Embracing ESG New Plant to Come up in Zhangbin Industrial Park The new plant in Zhangbin Industrial Park in central Taiwan uses solar panels on the rooftop, and it is designed in compliance with the environmental, social, and governance (ESG) criteria. It is expected to be completed at the end of this year. The area after completion will span 16.8 thousand square meters. It will be 5 meters high containing 5 floors. It will primarily manufacture heat treatment equipment, and provide heat treatment service which will reach a monthly capacity of 5,000 tons. Combing with the capacity of the existing Kaohsiung plant, the total capacity can reach 9,500 tons!

Sales manager Ray Hsiao told an example, “It might give us an edge to win an design award for inventing a type of bit that can sing by itself, however, crazy this might sound, but the truth is that there may not be enough people to need it and support our production cost.” Our clients used to develop products on their own before letting us take over to manufacture for them, but gradually they began to hand over the design process to us, which created a significant increase in our production cost. Therefore, we gave up on designing pretty packaging and fancy product functions, and turned our focus to the core issues. Our target is to understand what products are needed by clients, how to make the products easy to use, how to shorten the time for product rollout, and how to make products customers truly want.

Through the clients, the company learned that a screwdriver and bit can make simple extension or a change into a better and handy tool for use with components on sports utilities, musical instruments and construction applications. It may not be useful for others, but it is indeed a safe, time and labor saving, and cheaper solution for target users.

In order to improve product quality and precision, the company must optimize and upgrade production equipment. The company added equipment that normally is not used for manufacturing hand tools.

Corporate Growth Amid Drastic Market Change The U.S./China trade war starting in 2018, and the pandemic starting in 2020 and lingering over 2 years, have significantly changed the global supply chain. In the past, manufacturing regular ISO 2338, ISO 8734, and DIN 6325 compliant dowel pins would need the use of CNC machining lathes to meet demands of customers’ drawings due to requirements for lead angles. After production, the RT UNI-C made of stainless steel A4 is pickled in the in-house electroplating facility, passivated and coated with anti-friction coating, which considerably reduces the screw-in resistance.

32 EU States Have Terminated GSP Treatment to China According to a notice of the General Administration of Customs of China (GACC), it has stopped GSP certificate of origin for goods (Form A) to the EU, the UK, Canada, Turkey, Ukraine, and Liechtenstein since Dec. 1st 2021, which indirectly verifies the fact that 32 countries including the EU have terminated GSP treatment to China. Currently, only Norway, New Zealand, and Australia still offer the treatment to China (Note: The Generalized System of Preferences, or GSP, is a preferential tariff system which provides tariff reduction on various products. GSP provides tariff reduction for least developed countries). GACC applauded with this move and said this means other advanced economies have recognized China as a non-low-income and non-lower-middle-income country, and also means that Chinese products are competitive on the market and do not require extra protection.

With the fast development of Chinese economy and better living quality of its people, China, according to the criteria of the World Bank, no longer belongs to a low-income or lower-middle-income economy. As a result, the EU and many other countries have sequentially announced the cancellation of GSP treatment to China. After the treatment is cancelled, goods exported from China will not be issued with a GSP certificate of origin anymore.

Steel prices may also be pushed up by the increasing carbon cost in Europe. “I expect to see steel prices at a much higher level than we've seen in the last 10 years, over the next 10 years.”

Apart from China, global steel demand will return to the pre-pandemic level this year earlier than expected.

Compared with the forecast made last April, the projected global steel demand for 2021 has been revised downward from 5.8% to 4.2% by WSA and reached 1.85 billion tons. The growth for 2022 has been revised downward from 2.7% to 2.2% and will reach 1.89 billion tons.

According to the Association, steel demand will continue to recover in 2022 as the world speeds up vaccination. However, this could be altered if the developing nations slow down vaccination or if China's economic slowdown continues further.

Fastener Manufacturers Report Over NT$10 Billion Revenue as Fastener Orders Surge Since 2021 Taiwanese fastener industry has felt the strongly growing demand for fasteners from U.S. and European clients. Although the lack of containers and port congestion remains unsolved, sales and unit prices of their exports still showed a significant growth. Last year, the entire export volume and value of Taiwanese fastener industry both reached a new high. According to the database of Taiwan Customs, Taiwan exported nearly 1.7 million tons of fasteners to the world (roughly up 18% from 2020); if calculated by value, it exported around US$5.55 bn worth of fasteners to the world (up around 34% from 2020).

Many leading export-oriented Taiwanese fastener companies (e.g., BBI, Boltun, Chun Yu, Tycoons, and so on) reported that their annual revenues were over NT$ 10 bn in 2021. Among these companies, BBI even achieved the record of over NT$20 bn. According to several leading fastener companies, due to the strong and growing demand for fasteners from automotive, construction, and many other industries in the U.S., Europe, and Asia, as well as fully booked capacities, and the expectation for a better situation regarding the port congestion issue in Q2 2022, the outlook for 2022 is very likely to turn really well.

Avantus Aerospace continues its transformation into a 'pure-play' C-Class parts manufacturer, having recently completed the divestiture of its non-core composites business line. Two U.S.-based structural composites companies – Performance Plastics (San Diego, CA) and Angeles Composite Technologies (Port Angeles, WA), were sold to JW Hill Capital, a Scottsdale, Arizona-based private equity firm.

RS Components Marks Official Opening of Extended Distribution Centre RS Components (RS), a trading brand of Electrocomponents plc (LSE: ECM), a global omni-channel provider of product and service solutions, held a ribbon-cutting ceremony to celebrate the expansion of the company’s distribution centre (DC) at Bad Hersfeld, Germany.

RS has made a significant investment over the past two years to create one of the company’s largest distribution centres in its global supply chain network, fully automated and equipped with state-of-the-art technology. At the official opening event, customers and suppliers were invited to see the highly automated stock processing capability and warehouse management system now installed at the site.

Environmental considerations have been a priority in this expansion project, and the facility is equipped with a 6000 m² solar powered system and a green (grass seeded) roof. Furthermore, the number of products held in closer proximity to customers in Continental Europe has almost tripled to circa 500,000. This will not only contribute to a substantial reduction in the company’s carbon footprint but will also ensure that service levels are of the highest standard, with delivery reliability to match EU and global demands.

The distribution centre is equipped with an extensive computerised, multi-shuttle system, and a conveyor system of two kilometres in length. The system is capable of managing 300,000 storage trays that can be stored and retrieved at a rate of 9,000 trays per hour.

Situated in the heart of Europe, this leading-edge facility has been expanded by approximately 16,000 m² to create a storage area of around 37,000 m². This allows additional space for a vastly increased product range and stock levels, benefitting suppliers and customers with improved service and delivery.

A: Although threaded fasteners are sometimes used to transfer motion, they are mostly used to fasten parts. Bolt-nut fastening, for instance, is achieved by surely applying the target axial bolt force”. The amount of fastening torque in the torque control method and the heating time in the fastening process using a bolt heater are no more than operation guidelines to achieve the target axial force. These guidelines are also related to other questions. Those values are respectively set to attain the target axial force, but bear in mind that they don’t completely guarantee the expected axial bolt force.

The details about each fastening method will be explained in the answers to other questions. Here, I will briefly introduce the outline of widely-used methods. First, the most widely used one is “torque control method”. Besides using spanners and torque wrenches to fasten, this method includes the case of turning the heads of small screws by a screwdriver to fasten them. In either method, it is common that a torque is applied around the screw axis, by taking advantage of thread helical geometry, in order to convert the torque into axial force. The torque control method includes the use of motor/air/hydraulic driven torque wrenches and it also includes impact wrenches, which aim to improve workability and fasten large screws. On the other hand, there are tightening methods without applying torque. They are “direct tension method” that uses a hydraulic tensioner by which the axial force is directly applied to the bolt, and “thermal expansion method” that uses a bar-shaped heater to heat and expand a hollow bolt for fastening.

Figures 1 and 2 respectively shows a hydraulic tensioner and a bolt heater. Each method has a distinctive characteristic, i.e., direct tension method basically has high fastening precision and thermal expansion method doesn’t restrict the maximum size of fasteners that can be fastened. Meanwhile, “elastic angle control method” utilizes the principle that the nut rotation angle is proportional to the bolt force to be generated. Its operation is more complicated compared to the torque control method, but it can improve the fastening precision. Note that in the angle control method, the torque is also applied to the nut during fastening.

What are the Important Points in Selecting the Method for Tightening Screw Threads? 選擇螺紋鎖固的方式有什麼重點？

A: The main points include the maximum applicable screw size, required fastening precision, workability, the cost of the fastening device, etc. Here, the workability includes the working hours and personnel expenses. First, torque control method is the most extensively used method for ease of fastening, and the situation won’t change in the future. Powered torque wrenches, as shown in Figure 3, are commonly used to fasten large fasteners. For even larger fasteners, direct tension method and thermal expansion method are to be used, but recently the market has been selling powered torque wrenches that can fasten substantially large fasteners. The one with the highest fastening precision is the direct tension method.

However, it can’t be used on a portion with a short grip length or a fastened portion inserted with a gasket whose stiffness is hard to evaluate, because it cannot exhibit the original performance in those cases. In terms of workability, powered torque wrenches stand out for the ability to complete the fastening in a short time, but it needs a substantial cost for the fastening device. The aforementioned direct tension method also requires a hydraulic tensioner and a hydraulic motor that drives the tensioner, so it shares the same problem in costs.

The thermal expansion method has advantages in that it can fasten large bolts, spends lower costs, and can simultaneously fasten many bolts. However, the onsite work mostly depends on the know-how of proficient operators because there is not yet an established fastening guideline t hat is genera lly recognized.

1. CPTPP and National Economy

Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) originates from TPP led by the U.S. TPP was doubted for its existence after the U.S. announced withdrawal and was later led

by Japan. Consensus was reached on the core issues to change the title to CPTPP. In 2020, the total GDP value of CPTPP members were USD 11 trillion, taking up 13.1% of the world’s total. The members scatter around the Pacific Ocean, totaling 11 countries and 500 million people (7% of the world’s population), including Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam.

The countries having expressed an interest in joining CPTPP are China, UK, S. Korea, Thailand, Indonesia, Philippines and Taiwan.

After CPTPP took effect at the end of 2018, the first term of the Commission confirmed in January 2019 the ways for new members to join and welcomed nations willing to comply to high standards. Taiwan, S. Korea, Thailand, Philippines, Indonesia, UK and China have expressed their interest in joining. UK, the world’s 5th largest economic entity, puts its entry into CPTPP high on the critical economic agenda after BREXIT, and submitted its application in February 2021. The fourth term of the Commission decided to launch the process for UK’s entrance and set up a task force. If UK joins, it will become the first CPTPP member from Europe and will expand CPTPP’s economic scale.

As UK began the process for entering CPTPP, China, which is an advocate for the signing of RCEP expressed its interest in joining CPTPP at the end of 2020. Gripped by the U.S./China trade war, technological war and the pandemic, China’s initiative in considering entering CPTPP during the 14th Five-Year Plan formulation is strategic. As the world’s 2nd largest economic entity, China’s economic scale and market potential is massive.

Out of the 11 CPTPP member countries, Japan, Australia, New Zealand, Singapore, Vietnam, Malaysia and Brunei are also members of RCEP. China has completed laying the foundation for negotiating the signing of RCEP. There is an incentive for China to join CPTPP and increase the importance of its existence in the Pacific trade system. Many CPTPP members are on China’s priority to sign FTA with. China has signed FTAs with Singapore, New Zealand, Chile and Southeast Asian countries that are already in effect. Some of them including Singapore, New Zealand and Chile have completed talks on upgraded FTAs with China, and China’s talks on an upgrade with Japan and S. Korea in progress. China is also considering an FTA talk with Canada, and it has completed talks with CPTPP members. China’s move to join CPTPP and strive for CPTPP members’ support is nothing to be underestimated. CPTPP was thrown into shade when the U.S. backed out, but gained attention when China expressed its interest in joining. The development is worth paying attention to.

The automotive industry’s proportion in national GDP and in manufacturing industry’s GDP reflects the automotive industry’s level of contribution to the economy. In recent years the automotive industry is increasing its influence on national economies. With the benefit of automotive transformation, the automotive industry should be gradually increasing influence and its proportion in manufacturing GDP every year. The overall economic development and the strength of manufacturing also influence the accumulation of automotive sales and vehicle retention. Table 1 compares the overall economy as well as vehicle retention in 2020.

Analyzing Tariffs of Taiwan’s Automotive Components Traded with CPTPP Countries Among the CPTPP countries, apart from Singapore and New Zealand having FTAs with Taiwan and Japan having cancelled tariffs on cars and automotive components imported from Taiwan, Taiwan’ s automotive components exported to CPTPP countries are imposed with a certain amount of taxes depending on component types. This could undermine the profit gain of Taiwan’ s export-oriented automotive components industry. Table 2 compares the tariffs of Taiwan’s automotive components exported to CPTPP countries. Excluding Vietnam (0~45%) and Malaysia (0~30%) having to pay higher tariffs, the tariffs on other countries range between 0%-15%.

CPTPP countries’ automotive components imported into Taiwan are imposed with 0~17.5% tariffs (depending on component types). Table 3 compares the tariffs of CPTPP countries’ automotive components exported to Taiwan.

» Taiwan’s Automotive Components Trade with Japan Tops Those with Other CPTPP Countries Among the 11 CPTPP countries, Japan produces and sells most of the cars and automotive components, followed by Mexico and Canada.

Driven by the demographic dividend in Southeast Asian countries and the growth potential of the automotive market, Malaysia and Vietnam are gradually attracting international leading automakers and component manufacturers. Taiwan has been a long-time OEM partner assembling, selling and repairing cars for Japanese automakers. Most of Taiwanese leading companies have operations in China producing and selling automotive components. Coupling the Taiwanese government’s New Southbound Policy, those companies have headed for ASEAN to set up operations and made their ways into Japanese carmakers' supply chain.

Industry Focus >> Table 4 shows the values and export proportions of Taiwan’s main automotive components export to CPTPP countries in 2020. The total export value of Taiwan’s automotive components was NTD 151.36 billion, and the export towards CPTPP countries was NTD 20.9 billion, taking up 13.8%. The export towards Japan was NTD 7.95 billion, taking up 5.3%, followed by Mexico (2.4%), Australia (2.0%), Canada (1.9%) and other countries (2.2).

For a long time, Taiwan has been collaborating with Japanese automakers on car production, sales and aftersale maintenance. It is an intimate relationship in car assembly and components manufacture. Some critical components such as automatic transmissions, deisel engines with a capacity of over 3,000 CC, engine management systems and brake system components are mostly imported from Japan. Japan accounts for the highest proportion in automotive components exported to Taiwan. In 2020, the value of automotive components improted from CPTPP members to Tawain reached NTD 22.42 billion, taking up 32.4% of the total import value. The value of automotive components improted from Japan to Taiwan was NTD 20.9 billion, taking up 30.2%. Mexico took up 1.7%. Otherwise, the proportions for other countries were very low. Figure 5 shows the values of automotive components imported from CPTPP countries to Taiwan and their proportions in the total import value in 2020.

Besides being supplied to domestic automakers to repair vehicles, Taiwan’ s automotive components are mostly exported. These components are mainly for the aftermarket such as headlamps, bumpers, rearview mirrors, rims and their components, interior and exterior plastic/rubber parts, and body sheet metals, mostly supplied to North American and EU countries. The domestic suppliers are active in developing the emerging markets including AESAN, Africa, the Middle East and Latin America, and they are striving to tap into the supply chain of Chinese automaker brands.

The top 5 import origins for Taiwan’s automotive components in 2020 were Japan (30.2%), China (25.6%), Thailand (9.0%), Germany (6.5%), and Sweden (5.1%).

U.S.A, 52.2% These 5 countries on the top accounted for 76.4% of the whole import value, and the imported items were for domestic vehicle repair. Figure 3 shows the main import UK, 2.8% origins for Taiwan’s automotive components in 2020. The Germany, China, 3.9% top imported automotive components were motor vehicles 3.0% Japan, 5.3% and their components (16.7%), automatic transmissions and their components (11.2%), motor vehicle bodies and their components (7.7%), large diesel engines and their components (6.7%), heavy truck Fig. 3. The top CPTPP member countries for Taiwan’s automotive components export in 2020 were Japan (NTD 7.95 billion), Mexico (NTD 3.57 billion), Australia (NTD 3 billion), Canada (NTD 2.85 billion), Malaysia (NTD 13.4 billion). The main exported components included automotive electrical components, rims, car head lights and their components, gearboxes and transmission components. Among the CPTPP members, Japan imported NTD 20.9 billion, Mexico imported NTD 1.17 billion and Malaysia imported NTD 180 million worth of automotive components from Taiwan. The main imported components were automatic transmissions, components for engines with a capacity above 3,000CC, engine management systems, and brake system components. Figure 4 compares automotive components import and export with CPTPP members.

Japan as the Top CPTPP Trading Partner with Taiwan The top export destinations for Taiwan’s automotive components in 2020 were the U.S. (52.2%), Japan (5.3%), China (3.9%), Germany (3.0%), and UK (2.8%). These countries account for a total of 67.2%. Taiwan created a trade surplus with the world as well as CPTPP members.

Taiwan’s automotive components exported to the CPTPP members accounted for 13.8% of the total export value. Japan accounted for 5.3% and the other members accounted for 8.5%. Mexico, Canada and Australia took up a higher export proportion; and therefore, had market potential. Taiwan’s automotive components imported from the CPTPP members accounted for 32.6% of the total import value. Japan accounted for 30.2% and other countries accounted for 2.4%. Taiwan is highly dependent on Japanese automotive components. The top imported components were motor vehicle components, automatic transmissions and their components, large diesel engines and their components, motor vehicle bodies and their components, brake servo systems and their components, mostly imported from Japan.

2. Taiwan May Encounter Competition from CPTPP Members for Having Higher Import Tariff

3. Automotive Component Cost Could Decrease Allowing for Industry Transformation

Taiwan’s automotive components going out to Japan are tarifffree. Japanese products going into Taiwan are subject to 0~15% tariffs depending on product types. Taiwan still imposes 0~17.5% tariffs on incoming automotive components. Joining CPTPP will phase down or remove the tariffs and it should result in a huge impact on Taiwan’s automotive components industry in the short term. If CPTPP kicks in, Japanese components going into Taiwan will be tariff-free. Components that used to be manufactured in Taiwan for the Japanese will be likely to be imported straight from Japan. This could impact automotive components manufacturing, and Taiwan will be confronted with the competition from Japanese cars and components. Even in the Japanese market, there could be competition from automotive and components manufacturing countries including Mexico, Canada and Malaysia. Besides the international export market, Taiwan will meet competition in ASEAN.

The top CPTPP destinations for Taiwan’s automotive components export were Japan, Mexico, Australia, Malaysia and Vietnam in 2020. These countries accounted for a low proportion of 13.8% of the total export value and show the market potential for Taiwan to export. The target countries implementing policies to phase out or remove tariffs will benefit Taiwan’s automotive component export.

Automotive components imported from CPTPP members will be cheaper due to tariff reduction or exemption and this will decrease car assembling cost, possibly closing the price gap between imported cars and domestic cars. The price of imported cars may decrease but there will be a certain degree of impact on domestic cars.

Pa r ticula rly, Ta iwa n still imposes 15~25% ta r if fs on components with a domestic demand that created a production value of NTD 22.53 billion back in 2020, including NTD 1.45 billion from bus bodies, NTD 3.93 billion from truck bodies, and NTD 17.15 billion from chassis and suspension components. Even if Taiwan has lowered import taxes on a portion of car bodies and suspension components, it could still face competition from CPTPP members including Japan.

The automotive components industry is generally subject to higher tariffs and comes across higher hurdles in overseas market expansion. Taiwanese suppliers mostly rely on international trade or take advantage of overseas operations to evade high tariffs and maintain competitiveness. Joining CPTPP will enable Taiwan to remove the barrier of high tariffs for the automotive components industry and seek fair market competition. It will help increase production in Taiwan, encourage companies to develop high valueadd products, make policies to transform and develop critical components (VCU, MCU, BMS for EVs) within the phaseout of tariffs, reduce tariff, or head for the emerging realms such as EVs and self-driving cars. This will create room for collaboration with intimate countries such as Japan.

This is mainly due to the fact that most Taiwanese automakers have technical collaborations with Japanese automakers and import a large amount of critical components from Japan to assemble cars. This causes Taiwan’ s automotive component prices to be higher than other countries over a long time. If Japan’ s cars and components exported to Taiwan are exempted from tariffs, Japanese automakers will have to evaluate Taiwanese OEMs and automotive assembly within Taiwan since Taiwan’ s automotive assembly market is relatively smaller than Japan’ s. When that happens, it will reshuffle this industry involving 100 thousand employees including 10 thousand people who assemble cars, 2 thousand people who manufacture car bodies, and 88 thousand people who manufacture components; therefore, it calls for earlier business transformation and responses.

CPTPP on Taiwanese Fastening Tools Industry

1. Foreword After the outbreak of Covid-19, the global political and economic situations have appeared many changes. The Trans-Pacific Partnership (TPP), initially led by the U.S. and Japan, has been also renamed by Japan as well as the other 11 member countries to Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) since the U.S. declared to withdraw in 2017. In the post-Covid era and in face of the two major various factors (i.e., U.S.-China trade war and the Covid), the global industrial supply chain has been also reshuffled, which also showed a significant influence of the free trade on the global economies. CPTPP comprises 11 member countries and the Agreement was already signed on Mar/08, 2018 and has come into force in 8 countries since Dec/30, 2018. Taiwan submitted its official application on Sep/22, 2021 and has gain the support from Japan and Australia. In addition to Taiwan, UK, China, and S. Korea have also respectively submitted their own applications since 2021. CPTPP is a high-quality free trade agreement and the percentage of the final tariff-free items in the member countries’ total industrial goods will be 99.64%.

Although China and S. Korea may cause some variables to Taiwan’s participation in CPTPP, with the ever-changing market, whether Taiwan can make the most of negotiations to strive for more favorable tariff-free or tariff reduction conditions for Taiwanese fastening tools will be a critical issue. In this article, “fastening tools” are defined as “hand-held tools for fastening or loosening fasteners (e.g., screws, nuts, nails, bolts, and nuts)”. This article will focus on Taiwan’s trade statistics with CPTPP countries in recent years and analyze the impact before and after CPTPP was signed and offer solutions for reference to Taiwanese fastener and hand tool manufacturers.

2. Developments & Trends of Taiwanese Fastening Tool Industry in Recent Years In 2020, the production value of Taiwan’s fastening tools was NT$ 34.62 bn, the import value was NT$ 2.41 bn, the export value was NT$28.72 bn, the domestic demand was NT$8.32 bn, the export proportion was around 83.2%, the 6-year CAGR was around 0.5%, the import dependence was around 29.0%, and the degree of self-sufficiency was around 71.0%. However, due to the Covid-19, the export in 2020 dropped by around 9.6% from 2019. After the pandemic curve gradually became flattened in H2 2021, the orders from major domestic companies started to come back. In Q1-3 2021, the export value was NT$ 26.54 bn, up 25.2% from the same period of the previous year. Table 1 shows the import & export of Taiwan’s fastening tools in 2015-2020.

Taiwan’s Fastening Tool Import Value from CPTPP and Percentages The value of fastening tools Taiwan imported from CPTPP countries in 2020 was NT$ 0.52 bn, representing 21.53% of Taiwan’ s total fastening tool import from the world; main import origins were Vietnam (import value: NT$ 0.272 bn, representing 52.36% of Taiwan’ s import from CPTPP or 11.27% from the world) and Japan (import value: NT$0.244 bn, representing 46.97% of Taiwan’ s import from CPTPP or 10.11% from the world), which is an intensive import structure; Taiwan’s average tariff for imported fastening tools is around 5-10%. If Taiwan can be accepted as a CPTPP member, it may only see a tariff income loss of around NT$26-52 million based on its annual import value of NT$0.52 bn. As Taiwan’s fastening tools are of int’l standards compliant quality, opening the domestic market to the world won’t influence the competitive edge of the domestic industry at all. Table 2 below shows the total import value and percentage of fastening tools Taiwan imported from CPTPP countries in 2020.

The value of fastening tools Taiwan exported to CPTPP countries in 2020 reached NT$3.28 bn, representing 11.42% of Taiwan’ s total fastening tools export to the world. Main export destination countries were Japan (export value: NT$ 1.167 bn, representing 35.58% of Taiwan’ s total fastening tools export to CPTPP or 4.06% to the world), Australia (export value: NT$ 0.841 bn, representing 25.65% of Taiwan’ s total fastening tools export to CPTPP or 2.93% to the world), and Vietnam (export value: NT$ 0.4 bn, representing 12.20% of Taiwan’ s total fastening tools export to CPTPP or 1.39% to the world). The value and percentage of Taiwan’s fastening tools export to the other CPTPP countries were not high (only around NT$ 0.351 bn, representing 11.42% of Taiwan’s total fastening tools export to CPTPP). Most of the export were concentrated on the top 5 destinations, forming an intensive export structure; in addition to Japan carrying out tariff-free measure for fastening tools, other countries still impose around 0-20% of tariff rates. If Taiwan is accepted as a CPTPP member, the tariff expense to these countries may be reduced by around NT$ 0.16-0.2 bn based on the annual export value of NT$ 3.28 bn. As a result, participation into CPTPP will definitely elevate the global competitiveness of fastening tools of Taiwan, which is exportoriented; Table 3 shows the value and percentage of Taiwan’s fastening tools export to CPTPP countries in 2020.

5. Tariff Reduction or Exemption Calculation of Taiwan’s Fastening Tools Export After Joining CPTPP

Japan, Australia, and Vietnam are the top 3 destinations in Taiwan’s fastening tools export to CPTPP countries. Japan ranked 1st place in Taiwan’s fastening tools export to CPTPP countries, but as Japan carries out tariff-free measure on Taiwan’s fastening tools, there’ll be no difference to Taiwan before or after joining CPTPP. On the other hand, Australia and Vietnam respectively in the 2nd and 3rd places will help Taiwan save the tariff expense of around NT$ 0.123 bn. Plus, with the tariff expense Taiwan can save from the other CPTPP countries whose total import from Taiwan is comparatively low, it is estimated that Taiwan can save around NT$ 0.123-0.2 bn of tariff expense per year after joining CPTPP. Table 4 shows the tariff reduction or exemption calculation of Taiwan’s fastening tools export to the top 3 export destinations in CPTPP. Table 4 shows that the highest values of Taiwan’s fastening tools export to Japan are “Hand-held spanners and wrenches (not adjustable), Interchangeable socket wrenches, and Hand-held spanners and wrenches (adjustable).” However, as Taiwan’s hand tools export to Japan has been tariff-free, the impact is very small; the highest values of Taiwan’s fastening tools to Australia are “Interchangeable socket wrenches, Handheld spanners and wrenches (adjustable), and Hand-held spanners and wrenches (not adjustable)” and the tariff rate is 6.5%. As Taiwan has a stronger strength in socket wrench manufacturing, if the tariff can be reduced or exempted, Taiwan may be able to expand its sales to CPTPP countries. As for Taiwan’s export to Vietnam, the highest value is the category of “Hammers and long-handle hammers,” which is merely NT$ 0.118 bn. However, as Vietnam imposes higher tariffs and many fastening tools categories are subject to a rate of up to 20%, if Taiwan can become a CPTPP member, it is expected that it can enjoy the same tariff-free benefits brought by FTAs (e.g., RCEP) as other competing countries can and Taiwanese companies will have more niche to develop the local Vietnamese market.

6. Conclusions and CPTPP’s Impact on Taiwan and Future Variables (a) Conclusions The population of CPTPP countries totals nearly 0.5 bn people (7% of the world’s total), the total GDP of them exceeds US$ 11 trillion (13.1% of the world’s total), and the trade value with them represents over 24% of Taiwan’s total trade value, which is an essential key to Taiwan’s participation in the regional economic integration and is a vast and potential market for Taiwan to develop. Some Taiwanese exported products might face high tariff barriers in the past that restricted the export, however, Taiwanese steel, fasteners, various hand tools and relevant products and parts all demonstrated strong export competitiveness, creating a trade surplus with the world and CPTPP. If Taiwan can become a CPTPP member to enjoy the fair competition with reduced or exempted tariff benefit, it will create positive efficacy for related fasteners and fastening tools manufacturers to develop the global market.

After Taiwan joins CPTPP, some products may be influenced by the increase in import from Japan.

For example, machine and iron & steel products manufacturers focusing on domestic demands and manufacturing similar products as their Japanese counterpar ts have to continuously be concerned about industrial activities and help guide the impacted manufacturers. In addition, As the cost of imported Japanese advanced fasteners or fastening tools declined, the scale of domestic product supply was also reduced. One should be also aware that if such a result will create negative impacts on domestic manufacturers’ will to invest in the R&D of high -value added products. In terms of some sensitive products, the Government maybe can adopt tax reduction and guidance measures to earn more time for companies to complete the transformation.

Industry Focus >> (b) CPTPP’s Impact on Taiwan 1. Accelerate transformation of the traditional metal processing industry: traditional industries usually face higher tariffs in terms of export, making them difficult to expand the overseas market and forcing most Taiwanese manufacturers to adopt processing trade or overseas production to evade high tariffs and maintain profit and competitiveness. If Taiwan can become a CPTPP member, it will help traditional industries move away the high-tariff barriers, earn for Taiwanese manufacturers the fair competition in the domestic markets of CPTPP countries, and keep its HQ in Taiwan and increase production in Taiwan; in addition, while facing external competition from imported products, the domestic industries will be more willing to invest in the R&D of high-value added products, thus facilitating the multiple and balanced development of the domestic industries.

2. Facilitate the close tie of Taiwan with the global market to become one of the important members in the global supply chain: U.S.China trade war and Covid-19 speed up the reshuffling of the global supply chain and the importance of Vietnam, Malaysia, Mexico, and many others has become significant. Taiwan can integrate the domestic resources with overseas markets, deepen the close tie of Taiwan with the global supply chain, and strengthen the collaboration with CPTPP members.

3. A new economic system to connect to the world and maintain the industrial competitiveness of the next generation: CPTPP is a high-quality FTA and a globally recognized paradigm. CPTPP members value digital economy and many other new issues for economic development a lot. If Taiwan can become a CPTPP member, it will be favorable for Taiwan to help the traditional metal industry to develop digital business opportunities.

5. The withdrawal of the U.S. f rom T PP, wit hout doubt, caused a decisive impact on the current CPTPP. However, Biden’s administration plans t o r e l e a s e a n ew A s i a n Pacific economic cooperation framework in Q1 2022 and tries not to partake in CPTPP again. The framework will be refocused on supply chain negotiations, export control over important products in t he supply cha i n a nd t he formulation of AI standards and target the participation of Japa n, Singapore, Australia, New Zealand, as well as Malaysia, Vietnam, and Thailand; in the fierce global economic and trade competition, Taiwan should make early preparations for the new Asia-Pacific Economic Cooperation Framework led by the U.S. and also join CPTPP as early as possible in order to achieve the best synergy for Taiwan’s metal industrial development.

HU PAO Moves to New Plant

Reinforcing Digitalization and Making Early Preparations for Carbon Neutrality Specialized in manufacturing customized automotive, special, and locking nuts, Hu Pao Industries Co., Ltd. is not the largest manufacturer in Taiwanese fastener industry though, but is one of the exemplary companies most active in optimizing its competitiveness on the int’l stage. In 2021 it moved to the 26,445 sqm new plant in Guiren Dist. with the total investment of NT$ 0.6 bn and simultaneously optimized various software/hardware/manufacturing procedures/ systems and upgraded forming/tapping/optical sorting equipment.

Hu Pao has been implementing digitalization for years. In addition to ERP, MES, the installation of pressure sensors on formers, remote tapping machine monitoring, and new 3D graphics software, many other eye-catching optimization and upgrade have been also completed in 2021. For example, in order to enhance and stabilize the integral manufacturing quality, an intelligent energy control system has been also introduced into the new plant. On the one hand, stable voltage output can prevent equipment from being interfered; on the other hand, around 15% of energy can be saved, thus making early preparations for the upcoming EU’s Carbon Borders Adjustment Mechanism (CBAM).

Vice President Bill Wang said, “CBAM will come into force soon, so the energy control in manufacturing is quite important. So far, we’ve installed pressure sensors on formers, which are also synchronized with MES to collect electricity consumption data, and have an alert mechanism for parts repair & maintenance. Furthermore, for accelerating standardization and digitization, Wang added, “This has been the 3rd version of ERP we adopt, which shows clear info of our quotations, orders, material purchases, machine/die control, as well as product code tracking, delivery, batch inspection, and labeling, keeping customers promptly updated with their order statuses. In addition to regular annual upgrade of the data system, for creating a smart-factory environment, we also expect to introduce online task appointment, measuring systems, and monitoring center that can avoid the risk of manual data management, helping achieve a more efficient operating data standardization and procedures control.”

The Ability to Provide “LowVolume Batch of Diverse Items” The IATF 16949 certified Hu Pao receives around 80% of its orders for high value-added customized automotive nuts, which are required to be of very high quality. With over 3 decades of die development capabilities, it can almost produce every size from M5 to M20. And, different from other large manufacturers requiring min. quantities, Hu Pao even accepts orders for “one bundle of wire rod”. With the advantage of short lead time (one month), it can help customers reduce their inventory. Adopting materials from Taiwan CSC, Hu Pao also utilizes computer inspection, pressure/torque sensors, and power monitoring devices in manufacturing to ensure full compliance of every manufacturing procedure with standards.

Sometimes when a few defective items are detected before shipment, the whole batch will be even returned for re-inspection to ensure no defective item is delivered to customers.

Active Introduction of External Resources

Wang noted, “Carbon neutrality, digitalization, and so on have been carried out by companies outside the fastener industry for so long, and the fastener industry has been left far behind. I, with non-technical background, have been active in interaction with companies in northern Taiwan and participated in activities of New Generation College in anticipation of introducing external resources to make Hu Pao grow stronger. I should be a very unconventional new generation! Facing the emerging trend of EV, Hu Pao still achieved an around 30% sales growth in 2021 from 2020. With the support of the new plant, Hu Pao will accelerate steps to create higher capacity and sales. In the future, we may also extend business reach to semiconductor, bike, or solar power and other precision industries. The reserved 4,958 sqm unused space of the new plant also offers possibilities for our future business expansion.”
