This year witnesses the centenary of diplomatic relations between our countries. Which memory events are planned by your embassy due to this occasion?

– This is a very important date and its celebration has already been discussed at the highest political level. In January, during the visit of the Speaker of the Parliament of Georgia at the meeting with the President of Ukraine Mr. Poroshenko, the issue was also raised. Thus, this jubilee date will be celebrated in both our countries at the level of governments and parliaments. There will be special protocol events, cultural and scientific events. The Centenary of the establishment of diplomatic relations will be celebrated on the fourth of July. Last year we celebrated the 25th anniversary of the resumption of diplomatic relations between our countries. Also, this year we celebrate the centenary of the founding of the first Democratic Republic of Georgia, and I must note that all these glorious anniversaries have been celebrated, are celebrated and will be celebrated at an adequate level in Georgia and Ukraine.

Tell us, please, about the start of Ukrainian-Georgian bilateral relations after the collapse of the USSR? – After the collapse of the USSR, when the new independent states arose, there was a necessity to establish direct diplomatic relations and we celebrated this anniversary last year. But we both in Georgia and Ukraine remember that the independence of our states and their foreign policy activity did not begin 25 years ago. Immediately after the disintegration of the Soviet Union, we signed all the necessary agreements and treaties that made possible the further development of those traditionally good relations that we had in the USSR time. We have much in common and what I consider to be the most important – we have the common spiritual warmth and hospitality, we love freedom, we have open hearts.

Which directions would you prioritize in the relations between our two countries?

– As one of the priorities I would define understanding of the political course, understanding of our movement. This is the basis. This is a direction towards the Euro-Atlantic structures. This is an identical issue of temporarily occupied territories. It is our cooperation on the international level. Proceeding from this, many branches – economy, culture, science, education – have common ground. For many years, we were walking side by side. When Georgia had problems in 1992 – 1993

Extraordinary and Plenipotentiary Ambassador of the Republic of Georgia to Ukraine, Gela Dumbadze, exclusively for the FD, talks about the common economic, political and cultural orientations of our states and about the celebration of the 100th anniversary of diplomatic relations between Kyiv and Tbilisi.

BEFORE RELEASE (I mean the Abkhaz war), the Ukrainians, along with our fighters, were standing side by side against the enemy and we are constantly trying to emphasize this.

Now the Georgians fight, defending Ukraine.

So, we have many common priorities. For many years, we have been trying to send identical impulses to Kyiv. We showed that your life and your problems are close to us. In 2014, I was the Diaspora Minister and when tragic events broke out in Ukraine, then the Georgian government called for help for the Ukrainians. A charter flight was organized, I personally arrived and took 120 children whose parents were killed in Donetsk and Lugansk regions and a special recreation program on the Black Sea coast was set up for these children. They enjoyed wonderful vacations and then I said that Georgia had just got 120 new ambassadors.

Six months ago, a group of Georgian parliamentarians, representatives of the Ukrainian-Georgian friendship group visited Ukraine. Me, the military attaché, the adviser of our Embassy, together with our parliamentarians, visited the front-line zone in the Donbass Region, the settlements of Shirokine and Volnovakha and we underlined by this fact of our visit that we are with Ukraine – and on the front line either. The main thing what is between our peoples is that when the Ukrainians arrive in Georgia, they are always met with a good wide smile. And I hope that the Georgians are met in the same way in Ukraine.

How would you describe the UkrainianGeorgian cooperation in the economic sphere?

– Economic cooperation is extremely important for our countries.

The intergovernmental economic commission has been operating for many years. There are many branches that are involved in this cooperation – first of all, I mean agriculture. From the Ukrainian side to Georgia the metallurgical products are delivered – iron, fittings and more. Currently, trade turnover has grown by 4.6% – in fact in recent months. These economic contacts have been influenced by the visits of senior political leaders – in particular, the visits of your president, prime minister and head of the parliament of Georgia and our parliamentary delegations.

In January 2018, the visit of the head of the parliament, which I have already mentioned, took place. An official visit of the Minister for Foreign Affairs of Georgia has been scheduled.

Such visits, such meetings are resulted by the signing of the documents that strengthen our strategic partnership and all these aspects influence the development of business relations between our countries as a positive factor. Of course, not all opportunities are still used and we have all the conditions to double the turnover.

We have everything to do that.

What is the greatest achievement of Ukrainian-Georgian bilateral cooperation in your opinion?

– I would call an agreement on a strategic partnership between our countries and the growth of the trade turnover. The number of Ukrainian tourists that visit Georgia is increasing.

In the tourism sector, this growth has reached 10%. Last year, 193 thousand of Ukrainian tourists visited Georgia. But there is also the humanitarian side of our cooperation. There are many common families. All this will have positive effects in the future. The biggest achievement is that when we, the Georgians, have certain problems, we know that Ukraine will always support us at the international scene.

I hope that the Ukrainians have the confidence that Georgia will always stand for Ukraine. A similar solidarity can be characterized as the greatest achievement. I can say with certainty that if Georgia had a poll on what country is the most popular for and then Ukraine would definitely rank first.

Is Georgia interested in Ukrainian culture? Is Ukrainian language studied in your country?

– Yes, of course, this kind of interest exists.

The cultural landmarks of both countries are Lesya Ukrainka and David Guramishvili. In the city of Telavi, where Lesya Ukrainka lived, during the visit of Mr. Groisman, a magnificent monument to this brilliant Ukrainian writer was opened.

Many people from Georgia come to Ukraine – either as tourists or come to work. It is hard to find at least one region of Ukraine in which our citizens would not live. Ukraine for the Georgians is an understandable and friendly country.

Is there an exchange of students between our countries?

– Of course, but it’s not too big, unfortunately. In November 2017, I collected all Georgian students studying at universities of Kyiv – there were about 100 people. In previous years, there were more Georgian students in Ukraine, of course. In the educational sector, in recent

BEFORE RELEASE years, the private universities have begun to actively develop in Georgia, and the mechanisms and schemes of education are starting to differ from the Ukrainian educational system. Therefore, our main goal should be to seek common standards in this area.

Many countries are developing medical tourism nowadays. What can Ukraine and Georgia offer to each other in this sphere?

– In Georgia, all tourist destinations, including medical ones, are developed. We have many resorts that were well-known in Soviet times and now require serious investment. I mean Borjomi, Nabeglavi, Sairme, Abastumani and Tskhaltubo. This sphere has remained and is an attractive area for attraction of investments. Truskavets is very popular in Georgia.

Many Georgians visit this resort in the Lviv region.

Ukraine is very rich in the natural aspect. The Carpathians are worthy of admiration. There is still a lot to be done in this sphere, but there are traditional areas of cooperation in the field of medical tourism, that, unfortunately, are not yet known in Georgia. So there is something to work on.

Which regions of Ukraine do you like most of all?

– I love Kyiv very much. Six years ago, I worked at the Embassy of Georgia in Ukraine and spent four years in Kyiv. I really like the Lviv region – especially I like the ancient part of this town. Also, I have to note the very beautiful nature in the Kherson region. Recently, I have visited Sumy region. I saw your biggest park in Uman. I have not reached the Carpathians yet, but I plan to go there necessarily. Well, of course, I must mention Odessa. We have a consulate there. There is a large Georgian Diaspora in this city. There are many Georgians that have contributed to the development of Ukraine. Among them there are many wonderful winemakers. Last September I visited this wonderful city.

What would you like to wish the readers of our edition?

– I would like to wish peace and stability to the friendly Ukrainian people, because this is the main foundation for the development. I want the Ukrainians to come to visit Georgia more often. I wish that air connections between our countries would become more accessible to as many people as possible. We must find the points of contact so that relations between our countries serve as an example for the other states – how people should be friends, how people should develop. Georgia is always opened for your country and this is what I consider to be the main thing...

Leading PR and Communications Specialist at Boryspil International Airport Oleksiy Didigurov speaks exclusively to the FD how he received the status of Ambassador of Goodwill of Israel and about international projects that were initiated and promoted by the country’s main air gateway...

As the editor-in-chief of the «Boryspil Magazine», I have to visit different countries of the world in order to write the brief stories about the interesting places of our planet. So, in April 2017, I visited Israel. The magazine, with my report, fell into the hands of Israel’s Minister of Tourism. In his opinion, my report reflected the nature and the character of this Middle Eastern country very well. Because of the assistance of the Minister, I got a certificate of the Ambassador of Goodwill of Israel.

Israel has a special program. They find people that are ready to talk about their country in the world. But, speaking about Israel in Ukraine, I also wanted to inform the Israelis about us. Together with a famous Israeli artist and editor-in-chief of

the “KAN” art magazine, Hannah Barak Angel was initiating a joint artistic project. In the magazine “KAN” I talk about contemporary Ukrainian artists, and she, in “Boryspil Magazine”, talks about contemporary Israeli art.

The airport is not only a transport gate. Its management does its best to transform Boryspil Airport not only into a transport hub, but also into an artistic object that occupies its own space in the promoting of Ukraine and in promoting of its positive image amidst the foreigners.

For this purpose, I set up the project “The Sky Swallows” that is in fact a festival of aviation fashion. At this festival, the expert jury chooses the best form for flight attendants of the air companies, partners of Boryspil. Prospective and

creative Ukrainian designers have been joining this competition.

Last year, the young designer Maria Barmina, who developed a draft of the form for the company “Air Baltic”, won the contest. A special prize for her was an order for sewing of the corporate uniforms for the Boryspil airport.

Among the projects that were charitable, I would like to mention the presentation of the famous book by the French writer Antoine de Saint-Exupéry. It was a joint project of the Boryspil airport and of the “Kyiv House of Books” publishing company.

“Kyiv House of Books” publishing company published this famous story in English. Since the subject of this book was related to aviation, we presented this book at Boryspil airport and invited to the presentation the well-known people of business and art communities as well as the children from the Boryspil Orphanage.

During the presentation, we managed to raise 30,000 UAH and to buy a game console and a TV-set for an orphanage. I understand that this is not enough, but we do not stop and we plan the new charity events this year. I do not want to disclose all the secrets – in order not to jiggle.

Finally, at this difficult time, I would like to remind the readers of the “Fashion of Diplomacy” the words of John Kennedy – “Ask not what your country can do for you – ask what you can do for your own country”.

Do not stop. I continue to study. I study at the National Academy for Public Administration under the President of Ukraine majoring in “Communication” because I want to bring more benefits to my Ukraine.

Our country is worthy of working and living for it...

UKRAINIAN DIPLOMATICS

What is the Ukrainian Institute and how will it differ from the British Council and the Goethe-Institute? Why has our state being already 27 years old been establishing a network of its own cultural and information institutions? In which countries the first branches of the Ukrainian Institute will be opened and how their funding will be implemented?

Volodymyr Lukianov, Executive Director of the State Institution “Ukrainian Institute� has been answering all these questions exclusively for the FD.

UKRAINIAN DIPLOMATICS What is the main purpose of the activity of the “Ukrainian Institute”?

– The main objective of the “Ukrainian Institute” (and it is written on the first page of its Statute) is the representation of Ukraine abroad.

We must show that Ukraine has a powerful modern culture and does not forget about its past. In Ukraine, there are many young artists nowadays – in art culture, in pop culture and in cinema that has been developing rapidly since 2014. The Institute will also popularize Ukrainian language, because there is a demand for the study of our language abroad, and therefore the teaching of Ukrainian language for foreigners has been clearly defined in the Charter.

How will the teaching be carried out?

By the setting up of the schools creating or at the basis of the Institute?

– On the basis of the Institute. The teaching system will resemble the teaching of English at the British Council or the German language teaching system at the Goethe-Institute. It takes time to create such a system. With the Ministry of Education and Science of Ukraine, we have to determine how the Ukrainian language will be taught and who will do it – the graduate specialists or the representatives of the overseas Ukrainians.

Could we say that Ukraine had finally reached that status when we would have been able to develop our own public and cultural diplomacy in full scale?

– Our Minister wanted to do it in 2015.

But we had to adhere the certain bureaucratic procedures. Last year, a resolution was passed by the Cabinet of Ministers, according to which the “Ukrainian Institute” began to be established as a state institution; in particular, its financing was envisaged. Some say that the amount of 20 million hryvnas that had been set this year for the development of the Institute is very small, but I want to answer – let us start to work. When a full-scale work starts, then we will be able to speak in the language of figures.

What has provoked the creation of the “Ukrainian Institute” exactly in 2015?

– This has happened due to the events of 2014. When the annexation of the Crimea occurred and when the war broke out in the east of Ukraine, we began to realize that modern Ukraine is not effectively represented in the world.

But Ukraine has been existing as an independent state for over 26 years.

Why have not you thought about it before?

– I can parry a question. Why haven’t we been filming so many Ukrainian films before?

Why haven’t we published so many Ukrainian books? Why has not the Ukrainian Institute of Books been established before (with this year’s budget of 200 million hryvnias)? Until 2014, nobody could dare to dream of it...

So, can we say that 2014, EuroMaidan, the tragic events in the spring and the war pushed the leadership of the state to create a new concept of the Ukrainian state?

– As the President of Ukraine said, 2014 was the beginning of the final break of those bonds that united us with the Soviet Union.

27 years ago, in my opinion, we had just taken shape as an independent state with an area of 603,700 square kilometers. In 2014 there was a serious break in our minds – we realized that we should create new projects, shoot new films, publish more books, talk more about our country abroad. Similarly, the British Council was created a hundred years ago, the British state is much elder, so the British people had passed a certain way to realize that such a representation of their own country abroad is necessary.

What are the criteria for a competitive selection for the position of Director of the Institute?

– We have taken the best from the British Council, the French Institute and the GoetheInstitute. We have registered such a structure of the competition, in which there is the Expert Commission that selects the Professional Competition Commission and the Supervisory Board. Competitive selection is carried out by evaluating of the presentations of the projects development programs of the Institute by the Competition Commission and conducting of the interviews with each candidate individually. The criteria for the selection of the general director were professionalism, responsibility and honesty, the awareness that the use of public funds in the days of armed aggression against the Ukrainian people should take place in priority areas for the state and be understandable for the ordinary Ukrainians.

UKRAINIAN DIPLOMATICS skills and capacities that are needed for a true communicator of Ukraine in the foreign information space.

By the way, the Expert Commission includes people who are respected in the Ukrainian cultural space, for example, Ivan Kozlenko, a very authoritative person in the world of cinema, Tetiana Teren, at that time the director of the Ukrainian Institute of the Book, Olha Sahaidak, co-founder of the charitable foundation “Art Subsoil” and other well-known people. The expert commission elects six members of the Competition Commission. At the suggestion of the Foreign Ministry, the well-known art manager Pavlo Hudymov and the president of the American Chamber of Commerce in Ukraine Andrew Gunder who in London, for five years, had been heading the local “Ukrainian Institute”, joined the Competition Commission.

According to the proposal of the Minister, the representative of the “Czech Institute” in Ukraine Lucia Rzhegorzhikova, who has successful experience in managing the Czech analogue of the “Ukrainian Institute” was included either. I would like to point out that the Ministry itself serves as the “secretary” that ensures the activities of these commissions. The first task is the election and appointment of the Director General of the Ukrainian Institute, and then, after the political decision to open the branches of the Institute abroad, the heads of these branches will also be elected.

At the moment, I can say that the Competition Commission has chosen Volodymyr Sheik as the winner on the basis of the selection for the position of General Director. Tatiana Filevska got the second place. Now the Supervisory Board, acting on a permanent basis, in order to ensure the balance of interests of the state, society and subjects in the sphere of culture in the Institute, to ensure the observance of the principles of legality, independence, objectivity, transparency, accessibility to the public, should consider the elected candidates and approve the winner. Incidentally, by order of the Ministry of Foreign Affairs # 181 dated by the 20th of April, the supervisory board of the “Ukrainian Institute” has already been established.

Which institutions except the Ministry of Foreign Affairs have been dealing with the establishment of the Institute?

How does the cooperation between these institutions work? Have you come to an understanding?

– As I have mentioned, there is the Supervisory Board that includes such well-known personalities in Ukraine – Ahtem Seitablayev, Vlad Troitskiy, Lilia Mlynarych, as well as the representatives of the Ministry of Culture – because we promote Ukrainian culture, of the Ministry of Education and Science – because we want to set up the teaching of the Ukrainian language abroad and of the Ministry of Information Policy because the current geopolitical conditions require a strong informational policy outside. Also, the Verkhovna Rada of Ukraine is represented by Iryna Podoliak, the First Deputy of the Chairman of the Committee on Culture and Spirituality.

The Ministry of Foreign Affairs is represented

by Vasyl Bodnar, Deputy of the Minister that is responsible for the field of cultural and public diplomacy.

Concerning the cooperation, many people are wondering how much money will be spent for activities in Ukraine? Therefore, I must emphasize that the “Ukrainian Institute” is created to promote Ukrainian culture in other countries. In Ukraine, this activity will be provided by the Ukrainian Cultural Foundation that has been recently created and by the Ukrainian Book Institute. Our main goal is to popularize Ukrainian culture abroad.

How powerful will the financing of the Institute be?

– This issue must be understood and must be resolved at the highest state level. If we want to work at the level and scale of similar foreign institutions, then the relevant funding, first of all, should find the support from the Ministry of Finance. Therefore, funding should not be reduced, budgets should not be cut off, – in other words, not only the Ministry of Foreign Affairs should understand the importance of our Institute. I believe that our funding should be at the level of the Ukrainian Institute of Books.

The Statute of the “Ukrainian Institute” refers to “mixed” funding, which means that budget funds are mainly aimed at salary payments and for the functioning of the foreign affiliates. If we prove that we do work effectively, then people by themselves will start investing in popularization of the Ukrainian culture abroad.

In which countries will the institutes of Ukrainian culture be opened first of all?

–First of all they will be opened in Europe.

During his thematic press conference in the

UKRAINIAN DIPLOMATICS Ministry of Foreign Affairs, the Minister called four countries – France, Germany, Italy and Poland. At the same time, I would like to point out that our Ambassador in Turkey, Mr. A. Sybiha, did his best to set up the academic study of the Ukrainian language at the Istanbul University, where the specialty “Ukrainian language and literature” was implemented. This was his own initiative, but in the future, definitely, the branches of the “Ukrainian Institute” will do this. New York, London and Stockholm have already had the structures that are similar to the “Ukrainian Institute” and that were opened by the efforts of local diplomatic and community centres, so we will be happy to cooperate with them. For example, on the basis of the “Ukrainian Institute” in Stockholm, we can create a regional Scandinavian centre.

How much will it take to set up the branches of “Ukrainian Institute” through the whole world?

– This issue depends on the commonplace financing problem. If funding is good, then about 10–12 branches will be opened within 4 years. One of the conditions of the competition is that the General Director should see the prospect of the Institute’s development not only for the first year, but for 3-4 years ahead.

Which of the cultural institutes was taken as an example? There is the GoetheInstitute and the British Council...

– As an example we have taken all the best they have. There are many issues in our Statute borrowed from their ones.

Will the training of diplomatic staff be conducted in Ukraine on the basis of the Institute – for example, in the reformed Diplomatic Academy of the Ministry of Foreign Affairs?

– Yes, the Diplomatic Academy under the Ministry has been reformed. Nowadays, the Academy instructs those people that won the competition and will work at the central office of the Ministry and abroad – this is the first point.

The second point – there is a continuing training of employees of the Ministry at the Academy.

For the directors of the branches and for their deputies, we also plan to arrange training at the Diplomatic Academy before sending them abroad.

These people must be thoroughly prepared; they should understand that they will have not only to promote Ukraine, but also to counteract Russia’s rigid information aggression against us.

Khvycha Meparishvili, one of the brightest representatives of the Georgian community in Ukraine, a politician, an entrepreneur and a philanthropist in an exclusive interview for the FD, has been talking about the origins of Ukrainian-Georgian friendship and the fact that they share a common problem in the peaceful settlement of Abkhazia and the Donbas... first to openly and sincerely support and assist the Georgians. Many Ukrainian guys died for Georgia’s independence, so when the difficult times for Ukraine came, the Georgians also set their friendly shoulder. Our peoples have always valued independence and freedom of each other, so the friendship between Ukraine and Georgia is long and very strong.

You were born in Georgia; you live and work in Ukraine. Can you say that Ukraine is your second homeland?

– I have been living in Ukraine for over twenty years. My children were born here. So Georgia and Ukraine are equally dear to me, these countries are in my heart and soul.

Ukraine and Georgia are connected by the long-standing friendship, tested by severe trials. What is the secret of such a respectful attitude towards the Ukrainians in Georgia?

– Ukraine and Georgia have much in common. The two former Soviet republics, which are now undergoing a difficult reform process, are eager to become the full members of the European family as soon as possible, both nations are on the path to NATO membership.

We have one common enemy, and one common goal – to be free and independent. If we talk about Georgia, we should remember that one of the most difficult periods of its history was the war in Abkhazia. The Ukrainians were then the

Your political activity started at the Kyiv City Council (Kyiv Regional Council) and has been undergoing at the Verkhovna Rada of Ukraine. Where is the work tougher? Where the politician can face more challenges?

– Challenges and difficulties are enough to be faced everywhere. The main thing is to treat any business responsibly, to work as hard as possible and to show the result. So, depending on the effectiveness of the lawmaker, regardless of the level of the legislative body, people will accept the life of the city, of the region, of the country.

You have been elected as the People’s Deputy of the Verkhovna Rada of Ukraine from the town of Bila Tserkva in Kyiv Region. What have you managed to put into practice?

– There are a lot of workouts, but they can be realized only through the work that I and my team did last year. It is connected with the fact that it was necessary to involve executive authorities in the town, in the district, in the

region and the state in joint actions. We to some extent succeeded. This year, we will continue the program that was set up last year in order to equip the town’s tenement houses with heat energy calculators. 12.5 million UAH was allocated to this need in 2017.

In general, I am ready to contribute in every possible way to the development of Bila Tserkva, to provide full-scale repair work here and to improve the town’s infrastructure. I want to emphasize that I consider 2018 as the time of the reconstruction of Bila Tserkva in order to improve the life of the town inhabitants.

How do you treat the so-called “Law of the Donbass Reintegration”?

– This is an extremely important Law that finally recognizes Russia as an aggressor country and puts Russia in full responsibility for the occupation of the territory of Ukraine.

It clearly specifies the legal and organizational conditions for the restoration of the territorial integrity of our country. By adopting the law of de-occupation, Ukraine has demonstrated a clear position to the whole world: Russia is an aggressor, we do not give our territories and we will not be subjected to Russian blackmail.

How effective would it be in your opinion?

– It is important to understand that the adoption of the Law of de-occupation does not mean that Donbass and Crimea will return to control of Ukraine tomorrow. This is just the beginning of the path. As I have already emphasized, this document records the fact of Russian aggression, the territories are legally proclaimed temporarily occupied, which is very important for defending of the interests of Ukraine at international courts. At the same time, this document substantially strengthens the position of Ukraine in the diplomatic front, in the fight for the release of hostages, protects the rights and interests of the country during the UN peacekeeping operation in the Donbass.

The actual convocation of the Verkhovna Rada of Ukraine is constantly criticized. To what extent, in your opinion, is such critique justified?

– Those that do nothing are not criticized only.

The main thing is that criticism is constructive.

Then it deserves attention, it is useful and valuable, it helps to get certain conclusions, it makes adjustments to work.

You are leading a group for interparliamentary relations with Georgia.

Recently, the head of the Georgian Parliament Mr. Irakli Kobakhidze has visited Ukraine. Which

directions of bilateral cooperation have been discussed during this visit?

– First of all, the actual state of Ukrainian-Georgian relations was discussed, and the high level of development of inter-parliamentary bilateral cooperation was noted either. In particular, the parties agreed to continue the practice of exchanging visits at the level of heads of parliaments of both countries, members of parliamentary committees and friendship groups that will undoubtedly create the appropriate conditions for activation of ties between the Verkhovna Rada of Ukraine and the Parliament of Georgia, intensification of the political dialogue, development of friendly relations between our countries.

The special attention was paid to cooperation in interparliamentary assemblies and international organizations, which would contribute to the de-occupation and restoration of the territorial integrity of both states. Also, it was agreed that along with the development of the political aspect of cooperation, it is necessary to actively interact in the economic, touristic and cultural areas.

Ukraine and Georgia have great potential for development, in order to become stronger and more successful.

What would you like to wish the readers of our edition in this difficult time?

– I wish to believe in the changes for the better.

WE MUST SET THE AMBITIOUS GOALS FOR FURTHER AND DEEPER EUROPEAN INTEGRATION Today we have a very serious level of cooperation with the Alliance in all the spheres – everything that we do have within this cooperation makes us stronger.

What would you determine as the main obstacle to the European integration path of Ukraine?

–- One of these obstacles is the slow adapting of our legislation to the European Union’s one. Our law-making process takes more time and effort than it used to be in many European Union countries that were passing – as we now do – on the path of European integration. At least, they had a sort of the national agreement about European integration.

In Ukraine – despite the fact that the five political forces, entering the Parliament, proclaimed European integration a priority – we can witness the absence of the national agreement, some of these political parties do not always follow their goals, or even deliberately destroy our Eurointegration principles.

At the same time, among those factors that hinder our European integration populism and certain “corporate” interests that impede the introduction of new, transparent and fair business rules, should be mentioned.

Besides that, we have one more serious challenge – we lack the specialists who would ensure the administrative implementation of many European integration procedures at ministries and departments, as well as those ones that should ensure the political and legal activities of people’s deputies in this direction. This, of course, seriously constrains our move to the EU. That is why, in particular, we started the reform of the civil service because we need to have an appropriate executive professional environment that would enable and speed up the processes mentioned above – we have already managed a lot in this regard, but it takes a lot of time and effort.

When will it be possible to talk about the beginning of the complete integration into the European Union?

– I believe that we must set out ambitious goals for further and deeper European integration, but the implementation of the Association Agreement is a serious platform for comprehensive integration already, because it foresees the removing of barriers in trade of our goods and services. This, in fact, is a visafree regime for goods and services. As for me, it would be necessary, first of all, to focus very much on the implementation of the provisions of this Agreement. At the same time, we must work with additional offers, and for example, in two years we could say that we have fulfilled the lion’s share of tasks, created a new framework, we can move on to the next level and talk about the prospect of membership.

Sure, the doors are not opened yet, but this is not a purely Ukrainian issue – there are many challenges facing the European Union itself.

Therefore, we must focus on the implementation of the Association Agreement and understand that at this moment the EU is experiencing not the most favourable time to accept us. This is firstly. Secondly, we must understand that we need to work hard on ourselves. Well, and thirdly, these obstacles eliminate the task of forming an

additional agenda of relations between Ukraine and the EU today.

In the last century, in the Russian Empire, people did not joke whilst saying – “The main European in our country is the state administration”.

Can we say the same about the modern Ukraine?

– In fact, our society stimulates changes in the establishment – by Europeanizing it.

This demand for European way of governing, this requirement of society was unequivocally stated during Euromaidan, and it is aimed at the transformation of power. Therefore, I think that power is a reflection of society – in our case, it is a democratic way of electing the leadership of the state, and therefore the issue of political preferences of the Ukrainians will remain relevant. Unlike modern Russia, where it is clear who will win the presidential election and which political force will lead the ranking of parliamentary races.

We adhere to the norms of the democratic process, and owing to that, the society and the power are European ones. But we must remember how long and how painful was our staying in other empires, in particular, in the Russian Empire – due to it a large number of our European instincts at the genetic level were

UKRAINIAN POLICY MAKERS muffled and deliberately destroyed and that is why we are now restoring them.

How do you evaluate the activity of the Ministry of Foreign Affairs of Ukraine at the modern period of Ukrainian history?

– In my opinion, in the last years, that is, at the end of the Revolution of Dignity, our Foreign Ministry increasingly formulates the subjectivity of Ukraine in the foreign policy arena. I should remind you of the problems we encountered in 2014 and 2015. Then there was a lot of inflation, and this could not but imply the financing of those structures that represented Ukraine abroad. Starting from 2016, the financing of the Ministry of Foreign Affairs improved. In 2017, we provided additional funding in the amount of one billion hryvnias to the already planned budget of the Ministry of Foreign Affairs of Ukraine.

This allows the ministry to cover more needs and tasks to meet the challenges facing us.

Recently, a new law on the diplomatic service was adopted, and I hope that the president will sign it soon. This law will allow the modernization of the diplomatic service and will improve the system of the ministry, making it more flexible. The reform of the diplomatic service in the framework of the

UKRAINIAN POLICY MAKERS new law will give the opportunity to get rid of that ballast that impedes the efficient and fruitful work of the MFA.

What kind of the solution should be found to resolve the conflicts that we now face with Hungary and Poland?

– I would not definitely call these problematic situations as the conflicts, and at the same time I would like to distinguish their nature and the actual state of affairs.

This is, sometimes, the rigid, multilayered and unpleasant discussion that we have to conduct, and which, unfortunately, does not always turn into a dialogue during which the parties hear each other. As for me, the most problematic point in historical discourse of our relations with Poland has already been passed. We owe this to diplomatic work at all levels, and the constructive approach of our lawmakers that tried not to exacerbate the problematic issues with the western neighbour and formulated the constructive position of Ukraine.

I had a conversation with the representatives of our business community that have been working with the Poles. They say that in the media on the coverage of Ukrainian-Polish relations the tragic notes are common but business people keep working efficiently and in profitable way. This should be the basis of our further relationships.

So, we lost a lot of useful issues that were

got during the presidency of Kuchma and Kwasniewski, but we must restore the principle of the then Ukrainian-Polish reconciliation “We forgive and we want to be forgiven” and look at the future together. About Hungary – in the discussion, concerning our Law “On Education” and in particular in its language article, Ukraine demonstrates the most constructive approach.

So far, we do not see a positive understanding of our constructivism from Hungarian colleagues and it is very annoying that the situation is constantly stirring up. We will defend our right to build a political nation of the Ukrainians, in which every national minority will have the opportunity for self-fulfillment in the state of Ukraine, and for this purpose it is necessary to know the Ukrainian language. The ignorance of the Ukrainian language limits the possibilities of the representatives of the Hungarian community. That should not be so. I hope that our Hungarian colleagues, as well as the representatives of the national minority here, will hear us.

What does it mean for Ukraine to get the status of the post-graduate country of NATO? How will this affect the development of events in case of the military conflict escalation in the Ukrainian East?

– The North Atlantic Alliance has reflected in its information resource the real state of affairs with the fact that Ukraine has changed its domestic legislation and formulated its strategic goal for membership in NATO. This is reflected now on NATO’s website – that Ukraine has been seeking for NATO membership. I expect that in the nearest future the political recognition of this aspiration of Ukraine by the Allies will take place either. Until then, the country did not become a full member of NATO, Article 5 of the North Atlantic Treaty does not apply and does not extend to countries that are NATO partners. But we now have a very serious level of cooperation with the Alliance in all areas and everything that we do have within this cooperation makes us stronger.

Is it possible to pave the path to the EU through NATO? – Our neighbours have succeeded in that.

And this is probably the best path. The position of the Vice Premier I occupy includes these two components. I believe that these processes are interrelated. Most of the changes that we have to undergo are the same for Euro-Atlantic and for European integration. We are convinced that we will pass this road worthily and quickly.

THE FIRST AND THE MOST IMPORTANT TASK OF THE CULTURAL DIPLOMACY IN ITS FOREIGN DIRECTION IS TO ENSURE THE IMAGE OF THE STATE AS WELL AS THE SUCCESSFULNESS OF ITS FOREIGN POLICY.

What is the cultural diplomacy for you? What do you mean by these words?

– Diplomacy is a part of culture. The first and the most important task of cultural diplomacy in the external direction is to ensure the image of the state and the success of its international policy, and in the domestic one – the change of the paradigm of culture and the reformation of cultural policy that determines the content and quality of the cultural product. All the states that have staked on public and cultural diplomacy tell themselves about their own vision of the world and place among the others, about the important values for them. There are countries for which the culture and the one that follows it – cultural diplomacy is a matter of the most important state significance. Ukraine has faced this task already. But one thing should be emphasized severely – the implementation of an effective policy of cultural diplomacy, is impossible without providing an appropriate analytics that will define the goals and objectives more clearly and correlate through them the following activities.

You are the head of the Subdepartment at the Institute of Journalism and International Relations.

Tell us, please, in which directions the training of specialists in your institute is provided?

– I am the head of the Department of International Relations. The department is very powerful; we have got the highly professional team. Meetings with presidents of different countries, well-known politicians, ambassadors and representatives of diplomatic institutions are constantly held.

By the way, I keep friendly relations with my students in Facebook and Instagram, I try to be an example for them, to be a mentor and I try to help them to find a way in life.

How much, in your opinion, has the state policy in the sphere of international popularization of Ukraine changed since 2014?

– I would say that it had changed rather seriously.

Will the creation of the Ukrainian cultural Institutes at our Embassies abroad improve the situation in general?

– The issue of the creation of Ukrainian cultural institutes has become one of the most controversial in the cultural environment. On the one hand, this should be an important step towards the implementation of the state policy of cultural diplomacy, with the relevant strategy, legal unanimity, system of tasks and functions. On the other hand, the emergence

of another institution in the actual branch of the imperfect cultural policy is not justified. The condition for the establishment of Ukrainian cultural diplomacy institutes is to overcome the misunderstanding of the concept of culture in the EU and in Ukraine and its recognition as a facilitator of social change and development.

Realizing that future activities of such institutions should be oriented towards European practices of cultural policy and cultural promotion, one should take into account the many nuances of their importance for Ukraine. For example, one should pay attention to the fact that this state institution should be maximally adapted to the deficit of budget funds. However, the process of creating Ukrainian cultural institutions should be considered as an important stage of advocacy of culture, changes in attitudes towards it from the state and society.

As a specialist in international politics, how would you evaluate the activity of the Ministry of Foreign Affairs of Ukraine by the 5-point scale? Why? – As an expert, I always try to evaluate myself and my work more than the work of the other people. If each of the specialists followed such principles, the work would be more efficient, but in general I would like to say that we have made a huge breakthrough and each of the ministries has been becoming more powerful.

WHO ARE YOU, MRS. KOSTYRIA?

Inna Kostyria and Krasimir Minchev (Ambassador of the Republic of Bulgaria in Ukraine)

I think that this is influenced by many factors – starting from the personnel and finishing with the overall political strategy of the country.

2017 witnessed the powerful breakthrough in our foreign policy – Ukraine has got a visa-free regime with EU countries. What could we expect this year?

– I dare to hope that everything will be better. We must stabilize our economy, we must become attractive, and the most importantly – we must become reliable for foreign investors, we must intensify reforms in all the spheres: in economy, in education, and – the most important – in culture. In my opinion, we do not devote a lot of attention to culture and that is a serious mistake. Usually urgent needs ring first and cultural policy seems less important, and that is a huge mistake. The Ukrainians will have more confidence that the country has been moving in the right direction, but there will be a plenty of skeptics too, so a lot of tasks ahead of the political elite must be completed and these tasks must be resolved quickly and effectively.

Which strategy of Ukrainian cultural diplomacy should be chosen in your opinion?

– The request for a policy of cultural diplomacy has already been formed, as well as the

mechanism of its implementation. In the nearest future, it would be very important to combine all initiatives in a single focal point for the development of a document that will reflect the principles of the policy of cultural diplomacy. It is expedient to involve Ukrainian research centres in particular, Ukrainian studies departments at the largest universities of the world. They are the well-developed network of Ukrainian cultural institutions abroad. Cooperation with Ukrainian communities and activists should be one of the priorities of the public and cultural diplomacy of Ukraine. The high result of the promotion and of the development of Ukrainian culture is possible only with the involvement of many agents of cultural diplomacy: the Ministry of Foreign Affairs and the Ministry of Culture of Ukraine, independent artists and expert community, volunteers and global Ukrainian expatriates.

What would you like to wish for the readers of our magazine?

– First of all, I would like to wish the peace and stabilization of the situation in our native Ukraine. I wish you to wait only for the good news. We are all different, but being together we are stronger, so I wish unity and strength to all of us. And, of course, I wish good health, happiness, and the fulfillment of all dreams.

In the rubric International Club Charge d’Affair of Malaysia in Ukraine H.E. Missis Rina Hanis Rodzli informs the FD about female rights defense in her country, about favourite dishes of Ukrainian cuisine and how and why Kyiv has taken her breath away…

This year has been proclaimed as the Year of the Expansion of the Rights of Women. Be so kind and tell us more about this national initiative. Why this initiative is so important for your country?

– I must say something about the background of this initiative.

As you know, the world now is passing through the 4th Industrial Revolution that has brought the era of digitization and innovation.

Malaysia wants to ensure the women are a part of this revolution too and not left out. This is the reason why Malaysia has proclaimed the year 2018 as the Women Empowerment Year or better known as TMW18. TMW18 is a national initiative, to empower and drive women into the 4th Industrial Revolution and get them engaged within five strategic clusters namely health, safety, economy, culture and education. TMW18 is the platform that allows everyone in the community to create a program or event in filling up the gap for each cluster. TMW18 is also a medium to create platforms for women to gain funding and organising on ground programs related to women empowerment concept.

How many ladies work at the diplomatic institutions of your country?

– For the Embassy of Malaysia in Ukraine itself, we have three ladies working while our former ambassador was the only male. In the Malaysian Foreign Service, altogether we have 425 diplomats and 183 of them are women. #11, May 2018

LADY INTERNATIONAL СLUB Tell us, please, about your family. Does it stay with you here in Ukraine?

– Yes, my two sons are here with me in Ukraine. My husband is back in Malaysia because he is working in the private sector. So we have long-distance relationship. He does not often visit us because there is no direct connection with Ukraine yet. Nevertheless every 6 months he tries to visit us here. Previously I worked in Japan and for him it was much easier to get there because there was a direct flight to Tokyo from Malaysia.

Do you participate in some charity programs in Ukraine?

– Yes, I do. Mostly I do this at my sons’ school – every Christmas the school organizes charity drive wherein we collect donations in kind and monetary to give to families in need. Also, the Embassy of Malaysia participates in the annual Charity Bazaar organised by the International Women’s Club of Kyiv (IWCK) whereby proceeds from our sales of Malaysian handicrafts and food are donated to IWCK for its supported charities.

Last year our Embassy also organised our own charity to support selected orphanages in the town of Sumy.

In Ukraine there are certain clubs that unite diplomats. Do you attend such clubs?

– Unfortunately not, because of family reasons. Since I am the only parent here with my two sons, I would like to spend my time with them during the weekends.

Which ones were your first impressions about our country?

– I came here in August 2015 and, sure, my first impressions were naturally about Kyiv. The city that took me by surprise – its facilities were modern ones. I was pleasantly surprised by the convenience of the public transport and the surroundings were safe for me and my children to go around. Also, when it comes to modern ways of communication such as Internet – I must say that all these facilities are on the highest level. Sincerely talking I did not expect such high level of the infrastructure. I have always been more exposed with countries in Asia but I have to say Ukraine pleasantly impressed me.

What do you like most of all in our country?

– The spring. Why? Because the winter in Ukraine is long and when the spring comes all the

changes in the nature are obvious and palpable.

Everything is luminous and bright. You know, I like walking and I cannot walk a lot in Malaysia, because we have rather hot climate and we mostly drive when we want to get somewhere.

But, here, in Ukraine I walk and I really enjoy walking in spring because in winter it could get really slippery and of course, very cold.

Have you got acquainted with the Ukrainian cuisine? What do you think about it?

– Unfortunately, not so much yet. I know borsch, I know varenyky and I know Kyiv-chicken.

I particularly like syrnyky.

Do you travel around Ukraine? Where have you been already (except Kyiv)?

– Sure, I have been to Lviv and to Bukovel.

Also, I visited Kremenchuk and next month I am going to visit Odessa. There are many different landscapes in your country. I had an idea that Ukraine is a big country but I had to see it with my own eyes to be convinced that Ukraine is really huge and it can be seen only out of Kyiv.

What would you like to wish to the readers of our magazine?

– I think all the fights and struggles the Ukrainians have gone through made you stronger as a nation. You preserved your freedom and your culture and I wish your people to maintain hope for the children and for the younger generation and – I believe – if you maintain hope, your future will be bright.

EDUCATION IN UKRAINE

V. I. VERNADSKY TAURIDA NATIONAL UNIVERSITY HAS BEEN CELEBRATING ITS 100TH ANNIVERSARY THIS YEAR. When have you finally moved to the continental part of Ukraine from the occupied Crimea?

– It happened in 2015. The Parliament members elected in Crimea – Kunitsyn, Jemilev, Chubarov and Denisova – helped us very much so.

They gave us a piece of a good advice – to write a letter to the Parliament members and to make them ask the President to help us to settle down in Ukraine. And we did it. Nine Parliament members supported our letter. They had asked the President to help and in August the President ordered the Prime-Minister to organize the transfer of the V. I. Vernadsky Taurida National University as fast as possible. Sure, we must thank our fathers-founders – because when Vernadsky and his colleagues retreated from the Communists that had occupied Crimea, they were wise enough to found our University as an affiliate University of the Saint Volodymyr University of Kyiv, that nowadays is named after Taras Shevchenko. Due to this historical fact we have got an opportunity to work at the capital. In fact, we have come back home. In 1918 Vernadsky initiated three historical deeds – he founded Academy of Science of Ukraine, The Central Library and our University that has been celebrating its 100th Anniversary this year.

Have you started a complete educational process yet?

– We have got everything that is necessary to start it. In 2016 we realized the first entering campaign. 236 students entered then the first year of studies at the departments that were financed by the state and at the department of the extraordinary studies. Young people from the occupied territories – from Crimea and from Donbass – study at our University. Now we have more than 460 teachers and more than three

thousand students. During eight months we had been working as volunteers and since July 2016 we have got money. We have renovated the activity of all the faculties and we even have set new specialties up. Also, we play a role of the ambulance for those higher learning establishments from Donetsk that had been evacuated from the war zone and suffer through the problems of renovation. In particular, we have included into our University structure the Musical Academy of Donetsk. Ministry of Science and Education has asked us about this.

We do not want to be a burden for Ukraine.

We have suffered through the catastrophe of occupation and we have known the way to evade such catastrophes in the future. We are ready to instruct the new specialists – the people with the new vision. In addition we have been setting up the Scientific Park named after V.I. Vernadsky.

Viktor Yushchenko being the President of Ukraine adopted a very nice law that foresaw the creation of the scientific parks and their main aim was to commercialize the scientific inventions. We have renovated the relations with the 12 leading universities of the world we had had before the occupation and we have concluded the treaties of cooperation with 20 foreign universities.

Is there anything you do not like in the actual educational system?

– I was taken by surprise with the decision to disband the Diplomatic Academy of the Ministry of Foreign Affairs of Ukraine. I understand that diplomacy needs to be re-cultivated and that is why such decision sounds at least rather strange. Our university has the entire base that is necessary for the restoration of such Academy.

The problem is only one – to attract highly qualified diplomatic personnel to teach. There are many sophisticated diplomats in Ukraine but, unfortunately, all of them are not at work. But

Volodymyr Kazarin, Rector, Doctor of Philology, Professor and Honoured Worker of Education of Ukraine, in an exclusive interview for FD has been telling the story of the University that had to become a refugee and about the trials that harden the higher educational institution.

EDUCATION IN UKRAINE this process has to be innovative, and it should be, as well as less obsolete and less detached from life.

Please tell us which directions the Taurida University can offer to its future student?

– We have the classical university. In addition to the mathematics and natural sciences, we had three types of philology – Slavic, RomanoGermanic and Oriental that also included the study of the Crimean Tatar language. Also, we have serious training in cultural studies and geography that we call “the science of land.”

There is also a very large faculty of physical culture and Olympic sports, because Crimea has always been a sports ground for the whole country – especially in the winter. We want to be useful to Kyiv for the fact that it created us once and accepted us, because we are a university with a tragic fate.

So, it is possible to say that any structure being undisturbed does not have any development and the catastrophe and transformation are required to speed the development up?

– As a historian I must note that all the outstanding philosophers, starting with Confucius and up to our compatriot Hrihoriy Skovoroda, believed that catastrophe gives the new opportunities. Any crisis foresees new horizons. Our crisis has been provoked by the occupation – but we had realized that our university system had been a backward one, had not it? In Poland there are from 50 till 70 thousand of Ukrainian students that have understood the backwardness of our Universities and have made their minds up to study in Poland.

So, we need to be quickly and qualitatively rebuilt.

Does the Ministry of Science and Education support you? Do you plead for this Ministry?

– The Ministry is run by Liliya Grinevich. She does a lot but she has faced a vast space that needs reform. Her efforts, at the moment, are aimed primarily at reforming of the secondary school, as it is a basis for everything, including the high school. However, in 2014, the “Law on Higher Education” was elaborated, and this law was proclaimed as the most important one – it proclaimed the autonomy of universities. It says that the universities develop their own staffing schedule by themselves. Unfortunately, this

law often confronts the existing bureaucratic system. But I think that in two years we will achieve the introduction of this law into a real act. It has already been implemented legally; it is in need to be implemented in practice.

How many foreign students do study at your university since you have moved to Kyiv?

– In Crimea, we had, usually, about two thousand foreign students. In particular, we were among the first ones that started the teaching of the students from China. Also, we had students from Africa and Latin America. Since we have moved to Kyiv, we started to restore it. Last year we had about 50 foreigners. This year here should be about 150 of them.

Is it possible for a foreign student to enter the department that is financed by the state at your university?

– No, according to the law, foreigners can study only upon the basis of the contract.

Do you consider such opportunity?

– Sure, we do, because this is a mistake of Ukrainian part. This is a manifestation of the weakness of our state, because we consider our state as a poor one (though it is not so) and we try to economize without any reasons. The opportunity for the foreigners to study at the department financed by the state is a prestige of the country. China, for example, has introduced a large number of scholarships for foreigners and it works.

Does your university cooperate with powerful business structures?

– We have introduced a wide range of cooperation with similar structures – in Ukraine and abroad as well. This cooperation has been working and therefore it has to bear its fruits.

Which activities do you plan for the 100th anniversary of the University?

– This year we have three jubilees – besides our University’s one, I mean the Academy of Sciences and the Library of the Academy of Sciences anniversaries. We have a long series of events. In particular, our next Ukrainian expedition went to our V. I. Vernadsky research station and we had handed them with the flag of our university and with the gifts. We are preparing a series of scientific conferences, one of them will be held soon at the Library named after V. I. Vernadsky. There will be commemorative events for students. There will

EDUCATION IN UKRAINE be sports competitions. There will be a commemorative coin, envelope and brand. But the most important event will be the opening of the Scientific Park named after Volodymyr Ivanovych Vernadsky.

Tell us about the teachers that work at your university now and about the plans for the future? – Our teachers are highly qualified specialists. Most of them are our Crimean teachers.

But I want Turkish, Chinese, American and European professors to teach at our University.

The University has been planning the further structural changes. The Crimean universities that are still in the occupied territory are planning to enter our university structure. The strategic goal of our university for the next 10 years is to build a new innovative system of higher education and to become one of the best universities in Europe and in the world.

The new system will be based on a fundamentally dierent approach (from the Soviet one) of teaching and learning.

Students, like in Europe, will be able to choose the academic load of the main disciplines by themselves, to choose the number and intensity of additional special courses that will optimize the time spent for the secondary education topics, to improve the quality of the knowledge that had been gained and to increase the variability of education.

And I hope that we will succeed.

We have all the reasons to look confidently at the future.

A well-known Ukrainian theatre director that has recently got the title of Honoured Artist of Ukraine, Petro Avramenko, tells about his creative career on the stage, interesting and difficult relations with Ukrainian cinema and the statement of the most macabre performance that can only be imagined in the repertoire of Ukrainian theatres.

Tell us, please, about your career. What has influenced you to become a theatre director?

– Sincerely talking I have never had a problem whom to be – to be an actor or to be a theatre director. The occasion determined everything.

The occasion that drives me through the path I have been going up to this day. Later, when I started to work at the professional stage, I got elder and I began to analyze my life, I came to understanding that I had been doing since childhood what I do nowadays. I spent my childhood in the village. Right there at the school and at the cultural centre of my village I used to play on the local stage. And there was no wonder, because many children used to do the same. But I did not just play roles, I tried to explain to my stage-mates what and how should be performed during the performance. It included the school performances and the concerts at the cultural centre as well. The most interesting thing is that everybody followed my instruction then. Later on, I came to know that such job is a job of the theatre director.

Which one was your first role? In which performance and which ones were your first impressions?

– My first role at the professional stage was the role of Figaro. It is quite difficult for me now to say whether I was lucky enough to embody this character created by the talent of Beaumarchais. I just remember that I was completely enchanted by the youngsters drive and by the hidden wisdom

his “Institute of Playwrighting”, I set up at this Institute my own experimental theatre “Bursaky” (The Seminarists).

Tell us about your first stage production, what performance was it?

of this character. After the premiere the grey-haired theatre critic came up to me and said the very warm words about my first role at the professional stage. After a short pause he added: “The great future at the stage is waiting for you if you are going to be cruelly demanding for yourself”! Sincerely talking I was rather skeptical about good words addressed to my playing at the stage, but I remembered the advice. By the way, later, in 2012 this grey-haired theatre critic published his own book about me – “The metaphoric theatre of Petro Avramenko” in which he revealed the essence of the theatre I wanted to create. The name of this critic who I had never communicated before I played my first role is Professor O. Chirkov. I studied at his postgraduate classes. When he founded

by Oles Berdnyk. We were working on the performance nightly, after work, as it simply was not included in the repertoire. It was 2005. Then, we, young actors, sought to involve the viewer in thinking about the complex processes that took place in real life. Later, the performance was shown at the artistic festival “Golden Ukraine”.

The first success came, and together with it – the considerations concerning the essence of the theatre, its purpose and vocation. And the role of the director in theatre creation. Given it, the theatre, is the Temple, and Calvary, and the Cathedra, and the School. The spectator comes to the theatre as to the Temple of Art. The director and the actors, who make this art, should speak about the urgent problems of the present time from the stage, like from the Cathedra. And at the same time the theatre is Calvary: since everyone can throw a stone into the creator, believing that only they, the ones who throw a stone, are eligible for the truth at #11, May 2018

the last instance. Although the stone is not so bad: for the theatre cannot leave the viewer indifferent. If the viewer leaves the theatre in complete indifference, then it is necessary to beat the alarm.

And my first repertoire work was the play “Forget Herostratus” by Hryhorii Horin, whose premiere took place in 2005. Of course, the events of that time could not but affect my perception of the play. Therefore, the performance found loud resonance. But later, in 2011, when I created the second edition of this play, it also gained another tangible philosophical features. The time has changed and I have changed, and together with me the performance. And then… Then there were another performances that were made in the other times, and there were another problems that I could not help but respond to. After all, the artist lives at a certain time and talks to their contemporaries about their concerns. And it does not matter from the perspective of which drama material the director solves the urgent issues. Whether these are plays of the classical repertoire, or contemporary playwrights. The main thing is that the pulse sensation of time was inherent in the stage works that the director puts on trial of the audience.

“Viy” is, probably, one of the most famous performances of your last ones. Why did you choose this rather complicated and macabre story of Gogol?

– This performance was prepared for a long time. Initially, the stylistics of the forthcoming performance were tested in the play “The

evening before Ivan Kupala (Saint John Night)” that I produced at the Theatre “Bursaky”. And only after this, so to say, the “sketch» I started working on “Viy”. In this performance, I acted as a director as a scriptwriter and as a stage designer. In the scenario, I left as much as possible of a descriptive part of the Gogol text – and in the design I left the minimal scenery. At the forefront, I brought out the character with its ambiguous philosophy and inner world.

But with regard to the fact that “Viy” is a macabre story, then there is something to talk about. It depends upon your reading of the story and upon your perception of the story.

Nevertheless, our perception of the certain creative work (no matter of a book or of a performance) is a very personal one. We see what we want to see, what corresponds to our conception of the world we are doomed to live in. That is why the so popular slang word today as “macabre” finally means something rather depressive and gloomy. In such stories the death symbols dominate, anyway. But Gogol did not write horrors like Stephen King neither the poetizing of death like Edgar Poe did. And due to this Vij at my performance is not a mystical monster, but it is a... Well, I would not say – come to the performance. I would say just that the performance delves the spectator into the magic world full of the Ukrainian folk melodies, of the relaxed humour and of the impressing dramatism. Two suffering souls, two main heroes, the Seminarist and the Damsel try to find the exit, they cannot do it, because he is unable to repent and she is unable to forgive

ARTISTIC UKRAINE This eternal confrontation curls them and all around them like in the whirlpool. All the characters become the hostages of their own horrors that drive their souls in the vicious cycle.

And only Vij... Well, І would not say once again. I invite everybody to the performance.

You make a film about such an interesting, but – unfortunately – not very well known person in Ukraine as Baron de Chaudoir…

– This film is a part of the project of the series of documentary films about prominent figures in history, culture and art. The first film of this series named as “The fire of self-sacrifice” we made about Oleh Olzhych – an outstanding Ukrainian poet, politician, scholar and archaeologist. The film is characterized by a large range of themes and subjects. We have followed the phenomenon of personality, which should be considered not only as a political figure but also as a person who has made a great contribution to science and art.

The film about the life of Baron Ivan de Chaudoir is a film about an extraordinary chemist, collector, scientist, founder of a unique park in Zhytomyr about an incredibly rich person and I want to notice – about a generous patron and sincere philanthropist at the same time about a person that forged his treasures to establish the Chaudoir Prize for a significant contribution to

the development of science. Such a prize could be compared with the Nobel Prize if the will of the Baron had been fulfilled.

The plot of the film about Baron de Chaudoir is based upon the real historical facts, admonitions and mystic legends. The film poses many questions, and they all relate to one real and at the same time a mysterious person whose name is Baron Ivan Maximilianovitch de Chaudoir, the last of the Chaudoir family.

What is more difficult – a theatrical directing or filmmaking? And what is simpler?

– It’s simpler to do nothing. Although it’s difficult for me personally. I am accustomed to the movement, to constant searches. Cinema and theatre are the components that operate by the same principle. Nowadays, in the modern theatre the cinema techniques are very well used and thanks to which theatrical directors have the opportunity to express their vision more precisely and interestingly. Comparing the complexity of cinema and theatre is an impossible thing, because every art is complex and peculiar in its own way. But for sure we can say that the theatre combines all kinds of art in one synthetic action.

And while creating theatrical performances the director can no longer be limited to techniques that were inherent in the theatre from the time of his birth.

The government has awarded you with the title of Honoured Artist of Ukraine. How do you treat it?

– Of course it’s nice to be honoured. The moments of the sincere congratulations were extremely pleasant – I do emphasize – sincere congratulations – especially from those people from whom I did not expect.

Which performance will you offer to our spectators in the nearest future? What are your plans for the future?

– There are several projects at the moment and I’m in a creative search.

What would you like to wish the readers of our edition?

– Сonfidence in the future.

For Fashion of Diplomacy, Ms. Aina has been telling about the things any business woman can fail to do and how to create the own unique style.

What is the difference between modern Ukrainian fashion industry and the world brands?

– We have very hardworking and talented designers. Without this school, with such a choice of materials and conditions as, for example, in Italy or England, we create true masterpieces and offer the exclusive items for the world. And we are appreciated due to this. Our fashion industry has been growing steadily. New formats are opened and horizons are expanded. Ukrainian designers are the alternative to well-established brands. Made in Ukraine creates a unique and original style. All the Ukrainian things have a special power.

Our politicians and business representatives after travelling abroad are common to say that the foreigners are surprised by the quality and style of Ukrainian designers’ clothes.

– Ukraine now has been fighting for its place in the global economic arena. Therefore, not everyone believes that people here can create the truly and worthy things. This is very evident when we participate in the exhibitions or in the shows abroad. You can often hear “Are you from Ukraine? Do you create such qualitative things there? “Our state has been recently discovered by them. Society has been changing, especially

for the last four years, and these changes and inspirations are also reflected in our work. We are a few steps closer to the West. But much more must be done for Ukrainian fashion has started to work there as it should be.

What did your brand start with?

– After the institute, I opened my own parlor and then – a design studio. My team studied and grew up with me. Each time we set ourselves more and more complex tasks. We quickly got to the level when we could sew absolutely everything – from swimsuits to fur coats, both women’s and men’s clothing. At that stage, we began to create our own collections and to participate in the fashion shows and prestigious exhibitions.

Today we are a team with a single heart, with the single idea. Every day, we work to make our customers happier.

In one interview you said: “We strictly adhere to the rules of corporate ethics, we always keep the secrets of our clients.” What could be the secret of a designer?

– In fact, a lot of things can be. If the customers of our fashion house express the wish to keep secret information about their tastes, shapes, prices for orders, etc., then we in no case have the right to reveal it. #11, May 2018

It’s known to everyone, but sometimes people do not follow the rules. In the wardrobe of each lady there must be basic things. Especially if she has frequent business trips and the status binds her to a business style. It is necessary to carefully select jackets, blouses, skirts, dresses and imperatively those ones that lawlessly suit and graze.

The clothes should be chosen, considering the type of the colour. And there are four of the types of the colour – for autumn, for winter, for spring and for summer. Thus you can create a perfect wardrobe.

Vasyl Derkach got the first place at the Tournament. He took the exclusive winner cup “Diplomatic Golf Cup 2018” made of the white gold by the leading jewelry company “Geraldo Diamond Club”. Unique knowledge of the master class from Roman Demidov was liked by the men.

DIPLOMATIC CALENDAR MEDICAL TOURISM UNDER THE TURKISH FLAG

The international touristic congress and the international touristic exhibition named as “Hestourex 2018” were realized on 05th – 08th of April 2018 in the Turkish resort town Antalya. This year both events have been realized under the patronage of the Turkish Health Tourism Council (ТНТС).

The main goal of the events was the promotion of the alternative of the tourism – of the cultural, of the sport, of the gastronomical, but first of all, of the medical tourism that has been developing in Turkey rather vividly due to the energetic and might activity of the Turkish Health Tourism Council (ТНТС).

The ТНТС was founded in 2005 and since that time it has been transformed into the biggest one amidst similar authorities that unite medical and recreational facilities.

Thus, the Turkish Health Tourism Council does include private hospitals, thermal and medical Spa-centers as well as touristic companies proposing their clients recreation and health care services in Turkey.

It is evident that such experience would be overusefull for Ukraine and there is no wonder that during the B2B communicating the representatives of the ТНТС in the negotiations with representatives of the Ukrainian party have emphasized upon their openness for the cooperation as well as upon the willingness to share their rich experience.
