EDITOR’S WORD: Ukraine is a unique state with a centuries-old history, which dates back to the Paleolithic period (1 million years BC - 150 thousand years BC). Rare monuments of archanthropes (otherwise they were called ancient people who appeared in the territory of modern Europe about 1 million years ago due to the Gunzian cold snap) were found in Transcarpathia, Zhytomyr oblast, as well as on the Dnipro River. In July issue, we are talking about Ukraine, which nowadays is honorably defending itself in the aggressor’s confronting in the East, and despite all the difficulties, fulfills all the obligations to international community and the European Union on time. We have properly held the Eurovision 2017 International Song Contest, we are actively developing the top priorities for human life medicine, we are proudly reproducing our history, and with head held high we call our lands a server of the world civilization. BEFORE RELEASE
VALUES DECIDE THE DESTINY OF PERSONALITY, SOCIETY AND COUNTRY. AND THIS IS NOT MONEY
Ukraine is a state with a potential for a successful start. Even nowadays, the international companies are successfully working here. In particular, well-known Korean ones. This is just the beginning of cooperation between Ukraine and Korea. Ambassador of the Republic of Korea to Ukraine, Lee YoungGu thinks so. 2017 is significant in the cooperation of our countries. We celebrate the 25th anniversary of diplomatic relations. However, there is a common sad date too. 80 years have passed since the deportation of the Korean people from the Far East to Kazakhstan and Uzbekistan. The deportees found rescue and new lives in Ukraine. There are about 30 thousand Koreans in our country nowadays.
BEFORE RELEASE Recently, during a meeting with the heads of leading Korean companies, the Prime Minister, Volodymyr Groisman, called for increasing investment in the Ukrainian economy. What real actions of our government are necessary for this? – The Ukrainian government is taking the right steps to attract investment. Positive signals are the agreement on a free-trade zone between Ukraine and the European Union, introduction of visa-free regime with the EU was managed. In addition, 145 countries have visa-free travel with Ukraine. This is positively perceived by investors,»said the Ambassador, Lee Young-Gu. – The government has taken a number of ambitious decisions. In particular, they introduced electronic declarations. Ukrainian authorities are trying to move to e-government. Reforms are actively being implemented. In particular, the judicial one has been started. It shows certain stability. A positive climate and conditions for business and investment, including from Korea, are created.
Does the Korean business monitor these processes? – Information is gradually reaching. Not as fast as it is wished to be. The main thing - it is positive. Eventually, this process will be faster. We are constantly having the meetings of delegations. So, in April, the Ukrainian-Korean Economic Forum was held in Seoul, and there were 3 forums in Kyiv last year. About 150 representatives of leading Korean companies visited your country. These forums are like a platform where our business gets information about Ukraine. In this way the investment climate and what the country is interesting for are understood better.
What does Korean business complain about in Ukraine? What conditions should be improved? – They are concerned about the fluctuating currency rate most of all. Ukraine is still included in risk countries. This is a big investment barrier. In addition, there are difficulties in obtaining loans.
What is interesting about Ukraine for your compatriots? – I would distinguish the agrarian sector, digitalization, energy, logistics, hi-tech, medicine out of all fields. There is already a good experience in co-

operation in electrical engineering. «Samsung» company not only sells its products in Ukraine. One of the largest R&D centers, where more than 600 IT specialists are involved, is working in Kyiv. «Samsung» is meticulous about workers and countries where such centers are opened. I talked to a company manager in Seoul. He highly appreciated the work of the Kyiv center. They will still be opened. It was similar in Kharkiv before the conflict in the east.
We also have Korean companies Daewoo International and Hyundai. Why do other powerful companies not go to Ukraine as of yet? – Daewoo is a global company. They deal with many industries. There are their representative offices in more than 120 countries. But five of them are with highest priority. One of these strategic states is Ukraine. The company’s management highly values the development prospects here. The same applies to Hyundai. Others know little about Ukraine. When there is more information, the situation will change.
In one of the interviews you talked about working on a general work plan of cooperation between countries. What stage is it at? – The general work plan is the foundation. It will not be possible to quickly build successful relations between the countries without it. Together with the Ukrainian Ministry of Foreign Affairs, we will determine the format, timing and the way of its implementation. Now there are discussions about investment projects that it will help implement. Regular meetings and being in communication with governments, the private sector and mass media are needed. Financial platform is necessary too. There will be nothing without it. Both countries have to enclose their efforts.
The whole world knows about the Korean economic miracle. Wherein is its peculiarity? – I always proudly speak about the success of my country. However the figures speak on my behalf. There are three countries in Asia that have achieved GDP growth of more than 5% over the past thirty years. Eventually, the index was kept only by one and this is Korea. Each country has its own bar of potential economic growth. We did more than we could and jumped over this bar. By the projections Korea will occupy the eighth place in GDP in world in 2050 and second in per capita gross domestic product. Only the USA is ahead of us in the Group of Eight. We surpassed all other countries at rates of economic growth.
What’s the catch? – Look at the iceberg. Only a small part of it can be seen. The same is with the development of the country. The invisible part is the key to success. This is the spirit of entrepreneurship in Korea. We have it engrafted and strengthened. The heads of Hyundai and Samsung started from scratch and got the result.
Did business have government support at that time? – President Park Chung-hee changed his mentality. We used to say, “I will not be able to.” And he arranged for it was said, “I can.” He changed pessimism to optimism. Then the state development began. Without changing the mentality nothing happens. There must be good values. They decide the destiny of personality, society and country. And this is not money. It is necessary to preserve and strengthen what you have. Patience is also needed. These factors should be major to any of the heads in charge. We do not say – the Koreans are the best. We are improving ourselves. We strive to overcome all disagreements. This is a question of survival and development. Developed economy and security are the keys to the independence for each country. And we are going to this.
Does Ukraine have the potential to achieve the same result? – Yes, it does. Ukraine can have 10% GDP growth with its perspectives. It’s real.
What do you personally like in our country? – Everything. Recently, my son has visited me. Most of all, he was struck by human kindness here. I agree with him. This distinguishes Kyiv from Paris or Los Angeles. Interviewed by Alina Arhipova
MODERN MEDICINE
ONCOLOGY IN SPIZHENKO CLINIC IS TREATED BY ROBOTS Spizhenko Clinic is the first medical center in Eastern Europe, where the CyberKnife robotic system for non-surgical treatment of cancer and vascular pathologies has began to be used. The opening of the Clinic has allowed giving a chance to those who could not be helped by other forms of cancer treatment available in Ukraine. Thanks to the unique CyberKnife technology and the attained level of efficiency of its use, Spizhenko Clinic is widely known not only in Ukraine - more than 55,000 patients from over 32 countries have received assistance from the robot.
In seven years, Spizhenko Clinic from the Radiation Surgery Center has turned into a full cycle cancer center, where, besides CyberKnife, patients are offered other treatment methods (surgery, chemotherapy, radiation therapy, targeted treatment). ) What inspired you to developing? The idea of creation belongs to my father, Yurii Spizhenko. He drreamed to create a unique hospital, where robots provide highly-accurate treatmen nt. At that time, analogues of such hospitals were only in Japan, the USA, and Germany. G It looked unbelievable for most other countries. And thanks to my father, Ukraine became the first country in Eastern Europe, where a new spe ecialty – a radio surgeon - appeared. Mr. Spizhenko’s life was like the way of the winner. The first min nister of independent Ukraine, the first academician of the Academy of MedM ical Sciences, the first president of the Pharmaceutical Committee of Ukraine... And the establishment of CyberKnife Center was the first step towards the construction of a full cycle cancer center in Ukraine. The e correctness of this choice is confirmed by the modern concept of oncology, which involves the use of combination of all methods: radiosurgery, radiar tion therapy, surgery, targeted treatment and chemotherapy. That is exactly why the purpose of the development of Spizhenk ko Clinic was to unite all the methods in one center. And we pursued this ambiition for seven long years.
You mentioned that there are citizens of 32 countries among ng the out 55 thousand of treated patients. How did they find out about the existence of such a clinic in Ukraine? One of the first steps in the work of Spizhenko Clinic was to unde ergo an accreditation process in insurance companies in different countrie es of the world. This gave our partners the opportunity to offer insured per#2,, Julyy 2017

“asymptomatic” tumors of 1-2 mm in size will not hide from onco-screening with the objective diagnosis of the entire body of the patient, and a highaccuracy strike of the CyberKnife system will not leave any chance to cancer cells. sons quality treatment at an international level at an affordable price. Further development and success in treatment contributed to the development of scientific relations of the Clinic with key foreign specialists - neurosurgeons, surgeons and oncologists. A research center, which work experience is actively represented in regular reports at international conferences, was established. All these contribute to the development of international cooperation and attraction of patients from other countries.
But any robot is ruled by a person. Where do you find the specialists of the right level? In order to have the best doctors working in the Clinic, two things are necessary: to install the best equipment in the world and teach the doctor to work with it. We educated and continue to educate our cadres independently: exchange of experience, studying and traineeship abroad (in Germany, the USA and Italy). In the future, we are planning to open an independent medical university at Spizhenko Clinic. We have to do these ourselves. Human resources and equipment define everything.

And, nevertheless, everyone is interested not so much in how to cure themselves, but how to save themselves from cancer. What will you say about this? Nowadays the ideal method for preventing cancer has not been invented. But many years of international experience demonstrate the superiority of preventive diagnostic measures in the fight against cancer. They begin with self-diagnostics, which involves complex and high-tech diagnostic methods: CT (computed tomography), MRI (magnetic resonance imaging), digital mammography and others. Therefore, the world community of oncologists has developed for each age group complex diagnostic procedures and recommendations of the appropriate periodicity of conducting for each of their elements - the so-called “onco-screening” or “onco-check-up”. This service exists in Spizhenko Clinic – it is based on the leading recommendations of the world community for each patient, we develop
personalized onco-screening plans that ttake k into i t accountt th the iindividual di id l peculiarities li iti off organism. For example, for children since the age of 8, these plans include safe methods, such as ultrasound, MRI of the whole body, laboratory tests (including hormonal measurements). For adults, who have harmful habits and particularities of the professional activity, the onco-sreening programs are supplemented by more complex highly specialized diagnostic methods, such as CT of lungs, or gastroscopy and colonoscopy recommended once in 2-3 years. The Clinic has established Men’s and Women’s Health Centers for this.
Is CyberKnife, in fact, an almost perfect method of treating cancer? In my opinion, yes, it is. Modern medicine can cure a patient with any localization of a tumor if it is diagnosed at an early stage. Even
For a long time, the words “cancer” and “tumor” sounded like a verdict and the word “knife” aroused fear and pain. Today CyberKnife has completely turned upside down the concept of the cancer treatment. Many of those patients, who were considered “inoperable” prior to applying to Spizhenko Clinic, have already undergone treatment today, and those, who have avoided the traditional surgery, are being treated here without blood loss, without pain, without cuts and stitches. Treatment of cancer in Spizhenko Clinic is qualitative, quick, convenient and painless. Many say that we do not and cannot have modern medicine in Ukraine. As we can see it is wrong. The success of the Clinic, created by Mr. Yurii Spizhenko and developed by his daughter, Ms. Natalia Spizhenko, is a striking example of the fact that modern, effective medical care already exists in Ukraine. And the only thing that is necessary in order to create world-class medicine in our country is the presence of people who know that there is nothing impossible. And Mss. Natalia Spizhenko is one of them. Interviewed by Ihor Skrypnyk #2, July 2017

UKRAINIAN X-FILES
UKRAINIAN XLjFILES In 2017, the Ukrainian capital hosted the Eurovision for the second time. The main difference between the Kyiv Eurovision-2004 and the Kyiv Eurovision-2017 was that the “second” pan-European pop song celebration was held in completely different Ukraine, completely unlike Ukraine-2004. In 2017, our state has actually turned out to be under such conditions which would look like an unlikely anti-utopia scenario in 2004 – these include factual (even if hybrid) war with Putin’s Russia, the occupation of almost eight percent of Ukrainian territory and the financial and economic (even if partly overcome) crisis, the depreciation of the national currency and the potential threat of terrorist acts in all major cities of our country (from Kharkiv to Odessa). Special tension was added by the fact that Ukraine was represented by the singer Jamala (Susanna Jamaladdinova), an ethnic Crimean Tartar, who won at more than fierce struggle with a representative of the Russian Federation at the Eurovision-2016 in the Swedish capital. The victory of Jamala’s was considered controversial and not completely fair not only by the representatives of the Russian Federation, but some representatives of the European bureaucracy, mainly alleging as their reason that the song of Jamala’s “1944” about the tragedy of the Crimean Tatar people is not a format allowable to the Eurovision, and currently one can only guess what money this Russian “euro-solidarity” cost to the Russians on the background of further oil price-cutting. As Russia went second, any failure in organizing of a song contest in Kyiv hills would automatically mean its holding on the banks of Moscow-River, and therefore the information campaign against the Kyiv Eurovision-2017 version was super-powerful not only in Russia but also in Ukraine, where the speaker of Kremlin were the television channels and the Internet edition of pro-Kremlin political and economic lobby. The main directions of the informational attack against the Ukrainian Eurovision were the following rather irritating

UKRAINIAN XLjFILES and unfavourable factors - like in a country where the war is going on holding a song contest is dangerous, there is terrible corruption in the country and the funds at the Eurovision will be simply stolen and Kyiv infrastructure is not adapted for such large-scale events. We should note that the Ukrainian party gave a worthy rebuff in all directions - the security measures were truly unprecedented, the money for Eurovision was found, the Kyiv district, where the contest was held, was upgraded and glammed up without any special haste, and the corresponding place for the competition was found surprisingly timely and appropriately. Against this backdrop, not only Moscow, but also Kyiv outcries on the tip of Moscow about a very long repair of the metro station “Livoberezhna” (the nearest station to the venue of the competition) and that the traffic jams on the main highways tormented the ordinary people of Kyiv and tormented as a matter of fact because of the Eurovision, were perceived as evidence-free accusations of Moska against the Elephant from the famous fable.
UKRAINIAN XLjFILES
UKRAINIAN XLjFILES Markiyan Lubkivskyi, a high-level Ukrainian official, former Extraordinary and Plenipotentiary Ambassador of Ukraine to Croatia in 2006-2009, and the director of the “Euro-2012” European Football Championship of superiority, which was held in Ukraine, however, not without skepticism, notes:
–
Eurovision-2017 and the football superiority of Europe-2012 are not proportional to a scale... The football championship required much more expenses... at that time UEFA provided Ukraine and Poland with 500 million euros... As for the Eurovision I’m not sure it would be worthwhile to hold such an event during the war. When one part of the country fights and buries the dead, and the other - celebrates... Much was done in a hurry and for very big money... For example, the modernization of the Exhibition Center, which became the main venue of this competition...
Well-known theatrical director and producer Serhii Proskurnia does not agree with Markiyan Lubkivskyi:
–
The war is not a barrier to the song contest... Rather, on the contrary, it is necessary to conduct such events because the country is in a war... All Europe came to us and all Europe fell in love with Ukraine... Yes, there were many apprehensions - the war in the country, there is not well prepared infrastructure, no finances... Suddenly it turned out that there is everything... and this “everything” worked in favour of Ukraine...
Also, Serhii Proskurnia does not consider that for him, as for a wellknown director and brilliant intellectual, it was uninteresting to work as a creative director of Eurovision-2017, because in that kind of intellectual circles the idea that the Eurovision is not a “high style” was firmly established:
–
In order to make advertising for Ukraine, one can and should use “low genres”... Eurovision is a great platform to present our state to the whole world... In the end, the whole planet was watching the broadcast from Kyiv... Great texts came back to Eurovision... The true poetry came back to Eurovision... Preparation for the competition was held since summer, 2016... We, my like-minded people and I, managed to move the previous team and conduct Ukrainization of the Eurovision, that is, to make it Ukrainian not only at the venue ...
Minister of Culture of Ukraine Yevgenii Nyshchuk, commenting on the expediency of conducting the Eurovision for one of the national editions, also laid emphasis on the following:
–
Eurovision is another opportunity to demonstrate that we are a well-developed, positive, hospitable nation that demonstrated itself in 2012 during a football forum. For example the Swedes still remember how comfortable it was for them at our place. Then many changed their minds about Ukraine. «Eurovision» should show that we have no chaos and ruin in spite of false information. Yes, we are experiencing big problems: political, economic. But I know that the Ukrainians are able to get together mentally, rejecting internal contradictions at difficult for the country moments.... All Ukrainians and I hope that very soon the day will come when the war will be stopped. And, finally, the dialogue will begin. After the military events of «Eurovision» – there is such a moment that will give this opportunity. I really want to believe that «Eurovision» in Ukraine is a way to long-awaited peace.*
Of course, we cannot completely agree with dear Mr. Minister. We can endlessly laugh, using the words «victory» and «betrayal», but, summing up the second (and hopefully not the last one) national Eurovision, we can unequivocally say about yet another victory of Ukraine. About victory without quotes. And it will be not only about financial gain and repair of the tired capital infrastructure. Foreigners saw the capital of the warring Ukraine and became convinced that even during the war we did not lose that mighty and ineradicable love of life that we have always been distinguished by - even in the most difficult periods of our history. Foreigners, who by 2017 were unlikely to find our country on the map, foreigners, who heard only about corruption and bloodshed, saw not only a song contest - they saw Ukraine. And fell in love with it... Interviewed by Ihor Skrypnyk *https://www.obozrevatel.com/ukr/news/13609-evgen-nischuk-evrobachennya-v-ukraini-shlyah-do-miru.htm

UKRAINIAN NATIONAL RENASCENCE CONFIDENTLY AND VICTORIOUSLY STRIDES AROUND SLOBODA UKRAINE! 330 years have passed this year since Ivan Mazepa was elected as Hetman of Ukraine. Along with his election, more than interesting, tragic, and, at the same time, significant period in the history of Ukraine began. In fact, among all Ukrainian hetmans, Mazepa held the mace for the longest time - 22 years.
occasions there is one which should be noted - the opening of Mazepa monument in the village of Kolomak in Kharkiv Oblast. It was in this settlement on July 28, 1687 where Hetman’s power was passed into the hands of Hetman Mazepa. Thus, the choice of Kharkiv area to establish a monument to the famous creator of Ukrainian statehood is not accidental. Concurrently with inauguration of Mazepa’s memorial, “Mazepa” operatic performance will take place.
Gypsum model of the monument to Ivan Mazepa
During his reign in Ukraine, the long period of a debilitating fratricidal war that began after the death of Bohdan Khmelnytsky, and which entered Ukrainian historiography entitled «Ruin», was terminated. Until the very beginning of another war, the Northern one, Ukraine was overliving a truly golden age under the reign of the Prince-Hetman Mazepa. During this time, many great temples and fortifications were built, and the Hetman’s Courtyard in Baturyn could argue by its refinement and splendor with the courtyard of the Polish king and Russian tsar.
Ivan Mazepa. Engraving of the year 1715
Hetman and Cossack gentry that had already risen to the same level as the aristocracy at that time, invested considerable funds not only in the construction of churches, monasteries and fortresses, but also in the development of science and education. It was during the Mazepa times when Kyiv Сollegiums became the Academy. Another center of Ukrainian scholarship also developed actively Chernihiv Collegiums, was cared of by Prince-Hetman Mazepa as well.
At the foreign policy front, led by Mazepa, there was an attempt to spread Hetman’s power to the Right-Bank Ukraine and support the great Ukrainian rebellion against Poland. Only the intervention of Peter the Great, who wanted to have Poland as an ally against Sweden, made it impossible to unite all Ukrainian lands under the authority of Prince-Hetman. Another Mazepa’s unsuccessful attempt to bring Ukraine out of power of Russian tsar is much more known than the cultural, educationaland patristic (or, as it was said in the Hetmanate, donor’s) activity. Also, it is little known in modern Ukraine that Mazepa became the hero of many works of European imaginative literature already in the nineteenth century. In particular, George Byron and Victor Hugo dedicated their works to Ukrainian hetman. That is why it is completely natural that in Ukraine, which has finally and forever chosen the European vector of development, the 330th anniversary of the election of Mazepa as Hetman will be celebrated at the national level. Among the festive

By the way, the installation of the monument itself and th he production of the operatic performance, have certain prehistory. In September 2016, Kolomak District State Administration announced a competition for the best project of the monument, thanks to which famous Kharkiv sculptor Seifadin Gurbanov began to create a new masterpiece - a monument to the famous Hetman Ivan Mazepa. Seifadin Gurbanov is the author of many monuments to prominent figures of Ukrainian culture, in particular to Hrygorii Skovoro oda and Taras Shevchenko.
–
Monuments to Skovoroda and Shevchenko are among the most valuable in my creative work - the artist admits.
The native of the distant Nakhichevan Seifadin Gurbanov v, in his own words, feels like a Ukrainian patriot and believes that monum mental propaganda is one of the most effective means of promoting g Ukrainian national idea, first of all, in the East of our country. He note ed that the assistance of Kharkiv patriots-entrepreneurs made installatio on of the monument and celebration in Kharkiv on the occasion of the glorious 330th anniversary possible. #2, July 2017

UKRAINE POLICY MAKERS
UKRAINE POLICY MAKERS Kharkiv public figure Taras Sitenko said:
– We started planning a large-scale patriotic celebration on the occasion of Mazepa’s accession to the Hetman’s throne a few years ago ... We invited representatives of the diaspora and representatives of political circles both from Ukrainians from Europe to join, but unfortunately, hardly anybody supported us. But despite all the hardships, we have done a very big deal. It is not as much about anything new as about the restoration of our Ukrainian history, our traditions.... There will not only be the opening of the monument this year, but also a large street theatrical performance and premiere of the performance in the opera house.
The design of the stage made by the painters of the Kharkiv National Academic Opera and Ballet Theater named after N. Lysenko
Some changes were also made in the production of the opera, that Tchaikovsky wrote. The final scene, where Peter the Great and the Russian Empire are sublimed, was replaced - in this part the chorus will perform folk, or, more precisely, the ancient Cossack song «Oh, Black Tillage Is Ploughed».
– National Academic Theater of Opera and Ballet, Arsen Kaloian, says:
–
I have made minor changes to Tchaikovsky’s opera. The Libretto, written on the basis of the poem of Aleksander Pushkin «Poltava», is not historically reliable and reflects the imperial chauvinistic stereotypes of Hetman Mazepa’s personality, and therefore we have found an alternative libretto, which Ukrainian emigrants wrote in Canada in the 1920s. One of the authors of this libretto was a leader of the Western Ukrainian People’s Republic and the initiator of the unification of two parts of Ukraine in 1918, Longin Tsehelskyi...
This is one of Stepan Bandera’s favorite songs ... In fact, it was forbidden to perform this song in Soviet times, – says the director.
The choir, according to the director’s plan, must present not only the Ukrainian military men of hetman’s times, but also all those who defended Ukraine with weapon in their hands - from haydamaks to ATO participants. Getting the text of the libretto became possible due to support of Ukrainian diaspora from Canada and the leaders of the theater «Arabesque» Svetlana Oleshko and Mykhailo Barbara. The text did not exist in electronic form, but it was managed to be photographed and sent to Kharkiv during a week. Igor Tuluzov, who actively participated in the new recitation of the classical work, notes:
– Pushkin’s text does not correspond to what we import in this celebration ... we had to ask our diaspora for help... We have been preparing for the 330th anniversary since June of last year ...Therefore we managed it all... As we can see, Ukrainian renascence confidently and victoriously strides around Sloboda Ukraine. The area, which was somehow considered to be pro-Russian, appears to be able to argue with Galicia for the honorable title of the «Ukrainian Piedmont», and such a return of the Cossack land to its origins cannot but regale every Ukrainian heart... WHO ARE YOU MR. NALYVAICHENKO?
On Politics and Fight Against Corruption: Do not get dirty and it will not be so hard for you!
WHO ARE YOU MR. NALYVAICHENKO?
THE FORMER HEAD OF SECURITY SERVICE OF UKRAINE, UKRAINIAN DIPLOMAT, STATE AND PUBLIC FIGURE VALENTYN NALYVAICHENKO ABOUT SPIRITUAL TALISMAN, REFORMS AND POLITICS My childhood passed in the cradle of the Zaporozhian Sich - on the island of Khortytsa, where I grew up with other kids, fished, learned to swim against the stream, grew wise... Ukrainian Cossacks, steppes, mounds... All these left a remarkable trace in my memory... The atmosphere inspired. At that time we could not understand the Proto-Zumerum inscriptions on the Stone Tomb, but we went around and climbed all over the caves and grottoes. Now, remembering the childhood, I understand that such monuments, such servers of civilization must necessarily be studied, propagated and talked about to the whole world. After all, entire archives of ancient knowledge of astronomy, agriculture, medicine already existed on our land 14 thousand years ago...
Why is this downplayed? Due to the lack of understanding of the Ukrainian land, the greatness and significance of those treasures, which were created by our ancestors and without a doubt are pearls of world civilization at the level of Stonehenge, Chichen Itza, the Egyptian Pyramids, by the authorities. In addition, I am convinced that for centuries the Russian Empire has been ideologically robbing us in every possible way, wiping out the traces of civilizations on our land, suppressing and destroying the true historical facts and objects of cultural heritage. And awareness of all this is a sign of self-respect, not only for Zaporozhian Cossack Valentyn Nalyvaichenko, but for every Ukrainian citizen. I am for Ukrainians being represented with our millennial and multifaceted history worthily and equally in world civilization. We have what to be proud of, we have what to learn.
I am a public figure and a politician. I firmly believe that it is impossible to combine politics and business. I am interested in a lot of things, first of all, foreign policy, studying foreign languages, history and culture of different countries, problems of our state’s security.
Is it difficult to be a politician in Ukraine? It is not easy to be a politician. And not only in our state. The only thing which I categorically disagree with is that politics is a dirty thing. That is not true at all. It all depends on the ideals and principles that the politician adheres to. I have an answer to all this: do not get dirty, do not steal and it will not be so hard for you! You know, just as it is said: fighting corruption is very difficult. It is difficult for those who are corrupted, for whom the state service is a business. Power and business should be divided. This is a question of the country’s survival. Developed democratic states have done so. We need to take advantage of their experience here and now.
That is to say, it’s easy to do politics? If you take up politics not in a corrupt and dirty way, then - yes. You cannot use politics as a tool for enrichment, and the power as an instrument for revenge, massacre with political opponents, and business appropriation. Personally I am often told that I am extremely critical towards power, both old and current. And what should I do? When the names have partially changed, but the corrupt unjust system – has not. Corruption in the halls of power is an internal aggressor now, which destroys lives and prospects of every Ukrainian.
Friendship is actions, responsibility and trust. The most important thing in friendship is mutual respect. A friend will always come to the rescue, will never give up and will not betray.
Ukraine needs large-scale and rapid changes, a complete reboot of power. Physical and spiritual catharsis. And you do not need to think and invent anything. For a long time already the developed European states have lived according to fair laws, and not by «concepts» (the rules of the underworld)
Are you a businessman or a politician? What are you interested in more?
What is E-declaration for Ukraine? Advisability?
What does the concept of friendship mean to you?

For Ukraine, this is the first step in the fight against corruption. E-declaration, first of all, is necessary for all state employees without exception. And the higher an official is, the tougher requirements imposed on them should be. As for me personally, it has been clear since 2007. When I headed the Security Service of Ukraine I was the first one on the Service’s website, who started publishing own declarations. And more than that, I forced all my deputies to do the same, although it was not foreseen by any legal act in Ukraine at that time. I believed and believe that it should be exactly like that! Each official must undergo an «X-ray» declaration, clear themselves as at confession. And in 2014, my innovative actions became the norm of the law. Honestly speaking, Ukrainian Parliament omitted the main thing - responsibility for the illegal enrichment in the halls of power: deprivation of mandate and anticorruption court.
E-DECLARATION – is a dress code of state employee’s conscience! How is it operated in civilized countries? For example, in the tax system of Finland, where I worked at a diplomatic position, there is a clear rule that is strictly adhered to. If you are elected to parliament or become a minister and have one declaration at the beginning, and in a year this declaration has differences in the direction of enrichment, then the tax service confiscates via the courts everything which is illegally obtained or does not have any explanation into the state budget. That is why E-declarations in legal states are the dress code of conscience for every state employee, lawmaker, president!
Many politicians promote the idea of «zero declaration». Is it fair towards society? No. However you call it, anyway it will still be a folding-screen, a way to justify a corruptor in the halls of power. My position is clear: to go for the dismantling of the corruption system rigorously and ban
WHO ARE YOU MR. NALYVAICHENKO?
WHO ARE YOU MR. NALYVAICHENKO? but how did everything finish? He was released on colossal bail of 100 million UAH, and now has found a way to return the mortgage. There are only imitation and discrediting everywhere in this power ... And I claim:
Fighting corruption is an internal visa-free regime for Ukrainians to the European future! And what do we have regarding the Crimea? Regarding the Crimea? The current government of Ukraine allows trade in full blast. Semi-trailer trucks go back and forth every day. There is a similar situation with Russia. And is it a state policy? I have long argued and insisted that all relations with the aggressor should be stopped and, at least, the visa regime should be imposed.
on doing business for all the personnel throughout the power vertical. Corruption must be constantly attacked and destroyed in all its forms. It is necessary to launch a clear plan to combat a corruptive hydra. First of all, it is necessary to deprive the authorities, including the tax, customs and law enforcement agencies of those functions that lead to the possibility of committing corruption, immediately. Secondly, everything that has been stolen by officials from the president to the deputy ministers must be - via the courts - confiscated in favor of the state. And thirdly, persons who were at least once associated with corrupt practices in the government should be removed from their positions without the right to work for the state service.
Of course. You said «via the courts». Perhaps it is necessary to initiate a judicial reform at first? Sure. It is high time to change the judicial system, to upgrade the judiciary establishment, to give people the right to elect and dismiss judges in places throughout the country. Nowadays it is urgent to create an anticorruption court. Unfortunately, this government has not reformed
32

the courts, has not created a system of justice and fairness. In fact, no reform takes place. Just look at how the courtroom activities against the former fugitive president Viktor Yanukovych and other perpetrators of crimes against the members of the Revolution of Dignity are executed. None of the persons named has been sentenced by this time. The presidential group in the parliament sabotages the establishment of a tribunal for crimes against the Revolution of Dignity - as well as the setting up of the anticorruption court to punish corrupt officials in this power. An independent anti-corruption court, in my opinion, should act upon:
We should always be only pro-Ukrainian! This position is a wedge, which, unfortunately, is not enough for the current Ukrainian leaders. First of all, it concerns the President and the Minister for Foreign Affairs. And there is no need to talk about other governmental institution, they are superfluous here. In order to make a decision on the visa regime with Russia, political will of these two officials is enough. If not, let them go to people and explain.
So ... And what should be done with our laborers?
• transparent contest for the election and appointment of judges;
Work permits are a separate topic. Nowadays our citizens are forced to receive permission from the authorities of the Russian Federation to work, register, etc.
• with rigorous powers of consideration and sentencing in anti-corruption investigations against high-ranking officials.
The visa regime is an additional leverage to prevent terrorists, saboteurs, criminals from us, and also a barrier to using forged passports.
Fish, as you know, rots from its head. Therefore, it is there where a sword of justice must be directed. Here is a specific example - the case of Nasirov, the head of the State Fiscal Service of Ukraine (SFSU). There must be a sentence, there must be punishment, but in a which court? All citizens were waiting for justice, the most active ones hold a mass-meeting near the court,
When the decision is made, Ukrainian diplomacy, in particular, the consular service will do its job very quickly. And when there is no solution, and there are only double standards, it is difficult to do anything. I think we must develop a clear strategy to protect the state. I’m not a prophet, but I will not be surprised if the government offers a new, yet another format for negotiations
in the autumn. Instead of «Minsk» something else will appear. And the country needs not empty chants and manipulations, but a specific and consecutive strategy. This strategy should inevitably consist of increased defense capabilities, the launch of defense enterprises, job creation and the establishment of humanitarian ties. It is important to try to improve people’s lives in every possible way, first of all, in the liberated territories.
Is this, in fact, the militarization of the country?! First of all, this is a question of the country’s defense capability. And do not be afraid of this. Let our enemies be afraid of us! Aggressor understands only force. And we need is to bring our lands and our people back. And there should be such a goal, such an action plan in the Ukrainian authorities. Because hanging around from Minsk 1 to Minsk 2, and so on, is not constructive, we are losing time and opportunities.
You are well aware of the issues. But, are there many parliamentarians in Ukraine that think in the same way as you do? Unfortunately, the parliament is slowing down very much today. It is stuck in minor and petty things. And nowadays, more than ever, we need brave and decisive actions.
Will the Ukrainian diplomacy be able to withstand the hail of unanswered questions? I remember the time at the beginning of the Ministry of Foreign Affairs of Ukraine establishment. At that time I still was a young diplomat, but my mentors were the real pillars, patriots: from Minister Zlenko to Minister Tarasiuk. Whoever I would call now, these were the people who deliberately made the choice of profession in their lives. It was hard to work then, there were small salaries, but it was interesting. People were in a hurry to work, the eyes burned, the hearts burned. And there was a tremendous sense of own dignity and responsibility. There was a huge responsibility for own, at that time still young, state - Ukraine. My diplomatic career is remembered by the fact that we, young diplomats, worked on creating a consular service. We were engaged in information policy, created a positive image of independent Ukraine at the international level. Today, when Ukraine has suffered from Russia’s aggression for more than three years, there are many threatening factors, both external and #2, July 2017

WHO ARE YOU MR. NALYVAICHENKO? internal. Life circumstances wage battle daily and often not according to the rules. But someone should do this job. And diplomats have to do it. After all, the war will end once anyway. And not necessarily because of the lack of bullets - but due to the loyalty and professionalism of the diplomats.
Are diplomacy and intelligence identical concepts?
always
No. These are not identical concepts. Ukraine needs to adopt a key state decision on the issues of intelligence. The security service of the country should become a counter-intelligence unit and a combat unit to fight terrorism. And Ukrainian reconnaissance on the outside must fully secure the state’s interests in opposing aggression and terrorism. Both services should work as the only mechanism for protecting the state. Time and national interests require such configuration. This will give the opportunity to save money and resources, and increase efficiency.
Ukraine and NATO - what are the prospects and consequences? Different thoughts float around. Some are for non-aligned status, it is said, this will reduce the degree of conflict with the aggressor. Others are for Alliance membership. It is clear that for Russia all neighboring countries, and especially Ukraine, are certain sanitary zones, a kind of protection belt against the NATO armies. What is to be done? My answer to this is fundamental. Nowadays Ukraine needs to become a candidate for membership in the EU and the North Atlantic Alliance. Each agency needs to carry out serious reorganization work for integration into the EU and NATO. We need to change the legislation and raise the level of our military officers’ maintenance to meet the standards of NATO, and there are 1250 of them. Ukraine’s membership in NATO definitely meets national security interests of Ukraine. We must become a part of a collective defensive Alliance in order to protect our nationhood and territory.
What secret could you share with the rest of the world? I can reveal my life credo:
«Always develop and move forward! Do not be afraid to tackle unmanageable cases and carry them through!» Interviewed by Sergii Syvak

«Lobortas» Classic Jewelry House is a renowned, world-famous workshop. This is a Ukrainian pride of jewelry art. Creative laboratory and design bureau of the XXI century. Over 120 different inventions, innovations and know-how in the field of processing gemstones and metals have been created by the artists and craftsmen of «Lobortas» House during 26 years of its existence. This is a new school of highly artistic, exclusive jewelry, a creative head of which is Ukrainian inventor Igor Lobortas.
Glorious golden ring is made in an unusual style, but at the same time, the notes of composer Rimsky-Korsakov are heard and a classic look of a fairy bird is recognized. This is a unique benefit performance of jewelry art!
Sometimes I am asked: “Who owns the master-Lobortas and its art: Ukraine or the whole world?” And I answer – certainly everyone, but above all – Ukraine and Ukrainians!
Diamond record of the world! It is difficult to imagine how so many stones could be fitted in such a small product. The «Swan Princess» ring immediately became not just jewelry, but the embodiment of a dream, thought, plexus of magic, talent and excellence. Apparently, no wonder that the world’s leading experts admit the «Lobortas» House products to be etalon in the world of jewelry masterpieces and all our intellectual and technological elaborations as the art of the highest level and quality.
TOUCH OF ETERNITY Coming back to the past ... It all started with an idea and a great desire to fulfil a dream. In the difficult 90s we launched our activity. At first we dealt with the processing of jewelry and gemstones, manufacturing jewelry made of cupronickel. Later we created our own sector with gem-cutting and began to create jewelry. We worked for a long time, we created much and we studied constantly.
The famous ring, where 837 diamonds and a number of gemstones are fixed, entered Ukrainian Book of Records.
«Swan Princess»
The ring called «The Swan Princess» is made of 18 carat of white gold and decorated with 2525 diamonds from 0.001 to 0, 05 carat, and with total weight of 10,48 carat. The approximate cost of the product is $ 1.3 million.
«Bosphorus Сampaigns» Famous chess with electromechanical secret, toured all over the world, collecting awards and applause. Many people copy us, passionately use as a basis, take over cultural traditions. Undoubtedly, such circumstances can’t not suite us, on the contrary, they always inspire for the new creative achievements.
Actually, I always had big ambitions, especially at creativity. I was amazed and delighted with scrupulous crafts. I wanted to succeed at this very much. In 1998, the idea to create a series of world significant jewels, which would be equivalent to masterpieces of Carl Faberge’s - «Easter eggs» and Alfred Cartier’s «Magic Clock», arose. As a result, «World on the Palm» collection, which has become classics, appeared. In the following years my creative team and me created a lot of world famous jewelry. Various original boxes, cigarette cases, lockets, pendants and bracelets, necklaces and earrings - all these were created by the hands of our craftsmen - masters of «Lobortas» Classic Jewelry House.

IT’S USEFULL Cufflinks “Trump” We are addressed, not as good performers, but primarily as creative designers, artists, and if you want - as design engineers of jewelry. Incidentally, cufflinks presented by us for President of the USA Donald Trump – this is an exclusive order of his close associates. We had to make a compromise in the gift to the American President to satisfy the customer and at the same time to demonstrate the author’s handwriting and personality. Of course, Donald Trump is a wealthy billionaire. He can afford much. But he was delighted and pleasantly surprised with our present. The point is that apart from gemstones and metals, an interesting mechanical action, known by everybody since physics lessons, was used in the item.
Cufflinks «Trump» can be described as an innovative and totally individual accessory. In the central part there is a portrait of Donald Trump made in enamel technique. Bars of cufflinks are stylistic embodiment of Trump Tower skyscraper in New York City, and a lock is in the form of the part of a golf club with a ball and a golf course fragment. Gyroscopic system, when a central part of an accessory is always in one position, has been used for the first time in cufflinks and it is a revolutionary event in the world of men’s accessories.
Donald Trump became the world’s first exclusive owner of cufflinks with a gyroscope - a device that can respond to changing angles of orientation of the body where it is installed. The simplest example of a gyroscope is a top. These cufflinks were presented to Donald Trump in 2016, during our meeting with him at the Mar-a-Lago club in Palm Beach, Florida.
A few words about the ambassadorial gifts... We have created a lot of gifts and presented them generously. For example, the Tibetan Buddhist spiritual leader and the Nobel Peace Prize Winner Dalai Lama XIV was exalted a precious statuette in the shape of a monk- philosopher. And we gladly presented an accessory in the form of a glazed tree, made in the best traditions of «Lobortas» House, to NASA astronaut of Ukrainian origin, the first Ukrainian woman who travelled in space, Heidemarie M. Stefanyshyn-Piper. Interviewed by Sergii Syvak

Presenting an expensive gift is almost a science, a permit into high society, the business community. Probably, for good reason gifts were exchanged in ancient times. This peculiar ritual is reflected in the modern world. Very often, gift exchange can be seen during the visits of official governmental delegations. In international relations, it is considered a good form, the key to successful diplomacy, strengthening personal and business relationships of the international establishment. #2, July 2017
FAMILY VALUES Only one company in the world can proudly call itself the creator of a car. But there are many other inventions and innovations that have radically changed the automobile world on this manufacturer’s account. One of the spectacular examples is the Mercedes-Benz V-Class, which has made a real revolution in the world of minivans. The Mercedes-Benz company launched its new minivan segment in 1996. The model called Vito was of great interest because it was the first minivan of the premium brand. It’s worth noting that none of the competitors has yet been able to offer an analogue, so that buyers of Vito automatically become the owners of an exclusive model. In the second generation, the passenger modification received the name of Viano, and commercial kept the name of Vito. For more than 20 years, the V-Class has proven itself as a family and on the other side – service car. The presentation of the third-generation of Mercedes-Benz V-Class had the effect of an exploding bomb in 2014. The novelty destroyed all the stereotypes associated with the very concept of a minivan. This car, which previously stood apart, opened a new page in the history of the brand. If the Mercedes-Maybach carries the role of flagship among the cars, then V-Class can safely be called «Maybach» among the minivans.
ELEGANCE ITSELF The novelty differs literally in everything. The exterior of the car was so stylish and dynamic that almost immediately V-Class won the prestigious premium Red Dot Design Award in the design field. The first thing you pay attention to when looking at the new V-Class is the modern design of the main light headlights. But in addition to the spectacular design, they carry a serious functional load. AdaptiveLED lights are equipped with the Intelligent Light system, which independently changes the power and distribution of light flux
depending on the road conditions, preventing glare of opposing drivers. The headlights are harmoniously integrated into the front panel of the body, which, depending on the performance, may differ in design. The most spectacular version is the version prepared by the AMG subdivision, which is distinguished by more distinctive aerodynamic obverse. Equally impressive, the car looks from behind with LED lanterns that allow you to unmistakably recognize the V-Class during a dark period of time.
THE ROYAL SUITE The Mercedes-Benz V-Class presents a real pleasure to the driver and passengers. The interior of the model looks very stylish and expen-

sive, in no way inferior to the passenger models of the brand.
Torpedo is covered with artificial leather, which in quality is practically no different from the black nappa leather, which is used to handle the armchairs. Decorative panels repeat the texture of the tree. In the dark, the cozy atmosphere is created by one of the three options for a soft background light. The instrument panel is divided into two functional zones - the upper and the lower one. There is a direct shield of devices at the top, as well as a large colour display of the Command Online multimedia system. The system provides access to the Internet, navigation, phone and audio system, 80GB hard drive and DVD drive. And the Mercedes-Benz Touch application allows using many functions through a smartphone or tablet. The bottom part of the dashboard is dedicated to the innovative Direct Select control with a touch pad and convenient cylindrical controller. A comfortable steering wheel, where the control over 12 auxiliary functions is placed, deserves particular attention. Optionally available Burmester’s audio system with
surround sound and 16 dynamics can satisfy the tastes of the most demanding music lovers. Comfortable front seats with a number of electric adjustments make it possible for a man of any physique to conveniently sit at the wheel. There is a space for a bulky pocket next to the driver’s seat. And door sills are decorated with illuminated Mercedes-Benz labels. Front seats are equipped with a heating and ventilation system, and these functions can be ordered for seats of all three rows. In the initial configuration, Mercedes-Benz V-Class has 6 matching sites, and all three rows consist of a pair of separate seats. And the one who needs a sleeping place can order an integral sofa. In this case, the soft rear shelf serves as a continuation of the sofa. In any of the options, the third row seats can be moved along the car’s interior, and the middle ones can be rotated through 180 deg. Mercedes-Benz V-Class is brilliantly suitable as a family car. Depending on wishes of the client, the configuration of the seats can be selected. Passengers of the second row can #2, July 2017

sit face and back forward. At 7-seater configuration of the car and the placement of seats tete-a-tete, inhabitants of the passenger compartment can use the folding table. There are small compartments, cupholders, sockets and USB sockets in different places of the cabin. And the unique microclimate will provide an autonomous heating and ventilation system. Depending on the settings, you can remotely lift and close the lift gate or just unlock
the rear window with the button on the key. This is especially convenient in a tight parking lot. Optional rack is rigid and can withstand up to 80 kg of weight. In essence, it is a separate luggage compartment that contains two convenient foldout boxes. With fully dismantled seats, depending on the length of the body, the cargo compartment volume is from 4200 to 5010 liters.
WITH GREEN FOCUS There are several modern economic and environment friendly power units in the arsenal of the Mercedes-Benz V-Class. The three modifications with a 4-cylinder diesel engine impress with their dynamics, low fuel consumption and maximum comfort while driving. The most powerful of the versions offered in Ukraine, the V 250 BlueTEC, is equipped with
44

a 2.1-liter engine with a capacity of 190 hp. 7G-Tronic Plus 7-step automatic transmission works along with it. Thanks to the innovative technology of neutralizing the exhaust gases BlueTEC this engine meets the Euro-6 standards. In addition to this motor, two more 2.1-liter turbodiesel «four» with a capacity of 136 and 163 hp. are available to buyers.
EVERYTHING IS UNDER CONTROL Despite its respectable size, driving a Mercedes-Benz V-Class is not more difficult than a regular car. In addition, the minivan is equipped with a complete set of electronic systems that will timely assist the driver. For example, if the distance to the car that is moving in front, becomes critically small, the Collision Prevention Assist system applies emergency braking. And the Distronic Plus distance control function allows the car to slow down automatically and gain speed maintaining a safe distance. The Mercedes-Benz Intelligent Drive complex, which combines innovative auxiliary systems that increase the level of comfort and safety of the driver and provide assistance to the driver, is available for the V-Class. The ESP’s motion stabilization system with the function of cross wind resistance helps tocope with its strong gusts. And in the dark, the Intelligent Light System’s adaptive LED lights illuminate the turnings and automatically switch to the high beam.
An active assistance system for parking will suggest finding a place and independently bring Mercedes- Benz V-Class there. A command driving position and level vertical sides allow you to control the size of a 5-meter machine well. The roundabout view system provides perfect visibility around the car. Moreover, pictures from the necessary cameras can be chosen independently. And, that’s especially convenient; it is possible to deduce not only close ups of the front, but also of the rear wheels. The one can talk about this car almost infinitely. It is not surprising that more and more Ukrainian buyers are opting for this luxurious family minivan. To evaluate the benefits of a reputable and respectable representative of the Mercedes-Benz family you can turn to the salons of official dealers of AutoCapital company, the general representation of Daimer AG in Ukraine.
