EDITOR’S WORD: The first month of autumn is always an unpredictable and dynamic one. History witnesses that September is a very productive month. For example, in 1794, the construction of Odessa city began on the coast of the Black Sea. In 1920, the obligatory teaching of the Ukrainian language was introduced in all Ukrainian schools. And in 1996, the national currency, hryvnia, was adopted. Our Editorial Board does not waste its time as well. Thus we have introduced such headings as news and analytics, which will keep you in the centre of the events, in September issue. In order to get more profound knowledge of our country, we introduced a new section named «Regional Vector», which gives an opportunity to reflect the development of the trends of different regions of Ukraine. We are ready to take your suggestions on new topics that you would like to see on our pages. Sincerely Yours, Editor-in-Chief of «Fashion of Diplomacy» Anna Avramenko

THE FURTHER DEVELOPMENT OF THE EU THE EU ASSOCIATION AGREEMENT HAS TAKEN EFFECT

The statement made by French President Emmanuel Macron concerning his readiness to present an initiative on reforming the European Union was one of the greatest political statements of the summer, 2017.

From September 1, 2017, the European Union Association Agreement entered into force. While on a working visit to Lviv oblast, President of Ukraine Petro Poroshenko emphasized the special political importance of this Agreement for our country.

After the elections to the Bundestag in neighbouring Germany, the French President will be ready to talk about these initiatives in more detail. According to the Head of the French state, it will refer to the further development of the EU.

— ...This is our mutual achievement. This is a huge step, a milestone, the point of non-return, which we have gone through, — that was how the President commented on this event.

Future initiatives will not touch upon the EU treaties and will in no way refer to their revision.

He also noted that the special difficulty on the way to getting a visa-free regime with the EU countries was that the reforms that were necessary for obtaining both visa-free regime and for the Agreement to come into force, were carried out under the war conditions.

Paris is currently developing real initiatives in about ten different thematic areas. The main goal of these initiatives is to awaken new «ambitions» of the EU residents and transform this inter-state entity into something more attractive - first of all, in the eyes of the Europeans themselves. The President of France emphasized that the primary goal of the changes he initiated would be to strengthen the customs and monetary unity of the EU states. Also, the proposed changes will concern the establishment of common defense course, common approach to the issue of refugees and common political platform on energy issues and climate control issues.

— It is said that the hardest thing to do is to carry out reforms in times of war. We have demonstrated — we do not have, we did not have and we will not have any other choice. And that is why I am proud that we together have done more in these three years than for the previous 20 years, — concluded the Head of the State.

GREAT DATA ALREADY AT THE UNIVERSITIES OF UKRAINE The best teachers of national universities from all regions of Ukraine who have shown interest in learning more about the most up-todate trends in machine learning, processing and intelligent analysis of large volumes of data are participating in an educational project “Science of Data”, presented on August 15, 2017 in Kyiv. The educational platform is aimed at the development of large data. It was launched in Ukraine by Integrated Technology Laboratory (Intela, the USA) within the Digital Ukraine program in close cooperation with the Ukrainian Chamber of Commerce and Industry and NTUU “Kyiv Polytechnic Institute named after Ihor Sikorsky”. The merger of the efforts of Ukrainian experts in system analysis, modeling, database mining, statistics, economics and ecology, and leading experts from IBM, Tableau and Intela aims at development and implementation of joint programs and projects on machine learning, artificial intelligence and analysis of large data. According to expert estimates, the deficit of specialists in the field of modern technologies for analyzing large data will be 1.000.000 in 2018. Nowadays these are the most popular experts in the world. As a result of the implementation of the educational project, it is planned to open a centre of competence in Ukraine, which will be created with contributions from domestic universities and advanced IT giants. The centre of competence will not only prepare specialists, but also carry out their certification, develop software products and provide their technical support. Implementation of the project involves holding a series of round tables, seminars and trainings for teachers of higher educational institutions. “This initiative will help increase the competitiveness of Ukrainian specialists of this field and implement the attained results in the real

sector of the economy,” said the General Director and founder of Intela, a Canadian of Ukrainian origin, Andrii Moskaliov. For the first time in the world, it was in Ukraine where the listeners received a digital diploma, implemented on the block chain technology, which is supported by IBM for business. This technology is widely used in crypto-industry and more widely known by bitcoin. The main advantage of a digital diploma based on IBM’s block chain is impossibility of making document and data falsification. The widespread introduction of a digital diploma completely eliminates the corrupt component and allows anyone, anywhere, in any place in the world to verify the truth of the data provided. This ambitious project is completely ready from a technical point of view; only support and participation of Ukrainian authorities and educational institutions are necessary. Since August 12, 242 teachers from 48 universities of Ukraine have already taken part in the first free training, which was held within the framework of the educational project “Science of Data”. They will be able to apply the acquired knowledge and skills as soon as possible in the educational process while preparing students who need to know modern innovative technologies. The authors of the project plan to distribute it not only at universities, but also at schools of our state. Ukraine, once again, has a chance to take part in the competition for the world educational market in the field of high technologies. It is very important to take this chance. ANALYTICS

Ukraine is in the midst of powerful geopolitical transformations. Its territory has become part of the great geopolitical reconstruction which takes place in all the continents and has intensified with the advent of the new administration in the White House. The first half of 2017 was marked by three political and geopolitical processes which, although not occurring in the immediate proximity to the borders of our state, can have a significant impact on the security and international situation of Ukraine. This is about the North Korean crisis, the announced by the Iraq authorities defeat of socalled ÂŤIslamic StateÂť and the beginning of a bourgeois-democratic counter-revolution in Venezuela, the country which is considered to be one of the main opponents of Washington and one of the main allies of the Russian Federation in the western hemisphere.

ANALYTICS

DEFEAT

of the «Islamic State» In winter 2017, the armed forces of Iraq launched a massive offensive blow against the “Islamic State” that de facto snatched away from this country its territory in the north. The main purpose of the offensive blow was the city of Mosul, which is considered the self-proclaimed capital of Islamic fundamentalists. There is an ancient mosque, which is called the Great One, in the northwestern part of this city. It was there, where the leader of the terrorist state Abu Bakr al-Baghdadi proclaimed the creation of a so-called “caliphate”, which would initially have to occupy the land of Iraq and Syria, in 2014. Taking into account the similar symbolism of Mosul city, the Islamic fundamentalists maintained fierce resistance and because of that the US troops helped governmental forces of Iraq in the battle for Mosul. The cruelty and strength of the Islamists’ resistance is evidenced by the fact that the first offensive operations were started by

the Americans and Iraqis on January 1, 2017, and only on July 9, 2017, the Iraqi authorities officially announced the final liberation of the city. Also, the leaders of the Iraqi armed forces, that conquered Mosul, reported on their Facebook pages the destruction of the “Islamic State” and the elimination of its leader, already mentioned by us, Abu Bakr al-Baghdadi, who, however, has not been confirmed by other sources (in particular the American ones). Also, most western experts believe that it is too soon to speak about the overthrow of the “caliphate”. Despite the defeat in Iraq, the Islamists continue to control a significant part of Syria and conduct successful warfare.

ANALYTICS

In addition, the terrorist network in Europe, which is under control of the “Islamic State”, continues to carry out terrorist acts, the loudest of which was the assault on

civilians in Spain on August 17, 2017. Because of the war in the east, Ukrainian power-wielding agencies and Ukrainian expert community do not include the “Islamic State” and counteracting its terrorist activities in the list of priority tasks. However, the SSU leadership has repeatedly stated that in the territory of Ukraine there is a constant monitoring of the terrorist threat from the so-called “caliphate”, which сan become more intensive because of this year’s Iraqi half-defeat of this structure. In particular, the Head of the SSU Vasyl Hrytsak noted that:

“... the root of ISIL and “Russian world” ideology is the same in its essence, in what unifies them, and this suggests certain thoughts. These are exclusivity and intolerance. And then — all the smart, I think, will understand, why I am saying that...”

ANALYTICS

CONFRONTATION between the USA and North Korea With the advent of the Republicans to the White House, the policy of their predecessors, which come down to soft pressure on dictatorial and authoritarian regimes, was strongly rejected. Balancing on the verge of a grand-scale war between Pyongyang and Washington has become a logical consequence of the fact that Washington’s foreign policy of soft pressure has come over to unequivocal warnings and to almost undisguised forceful intervention. Ukraine supported the USA stance on the DPRK, with which our state has de -facto frozen relations from 2014, and that is why the emergence of the reports that such a well-known Ukrainian company such as “Pivdenmash” in the Dnipro supplied rocket engines to North Korea a week before the Independence Day of Ukraine in American media could not remain unnoticed. “Pivdenmash”, with which a certain part of the Ukrainian political class is associated, convened a press conference on the same day August 14, 2017 — when the aforementioned reports appeared in American media. The “Pivdenmash” officials denied the possibility of supplying rocket engines to the DPRK, referring to the fact that it is impossible to do without the permission of the Government of Ukraine,

which, in its turn, would never have given such a permission because it supports the position of Washington, not Pyongyang in this conflict.

We believe it is worthwhile to recall that North Korea, from which the USA demand to wind up its program on creation of nuclear weapons, threatens to carry out a missile strike on Guam Island, which is under the controlled of Washington, and therefore the very fact of the supply of Ukrainian missile engines to the DPRK - according to the authors of this information provocation - should have spoilt the relations between Ukraine and the USA. #4, September 2017

13

ANALYTICS

However, that did not happen. The immediate reaction, in fact, of the “Pivdenmash” and the Ukrainian authorities, led to the fact that the fake of the mentioned information emission became apparent even for those American journalists who participated in its distribution. Summarizing the emerged situation, Volodymyr Horbulin, the director of the National Institute for Strategic Studies, noted:

community, and first of all the USA, to undertake a study on... ...how North Korea was able to develop its own rocket and space program, whether there is some kind of Chinese root or not, whether there is Russian one, because these two countries maintained and are maintaining close relationship with the DPRK

«In this situation, the Ministry of Foreign Affairs should offer the world

CONFLICT in Venezuela In this state, an attempt is being made to wind up the socialist model in the economy and the authoritarian model of state administration that was introduced by the previous and now defunct Venezuelan President Hugo Chavez. Socialist and authoritarian elements in state governance were accompanied by powerful anti-American propaganda, an attempt to create interstate formation from the left LatinAmerican regimes and demonstrative friendship with those states that are the headache of Washington. First of all — with Russia and Iran.

If Obama looked at the Venezuelan impudence with squinty eyes, then his successor, who professes the American geopolitical imperative, that Latin America is de-facto the backyard of North America, made it clear that he would not tolerate hostile enclaves in this geopolitically important yard. President Trump does not reject the possibility of a military invasion of Venezuela, in view of the fact that the civil strife in Venezuela is being transformed into a civil war:

“People are suffering and dying. We

have many options for Venezuela, including a possible military one if needed”.*** On July 31, 2017, the Ministry of Foreign Affairs of Ukraine made a statement regardding the escalation of violence in Venezuela. The statement said:

“... not the first time ... Venezuela demonstrates disrespect for democratic norms and principles of the international law. In due time, Venezuela did not support the sovereignty and territorial integrity of Ukraine during the voting of the important for Ukraine and all the civilized world resolutions of the United Nations General Assembly”.****

Unfortunately, the Ukrainian community in Venezuela, which, of course, might turn out to be hostage of a threatening situation, arisen in this country, situ is not mentioned in this statement. We must note that, unlike the Ukrainian communities of Brazil and Argentina, Venezuelan Ukrainians are spoken about and mentioned very little, although the fact that the election campaign in Venezuela, which is conducted in accordance with the current legislation not only in Spanish, but also in national minorities’ languages, was conducted on the last elections in Ukrainian as well, would have made Kyiv look closer wo at this distant country. Summing up, we must admit that the epoch-making events of 2014 forced Ukraine to be out from the condition of the semi-homestead lethargy, into which pro-Russian political forces tried to immerse it between 2010 and 2013. Appearing, de-facto, in the front edge of great world politics, our country is learning an uneasy science of survival and advancement of the national interests in the modern world... #4, September 2017

“THERE IS A WAR OF COSTS AND VALUES IN DONBAS. WHICH COUNTRY WILL BE NEXT?” UKRAINE NEEDS WORLD SUPPORT

The Ukrainians in emigration do not stop being Ukrainians. Today our compatriots are one of the most powerful forces in confronting Russian military aggression. They were the first ones to give a helping hand from the beginning of hostilities — uniforms for Ukrainian soldiers, remedies, first aid kits, and subsequently — treatment and rehabilitation of the wounded. And this is only a miserable amount of their contribution to victory. Stefan Romaniv, the Head of the Union of Ukrainian Organizations of Australia, Secretary General of the Ukrainian World Congress, says more.

— Until 1991 Ukrainians were condemned for nothing, the question of the nation had to be fought for. Ukraine has done this, says Stefan Romanov.

Diaspora has always helped Ukraine a lot. How has this support changed over the years of the war? — What we do most is lobbying the interests of Ukraine in the world. Our job is to find support from the states and people for Ukrainians. It was like that during the Orange Revolution and Dignity Revolution. And now in confrontation with Russia. If the world blocks SWIFT1 for Russia, then Putin will understand and the war will stop sooner. We do not encourage anyone to the World War. But imagine if Russian troops entered Ukraine? We are by a hair’s breadth of this. The Diaspora around the world calls on the international community and the governments of their countries to support Ukraine. Because it is the war of costs and values. The world has created these costs and values, but Putin does not respect or consider them. The way things are going, which country will be next?

Can Ukraine stop it independently?

— After the Maidan, the Ukrainian Diaspora has done a lot for lobbying — not to let the world forget about our war. The Diaspora is a bridge between Ukraine and the world, and today we have to understand how to make our state interesting. We have not come here to teach anyone how to live. We want to learn and help. But we have to speak about ours, because we work a lot for Ukraine. There is no such a day when we are not engaged in Ukrainian business. There are a lot of us. It is a huge job. And we are ready to work even more for victory. Stefan Romaniv, Secretary General of the Ukrainian World Congress on August 19, 2017 Kyiv, Ukraine.

— A lot depends on Ukraine. But we need support. Therefore, lobbying of Ukraine is constantly going on in Canada, in the United States, in Europe, in Australia. In the USA, the Diaspora defends the provision of weapons to Ukraine. In Canada - the issue of sanctions against Russia was defended.

But you are doing a lot for Ukrainians in Ukraine as well. — When the patriotic advocate programme was launched in 2014 and it was discussed with Uliana Suprun, then they wanted to make real changes. That was not to start anything that day, and finish next day. But in order the programme had a specific goal — helping our soldiers in the lines. The second was to make it a systemic change in defense and in various fields. And we have already partially succeeded.

How does the world respond to upholding of interests of Ukraine? — The Diaspora has great power. Look at sanctions against Russia. There is a difference between countries. Australia has imposed sanctions for three years. They will be overviewed in case of any changes. And look at Europe. The sanctions are overviewed there every half year. 1 SWIFT — the international interbank payment and transfer system. - ed.

BEFORE RELEASE In the USA we are given ear to. We are heard in Canada. Our community is more than a million people there. And they know how to defend the interests of Ukraine, how to help. Similarly, in Great Britain. The issue of the Holodomor was not discussed there at all two years ago. In Portugal, the Holodomor was recognized as genocide. That is what it means when there is a common goal. We all need to learn — it is not about who is the first one, and who is the last. And what is our goal - what can each of us do for Ukraine. If we act like this, then things will get busy. But everything starts with Ukraine, from the Verkhovna Rada. No need to work for political capital. Who is our enemy? If this is a party in Ukraine — we have a problem. If we come to the point that our enemy is Putin, then this is different. Then all the forces must be thrown to overcome it.

Can the Homeland help Diaspora somehow? — The preservation of the Ukrainian language is one of the important issues. In Australia, more than 70 percent of our people have mixed marriages. And children already do not know Ukrainian as they should know. It is important to have world educational programmes for Ukrainians abroad on the level of ministries in Ukraine. Especially in the places where there are large Ukrainian communities. These are Portugal, Spain, Greece. Either there should be optional courses at all schools in Europe at the will of parents. It is real to do. We are also interested in our culture being with us, in creative teams from Ukraine visiting our communities around the world. And also, it would be very good if it was a whole cultural programme including not only performances, but also craftswomen-embroiderers. Ukrainian embroidery is very fashionable now. Ukraine can be popularized in this way.

Many say that the country will begin to develop better and faster when all the Ukrainians return from abroad. Is it possible? What will happen then? — And who then will defend the

interests of the state in the world instead of us? We were taught at Saturday school — where the Ukrainian blood is, there is Ukraine too. Therefore, everyone has his purpose — to do something for the Motherland. We make more use of where we are now. It is a great contribution to the development of the state. Someone does it, someone does not. People are different. But it has to be done. Someone then works in Ukraine.

The Ukrainians continue to go abroad. Someone goes to Russia. How do you feel about this? — There is a strong Ukrainian community there, but under the pressure from the Russian authorities. It is not easy for them, but we help as much as we can. The cultural centre was closed by the Russian authorities. They wanted to create an obedient structure on behalf of the Ukrainian community. They have not succeeded so far. We have to defend that community. And people go for different reasons. We cannot forbid it. Some of the representatives of the Ukrainian World Congress were forced to leave Russia with the outbreak of the war. It was dangerous for these people to stay there. And now they are in Kyiv. They are afraid of living in Moscow.

Why are the Ukrainians going to live abroad nowadays? — They are looking for a better luck. They are not satisfied with work and salary here. Specialists are more valued in the West, so it seems to people.

How do you estimate modern Ukrainian diplomacy? — It is changing for the better. Our ambassadors are more active in talking about Ukraine in the countries where they work. The requirements are different for them. They are the face of the country.

Tell us what do you dream of? — Of every Ukrainian feeling free, working in favour of their state and being happy because of that. We have to rebuild the country, and not think about the war. Ukraine has the potential. We can become the state which will be asked for. The conversation was conducted by Alina ARHYPOVA #4, September 2017

A WOMAN IN POLITICS

Iryna Sysoyenko, People’s Deputy of Ukraine of VIII convocation, Deputy Chairman of the Verkhovna Rada of Ukraine Committee on Health Care, Member of the Association of Advocates and Lawyers of Ukraine, tells the Fashion of Diplomacy whether great Ukrainian policy is getting a woman’s face, how important the presence of women-deputies in the Verkhovna Rada is, whether “gender quota” has become a revolutionary breakthrough in the Ukrainian political system and also about the draft law of the new medical reform. 2017 has become a real breakthrough in European integration. The Ministry of Foreign Affairs credits itself with it; the Presidential Administration credits itself with it, too. Whatt do you think is the contribution bution of the Verkhovna Rada to the fact that we are approaching Europe? In fact, this year we have ave become one step closer to the he European Union. But, I dare e to point out that European integration is not only visa free regime. Political will of both government and nd parliament are necessary forr the complete implementation of the Association Agreement. Thus, us, the Prime Minister should give the Vice Prime Minister the powers on the issue of European integration ion to control the implementation of the obligations entrusted to the state in the field of European integragrafultion, and in case of their non-fulfillment have the opportunityy to

A WOMAN IN POLITICS

influence it. And the Parliament in its turn should adopt European integration laws, it should be noted that the Association Agreement provides for changes to more than 350 legislative acts in accordance with the EU legislation. That is why, I can say with certainty that European integration is a daily system change as a result of the joint work of the parliament, the government and, of course, the public. As for “visa free regime”, I can say with certainty that this is undoubtedly a breakthrough in modernizing our country, because of the possibility of our citizens to see the action of the EU standards that we intend to introduce in Ukraine in the framework of the implementation of the Association Agreement.

The representative of your political force has become one of the most effective vice-speakers of the Verkhovna Rada of Ukraine. Can we say that great Ukrainian policy is getting a woman’s face?

In October, 2015, the norm on the “gender quota” was first time included in the electoral legislation of Ukraine. It has become revolutionary for the Ukrainian political system. By the Law of Ukraine “On Political Parties in Ukraine”, the size of quotas that determines the minimum level of representation of women and men in the electoral roll of candidates for deputies of Ukraine from the party in the national constituency, candidates for deputies of local councils in multi-mandate constituencies, was defined and has to be at least 30 percent of the total number of candidates in the electoral roll. And Article 17-5 of the same Law guarantees additional state financing of the party, which, according to the results of the elections, has no more than two thirds of one article in its composition. Despite the “Samopomych” party, among whom there were 11 women-deputies out of the 32 elected deputies, that is almost 36% (one third), none of the other parties had this indicator. #4, September 2017

A WOMAN IN POLITICS

It is hard to say whether great Ukrainian policy is getting a woman’s face. As a result of gender monitoring of the 2014 parliamentary elections, women-candidates in politics are significantly less noticeable than men. However, our political force is trying to eliminate androcentrism in the Ukrainian politics by its personal example.

There are many women in your faction. Is this a gender reform of the Ukrainian authorities? Whereas men are fighting a lot, these are either interpersonal conflicts or a war of interests, etc. - a woman concentrates on the peaceful resolution of problems. After all, a woman has features like warm-heartedness, creativity, therefore it becomes clear that the more women are engaged in social issues, health care, children’s protection, ecology, and the more socially oriented our policy becomes. It is precisely social issues that men sometimes do not even think about because it is at the periphery of their interests. So, achieving success in the above-mentioned spheres of public life is our prerogative — female politicians, because this is often our pain, in which we are more effective than men.

You have established the Medical School. Are you trying to stop the outflow of skilled personnel abroad? I cannot treat the sick, but I can contribute so that those who treat the patients are as highly skilled as possible! This is my personal philosophy, which I am guided by in my daily work thinking about patients. I am very pleased that the Medical School project (the school of professional development of the medical staff ) continues its work. I consider such a platform to be important for communication. After all, by adopting new laws, creating new conditions for medical workers, the work of the Medical School is my help, support, cooperation with healthcare workers. All the work of the School is on a royalty-free basis for visitors! We regularly hold lectures on the professional development of doctors, nurses, on various interesting topics, we are trying to attract practitioners and create conditions in order they share knowledge and experience with others. A professional and highly qualified physician — a guarantee of quality medical care to the patient!

A WOMAN IN POLITICS as to the state hospital, and the difference between the tariff and the cost of service in a private hospital must be paid by the patient on their own.

Your attitude to medical reform Today, reforming the health care system is one of the most urgent and discussed issues in the Ukrainian society. First of all, these are health experts and public figures, people’s deputies and other politicians, healthcare managers and ordinary medical staff. All of them have their own vision of the reform of health care and its consequences for the citizens of our country. Unfortunately, this vision is formed mainly on the basis of personal convictions, and not as a result of the elaboration of the latest draft law “On State Financial Guarantees for Medical Care of the Population”. After reviewing a sufficiently large number of “analytical” articles and “professional experts’ ” comments, it becomes clear that these people are not at all familiar with the text of this draft law, which is prepared and submitted to the second reading. After all, everybody knows that almost 900 amendments were submitted to the mentioned draft law. According to the above-mentioned draft law, payment for medical services and medicines, not only of primary care, emergency medical aid, palliative care, but also secondary care, highly specialized medical care and medical rehabilitation is provided within the framework of the State Guarantee Program. Also, childbirth will be subjected to the payment. The state will pay every penny that is in the budget for medical services and medicines. Also in the draft law, the concept of “clinical protocols” remains as amended in the current legislation, but this does not mean that doctors cannot treat Ukrainian patients according to the European guidelines. For those citizens who can pay with their own funds: the draft law gives the opportunity to receive medical assistance in a private medical institution, provided that the state pays only the cost of the tariff to a private institution, as well

There is also the possibility of choosing a doctor by the patient and the fact that the received medical services and medicines should be of proper quality, etc. Therefore, it is safe to say that the “horror stories” about the medical reform are disseminated by those who get profit from preserving “shadow flows” from patients. And in fact, enormous work has been done and we have got quite solid results, which I hope and I really want to believe in it, will soon bring the health care system of our state to the whole new level in order to improve the health and life quality of each of us. And finally, Ukraine will be able to implement what many post-Soviet countries already did more than 15-20 years ago. Now the matter depends on the people’s deputies. I hope they will support the initiatives, which are proposed by the draft law! The conversation was conducted by Ihor Skrypnyk

REGIONAL VECTOR

Kyiv is great and young... One of the oldest cities in Europe... Hennadii Volodymyrovych Plis, First Deputy Head of the Kyiv City State Administration (KCSA), talks about the development of the city, the investments and the challenges facing Kyiv.

How would you estimate investment attractiveness of Kyiv on a scale from one to five? — 4 or 4+... In spite of difficult times, the city is developing rapidly... We are building, actively building... In addition, Kyiv is the only city in Ukraine with a unique history: yes, by 2014, Kyiv had accumulated debts (up to 25 billion UAH). From 2014 to 2017, we reduced our debt almost twice... Investments are mainly inserted in the development of housing infrastructure and in the banking sector. Construction here is one of the main but not the top priority. In addition, we emphasize the social responsibility of each developer. After all, it is not enough to build a residential building — you must take care of the infrastructure of this building. About a kindergarten. About the road interchange... Of course, there are many problems, but Kyiv still remains attractive despite the difficult situation in our country.

In Kyiv, an investment forum is held every year in autumn. How successful was the September investment forum last year and what, in your opinion, were its main achievements for our city? — Kyiv confidently holds the first place in the number of foreign investments. Now it is almost 60% of all the country’s level. We are told that you, that is, Kyiv, have so many ministries and departments that no investments are needed. But it is a little not like that — all

the ministries and state institutions in Kyiv pay only a hryvnia for rent...

One hryvnia per year or per month? — I do not remember exactly, but either it is hryvnia, or twelve hryvnias a year — it is a drop in sea for Kyiv budget, do you agree? Therefore, the attraction of investments into Kyiv infrastructure is a vital issue. The number of people in Kyiv has increased, mainly due to forced migrants from Donbas and the Crimea. It is also a burden on infrastructure. Therefore, at the investment forum of this year, we expect further progress in attracting investment.

How can you comment on the rumors about the construction of Kyiv City? — Well, I think all the departments of the KSCA are to be situated in the same building. Therefore, our city needs only one administrative center. Just imagine. We have 36 departments that are scattered around the city in 76 different buildings. When I convene my deputies for a meeting, they have to go an hour earlier. Not everyone arrives. Someone surely gets stuck in the traffic jams. Of course, it is much easier when my substitute is separated from my office by a one minute way. That is why, I, of course, support the construction of a single building, where all the departments

REGIONAL VECTOR would be assembled. This is not only convenient, it is also the part of what in the modern world is called teambuilding ... Of course, this building, where we are communicating with you now, no one is going to sell... You can place either a museum or an administrative service centre for Kyiv residents, ultimately, it can be solved... Moreover, this building needs repair...

How do you think it is possible to suspend illegal building in the historic part of the city? — You see, we cannot interfere with the processes that one or another developer does in his area... This is a private property... Another thing is that the Ministry of Culture has not yet identified the boundaries of cultural and security zones in our city. However, we are not going to give up. We are working in this direction. One of the components of illegal development is corruption. We have done our level best to reduce corruption in the sphere of building licensing.

moves such an issue as building licensing — that means, it essentially weakens the corruption component. There is no one or another object in the master plan, it is not provided for it, therefore, there cannot be permission. Perhaps because of this anti-corruption, the master plan is still not approved. But believe me, the Head of the KSCA and I are supporters of the implementation of the master plan for the development of Kyiv. And although this issue is highly politicized, we do our best to resolve it. The conversation was conducted by Ihor Skrypnyk

Does the construction of the scandalously famous theatre on the Andriyivskyy Descent belong to this list as well? — Well, if I were you, I would not be so categorical. Yes, this building has enough of those who criticize it. But remember with what indignation the Parisians took the Eiffel Tower. And what? Now it is one of the symbols of the French capital...

What are the main challenges for Kyiv infrastructure? — As for me, the main challenge is the lack of master plan for the city development... The city must have a clear idea of what it actually wants to be. In addition, the master plan completely re-

UKRAINIAN POLICY MAKERS

Ukraine managed what would be too much for other states in this situation. We resisted the offensive blow of Russian troops. About causes of the war, when it will end and why the West is in no hurry to help the Ukrainian state in an exclusive interview with Volodymyr Ohryzko for Fashion of Diplomacy.

“UKRAINIAN DIPLOMACY SHOULD PLAY WHITE IN THE GAME AGAINST THE AGGRESSOR” — Nowadays, Russia repeats everything that the Soviet Union did in the 1980s. This is the finishing line before the collapse, — says the former Minister for Foreign Affairs of Ukraine, Volodymyr Ohryzko The history of our country has divided into before and after 2014. Does the diplomacy of Ukraine meet the challenges, which face the defending state? — The Ukrainians are on the path, which has separated one history of the country from another. But the corruption remained. We were in a system that eats itself, and we still remain there. This is one of the reasons why the country has such a state today. We hoped that independence would be gained easily by us. But it did not happen like that. Until the Revolu-

tion of Dignity our political elite had, first of all, gas, corrupt business in common with Moscow. That was it which caused the Maidan. Then Putin and his entourage realized that it was the end of that system, and thus the end of excess profit, the real domination over Ukraine and the dreams of the restoration of the empire. Therefore, we need to look deeper. If we had built a different system during these 24 years, then we could get rid of Russian influence without bloodshed. We had such an opportunity in the 1990s. But we continued to be part of the corruption system operated by Moscow. #4, September 2017

33

Was there an opportunity to carry out reforms at that time? — Of course, there was. Why did the Poles succeed? The Slovaks? The Czechs? All our closest neighbours. They had political will for this and wanted real transformations.

But they were not in the Union for so long. They did not have so many people capable of change destroyed. It was easier for them, was not it? — We had a sufficient number of people who could, if necessary, lead the state and carry out reforms. But so-called “political elite” did not want that. It was primed for the corrupt business with Russia. Therefore, there was a chance in the 1990s, but we did not use it.

It was then when the concept of multi-vector in foreign policy appeared in Ukrainian diplomacy. Why was it stopped? — In the 1990s, this concept served to cover the corruption, which prevailed both in Russia and Ukraine. It was convenient. So it was explained that we were friends with everybody, that we had all the partners. It also suited Europe. I do not think that the West was burning with a desire to maintain Ukraine, as at due time Poland.

Why? — Because Europe has become the part of Russian corruption as well. And when our western partners say that we have a problem with corruption, I agree. But I put a

UKRAINIAN POLICY MAKERS counter-question — how do you deal with it? How does Mr. Schroeder? How does Ms. Le Pen? How do many “journalists”, “experts”, government officials and parliamentarians? Today, the Ukrainians and the Western community are paying for undemocratic forms of relations with the Russian Federation. It has corrupted the West via a gas pipe. Our political elite took part in this. And the people pay for it until today.

If we had nuclear weapons, would the situation be different? — We did not have the opportunity to leave it. Another question is, whether we should have handed in all nuclear weapons immediately? This happened either because of carelessness or political ignorance, corruption, criminal negligence. This should be said by the prosecutor’s office. Was it possible then to live freely with such weapons? Ukraine could fall under rather tight financial sanctions of the United States and Europe. And given the economic catastrophe that unfolded in the mid–1990s, I do not know whether it would help us. But Ukraine has enough scientific, technical and engineering potential, which can solve any most complicated issues in the interests of our Armed Forces.

In 2014, was our foreign policy office ready for war and occupation? — Nobody was ready for that. Neither diplomats, nor military officers. Even our western partners. It was a shock to everyone. Nobody thought that could happen. We seemed to be “strategic partners” with Russia. A pile of documents on cooperation had been signed. Let us recall the Budapest agreements and so on. The West was

corrupt on the one hand, and on the other hand, it was pleased that Russia could be coexisted with, not spending much on it. And this situation was comfortable for them. Europe did not think that it needed to develop some models, scenarios in case of a war. When that happened, I talked to the Americans. I was said then they had curtailed the whole system of studying Russia. Since Soviet times there were centers of Soviet science. Then they disappeared. This meant that they stopped studying Russia as a potential threat. It disappeared from the radar of the foreign policy, security and defense departments of the West. Moscow gradually took advantage of it. The first shot was in 2008 in Georgia. But they did not pay attention to it.

And how did Russia begin to be treated after 2014? — Russia appeared on the American and European radars as a threat. It is very good that Americans understood first, what it was leading to. Because it was leading to blood. The Europeans have worse situation as they are more tied up with Russian corrupt business. However, they are well aware now that acting against Russia should be resolute.

There is a feeling that our diplomacy is losing out to the Russian one. Or not? — I always stimulated myself and my colleagues to create events. What does it mean? If you take the first step, the rival answers. He catches up, reacts. This is a game with white pieces. You have an immediate advantage. Is it easy? No. To do this, you have to think, simulate the situation, and develop plans proactively. A good grandmaster thinks 8-10 moves ahead. A bad one — two. That is all the difference. We need to play that way.

UKRAINIAN POLICY MAKERS If I had been a minister and my country had been put in the same row with North Korea and Iran, I would probably have shot myself. It is a worldwide shame. Russian foreign policy does not change for centuries. And no matter to this the policy belong to Alexander I, Nicholas II, Lenin, Brezhnev or Putin. Today, Russia repeats everything the Soviet Union did in the 1980s. This is the finishing line before the collapse. If Putin does not come to his senses next half-year, we will witness the dramatic events in Russia. The States can accelerate this by freezing accounts with stolen billions of Russian mafia highest ranks.

How probable is the full-scale invasion of the Russian army? — I do not think it is possible. The one can enter, but cannot exit. This will only accelerate the collapse of the empire.

How will the situation in Donbas develop? How long can the armed hostilities last? — The next year will be crucial. The situation will be clearer after the elections in Russia. Hopefully, it will gradually begin to crawl away.

How do you assess Minsk accords? — This is neither a betrayal nor a victory. At that moment it was a compelled necessity. Imagine being in the lead of a country that had nothing to fight with. There was no combatcapable army

that could have opposed. Donbas was defended by “good will battalions”. And they were able to stop Russia. Due to Minsk in 2014 further fighting with the regular Russian army was stopped. If there were only pro-Russian mercenaries, our military officers would have been able to resolve the situation in a few weeks. On the other hand, implementing the Minsk accords in their present form is not possible. It is a dead end. But getting out of it is only possible through intensifying the pressure on Russia and forcing it to return to the status quo of February 2014.

Obviously, Ukraine has all the trump cards on the diplomatic front now. How to use them? — Unfortunately, our very tolerance destroys us and gives no opportunity to formulate our interests clearly. We must insist on the implementation of the Budapest memorandum. We need to talk rigidly about providing us with security guarantees outside of NATO, although we must soon become members of the Alliance and achieve this. And before that we need to have security guarantees. Then there will be an opportunity to develop our Armed Forces much more effectively. And what is more, we have to overcome corruption. It is impossible to build with one hand, and steal with the other one. The conversation was conducted by Ihor Skrypnyk

WHO ARE YOU MRS. KAMALIA?

“Person of the Year”, “Woman of the Third Millennium”, the Goodwill Ambassador. This is Kamalia. She is known in Ukraine and abroad as a talented performer. The singer has multimillions of fans in the world. The views of her video clips show that.

“GOODWILL AMBASSADOR IS SPECIAL MISSION. IT HAS CHANGED MY ATTITUDE TO LIFE” You started working for charitable causes at the beginning of your career. How was it? — I do not like talking about charity. Silence suits such matters. But I am telling about my work in the media to be an example. Because helping is simple. Everyone can do it. My first charity tour was in 1996. Since then, I have participated in many charity events to support deprived children, to fight against drug addiction and child criminality. Supported athletes. I received medals, watches and honourary letters for charity. However, rewards do not matter to me. The main thing it is what you do.

How did you become the Goodwill Ambassador? — Goodwill Ambassador is a special mission. It has changed my attitude to life. In 2005, there was an earthquake in northern Pakistan. This was the biggest catastrophe in the history of the country. I could not remain indifferent to human grief. My beloved husband, Mohammad Zahoor was born in this country in the city of Karachi. We began to help the victims. I had to overcome my fear and go to the mountains where

the villages and cities were completely destroyed. People were waiting for help there. We were distributing food, clothes and medicine. Including hard-to-reach impossible areas. We also helped create an infrastructure for studying the problems of vascular heart disease of children in the army hospital of the city of Rawalpindi. In the concert tour, I helped raise money for the building of university for poor children of northern regions of Pakistan. In one year I received an invitation from the Pakistani government to become the Goodwill Ambassador. My work at the Mission was noted. This way I popularized Ukraine in the international arena. When I travelled around the world, the greatest of my goals was to tell as much as possible about Ukraine, about our values. In order everyone knows who we are.

What visits would you like to mark as the Ambassador? — As the Goodwill Ambassador I travelled to the demilitarized zone between South and North Korea with a peaceful mission. I visited Vietnam.

What impresses you most in this work? — Children. Serhii was a very young boy when he called me after a television broadcast. He is suffering from hemophilia. He stopped walking after the operation. When we met, Serhii was unable to raise his head from the pillow. 15 or 16 years have passed since that call. Attempts to put him on his legs were unsuccessful. The boy was operated several times in Cuba. His life is impossible without certain medicines. During the years of our communication, he became strong, graduated from the university. He studied at the Faculty of Journalism. But, unfortunately, he remains in a wheelchair. I continue to support him.

You have millions of views on YouTube. Does it make you proud? Or is it something different? I feel the pride when they write: “Ukrainian singer takes the first place in Polish, Dutch, Austrian, Irish chart, or in Top 10 in German, English, Spanish or Italian charts.” Each previous achievement loses its relevance next day. That is why I set myself new goals and go to them with perseverance every day. For all my merits, I am very grateful to my professional mentor and producer, my mother. She paid enough attention to my talents since my childhood and developed my leadership qualities. Everything I achieve, it is due to her.

#4, September 2017

What do you consider your greatest victory? — I have enough victories. I have achieved everything by my tenacity. I had to work a lot, to sleep a little, and sometimes not to eat enough. Each my song is like a soul was born again: pure, without falsity. We have to work on ourselves every day. I do not consider myself to be better than other Ukrainian stars are. I am the same as everybody. I also sing for the viewer. The only thing is my viewers are the European audience. I have to fight with the world stars to win a place in their charts and thus glorify our Ukraine.

You are now actively engaged in charity. — Every person lives in two stages — while taking and giving back. I passed the first stage very quickly. It is clear: there is more happiness when you give! My beloved husband taught me that! He gives a lot and is happy about that. I started taking an example from him. And the title of “Mrs. World” simply gave it a boost. Be happy! The conversation was conducted by Alina ARHYPOVA

DRESS CODE

“LOUBOUTIN SHOES ARE NOT FOR DIPLOMATIC RECEPTIONS. THIS IS A RULE OF BAD MANNERS THE COMMANDMENTS OF THE DIPLOMATIC DRESS CODE FOR A LADY FROM MARINA KINAKH It is necessary to cultivate your taste. It is very important. You think - everything is completely correct, as in the magazine. But it is not so. The fashion goes forward and it needs to be understood. Clothes that lie in the wardrobe for 5-10 years should be forgotten. The form of clothing is very important in diplomacy. Diplomats are the face of the state abroad.

The wife of a diplomat in the modern world is a profession. Women always get a lot of attention, and especially when you are the face of your country. Etiquette and protocol for many lady diplomats are desktop books before official receptions or trips. Marina Kinakh, a public figure, an honored journalist of Ukraine, a curator of social projects shares the main commandments, how to make the first impression and always look decent, with Fashion of Diplomacy. Ms. Kinakh is the wife of Anatolii Kinakh, a former Prime Minister of Ukraine, a well-known politician and diplomat. She accompanied him on trips abroad, official receptions and meetings. Therefore, not just in theory she knows how to show herself and the country at the highest level.

You need to know the proportions of your body. There are plump, thin, high, short people. According to this, you should choose clothes. A woman cannot walk with bare legs in short skirts. I always tell my students - you have to be dressed correctly. Better more modest, but more intelligent. I think clothes should also correspond to the age. Women more than 50 years old should not expose decollate, wear knee-length skirts. The woman does not look younger in that way. The trousers demand a long jacket or blouse. It is ill-mannered to w e a r

trousers with short blouses when a part of the belly or back can be visible. A short jacket should be taken to match the skirt. You should not carry expensive bags. You should not display your material status. It is wrong. Therefore, it is better not to go to a diplomatic reception with a bag worth 300 thousand. Also, a bag should not be very large. The Louboutin shoes are not for diplomatic receptions. This is a rule of bad manners. The heel should be no higher than 6 centimeters, and these should be closed-toe shoes. You need to know how to match colours. And no bright screamy colors. I always knew when I travelled with my husband I had to be dressed properly. And I prepared for all the events. Our presidents are happy with their wives. At the reception, our wives of diplomats and politicians always look good. When you look — she is beautiful, it means she is Ukrainian. If you do not know how to say correctly, keep silence. It is embarrassing to be ignorant. Earlier it was believed that it was not good to wear jewelry. Nowadays - on the contrary. Jewelry should be modest. Nowadays there is a lot of beautiful, expensive jewelry. It is, by the way, made by Ukrainian designers.

Hair should always be taken care of. Choose a hairstyle according to clothes and events. The more luxurious clothes are, the more modest and calmer hairstyle and jewelry should be. Do not wear the same earrings and pendant. #4, September 2017

43

DRESS CODE task is to photograph you at the event as badly as possible. It should always be remembered by public people - you can be photographed anywhere and anyhow. And to be prepared the reaction should be instantaneous - posture, a smile. Every minute you can be photographed in a tumbled dress or with an ugly expression on the face. I always have a few dresses in my car. I cannot afford to come to the event in a tumbled dress. 7/8 trousers are fashionable. But not for business style. You must remember about your husband. The suit should be perfectly fitted and always be ironed. If there is no opportunity to change clothes – there should be an iron at work. Before appearing in front of the world it should be quickly ironed. The tie should be suitable. What is better - trousers or a skirt? You can wear trousers as well, but then the jacket should be long. For example, Angela Merkel. She always wears a suit and a suitable jacket. Dalia Grybauskaite always looks perfect - a hairstyle, a suit. Therefore, she is respected. We can never make the second impression. We make the first impression and then speak. How you speak and how you look are the keys to success of any business. These things are especially important in diplomacy. You have to enter correctly. If you go with flowers - never take a big bunch.

If the earrings are long, there should be a free neck and one arm. On the other one there may be a bracelet. Necklace can be worn to match a dress. The colour should coincide with the colour of the dress or shoes. Not to catch anybody’s eye. Do not forget about photographers. Their

There should be nothing artificial in the makeup. In particular, artificial lashes are very eye-catching. They are immediately visible, they look unnatural and ugly. There should be a makeup. And it must be natural and correspond to the event. Red lipstick is suitable for a red dress or shoes. A woman always has to wear a make-up. The conversation was conducted by Alina ARHYPOVA

“Creating the Future. From Dream — to Result” is the main motto of this year’s Olerom Forum1. Due to this event, there will be an opportunity to meet the world legend Steve Wozniak in Kyiv on September 30. The founder of Apple will specially visit the capital of Ukraine. A business lady, CEO of the “Olerom Group” training company Olha Reziuk speaks about the main idea of the forum.

IT IS USEFULL

“WE HAVE SOMETHING TO SHOW TO THE WORLD. UKRAINE IS NOT ONLY WAR AND TANKS” STEVE WOZNIAK WILL VISIT UKRAINE FOR THE FIRST TIME This year, the “nail of the program” of the forum, if you can say so, is Steve Wozniak. Tell us how you choose the speakers. — I cannot say that we planned it from the very start. Often an idea appears and we simply implement it. Our speakers are pioneers in their fields. They reproduce the idea, what they have to be and what to do, creating the future from the dreams. This is what I want to convey to Ukrainian society - we must dream and think about the future. And money will come; it is only a consequence of our actions. At this forum, along with Steve there will be the co-founder and vice-engineer of Siri Inc Adam Cheyer, a business thinker and expert in management field number 1 in the world - Marshall Goldsmith, the co-founder of the crowd funding Kickstarter platform - Charles Adler, the creator of the first in the world free online store of applications Get Jar and the founder of the Nextury Ventures Foundation — Ilja Laurs, CEO of EVO company- Mykola Palienko in Ukraine. These are special people. They think proactively and live with the future. Few people know that Steve is a Ukrainian-born. His ancestors were born here. If he did not want to create a computer, while implementing his dream, then the present world would be different. He was not thinking about the money when he created his first computer, but his actions laid the foundation of the legendary Apple and gave impetus to change humanity. Ukraine is not only the war, tanks and a division of territories. We have a lot of positive things. And we want to convey this to the world through such people as Steve.

47

IT IS USEFULL What is the main idea of the forum? — The main concept is to gather worldfamous people in Ukraine for the first time. At the same time, we have chosen a topical subject for the world and our state. I want the domestic business to realize that Ukraine is part of the world. Therefore, it is important to hear and see what is happening there. How technologies go forward. Through our speakers, we take the experience of the world and can apply it here, in our land. Because today we are opening the borders but the mentality is still closed. We are like in our own small chest, which it is high time to leave. We promote Ukraine through the forum and represent it on the international arena as well. After all, if such people go to us, it means they see its potential and its high development.

What does our business lack to get out of, as you say, “our own small chest”? — Accepting the fact that the world is changing rapidly and the ability to learn and respond to these changes quickly. We open the boundaries, but most people have Soviet type of thinking: we have our own rules, our system, and world-wide methods do not work here. And we need to change that. We have huge potential for this - talented and hard-working people, and rich natural resources. The boundaries remained only in the mind.

Do the participants change their business philosophy after the forum? — They are getting better and begin to communicate. People come to the forum in tune for positive, progress and development. These are those who invest in education and enterprises today. And when such people gather in one place, they uniquely create new communities, find partners and investors. Get what they desire.

Startups are part of the future. Is our business ready to invest them? — Modern business is being developed by means of new ideas and investments. But our startups are working abroad. And thus develop other states. Therefore, the country has to pay more attention to the youth, provide opportunities for

the disclosure of their potential. The foreign business is pleased to take our startups. These are new ideas and projects which are absent in the West. In this way, Ukraine loses its talents, presenting them to other states. They are offered decent financial prospects and development there. But in our country we can create the necessary conditions for youth as well. This situation needs to be corrected.

What reforms does higher education system require? — It is necessary to start with personal growth - self-confidence, understanding of own potential. Young people need to understand their strengths and use them. Because nowadays the youths are disoriented, knocked down from the right path and are testing them in what is not worth spending time on at all. They need to be taught how to create business, what risks there are, and how the first steps must be taken. Then young people will have the choice: I receive higher education and start my business or go to work for someone. The youth are ready for this choice. The state needs to focus on supporting young businessmen nowadays. Because Ukraine cannot afford to lose its young talents.

What is the main wealth of Ukraine? — Our youth. It is a treasure. They are smart, very active and talented. Our children are open to the world, ready to learn and take on experience. But we need to create all the conditions for them here. So that they do not look for their happiness abroad, but return to live and create in Ukraine. The conversation was conducted by Alina ARHYPOVA

What are the plans for the nearest future in this direction? — Our project is not only the greenery of private and commercial premises... it is a project with the help of which we want to restore and diversify the routine, bring bright colours, natural beauty to your home, and also improve the working atmosphere. We create a convenient, useful and, what is more important, durable eco-design of the interior. The main thing that impresses and inspires is the person themselves... After all, we are all different and unique, just like flowers... If to look properly, then each flower is similar to a certain person. So we approach each of our clients individually by selecting those plants, which are similar to them, in their direction of activity, in their character, charisma, and then we get the desired result.

Do you have competitors in the Ukrainian and international markets? — As for competition, it is nice to see people inspired by our ideas. We have introduced a high style of landscaping, we are grateful to companies that continue and develop our business. We support them, provide useful advice, and consult if necessary. IT IS USEFULL create a connection between man and his nature at the level of modern architecture. I always wonder why buildings in big cities are so cumbersome, uncomfortable and of the same type. At the moment, I am communicating with the best architects of Ukraine and foreign countries, so I hope that by implementation of our eco-style project, we will be able to make the architectural buildings more ecological and stylish, with natural forms, and as comfortable as possible, as this is so necessary for our modern rhythm of life.

Who do you serve, who can be called your customers, and what prompts these people to contact you? — Our clients are people who have aesthetic taste, people who are accustomed to surrounding themselves with beautiful things, people who feel and appreciate the unique beauty of nature. These are women and men of all ages who are united by love for beautiful flora. By the way, it is nice to note that our oldest consumer has turned 103 years old! Ukraine, some countries of Europe, countries of the Persian Gulf are in the first place, where greening is carried out not only in residential buildings, but also in office premises. In these countries, 80% of consumers plant greening official premises. Thus, managers of the company take care of their employees, give them the opportunity to enjoy beautiful colors of plants, breathe clean air, and thus remain always in a good psychological and physical condition. There are represen-

tatives of the diplomatic corps, show business, businessmen, politicians, people who lead the centers of health and beauty among our clients....

What social activity does your company have? Royal SVS Studio takes an active part in the social sphere of our country’s development. Part of our funds is directed at revival of spiritual culture of our state. Our company is a frequent guest of various international forums.

IT IS USEFULL

It is especially pleasant to recall a recent visit to the Persian Gulf. At the invitation of the Kuwaiti Ministry of Economy, Royal SVS Studio, as a delegation part of the business mission of the best Ukrainian companies, participated in the first large-scale international trade exhibition of Kuwait “KUWAIT INTERNATIONAL TRADE FAIR 2016”. The exhibition was held under the patronage of Emir of the State of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah and became a significant event not only in Kuwait, but throughout the Persian Gulf region. We honourably represented our country and sparked a great interest in our products. Taking advantage of the opportunity, I want to share the pleasant news, this autumn we are planning a grand opening of the Flowers Lounge — a floral salon of exclusive flowers and compositions, where we gladly invite all of you.

How difficult is it to do business in our country? What are your personal tips for successfully doing your own business? — Your personal responsibility plays a big role in conducting your own business. It does not matter whether you are a man or a woman... the main question is whether you are ready for such a responsibility in the eyes of your clients... who trust... in the eyes of your employees. company is a living organism that needs to be supported and developed without stopping. I am personally, as a manager, always in the midst of all the levels of creation, from the development processes to the personnel selection. After all, personnel and quality, products and technologies, and developments themselves are important components of success. The company has received the “Industry Leader 2016” prestigious award, and demonstrates to other market participants, clients and investors the reliability and promising outlook of our company. Everything plays a very important role: professional approach, skilled workers, own developments, all these factors provide the perfect quality of our company’s products, which is why I can clearly state that we are trendsetters in eco-style. We managed to change the view on modern flower growing, and the relation to nature in general. Over four years of successful work, we have set out more than a million of live plants. Especially I would like to note the culture of gifts concerning flowers. There were times when love, appreciation and respect were measured by the number of cut flowers in a bouquet. Huge, bulky and very expensive bouquets certainly pleased us, but for a very short time. Today, one of our

developments is a living picture that will help you express your feelings much more eloquently and remind of you for a long time, looking perfectly in the interior. Paintings from living plants are bought in here not only by residents of Ukraine, but also guests from abroad. Each picture has an individual, festive packaging. Regardless of whether you want to buy a picture for yourself or for someone else as a gift, it is always in original gorgeous packaging and with an exclusive postcard, in which you can further express your feelings and wishes. Your gift will have an entirely completed style! I can clearly point out that flowers accompany us throughout our life at any time of the year. No matter what climatic zone you live in - in a hot or cool, your flowers will always grow and delight you. After all, in the heat – it is your oasis of freshness; in a cool climate the plants will provide comfort and a wonderful mood. Special sensations arise when there is winter outside the window, it is snowing, and in your interior there is real summer, flowers blossom and new leaves appear. It is a really fabulous feeling, try it! The conversation was conducted by Ihor Skrypnyk

Wish to everybody — present yourself flowers, rejoice, be positive and surround yourself with beauty, because it is the quality of your life!

A unique gastronomic point on the map of the capital city, a paradise not only for the residents of the metropolis, but also for true gourmets. —

We opened the O! Gorod restaurant in November, 2015. The goal was to make such a place where you would distract from the routine and, of course, have a good meal.

—

Now I can clearly point out that this institution in the centre of the capital is a city in the city, which has turned into a luxurious restaurant with exclusive cuisine. The place where the time stops and the surrounding atmosphere allow you to be away from everyday fuss and asphalt dust, somewhere in the magnificent green park.

—

We have collected a unique original collection of organic wines. You will not find any wine from our collection anywhere else, except for rare specialized stores. A highly professional sommelier from the Association of Sommeliers of Ukraine works in the restaurant, so he will advise you exactly the kind of drink that will maximally emphasize the unique taste of your chosen dish.

—

A wine festival is held in the O! Gorod restaurant every month, there are different wines every month. September is the king of white wines - Riesling.

—

In addition, we are constantly organizing business breakfasts with entrepreneurs, ethno-gastroevenings, evenings of live music, charity evenings.

For the money collected from them we repair homes for elderly people. We believe that such social activity allows the elderly to improve their lives, because we all must remember that one day we will become old grandparents and we will wait for care and support from the younger generation. —

Now we have a partial rebranding, that is, repositioning of the logo. The previous version of the logo we worked with all this time, as it turned out, did not convey the essence of the restaurant and the whole idea of the place. People began to associate the restaurant with [gorod] (which means vegetable garden in Ukrainian) because of the vegetable elements in the logo. Today, we have made it more restrained. It has become more concise with clear lines, like city buildings. We believe that such a format of the logo will open up the idea and philosophy of the institution as much as possible — a city in the city.

—

A modern city is made of stone, it is green and made of glass, and sometimes it is very cold and at the same time cozy and warm... “O! Gorod” is a city in the city, where it is always cozy and warm. O! Gorod restaurant is the restaurant of your city that always waits for you!

The owner of the restaurant “O!Gorod” Anna Naden

EVENTS INTERNATIONAL ROUND TABLE

UKRAINE IN THE MODERN WORLD. THE RESULTS OF THE FIRST QUARTER CENTURY OF INDEPENDENCE This year the celebration on the Independence Day of Ukraine began in an unusual and unconventional format, such as an international round table entitled “Ukraine in the Modern World. The Results of the First Quarter Century of Independence”, held on August 22nd, 2017, at the premises of the Ukrainian Chamber of Commerce and Industry. This international round table has become the first attempt of systematic analysis of the foreign-policy activities in Ukraine over the past 25 years.

The national political elite and the representatives of the diplomatic corps, accredited in our state, participated in the roundtable. The work of the round table began with the implementation of the State Anthem of Ukraine and welcome remarks of Leonid Makarovych Kravchuk, the first President of independent Ukraine (1991–1994). The first President in his welcoming remarks made a special emphasis on the fact that Ukraine is currently experiencing the most difficult stage of its recent history, caused by the aggression of the Russian Federation against our state. Mr. Kravchuk very clearly outlined those

internal political problems that had made a number of political crises possible and weakened our state that much so that it became the object of attack on the part of the former strategic partner:

— ...In Russia, the intellectuals of war, the intellectuals of pressure have been formed ... Russia cannot do otherwise... It does not need Ukraine to be close to it, it needs Ukraine to be under it... After welcome remarks of the first President, the Head of the Public Diplomacy Department of the Ministry of Foreign Affairs of Ukraine Anatolii Solovei and the Secretary General of the Ukrainian World Congress, the Chairman of the Union of Ukrainian Organizations of Australia, Stefan Romaniv, made their speeches.

— With a small twenty-five-year delay, we are creating our representations in the field of cultural and public diplomacy abroad... We have studied and we will use the experience of such institutions as GoetheInstitute and British Council, — said Anatolii Solovei, summing up the work of his administration.

Speaking about the fact that the Ukrainian World Congress (UWC) had already existed for 50 years, Stefan Romaniv emphasized that Ukrainian communities all over the world are conducting an active pro-Ukrainian information campaign and trying to convey the truth about the aggression of the Russian Federation against our country. In the political and economic section of the round table, Ambassador of the Republic of Korea in Ukraine Li Yan-Ghu dedicated his report to the prospects of attracting foreign investment to the Ukrainian economy and the development of future technologies in our country, emphasizing that for successful promotion of such a success story, our state needs to initiate macroeconomic projects all around the world.

— “Ukraine should begin an important and complicated process... You have to write your own success story, — noted Mr. Ambassador. Grigol Katamadze, the President of the Ukrainian Association of Taxpayers, Extraordinary and Plenipotentiary Ambassador of Georgia to Ukraine (2009–2013), made a report on the transformation of the financial and tax system of Ukraine, the culmination of which the adoption of a new Liberal Tax Code should become, and hence the introduction of a new taxation system. #4, September 2017

According to Mr. Katamadze, only such liberalization can provide strong economic growth.

— Over the past 25 years, $ 49 billion have been withdrawn from Ukraine... If these funds were left in Ukraine, the economic situation in the country would be completely different, — emphasized the President of the Ukrainian Association of Taxpayers. Oleksandr Savchenko, Doctor of Economics, financier, banker, philanthropist and one of the founders of the banking system of independent Ukraine, made a speech devoted to the geopolitical situation of our state.

— If earlier the wars were held between empires and militarypolitical blocs, then in the modern world warsare being held among civilizations, — he said. According to Mr. Savchenko, the events of 2014 became an indicator that Ukraine had parted with the so-called Moscow-Orthodox civilization and made the final choice in favour of Western civilization. Dmytro Zolotukhin, Deputy Minister of Information Policy of Ukraine, Oleksandr Yudin, Director of the Institute of Computer Information Technologies of the National Academy of Ukraine, Yuri Perohanych, a public figure, IT specialist and founder of NGO “Wikimedia Ukraine”, Andrii Miroshnychenko, Advisor to the Depu-

ty Head of the Kyiv City State Administration (KCSA), Olha Redziuk, the founder of “OLEROM” Company and Yulia Pavlenko, Deputy Director of the Department of International Operations of PJSC “Ukrposhta” made their speeches at the round table as well. During five hours, a fruitful discussion was held on such important topics as foreign policy, geopolitics, investment in the Ukrainian economy and promotion of Ukrainian positive image in the world. At the end of the round table, its spokesperson and organizer, Editor-in-Chief of the magazine Anna Avramenko thanked all the participants for their fruitful work, and, summarizing the round table, noted that in the future the Editorial Board of the magazine intends to organize and conduct similar events on the currently important issues of the present. For this reason the

Club of Diplomatic Elite, the main goal of which will be the further implementation of such largescale events in the territory of Ukraine, will be established under the auspices of the magazine.

— We not only create a magazine and promote our country in the world... We would like to establish a powerful structure that will help our government focus on what is most urgent for Ukraine... We are open to cooperation... I believe that each Ukrainian, who appreciates their existence on this land, must join this noble work... — mentioned Anna Avramenko. Editorial staff
