Belgian investments in Ukraine, support for the European aspirations of our citizens, and the peculiarities of studying at Belgian universities – the Ambassador Extraordinary and Plenipotentiary of Belgium to Ukraine, Mr. Alex Lenaerts, tells FD in an exclusive interview. How did the Ukrainian-Belgian cooperation after 1991 since Ukraine became an independent state start? – Belgium is one of the first countries that recognized Ukraine’s state independence. We have always considered Ukraine as full member of a large European family. Due to tragic circumstances, Ukraine was separated from the European family. In 1991, the long and difficult journey of your return to Europe began, and I may assure you that Belgium is your reliable friend and assistant on this path. We are ready to come to the rescue by providing an advice, but we also understand that Ukrainians are a great and wise people, and so our advices should only be advices, not orders.
Since the establishment of diplomatic relations, what areas of our bilateral relations can be considered priorities? Why? – Our bilateral cooperation is the cooperation of two independent European countries. It consists of political, economic and humanitarian blocs. In addition, I would like to emphasize that Belgium is a country where the leading and governing institutions of the European Union are located, and that is why cooperation between Ukraine and Belgium is, at the same time, a cooperation between Ukraine and whole Europe. I believe that this factor in our cooperation makes it stronger and builds
up our contacts. All of the aforementioned areas of Ukrainian-Belgian cooperation can be considered as priority, because the political, economic and humanitarian areas of our cooperation are very closely related and the same applies to cooperation in the UkraineBelgium-European Union triangle.
Before 1917, Belgium actively invested in the economy of the south and east of modern Ukraine. What is the state of Belgian investment now? – Economy is a cornerstone of our cooperation. By far, the amount of financial investment we had in the economy of the Ukrainian South-East prior to 1917 far exceeds the current investment portfolio of Belgian business in Ukraine. Why? There are several answers. First, the Ukrainian lands belonged to the Pan-European economic system by 1917. To put it simply, the western rules of doing business existed in the Ukrainian lands then. So far, we see only a partial return of and partial compliance with these rules in Ukraine. However, I would like to point out that every year this return shows more and more positive changes, and observance of these rules ceases to be partial. Secondly, modern southeastern Ukraine is either front-line zone or a zone close to the front. And this – you will agree – complicates investment processes. However, we understand and welcome the inevitability of positive change throughout Ukraine. #17, November 2019

Which specialties are studied at Belgian universities by Ukrainian students? After all, stydying in Belgium is in demand in Ukraine – This is true. Every year, we see a positive and significant increase in the number of young Ukrainians who acquire specialties at Belgian universities, which are mainly in the field of economic sciences. Belgium is one of the recognized leaders in European and world quality education. In addition, we should be aware that economic disciplines related to the study of laws and parameters of the development of a free market economy have not been studied in Ukraine during Soviet times. Undoubtedly, the fact that studying at Belgian universities implies a great deal of cultural diversity cannot be completely neglected. Many young people from all over the world study in Belgium, and young Ukrainians have the opportunity to learn more about and explore not only the culture of Belgium and its inhabitants.
What does attract the young Ukrainians in Belgian universities in your opinion? – Our education is based on collaboration between a student and a teacher. The teacher
10

is not a supervisor. The teacher is an advisor and friend who helps, not compels. Our universities, which are one of the oldest in Europe and in the world, encourage strongly the creative and scientific activity of students. Perhaps this is the answer to your question.
Are Belgium people interested in the events in Ukraine? – Certainly, the tragic events of 2014, the events of Euromaidan, the events related to the fighting in the east of your country did not leave my countrymen indifferent. You know, the idea of a united Europe, the idea of a united European family is sometimes crushed by criticism in many EU countries, and so the determination and dedication of Ukrainians who risked their own lives to become part of united Europe cannot fail to find a response in every Belgian heart.
What would you like to wish the readers of our edition? – First of all, I want to wish faith and courage. The faith in the great future of your country, and the courage to withstand the trials that every country that has a great future goes through. The conversation was led by Igor Skrypnyk

Ambassador Extraordinary and Plenipotentiary of Israel to Ukraine H.E. Joel Lion informs the FD readers about positive changes in the bilateral relations.
“… WE SHARE THE SAME VALUES, VALUES OF THE MARKET ECONOMY AND LIBERAL SOCIETY.” How do you assess the state of bilateral cooperation between our countries? I should say that the cooperation between our states has been developing rather intensively in three main spheres, namely in the political, economic and humanitarian spheres. How do I assess these three areas? Well, let me compare them with the school subjects and school grades. So, I would give A for political cooperation – in spite of the fact that our Prime-Minister’s visit to Ukraine has been postponed due to different reasons, we are, anyway, moving in the same circle of the international problems vision and understanding. We share the same values, values of the market economy and liberal society. So, it is a real A. The same grade should be given to our cooperation in the humanitarian sphere, because we have vivid and positive changes here and B shall be mentioned only in the economic sphere. Sure, you may and you will ask me: Why? My answer is as follows – we have done a lot but much more should be done and I hope that this scope of work will be completed by both parties.
The history of our bilateral relations is not a simple one. What is the main achievement that has been already achieved in these relations? Well, there is nothing simple in history in the world and especially when it comes to relations between different ethnic or religious groups. I am definitely sure that Ukraine and Israel should not see in the past only difficult and controversial issues in the history of our communication and our coexistence. At least, historians could cope with them. We, the diplomats, must create the present and the future and both of these periods must be better than the past. Though, this is not easy, but we have
15
AMBASSADOR already set out on this path, started to move and keep going. I dare to believe that we are doing it well.
What can you say about trade turnover between our countries? What can be interesting for Israeli business in Ukraine? I would like to see more and more figures talking about an increase in the turnover and our Embassy has been doing its best for that to happen. I have mentioned in the very beginning of our talk that our economical cooperation must revive but it does not mean at all that it is experiencing the period of stagnation. Israeli business is keen on the agricultural and energy sectors of the Ukrainian economy, but the space for mutual business activity is much wider.
Many Israeli IT-companies have been working in Ukraine. What does attract these companies in our country specifically? The legislative framework for the activity of IT-companies in Ukraine is really impressing. This is the first reason and that is not only my opinion. The newly elected President of Ukraine Volodymyr Zelensky used to mention this factor as a key one for the investment attractiveness of your country. The second factor is also of an outmost importance. I mean HR or, simply saying, human resources. There are extremely qualified people in the IT-sphere in Ukraine. Thus, our mutual activity could be a sort of the wonderful combination – Israeli IT-companies that develop and sell IT-products and the brilliant Ukrainian IT-professionals that assist to develop and sell the IT-product. Such combinations are common in the globalized world and our countries keep up with this trend.
What would you like to wish to the readers of our magazine? I like your country. Ukraine is a wonderful place on earth. And I want to wish for ukrainian people three key things in the world – peace, health and prosperity – to the people of Ukraine. The conversation was held by Ihor Skrypnyk

INNOVATIONS “ZTE, as one of the global leaders, providing integrated telecommunication solutions, is working hard to promote technology innovations around the world. ZTE Ukraine Director Juan Mingxi.
18
ZTE GUARDS THE DIGITAL INTERESTS OF UKRAINE
Mr. Mingxi, your company is engaged in the development and implementation of innovative telecommunication solutions in Ukraine. How long have you been working in the Ukrainian market? ZTE entered the Ukrainian market in 2003, and currently works closely with Ukraine major telecom operators and enterprises. Generally speaking, system equipment and terminal devices produced by ZTE are widely presented in Ukraine. Among
mobile operators, we are actively working with Kyivstar and Vodafone, acting as one of the biggest suppliers in the field of wireless technologies and technologies for the core network. We also promote solutions and products for fixed networks, in this area we are working closely with Ukraine’s largest fixed broadband operator Ukrtelecom. ZTE is also ready to expand its presence in the corporate and public sectors, taking part in the implementation of Ukraine national program for the digital transformation of economy. #17, November 2019

INNOVATIONS
Digitalization of the economy is an extremely popular concept in recent years. Without exaggeration, it is one of the priority tasks both on the government level and on the corporate level. What new values and possibilities can ZTE introduce to the digital transformation of Ukraine? Today, digitalization is rapidly gaining momentum, all the countries in the world have entered the era of digital economy. IDC predicts that by 2021, at least 50% of global GDP will be generated by digital technology. Digital goods, digital services, digital management and digital ecosystem will become the basis for stable economic growth and an incentive for the ongoing innovative transformation of each economy sector. We are pleased to note that the Ukrainian government and Ukrainian telecom operators are paying much attention to this topic. As follows from Ukraine Concept for the Development of the Digital Economy and Society for 2018–2020, the complete digital transformation of all the economy sectors is considered as an extremely important task for the country. New technologies that contribute to the development of digital economy are

constantly appearing in the picture, and the key to future success is hidden in the ability to master and apply the latest technologies. Software-defined infrastructure, big data, cloud computing, artificial intelligence, Internet of things, 5G, chipsets, Smart city (including smart solutions for e-government, education, medicine, public safety, finance, etc.) and other next generation information technologies will have a profound influence on the development of the production sector in the future. And ZTE, as a provider of innovative products and solutions, is a valuable contributor in this process.
What is 5G technology and how does it influence the development of a country’s economy? As I noted above, digital economy assumes that digital knowledge and information data are key factors in production, and the efficient use of ICT technology is becoming the main driving force for economic activity. At the same time, modern information networks are getting the role of the most important intermediary. The introduction of 5G will allow communication networks to solve more complex technical problems, and therefore facilitating business tasks. Due to the possibility of organizing high-speed broadband Internet access (more than 1 gigabyte per second), services such as VR, AR and HD 8K video will be launched. Then, services requiring low latency will be distributed: autonomous driving, drones, robots, etc. In parallel, services based on massive connections and the Internet of things will be introduced. #17, November 2019

INNOVATIONS For ZTE, the development and implementation of integrated 5G end-toend solutions is a strategic development direction. The company has done a lot of work in areas such as 5G wireless base stations, core network, transport network, terminal devices, standardization, commercial testing, industry ecosystem, etc., making the company one of the industry leaders in 5G. Up to June, 2019, ZTE has obtained 35 commercial 5G contracts in major 5G markets such as Europe, Asia Pacific, MEA, etc, and has established solid cooperation on 5G with more than 60 operators worldwide. 5G is not only a new generation of mobile communications, but also the basis for the future development of the Internet of everything. With the final adoption of the 5G standard, fifth-generation communications will accelerate commercialization. Smart city, industrial Internet, inter vehicle communication, and many other application scenarios will become widespread and will be considered as a universal given. New generation mobile networks will change everything around, shape a new “smart world, they will become an important driver for the development of digital economy.
However, before the 5G standard will come to the Ukrainian market, what does ZTE offer its partners? In the carrier segment, we mainly promote equipment and solutions for 4G \ LTE and Pre5G networks in the Ukrainian market. We see Pre-5G as a current opportunity to use key

5G technologies on 4G devices: even before the operators completely switch to the fifth generation standard, customers can get a user experience comparable to 5G. ZTE has served more than 160 commercial LTE/EPC networks around the world and the accumulated global shipment share of 4G base stations accounts for about one fifth. ZTE has built over 450 commercial and test NFV networks worldwide, including Ukraine.
INNOVATIONS agencies and companies to digitally transform their activities, significantly increasing their efficiency. Such solutions meet the requirements of cybersecurity and, overall, guarantee a more effective, safe and intelligent approach to the informatization of society. In addition, ZTE promotes its terminal devices worldwide and has developed serial and diversified product portfolios for 5G terminal devices. In the first half of 2019, ÂŤZTE Axon 10 ProÂť 5G, one of the stars in the product portfolio of ZTE terminal devices, was launched in various countries.
Your company takes a leading position in information and communication technologies developments. Could you tell us more about the innovative activities of your company?
In terms of technical competitiveness of NBIoT products, the company is also among the global leaders. Another area where ZTE demonstrates mature technical competencies is ICT solutions for the public and corporate sectors. ZTE comprehensive intellectual solutions for Smart City help government
ZTE, as one of the global leaders in the supply of integrated telecommunication solutions, is making every effort to promote innovation, actively investing in 5G, the Internet of Things, chipsets, cloud computing and other advanced technologies. By June 30, 2019, ZTE had applied more than 74,000 patents with over 36,000 global patents granted and over 3,700 5G patents. For nine consecutive years, ZTE has been among the top five leaders in the number of patent applications of the World Intellectual Property Organization.

UKRAINIAN POLICY MAKERS
“I FEEL HAPPY WHEN I SEE THE PARLIAMENT ADOPTING THE GOOD LAWS, INCLUDING THOSE DUE TO MY WORK, AND ESPECIALLY WHEN IT IS DONE QUICKLY.” Iryna Vereshchuk, a member of the Ukrainian Parliament. Representative of the Cabinet of Ministers of Ukraine in the Verkhovna Rada of Ukraine. Ms. Iryna, let me welcome you to the office of the Representative of the Cabinet of Ministers of Ukraine in the Verkhovna Rada of Ukraine. What are your main responsibilities? Is it difficult to work in the Parliament since it is your first cadence? Thank you sincerely for your greetings! I am responsible for effective communication between the Government and Parliament as Representative of the Cabinet of Ministers of Ukraine in the Verkhovna Rada of Ukraine. It is important for me that government officials and Parliament members hear each other. Even they are debating among each ather, people of Ukraine must win in the end. Indeed, this is my first cadence. But I knew what I was going for. The politician’s path is my conscious choice. Above all, I enjoy this work.
Has a cooperation algorithm between Kiev and EU and NATO changed If that’s case how much? I do not believe that the algorithm of cooperation with the EU and NATO will be changed significantly. The new government will follow the Euro-Atlantic course strictly. This is confirmed by the program of the new Government. With regard to the EU, we shall strongly pursue European integration reforms and legislative alignment. With regard to cooperation with NATO in the field of security, we will continue to enhance interoperability with NATO standards. Also, I would like to emphasize the significance of political cooperation with NATO. We need to find a way and means to remove the socalled “Hungarian blockade”, to resume full cooperation in the NATO Parliamentary Assembly and the NATO-Ukraine Commission within the implementation of the Annual National Programs. Naturally, many challenges and a lot of work are expecting us on the path to the EU and NATO. But there is no other way. We have to cope.
Can we talk about a pragmatic approach to the work with Brussels? The fact is that there is no alternative to a pragmatic approach in real politics. A pragmatic path to NATO and the EU may be harder and longer than we would like to. But we will be going round in circles, if we are guided by illussions. Instead, we have every day, step by step, move
25
UKRAINIAN POLICY MAKERS in the western direction, to the EU and NATO, not as fast as we would like to, but steadily.
To what extent is the media fuss around the so-called Steinmeier Formula justified? I fully understand the splash related to the Steinmeier formula. A part of our country perceives this formula as a symbol of capitulation. It is certainly an exaggeration to equate the Steinmeier formula with capitulation. But I also see some flaws in this formula. Without going into details, I will say that I am critical of the Steinmeier formula. It seems to me that public interest to it is a little hypertrophied. But the good thing is that there is public discussion and debate, formation of the people’s position, which should serve afterwards as basis for decisions and actions of the authorities, through this media uproar.
What new European integration projects are under development at the Profile Committee of the Verkhovna Rada? I am a member of the Committee for National Security, Defence and Intelligence and
am not a member of the Profile Committee for European Integration. But to my knowledge, to the present, the new Parliament has already passed 15 European integration laws. There is also a bill in the Profile Committee that defines the principles of state policy on European integration. In addition, it is worth noting that the Government plans to open European integration offices in the regions of Ukraine, with a primary focus on the eastern and southern regions. These regional European integration offices will be involved in economic, cultural and educational projects. Regarding the parliamentary initiatives, an inter-factional parliamentary association ‘For Accelerated European Integration of Ukrainian Business’ has been created in the Parliament.
How would you describe the principal focus of our foreign policy at the modern stage? It’s black and white. Two components: strategic partnership with the U.S. and a EuroAtlantic course for NATO and the EU.
Is the Norman format effective for Ukraine? There
may be different views on effectiveness of the Norman format. Unfortunately, there are no alternatives to this format today . The Norman platform has been around for over five years, but it hasn’t actually been applied for three years. I think we should still try to get started in the Norman format. I cannot predict in advance what a meeting in the Norman format brings to us. But uncertainty on the real outcome is not a reason stop trying because we are talking about people’s lives and the fate of the country. At the same time, the Norman format does not have to be the only way. We will use other formats and platforms as well, if any appears. We have a goal to return our territories and restore peace.
Is the West tired of Ukrainian problems? This is not a question whether anyone is tired of Ukrainian problems. It happened that Ukraine turned to be at the epicentre of geopolitical events. In this respect, the West and Ukraine are in the same boat, so to
26
#17, November 2019
speak. If the West sees the political willpower to solve problems within our country, respond to challenges in an adequate manner, it will stand with us and help us. That is, ultimately, it is a matter of ourselves, our ability to head for the result gradually, step by step, but consistently.
What should be done and what instruments should be implemented for the West to consider Ukraine a large, powerful and prosperous state? To work. To work a lot. Everything will be fine, if everyone works hard in their place. I adhere to the maxim of ‘Ora et Labora’, meaning pray and work.
Could you share your achievements, both yours and the Servant of the People Party, which you can declare today? Frankly speaking, I would not talk about achievements yet. The Servant of the People Faction has demonstrated that it can act and can do it quickly for two months. This is the main thing. Many cases have been initiated. I am referring to lifting the immunity, anticorruption efforts, business deregulation, and social welfare. But a lot has not been completed yet.
It is obvious that not everybody likes a turbo mode. But we have already shown that we are different from our predecessors. We have shown to the people of Ukraine and to our fellow Members of Parliament that many important and good laws can be adopted quickly if there is political willpower. I believe that this is our key achievement. We can pass a law when the country needs it, instead of walking around and talking endlessly. One of the areas of my political activity is public explanation of the position and actions of our parliamentary faction, the Servant of the People. I will consider it one of my achievements, if our people understand what we are doing and why, through my work.
What are your short-term plans? Plans are very down to earth. Working days. Legislative work in the Council and the Committee for National Security, Defence and Intelligence. In addition, daily work on communication between the Parliament and the Government. I feel happy when I see the Parliament adopting the good laws, including those due to my work, and especially when it is done quickly. The conversation was held by Anna Avramenko #17, November 2019

INTERNATIONAL VECTOR
Sergiy Kozin, Vice-President of the International Chamber of Commerce in Ukraine (ICC Ukraine) on public-private partnership and interaction with the authorities speaks of ICC Ukraine Exchange of Investment Projects, risks for Ukrainian and foreign business in Ukraine, financial literacy of entrepreneurs, as well as protection of the rights of investors and entrepreneurs – exclusively for FD. Ukraine has a new investment platform – the Exchange of Investment Projects. What are the main goals and objectives of this project?
ICC Ukraine has been long engaged in the establishing of communication projects aimed aimed to facilitate a communication between entrepreneurs from different countries. When it comes to other countries, we should also talk about their legislative framework in business, existing platforms for business communication in these countries and, also, we should adopt the useful experience of these countries in the legislative initiatives branch and the business communication branch. Business is motivated by profit. If the entrepreneur has a task to sell goods or services abroad, what specific issues are interesting for it in this case? Logistics and profit! The International Chamber of Commerce creates opportunities for effective communication between entrepreneurs from different countries. We are interested in other countries, their business rules, taxes, the work of future counterparties, currency, security matters and risk management only when the answers are clear and when it makes sense to implement a business model. And due to the fact the Ukrainian business and economic development of the country requires investment and financial resources

for development, joining the efforts of the Ukrainian interbank currency exchange and other exchange platforms with the communication capabilities of the International Chamber of Commerce allows to attract foreign capital to participate in Ukrainian projects. This way, a joint project, namely the ICC Ukraine Exchange of Investment Projects, was created. Ukrainian entrepreneurs can submit projects that through several partner platforms can be offered to potential owners of capital in order to join the implementation of Ukrainian projects. Therefore, this project was called “exchange” and the attraction of projects and resources for their implementation is done on a competitive basis.
What the world modern business trends are adopted in Ukraine in the most active way? Digital technologies are improving the business conducting efficiency, attracting consultants for conducting business, the socalled energy intensive and other sources efficient technologies that save people’s time, space. Consulting is also a modern trend, as well as using. Using communication ideologies like Scrum and Agile. These business ideologies build team’s not vertically, but horizontally. Their team’s member is not just an employee who is selling own time for money, but a team member who is personally interested in business development and achievement of the

results. It is this ideology that is now coming to Ukraine.
How would you assess the current activity of Ukrainian entrepreneurs in international business missions? How active is international business cooperation in general? As for business missions, I would not put emphasis on the promotion of the goods at such meetings, because now there is more business communication (networking) – a person needs a person and business is conducted, in fact, by people. A foreign partner is also a person with certain values and opportunity to conduct business with a person who understands this. Therefore, the exchange of business experience and principles of communication takes place during such communications, because to buy or sell something, there are many trading platforms, in particular those supported by the state or exist by the aid of the Internet. Ukrainian business needs to get rid of this “teenage period”, and become businessmen who conduct business on the principles of justice of the recognized in the foreign trade world rules that allow each participant to have equal rights and receive profit at the same time.

Trade is a “win-win” strategy, that is, everyone has won, both the seller and the buyer have benefited. But sometimes for various reasons misunderstandings occur that can be resolved in arbitration courts.
To what extent do Ukrainian companies follow the international business rules? Any information regarding their following the sustainable rules can be obtained through the media. If the company violates something when conducting business, we see it at the level of arbitration issues or other disputes arising in the legal field of the country where our Ukrainians conduct their business. Of course, we can compare some figures regarding the confidence of foreign capital in conducting business in Ukraine. After analysing the situation in Ukraine our organization asked foreign business why it does not invest, and it turned out that the first thing that foreign investors complain of is financial institutions and the low level of conducting business in Ukraine, the low level of business culture, certain violations of the concepts of business language and business principles. However, despite everything, we see a
INTERNATIONAL VECTOR growing trend in Ukrainian business, for example, in the IT sector, where Ukrainian IT specialists sell services directly through the Internet. If we are talking about the European vector, we must understand that it is a certain culture of business paying taxes, providing legal jobs. In Poland, the taxes are not lower than ours. Belgium has the highest taxes in the European Union, you have to give more than 50% from personal income to taxes. Do these countries provide an opportunity for any enterprises, where people work off the books, to be established? No. And Ukraine provides. Moreover they can even receive salary in an envelope. Is there an opportunity for business abroad not to pay taxes? It would be destroyed then. And in Ukraine there is such an opportunity. The usage of the same ICC Ukraine Exchange of Investment Projects resources requires a financial literacy. By the way, if we raise the question of how we can develop this culture of conducting business, then this is why business missions and meetings with representatives of foreign business take place in order to exchange experience, how we conduct business and how they do it. In the early 90s and in the 2000s, such meetings were very popular in Ukraine. We welcomed foreign companies, and the Chamber of Commerce and Industry and the International Chamber of Commerce and etc. practiced this. Meetings of certain layers of entrepreneurs are held to create a networking where they share the culture of conducting business.
get into global trends as blockchain technologies accelerate and support trade. Ukraine has no such cryptocurrency exchange yet, so a foreigner can not purchase goods for cryptocurrency on the territory of Ukraine. It is impossible to calculate the tax on bitcoin in Ukraine due to uncertainty of the cost of the goods in terms of hryvnia. Therefore, making a cryptocurrency exchange is the first thing to do. The second thing I would do is to reduce the risks for business on the part of the state. We need to work for Ukraine raising in Doing Business ranking to protect the rights of investors and entrepreneurs. There are steps in this regard, but we must work to ensure that the state and the authorities do not have the opportunity to influence business. Now this influence is very noticeable. And the third thing is to develop business education to allow business to raise its level of education and financial literacy, to be able to use all the resources and financial instruments that exist in the market-securities, letters of credit and so on. This is a culture of conducting business, and business should learn from it. The moment of training can be the meetings with representatives of foreign business, which can ensure penetrating of the culture of conducting business to Ukraine, and our involvement in it. Ukraine needs qualified personnel able to work and produce the results.
To your mind Wwhat three initiatives should be implemented in Ukraine in the near future to develop the international trade and business in general? The first thing that should be developed in Ukraine is exchange platforms. To legalize the cryptocurrency exchange at the legislative level. Because international trade of the countries that have already done this is growing, cryptocurrency and digital money are already being used all over the world, Ukraine needs to become one of the players so that we could #17, November 2019

AllStars-IT Ukraine is an international Software R&D and outstaffing company that has been working in Ukraine since 2016. Solomon Amar, Founder and CEO of AllStars-IT Ukraine, Israeli AllStars-IT Group subsidiary, talked to FD about the main trends in tech industry and the company activity in Ukraine.

INTERNATIONAL VECTOR
Mr. Amar, thanks a lot For your time. How would you assess Ukrainian IT industry? In your opinion, what are the main weaknesses and advantages of this sector? – I believe that Ukraine has a big potential to become a leading IT nation and a startup nation from a short perspective like Israel did, although, in Ukraine, there is a lack of entrepreneurship. People are still afraid to start their own business because of the different risks. In Israel, entrepreneurs may have social support to overcome fails which are common in business. Furthermore, Ukrainian IT sector is developing rapidly, the government should push some state regulations and adjust them to the worldwide standards. For instance, we have some world giant customers from the U.S. that want us to provide them outstaffing services. We cannot do it due to Ukraine’s lack of export license to the United States. I talked to several officials and tried to lobby the issue. There is a willingness to hear but there is still a long way to go for the result. The government has to do everything to keep the taxes of the IT sector as low as they are now, to

promote technicalspecialtiesamong the young generation as there are job opportunities in IT these days. Ukraine is a real haven for global ITcompanies because of the huge first-class talent pool of IT developers. These people enable the elaboration of the whole range of new and interesting IT-products. Believe me, such situation is not common for most developed countries. Many of them experience lack of qualified tech people, including Israel. So, Ukrainian IT sector has amazing opportunities and huge potential, its future looks quite bright. I am not just a businessman that works here, I am a big fan of Ukraine. I wish this country to be a great and prosperous one.
What new IT products can your company offer For the Ukrainian users? – We would like to set up several new digital trendsin Ukraineand these trendsareconnected with the performance of the new level of IT- services in Ukraine. We collaborate with many international companies that require the use of digital technologies for their activity. AllStars- IT
INTERNATIONAL VECTOR Ukraine looks for the young specialists who want to join this process. I should point out that Ukraine is in need of the use of digital technologies in the main sectors of its economy, especially banking services. AllStars-IT Ukraine does its best to make this process quicker and more flexible.
Most of the leading IT companies have their values. What is the system of values and priorities for your company? Can you say that your company has been professing a certain business philosophy? – We live in a unified world, but at the same time, this world is not easy for the coexistence. What is the main impetus for the coexistence? Partnership and collaboration, of course. For us, innovation rings the first. We involve the latest technologies in our activity. We are open to collaboration; we want to teach. I would express the main philosophy of AllStars-IT Ukraine with the following words – Partnership starts with great Communication. Being a company with twenty years of experience and sophisticated in the needs of the global IT-market, the advantages of AllStars-IT Ukraine is quite clear. We do our best to carry out our clients into the center of action. Ukraine is a quite young market, and, at once, a dynamically growing market. Thus, our long-year experience means a lot under such conditions.
Do you have competitors in the Ukrainian market? If so, what is your main advantage? – As I have mentioned above, the main aim of our company is to promote innovative technologies through communication and partnership. We are helping to build bridges between companies and people. Companies need highly qualified human resources. Young and talented IT- specialists are interested in collaboration with innovative companies, and we do help them find each other. I would not say that such activity could foresee any competitors. BUSINESS IN UKRAINE Today we are talking with Natalia Korzhevska, Partner of the Zoloche Group of Companies, about the up-to-date construction technologies and the up-to-date design solutions implemented at Riviera Zoloche DeLuxe. 38
BUSINESS IN UKRAINE
House project
Riviera Zoloche De Luxe
Your company conducts many activities. At least now it can be considered to be the business empire in the best sense of the term. But how did it all begin? A company can be considered to be successful by a large number of indicators, but only one factor can distinguish it from others – the people who work for the company. When the people’s principles become the company’s principles then the business becomes attractive to the public, and therefore success will come as soon as possible. Zoloche gated community is a reflection of our values. Love for the family, love for the country, the desire to make the world a better place and sustainable diligence – we professedly stated about them at the beginning of our activity, and thus we were able to find likeminded people both among business partners and among the current residents of Zoloche.
Most successful Ukrainians want to live outside the town. This trend is relatively new in our country. How did
you manage to have a moment on this trend in time? And what allowed your GC to become a leader in the market of new builds? Living outside the town is truly a global trend. As large cities grow upwards, gather buildings in a small area, the surrounding areas become a kind of “oasis” of peace, comfort and some intimacy. Such changes were only a matter of time for Ukraine. We decided to keep it and offer our view of country comfort. We managed to achieve market leadership due to several indicators. The first is a scale. There are more than 800 houses in more than 100 hectares, and this number is increasing every year. Public areas, which are parks and public gardens, reach 10,000 square meters, and these are the highest figures among gated communities in Ukraine. #17, November 2019

The second indicator is infrastructure. At the very beginning of our work on the Zoloche project, we knew that we need to provide its residents with everything they need. Moving from the capital to the country is a big step, and one should feel that he/she will only gain by it and will not be lost any benefits. That is why a quality road topping was laid within the territory of Zoloche and on the way to the town. There are several grocery stores, the car wash, the yacht club, the helipad, an own taxi service, the Zafferano restaurant, the children’s club, the fitness centre and the wellness centre, beauty salon. Large rental area with water and land houses, mini-hotel. There is the family ambulant clinic nearby. The third indicator is the team. More than 200 people work every day to support the life of the gated community and protect its territory. That is why it is always clean, comfortable and safe anywhere on the territory of gated community. In addition, there is the Zoloche International school which is kindergarten and school, accredited by Cambridge. The special point of pride is the Zoloche RANGERS Recreation Park, which includes the restaurant lake, the swimming pool, the ropes course for children and the archery area. There is the children’s camp in the park in summer.

How would you formulate your company motto? The home is a place of strength. And we are ready to create it for your family.
What technologies do you implement in construction? We can name a few basic ones: we apply an innovative solution for the construction of the top monolithic slab of the foundation, we use eco-materials, and we use the energysaving profile of the best German and Belgian manufacturers in the making of window structures. In addition, the gated community has modern light posts by European manufacturers, and the fences were custom-tailored by architects and were made in a total look. On the whole, we immediately implement into construction all the latest technologies appearing on the market. This allows us to create the most comfortable and safe living conditions for the residents of the gated community.
What is the innovative attractiveness of your company?

First is that our gated community is located on the Dnieper banks. Access to water creates additional opportunities not only in terms of the look of the houses, but also, for example, entertainment.

Second is that it is the most developed infrastructure that allows Zoloche residents to have everything they need at their fingertips. Generally speaking all – modern houses, well place for public transport, well-developed infrastructure, safety, maximum of nature and light – differentiate our gated community from others.
What are your plans for the near future? What new projects are you going to surprise us with? Our team is working every day to improve the results which were already achieved and to achieve new ones. We are now implementing the most ambitious project which is the Riviera Zoloche DeLuxe. This is a new quarter where we use the latest construction technologies and state-of-the-art design solutions. It differs from previous quarters by flat roofed houses with a Swedish slab foundation with quality high-tech insulation. Also, a new site is under construction, and it will have a large supermarket, restaurant, animal clinic, large rental area and other places where you can have fun and have a good time.

The dental services market in Ukraine is quite competitive. What is the secret of your clinic’s success?
From the very beginning, our plans included creation of a clinic with both surgury profile and general dentistry services. My field of professional activity for over thirty years has been the maxillofacial surgery and dental implantation. Together with our clinical team, we have been successful in operations and also specializing in more complex cases. This niche of clinical services in the Ukrainian market is almost not filled, and highly demanding, due to the lack of strictly narrow specialists with successful experience in this field. At Professor Vesova’s Clinic, we have implemented the entire cycle of dental services, starting from diagnostics (including computed tomography), surgery, treatment of canals under the microscope and up to the therapeutic treatment and aesthetic cosmetic rehabilitation services.
How was your medical institution founded? The idea of clinic foundation existed for a long time, but it was realized just several years ago. It was not easy for me to take this step because we wanted to create a successful professional project that would involve the best known specialists with high success rates of medical procedures. I personally evaluate the work of each doctor, I monitor every process of our patients treatment. Today, our team has the best maxillofacial surgeons, dentists, pediatric therapists, endodontists, orthodontists and prosthetists. Our team has also been forced up by the young talented professionals that speak several foreign languages and do not have the obstacles and constraints to receive the most up-to-date information in the professional field. Among them, my former students and those who have been trained at overseas clinics. They correctly and accurately, perform the endodontic work using the latest Zeiss equipment. That is one of the most promising areas in modern dentistry that helps to preserve teeth and prevent removal. The difficult but necessary stage in the development of the clinic was the formation of a team of administrators and personal coordinators, and we had to make considerable efforts to train our actual team to work in accordance with our high standards of patient care.

What are the main features that differ your clinic from the other similar institutions in Ukraine and Kyiv? We find individual solutions for each patient, using complex unique authoring techniques that, unlike the practice of other clinics, helps to avoid tooth extraction, we never apply unnecessary, unjustified surgical interventions. Our methods are minimally invasive and low-traumatic and contributing to the rapid restoration of the operated areas. Thanks to the gentle methods of intervention, our patients almost do not lose their ability to work, so they do not fall out of active working mode. We were the first to provide rehabilitation for patients after surgery and dental diseases (neurological symptoms, deforming skin scars and mucous membranes, for example, injuries, including the road accidents traumas). Patients should not be left alone with their problems without medical support. Our principle of work - if we do, we do it with the completely successful result. Now, our colleagues at other partner affiliate clinics are reaching out to us for the rehabilitation of their patients and that is a proof of great professional confidence. The most important thing for the patients is a correct diagnosis that allows them to prescribe adequate and optimal treatment, not to waste time and not to deteriorate their health status. With all of our patients, we have maintained warm and friendly relationship for many years and we are becoming family doctors, as well. We maintain professional relationships with many related specialists, we implement a multidisciplinary approach to the examination and treatment of patients, because there is no autonomous dental disease, as a rule, there is a systematic approach to the patient and illness. An important area of our activity is the prevention of the occurrence of dental pathologies and that is why we practice a multidisciplinary approach.
Are there any medical services that can be provided only at your clinic? Yes, we carry out a sparing type of surgery, we do not make, traditional in surgery, cuts of mucous tissue, we use patchy plastic surgery that almost does not leave the scar, and allow to avoid, unfortunately, such a common consequence in surgery as the necrosis. We also specialize in the treatment of salivary glands and inflammation of the trigeminal nerve, solving neurological problems.
“THE MOST IMPORTANT THING FOR THE PATIENTS IS A CORRECT DIAGNOSIS THAT ALLOWS THEM TO PRESCRIBE ADEQUATE AND OPTIMAL TREATMENT, NOT TO WASTE TIME AND NOT TO DETERIORATE THEIR HEALTH STATUS.” The Center for Dental Surgery and Dentistry of Professor Vesova is a unique innovative clinic founded by a dental surgeon, doctor of medical sciences, Professor Olena Vesova.
HEALTH How do you assess the overall state of dental surgery in Ukraine?
Unlike other clinics, we consider a problem in the complex, all modern treatments and diagnostics are used as preparatory steps before complex surgery to preserve and repair bone and soft tissue. We do many complicated operations that are not performed at the same level by other institutions. I was one of the first implantologists in Ukraine to begin installing implants by Nobel Biocare that differ from others ones due to the high technology, the highest degree of reliability and durability, as well as survivability. We were one of the first clinics in Ukraine that had mastered surgical periodontology. In our clinic we have assembled an excellent team of orthodontists, they are the unique specialists that develop sophisticated orthodontic models of molds of the jaws, evaluate and reconstruct the history of tooth movement to its present natural state, they model the parameters and make a forecast how, taking into account the natural correction, to avoid the unsuccessful actions and return to the previous state, without removing of the bone system. Thus, we achieve the best results. To get a perfect result is the main goal of every member of the physician team. Their work must be impeccable and that is our top priority.

I would note the rather rapid growth in demand for the services of professional implantologists and periodontal surgeons. I would divide patients into groups, one of which seeks to obtain the highest quality services and they agree to carry out all the preparatory stages of treatment in order to achieve the successful implantation with a guaranteed long-term result. At the same time, another group of patients agrees to receive services from non-profile specialists without use of proper preparatory steps. We are constantly approached by patients after unsuccessful operations. We give our helping hands for them to eliminate severe postoperative complications. We make a significant contribution to the development of this medical field, together with my daughter, also maxillofacial surgeon Anna Krivosheyeva, we had been teaching for many years at the Department of maxillofacial surgery, we have been providing doctors with postgraduate education and in addition – a valuable opportunity to practice at our clinic. The path to real professionalism is the complex and long-standing one, but it is our future and the future of Ukrainian medicine.
Can the introduction of insurance medicine become a certain lifeline for the domestic health care system or would it only worsen the overall situation? I believe that the introduction of health insurance can become a breath of fresh air in the functioning of the health care system. The population will finally be able to get an access to the quality services in private and public health facilities. This will facilitate the
HEALTH two- way rapid development of the medical business and it will also enable the public hospitals to obtain sufficient funding to provide facilities and equipment. Insurance medicine, finally, may in some ways lead to improved quality of service, thanks to the supervision of medical professionals by insurance companies, although this is unfortunately likely to have an impact on the cost of the insurance itself. The transition to insurance medicine, in any case, should be done in stages, taking into account the level of average income of the population.
What exactly is the individual approach to each patient in your clinic? Our approach is complex. Usually the patient comes to the consultation of the therapist, who may issue a referral for surgery, or to other specialists. But the surgical problem requires attention and the development of plan of treatment by a surgeon. I would compare this to home renovation and decoration: in one case, you, on the basis of your vision, purchase repair materials and furniture and hire the workers. Otherwise: you seek the services of an experienced designer who inspects your home, makes calculations, assesses the condition of the home as a whole, develops an appropriate plan, outlines in detail the design of the future interior, taking into account your features, habits, and preferences, selects colors, shape of furniture, decoration of walls. When finished, you get a perfect interior, with all the details in place, and all the little things elaborated, and you do not have to seek and buy additional items that are also difficult to fit into the finished interior. The surgeon develops a plan of surgical intervention, based on the task. At the medical council, we listen to the opinion of every specialist involved in our professional team. We modify and approve the final plan of preparatory work. What does this mean for the patient? Qualitatively and sparingly performed surgery, the absence of significant scar deformities on the mucosa, due to the use of the author’s plastic methods, twice easier and faster recovery period. In the case of dental implantation – after quality preparatory work – the implant is set quickly and, successfully, guaranteed for an unlimited period of time. Thus, we save the most precious for our patients – the time they can devote to relatives, to work or other pleasant and important things in their lives,
and not to spend it on constant corrections of poor quality work. In order to give patients a sense of calm, we provide each patient with a personal coordinator.
What qualifications should medical doctor meet to work for you? How do you recruit? What are the main criteria for medical professionals? I invite all members of the professional team personally. Our staff is time-tested and patient-friendly professionals that we have worked with for many years. And this is not an exaggeration – they are all the masters of their craft. I can give recommendations for them, I can entrust them my patients, being one hundred percent sure of final result. Each of them has high qualification, great experience and impeccable reputation. I also evaluate young professionals by the results of their work, check how knowledgeable they are in their field, whether they are ready or willing to work in a team, how they treat patients: whether they are attentive and caring about them.
Do you plan to expand the range of health care services? Yes, we recently opened a new area for our clinic. This is the post-operative aesthetic cosmetic rehabilitation. After reconstructive surgeries, complex dental surgeries, there is often a need for aesthetic corrections. We are realizing this opportunity in our clinic. We constantly keep our fingers on the pulse of modern technologies and innovations, we take an active part in prominent international congresses, scientific and practical conferences. We share experience with our European colleagues. We use all the most effective and progressive technological directions in maxillofacial surgery, dental surgery in our daily work.
Do you plan to set up a network of healthcare facilities? Professor Vesova’s Clinic is a unique innovative company with an individual approach to each patient. Today, we have elaborated a centralized brand that embodies high professionalism, intellectual decisions and quality. In any case, the idea of expansion will take time to form units with the best specialists, but we are the optimists. The conversation was held by Anna Avramenko #17, November 2019

STYLISH UKRAINE
The beauty of Ukrainian women fascinates males all over the world. We have got it in our genes. We are beautiful, kind, intelligent, and hardworking. It is not possible to list all our merits. In general, a woman is a caregiver, a mother, a beloved one and most often an idol. An idol for a man and for her children. How not to lose natural beauty and youth, and how to maintain beauty over the years – today we are talking with YanaBurkalo the Head of E-Cosmetology Beauty Center.
So, Yana, what should be done to be always beautiful and young? Our lifestyle does not always presuppose following the rules of healthy eating, making sports, monitoring appearance, etc. A woman, especially a businesswoman, is constantly working, occupying leading positions in companies, and she has not got a lot of
spare time. Of course, all this has the after effects on our appearance, our mood and our confidence. We live in the 21st century, surrounded by the advanced technologies being developed every day. Of course, such advanced technologies are available in the cosmetology segment. They allow us to take good care of ourselves, our appearance and natural beauty without harming it and spending a great deal of time. Therefore, I advise you to consult a cosmetologist constantly to receive not just professional advice, but a certain range of services. But my main piece of advice is to choose a professional beautician who will work for you on individual basis. His or her key task is to examine your skin thoroughly, to look after your hair and body, and only then plan the procedures or advise a home care complex. The earlier you start visiting a cosmetologist, the more likely you are to preserve your natural beauty for long without harming your skin, body or health.
Tell us about your first steps at the cosmetological business? When we started we had a small center and 5 people team and now we can say that we have already transformed into a center where not only care procedures are provided, but also hair care services, apparatus cosmetology, ultrasonic cosmetology, injection cosmetology are available as well. We also added an e-fitness service.

We never stop at what we have achieved, we are always developing, improving our skills, working with Israeli clinics and we are sharing our experience with colleagues from Israel and France. We participate in international beauty exhibitions. We are trying to be the first to innovate in the cosmetic sphere.
What are the main features of the E-Cosmetology Center? Our key feature is the professionalism. We employ experienced staff that adhere to the same principle: “Individual approach for each client”. This is what has helped us to become a customer friendly center and remain the one for many years. The second feature is our loyalty program. Special offers and loyalty programs are available for both new and regular customers. We have prepared a loyalty system for everyone who visited our beauty center for the first time. For example, after diagnosis, the first procedure is performed at a discount of 85% – this small bonus gives us the opportunity to show the clients how we value thier choice and how we do care about their physical and emotional comfort. Our other feature is our ongoing collaboration with Israel and global brands such as: Hikari, Abramski, Techno Beauty. We work with the unique Israeli Techno Beauty equipment and we use only high quality Israeli Hikari and Abramski cosmetics for professional and home care. This is something you won’t find in any beauty center. Israel is a country that is always one step ahead of the rest of the world and Israel is the first country to introduce the latest developments in the field of medicine and beauty. One year ago, we were among the first to bring unique Israeli
Techno Beauty laser devices and to launch this service exclusively in Ukraine. Techno Beauty laser machines are in the leading position in the world and we use them in our center to provide the following services: • Fractional RF Lifting, that solves age related problems, removes deep wrinkles, pops, stretches and scars. We remove skin flaccidity without injection method. • Carbon laser peeling with the help of neodymium laser and carbon nanogel cleans and narrows pores, exfoliates the horny layer of skin, improves complexion, activates skin regeneration, has a selfregulating effect. • Laser removal of tattoos and scars – Neodymium laser affects the pigment, due to this an image on the skin becomes pale, and after a few sessions completely disappears, without the formation of scars or blemish. Our next feature is the comprehensive approach to solve any problem. Before appointing procedures, our specialists carry out hardware diagnostics of the skin of the face, head and body. Based on our findings, the most effective course of treatment and home care are selected, and we can track progress and achieve our goals in the shortly possible time. Diagnosis is performed at
48

regular intervals to see what changes have occurred and how to adjust the selected set of procedures. Keeping our “hand on the pulse” we can achieve our goals in the shortest possible time. We want all ECosmetology customers to immerse themselves in an atmosphere of care and professionalism and be pleased with the results for years to come.
How would you describe the business philosophy of your center? Our philosophy is, of course, beauty, love and care! Our main rule is to preserve your natural beauty and health. Our center works exclusively with Israel’s advanced technology. This makes it possible to preserve clients’ beauty and youth. After all, when innovative technologies and preparations developed by Nobel laureates are added to the services, one must be very lazy or short- sighted to ignore it!
When the consultation of the cosmetologist should be the urgent one? The enrolling for a cosmetology consultation is recommended for everyone, especially as prevention. It is advisable to visit a specialist at least annually up to 25 years and at least twice a year after. Contrary to a popular myth, no competent cosmetologist
STYLISH UKRAINE
will appoint a consultation more often than it is objectively required by the patient.
What are your plans for the nearest future?
Prevention is always safer and more effective than cure. It has been proven that it is easier to prevent the disease than to fight it. This also applies to face care. If you visit the cosmetologist properly and regularly, you will not need complicated and expensive procedures to regain youth and good looks.
Our incredible project will be started soon. It is our school for cosmetologists. For a long period of time we were asked, “Why don’t you open a school for cosmetologists?” And what did we do? We have long been preparing to invest our knowledge, our practice and our experience, all our inspiration, to share with those who need it. So, the one who has desire to learn, should follow our news.
Thanks to preventive visits to the cosmetologist you keep health and youth of the skin, and when problems occur, the specialist detects them at the earliest stages, when they can be eliminated easily and without consequences. “We will teach you to manage your age!” Is our slogan. A modern woman of any age can choose herself what age to look.
Your advice to our readers My advice to all readers is to live and enjoy every day. Don’t lose your beauty and take care of it. The conversation was held by Anna Avramenko

— In order to show the professionalism of these people, this year we decided to start the experiment. Therefore, the theatrical performance was created in real-time. And these children playing at the stage discovered their abilities and showed us how creative, open and sincere they are. – says Vitaliy Lyubota, the head of the project Social and Cultural Event “Destined for Happiness”. — The theatrical performance “Awakening of Emotions” impressed me with its immensity and unique emotional component. Such projects are the most effective integration of this group of people and children into society, since such inclusion shows the equality of this category of people and children with ordinary people. – emphasized Anna Avramenko, co-organizer of the event and editor-in-chief of Fashion of Diplomacy Magazine. People with disabilities are an integral part of any society and their isolation from that society is their the most severe problem. As a result, these people lose their self-esteem and self-sufficiency. And their involvment in the cultural and artistic life of society overcomes the stereotype of perception of a person with disability through his or her skills and not through social status.
