things,” said Moul, an all-district second team selection. Kugler said she often marvels at how well her girls play together. “They have a great chemistry. You see it in practice, they’re always coming up with plays, they’re always trying to do tricks to figure out a defense. They work them on our defense, and our defense, it helps them to prepare for other teams,” Kugler said. See LACROSSE, page 16

Battlefield’s run of dominance in recent years extends beyond the district. The Bobcats have finished with 17-3 and 17-2 records over the last two years, won the last two Class 6 Region B tournaments and played in the last two Class 6 state
finals, falling to Yorktown 18-8 in 2022 and Oakton 9-8 last year. Regional tournament play begins May 20 with Battlefield hosting Woodbridge (9-5) in the quarterfinals at 7:15 p.m. Patriot hosts Colonial Forge (14-5) at 6 p.m. Battlefield would play the Mountain View (153) vs. Forest Park (12-3) winner in the semifinals while Patriot would draw the Colgan (13-3) vs. Freedom-South Riding (6-9) winner, should the Bobcats and Pioneers advance. The semifinals are May 22 with the final May 28 at the higher seed. Kugler is confident Battlefield will contend for another shot at the state crown. ®
“I feel 100% that we can make it to that state final again. I think it’s just continuing to work as a team, staying motivated and prepared for the physicality that’s about to come our way, because the Fairfax teams are different than what we hit in conference,” Kugler said. “Come regionals, we’re going to have to work and practice on being a little bit more physical, having the offense take the hits, holding on to the ball and the defense working on slides, because it’ll become a much faster game as we move forward,” the coach added. The state tournament begins May 31 with the state final June 8 at Deep Run High.
