EDITOR’S WORD: October is most unpredictable by its natural phenomena. At this time of year there is a feeling that the nature is perishing, but at the same time, it is preparing for a revival in the spring. About this time there was abundance in each peasant family, and therefore they said: “Autumn Luka has come — there appeared bread and flour.”

At different times this month was called differently: the muddy, because of the plashy roads; the scowl, because of many rainy days; the frosty, because the first freeze begins; the leaffaller, because the leaves begin to fall, and also the bridal. After all, starting from the Intercession of the Theotokos, October 14, it was already allowed to make a wedding.

For many years now, on October 14, we celebrate several holidays: the majestic Christian holiday of the Intercession of the Theotokos, the Day of Ukrainian Cossacks and the Defender of Ukraine Day. For centuries, this date has become especially important, since the Intercession of the Theotokos holiday is associated with a struggle for freedom and salvation from enemies. This holiday is not only folk and religious for us, but also national. It unites the country, advocates everyone for cohesion against the current challenges and threats.

HISTORICAL BACKGROUND

FOREIGN INVESTMENT IN UKRAINE. THE END OF ХIХ — THE BEGINNING OF THE ХХ CENTURIES

Nowadays Ukraine, considering the prospects for economic development, associates them with integration into the European Economic Community. Therefore, the study of historical experience, which clearly gives us examples of successful economic cooperation between different European structures, both at the national and regional levels, is very relevant. An example of such cooperation is Kryvyi RigPrydniprovia-Donetsk subregion of the Great South of Ukraine, which, in the XIX – beginning of the ХХ century, became the centre for attracting of the entrepreneurial capital and experience from England, France, Belgium, Germany, Switzerland, thanks to which a unique industrial complex (the former Katerynoslav province — modern Dnipropetrovsk, Lugansk, Donetsk, Zaporizhia regions) was created here.

Entrepreneurial capital brought forth from the advanced capitalist countries not only the technical equipment and technology of industrial production, but also business skills, management experience of large enterprises, connections with banking and industrial groups, and, of course, the spirit of capitalist entrepreneurship, thus contributing to the industrialization of Ukraine.

The role of external factors in the process of industrialization was the most significantfor Ukraine, which was part of the Russian Empire.

The rich in natural resources land — iron and manganese ore, coal, require significant efforts and funds for their industrial development.

Owing to foreign investment, the South Industrial Region finally formed, and there appeared the branches of heavy industry, without which further industrial growth of the country was impossible.

The industrial boom revived the life of the region population, having created jobs for tens of thousands of its inhabitants.

THE UKRAINIAN-GERMAN YEAR OF LANGUAGES OFFICIALLY STARTED IN UKRAINE On September 9–10, the UkrainianGerman Year of Languages started in Kyiv with support of the Federal Ministry of Foreign Affairs of Germany, the Ministry of Foreign Affairs of Ukraine, the Ministry of Education and Science of Ukraine, the German Embassy in Kyiv, the Goethe-Institute in Ukraine, in the framework of which more than 50 events are planned throughout Ukraine during 2017–2018.

«The decision to hold the Ukrainian-German Year of Languages was taken last year by the Ministers for Foreign Affairs of Ukraine and Germany to bring the people of both countries more closely together via language, 25 years after the establishment of diplomatic relations» — says the Ambassador of the Federal Republic of Germany in Ukraine, Ernst Reichel.

The poem by Taras Shevchenko was not selected by the organizers of the project accidentally: in 2017 it turned 170 years old. UNEXPECTED COMPLIMENT The US Ambassador to Ukraine, Marie Jovanovich, believes that Ukraine has been conducting critical reforms in recent years. She stated this in an interview with one of the Ukrainian editions. “Ukraine, over the last three years, has carried out important, crucially important, reforms, but in no case you should stop. You need to move as quickly as possible. Unlike me, you were in the country in 2014–2015, and saw that the most obvious reforms were carried out even then — for example, the reform of the banking sector“, — noted Ms. Ambassador. According to the Ambassador, the Verkhovna Rada of Ukraine faces difficult tasks. ”Planned reforms will improve the position of many in society, but not all — and those, who will not be in a valued position, will resist the reforms. You must not give corruption a chance to destroy the achievements of Ukrainian reforms,” — emphasized Ms. Jovanovich.

THE ENEMY MUST BE KNOWN The US Army command has released “Russian New Generation Warfare Handbook“, which describes how to counteract the strategies of the hybrid war. It is reported by the Ukrainian information agency Express-Online.

The contemporary military tactics of Russia and how the US armed forces can resist it are considered in detail in the book. The authors of the handbook explain the necessity to study the experience of the Russian-Ukrainian war. ”Only fools learn from their own mistakes. A wise person learns from the mistakes of the others,” says the preface. The handbook provides knowledge of the tactics used by Moscow in Ukraine as a variant of the war of a new generation. On the basis of this analysis, the experts provided recommendations on how the battalions and brigade groups of the United States should oppose Russian methods of warfare. #5, October 2017

VIENNA ON THE DNIPRO Finally, after a long-term break, the Viennese Ball will take place in Kyiv. The legendary event will last for two days — October 27th and 28th.

The mayors of Vienna and Kyiv, the UkrainianAustrian Association, the National Commission for UNESCO and the Diaspora from the United States are engaged in the Ball.

The significant international cultural event will make it possible to reaffirm Ukraine as a European state, so it is referred to one of the most important issues of cultural diplomacy.

The funds, collected from the sale of lots at the auctions during the Ball in Kyiv, will be aimed at the development of the Rehabilitation Center for Children with Disabilities. At the charity auction, exclusive lots will be given by honourary guests from abroad.

During August and September of the current year, the following events came in sight of our analytical department: Russian-Belarusian military training exercise in close proximity to the state border of Ukraine; the elections to the Bundestag of the Federal Republic of Germany and the referendum regarding independence, which was held in Iraqi Kurdistan.

Each of these events is quite interesting and controversial, each of these events was widely publicized and widely discussed within the expert community, each of these events will have an impact on Ukraine (albeit in varying degrees, but certainly will) and therefore we bring to your attention their following analysis.

WESTǕ2017 and the casus of Vaisnoria

Joint Russian-Belarusian military training exercise conducted in close proximity to the state borders of Ukraine, Poland and the Baltic States in the second half of September-2017 caused the downpour of fears and conspiratorial versions in the media. The range of these fears was wide enough - from allegations of a full-scale Russian invasion by armed forces of the Russian Federation of the territory of Ukraine from the northern direction to not less macabre forecasts concerning the breakthrough of the so-called ‘Suwalki Gap’ through Lithuania and Poland to the Kaliningrad oblast of the Russian Federation.

The scale of the training exercise was really impressive — they were held in two stages in

the territory of the Russian Federation and in the territory, in fact, of Belarus. The training exercise involved the forces and means of the socalled “Western Military District” of the Russian Federation, as a part of the first Guard Tank Army, the eleventh Army Corps, significant parts of the Sixth Army and the Twentieth Guard Army, the Baltic Navy Forces of the Russian Federation and three airborne subdivisions of the District. The total amount of the pieces of military equipment involved in training (at any rate from the Russian side) reached 680. Of course, this number was called understated and was increased by almost 2–3 times. The legend of the training exercise was not less controversial, according to which the joint military units of the Russian Federation and

ANALYTICS Belarus opposed the fictional separatist formation in the territory of Belarus — the Vaisnoria state, located in the northwest of the Republic of Belarus, near the border with Lithuania, mainly on the lands of several administrative regions of the Grodno oblast. The inhabitants of these regions are the Belarusians, who mostly speak native language, and parishioners of the Roman Catholic Church in their everyday lives. Such a choice of the enemy caused not only anger and surprise in Belarus itself, but also a peculiar reaction in response on the part of oppositional Belarusian intellectuals. Fictitious accounts of state institutions of the non-existent Vaisnoria began to appear on social networks; anthem, flag and coat of arms of Vaisnoria appeared. As for the training exercise itself, fears were much exaggerated. At first, during the training exercise itself, misunderstandings between the Russian and Belarusian sides occurred repeatedly.

The president of the Russian Federation refused to attend that part of the training exercise, which was conducted directly in the territory of the Republic of Belarus, which caused quite a sarcastic comment on the part of his Belarusian colleague.

In addition, there were several accidents of technological nature during the training exercise — on September 19, 2017, a Ka-52 combat helicopter fired at the spectators and journalists in the territory of the Leningrad oblast, on September

14, 2017, at the Shaikivka airfield in Kaluga oblast, the Russian bomber Tu-22M3, before the take-off, rolled out of the runway, after which its fuselage cracked. In both cases, the Russian side reported the absence of fatalities. “A mountain is in childbirth but a mouse was born” — this is the eastern proverb which suits “West-2017”as much as possible. The Ukrainian military expert and former officer of the General Staff of the Armed Forces of Ukraine, Oleh Zhdanov commented on “West-2017”, saying the following: “... at the West-2017 training exercise, the Russian Federation achieved its goal: everyone is in hysterics, they are afraid, they are talking about nuclear war and the Russian bear. Russia’s main goal was to scare the whole world. As for Ukraine, we can only fight with usual weapons on equal terms with Russia. In this case, we have a good chance to thresh the Russian army. We almost leveled off in combat potentials. But they have an advantage in aviation and missiles.

But we also have partners. The West has long looked for a country that could fight with Russia.

ANOTHER VICTORY of Frau Merkel or Berlin Nash On September 24, 2017, the Germans elected the new parliament. There were a lot of fears and noise around these elections. The source of the fears was, again, the Russian Federation, or rather its political and economic lobby in Germany. This lobbyist is connected, first of all, with the former Chancellor of the Federal Republic of Germany, and now a member of the Board of Directors of Rosneft, Gerhard Schroeder, a member of the Social Democratic Party of Germany. But not only with him. Some other participants of these races also expressed

their pragmatic pro-Russian position, which was reduced to the fact that for the good of the German economy it was necessary to cancel sanctions against the Russian Federation. First of all, it is about the so-called “Alternative for Germany”, which is called pro-Russian (and quite correctly) and Nazi (by the way, without a reasonable basis). However, they were the representatives of “Alternatives for Germany” who gained another 12.6 percent of the votes.

called “pro-Russian” on the social networks.

Angela Merkel’s CDU/CSU Bloc took the first place. The Social Democrats, whose position regarding the Ukrainian question does not completely coincide with the position of our already mentioned member of this party, Mr. Schroeder, finished second. The Head of the Social Democratic Party of Germany, Martin Schulz, a former Head of the European Parliament, who, despite being the main competitor of Ms. Merkel, nevertheless fully co-sponsored her on all points concerning antiKremlin sanctions and the “Ukrainian question”.

According to German Law, the ruling coalition consists of victorious parties, and the Kremlin agents, despite the fact that they fell under the dome of the Bundestag, will not be able to get

into the government formed by the coalition due to a very small number of seats in the parliament.

The German political scientist and great friend of Ukraine, Andreas Umland commented on the elections in his homeland: “Possible coalitions: the existing large CDU/ CSU and SPD, which has great chances, or even a new one — the Christian Democrats, that will create the government with two smaller parties — Free Democrats and the “Greens”. They are the only possible ones, and neither of them means changing the policy regarding Eastern Europe. And the last one would be even more benevolent towards Ukraine.“ **

FRESH TURBULENCE in the Middle East On September 25, 2017, a referendum took place in the territory of the Kurdish autonomy in Iraq, which occupies a significant part of the Iraqi north. The inhabitants of the autonomy

put to a referendum not only the question of the separation of autonomy from Iraq, but also the question of the independence of the other territories inhabited by Kurds. Seventy percent of

the referendum participants supported this idea.

Let us recall, that the Kurds live compactly in the territory of such countries as Iran, Iraq, Syria and Turkey. They are the ones who maintain the most oppressive resistance to the so-called “Islamic State”. With a foundation of Kurdish armed units, the Iraqi army managed to defeat the ISIL in Iraqi territory. However, the fact that the Kurds would raise the question of establishing an independent state was not expected in any of the capitals of those states that have Kurdish ethnic enclaves. If Damascus has trouble controlling its territory even without a Kurdish problem, then the reaction of Tehran, Baghdad and Ankara was surprisingly coherent and cruel. The Turkish President promised to arrange a famine in the new state, given that the main transport corridor, which connects Iraqi Kurdistan to the world, passes through the Turkish territory. Baghdad threatened with military punitive operation and banned flights to Kurdistan. Iran began military training on the border with a new state formation. On September 30, 2017, the USA President, Donald Trump said that his country would not recognize the independence of the Iraqi Kurdistan, and thus de facto freed hands of those who wanted to resolve the Kurdish problem by force. The Former Ambassador of Ukraine to Turkey, Serhii Korsunsky, analyzing the situation, considers that: “The creation of

[independent] Kurdistan can have serious consequences, up to territorial conflicts, and this explains the threats of resort to force from Turkey, Iran and Baghdad. Two circumstances should be taken into account in that context. The Kurds have a strong army, which has gained considerable experience in the fight against the “Islamic State,” and it is quite capable of resisting any invasion. In addition, nobody — neither Russia nor Turkey, nor the USA, or as a matter of fact, the Kurds — is interested in the new conflict in the heart of an already unstable region. The most realistic scenario for the pace of developments is the use of the referendum results in negotiations with the central government in Baghdad by Iraqi Kurdistan authorities, as well as the development of greater autonomy, including in the context of the institutional capacity of regional authorities. Most likely, [the capital of the region] Erbil will insist on the ability to independently export oil and gas, retain taxes and so on. — We have cleared the lion’s share of barriers to business in the Canadian direction. If you sew a shirt in Chernivtsi or grow nuts in the Dnipro, then you can sell these goods to Canada without customs duties. But this agreement means much more — both the protection of intellectual property and access to tenders. That is a very good signal for business in Ukraine and Canada. It offers new opportunities. Speakers, diplomats and politicians have done a lot for you to work freely.

98 Percent of the Names of Ukrainian Goods Can be Exported to Canada Does that mean any of the Ukrainian entrepreneurs can deliver products to Canada freely? Are there any restrictions?

— For Ukrainian goods, customs duties were canceled for almost 98 percent of the names.

There are quite a few exceptions. That is, your own products and goods can be freely transported for sale to Canada. The cancellation of customs duties is an economy for business. This way Ukrainian goods become more competitive.

The agreement allows our companies to enter the public procurement market of Canada, to participate in tenders. Canadian companies can

BEFORE RELEASE also participate in tenders in Ukraine. In aviation, there is a concept where the aircrafts are recognized by the “friend-or-foe” signal. It seems to me, this deal is a good signal “friend” regarding the Ukrainian market for international companies: “Look at Ukraine — there you can invest money, create job, earn money.”

What products from Ukraine are interesting for Canada?

— There are five potential markets. These are clothing, footwear, IT services, furniture, confectionery. These are the results of a recent study of the CanadianUkrainian CUTIS project.

These are the markets that will stand to gain from the free trade agreement.

This list is final.

Agriculture, IT and light industry are the segments where we have something to offer. We have specialists and opportunities. I appeal to all entrepreneurs who are looking for market outlet abroad — study the terms of the agreement and work.

And in what way is Ukraine interesting for Canadian business?

— Ukraine is interesting for them as well as Canada is for us. Our over 40 million consumers are attractive to any business. In 2016, Ukraine became the fourth largest purchaser of Canadian fish and seafood in the world. We are not inclined to think of ourselves as a nation that consumes a lot of import. But it turns out to be so. Therefore, they have an interest in our market. We are also a country of highly skilled labour. Ukraine

has the highest level of writing system in Europe.

Each year we release 14 thousand IT specialists. And at this time, while we are speaking, big Canadian companies order software writing at our IT companies. This is not a theory, not abstract things, but potential ones.

There is a new stage in diplomatic relations between Canada and Ukraine. Canada is at the forefront of supporting our country in international organizations. The trade is growing between the countries.

We are witnessing the formation of a very mature partnership between the two countries. Ambassador of Ukraine to Canada Andrii Shevchenko speaks about this in an interview with Fashion of Diplomacy.

Canada was one of the first to condemn military aggression of Russia in Donbas and was helping a lot in the midst of hostilities, and is assisting now.

— The Canadian military training mission UNIFIER has already been operating in Ukraine for the third year. These are 200 of their specialists who train our military officers. 150 of them work on the Yavorivsky landfill and another 50 ones — in the mining centre in KamianetsPodilsky. But the Canadians learn military affairs from us. No army in the world knows what a trench war is. They read about it in books and watch movies. And for our fighters this is a daily reality. Plus modern methods of radio-electronic warfare, the latest Russian weapons, which our army opposes. We pay a huge terrible price for this experience.

I have named only one of the Canadian help directions for us. There are many others. Why

do they do it? Canada has a powerful Ukrainian community. This is a million three hundred thousand Canadians of Ukrainian descent. It seems to me that the government also relies on them in making decisions. But it is not just in the Ukrainian community. Canada is a country of value. Values and principles are the basis of the state policy here. They do not need to have the situation in our East explained.

They are well aware - everybody must adhere to international rules. By supporting us, Canada is helping the whole free world.

Canadian doctors also help. They not once came to Ukraine to treat our wounded fighters.

— This is a very touching initiative of the Ukrainian community in Canada. The program is still valid today. This time the mission was assembled by the legendary Toronto doctor Oleh Antonyshyn. He,

BEFORE RELEASE together with the same enthusiasts, has already carried out six missions to Ukraine. The mission concerned in several areas - prosthetics, plastic surgery. They decided — they could do much more while coming to Ukraine.

The story of the Ukrainian boy Mykola Nyzhnykivsky has shaken the world. He was blown up by a grenade — he lost his arm and both legs. At first, Ukrainian specialists fought for his life, then — Canadian doctors. He was supported

by Justin Trudo, the Prime Minister of Canada.

Here, both our community and the Canadians, who are not of Ukrainian descent, also support Ukraine. We really appreciate this help.

Russia is constantly pressing and criticizing such support.

How do you oppose Moscow propaganda in Canada?

— There are no sentiments about Russia and Putin. Canada has consistent support in favour of Ukraine. Military aid was started by a conservative government, now it is continued by a liberal government. The Canadian parliament unanimously voted for an agreement on free trade with Ukraine. My friends said such voting could be counted on the fingers of one hand. This is a truly consolidated state position. The Russians are trying to shake the situation here. But the Canadians have immunity against this. And we also strike back. We share experience in the fight against Russian propaganda.

Minister for Foreign Affairs of Canada Christine Freeland has recently made a statement on positive changes in reforms in Ukraine. Which reforms are highly appreciated by the Canadians?

— The Canadian government officials see the same thing as we do — there are big changes in Ukraine. Yes, it is slower than we would like to.

We cannot ignore these transformations. But we should not comfort ourselves by what was done.

We need to work further. Canada knows about our strengths and weaknesses. Although they

believe — we can work better and clear more height. And we are trying to conduct such an honest conversation.

What are the main challenges facing Ukraine now?

— We must believe in ourselves. During three years after the Maidan, after the Revolution, many were ready to throw in the towel.

Nothing will be changed by cavalry onslaught.

Time, patience and perseverance are needed.

The world counts on us. We underestimate it yet.

The new hub strategy for the development of the main airport of the country is a real breakthrough in the economic component of not only the enterprise but also the state.

Eugene Dykhne, the First Deputy Director General of the state enterprise “Boryspil” International Airport, tells “Fashion of Diplomacy” what technologies need to be introduced in order to increase the passenger flow.

What is the greatest achievement of the airport during your leadership?

The airport has now entered the period of intensive development. This growth was started in 2015 and 2016, but it was 2017 that became a real breakthrough. We are already entering 2018 with the growth in all indicators, including passenger flow, which is a key indicator of the successful functioning of the airport. We have repaid the debt and are steadily increasing profitability. Our enterprise shows growth in all directions.

How did you manage to increase passenger traffic?

In late 2014 — early 2015, the correct strategy for enterprise development was chosen. It is referred to the hub strategy. That was it, in

fact, that gave us this growth. The hub strategy was not only correct, but also profitable. Now, the number of transit passengers in Boryspil is thirty per cent. This fact is an indicator, which can be compared to the leading European hubs.

That is, now we can say that our hub strategy has succeeded. It justified itself not only by financial gains for the enterprise, but also for the state — because only last year we paid one billion six hundred million hryvnias to the state budget.

Therefore, I can say that this strategy is gaining momentum. There are three million only of transit passengers. Previously, we transported passengers only from one destination to another, the so-called point-to-point model. The hub strategy has changed it. We are becoming a powerful transit airport. Actually, we are a hub. When you asked about the greatest achievement of the airport so far, my answer will be unequivocal.

This is the implementation of the hub strategy.

We have not only brought the company out of a deep crisis, but we are also steadily increasing its profitability.

How did the visa-free regime affect the increase of passenger traffic?

Certainly, the visa-free regime has intensified the demand that was postponed. In addition, it was the visa-free regime which made us significantly intensify the reforms that started

with the introduction of the hub strategy. With an increase in passenger traffic, we have to meet high European standards; in particular if the transit passenger has the opportunity to choose another airport, where the conditions of stay are much more comfortable — for example, Wi-Fi works better, he will do that. The hub strategy, multiplied by the visa-free regime, has caused not only growth. It has become the main driving force of reforming. And this is a positive factor for our enterprise.

Everyone remembers the discussion in the Ukrainian society — in honour of whom out of the prominent Ukrainian figures the airport should be called. No name has ever been given.

Why? In honour of whom would you personally call the capital airport?

As for me, the main thing is not the name of the airport. The main things for me are the competitiveness of the enterprise and safety of the passengers. We have four thousand staff working here. The overwhelming majority is from the city of Boryspil. In addition, the name “Boryspil Airport” is an international and well-known brand.

In case of renaming we would have to change all the documentation. And this is money. Money in Ukraine costs much. Nor should we forget the

INTERNATIONAL VECTOR political component of this process.

Many people would be disjoined and set against each other if the airport was renamed not as it would be desirable to them. Being at the airport, they would feel discomfort. We do not need this. I am completely satisfied with the name that exists today.

If someone wants to name our enterprise – Boryspil International Airport named after, for example, Malevich, I will not oppose, at the same time, according to the law, there must be an agreement of the labour collective of the enterprisefor the company to be renamed in honor of a certain individual.

What is the situation with the advent of lowcosts in Boryspil? Which of them will fly from Boryspil?

We are open to cooperation, but under the condition that it will be profitable for the enterprise and will not cause inconvenience to the passengers. Lowcosts are great, but the low cost of their tickets should not be reflected in the two factors I have mentioned above. It is our profitability and convenient conditions for passengers, for who we are responsible. As of today, we are developing cooperation with many air carriers.

Do you cooperate with the “Kyiv” airport (Zhuliany), which also presents itself as an international airport?

Of course, there is some kind of cooperation.

Although “Kyiv” airport still has a lot to do to become an international airport with full range functioning. So far, their international segment is limited, and we wish success to our colleagues in expanding the above-mentioned segment.

However, I want to assure all readers of your edition that our airport was, is and will remain the main air gates of our state.

What is the secret of the company’s success? What is the approach to buying a car in this company? We are talking to the Chairman of the Board, Petro Rondiak about the development of the automotive industry in Ukraine and about the main aspects of Winner’s activity.

Ivan Hyniansky was one of the first American businessmen who came to independent Ukraine and set up a company. How difficult was it to establish such a business directionin those days?

Thus, Mr. Ivan Hyniansky was one of the first American entrepreneurs who started their own business in Ukraine. It was back in 1992. At that time, there were no hryvnia or a fully functioning state apparatus. These were quite difficult times, but at the same time very interesting.

Mr. Ivan Hyniansky has Ukrainian origin, he loves Ukraine, and therefore, despite all the complexities, we started our work, and we managed not only to firmly make a lodgment, but also to take root in the Ukrainian market.

How do you form your team?

How difficult is it to get hired by your company? What values should a person have?

A good hard-working team is the key to any successful business, and we certainly are not an exception. The main value of our company is to take care. We take care of our client, of the quality of our products and, of course, we take care of our employees. To become a member of our team, a person must share our values with us.

The Ukrainian labour market has changed since we started business in Ukraine, it has become more experienced. For example, there are many people who have studied abroad and who apply their knowledge in Ukraine. The main criteria for

selecting employees for us are: professionalism, decency and dedication to our company and our values.

Do you work according to the European rules, does the company have any additional privileges from the state, and how difficult was it to meet such criteria at that time?

We do not have any privileges from the state, and, in fact, we do not expect them — and ultimately, we do not need them. We are engaged in business in accordance with the current legislation of Ukraine. It is a great honour and pleasure for us to work for the development and welfare of Ukraine. We are conscious of our choice; this choice lies in the fact thatwe must work transparently and honestly. Of course, starting to do business according to the European standards at that time, when few people had an idea about these standards in Ukraine, was extremely difficult. However, we succeeded. We built auto dealers on our own. One of the largest ones is located at Stepan Bandera Avenue.

You are the biggest taxpayer.

What amount does the company transfer to the budget of Ukraine?

I would not say that we are the largest taxpayer. In addition to us, there are large international companies such as Microsoft, GE, Proctor & Gamble and others. However, we can frankly and openly declare that we have transferred one billion two hundred thousand dollars to the Ukrainian budget for all time of our existence in

Ukraine. Agree, this is a very serious amount. We are proud of the fact that the company is transferring funds to the state budget of Ukraine, especially at such difficult time for the state and for the Ukrainian people.

You are 25 years at the market in Ukraine. Despite an uneasy situation, both in the country and in the economy sales are increasing. What is the secret of success?

When we started our activity in Ukraine, the situation was even worse and even more complicated than it is now. The secret of our company’ssuccess is that we have studied the needs of the Ukrainians in this field, we are aware of the laws according to which this market lives and develops. We are aware that a social stratum that will always be able to afford an automobile has already developed and exists in Ukraine. Of course, the crisis in economy and the problems around the country affect our work, but I would not call this influence a critical one. Ukraine is currently struggling to make Ukraine better.

And let me express my confidence that those forces in power who want better, more honest and sincerely European Ukraine will surely win.

Otherwise, it cannot be simple.

Why have the Ukrainians trusted your company when buying a carfor so many years? Can you name three reasons why it is worth coming to you?

There is only one reason, and it is the most important one — we care about our client and their security. We have an individual approach to each customer. After all, there are different people who like different classes of cars.

Someone likes — Land Rover, someone — Jaguar. Therefore, we teach our sales managers the basic principles of how to find out what a person needs in order to meet their needs.

Each car has its own unique character, just like a person. Therefore, our sales managers must also be psychologists who help determine which machine is suitable for a particular customer.

This, of course, is not easy, but we are constantly learning and improving in this direction.

So what questions do your sales managers ask the customers? How does the Ukrainian customer differ from the Europeans? How do you find an approach?

I worked in retail for a long time, in particular in the auto dealers at Stepan

Bandera Avenue. Honestly speaking, I have never sold cars in Europe, so I cannot say for sure. However, we ask our customers about their hobbies and about their marital status, about the career field, about the purpose for which the car is bought. This helps us determine the brand and model that we can offer. As far as I know, similar approach to a client is applied in Europe and in the United States. Therefore, we can say that there are European rules in Ukraine.

What kind of cars can your company offer today?

We have a wide choice of cars: Ford, Volvo, Jaguar, Land Rover, Porsche, Bentley. The choice of a car depends on the financial capabilities of the client. We expect our main customers to be people who are called “upper middle class” in America.

You are engaged in charity. Tell us about this direction. What charitable projects are supported by Winner Group Ukraine?

Mr. Ivan Hyniansky, establishing our company here in Ukraine, constantly emphasized that we had not come here simply

to make money. We are part of Ukraine. We have supported a lot of charity actions, the latest of which — support of ATO through providing four minibuses for our military at the front. Now we are taking care of the Lviv Regional Hospital, namely the intensive care unit for preterm infants. We believe that children are our future. We have purchased and sent incubators for children who are born in advance to the Lviv Regional Hospital.

Without staying in this incubator, a child born in advance can die. Continuing this project, we plan to provide the hospital with an ambulance machine, which will already be equipped with an incubator for the rescue of a child who was born in advance either at home or on the way to the house. It will become a great help and salvation of a new life. We believed, believe and will believe that our company belongs to those who help Ukraine and make it the best one. In conclusion I would like to wish all the Ukrainians more optimism and more confidence in their own abilities. Since 2014, Ukraine has gone through too difficult travails and did not break. It gives hope; and the main thing is not to lose it...

UKRAINIAN POLICY MAKERS

Politics is a continuation of the economy. Everyone knows this statement. Unfortunately, taking into account the low standard of living of the majority of the population, the political component becomes an instrument of populism and leads to the neglect of this postulate in our country.

In an interview for “Fashion of Diplomacy”, Mykhailo Reznik, Ukrainian diplomat, Extraordinary and Plenipotentiary Ambassador of Ukraine, Honoured Economist of Ukraine, talks about the prospects of the economic diplomacy of Ukraine.

“NO ONE WILL HELP US. WE MUST RELY ON OUR OWN CAPABILITIES” “Ukraine can achieve sustainable economic growth. To do this, everyone needs to do “homework” to a good quality”, says Mykhailo Reznik.

You were one of the founders of Ukrainian economic diplomacy.

What did it all begin with?

— After the restoration of Ukrainian statehood in 1991, the Ministry of Foreign Economic Relations was established on the basis of the Ministry of Commerce. While working on the leading position of the new agency, I was responsible, inter alia, for the creation and operation of trade and economic missions that began to work at our foreign institutions since mid-1994. This step laid the foundation for the formation of the economic diplomacy “advanced echelon” of our country.

By the way, such an attempt already took place almost 100 years ago, when, after the proclamation by the Third Universal on November 7, 1917, the Ukrainian People’s Republic, one of the first measures was the opening of our first embassies and economic missions abroad.

The ministries and departments of Ukraine, since the mid-1990s, relying on diplomats and employees of trade and economic missions, have significantly accelerated the implementation of an important function — integration into the #5, October 2017

UKRAINIAN POLICY MAKERS economic and financial institutions of the world.

Over time, trade and economic missions have been transformed into a service of economic advisers at embassies. To my deep conviction, this step was not entirely correct. After it, the reform of the diplomatic service stopped.

But the reform must be continued.

Who should deal with this?

— Economic diplomacy of the country is carried out, first of all, directly by the Cabinet of Ministers through intergovernmental commissions, the relevant committees of the Verkhovna Rada and all without exception central executive authorities. The Ministry of Foreign Affairs of Ukraine only coordinates and analyzes the activities of the external economic vector.

But, at the same time, the Foreign Ministry must also constantly change the format and functions of the economic diplomats. The time has gone when one or two diplomats at each embassy met the criteria for effective cooperation with the economic bloc of the Ukrainian government or departments.

Promotion and protection of the country’s economic interests, strengthening of contacts with the business of the country, being in conditions of limited financing — the Ministry of Foreign Affairs should strengthen the service through the following steps.

Identify by one basic regional embassy in the Baltic States or Scandinavia, as well as at the structures such as the Vyshegrad Group, and form, without increasing the number of positions of economic diplomats, relevant departments or sections of 3–5 employees.

An adviser-ambassador should head such a structural subdivision of the embassy.

In addition, the need to strengthen the quantitative and qualitative composition of the economic diplomats of our missions at leading international organizations and their

structures in New York, Vienna, Geneva, etc. has taken shape.

It is hard if not impossible to give positive examples of the participation of Ukrainian companies in tenders and various economic programs of these organizations. The impact of such structural changes can become tangible in the immediate future.

What else must be changed?

— An important factor is the target preparation of the economic service diplomats.

I would like to emphasize the word “target” one more time. As an example, since 1991, the phrase “Ukraine’s dependence on energy resources of Russia” has been heard. Ukraine has never depended on the Russian Federation. It depends only on the situation at the world market for hydrocarbons. The very fact of recognizing such “dependence” is a losing situation at all stages of the negotiation process. Nowadays the United States consume 52% of all hydrocarbons produced in the world. But they never declare that they are dependent on the Arab world or the eastern countries.

The second example: Ukraine is a maritime state; it is a member of a relevant world organization. Unfortunately, I can name just one or two surnames of Ukrainian diplomats who have qualitative training and experience in this area of activity. That is, it is necessary to prepare the personnel who really will have a competitive opportunity to discuss such important directions and to defend the economic interests of the state.

You have worked abroad for a long time. Can you compare the development of economic diplomacy in the United States, Korea, China and Ukraine?

— I would like to emphasize once more: we must change both the status and the level of training of our diplomats for work at the economic positions. When the heads of trade and economic missions were appointed at the first stage of their creation and development, they were deputy ministers from our economic departments or department directors, or civil servants with work experience in business. But

UKRAINIAN POLICY MAKERS simply filling out a vacancy, even via a competition, without high criteria for such diplomats, this is a direct way to a potential loss in a competitive environment, not only to colleagues from such countries as the USA or China, but also to Romania, Hungary or Poland.

From my own experience, I can say that Germany or Korea can serve as the most successful models for building an advanced “squad” of economic service abroad.

What depends on an economic diplomat?

— The main priorities of the activity are determined depending on the country of residence or their position in our missions. Functional responsibilities are approved for this.

A general and unifying format of work is the disclosure of additional opportunities for our business to promote Ukrainian products or services, as well as the protection of the interests of domestic companies.

Facilitation of investment possibility in Ukraine by foreign companies is an important aspect of the activity.

When our economic diplomatic service works at full capacity, how much will the situation improve?

— This issue can be supported by your wonderful magazine as well. On its pages, it is expedient to open a discussion on how to “reform” economic diplomacy as an important component in raising the competitiveness of our economy. It would be great to have a round table on this issue. I know that the editors of the magazine already have experience in conducting such events.

The next question to you as to the Honoured Economist of Ukraine: what should be done to improve the standards of life in our country?

— Since 2004, the positions of countries in the ratings on the ability of economies to sustainable economic development in the short term have been formed by the World Economic Forum. There are 122 criteria, which are taken

into account and which are divided into 12 groups. Ukraine in different years ranked in the eighth place among 138 countries of the world, rising or, conversely, losing a few points. The rating assessment is based either on common sources available or through surveys. In fact, this is a “road map” for each government and parliament with information on weak positions in the country.

In different years, there were attempts to develop a number of programs for Ukraine,

UKRAINIAN POLICY MAKERS including the involvement of foreign specialists, such as the Blue Ribbon and others. Now, there is much talk about the so-called “Marshall Plan” for Ukraine in the press. But we should determine by ourselves the concrete executors and those responsible for each of these 122 criteria at the level of the committees of the Verkhovna Rada, the ministries and departments. The assessment and ability to work of each minister or chairman of the committee should be guided by the results of raising Ukraine on the rating levels, rather than focusing on populism or unsubstantiated statements.

In addition, to active social activities, you head the “Ukravtoprom” association. What is your opinion about the relations of power and business in the country?

— As exemplified by the machine-building sector of our country’s economy, we can unfortunately acknowledge the sharp decline in volume of production. So in the domestic automobile industry more than 59 thousand employees were employed in 2008. More than 400 thousand cars of all classes (buses, cars, commercial vehicles and heavy vehicles) came from Ukrainian conveyors. Over 7 billion hryvnias came to the budgets of all levels (the exchange

rate of $ 1 to hryvnia was 1:5), while the share in GDP reached 4%. Ukraine ranked seventh among European countries in terms of volume of automotive production. From year to year, the wrong practice of weak and sometimes incorrect steps in reforming customs, tax and industrial policy was carried out by the governments. There were such conditions created when it was more profitable to handle export-import operations than production for businesses. The populism in lawmaking of the Verkhovna Rada and change of priorities not to the benefit of innovative industries that could create a large number of work places and 45–55% of value added in the final production killed the producer ultimately.

The potential of automotive industry remains very strong and industrial enterprises are waiting for concrete steps by the government, increasing the purchasing power of our consumers and improving the investment climate in the country.

What is a panacea for the country then?

— Not to rely solely on international assistance. There are over 40 million of us. No one will do anything instead of us. Everyone needs to do “their homework” well. To work and to live in a way that our children are proud of their country.

A complicated process has begun in the country, which may end not only with the loss of certain territories, but also with the collapse of the state, mentions Andriy Mykolayenko.

And the basis of any state is social agreement. Andriy Mykolayenko, Ukrainian diplomat, politician, statesman, tells about three main components that should re-establish our country and a new course for Ukraine in an interview with “Fashion of Diplomacy”.

Having diplomatic education and experience as a diplomat, how would you comment on the activities of the Ministry of Foreign Affairs of Ukraine in the special (2014–2017) period?

— I believe that despite certain periods of pro-Russianism, the MFA has always been one of the most pro-western Ukrainian departments...

And during the Orange Revolution, and even during Yanukovych‘s time, it was the flagship of integration into Western values... The leadership of the country, which is fighting for its independence, should understand that the Minister for Foreign Affairs should be the secondthird leader in the state. In my opinion, the Ministry of Foreign Affairs is now suffering — as well as a number of other departments — because the Ministry has become a continuation of the Presidential Administration. And this is wrong.

Is the breakthrough at the Eurointegration front, which happened this year, a merit of the Ministry of Foreign Affairs of Ukraine? Do you have a different opinion on this subject?

— This is a merit of the Ukrainian people who went out on the square. If the state pays such a high price for its European integration aspirations, then Europe is simply bound to meet it halfway. Therefore, I will repeat once again, this is the merit of people. As for the Ministry of Foreign Affairs, which had to carry out a purely technical part of the European integration process, then the Ministry did it brilliantly.

You worked in South Korea and you are well aware of the geopolitical situation on the Korean peninsula. Is broad-scale war possible in this region? Could this war turn into a global conflict?

— I consider the war impossible. The war can be provoked by two states — the PRC and the USA. South Korea is a hostage of circumstance.

Japan is not a militaristic state. The United States could have started a military operation long time ago, but they are at a distance of salvo of fire from the North Korean Army. And when the northern Koreans said they could turn Seoul into fire and ashes, they did not exaggerate. But the leadership of the DPRK understands that this is a #5, October 2017

one way road. North Korea holds only on Chinese help. China could put the end to the existence of this state, but it is not beneficial for China. Even Trump, trying to get across to the DPRK, turns to China. There will be no war. China will make terms to its profit.

You were the First Deputy Head of the Donetsk Regional State Administration in the most difficult (March–September 2014) time for this region. Why did you not manage to defend Donetsk then?

— Because the Ukrainian side - to my great regret — did not realize all the cunning of the Russians. This is first of all. Secondly, the painless to Russia surrender of the Crimea caused great doubts among those who would have to defend Ukraine. Police, army and special services were demoralized after the Maidan. Also, the unpreparedness of the highest political leadership of the state at that time to take complex decisions and respond accordingly to the events played its negative role. When the Head of the Regional

State Administration, Serhiy Taruta, and I were working in Donetsk, then we understood the situation day by day. In Kyiv, the same understanding of this information was happening with a delay of 2–3 weeks. Special services did not work. There was a huge imbalance in the system, although Serhiy Taruta was ready to assume at that moment a serious responsibility, but this was not supported by the leadership of the state of that time.

In the end, the time was lost when this situation could be corrected... I believe that after the presidential election a large number of personnel mistakes were made, in particular, I mean the former appointments to the Ministry of Defense...

What have you remembered most for this period?

— Two events. The first one is the first day of the real war. The first battle for the Donetsk airport. This happened in my sight. When the Donetsk airport was taken, I was called by

the director of the airport. There was the 3rd Kirovograd regiment of special ops unit there. I knew these guys because of my previous work, when I headed the Kirovograd Oblast State Administration. This Special Forces Unit should have been a solution to the problem of separatism in Donetsk, but Turchynov did not consent to it.

The second one is when, in late July - in early August, I saw bringing fire to bear at Horlivka.

There were a large number of casualties among the civilian population, including children.

Is it true that the Ukrainian Security Forces de facto sabotaged an attempt to eliminate the Donetsk Regional Administration, captured by separatists in March and April 2014?

— Somebody sabotaged, maybe. This should be told by counterintelligence. Perhaps there were people recruited by the opponent.

Some were professionally unfit. These were the generals of peacetime, who were able to solve the issues only by drinking. They could not fight;

they could not even properly study. I remember the first time when the Alfa fighter died — then, in Kyiv, it was decided to carry out the liberation operation of Slavyansk. The leader was an unprofessional man. The operation turned out to be a failure. People were killed. Incompetence and disagreement led to the first losses. The military had no command to fight. This was the greatest problem.

What are your forecasts for Donbas and Donetsk today?

— Any war in any case ends with peace agreements. Sometimes it ends with the capitulation of one of the parties, but then these are millions of victims. This is unacceptable for Ukraine. I believe in the possibility of diplomatic solution. I believe that the Minsk format has exhausted itself. It does not work.

It has achieved its goal — the end of the active phase of the war. And that is all. We need a transitional period. International administration could be the way out — since neither bandit #5, October 2017

Zakharchenko nor Zebrivsky from Kyiv will be able to manage there. This transitional international administration should base on a peacekeeping mission that, on the one hand, would provide a peaceful zone between the territory controlled by Kyiv and the Separate Districts of Donetsk and Luhansk Regions and, at the same time, control the border between Russia and the LNR-DPR. And for the enforcement of law in the Separate Districts of Donetsk and Luhansk Regions, a police mission of the CSCE must be established. It is an internal security tool. There is a huge amount of weapons there, and someone has to conduct disarmament. We have a lot of talk about the Croatian version, but they speak mostly about the military phase of the operation, little is said about its peaceful part. This operation involved joint police detachments in that area. This means that those who yesterday were on the opposite side, but wanted to stay in Croatia, passed through the procedure of amnesty, through various checks and gradually reintegrated. I think that only in a few years of such an administration it can be spoken about demilitarization there. But before this, it is necessary not only to amend the Constitution regarding the status of Separate Districts of Donetsk and Luhansk Regions. Ukraine needs a new Constitution. The Constitution that is in force is not effective, it is not people’s. The new Constitution will answer many questions.

And Donbas should not be isolated. Donbas should have the same number of rights with other regions. I will say a very unpopular thing, but there are three other neighboring countries, our European Union partners, who are pursuing a very aggressive policy of pulling people and skilled workers away from us, and distributing their documents in the territory of Ukraine. If the situation goes wrong, this can lead to the disintegration of Ukraine. Such a threat exists and must be understood.

Will the visa-free regime allow us to get what everyone is waiting for?

Like, will big companies come and give job to everyone?

— Large companies do not come, not because there is visa-free regime or not. They do not come because Ukraine is one of the most corrupt states in the world. In addition, now we are still losing staffing resources.

WHO ARE YOU MR. MYKOLAYENKO? Plain and simple — there will not be anyone to work with. Including the presence of the aggressive policy of our western neighbors, that actively admits our citizens, who flee from hard life in Ukraine. It is not emigration, it is evacuation. The whole industry sectors, the whole enterprises are closing.

Some words about the party. What can the new Osnova Party offer Ukrainian voters?

— The name of our party is not accidental.

On the one hand, Ukraine has survived in 25 years, on the other hand — a complicated process has begun in the country, which may end not only with the loss of certain territories, but also with the collapse of the state. The only thing that can protect Ukraine is, in my opinion, and according to the people, who have united in the party building process, the unity of Ukraine as a state. Why are we in favour of the reintegration of Donbas? Because the loss of any territory launches a mechanism, that will be very similar to the Yugoslav one. And this is a terrible threat. Therefore, we believe that post-Soviet Ukraine should be re-founded as a democratic nation-state. And it is necessary to start with the foundation. And the basis of any state is a social agreement. This is how the citizens have agreed to live with each other. After obtaining a new social agreement, you can create a real people’s constitution. But this is just one component.

The second component is a plan. Even in order to build a house in the village, one must have a plan. We must know what we are building an agrarian super state or an industrial giant. We have an economically grounded doctrine of how Ukraine can become one of the top 30 countries in the world by 2030. The corresponding structure of economy should be achievement-oriented in the world, which it will become in 10-15 years.

We know how to create a middle class, how to support a person who works, since it is the key to overcoming the economic collapse.

in a difficult situation. We are losing Donbas, we have an economic crisis. But the regular session of the Verkhovna Rada begins and there are plenty of reforms planned at it. What do we have to do now? Stop and start reestablishing the state?

— The country runs by inertia, but nobody thinks that there is an abyss ahead. I have recently written a post comparing the situation in Ukraine with the Titanic, which is followed by a Russian cruiser. And this “Titanic” is going down. And the higher class escapes from the ship on helicopters, the middle class - on boats, and there is the third class, which has nowhere to escape. Therefore, the only chance of salvation is to simultaneously construct another state in Ukraine, a new ship that will float another course, and people must be transplanted to this ship. The Ukrainian state with the constitution of 1996 (three times altered, by the way) and with an external enemy has no chance of surviving.

Therefore, when we ask for help abroad, we do not have to ask for ammunition and money, we have to ask for another course for us.

How long will it take?

— It does not depend on one person. It depends on many conscious Ukrainians who did not go into politics, because they were busy with real affairs — they treated people, taught children, created new work places. In fact, such people are the majority. Nowadays, our task is to unite this majority so that it could start positive changes in the country, at last.

Nowadays the singer is also a happy wife and mother and continues to surprise fans with her unsurpassed soprano. Lady Susanna tells Fashion of Diplomacy about the formula for success and life.

— Ukraine has given me a wonderful education and a huge experience, so I have to hand it over to the younger generation. My country, my audience, my students need me. I feel it, — says Susanna Chakhoyan.

What projects are you dealing with now?

— In the near future, on October 19, my concert will take place in Vienna. We are preparing a program with my Austrian colleague, Mehrzad

Montazeri. This is already the third project within the framework of “Austria–Ukraine without Borders”, and at the end of October, I will sing at the opening of the Viennese Ball in Kyiv with the Austrian tenor Sebastian Reinthaler.

Are you continuing your work as a teacher?

— Yes, I have worked with my students for about seven years. I started with private lessons.

Nowadays I have a small class at the Institute of Music named after R. Glier Of course, it takes a lot of time and energy, but I really enjoy watching the development of young people. ARTISTIC UKRAINE When did you realize that the opera is your life-work?

— This way was quite long for me.

From an early age I lived in a symphonic world. There was a huge collection of instrumental and symphonic music at my home, which my parents had gathered.

I was listening to Beethoven concerts, symphonies of Tchaikovsky, Brahms, and Mahler for the whole day. I came to the opera when I was studying at the second year of the conservatory, already being quite a mature musician. I got a platter of Evgenia Miroshnychenko with the recording of Glier’s concert. It was for me a real discovery, some kind of enlightenment. I guess, it was my true purpose.

How much time did you have to work to develop your unsurpassed soprano?

— I continue to work even today. The singer is comparable to an athlete or dancer of the ballet, our profession also requires daily hard work. This is a long and difficult way. I remember my first vocal lessons at the Odessa Conservatory, then at the Kyiv Music Academy, where I received a huge technical arsenal in the classroom of Evgenia Miroshnychenko.

In one interview you said: “Evgenia Miroshnychenko opened me not only as a singer and actress, but also as a person.” Tell us about that.

— It was hard to work with Ms. Miroshnychenko. She was extremely demanding. From the first lesson, besides technical skills, you had to be an artist, an actress, tell a true story and overlive a certain character. ARTISTIC UKRAINE for several years, they are surprised: “You always have your eyes sparkling. How can you do that?”, I understand that I have problems no less than others. But I try to notice the best moments in my life. And even the voice then sounds differently.

It is a life-giving force. If you are positive, then you send this message to the hall during the performance. And people also shine after your performance. This is very important: to transfer the warmth of your soul to the viewers.

Do you remember your first entrance upon the stage?

— I had the greatest impression from my first performance in the Odessa Opera. I was 12 years old at that time. I was performing with an orchestra created by my father, who stood at the conductor’s desk. Especially for this performance, my mother had sewn a magnificent stage outfit for me. After the concert, I accidentally heard an exchange of impressions between the spectators. The little boy told his mother that he had liked singing of the girl with a huge red bow most of all. This was my first little honouring.

— Each award is a certain stage of my life, where a part of the soul was invested. But the most valuable award for me is the recognition and love of my admirers.

Do you represent Ukraine during the foreign concerts? Do you feel responsibility?

— Of course. While being still a student, I came with this idea in international contests: I represent Ukraine; I carry the image of my state.

And it is not just about how you sing, but also about how you behave, how you look, how you communicate, including the foreign language.

Today, more than ever, it is extremely important to show the whole world: the Ukrainians are a talented, enlightened nation with rich traditions and huge potential.

What do you feel when you go upon the stage?

— Each performance is the highest level of adrenaline and incredible emotions, excitement, as if for the first time.

Tomorrow the public will expect more from you than you did yesterday and will not forgive any mistakes on the stage.

This is an incredible responsibility, which requires the iron nerves from the artist.

How do you know that the concert was successful?

— I feel the audience: everyone is freezing; there is an absolute silence in the hall, as if some kind of magic is happening. Such wonderful moments are very valuable to any artist. Sometimes the viewers recall the smallest details of my performances many years later. It is also very nice when people, who came to the concert hall and heard classic music for the first time, come again and again.

This is one of the most important missions of the artist: while demonstrating a high performing style, to bring up the delicate taste of the viewer.

BENEFICENCE IN UKRAINE

What projects are you involved in now?

— We are focusing on the three main areas — sport, education and science. Pupils and students take part in the programs. We are carrying on our already well-known projects in Ukraine that we have been systematically implementing for more than 5–7 years.

General academic schools and sport sections participate in sports projects. And it does not matter whether children become champions; the most important for them is to learn to achieve great goals in life. Therefore, the conditions for classes are to be worthy, and teachers and trainers are to love their work.

Mostly small towns and villages win projects.

People know each other well there, so it is easier to be united to achieve a common goal. For example, in the school yards of the winners, “Call Friends — Let’s Play Together”, we establish sports grounds. Nowadays there are already 191 of them in all regions of Ukraine. In the “Parcel of Success”, schools and sections receive 15 kilograms of sports equipment: football, volleyball and basketball balls, skipping ropes, bibs and stopwatches. The state givesnot enough funds for the development of sports. Although, it should.

We also train sports diplomats. The “Team of Dream” is called the youth football team, which is going to represent Ukraine in the competition in Germany. They play soccer with children from 4-5 countries for two weeks. We are going there for the second year in a row. Children get toughen up — they live in tents, eat pasta and sausages. But they are satisfied — they see another country, another mentality, they unite and finally understand why they need to know English.

This year the fund has already organized the 19th International Tournament for Young Boxers — Klitschko Tournament. It has been attended by boxers from 35 countries of the world so far, who became known boxers afterwards.

“School of Success” is an educational project.

For the past two years out of seven, we have organized separate schools for boys and girls. This provides a good result. More than 50 speakers come to meet the children. They also visit different organizations and enterprises: from ITcompanies to the Kyiv City State Administration and the Presidential Administration. It is important for us that children from small towns do not think that the whole world is in Kyiv, that they should move here and forget theirtown or village. We say: “The world is so globalized

today that technology allows you to become a millionaire while working in your village”. We received 3900 applications for participation in the school, out of which only 100 children were selected. Now they have to organize such projects in their schools so that the other ones could participate and gain knowledge and skills.

We are holding the Falling Walls Lab Kyiv conference for the third time, where young scientists and innovators will appear. This year, the winners were the startups in the fields of physics and jurisprudence. Now they are preparing to present their ideas at the conference in Berlin, where they will compete with the representatives from 50 cities of the world.

There is also a well-known internship program for students in the fund — The internship program is held twice a year. We take 20 students in the autumn and spring. These are 2–4 year students. After the internship it is easier for them to find themselves in life. They have the first experience at the office. When there is a vacancy, we always offer it to our trainees first. The system is constructed so that they graduate from the university and already have a serious basis. They all come from us and are ready to work in leading companies and organizations. #5, October 2017

When Klitschko brothers created a fund what main purpose did they have?

— Vitali and Volodymyr wanted to give children opportunities which they did not have.

Most of the projects were made up by Klitschko brothers. This is the arrangement of the grounds, and educational programs, and international exchanges. They said that the idea appeared after travelling abroad. They were impressed by the level of organization and conditions in which athletes trained. Then they decided that Ukrainian children needed new equipment and safe facilities. Therefore, our main task is to inspire children to fight for their dreams, to believe in their own strengths. Not necessarily to be a champion in sports, the main thing is to become a champion in life.

The fund has managed to invest over 78 million hryvnias in charity so far.

This is not only the funds of Klitschko brothers’. Who else helps?

— We participate in the international grant programs. Ukrainian business assists. Significant amounts can be collected during charity evenings. Friends of Klitschko brothers’ come from all over the world to support us. Most of all, 3 million dollars were collected.

of the fund. It is important for us to form trust of ordinary Ukrainian to charitable projects.

Nowadays people are willing to give money for medicine, military support, but the strategic goals are not so popular yet. With foreign donors — on the contrary. They will rather support the development of sport, education, science, because they understand the value of preventive charity. In these areas are the future of Ukraine. We have the power to create it.

How many children’s dreams have you managed to realize for almost 15 years?

— About 650 thousand children have participated in our projects so far. Most did not believe in their strength and did not know how to realize their dreams. I am sure that we managed to put at least one brick to build the dream of each of them.

Which of Klitschko brothers is a bigger ideological inspirator for the fund’s work — Vitali or Volodymyr?

— They are both very active. For the last two years, Vitaliy is neither a member of the management board nor a member of the supervisory board. But he participates in our projects, conducts lectures for children as the founder of a charitable organization. Politics is not involved in charity.

The desire and zeal of both brothers are very

strong. They are attempting to put maximum time into each project.

Share your plans with our readers — In the nearest future we are planning to open the fund in Germany as well. We want to integrate more values from the western countries into the Ukrainian society, and after that — to disseminate ours, to introduce our children to the peers from other countries, so that it does not seem that we are separated from the world.

What mission do you set for yourself?

Ukraine has a biased attitude towards charity and foundations. We disseminate the value of openness - to partners, sponsors and colleagues — to anyone who is interested in fund activities and wants to implement projects together with us. We hold public events - a scientific conference, the opening of a sports hall or playground in the yard of the school. Everyone can visit, they all are free.

Foundations should be illuminators. People need to be explained why the social issue is important, and how they themselves can become drivers of changes. In December, we plan to invite young community organizations and charitable foundations. They all want to change the world, but they do not always know how. We will share the expertise and inspire them for systematic changes. Experience has to be shared.

FRANKFURT INTERNATIONAL BOOK FAIR

The venue: Frankfurt (Germany) On October 9–12, the delegation of Ukraine headed by Vice Prime Minister Pavel Rozenko will take part in the Frankfurt International Book Fair.

During the visit, the Vice Prime Minister of Ukraine will take part in the Opening Ceremony of the Frankfurt Book Fair-2017 and the National Stand of Ukraine. Meetings of Pavel Rozenko with the Vice-President of the Frankfurt Fair, Tobias Foss, and the EU Culture Ministers are also scheduled.

The purpose of the III International GR Forum is to create conditions for a democratic, transparent and constant dialogue between the authorities and business. The current system of interaction between government and business speaks of the need for dialogue and development of lobbyism, GR in Ukraine. It is the annual International GR Forum that allows us to move forward to democratic lobbying practices that have long existed in the EU and the USA.

INTERNATIONAL FORUM «CREATIVE UKRAINE» CREATIVE ECONOMY AS AN ENGINE OF THE GROWTH AND STEADY DEVELOPMENT

The venue: Kyiv The forum is aimed at promoting and enhancing the understanding of “culture” and “creativity” as a driving force for growth and sustainable development. The event will foster cooperation between the authorities and various sectors of society and the economy, as well as public-private partnerships on the development of a public policy on supporting the cultural and creative industries (CCI) at the national and regional levels.

The forum will bring together participants from 16 countries. The main two-day program of the Forum focuses on several topics related to international trends and best practices in promoting sustainable development of cultural and creative industries, as well as the value of cultural potential for local, regional and national development.

VII INTERNATIONAL FORUM «DAYS OF POLISH BUSINESS» The venue: Kyiv–Odessa Holding of annual international business forums in Ukraine and Poland was launched in 2014 in order to create a platform for the idea exchange, cooperation and promotion of the inflow of foreign direct investment. Thus, in November 2014–2016, I, III and V international forums “POLISH BUSINESS DAYS” took place in Kyiv, and in May 2015–2017, the II, IV and VI forums “DAYS OF UKRAINIAN BUSINESS” were held in Warsaw.

The forums are traditionally supported by the Ministry of Economic Development and Trade of Ukraine, the Ministry of Development of the Republic of Poland and under the patronage of the Embassy of the Republic of Poland in Ukraine and the Embassy of Ukraine in the Republic of Poland. The first day of the forum will be held on October 26, 2017 in Kyiv (“Kyiv” hotel, “Triumf Hall”, M. Hrushevsky Str., 26/1). The second day of the forum — October 27, 2017 in Odessa (House of Receptions of the Odessa Oblast Council, Odessa City, Sanatorny Lane, 2).

VIENNESE BALL The venue: Kyiv Finally, after a long break, a Viennese Ball will take place in Kyiv. This significant international cultural event will make it possible to reaffirm Ukraine as a European state. The mayors of Vienna and Kyiv, the Ukrainian-Austrian Association, the National Commission for UNESCO and the Diaspora from the United States are engaged in the Ball.

The Viennese Ball is a charity project, so the money, collected from the sale of lots at the auction during the Ball in Kyiv, will be aimed at the development of the Rehabilitation Center for Children with Disabilities.

Among the VIP-guests of the Ball there should be the representatives of the royal Habsburgs-Lothringen dynasty, the Austrian Archduke Sandor Habsburg-Lothringen with his wife - Princess Herta Margaret, the owner of the elite house of French wines Clovis Tettenge, the designer of Michael Jackson Keith Holman, a well-known singer from the United States, Mary Wilson, and others.
