EDITOR’S WORD: Autumn is always the time for achievements and new ideas.

There are many things ahead, many new projects and new interesting meetings with outstanding and remarkable people.

This autumn, the “Fashion of Diplomacy”, within the framework of the UKRAINE UNITES program, initiated and hosted the monthly international business meetings. Their format had been devoted to live communication between domestic business and foreign diplomats. Through these meetings, the Ukrainian business got the opportunity to receive the real tools for cooperation with the most powerful and the most dynamic economies of the modern world.

This autumn was further marked by the upgrading of the monthly meetings of the international women’s club “Lady International Club” that unites wives of the ambassadors and socially active women of Ukraine in order to popularize Ukraine on the international stage.

However, the main focus of this year’s autumn was made on charity. The team of the “Fashion of Diplomacy” joined the organization of the social-artistic action “Doomed to be Happy” that was attended by children with special needs.

I am happy to have been able to join such a noble cause!

HISTORICAL BACKGROUND

THE CENTRAL POSITIONS IN UKRAINE’S ELECTRICAL INDUSTRY BELONGED TO THE GERMAN CAPITAL In the 1870’s – 80’s Germany was the most important money market for the placement of Russian state funds and loans of Russian railway companies.

Until the beginning of the twentieth century, the railway loans were placed mainly in Germany. The well-known words of the Russian politician of those periods S. Witte that “Russian railways are built for the money of German housewives” date back exactly to this epoch.

German bankers have repeatedly rescued the Russian monarchy government during the acute economic crisis, the war and the revolution of 1900–1907. The loans had prepared the basis for the direct introduction of investment capital into the economy of the empire.

The beginning of the penetration of German industrial investment capital into Ukraine was witnessed through the last decade of the nineteenth century – in the 1890’s. According to statistics at the beginning of the twentieth century, the German joint-stock companies ranked fourth in number of enterprises (after Belgium, France and the United Kingdom) and third in terms of the amount of the invested capital (after France and Belgium).

German companies provided their activity mostly at the electrical and gas industries, at metalworking and machine building, at mining and smelting, at the chemical industry and at coal mining. In the amount of money deposits among the joint-stock companies the first place belonged to the electric and gas enterprises with 10 592 thousand rubles, the second one – to coal companies with 6 002 thousand rubles, and the third one – to metal processing and mechanical engineering companies with 4 337 thousand rubles.

In Katerynoslav province (Donbas and Dnipro Region), by the German statute, the JSC Russian Mining Industry (1898, Berlin) and the JSC Russian Steel Industry (1900, Berlin) used to operate. The share capital of the companies, respectively, constituted 2 million marks and 11 million marks (1913). These were large enterprises, employing up to 1,000 workers.

The characteristic feature of the German societies that had been created in the empire was the following one – they were the branches of the large German industrial firms or subsidiaries. Some of them were created in 1897

by Katerynoslav Tube and Ironworks Pavlo Lange and Co., (branch of the company in Cologne on the Rhine) and “Katerynoslav Machine-Building ATD” (Duisburg-on-Rhine). The board of the Pavlo Lange plant was located at the plant in the village of Manuilivka, in Novomoskovsk district

HISTORICAL НАЗВА BACKGROUND РУБРИКИ of Katerynoslav province, but its chairman, Louis Gagen, and its members resided abroad. There were 935 employees and a dining room, a library and a hospital were organaized for them.

Katerynoslav Machine-Building Plant was built on the left bank of the Dnipro, in the village of Amur. The Board of JSC was located in Katerynoslav. Wilhelm Teodorovich Keetman, its director was probably the son of Theodore Keetman, the founder of the corporation in Duisburg. Shares of the company in amount of 500 rubles used to be quoted at the Warsaw Stock Exchange in 1898 and their cost was from 525 to 615 rubles. (Now this plant is named as PJSC Dnipropetrovsk Rolling Mill).

German capital mostly acted in the Russian, Belgian and French JSC at the mining and metallurgy industries that worked in Ukraine – at the South Russian Dnipro and Russian-Belgian Metallurgical Societies, at the Nikopol – Mariupol Mining and Industrial, and at the Kramatorsk Metallurgical Societies.

German firms and their affiliates in the empire – “Siemens-Halsky”, “Shukkert and Co”, “Union”, “Helios” that owned electrical plants, and supportive electrical equipment for tram and lighting companies in Ukraine.

The permanent clients of the companies were the large metallurgical and machine-building enterprises of Ukraine, including the Hartmann machine-building plant, Donetsk-Yurievsky metallurgical plant, and others. The equipment had been supplied for electric stations and cranes manufactured at German electrical engineering plants and their subsidiaries in Russia.

The German Empire (Germany and Prussia) ranked first in the number of foreign citizens in the Southeastern region of Ukraine – in the Azov Sea Region, in the Dnipro Region and in the Donbas and constituted 10,202 people.

German industrialist and financier Gustav Hartmann founded the “Russian Society of Hartmann Machine-Building Plant” in 1896 with a share capital of 4 million rubles that later grew up to 9 million. At the Hartmann Plant in Luhansk, there were 3,120 employees. The plant was a major land owner, creating a large industrial town with production and service spaces. In the twentieth century it was known as the Luhansk Diesel Locomotive Plant. In the city there is a monument to the founder of the plant – to Gustav Gartman.

Basing upon scientific and technical discoveries in the industrial production and in the use of electricity, Germany, by the end of the nineteenth century, produced more electrical equipment than England and France together.

Therefore there is no wonder that from the very beginning of the emergence and formation of the electrical industry and electric transport, the decisive positions in these branches belonged to German capital in the Russian Empire. The German electric companies were the famous

BEFORE RELEASE Extraordinary and Plenipotentiary Ambassador of Canada in Ukraine, Mr. Roman Vashchuk, has informed the FD about military cooperation between Canada and Ukraine, about the Ukrainian culture that is perceived in Canada and how Ukraine can impress the foreign diplomats.

“UKRAINE HAS SOMETHING TO SURPRISE THE WORLD WITH. YOU JUST HAVE TO WORK – SYSTEMATICALLY AND PERSISTENTLY”.

Free trade zone between our countries has already been established. In March 2018, the Canadian government issued a statement saying that the visa-free regime with Ukraine was not on time.

When the times for a visa-free regime between our states will come.

– The time for introducing of the visa-free regime between the countries comes depending on a number of circumstances and on the particular economic, political or immigration pressure that these countries have. For example, the visa regime with neighbouring countries of Ukraine, namely Bulgaria and Romania, was canceled in December last year. These countries have been in the European Union for some time, but they are not part of the Schengen zone – however, we have canceled visas for the citizens of these countries. In the process of establishing of the visa-free regime there should not be and cannot be any automatism or any successive skillful program with an infinite number of different requirements. Rather, we have been talking about the proper conclusions of our experts that have to conclude that the overwhelming majority of citizens of a given country who get visas to Canada are honest citizens, businessmen that are eager to cooperate with us or tourists that want to see places of interest in our country – but not potential illegal migrants. The visa-free regime between Ukraine and the countries of the European Union is certainly perceived as a positive factor for us; we continue to monitor the situation of those Ukrainian citizens that visit Canada and, depending on the results of this monitoring, a decision will be made to establish a visa-free regime with your country.

The Canadian Embassy pays significant attention to the observance of human rights in Ukraine. How far is the situation with respect to these rights meet the global standards?

– Ukraine has suffered through the Revolution of Dignity. The consequences of this Revolution foresee not only the expectations, but also certain obligations from the part of the Ukrainian state to ensure the rights of minorities.

For example, the rights of certain religious communities, such as the rights of the Jewish community, are respected at the proper level.

This community has been actively developing and can spread its activities. Unfortunately, in recent months we have seen a dangerous tendency – I mean the attacks on the settlements of the Gypsy people. Extremist groups that commit such attacks use not only national but also social factors to justify their violent actions.

We would like to see a very clear position of the state regarding similar manifestations of violence – on the one hand, we would like to see that the state solves the social problems of the Gypsy minority, and on the other hand, we would also like to witness that the state does not allow extremist groups to pursue their political career by violence. Also, we observe that the activity of the LGBT community has revived in Ukraine. This year, Kyiv-Pride was more numerous than last year – but we also see that the activity of the LGBT community is fraught with misunderstanding and the aggression of a certain part of the Ukrainians. As a result, we do not expect Ukraine to be rapidly transformed into another country, but we want to ensure that the space for freedom and security for minorities is secured. Ukraine and Canada provide active cooperation in the sphere of security. Which of the new security projects and new activities has been planned this year?

– We have been extending our cooperation with Ukraine in the military sphere annually. We have been making the geography of this collaboration wider. The largest number of Canadian military personnel in Ukraine is located in the territory of the Lviv region, on the Yavoryv landfill. But there are another 10 locations where Canadian troops are present. In particular, in Odessa, Canadian militaries teach at the military academy. They create new training programs for cadets. We believe that it is time to move from joint military exercises to the development of joint military-strategic directions.

We also elaborate with the inclusion of Canadians into Ukrainian defensive and security structures. For example, the commandant of one of the military colleges in Lviv is Canadian. During this year’s military exercises, the entire Canadian platoon was subordinated to the Ukrainian battalion. This was the first time that Canadian troops were under the Ukrainian command. So we are trying to maintain an appropriate level and to strengthen our militarysecurity cooperation. I would add that the Commander of the Canadian Armed Forces, General Vinnyk noted that this summer during military exercises in the province of Albert, the Canadian military used for the first time the experience of the Armed Forces of Ukraine that had been obtained in the East of Ukraine.

Ukraine has been facing not only the military but the informational aggression either. One of the most dangerous projects of the Russian Federation that is directed against our state is the construction of the “North Stream” gas pipeline.

What is Canada’s official position regarding this project?

– We have not elaborated our detailed position regarding this yet. Of course, we are not enthusiastic about any measures that would diminish the energetic or national security

Definitely, we will formulate our position towards the construction of the Russian gas pipeline mentioned by you, but taking into account the particular irritation of issues related to energy security, we have to take into account a number of factors, both economic and political, in shaping of such position. At least, we have not said our final word.

How intensive is the student exchange between our countries?

– Last year, 2800 Ukrainian students studied in Canada. Canadians of Ukrainian origins that are interested in learning the culture and history of their historical motherland, study in Ukraine as well, but their number is not so big. We may say not about thousands and not even about hundreds, but about dozens of students. The point here is not only in the format of training, but also, in the visa policy of the Ukrainian state. I can tell the case about ten Canadian girls and boys that have expressed their desire to study Ukrainian dances in Ukraine. For 10 months, we have tried, by involving different state institutions of your country in cooperation, to work out for these young people the visa status that would allow them to fulfill their dream. Therefore, we would very much like the Ukrainian state to make adjustments to its visa policy, providing more favourable conditions for those foreigners (including Canadians) who have a desire to study, to run business or to work in Ukraine.

Canada has one of the most numerous Ukrainian diasporas in the world. Is there interest to Ukraine and to Ukrainian culture in Canadian society (and among Canadians of non-Ukrainian origin)?

– Certain elements of Ukrainian culture, in particular dances have already been considered as the regional features of the Canadian West.

Thus, the inhabitants of the province of Quebec who are of French descent are identified, first of all, not with France, but with the province where they live. So then the same can be referred to the Ukrainians in the provinces of Alberta and Manitoba. They are precisely identified with these provinces. For example, during an election campaign in Alberta, local politicians conducted this campaign by placing their photos in the press on which they were depicted in the Ukrainian national uniforms. And amidst them were not only people of Ukrainian descent. In many provinces, Ukrainian dance ensembles are the main form of cultural activity of the Ukrainian community, and

again, not only those Canadians with Ukrainian roots belong to these ensembles. In particular, the most famous of these ensembles, “Shumka” from Edmonton, made a joint artistic program with representatives of indigenous people.

It was an excellent symbiosis of indigenous Canadian dances and Ukrainian dances. The joint artistic program was a very important part of the humanitarian agenda of the Canadian Government with regard to indigenous peoples that had been marginalized for a long time.

Do you visit Ukrainian resorts when you have time of vacations?

– Last summer, I visited Poltava region together with my children. We were near Dykanka, there was built a stylized Ukrainian farm for tourists. They are treated with delicious Ukrainian dishes. Several times I visited Bukovel.

I often come to Lviv. There are many events that are organized by our Embassy, in particular, the Ukrainian–Canadian Investment Forum. One of our projects in Lviv is the IT-park that has been opened in May this year. Also, I visited Odessa, but not for the leisure. The aim of my visit was the Canadian Military Medical Mission in Odessa that has been working at a local military hospital.

Last autumn I was fortunate enough to visit the wonderful unique reserve “Askanya Nova” that, in fact, requires much more advertising.

Can we say that Ukraine, in general, does not use its tourist potential?

– Ukraine, in general, is a country of unused potential and, in particular, in tourism. Here is just one example. The Khmelnitsky region is a true treasury of historical monuments that could become a significant tourist asset. But so far little is known about this place. I was also lucky enough to visit Kozelets, a small town in Chernihiv, in which there is a magnificent cathedral and there are many attractions associated with the Razumovsky family, but it does not have a modern tourist infrastructure.

Ukraine needs a lot of work to make its historic pearls easier to be got and more comfortable for foreigners. Travelling around Chernihiv region, together with the ambassadors of the G-7 states, I saw with my own eyes that many of my colleagues discovered Chernihiv and, in fact, Chernihiv is a very historic and very interesting city. Ukraine has something to surprise the world with. You just have to work – systematically and persistently.

Ole Terje Horpsetad, Extraordinary and Plenipotentiary Ambassador of Norway to Ukraine informs the FD magazine about the main aspects of the bilateral Ukrainian-Norwegian relations‌

“Norway strongly supports Ukraine’s sovereignty and territorial integrity within internationally recognized borders and we maintain our restrictive measures against the Russian Federation.”

Be so kind to inform us about the start of the bilateral cooperation between our states? As we know UkrainianNorwegian connections started before Ukraine proclaimed its independence but the official history of these relations started in 1991.

– The trade ties and personal relations between our countries were already well developed in historical times through the close contact between Kyivska Rus and the Viking Kings. The most famous result was the marriage between the founder of Oslo King Harald Hard Ruler – who in modern terms was the Minister of Defense of Prince Yaroslav the Wise – and the Prince’s daughter, princess Yelysaveta in 1043 – she then became Queen Ellisiv of Norway. So we have common historical relations. Our ambition must be to strengthen them further in our own time.

In modern times, the relations between Norway and Ukraine have developed a lot since Ukraine regained its independence in 1991.

Norway recognized Ukraine as a sovereign state on 24 December 1991. Diplomatic relations were established on 5 February 1992, and Norway opened an Embassy in Kyiv in August 1992.

We are now 7 diplomats and 11 local staff, and the Embassy is relatively big for Norwegian standards. This reflects the wide scope of cooperation which has developed, especially since the Revolution of Dignity.

What can you define as priorities in the Ukrainian – Norwegian political cooperation?

– Norway supports Ukraine’s political goals of European and Euro-Atlantic integration, and the reforms aimed at achieving these goals, and we remain a committed partner and friend of Ukraine. Our support program focuses on three main areas: energy/energy efficiency, good governance/rule of law, economy and trade. It is important that Ukraine keeps up the momentum of reforms, especially in the judicial area and the anticorruption reforms. We can assist and support, but the main job must be done by the Ukrainians themselves.

Norway strongly supports Ukraine’s sovereignty and territorial integrity within internationally recognized borders, and we maintain our restrictive measures against the Russian Federation.

What can be offered to the Norwegian business in Ukraine? For example, the question of the energetic sovereignty is rather tough for Ukraine and your country is known as the one of the key gas-suppliers of Europe.

– Ukraine is an important market with great potential for trade and investments. Our mutual trade is now increasing rapidly, by 79 % in 2016 – 17. Around 85 % of Norwegian exports is fish and seafood, so that is by far the most important #13, November 2018

commodity in our trade. However, I see a growing interest of Norwegian business in another fields especially in renewable energy production like solar panels, windmills and small hydropower stations. Ukraine imported Norwegian gas in 2014–2015, on commercial terms. Another important area is the IT-business, where about 5000 Ukrainians are employed in Norwegian owned companies.

How would you assess the humanitarian cooperation between our states?

– Norway finances a number of humanitarian projects in Eastern Ukraine, especially to help internally displaced persons and communities suffering from the conflict in Donbas. Among our main partners are the Norwegian Refugee Council, the International Committee of the Red Cross, the UNCR, Save the Children Program and

How would you assess the Norwegian investment into Ukrainian economy?

– We have Norwegian investments in Ukraine, but the potential has not yet been fully exploited. As I mentioned, several investors are seriously looking at investment projects in Ukraine, and I am confident that we will have some positive news soon. Of course, it is crucial that Ukraine continues to improve the investment climate in order to attract more foreign investments which will stimulate growth of the Ukrainian economy.

Your country collaborates with the EU but does not join it. What is the reason for this trend in the foreign policy of your country?

BEFORE RELEASE – The Norwegians twice rejected membership in the EU through referendums in 1972 and 1994. Both referendums, but in particular the one in 1994 expressed a strong wish to keep our sovereignty and find means to cooperate with the EU without being a full-fledged member. Our relations are regulated by the Agreement of the European Economic Area, which gives Norwegian business access to the Single Market. Over 80 % of our exports go to the EUcountries. We are also part of the Schengen zone, so the Ukrainians with biometric passports enjoy visa freedom also to our country. Norway is definitely European and well integrated with our partners in the EU, even not as a member.

What do you think about the development of the tourism between our countries?

– With the visa freedom more Ukrainians travel to Norway, by car or by plane. In the summer, it is quite popular to go fishing, hiking in the mountains or visit the magnificent fiords in Western and Northern Norway.

More Norwegians come to Ukraine, too, to visit Kyiv, Odessa,

Lviv and other interesting places. Unfortunately, we do not yet have direct flights between Norway and Ukraine. I hope we will have that as soon as possible, and it would certainly boost tourism in both directions.

Which were your first impressions of Ukraine and its people?

– Very positive ones. The Ukrainians are generally very friendly and hospitable, and I am warmly welcomed wherever I go in Ukraine.

There is always a very positive attitude towards Norway.

Do you travel a lot around Ukraine?

– Yes, I travel quite frequently, and I have visited most parts of Ukraine. It is always interesting to meet people and local authorities outside the capital, and it gives a broader perspective on the

developments in the country.

What do you like most of all in our country?

– I like the varied nature of Ukraine, from the mountains in the West, the sea in the South and the plains in the Centre. There are a lot of interesting historical sites. And I like the people.

Now Ukraine is suffering through the hard times. What would you like to wish the readers of our magazine?

– First and foremost we should be able to get a peaceful solution to the conflict with Russia as soon as possible. The Ukrainians have made a clear choice: to cooperate and integrate with Europe and I hope and believe that this ambition will be successful. Both Ukraine and Norway belong to the European family.

Recently, we have created the International Ukrainian–Italian Association “СоfnindustriaUcraina” in Ukraine that has already included 6 leading Italian companies. In October of this year we will realize the presentation of this Association. Turkish Airlines, the airline flying to more countries than any other airline, hosted the Turkish Airlines Corporate Club Conference on 17–18 September in Istanbul, in partnership with the Global Business Travel Association (GBTA).

The conference is an annual international event where industry leaders come together and discuss the future of business travelling. This year’s event was attended by 900 participants from 71 countries, including Ukraine, across the widest international flight network that Turkish Airlines operates. The theme of 2018’s conference is “Building for the Future”, featuring Chairman of the Board and the Executive Committee of Turkish Airlines, M. This year’s theme resonates on three levels – for Turkey as a country, Turkish Airlines as a global flag carrier and for the travel industry. To set just one example in this regard, the Istanbul New Airport – a state-of-the-art facility, which will open on 29 October, 2018, will be the largest airport in the world by 2023. What is a modern city? Why do not cities grow as fast as in the Soviet times? What role do universities and science institutions play in the formation of modern cities? We are talking about this, exclusively for the FD, to Alla Pleshkanovska, Director of the Urban Institute, Doctor of Technical Sciences, Professor, Corresponding Member of the Ukrainian Academy of Architecture.

EDUCATION IN UKRAINE Ukraine is considered to be an agrarian country, which is based mainly on the rustic infrastructure. Do not you think that this image is obsolete and that the time has come to talk about Ukraine as a “country of cities”?

– I would not like to touch upon questions beyond the boundaries of education and urban planning, but in recent years there has been some tendency to suggest such an opinion. It is aimed at consolidating the image of a purely agrarian state for Ukraine, which is not true. At least, during the last century, the main directions of our state development were connected with industrial production, and it was concentrated in cities. Of course, now, in the period of postindustrial development of society, cities in the most developed countries are associated not only with production, but with science and education. But, answering your question, I can assert that, yes – Ukraine is a “country of cities”.

What had become the main impetus for the establishment of the Urban Institute? What are the main problems of the modern Ukrainian city?

– The Urban Institute was established in 1991 as a research insights unit of the Ukrainian Urbanists Union. Its activities were and are aimed at introducing new urban design ideas and experimental design in the practice of domestic urban development. The scientists of the institute cooperated with foreign specialists and were pioneers in the development of many new domestic projects, in particular, the Local City Planning Principles of Poltava (1995) and Kyiv (1998), the Concepts of Sustainable Development of Ukrainian Cities (2002), projects on renovation of the outdated housing stock (2007), studying the problems of the global cities and the place of Kyiv among them (2009).

Today our research is focused on the problems of the development of post-industrial cities and the formation of a comfortable city on a new basis. A well-known term SMART-city, from my point of view, is treated somewhat

incorrectly in our country – as a city full of electronics. And the modern city, first and foremost, is a city being formed basing on innovative technologies, science and education, and it needs new approaches. The scientificresearch core and universities should be the central core of such a city in order to replace the once powerful industrial enterprises. A person must have full priority in urban space.

How, in terms of modern urbanism, has the capital of our state been developing in recent years?

– Modern Urban Studies are characterized by an effort to ensure a high level of comfort of the urban environment, provided that balanced use of urban development resources is ensured.

However, such a balance is extremely difficult to achieve. This is possible only by finding compromise solutions between different participants in this process. But the compromise, unfortunately, is accompanied by dissatisfaction with the eventual result, since the interests of different parties are often contradictory. In addition, the requirements of complying with specific rules have a differently vectored direction, which requires compromise solutions. The search for such compromise solutions is the most difficult task of urban planning.

EDUCATION IN UKRAINE How important is the lack of a city development site plan for Kyiv?

– Who told you there is no site plan? There is. It has just gone out of date. It was adopted in 2002 on the understanding that by 2020 the population of Kyiv will be about two and a half million people. But today, according to official figures, its population is approaching three, and in fact even up to three and a half million people. This site plan came from the old Soviet postulate that most residential areas can be taken outside the city. Thus Troieshchyna residential complex was built in Kyiv. The village was demolished and a city in the city was actually built. Now the construction of new Troieshchyna is impossible, because all the land around Kyiv is already distributed.

In addition, the stretching of the city in space is extremely ineffective. The city must be compact. And compactness is determined by the reduction of travel time in relation to the city’s area. First of all, the focus of the development of Kyiv should be to optimize the use of existing territories and improve its street network along with the development of high-speed kinds of transport. And this already requires the development of a new site plan of Kyiv on a new modern basis.

At the Department of the Kyiv National University of Civil Engineering and Architecture (KNUCA), where you are teaching, there is a new specialization. Tell us more about it, please.

– The higher educational institution in which we are with you now, has always trained very highly qualified specialists. At the same time, the main emphasis during their preparation was not only on the purely practical aspect of their activities, but also on the thorough theoretical training related to the main directions in the development of urban planning.

This year we are opening enrolling for a new specialization, entitled “Real Estate Development”. What is “Real Estate Development”?

It is design, it is investment, it is financial management, it is a city development, that is, city planning. Also, this specialization involves careful study of the legislative field and a less thorough familiarization with the block of those social issues that arise in a modern city.

In our time, every big investment or construction company has in its composition not only designers and builders, but also those who develop the process of realization of development projects themselves. This work is carried out either by architects, engineers, or ordinary managers, that is, narrow specialists.

At the same time, this kind of activity involves knowledge in various fields. It is because of this that we start preparing at a new speciality.

This will be the first enrolling. We mean master’s training.

Training of specialists of this kind, in my opinion, should be carried out during senior years, because it requires a comprehensive approach to solving the problems of the development of a modern city. Actually, after obtaining the bachelor’s degree. After four years of education, the student has to decide what he would like to do.

Therefore, architects, city planners, and lawyers can study this specialization. This is a fairly wide range of specialists. For example, if a lawyer who understands the matters of economic law or mortgage-related issues very well is trained for this specialization, he will have a clearer idea of the problems of urban planning or the organization of the construction process. An architect, in turn, will receive more knowledge related to the legal aspects of construction. Therefore, we hope that broad specialists and, above all, in cityplanning, will work in Ukraine. These are the people who are called “project managers”. That is, these are the people who do not project by themselves, but see the very perspective of the already designed. I hope that we will be able to prepare specialists of this profile.

BUSINESS IN UKRAINE

The legal system of our state has been passing through the process of radical reformation. In particular, the rules of legal support for business transactions have been changing. Significant innovations are observed in the tax system. Maksym Lavrynovych, Managing Partner of “Lavrynovych & Partners” Law Firm has informed the FD about the main trends and directions of this reform.

When the “Law Firm Lavrynovych & Partners” was set up?

– Law Firm «Lavrynovych & Partners» was founded in 2004. The main legal partnership consists of Arthur Andersen law firms employees (from 2002 – Ernst & Young) as well as of “Shevchenko, Ditkovsky & Partners”. We began to work with that base of clients that had possessed the partners of this newly established law firm.

Then, every satisfied client used to activate new clients for us. Nowadays, the company unites more than 50 professionals in Ukraine and Austria. Clients of “Lavrynovych & Partners” are the multinational corporations and financial and industrial groups of Ukraine, banks, mobile communication operators and agro-industrial enterprises.

What can you say about such activity as tax aspects of tax optimization by using a foreign residence or obtaining citizenship of other countries?

Do you provide legal support for such optimization?

– Tax practice, including international, is one of our main areas of activity. We offer our clients advice in all types of the international structuring, both in personal and in corporate taxation. In recent years, among the leaders in optimizing taxation is a scheme that provides the possibility for the citizens of Ukraine to get the citizenship of Cyprus. In accordance with the

legislature, the new Cyprus citizens are exempt from taxation of income earned outside of Cyprus.

In order to take advantage of this opportunity, citizens of Ukraine that have a Cypriot nationality need to live in Cyprus for at least 60 days a year, while not living in any other country for more than 183 days and not being a tax resident of another country. There are also additional m i n o r requirements related to anchoring in Cyprus – this could be, for example, working at a Cypriot company and obtaining a minimum wage.

Cyprus is a good option for jurisdictional tax optimization, but not for every business. Before final choice of foreign tax jurisdiction, the goals of the company and the specifics of #13, November 2018

your business should be analyzed. For the citizens that have gained certain money in Ukraine in the past 5–10–20 years, using offshore structures, this scheme is going to be the ideal one. Citizens of Cyprus have the opportunity to pay dividends or to receive income from the profits that their companies had received in the past. Nowadays, the keeping of the funds on the accounts of offshore companies has been becoming more and more difficult deal. The banks themselves ask clients to close the accounts of such companies.

One can say that there is a war with the offshore worldwide and new rules on disclosure and publicity of tax payments are being adopted. For those who are accustomed to such structures, the worst thing is that banks do not open their

accounts any more, and also ask them to close the existing ones, if such an offshore company cannot confirm its substance (the presence of a company, the presence of an actual office and employees, goods and services that they provide and sell). In connection with this, assets should be withdrawn and transferred, for example, to the companies in EU with moderate tax burden or companies of other jurisdictions with a tax burden of not less than 10% of the income tax.

Our clients most often choose the option of transferring funds to the accounts of the final beneficiaries-individuals. In the future, it could enable to invest in the newly created companies under more attractive and reliable jurisdictions.

In which aspects of commercial law, in addition to the aspects of tax optimization, do you provide your activity?

– The firm provides a wide range of legal support services and shapes its specialization according to the client’s sphere of activity. Key practices include dispute resolution, investment support, banking and finance, corporate law and M & A, antitrust and competition law, bankruptcy and debt restructuring, international arbitration and much more.

How do you assess the legal basis in the Ukrainian legislation aimed at protecting of the foreign investment? What is the main disadvantage, and what is the advantage?

How can this part of Ukrainian legislation be reformed in order to improve the investment inflows?

– The legal basis in Ukraine is quite good. Particularly important in the context of foreign investment is the existence of bilateral treaties and conventions that deal with the protection of foreign investments.

Due to this, according to the results of litigation, those investments that had been lost then can be returned to a foreign investor. That is why Ukrainian entrepreneurs tend to create international structures for their own business, by opening a holding in the EU and by transferring of the ownership of their assets to a newly formed holding. If entrepreneurs have the opportunity thus they invest the money, they try to invest in Ukraine from abroad just to get a guarantee of investment protection. Problems that may arise with foreign investors that enter Ukraine are due to noncompliance with the law and due to corrupted officials.

They may face different types of fraud, raider scheme that in one or another way are aimed at depriving of property rights and to the requisition of property. In Ukraine, these things are fought with. Almost every day, legislation strengthens the protection of property rights, sanctions for arbitrariness against the rights and freedoms of individuals are becoming more severe.

The key issue is that both the authorities and citizens, including foreigners should honestly comply with the legislation, and the case of violation could be punished in accordance with the law.

Do you deal with the issues related to the restitution of Ukrainian property in the occupied territories?

– No, we are not dealing with issues related to the occupied territories. Our clients are international companies, foreign and Ukrainian individuals and, of course, domestic businesses that does not face such issues.

The exacerbation of the military conflict in the Donbas, misunderstandings with its western neighbours, the construction of the North Stream and the Kerch Bridge – these are the challenges faced by our state. Could we stand these challenges?

Deputy of the Minister of Foreign Affairs of Ukraine Vasyl Bodnar in an exclusive interview has revealed for the FD some secrets of Ukraine’s informational and diplomatic confrontation with its enemies.

The President of Ukraine has been repeatedly defining the foreign policy during the war time as the “second front”. Do you agree with this statement?

– Of course, I agree. First of all, we must pay tribute to those guys who are at the front. There is the first line of defense there. We, like many other citizens of Ukraine, do our best to make their fight easier for them. Simply saying, our second diplomatic front helps the first front, the military one. Many efforts are being made to ensure that our international partners understand the real situation in the east of our country – not pro-Russian media massages.

The vertical of power that includes the Presidential Administration of Ukraine, the Ministry of Foreign Affairs and the Ministry of Defense has been working effectively and coherently. We clearly understand our goals, we have tasks and we know the way to cope with them.

What can you define as the greatest achievement of the Ukrainian diplomacy during the recent years?

– First of all, it comes about the preservation of international solidarity with Ukraine. If we recall Russia’s aggression against Georgia in 2008, then the West, in fact, would not notice it. The fact is that the issue of the UkrainianRussian war in the Donbas and the Crimean occupation continues to be in the focus of the international community and is an unquestionable achievement of our foreign policy service. We do not let the world relax, because we constantly point out how cruel the Russian aggression is against us. In fact, thanks to the efforts of the Ministry of Foreign Affairs, the world began to look at modern Ukraine in a different way, and on the other hand, it has been constantly understanding the aggressive nature of Russia. Today’s geopolitical changes in the global scale are taking place due to our efforts as well. Let us be frank – I do not want to exaggerate the role of the Ministry of Foreign Affairs of Ukraine excessively, but the constant emphasis on the need to adhere to the norms of international law, the constant emphasis on the fact that we will not surrender, also belong to the successes of the Ukrainian diplomatic department.

You had visited Transcarpathia in February this year and had meetings with the representatives of the local Hungarian community. Why did you, as a representative of the foreign policy department, meet with Ukrainian citizens? Is the situation in Transcarpathia so complicated?

– The situation in Transcarpathia is mostly stable and normal. The representatives of the Hungarian community exist under the conditions that were created for them during the years of independence. They live in harmony – both with local authorities, with the Ukrainian majority, and with other minorities of Transcarpathia. There are no such acute problems as some media say here in Kyiv about. There is neither separatism nor attempts to split Ukraine.

At the same time, there are attempts to disassociate the situation from the outside and provocations have become more frequent. As for the linguistic issue, systemic changes in education have been taking place in Ukraine and therefore the question arises – why the system of education for Transcarpathian Hungarians is transformed? But the rules are changed not only for the Hungarians, but also for the Poles, the Romanians and for the representatives of other national minorities. These changes are aimed at the approval of the state Ukrainian language and to the preservation of national languages either. At the time when I was visiting Transcarpathia, there was the OSCE High Commissioner for National Minorities and I had a meeting with him.

In addition, the consultations with the Hungarian community were planned in Uzhgorod. Also, taking advantage of the opportunity, I met the People’s Deputy of Ukraine Mr. V. Brenzovych, the head of the Hungarian Society who during our meeting did not put forward any political demands.

The Transcarpathian Hungarians have a different requirement – they would like to have school textbooks and educational programs in Hungarian, they have fears that they will be deprived of their ability to study in their native language. These fears must be refuted. Therefore, it is very good that the Ministry of Foreign Affairs communicates and meets with citizens of Ukraine that have certain special

UKRAINIAN DIPLOMATICS views. Such meetings help to form a position in the negotiations with the Hungarians. As you know, during the June meeting of the Minister of Education and Science of Ukraine Liliya Hrynevych and the representatives of the Hungarian community, the first ladies of Ukraine and Hungary met, there were fruitful negotiations between the four ministers (foreign affairs and education from both sides). We are going through a good negotiation and surely we will gradually come up with a solution that will satisfy both parties and remove the tension that was created around the law on education.

The tension in the relations between Kyiv and Warsaw has been subsided. If this is not a state secret, then tell us how our diplomats have succeeded in that?

– We must always be ready for the calm negotiating with the Polish side. Meaning the problems that concerned historical memory, I would like to believe that the peak of tension has already passed. At least, now, we can see the constructive approach from the Polish side – so, we are taking counter-steps from ours. In early June 2018, a conversation was held between Vice Prime Ministers P. Rozenko and P. Glynsky that discussed urgent issues of practical interstate cooperation. Also, at the moment we have been working to enable the invitation of the delegation of Polish experts to Ukraine to discuss the restoration of our monuments in Poland and the exhumation of the remains of people buried in Ukraine. We must defend our own position, while not politicizing the issue of historical memory. Consequently, the positive side in our relations with Poland in recent months has increased significantly.

Do you believe that the conflict in the Donbas can be resolved exclusively by political tools? What is your confidence based on?

– If you do not have a strong army, then no diplomacy will help. Just remind of the Budapest memorandum story. On the other hand, we have no right to spend thousands of lives of our citizens. Political methods should play a leading role. The Donbas problem is needed to be resolved through the implementation of an international peacekeeping mission. The Minsk agreements, as we all have the opportunity to observe, do not work because of Russia’s reluctance to abandon its aggressive policy. We see the Kremlin’s targeted policy of preserving of the controlled burning phase of the conflict.

Moscow does not want a reconcilement. After all, if the issue is resolved in the Donbas, then the question of the Crimea, the resolution of conflicts on Russian participation in South Ossetia, Abkhazia and Transnistria will inevitably arise. Russia is not in a need of this.

Do you think that Russia could be convinced in the need of the peacekeeping mission in Donbas?

– We have to do it. At least, we have an understanding of our international partners about this conviction. This is expressed, first of all, in the steady preservation of sanctions against Russia. Even in spite of some contradictions between the G7 countries, they all demonstrate their support for Ukraine and not least in the sanction issue.

The construction of the Kerch Bridge and the Northern Gas Pipeline by the Russian Federation is detrimental for our national interests. Which measures are being proposed by the Foreign Ministry of Ukraine? Can we count on US assistance in these issues?

– We already have this assistance. The United States actively supports not only Ukraine but also other countries that counteract the construction of the North Stream. Of course, this cannot but cause certain turbulence in Europe. As for us both the North Stream and the Kerch Bridge are elements of the continuation of aggression against us. Therefore, Ukraine has already filed claims for violation of maritime law. Both legal mechanisms and a political dialogue are applied.

We will not fold our hands.

Do you believe in the victory of Ukraine?

– Of course. First of all, we proved the possibility of resistance. In 2013, it would be unlikely that someone had believed that we would have been able to resist such powerful aggression. But since 2014, we have opposed to the military, information, financial power of the Russian Federation. We are fighting. We have not stopped fighting and we will not do it. We have a clear identification of the enemy, we have the means that we can use and which we use. We have accumulated experience of struggle, there is support of the international community, and there is faith in our own right. All this makes it impossible to return to the situation that had existed before 2014.

UKRAINIAN POLICY MAKERS

FIRST VICE-PRIME MINISTER OF UKRAINE, MINISTER OF ECONOMIC DEVELOPMENT AND TRADE OF UKRAINE STEPAN KUBIV TALKS TO THE FD CORRESPONDENTS ABOUT THE DETAILS OF THE DEVELOPMENT OF THE NATIONAL ECONOMY, ABOUT THE RESULTS OF THE ESTABLISHMENT OF FREE TRADE ZONES (FTZ) WITH THE LEADING ECONOMIES OF THE WORLD AND ABOUT THE CONSEQUENCES OF HIS VISIT TO INDIA. How would you assess the establishing of the FTZ (free trade zone) with the most powerful global economies? As we know, the Government defined this process as one of its priorities...

– With Canada, such an agreement has already been concluded.

Canada applies a global system of tariff quotas for all countries. Thanks to the free trade agreement, Ukrainian agricultural products within the quota limits will receive better access (at zero duty) than other countries that do not have preferences (at zero duty) immediately after the agreement enters into the force. In addition, according to the analysis conducted by the WTO, the volume of global quotas for individual products (dry wheat, wheat, barley, beef and veal, ice cream, margarine, dry oil) has not been fully exhausted. Therefore, Ukrainian manufacturers can use the opportunities provided by this agreement.

Negotiations for the conclusion of a free trade agreement with Israel are defined by the Government Action Program for 2016. At the moment, we have discussed and worked out the main provisions, in fact, the draft agreement, the negotiators have considered the mutual possibilities of liberalizing trade of agricultural and industrial goods. We have the report on the outcome of the talks in which we have recorded key agreements between Ukraine and Israel. The immediate task is to consult with businesses community and the associations to outline clearly their interest and areas of cooperation.

How could you comment our trade relations with the key partner – with the EU? – As an economist and mathematician I will answer in the language of numbers. Almost 30 thousand certificates EUR.1 (certificates for registration of export of goods from Ukraine according to the EU standards – FD.) have already been issued. 86 enterprises have the status of authorized exporter that enables them to export to the EU without the need for a certificate. Ukrainian manufacturers have been using the preferences in the framework of trade between Ukraine and the EU and the exports continue beyond the tariff quotas. 9 tariff quotas have been completely used for the agricultural products; the quota for poultry meat has been completed traditionally, the tariff quota for butter and milk paste is used by 46%, for dry milk – by 30%. In general, it should be noted that exports to the EU have already increased by 7%, especially food products (by 68%).

UKRAINIAN POLICY MAKERS What, in your opinion, can be defined as the undisputed victories of the actual Ukrainian government?

– The first victory is about infrastructure and road construction. Thanks to the decentralization decision, the local budgets were able to be engaged in the construction of quality highways. Visiting the regions, I became convinced: local authorities are well aware of the tremendous influence of high-quality roads on local development and attraction of investors in all sectors. So, we have been actively working in this direction too. Secondly, I support the Ukrainian industry. We simply have to restore the industrial greatness of Ukraine, which is still renowned for its aviation industry, heavy car manufacturing and infrastructure, and most importantly – for its specialists in the field of innovation and high technologies that are capable of implementing the most complicated engineering solutions, including projects for the digital economy.

Are you satisfied with the results of your visit to India? After all, for many years the Ukrainian-Indian cooperation was frozen...

– India now has impressive economic achievements, and therefore becomes an extremely promising partner for our cooperation.

This country is the first in the world in terms of GDP growth, which in the near future may exceed $ 3 billion. That means that India will have more opportunities for foreign investment. Therefore, we have offered colleagues from Delhi some joint projects in the spheres of energy, infrastructure, and regional construction. In addition to the investments partnership, India is attracting the scale of its consumer market that may soon become the largest in the world. The Indian market will require a large number of goods and services in various areas: I mean not only food and beverages, but also industrial products, machines, machinery, equipment for industry and transport, and much more. This opportunity should be used with mutual benefit for our countries. I note that India loves our agricultural products, most of all – the oil. We will continue to increase the supply and expand the range of Ukrainian products. Despite the short deadlines, the Foreign Ministry has prepared a very good program of visit. It has turned out to be rich and balanced; it is a great success of the Embassy of Ukraine in India. During my visit to India, I was honoured on behalf of the President of Ukraine,

Petro Poroshenko, to renew the invitation for the President of India to visit Ukraine this year. In the Ministry of Economic Development, we must prepare the effective meeting of the UkrainianIndian intergovernmental commission, as I have mentioned before.

How would you assess the actual state of the Ukrainian economy? When will the desirable breakthrough make our economy truly innovative?

– The lack of a strategy and distinct priorities for the development of innovation has destroyed the Ukrainian system of scientific research, focused on further implementation in production and industry. We have developed a series of systemic solutions, but we need Parliament’s support. First of all, it is necessary to give the Ministry of Economic Development the authority to build up the innovation policy for the real sector of the economy as well as to make changes in the law on innovation activity.

It is necessary to streamline rather complicated legislative regulation of innovations for a business-oriented policy to support the demand for innovation of large and small business, startups, and to form a single vision for the formation and implementation of state policy in the field of innovation activity in Ukraine.

Which global markets are the most promising ones for Ukraine?

– It is necessary to expand the networks of the marketing on the regular basis and gradually in all directions. We are currently active in the markets of the Middle East, Africa, Latin America and some countries in the AsiaPacific region. They are the most promising for the sale of Ukrainian products in the agroindustrial complex, mechanical engineering and metallurgy. At its meeting on August 8, the government approved a document that would allow Ukraine to join the Regional Convention on pan-Euro-Mediterranean preferential rules of origin. This in the long run will open for Ukraine more favourable conditions for the export of goods and increase the presence of Ukrainian products in the markets of the EU member states, the EFTA, Montenegro, Serbia, Morocco, Algeria, Tunisia, Egypt, Israel, Jordan, Turkey, Faroe Islands, Albania, Macedonia and Moldova.

Moreover, according to the results of the visit to Indonesia as part of a delegation headed by President Poroshenko, we also agreed to initiate bilateral consultations with the Indonesian side on trade and economic cooperation.

“UKRAINIAN CULTURE AND UKRAINIAN ART ARE IN DEMAND AND OF INTEREST IN MANY COUNTRIES OF EUROPE AND NORTH AMERICA.” Your husband and you had visited a lot of countries.

Which of them have you remembered the best? And why?

– The first country in which I had to be with my husband abroad was the United States of America. We arrived in New York in the late 70’s – during the Soviet times. You can imagine what shock it was for us and how many new impressions we received. And later, I visited Canada, Belgium, the Netherlands, Luxembourg and the United Kingdom, where my husband worked as Extraordinary and Plenipotentiary Ambassador of Ukraine. I can note that there is a difference between continental Europe and the British Isles. Both Brussels and London are wonderful cities, but they are not at all alike. Each of these cities, their charm, their special atmosphere can be talked about for a very long time. But as for me, nevertheless, the most and most remarkably remembered is New York – like the first love...

For quite a long time you have lived in the UK and Belgium. What is the difference between Royal protocol in the UK and in Belgium?

– The Royal Protocol in Belgium is younger and more democratic comparing to the British one, which has centuries-old traditions and history. Also, in Belgium it is much easier to get to the royal palace. In the summer, it is generally opened for tourists. The British royal court has rather complicated diplomatic protocol that deals with the communication of foreign diplomats with Her Majesty. At the Buckingham Palace, the residence of British monarchs, at the end of the year the diplomatic reception for the heads of diplomatic missions is realizied. All the ambassadors are gathered in the halls. Queen Elizabeth enters the hall and congratulates every ambassador and his wife personally.

Ambassadors and their wives are allowed to talk with Her Majesty. In Belgium, the ceremony is quite different: the King and the Queen stand in the hall, and the Ambassadors come to them and congratulate them in turn. In the UK there is a special position – the marshal of the royal court. His duties include the preparation of foreign ambassadors to meet the Queen and this preparation is very careful. At the initiative of the Ambassador of Ukraine and with the assistance of the marshal of the royal court of Elizabeth II during the ceremony of giving credentials had received a gift from the Ambassador of Ukraine – a wooden pysanka decorated with her coronation portrait. The following day, the

Did you take part in the cultural events that Ukrainian embassies realizied?

– Of course. I especially would like to mention the Days of Ukraine in London, which took place in October, 2013. The organizers of this large-scale event were representatives of Ukrainian business circles. I must emphasize that, without the assistance of the Ukrainian Embassy in the UK, it was simply impossible to hold this event aimed at promoting of our country and our culture in the UK at such high level. Also, every year on the occasion of the Independence Day of Ukraine we held not only a solemn reception at the embassy, but also concerts and art exhibitions.

I had to go to the Buckingham Palace, and during the ceremony of giving credentials and during the annual receptions, and it was very pleasant that the Queen paid attention to us, constantly asking what was happening in Ukraine.

Wives of the Ambassadors are known to be engaged in cultural diplomacy and charity by attending women’s clubs. Did you take part in the work of such clubs and how are their sessions held?

– There are several such association clubs in London, they all combine female diplomats and ambassadors’ wives. What’s true is that the sessions take place not only in clubs, but in London it is customary to be invited at home. The program of the sessions included mostly artistic events and fashion shows. In Canada, there is also a similar club. At one of his meetings, which took place in the territory of the US Embassy, the wives of ambassadors were taught Indian

For example, in the “European House” in London, we had an exhibition of works by the Ukrainian artist Matvii Weisberg entitled “The Wall” that was devoted to the tragic events of EuroMaidan. At the Trenton College of Cambridge University, with the assistance of our Embassy in the UK, a meeting between the famous Ukrainian writer Andriy Kurkov and the teachers and students of this institution was held. I can say that Ukrainian art and Ukrainian culture are in demand and cause lively interest in the countries of Europe and North America.

Of course, interest in Ukraine has increased and intensified after the events of 2014 and unfortunately due to sad circumstances.

How would you define such a concept as “cultural diplomacy”?

– Cultural diplomacy is an exchange of arts between the countries. This is a very multilevel, complex and productive process that has been developing nowadays very actively and powerfully in our country. Culture and art are able to construct the bridges between peoples and states, to give impetus to economic cooperation and, even, to prevent conflicts. I would define cultural diplomacy as an elegant tandem of politics and fine arts, such as the exchange of

LADY INTERNATIONAL СLUB ideas, values and beliefs. The main purpose of this tandem is to seek out mutual understanding between people.

Be so kind and inform us about the Ukrainian female elite club Lady International Club that restarts its activity after the break, since you had been the vice-president of this club?

– In 2007, when the idea to create a similar club appeared, this was somewhat unusual for our country and attracted a lot of interest.

The organizers of the club were the wives of the Ambassadors, first of all – Irina Reznyk. She is the president of the club and I was a vicepresident, as you have mentioned. Immediately,

our club gained great popularity. It was popular mainly among the wives of foreign ambassadors accredited in Ukraine. Also, the womenambassadors attended the club. At that time there were two of them in Ukraine, the Ambassador of Israel and the Ambassador of Argentine. In addition to the female ambassadors and the wives of the ambassadors, the wives of ministers of foreign affairs of Ukraine came to us, in particular the wife of Anatoly Zlenko, the First Minister of Foreign Affairs of the independent Ukraine. We are happy to meet interesting people, first of all the representatives of art community. Despite the official character of our club, the majority of the sessions were informal and indisputable ones.

Which charitable projects were realizied by the club?

– We took care of an orphanage in the Chernobyl zone. In particular, we arranged a trip to the cinema for the children of this orphanage, since none of them had ever been to the cinema. We bought clothes and sweets for them. In addition, our club helped the artistic galleries, arranging exhibitions there and inviting influential people that are interested in art.

Which activities and charitable projects do you plan to implement in the renovated Lady International Club?

– At the moment there are many new and interesting people in the club, of course there are many new and interesting plans. The club’s program, sessions and charitable activities are still under development. But for example, I can point out that we are considering a new direction for charity – assistance to the Ukrainian militaries. I am referring to the assistance to those who have suffered during the fighting in the East of Ukraine.

For humanitarian assistance to these people, we plan to involve representatives of foreign embassies and big business.

Also, one should not forget that the club is a platform for informal communication of representatives of the diplomatic corps. In addition, women--ambassadors in Ukraine now work much more than in 2007. The main goal of the club was, is and will be the popularization of Ukraine.

— In addition to the official part, our meetings include a cultural and entertainment program consisting of presentations of the Ukrainian artists, sculptors, designers, leading business structures and performances by well-known Ukrainian artists. OVERALL RESULTS On October 10th 2018, at the premises of the international exhibition center “Ukrainian House”, with the assistance of the Ukrainian Cultural Foundation, a social and artistic action “Doomed to Be Happy” was held on the occasion of the World Day of Mental Health.

Children and youth with disabilities came to take part in it from all over Ukraine.

The main purpose of the social and artistic action was the discovery and disclosure of the creative potential of children and young people with the peculiarities of psychophysical and intellectual development, as well as popularization of the original art of this category of people and their integration into society.

OVERALL RESULTS — I want to say frankly, I am very happy that the project ”Doomed to be Happy“ received enormous support from independent experts who were involved in the selection of the winners of the Ukrainian Cultural Foundation competition in 2018. This suggests that the creation of an inclusive society in Ukraine is one of the main directions and requirements of the modern time.

We must not forget that every person is important because of his or her internal potential, and not to external manifestations – said Mrs. Poroshenko.

The event was organized by the civil organization “The Union of mothers of children and adults with disabilities due to intellectual and physical violations of Kyiv ”Sunny Ray“ and the international diplomatic magazine the “Fashion of Diplomacy“.

The editor-in-chief of the international diplomatic magazine “Fashion of Diplomacy”, Anna Avramenko, while summarizing emphasized the international significance of this event:

— ...Similar actions testify that Ukraine is, in fact, a European country, because the human attitude towards the children with special needs is one of the signs of genuine European spirit. These children, like nobody else, are in a need of our attention, respect and support.

The Art Director of the International Integration Festival “Solar Wave”, Curator of the project “Doomed to Be Happy”, Chief Director of the dramatized action “Beyond the Limits”, Vitaliy Liubota emphasized in his speech:

— The main philosophy of the project is not the search for disability, but to underline the strengths of the

children and young people with disabilities through the creative self-realization. We are talking about the art of possibilities, and not about the art of limitations.

Such actions give us the

opportunity to demonstrate clearly that a person with special features is worthy of perceiving them not by the status (the person with a disability), which the society has given them, but for what they are capable of. And their creativity is capable of calling out sincere emotions, it provokes our tears or laughs... and it’s amazing and inspiring.

The social and artistic action “Doomed to be Happy” lasted from 10:00 a.m. to 07:00 p.m. During all the day at the Ukrainian House, the children were entertained by: master classes for playing drums, making souvenirs and dolls, paintings in sand and face art, bubble

show, dancing interactive programs with animators, screenings of documentary films about children and youth with special needs and much more.

The action ended with the theatrical performance “Beyond the Limits” with the participation of 5 creative groups, in which the children and the youth with disabilities took part.

Mrs. Maryna Poroshenko awarded all participants of the socially-artistic action “Doomed to Be Happy” with Diplomas and Acknowledgments while stressing that:

— ...Integration of the children with special needs is a matter of the whole society. These children should feel the warmth of our hearts...

The President of the International Diplomatic Council in Ukraine Viktoriia Lisnycha joined the awarding ceremony, handing over to all children and young people with special features the valuable presents.

— I am very pleased that I have the opportunity to join such actions. Our hearts should always be open to all the children of Ukraine, – said Ms. Lisnycha.

The event was also attended by: Roman Pilipenko – the Head of Division for the Development of Services for Persons with Disabilities, Yuri Demydiuk – the Head of the expert group of the Inclusive and Outof-School Education Directorate of the Ministry of Education and Science of Ukraine; Natalia Kholodenko – a Ukrainian psychologist and TV presenter; Oksana Zaitseva – the leading Ukrainian psychologist and psychotherapist.

The social and artistic action “Doomed to be Happy” is a part of the international theatrical festival “Solar Wave” that was launched in 2001 in Kyiv and due to this promotion, the festival restores its activity on the annual basis.

On the 10th of September 2018 at the Taurida National University named after V.I. Vernadsky the First UkrainianArab Conference on Higher Education was held.

His Highness Prince of the Kingdom of Saudi Arabia, Faisal Bin Sultan Bin Nasser Al Saud, the diplomats from Arab countries, the representatives of profile ministries and departments, the representatives of the non-governmental organizations and of the scientific and business community attended the conference.

The Rector of the Taurida National University V.P. Kazarin and Prince Faisal Bin Sultan Bin Nasser Al Saud appealed to the participants of the conference, emphasising the need to build a solid bridge of friendship, mutual understanding and cooperation between Ukraine and the Arab world.

In their speeches, the participants of the conference mentioned not only the topic of Ukrainian-Arab scientific cooperation, but also the need for interaction with leading Muslim and Arab countries in another areas.

The representative of the President of Ukraine in the Autonomous Republic of Crimea, B. V. Babin spoke about the oppression of Muslims in the occupied by the Russian Federation Crimean peninsula, emphasizing that the international campaign of protection of Crimean Muslims in addition to Turkey can be joined by Saudi Arabia either.

The Rector of the Taurida National University named after V. I. Vernadsky, V. P. Kazarin, compared Ukraine with a mediator between Europe and Islamic and Arab countries, emphasizing that the Taurida National University has already established a faculty of Oriental studies that will train specialists in the eastern

languages, economies and cultures, the strong need of which our country is feeling in the course of the latest geopolitical changes in Eurasia.

The President of the Ukrainian-Arab Business Council, Sheikh Emad Abu-Alrub, drew the attention to the fact that the great potential of economic cooperation between Ukraine and the Arab states was not utilized completely and expressed the belief that the training of specialists in international economic relations would revitalize and substantially strengthen this direction of our cooperation.

According to the results of the work of the First Ukrainian-Arab Conference between the Taurida National University named after V. I. Vernadsky and the Prince of Saudi Arabia, the Memorandum that provides for the creation of a joint fund to finance Arabic and Islamic studies in our country, had been signed.

THE THERMAL SOURCES AND THE FISH DOCTORS – TURKEY CAN TAKE YOUR BREATH AWAY

On September 28th, 2018, the Third International Conference on Medical Tourism and Turkish Thermal Sources was held under the patronage of the Turkish Province Sivas administration and under the auspices of the Turkish Healthcare Tourism Council (THTC).

The ancient city of Sivas and the province of the same name, whose capital it is, is known in Turkey by its thermal springs, waters of which have special medicinal properties and can be used as excellent medicines against skin and nervous diseases.

To transform Turkey into a global destination and turn Sivas and its surroundings into a worldclass health resort – this ambitious goal was put forward by the provincial government and THNC, inviting the medical doctors, healthcare and media representatives from more than 25 countries to a conference this year.

The conference participants had an opportunity not only to get acquainted with modern and comfortable hotels built in close proximity to the sources of thermal waters, but also to feel, plunging into them, all the positive therapeutic effect of these sources.

The special interest and special delight of the participants of the conference was caused by a visit to the city of Kangal, in the basins of which they are planting therapeutic fish – they succumb to the human body and after such a procedure a person experiences a significant improvement in their physical and psychological condition.

Extremely effective these unusual fish-doctors are in the treatment of such a severe disease as the psoriasis. It was specially mentioned by representatives of the local university during the conference, speaking about the prospects of healthcare tourism in this region of Turkey.

Separately, the rich historical heritage of the province of Sivas, which for centuries was a harbor for many peoples and cultures, can take the breath away of even the most sophisticated tourist.

The positive dynamics of the development of medical tourism in the province of Sivas and the diversity of its cultural and historical monuments lead to the situation that soon friendly Turkey will be associated by the Ukrainian tourists not only with Istanbul and Antalya.
