– Is there a clear understanding, that Ukraine is the guardian of European peace, in Europe?

– It is very difficult to say, but the number of people, who understand it much better, is increasing...

– Ordinary citizens or politicians?

– Ordinary citizens and politicians... Our society is aware of the danger to the continent since Mr. Putin has again made Russia a very aggressive nation.

VISA-FREE REGIME

a democratic state in the Eastern Europe today is a guarantee of the EU security

Rebecca Harms – Euro-MP, Member of the Committee on Parliamentary Cooperation between Ukraine and the EU, Deputy Chairman of Committee for Environmental Conservation, co-chairman of the faction “The Greens – European Free Alliance”, a German politician, documentary filmmaker.

Her active position regarding Ukraine and support in an effort to join the EU make Ms. Harms one of the key leading figures for our country in the reform process. One of the issues she coordinates is “visa-free regime”. In an interview with «Fashionable Diplomacy in Ukraine» Ms. Harms shared her ideas and thoughts that exist in the European Parliament regarding issues and prospects of visa-free regime for Ukraine:

– To what extent is the European Parliament “for” resolving the issue for our country?

– The majority in the European Parliament voted for providing visa-free regime in Ukraine. Ukrainians are with us, we want you: this is the main message of the European Parliament for Ukrainian citizens. As for me, I will always remember the day of voting for this issue, as it is the result of my work for many years. With some like-minded people in the European Parliament

– Visa free regime – supposedly it has been waited for a long time, and it seems to be approved so suddenly...

– Is the introduction of visa-free regime the recognition of Europe that Ukraine is not a threat for Europe?

– It was not sudden. Visa-free regime is a long process. Ukraine worked on a long list of conditions (over 140). Visa-free regime will come in July this year because Ukrainians deserve it – they fulfilled the requirements. Both Europe and Ukraine, and the entire continent will benefit from greater contact between people, greater exchange between our citizens, because it is the foundation. What is visafree regime aimed at? To have freedom of movement not only for political and economic elite, but for everyone.

– The EU would make a huge mistake if people considered Ukraine a risk. Ukraine is a huge opportu­ nity, because it is the biggest EU neighboring country in the east, this is a nation full of talented multifaceted people, citizens who want to work, to contribute to development of the European family. So, as for me, it would be a huge nonsense, if people saw risk in this visa-free regime. Vice versa! This will open up new opportunities for Europe in general and in particular for Ukraine!

we have repeatedly tried to secure visa-free access of Ukrainians to the EU. For the last three years we have seen that it is becoming a reality.

– Do you think Ukrainians feel that Europe really cares about Ukrainian issues?

– Ukrainians... well... sometimes they are dis­ appointed with the EU... sometimes they fall in love with the idea of the EU again... As for me, no matter what Europeans do, Ukrainians are still the ones to decide how to live... this is the main principle and way to democracy.

– Perhaps Ukraine mostly expects money from Europe, and not advice?

– Ukrainians, like many other countries need not only financial, but also political support too.

On the role of a woman in Ukrainian politics

– When did you realize you would become an active public figure? And how did you come into politics?

I already liked "Law" subject at school, I admired it, I participated in Olympiads. In high school at Olympiads I received the first places, so I was enrolled in the Law Faculty at one of universities almost without exams. Therefore, the question of profession choice did not arise acutely. But as I dreamed of becoming a doctor in early childhood, even in my law practice I was not aloof problems of health care. Back in 2013 I became a co-founder of the "Charitable Fund of Medical Workers’ Rights Protection." My vigorous activity and experience led me to the body of legislative power – the Parliamentary Committee on Health Care. So right now I have to be most effective.

– To date, have you achieved and managed a lot? How do you manage it all?

My main motto: to work a lot, set high goals, each time raising a lath for myself. And then do every­ thing possible to achieve the objectives and implement plans: self-improvement, self-development.

One should not be satisfied with what has already been achieved. One should always move forward.

– Do you manage to withstand and preserve firmness in making decisions?

How is it in general to be a woman politician?

I do not think that a woman should take the place of a man, but I am confident that women can help change the world for the better. There are more women in the population of our country, so we have every right to influence political decisions.

In Ukraine, it is harder for women to get to power, and because of social stereotypes and because of family commitments, which leave less time for public activity, it's hard to be on one side a daughter, a wife, a mother, and on the other – a public figure, a politician. But it is absolutely possible. And now a woman-politician, a woman-leader – a new trend of contemporary world politics. Among European countries, Ukraine has one of the lowest levels of women's representation in the halls of power. There are 50 women in the current Parliament, it is just 11.85% of the total amount. This is the largest number of women among all previous convocations of Parliament. I believe that this number should grow.

But despite this positive trend, anyway we note that women as the biggest social group are not yet

the subject of powerful influence on the content of the policy in Ukraine. The average rate of women's representation in national parliaments in European countries (members of OSCE) is 26.4%; in Scandinavian countries – 41.7%, and in the world in general – 23.3%.

Our country has a sufficient number of women, successful, professional. The law on quotas, which is adopted, is a European approach. However, in the EU quota system is often "silent": parties on their own initiative take women to their ranks. If all our political forces follow the principle of quota system – Ukrainian political map will change radically. And the introduction of quotas for women is one of the few progressive norms in the law on local elections.

Parity in politics is the key to raising living standards because only it allows to represent the interests and consider the needs of all citizens both men and women.

Women are an important political resource, and their involvement in politics can make modern management more efficient through the combination of different experiences in decision-making and representation of community interests. Quite often it is a woman who is the best leader, other officials cooperate with her easier, subordinates are not afraid of her.

If there are more women in the halls of power – in local councils and in Parliament, I believe that the deputies will be able to negotiate more easily and thus reduce the level of parliamentary aggression, because women prefer peaceful politics.

Ukrainian politics will become more peaceful, professional and socially oriented if women receive more than 30% of the seats in local councils, and later in Parliament.

Over the years of work in the Parliament, I started using men's methods. But although this is extremely difficult, it is important to maintain a bal-

ance between the roles of "politician" and "woman".

Therefore, in the parliamentary work I am trying to use women's tools. Men-politicians are sensitive to problems related to the social sphere, healthcare, children. And when you simply tell them, like a woman, about the problems and difficulties, it very often enables to reach agreement and get support.

And yet women as wives, sisters, mothers, in my opinion, are closer to social issues,that is why they have to work in the appropriate committees.

– What is a priority for you in health care reform?

My main task – available and qualitative health care for the population of Ukraine. I want a guaranteed list of health care services is accessible to every citizen and is paid by the state, not the patient. Today my priority is the development of emergency medical care, especially when the government has

A WOMAN IN POLITICS started to work on the creation of hospital districts.

It is very important that the rule of "golden hour" remained in action,that is ambulance cars should get to a hospital intensive care for a maximum of 60 minutes from the most distant populated areas within the hospital district.

Yet another of the priority directions of my work – reforming the dental industry within the overall health care reform. Judging by the number of doctors and the number of patients’ appeals dentistry is second among all medical specialties after therapeutic. The distinctive feature of dentistry is a large cost. So it should be funded by private funds and insurance fees.Increasing the level of dental care requires public policy, regardless of changes in government, the policy, aimed at developing medicinal government, which is essential for the protection of rights of both doctors and patients. Dentists together with deputies initiated writing relevant legislation in order to implement self-government. Therefore, the adoption of the Law "On the Dental Activity" will allow to reform the dental field.

– How to achieve changes in the current health care system?

We have to make sure that the doctor is interested in a number of patients. For this, we need to change the principle of health care financing – when the funds "will go" to the patient. In Parliament it was voted, and in May a bill, which provides financing of health care services itself, but not the maintenance of premises of hospitals that occurs today, was signed by the President.

The transition of institutions from the budgetary to non-commercial will allow doctors to be financially independent, plan their expenses basing on the needs of the institutions themselves. Money is flowing to the facility only when the patient himself chooses this place for treatment. So I hope that soon we will witness a healthy competition for every patient.

– Will the new approach facilitate health care development of medical tourism?

The potential of our doctors is extremely high.

Despite the fact that the industry is chronically underfunded and unreformed, a large number of doctors is constantly evolving, every year we hear about the new proprietary methods of prevention and treatment. We provided qualitative health care of European level, at cost, which is, unfortunately, much lower than the cost of similar services in other countries. Our private institutions provide equally worthy maintenance services, and conditions for patients. So dental, implant, cosmetic, ophthalmic services, provided in Ukraine, are popular

among foreigners. The same applies to plastic surgery. Nothing prevents Ukraine from declaring its attractiveness in this sector. We have to promote our own, Ukrainian, having such powerful scientific, practical and medical facilities. After foreign patients investments in our state and municipal institutionscan come.

Increasing the image of Ukraine, strengtheningits promotion in health capabilities – such taskscompany IMRO (International Medical Relations Organization), the head of which I am, has set for itself. The company's goal – to help the best players of Health Care of Ukraine present their products and services, to establish relations and comprehensive cooperation with medical workers of other countries.

We can form the positive image of our country by promoting and presenting our achievements and scientific and practical developments of medicine to the world community. And we have a great deal of them, our talented doctors and medical scientists worthily represent Ukraine at the European and global conferences, congresses and symposia. And there is all this, despite the lack of funding and lack of funds for purchasing innovative medical equipment.

– Your life credo?

We should not wait until someone makes something for us – we have to fight for our future, for the development and prosperity of our country by ourselves.

– So you had a lucky ticket?

You can say so: I was at the right time in the right place. But I am convinced, that despite luck, I really wanted that and persistently went to my goal. The Ukrainians are talented people!

And there are lots of creative young people. Unfortunately, not everyone can implement their ideas and fantasies. One does not have enough knowledge and confidence, laziness interferes others. Desire and opportunity – this is always a combination in which desire and persistence – 90% of success. The rest is occurrence. In my situation the formula has worked: all at once.

And already at the age of twenty-two, I became the leader of a small team. And after graduation, I became the youngest of managers of Daimler AG representative office inUkraine.

– After taking over the position what tasks did you put to the team?

I had key and strategic task – the elimination of the informal "grey market" of MercedesBenz automobiles in Ukraine. And I want to say, that I, or rather my team, have almost succeeded. For example, in 2008 the market of Ukraine has exceeded 600 thousand of Mercedes-Benz cars. From 2009 to 2015 this figure abruptly decreased to 45 thousand per year.But at the same time there was a paradoxical situation: if previously 70% of the market was completed with unscrupulous, "grey" or "black" dealers, now 90% – only official sale. That is, in the general market decline, we as the official representative of Mer-

– Usually, the Germans choose work force meticulously. And you are quite young and successful General Director of the Daimler representational office... What preceded it?

Perseverance and hard work. In the early 2000s many had great opportunities to fulfil themselves.

New markets, new economy needed new staff, which

cedes-Benz only improved our figures. And 2012 was a record for us at all. It was the best year in the history of representation; we managed to sell more than in the previous few years taken together. 2017 can also pleasantly impress us.

At least there are all the chances for that.

– Are there many clients of Mercedes-Benz in Ukraine?

It is difficult to say. After all, among the total number of brand cars that we represent, there are many – that is to say – counterfeit, informal, delivered in different ways ... I can only state the official sale. Today the "AutoCapital" company, the official importer of Mercedes-Benz in Ukraine, sells on average 3,000 cars per year. I hope this figure will tend to increase.

– Perhaps you are satisfied with your work?

Of course. My work inspires me to new heights.

I have a great team of associates. All my subordinates – are professional team, fantastic people. And I have gained all my professional achievements thanks to them.

– As a manager of a large company, would you give practical advice to young businessmen. Maybe for someone it will be useful?

Hardly, I can recommend something universal.

There are different life circumstances and situations... I think you should always act deliberately, look only forward, even when you want to look back.

I am convinced that the formula for success does not exist. But I absolutely have confidence in furious diligence and perseverance, desire to achieve goals and never to give up.

Security issue is already knocking at every door Today 90% of the military conflicts on the continent are concentrated in Eastern Europe. Six out of seven armed confrontations in Europe are happening in the East. Thus, we can certainly say that Eastern Europe is a zone of instability. This zone brings great risks to the European government and to the world order in general. Therefore, we must quickly imagine that the issues that are now in the Crimea or Donbass are not Ukrainian issues, but Russian.

Issues in Transnistria, South Ossetia and Abkhazia, Nagorno-Karabakh as well as in twelve occupied regions of Azerbaijan are Russian issues.

The events that are going on in Eastern Europe are purely geopolitical. Those are not conflicts of national or intra-national dimension. Since they are geopolitical events, they may only be settled by geopolitical instruments. We need to show solidarity to this, the fact that we understand the problem and have the solidary plan to fix it.

No matter who you are today, the issue of war comes in the first place Talking about business, about a teacher, about a physician is very difficult unless you answer to Ukraine’s own identity, its sovereignty and independence at first you have to answer the question – how to defeat the enemy. Not how to establish peace! For peace is always after the war. Either victorious or losing, but after the war. And when we speak about the arrangement of the present day – we must remember that war is the first question on our agenda.

Winning the war is a case not to be solved in one year, but a case for Ukrainian business Military history can teach you a couple off lessons. On the one hand, we have to maintain national spirit at a high level. For if the spirit falls – neither Kalashnikov rifle, nor BUK rocket will help. This is rubbish. When muscles are at war, economy is the second front line. This is an indirect competition of economies.

Ukrainian economy is a sleeping elephant I have been deeply committed to the idea of Ukrainian economic uniqueness There is no other European economy as undeve­ loped as Ukrainian. We cannot be replaced by Polish economy, or Czech, or Bulgarian, or Romanian, no. In fact, we are talking about an unicum. Unicum, that we all have to work for; we have to find a common denominator and figure out how we can make it work. How can we get this little-developed region of Europe going to the global level?

Everything less than 5% is a waste of time My love to economic debates is endless, and I have my own view regarding launching Ukrainian national economy with dynamics starting at 5%.

Because everything less than 5% is a waste of time, it is not an interesting model; it is not worth wasting resources. Again, we need solidarity for that.

But not solidarity of simple dimension.It is necessary to make a joint assessment of all the drawbacks that hamper the economy today. If we make a consolidated and correct assessment of what restrains us – we will get an action easily. Because if the diagnosis is wrong, the treatment is wrong too.

We are a deficit-free country The questions posed by business form an action plan for responsive government The debt of the Pension Fund has reached 140 billion UAH, the debt of the state budget – 77 billion UAH. Today, being in a war, we remember that 56% of the Ukrainian economy is in the shadow.

This is consequence of previous causes. Today business says“we do not like fiscal policy, fiscal administration, we do not like customs at all. We do not like regulatory, registration, land policy.” In fact, there are only 5–7 questions, which need to be answered in order to create a 4–5 months action plan for government that would allow us to go from 56% to at least 36%. And if we manage to reduce the shadow economy by 20%, there will be no state budget debt, we will get rid of half of the Pension Fund debt.

When two Ukrainians arrange legal and public work for the sake of victory, for the sake of working places, for the sake of a poor person; removing all the governing mistakes that lead to the growth of shadow economy, we happen to be a deficit-free country

I do not like the word fiscal The first thing to realize is that taxes are paid not charged!

The model should not project the “come and take” fiscal point of view, the model should motivate tax relations with the state. I believe that 90% of business today wants to live honestly. And the 56% working in the shadow is not criminal business, but shady.The level of crime is not higher that 3–5%, just like in Germany or France. The rest want to have honest and transparent relationship with their own state. But in Western Europe, the governance is not about making the taxpayer public, transparent and honest. So yes, we are falling behind, yes,for them it’s a part of history and culture. But we can overcome this gap through correctly organized relations. That’s what teaches us most.

Here is an example of chain connection: 56% of the shadow economy. Shadow economy loves cash. It does not like wire, cards, it does not like public payment. Today, if we take the structure of money supply in Ukraine, one hryvnia out of four is cash, 23%. In addition, this is the least efficient unit, which does not work for the national economy.

Each country, each central bank has one goal – to minimize the amount of cash, transfer it into electronic money, money in accounts, deposits, into any form of non-cash nature.Because cashless economy is a resource of economics crediting, low-cost, long loan. And we have a shadow economy that takes all

credit resources and transfers them into cash. Because cash is safer to live with having our fiscal, law enforcement, intersubjective organs and so on. The more cash we have, the less credit practice we have.

The lower is the lending practice; the higher are the interest rates. And we came to the conclusion that over the past 5 years the concept of lending to entities in Ukraine has been missing.

If economy works grey, there is no credit Shadow economy needs cash. Cash flows from banks’ balance. This is the wrong economics. I do not want to give an assessment to anyone. But if we look together at the problem in the same way, I am convinced that we will come to an idea how to combat this problem. The answer is a broad one.

The economy is a lady that will pay you back if you invested in it In order to reach the growth of 5%, you should invest 20% Everyone understands that it is necessary to move the economy out of shadow, everyone understands it is necessary to mobilize investment and resources. And in order to reach the growth of 5%, you should invest 20% of GDP. If we have 2 trillion 219 billion UAH of GDP, we need to invest about 500 billion UAH, either deposits, or loans, or investments, or portfolio, or direct.The point is the same, give us a resource, the longer the better, of 500 billion UAH and we will see our economy grow by 5% per year. Because anything less than that I do not consider as constructive or professional. Need-

UKRAINE POLICY MAKERS less to say about 1.5 percent of growth and 365-day wait after we failed by 17% three years ago, by 14% two years ago, and that we now live in depression.

Such macroeconomics is not for us.

We need to legalize the capital in order to start the dialogue with business Zero declaration – a confession before the communion How do you return the capital that operates in offshore all over the world? This is not an easy path, but it is a great job for politicians. Legalizing the capital, we come to amnesty, first of all, fiscal amnesty. These are not popular steps. And those who are going to run for offices do not support it. But those who want to see Ukraine effective will support it. And after legalization and amnesty of capital, the good times will come as a confession before the communion. Because confession for a man is a zero declaration. It does not matter whether you are a public servant or not. Because all the countries from Bulgaria to Baltic countries were guided by the triune principle: legalization, amnesty and zero declaration. This means a person does not declare what they have at home but what they brought deposited and recorded. And from that moment a person begins a new relationship with their government. These declarations are not the reason for the prosecutor’s office to haunt a man. The task of the country is to make the first step towards. It is not like setting the prosecutor’s office on someone’s track, it is like starting new relationship from Christmas. Zero declaration, legalization and amnesty – this is your confession to the state for all these years, and proof that from now on we are together, every Ukrainian starts new relationship with the state. The market will tell us who will remain working, who will be effective in new environment. But your nature must be legal. The criminal component shall be designated as special procedure employment. The government must hear this!

The best financier of the state is its citizen We need 20 billion dollars Last three years we have been living with a “sacred” task of IMF issuing us 17.5 billion dollars for 4 years. At the same time, in 2014 people took 8 billion USD from the banking system and 7 billion dollars a year later. Deposits in foreign currency in the banking system are still decreasing. However, the best financier of the state is its citizen. It took us two years to take out the amount of money that the IMF would give us over next four years. Then the question arises – do Ukrainians realize that their economic development depends on them, not on the

IMF? In order to have an increase of 5% in GDP, we need $ 20 billion. We have taken away 75% of this resource from us by ourselves. This is not a problem of Europe or the IMF. Yet, Ukrainians say we will not take our money to the banks, because, for example, 2 years ago a deposit income fee on for individuals was introduced in commercial banks of Ukraine.

In other words a citizen who brought the money to the bank must pay tax on deposit savings. Does the Government understand that now the investor runs away from the banking system? If there was a huge amount of people willing to get a deposit, the introduction of this tax could be understandable, yet not logical. But now people took away 15 billion in foreign currency, and the government catches up with them and says we will tax what the remaining.

We are wandering the prodigal roads The retiring age is under discussion right now.

Pension fund debt of 140 billion is twice bigger than the state debt. Something needs to be done about it.

We have been offered the disgraceful way of going through the consequences instead of eliminating the cause. With an average life expectancy of 63 years, we offer people to retire at 65. That is nonsense. The reason is, we are always trying to work something out with the consequences instead of causes. In other words, we are wandering the prodigal roads.

The first strategic investor is the one who brings savings

I thought I created a system which no one would overturn The credo is trust. Banking begins with this word. If the Central Bank is trusted by 12%, commercial banks – 9%, we will have no banking at all.

That is why people declare what is at home under the bed, under the sofa, under the mesh netting and so on. Therefore, it was us who created this image of banking system, that we still see from the socialist point of view, and when the bank bursts – we all applaud. 4 years ago, there was financial crisis in Western Europe, Italy, Spain and Cyprus. And Spain, for example… the first program it developed was aimed to save three systemic banks. No one is allowed to play with banks. And we have 88 banks bursting with applause. We developed a habit tearing down a bank every week. We have more assets in Property Fund now than in NAK Naftogaz.

What does an investment start from? When a citizen goes to the bank to establish a deposit, it is a sign telling us about the motivation to mobilize resources. The first strategic investor is the one who brings savings, the second is national business, the third is direct or portfolio foreign investment. But it all starts with the depositor. If they accept our motives and reliability, they are the first investor. It is not about a Polish national bringing money here.

It starts with your neighbor. If they start believing in banking then it means we are really introducing a global investment policy. If an investor comes today, I can guarantee that in 4–5 months national business will bring their money, and after a year or two we will see foreign investors too.

We need a collegiate body that we would believe We need someone to come out and announce the legalization of capital. People will not believe the words of the prime minister, they will not believe the words of the president, they will not believe the words of the parliament speaker. Then who is trustful enough? In Europe, those were the Governments of National unity. They spoke about acting unitedly

as a dependable power and wanted to announce an effective action plan that was their only way. If we take the advanced countries as a role model, we see that these are countries have national unity, and their national issue is solved. There is no sense in taking up any social or economic reformations until the national issue is solved. It will not work out. First, you have to become a family, the nation has to be integral and united. Second, the countries of high standards are the countries of high democracy. No country of regime will ever possess high social or economic standards. Therefore, I am ready to repeat a million times: a suitable model for Ukraine is national reconstruction policy, democratization and European integration, which provides a road map for further action.

Why Putin wanders in Eastern Donbass Today we are in a war. This is the hardest test for our sovereignty and territorial integrity. It takes us a step such as complete mobilization. What does the Constitution say in such circumstances? The Constitution says that in times of war you should forget about the elections. Aristotle once said that the first step to the truth begins with definitions.

If you correctly formulate the definition, that is, if you correctly identify an issue or a problem, you correctly understood how to solve it. If you give a wrong definition, you get a wrong plan. The Constitution says to stay away from political harassment in times of war. The only thing required from you is internal integration. We did not have elections in 1942, in 1943 or 1944. There were no elections in the whole Germany for four years after the war. Because in 1946, Hitler’s party would win. Therefore, we have to follow the constitutional way of war analysis. Or we should throw away the Constitution. If we do not throw away the Constitution, then under the condition of war, we should not play with it, we should not change it. The Constitution during the war directs us to the formation of national consensus govern-

ment. We all must learn to speak with one voice at least regarding 10–15 priority issues to defeat the enemy. The nation isformed when 2/3 of the issues are resolved from the single coordinated position.

Ask a Polish what is their first issue today? They will tell you it is the abortion issue, and the second question is the percentage of VAT: 21% or 17%. Because they have only one answer to the questions regarding language, history and culture. And we say that it is not important. However, Putin is haunting Eastern Donbass, not only because he is the aggressor, but also because, please excuse me, but this area is the weakest link in our national unity. When Putin goes to Donbas, he can hear Russian language, he walks into Russian church, he reads Russian newspaper, he walks into the Russian theater, and he watches Russian television. This is already the “Russian World”.

Those who know Ukrainian history understand why Donbas is Russified and has Russian church. We understand that it is directed policy, which has been conducted for over three hundred years. People have become victims of such policy. But when we decide where should we start, it is not the European integration, not the foreign policy, not the democratization but the national revival. When I waged that policy, rebuilding Baturin, Chyhyryn, and Kruty, all I heard at the press conferences was “Mr. President, isn’t it expensive? Isn’t it expensive to spend 103 million UAH on Holodomor memorial? “I said,“Ask the Jews how much Yad Vashem cost and costs until today? It is not only a tragedy.It is the consolidating thing that touches children and grandchildren. And we are imposed such words as New Russians, Little Russians, Khokhols through the Russian church, media, theater or cinema. I am Ukrainian and there is a rich history and a great contribution to the world

development behind me. I am convinced that we will become smarter. We will begin to rely on assets that have not worked before, or were unknown to us. The main thing is not to give up. To avoid disbelief. Not to think that we have a wrong government. Because there are few nations that appear on the European map after living through 300 years of oblivion without a centralized state, and European map is very intricate. There was eternal struggle for every little piece. Now there appears a state, not a new one, but the state, which has thousand years of historical heritage after three centuries of oppression. The state with the largest national territory. I think that there are many political players gritting their teeth. How could it happen that there is a state, which disappeared for 300 years from the map, which was divided with ten borders after the First World War, and was simply forgotten after the Second World War? The establishment of a retro-state like Ukraine is actually the most interesting state project in Europe, with a partially denationalized, Russified society, which still gives us a generation that would live, being focused on our national politics, Ukraine would not be worse than Poles or Bulgarians or Hungarians, or anyone else.

We have learned how to vote, but we have not learned how to choose Citizen disregard everyone around, because they are responsible for everything themselves Democracy is always a full timeclass. Not a part time, not an evening class, only full time. The election itself is enough for one a certain person to understand their responsibility, but someone else might vote their whole life without realizing it. I am not blaming anyone; it is a difficult and timeconsuming national process. It is important to have great patience for each other. It is not our mission to run after the leaving generation.

There is no need and no point in making old people from Donbas speak with Galician accent. We should aim out efforts to their children or grandchildren who know Ukrainian. In other words, national policy must be assertive but reasonable to a person.

You can solve issues by war, by catching enemies and beating their faces, but I have heard it is very expensive. So political parties were invented to resolve conflicts arising in society.

Current generation of Ukrainians is the best we have known so far.

This generation was given a lot, but its descendants will ask for more.

TWO MOTHERLANDS OF GRIGOL KATAMADZE Did the fact that Valentina Arbuzova – the mother of Serhiy Arbuzov – previously took care of the Association restrain you?

Of course, there were difficulties. There was a “slightly stained” reputation. But I am not used to ignore the past, praise or blame predecessors. It is because of this loyal position, feature of mine, if you want, I always managed to maintain friendly, companionable relations with many politicians and businessmen ... Irrespective of whether they are in authority or in opposition. Taxpayers Association of Ukraine has more than 7,000 small entrepreneurs and large taxpayers, enterprises and banks. This is extensive network of regional organizations. And for me – great responsibility!

Is it not sad after a successful diplomatic career?

…It all began in distant 1979.

Then I did not know that after my joining the student cohort of Kiev State University named after Taras Shevchenko, I would fall in love with Ukraine forever, and I will stay in this holy land for decades. I became a student at KSU, Department of International Law and International Relations.

Later, after graduation, I defended my thesis and received the title of Candidate of Juridical Sciences.

Education, somehow, defined my professional focus.

From engineer to the Deputy Minister of Foreign Affairs, from the Head of the Educational Office to the Deputy Minister of Defense of Georgia, ranks of Extraordinary and Plenipotentiary Ambassador.

And now the President of Taxpayers Association of Ukraine ...

Yes. The Head of the public organization. And a member of the Board of Bohdan Stupka’s Fund and the board of directors of Foreign Policy Association of Ukraine. I was pushed to the decision to become the Head of Taxpayers Association of Ukraine by my friends – former fellow students who have long been in Ukrainian politics, some of them in power.

No. I am Georgian, but I have Ukrainian heart.

When my native Georgia needed my strength and experience I was side by side with my homeland.

When it was time to help Ukraine – my second homeland – I’m next to it. I love Ukraine very much and believe in Ukrainian people. Immediately after the events on the Maidan, after the annexation of the Crimea and the beginning of the war in Donbas we have not sunk into despair. On the contrary, we began to act, reviving our centers of civic organization in Luhansk region, held meetings and con­ferences. Tried hard to meet the demands of society. The changes, required by the country, appeared long ago and only lazy and blind did not realize this. Someone fundamentally opposed to upgrading the living standards of ordinary people, European integration of the community. These changes were painful for officials because everybody was “satisfied”.

– By the way, the Taxpayers Association of Ukraine proposes to recognize the declared income of individuals as legal. Is it fair?

You know ... Of course it is not fair. But “to pick up everything and distribute everything” probably is also not deliberate, not wise. Taxpayers Association of Ukraine proposes since 1st January 2018 to recognize declared income and property of an individual as being obtained without violation of the applicable law by voluntarily declaring them for 6 months from the date of entry into force of the new liberal Tax Code of Ukraine. Without a liberal

approach to the declarants of large and extra-large fortune, movable and immovable property, collapse may occur. Hence, all our efforts and expectations of tax reform, de-shadowing of capital will have no sense. So did other countries. Therefore, we must make a choice: tax reform or chaos? In addition, you should immediately organize financial control in Ukraine. We must unite economic units of the Security Service, Ministry of Internal Affairs and the Tax Police Service into the Service of financial investigations, which must be focused on analytical work and investigations.

– It is difficult to understand this configuration. Is it not enough of already existing structures: National Anti-Corruption Bureau of Ukraine, NAZK, CAP? ..

They all perform specific functions without overlapping. Service of financial investigations should focus only on the analysis and investigation.

– Fine. A bit of personal: how did your family accept the call of Ukraine regarding your candidacy as the Head of Taxpayers Association of Ukraine?

Frankly, we thought collectively, but it was me who took the decision. I have an international fa­ mily. My son was born in Georgia, my daughter – in Ukraine. So interstate border does not exist for me. I am forever grateful to my wife for understanding and patience.For raising children and for putting the eco-

nomic burden onto her woman’s shoulders, giving me the opportunity, as man, government official to implement my ambitious plans, to fulfill the potential in this life. All my achievements, titles, honours and awards I only owe to such a strong rearward.

– Returning to the problems of the Association ... Which significant progress has been achieved during your leadership?

I will say this: Ukraine is not Georgia, either geographically or mentally. But the problems are the same. For example, the tax legislation of Georgia, after radical reforming, sacking a large number of officials, clerks, was very convenient, simple and transparent. Ambiguities and cracks were missing for corruption in the Tax Code. And the essence of legislative language has become clearer to every citizen, even uneducated. Instead, the Ukrainian legislation, especially the tax one is a dark forest and a trap for businesses, especially small and medium.

All entrepreneurs complain about the imperfections and confusion, about the inter-line content of tax articles, about exsanguinating and not optimizing business activities and so on.

What I can boast of now? Perhaps there are still too many unresolved issues, but there are positive developments too. Most importantly, we have been heard and listened by legislators. Committees of the Supreme Council and the Commission of the Cabinet of Ministers of Ukraine began to examine

WHO ARE YOU MR. KATAMADZE? the problems of the business environment carefully, considering the gaps and wishes.

Because the current Tax Code should not contain different interpretations or blurred thoughts anymore.

These are the rules and regulations, which should live and operate businesses. Not to hide, not to look for misleading, not to survive, but, following the rules, to work confidently and successfully, building economic muscles. In all developed countries a healthy business climate – is the key to prosperity and confidence in the next day. Only under these conditions any “virus” such as corruption, bureaucracy, lobbying will have no signs of illness or death relapse.

– Interesting and accurate comparison.

You reflect like a specialized diplomat, but with concern of an entrepreneur.

Do you have your own business?

Yes. Although initially it was difficult to call it the business. My friends – businessmen and I registered a company in Georgia to provide corporate travel services and tourism. Once, this business was not known and had no development. So we undertook this ... established contacts and began taking tourists to Georgia to get people acquainted with the culture, customs, cuisine ...

Initially, these were small groups from ten to forty people. Later – more than a few hundred.

There were vacations, business contacts, business lunches. There were also meetings at a high level, even with the President of Georgia.

I would like to note that in addition to the business, we are pursuing the same goal – acquainting. In particular, this applies to Ukrainian corporate groups. We drove Ukrainian businessmen everywhere and showed the results of our reforms, made presentations, spoke and showed visually how the new institutions, houses of justice, service centers of the Ministry of Internal Affairs and Tax Service worked.

We made parallels and analogies with possible reforms in Ukraine. Many of those who participated in our corporate trips, later became Ukrainian officials, associates-reformists, proponents of new thinking.

In general, Ukraine – among other former Soviet and European countries – has the exclusive right to be successful, and Ukrainians to be wealthy and happy.

– Do you think so?

Of course. I am sure! Everything is just beginning for Ukraine. And everybody will feel the positive changes already in 2017 year. This is not prophecy. It is an objective reality.

– What about the war?

Even the war cannot stop the wheel of history.

Conversely, when a person is in a difficult situation, getting into a deadlock, they begin to think. When

ПЕРЕД ВИХОДОМ Russia began military invasion of my native Georgia, the nation consolidated. While some people defended the borders, others put reforms into practice, integrated into the European community.

– Mister Grigol Shalvovych, if we already touched this topic too, tell us, as a person with diplomatic experience, whether Ukraine goes the right way in the international negotiations?

I’m not used to assess my colleagues, but I will note that in addition to the Army constraining factor against aggressors, always, at all times the role of diplomacy was prominent. Modern Ukrainian diplomats – these are not only British people in tuxedos with purple butterflies. This dress code is rather a convention and tribute to tradition, respect for the rules of international etiquette. Diplomats in the country where there are armed hostilities – these are labourers. They have an extremely responsible mission. Remember the saying: “When the diplomats are talking–the guns are silent”.

– I remember. But I know another one – “When the guns are talking, the muses are silent.” Because behind each death – life, destiny, family, children...

Of course. War – is a tragedy. And no man can be spoken about indifferently. But those who are in the trenches have not chosen the time – the time chose them. Honour and glory to them! Respect and eternal memory! But I will add, stating categorically, – if not for pragmatic, verified politics of Ukrainian diplomacy – Ukraine could be a rogue country. But another country became the outcast with marginal face... and we know its name. Instead, in Ukraine there are reforms, visa-free issue comes to a logical conclusion, the international tranches are given, the investment climate is improving. Of course, it is not possible to bring order to multimillion country so quickly, to satisfy everybody and each person separately at the same time. Ukraine suffered centuries of injustice, invasions, destruction. But it as Phoenix revived, mounted to its feet and began a new rise to the sun. I believe in Ukraine, I believe in Georgia – my two indivisible motherlands.

– Are you a happy person?

– Probably (smiles – Ed.). A man is born free, and I’m happy to be free in my thinking and actions.

– Thank you for the interesting conversation.

– Same to you. It is not difficult for me to be honest and sincere.

"All Ukraine" – at the service of society and national values "All Ukraine" is a public organization, which indicates every day how the young professionals work: they are active, open to dialogue and manage to do loads of interesting and socially useful projects at the same time!

Activity of the organization for the period from 2008 until today covers a wide range of issues and directions of work: from individual charitable initiatives to large-scale events of cultural and sporting life.

One of the most notorious events created by the NGO "All Ukraine" is automobile race "I am for Ukraine in Europe" in 2013, which finished in Vilnius, and the creation of "Ukrainian town"on the central square of the Lithuanian capital. Then the volunteers fromUkraine treated Lithuanians with prepared in the open air Ukrainian dishes, taught them how to make national hairstyles, paint pysankas and taught Cossack martial arts and other Ukrainian traditions.

One of the most famous programs of NGO "All Ukraine", which has been successfully implemented since 2012, is "Sapsan." It helps in military-patriotic education of students and forms the consciousness of young people.

In warm months a course, that gives know­ ledge on conflict management, first aid, tactics and weapon possession, practical shooting, teaches selfdefense, is conductedon the firing ground.

The experience, gained during the course, helped the NGO "All Ukraine" make another successful pilot project. As a result of an agreement with the Department of Education of Brovary village, the NGO "All Ukraine" held several meetings with pupils.

The public organization NGO "All Ukraine" annually implements more than 50 socially oriented projects. In the plans there is expansion of existing initiatives and creation of new programs that promote social development, understanding of Ukrainian values and priorities.

— We are working on the development of society so that young people understand Ukrainian values and priorities and are proud of Ukraine — adds Tadeush Muratov.

– This program is not so that the youth are sent to the ATO zone tomorrow, but so that everyone in any conflict or emergency situation could help with first aid,estimate ambient situation properly, was able to resist the attacker and defend themselves and their families – said the co-author of the project Tadeush Muratov.

– In fact, it is a set of certain modern technologies and equipment that are able to improve any regional cuisine. There is great potential In this format in Ukraine – Mr. Protchenko is sure.

The essence of this art – to change the cliché, assigned to certain foods and dishes, while preserving and enhancing the taste, the beneficial properties of products. Special handwriting of chef is in the aesthetic design of dishes, combination of flavours.

– A number of new technologies: emulsification, work with textures, foam creation, heating, work with nitrogen and dry ice allow to improve the national cuisine or create an unusual texture. Add somewhere WOW-effect in supply – that is the basis of molecular gastronomy – says Arthur Protchenko.

UKRAINIAN MOLECULAR GASTRONOMY: New Discoveries and Gastro-Masterpieces

New gastronomic fashion, molecular gastronomy, is actively developing in the world. This trend is becoming popular among the true lovers: new recipes and specialized restaurants are appearing. Gourmets expect fresh and bright emotions, impressions from modern cuisine; and the piquancy is added by the fact that there are no common standards in this field now, creative approach, that combines traditional regional cuisine with new technologies and inspiration, is becoming important.

A chef of El Bulli restaurant (Costa Brava, Spain) Ferran Adria and Heston Blumenthal, a chef of The Fat Duck (near London) introduced the notion of molecular gastronomy and its tendencies in the world practice in 2010 year. In our country, a new unusual culinary trend became interesting in 2013.

The basis, on which the gastronomic miracle has grown, is the scientific elaboration in the field of changes in physico-chemical processes in food while cooking.

A creative approach of each restaurateur, unique components of regional cuisine – all that creates a unique dish, that is able to surprise a gourmet. Here is the whole firework of impressions, from avantgarde to the techno-emotional gamma, but all dishes are prepared in accordance with modern de-

velopments of culinary arts. The emotions – shock, surprise and enjoyment – that is the goal, pursued by heute cuisine!

If an inexperienced visitor wants to meet molecular gastronomy, most likely, they will define it as nonstandard supply of food and products. But for those, who know how to enjoy food, molecular gastronomy is a breath of fresh emotions.

– Cooking, like clothing, is fashionable.

With the advent of new techniques and technologies, Ukrainian cuisine has also received fashion, – says Roman Polovko, chef of Grunrestaurant. – But the use of molecular gastronomy in our country and in Ukrainian restaurants is not very widespread so far.

The schtick of such modern cuisine – espumas or foam from vegetables and fruit, first courses, such as borsch or soup.

To cook unusual shapes centrifuge is used instead of a pan, vacuum cooking instead of traditional spices – agar-agar, calcium lactate and other additions. It is then when espumas and gel are being created, which can “form” the dishes. Incidentally, the molecular gastronomy has offered its fans a zest – gel spheres with different flavours, both cold and hot. One of the opportunities of this direction is to create a mini-show, when some dishes are being cooked right in front of the guests. For example, using nitrogen mousse can be quickly frozen, resulting in getting perfect ice cream without fat. It looks like magic, but it’s just manual dexterity and technologies that help improve cooking as an art!

In molecular gastronomy it is often cooked in vacuum by Sous-videtechnology. In fact, this is water bath, and thanks to full vacuum and a temperature of less than 100 degrees, the beneficial properties of the products are stored to the maximum and flavour – enhanced. Among the products of Ukrainian cuisine cooks often work with beef, pork, fish, vegetables and root crops.

In Ukraine, there are few restaurants where you can taste the molecular gastronomy with a pleasure, but those professionals who are experimenting with new ideas, demonstrate the unique modern samples of authentic cuisine dishes.

Molecular gastronomy for Ukrainian cuisine promotes our traditions, shows them in an unusual

Profis of the Academy of Successful Chefs have created cabbage rolls, where from the fresh cabbage jelly made of Cannelloni is stuffed with the meat stuffing; the meal will be served with sour cream, whipped with the help of Sidon with smoked flavour.

Alternatively a variation on the traditional borsch performed by the Academy of Successful Chefs resulted in foam with beet juice, sour cream in the form of sphere,and meat as the most interesting element – in the form of was espuma, it was taken as a snack, even caviar from carrots was served.

– We altered all components – says Arthur Protchenko – in so far we focused on the concentration of taste: judging by the taste sensation, it was borsch, but judging by the visual sensation – no.

This contradiction creates additional emotions, transfers modern culinary ideas.

In Kiev there is a restaurant “Kanapa”, which also offers Ukrainian cuisine in the implementation of molecular gastronomy. Among the dishes of the restaurant – mousse from crucianand oyster cream with roasted fennel and pike caviar on crispy fish skin. These words are already inflaming imagination!

– Every year classical Ukrainian dishes get a new look, more bright flavor, that is they are keeping up with fashion, – mentions Roman Polovko.

– Serving dishes along with the appearance of a new generation of cooks “it” is becoming more interesting. – At least, this arouses interest, because we have a transitional stage now – says Arthur Protchenko.

Naturally, the development of new trends in cooking requires high qualification of specialists, training abroad. However, when there is demand, then there are more offers.

Molecular gastronomy does not seek conquering the masses, it is for the connoisseurs. In our country, there are innovators in the restaurant business, there are gourmets, and, therefore, there will be experiments and achievements!

Figure-fitting suits are on right now. More and more often men turn away from clothes of dark colors, as they want to look effortless and confident.

However, classic navy, charcoal and grey colors are always the most trending and respectable in the business dress-code.

It is worth noting that the dynamics of modern life makes its own adjustments. Clothes areincreasingly moving away from the strict canons of conservatism, and smart casual style becomes the headliner of men’s fashion. This is an informal and comfortable blazer, unbuttoned collar of a shirt, skipped tie. This style has become a new dress-code for a lot of companies.

The suit language tells about your social status, field of business and affiliation to a certain circle.

Thus, it is not obligatory to wear expensive clothes, it is enough to look elegant.

– the more buttons and decorative elements are the better suit looks on a tall person and the worse on a man of low stature.

– important thing about checked suits. For tall men we recommend suits made of companion fabrics, blazer of checked fabric and pants of solid color.

– tight-fit and cropped pants look funny on a tall man because of the shoe size, which is no small with tall men. The width of the pants, even with persistent demands of fashion, should be compliant with all other parts of the suit in order to keep the proportions of perception.

– for fleshy and short men it is better to avoid too tight clothes and forget about the doublebreasted suits. Single-breasted blazer, suit of solid color fabric without a pattern and trousers without cuffs will add slenderness.

One should remember that a suit has always been a feature of reputable and successful people. Properly chosen suit can emphasize individuality and underline the attractiveness of appearance without disturbing the dress code.

On 11th May Council of the European Union adopted a final decree on visa-free regime between Ukraine and the EU. On 17th May in the premises of the European Parliament the signing of the relevant legislative act took place, and from 11th June the Ukrainians will attend the EU without visas.

To use the visa-free regime, the Ukrainians must obtain a biometric passport. Owners of old-style passports will also be able to travel, but they will need to obtain a visa for this.

The introduction of visa-free regime with the European Union is not a reason to celebrate, but the signal for Ukraine to move forward. This was stated by the head of the MFA of Ukraine Mr. Pavlo Klimkin during a briefing according to the results of the meeting with counterparts from the EU. Mr. Klimkin emphasized that, in his opinion, the purpose of Ukraine should currently be joining the European Union and gaining all the benefits of the four freedoms.

Constitution Day in Ukraine

June 28, 1996 Verkhovna Rada of Ukraine adopted the new Constitution of Ukraine, which consolidated the legal basis of an independent Ukrainian state, its sovereignty and territorial integrity.

This Constitution applies today too.

Constitution Day is officially approved as a state-level celebration, so there is a day off for the entire population.
