HISTORICAL BACKGROUND
THE PLANT OF AN ENGLISHMAN, JOHN HUGHES, IS THE FIRSTBORN OF UKRAINIAN METALLURGY
English entrepreneurial capital was the first one judging by the time of activity in Ukraine and was associated with John James Hughes, the founder of the modern regional centre of Ukraine – the city of Donetsk. It was the Hughes’s plant of the Novorussian Society for Coal, Iron and Rail Production, established in London in 1869 that gave the name of a factory village – Yuzivka (“Yuz” is a Ukrainian approximation of Hughes), that later transformed into the city. In 1924, Yuzivka was named Stalino, and in 1961 the city was renamed into Donetsk. The unique photos of the plant of John Hughes (since 2012 – CJSC “Donetsksteel”) have been preserved. John Hughes (1814–1889), a native of the city of Merthyr-Tydfil, was a son of a metallurgist engineer. In 1860, Hughes became the director of the Millwall Iron Works that produced armor for covering of the ships. The imperial government offered Hughes to build a railroad production plant in the south of Russia. John Hughes travelled to Donbass, inspecting and studying the area and decided to build a plant in the deserted steppe. On May 29, 1869, the articles of the Company were adopted in London. 6,000 shares with 50 pounds sterling worthy for each were issued. It comprised the company capital of 3000,000 pounds sterling (1 pound – 9 rubles 46 kopecks). Railway dealers, manufacturers of weapons, engineers that were well-known in Great Britain became the shareholders of the company. John Hughes and John Vieret Guch were appointed as administrative directors.

The design project of a new plant was developed in England. In 1870, eight steamships from South Wales with all equipment for the blast-furnace plant arrived at the Taganrog port. From the port to the site of construction on the Kalmius River, the boilers and machine cars were transported in the transport trolleys by longhorned bulls on the steppe roads through autumn impassable mud. About a hundred of engineers and workers, including first-class metallurgist Richards, came together with equipment from England. The first cast iron was given by a blast furnace, filled on January 24, 1872. In 1873, the railroad plant began to work. In 1879, the production of manganese iron was started and the first melting of open-hearth steel was received. In the 1880s, the Hughes’s plant became the largest among those suchlike in the empire. John Hughes moved to Ukraine together with his family, “subsequently he fell in love with his new Motherland, and sincerely wished the industrial success for it,” wrote the researchers of Hughes’s life. Mining engineer Mevius left his impressions of staying at Hughes’s plant: “The impression made by this vast plant with its iron ways, numerous pipes, plenty of different furnaces, mountains of coal, coke, ores, cast iron and iron in various forms was very grand, especially when it is recalled that twenty years ago it was completely deserted here... “. Hughes’s plant, a large capitalist enterprise of a combined type, was large even for European scale, and it was the only one at that time in Donbass, where

HISTORICAL BACKGROUND almost seven thousand workers worked, bringing significant profits to its owners. In the year of John Hughes’s death – 1889 – his personal capital exceeded 10 million rubles. John Hughes’s grand plans for the enterprise development were embodied by his sons – John and Iver. Young Hugheses solved the housing problems of workers, moved football from England to the factory fields, arranged racecourses and the entertainment for workers during the holidays. The most famous creation of the Hughes’s plant had been “Mertsalov’s Palm”, forged in 1895 out of a steel rail by a smith, Oleksiy Mertsalov, and shown at many exhibitions, including the International Exhibition in Paris in 1900, where it was awarded with the Grand Prix. The image of the palm tree adorns the emblem of the city of Donetsk. The second family business of the British was a joint-stock company of John Hriyevz, established in 1899 in Brussels. The “John Hriyevz and Co” сompany built plants of agricultural machinery and tools in Berdiansk. At the end of XIX century, an agricultural machine Production Company was considered the largest one in Europe. Today it is PJSC “Berdiansk Zhatki” (Zaporizhia region). The agricultural machines and tools were manufactured by the factory of the Oleksandrivsk Machine-Building Company, that was established in 1889, with the administration in London. Its factory was in the city of Oleksandrivsk (now Zaporizhia) in Katerynoslav governorate. British citizen F. Biichcraft founded the Russian Carboniferous Society in 1899, with the capital of 360,000 pounds sterling for the activities in Slavianoserbsk district of

Faust’s mills in Katerynoslav (now the city of Dnipro), and had been selling the products of production in the Empire and abroad. According to the First General Population Census of the Russian Empire (1897), 344 citizens of Great Britain lived in Katerynoslav governorate. The vast majority lived in the provinces of the governorate – 327 people, and only 17 people – in the cities of the governorate: in Mariupol – 9, Katerynoslav – 2, Luhansk – 2. In the governorate, the Vice-Consulate of Great Britain was opened and worked in the city of Mariupol. In 1913, Wilhelm Walton was the ViceConsul. BEFORE RELEASE
The common benefits that can be profitable for the both countries. The same approaches to solve many international issues. 26 years of fruitful cooperation. Principal support for the territorial integrity of Ukraine – these important aspects exclusively for the FD are highlighted by the Extraordinary and Plenipotentiary Ambassador of the Republic of Turkey in Ukraine YÜnet Can Tezel.
NEW UKRAINE IS IN INTEREST OF TURKEY. Be so kind to inform us about the start of the bilateral cooperation between our states?
Photo: Oleksandr KONDRATENKO
Turkey and Ukraine are neighbours over the Black Sea. Our populations if put together are over 120 million people. Both countries have comparative advantages that can benefit the other side. We see eye to eye on many international issues. Turkey supports strongly Ukraine’s reform process and its territorial integrity. We were one of the first countries to recognize Ukraine’s independence. And we have historical links. For all these reasons, we enjoy a very good basis for bilateral cooperation. Admittedly, we still have to work on realizing the very big potential that exists. But things have been moving forward. And the political will, that is a key, is there. Our Presidents meet, along with their Ministers, every year in the framework of High Level Strategic Council.
What can you define as priorities in the political cooperation between Ukraine and Turkey? Turkey is for a well-reformed, independent Ukraine that stands on its feet, free to follow the democratic aspirations of its people. Ukraine’s integration with Europe and Transatlantic institutions is a choice we respect and support. We want a united, inclusive Ukraine which preserves its territorial integrity including Crimea. That is a priority for us. In the case of
Crimea, we are additionally concerned about the situation of Crimean Tatars and other Crimeans facing serious difficulties. These are issues that we cooperate in political way. Also, we want to keep the Black Sea as an area of cooperation, not of rivalry. There are many opportunities in this region. We have meetings between our Foreign Ministries and other Ministries at various levels to take forward our cooperation. The complementarity that exists between our countries renders cooperation and joint work very logical and mutually beneficial. When our top officials meet, quite a few regional and international issues are taken up, as should be between strategic partners.
What can be offered for the business of your country in Ukraine? Turkish business in Ukraine shares our Government’s belief in the future of Ukraine. Through their entrepreneurial experience, they are able to offer quality products and services at competitive prices. That is why despite problems, many companies remained in Ukraine. And there is a positive change in the business climate here. But not everything is rosy; some old habits and practices are still there. Strange administrative and legal practices are the main complaints of Turkish companies. What they want is not any privileges; they just want fair competition conditions and the possibility to have legal remedies when they are wronged. When a few of #10, April 2018

BEFORE RELEASE them run into problems, the word gets around and this discourages potential investors from Turkey. I look for positive stories to show as examples; I am happy when I find them. But I also get negative stories. Ukrainian authorities are trying to change this, I know. Maybe more time is needed to change some things; still every delay is a loss for this generation. Quick, drastic measures to ensure fair competition are not always easy, but they are necessary. Ukrainian big businesses need to be more confident. Turkish companies could be partners for them to open up to the world. Ukraine’s full potential will be realizable as fair competition becomes the only game in town.
How would you assess the humanitarian cooperation between our states? Turkey has been helping Ukraine also through TİKA, the Turkish Cooperation and Coordination Agency, which has been active in many parts of Ukraine. Unfortunately, they are not active in Crimea since the annexation. The TİKA office in Kyiv has supported some 400 projects across Ukraine over the last years, ranging from humanitarian assistance to healthcare, infrastructure development, sanitation, education, etc. Our concern with the situation of the Crimean Tatars is one of my main dossiers in the Embassy. Unfortunately our access to Crimea has been severed after the illegal annexation. At the same time, we help the Crimean Tatars in the mainland in line with the request of the Ukrainian Government. Humanitarian assistance, especially for displaced people, has also been taken up in the yearly strategic meetings between the two Presidents. Turkey will be helping in this field. Cultural ties between Turkey and Ukraine are also very important; this historical and cultural background was somewhat forgotten in the 20th century. We want to bring more to the surface of
16
#10, April 2018
our common historical and cultural heritage in Ukraine, including castles, artifacts etc. dating back to the Ottoman-Turkish period. Fortunately we now have an additional opportunity: The Yunus Emre Institute, which is like Göthe Institute or British Council, has recently opened an office in central Kyiv at Pushkinska Street 28. This cultural centre is a wonderful venue for advancing Turkish-Ukrainian cultural ties. They have already started Turkish language courses at various levels. Several cultural events are in the progress. Unfortunately, in the absence, previously, of such a legitimate cultural institution under the umbrella of the Embassy, some groups pretending to represent Turkish culture were active. For Ukrainians who want to get proper Turkish language instruction with legitimate certificates and who want to learn more about Turkish culture and history, Yunus Emre Institute is the right place. They also cooperate with Ukrainian universities, including in the field of Turkish language education.
How would you assess the investment of Turkish business into Ukrainian economy? Turkish investments into Ukraine are much below what they could be. We have big investors in telecommunications and infrastructure. Agriculture and energy are also growing. But more is desirable and possible. To bring new investments, I think the first thing is to resolve the problems of present investors and companies. Resolution of lingering problems will have positive ripple effects, showing that the new Ukraine is really happening. As I tried to say in my answer to question 3, Turkish business just wants normal business climate in Ukraine. The comparative advantages and complementarity of our economies, our closeness, familiarity and the willingness of the Ukrainian government to attract investments are all conducive to great business opportunities from both sides.

BEFORE RELEASE
Which were your first impressions of Ukraine and its people? Frankly, I did not know much about Ukraine and Ukrainian people. But as one gets to know them, it is difficult not to like the country and the people. They are mostly modest. Like all societies, the Ukrainians have different views and different means among them. But they are mostly tolerant. They are open and not as prejudiced as some other people in Europe. Political and socio-economic conditions always affect society and put pressure on people; but the core of the Ukrainian society is very likeable. And that core is everywhere. As for Ukraine itself; I know that it is a cliché, but the first thing to say about Ukraine is its potential, including its human resources. I also believe that history has not been fair to Ukraine. Now there is the chance to change that.
Do you travel a lot through Ukraine? Unfortunately I have not travelled enough within Ukraine, I regret that. I have been to the major cities but I have not discovered the countryside sufficiently. And unfortunately I have not been able to see Crimea.
What do you like most of all in our country?
This is a difficult question; one does not want to be unfair to so many good things. I do like the general mood across the country; that certain sprit among the people despite serious challenges and hardships; the absence of a sense of panic. Of course this is problematic if it goes too far in the case of some people. I would like to see more optimism and enthusiasm in such people, a greater belief in themselves and their country and a greater readiness to work for this goal.
Now Ukraine is suffering because of the hard times. What would you like to wish the readers of our magazine? In addition to peace, which is my first wish, I wish higher standards, politically, economically and socially. This can come about through practices of good-governance. I wish Ukraine the accurate possibility to realize its great potential. And that possibility is within reach, it just needs to be fully ceased. I wish success in building the new Ukraine. That new Ukraine is also in our interest. The information was provided by the Embassy of the Republic of Turkey in Ukraine.

INTERNATIONAL VECTOR “The Ukrainians are doomed to succeed. At what sacrifice, cost and when it will happen – depends on us”
“We need our own Ukrainian Elon Musk,” – Iryna Vereshchuk Ukraine needs its own development strategy. The country has a huge potential. The participants of the International Centre for Baltic and Black Seas Studies and Consensus Practices are studying where to go and how to succeed. We are talking to its president, Iryna Vereshchuk, about what the centre does and what place Ukraine occupies in the world. What does the Centre do? – We have created an international platform. We have the Council of Major Elders, which includes 15 presidents of our Baltic and Black Seas space. We have decided that we will be opened for Russia. But for Russia that will be ready to work, to change institutionally and democratically. Not aggressively, not through tanks and weapons, but through diplomacy and joint projects. Stanislav Shushkevych (Belarus), Hennadiy Burbulis (Russia) and Leonid Kravchuk, Leonid Kuchma and Viktor Yushchenko (Ukraine) are the core of the centre. As you can see, there are three people in this core who signed the Belavezha Accords that actually confirmed the legal disintegration of the Soviet Union. Therefore, I believe that it is from that time the countdown of independent Ukraine begins. We have a chance to build a new life in search for dialogue and peace. And that is why the main slogan of our Centre is “Through Dialogue – to Peace and Trust”.
What is the main task set by the Centre? – It would seem we speak the same language – we all turn to English and speak calmly. But this is a different feeling of the same words. We set the goal to create preconditions for the dialogue. Now, the guns are talking. And we have decided: the louder every person from our platform will speak out, the quieter the sounds of guns will be. We are forming such a platform, realizing that, nowadays, the victim is not only Ukraine. Everyone suffers of sanctions. It will not be possible to solve the problem only in Ukraine. We had to go to the international Baltic and Black Seas level, because Western Europe is a completely different world. Even in Europe itself, it is said they are developing at different speed. We have foreseen it all and realized that if we did not create it at that moment, then there would
be no result in the future. And therefore we can prevent such conflicts, as, for example, now concerning historical monuments.
How should it be practically realized? – In fact, it looks like this: I said about our Council of Elders, and the next body is the Council of Experts. We take the quintessence given to us by these authoritative people, along with teachers, intellectuals, opinion makers, and experts. We accumulate the material that we then present, for example, for governments, Prime Ministers or Presidents as a material for considerations and for possible making of decisions. Given, for example, not everything can be said by the current President. This platform is designed to help to find solutions acceptable for everyone.
What are the most global challenges facing our country? – Internal or external ones? From the internal main ones – our demographic crisis. When millions of people are leaving. When children are born much less than the population is aging. There are already not two pensioners for one employee. And every day we are lessening by one professor, a doctor. Because they all are going abroad. They are busy raising the economy there instead of giving Ukraine a chance. And the external challenge is the lack of a strategic vision of where to go. For example, the official strategy of the country states that the direction of movement is into the EU and NATO. The official strategy of the EU and NATO is as follows: “We cannot accept Ukraine and will not accept either today or tomorrow or the day after tomorrow.” Just annoying Russia with the intention of joining NATO is no longer funny or interesting. Why to tell there will be a referendum, if we are not admitted anywhere? And when it is said clearly: “You do not go to NATO”, then what’s the point of asking for it? #10, April 2018
19
INTERNATIONAL VECTOR The state should keep a forward position and not change its strategies every day. We are not a business entity that can change its tactics, brand, and thus become the other one.
What is then to be done in this situation? – We realized that we could help to our state. We studied the situation “why we are not being taken to NATO”. It was understood that this is not an answer and that it is not serious, if we are told: “You have a war in the east, so you are not taken to NATO.” The way out is that should build cooperation with the United States. This is a country that is ready to support democratic processes. And it does not matter who will be the president of America. The thing is that it is America. For more than a quarter of a century, we have constantly felt the support of this state. The US is interested in us as partners, albeit not strategic.
That is, our vector of foreign policy should be directed to the USA, shouldn’t it? – We should take the United States as a partner that will help institutionally. Because as we can see billions of infusions do not give anything. Therefore, it is necessary to develop a strategy in which the main priority is to define the United States as a partner
20
#10, April 2018
country, which will help change. It is also worthwhile to define the EU as a partner. And certainly this platform, that we should create with our closest neighbours of the Baltic and Black Seas Alliance: Poland, Czech Republic, Romania, Hungary, Moldova, Belarus, Georgia. Ukraine is approximately at the same level of development as these countries, so we will be able to climb up painlessly if we begin to change. It is also necessary to develop a policy of neighbourhood, that is to define what we consider to be neighbourhood, what we set as the red border, and will never consider to be neighbourhood and to explain it to our partners, neighbours.
Where should Ukraine be in the international arena? – No one of experts will dare to say what there will be in five years. No one knows how the war will develop. Taking into account our economic and demographic situation, it is best to
INTERNATIONAL VECTOR look for our place among the partners and states that are closest to us. Not hoping for big profits. The brand must be worked on. But if we do not work on our brand, our “fellow, friend and brother” – the Russian Federation – does it for us, so having infiltrated the information space that we begin to say: “Ukraine”, and we hear in response: “Mmm ... Ukraine ... It is unlikely you will do anything. “
We need to correct it. – This is the first thing to do. It needs to be explained that the Ukrainians are normal Europeans, that people are really not killed in the streets, as all this is described, that we can hold Eurovision and no one will be killed. These things are very significant. We give ourselves much higher marks than we are evaluated from the outside. Because after 2014, after the Revolution, it was such an incredible jump, wherever we came, everybody knew Ukraine. I was then on a prayer breakfast at the US President’s. There was no need to explain to anyone what country we represent. Even everyone from Africa knew: “Oh! Ukraine! But you are so cool! You have such a spirit! We are talking about you here.” And it was a very strong splash. Now we have started to lose it. Not completely, but we are losing. System work on “our pattern in the world”, as the Poles say, is necessary.
You say “We do not need to join NATO or the EU to be happy.” What should the Ukrainian dream be like? – As for me, it was evoked by the latest events; this is our Ukrainian Elon Musk. And he is launching a mobile space airfield, which we have come up with and have become the only carriers of these technologies in the world. After all, there is everything for this. Ukraine is a space state and loses this potential with each passing day. And with the launch of Falcon Heavy, it loses this at all in a geometric progression – and we all rejoice! We have very great potential in people. I believe in this. Just every year, more and more people are disappointed and leave the country. And this brand of the lost in the space and time Ukrainians is very negative. It is said in America: “Is he from Ukraine? Does he have Ukrainian roots? But he is already ours, a citizen of America.” And it is a pity. He then arrives and says about it: “I am from here, I am Stepan Wozniak.” But when he
went there: “I am Steve, I am a billionaire.” That’s what we lack: to sink teeth into such people, to create oases for them.
What victories can we be proud of? – First of all, we have a constant sport victory and this is already a brand. When we say: “Ukraine”, we hear: “Klitschko, Klochkova, and Shevchenko.” Now, already – Usyk, Muzychuk sisters, Svitolina. Secondly, we have our own distinctive culture. I am talking about fashionable trends now. For example, vyshyvankas has become our brand. In New York, our vyshyvankas were at the fashion-week. And the most important victory is Maidan. We have some internal need for the Cossacks. Because we do not tolerate dictatorship, we have a desire for democracy. We are the bearers of a democratic code.
What is the main task for Ukraine this year? – Not to slide into the new Maidan. I believe this will be absolutely painful and absolutely unnecessary. Only our enemies will take advantage of this. This cannot be admitted. Everyone has to get involved here. We have to stop now, understand that the process is going on and it is already irreversible. We are doomed to success. Just when and how? At what sacrifice, cost and when it will happen depends on us, not on anybody else. The conversation was held by Anna KOROL #10, April 2018

JURIDICAL VECTOR
WHAT ARE THE BASIC CONDITIONS TO BE TAKEN INTO ACCOUNT BY A NON-RESIDENT COMPANY THAT IS PLANNING TO START ITS OPERATIONS AT THE UKRAINIAN MARKET. When a non-resident company comes to work in Ukraine, there are several areas that need to be studied and taken into account. If we are talking about a sphere of legislature, then there are certain things that first of all should be paid attention to. Firstly, this is the organizational and legal form in which the company will operate in Ukraine. The choice of organizational and legal form will be determined out of several aspects. In Ukraine, the calculation of tax burden is the most important. Since tax burdens in Ukraine are large, for example, the tax burden on salary, on one staffing position is 40%, the income tax for a company that is a large taxpayer is 18% plus 20% of VAT; it is by reference to the calculation of the tax burden, the organizational form, which is being created, is chosen. The second important item is the following one – before entering the market it is necessary to study a number of regulatory acts that set one or another branch up. For example, if a foreign producer of milk products comes to Ukraine, then, accordingly, it is necessary to study regulatory acts and make decision for themselves – whether it is interesting or not to work on the conditions that were introduced by the Ukrainian state in this field. The third point comes about permissive documents. For example, if we are talking about the food industry, then in Ukraine it is necessary to certify the raw material from which the product will be produced like it works in Europe. In fact, each of the stages of production must be certified – raw materials, production, finished products are certified. So, this is not only a Ukrainian tendency, it is a global tendency. Also, it is important to consider whether we are manufacturing products in accordance with Ukrainian technological standards. If “not” – then we can develop our own specifications, register them in Ukraine and work according to these conditions if this is not forbidden. So, we have studied the regulatory acts and we come to the understanding of the acceptability of Ukrainian rules of doing
22
#10, April 2018
business and we come to a conclusion about the potentiality of the business-idea to be realized. And the fourth point. There will be a question about the allocation of capacities. Regional locations of the capacities depend not only on the industrial needs but upon financial potentialities either. For example, land in Kyiv Region is more expensive, than in Zhytomyr Region and not only when the purchase but and the leasing is meant. The same situation comes about labour resources. Here, again, we have to come up with a business plan and decide where to locate the industrial capacities. Probably, these ones should be differentiated. As soon as we have determined the place of location for the capacities, we face the necessity to build them up. That is why the construction norms and standards must be learnt – for understanding and calculating of the expense part. In practice, when the investor in Ukraine is planning to start his activity, he do it in the accordance with the technological conditions of their own that do not meet the standardized processes and needs of Ukraine but sometimes exceed them.. Why? Because Ukraine needs such industries. So, it is really easy for foreign investors here. For example, it is easier to get land for a particular project in Ukraine. It is easier to build capacities for one or the other project in Ukraine. Now the Verkhovna Rada of Ukraine is working in the context of changes in the legislative sphere for the investors. That is, there is an understanding – if investors do not feel comfortable, the conditions must be changed for the benefit of investors. A number of legislative acts are adopted to improve these conditions. For example, recently a law has been adopted according to which investors with a capital of over 100 thousand dollars can obtain a residence permit in Ukraine without restrictions. At fifth, one should not forget about such a moment as intellectual property protection. What are non-residents facing when they just start to operate in Ukraine or just begin to explore the state of affairs of the market? The question appears that it is needed to re-register all your intellectual
property rights in our country. This is the first moment. The second moment is when business enters a market with its own brand and then a similar trademark already exists in this market. True, this applies not to foreign business in Ukraine, but to Ukrainian business abroad. Of course, unpleasant court and other expense procedures begin. Therefore, it is always necessary to take into account several points whilst doing the territorial expansion – the definition of the organizational structure, the cost loading planning, the study of regulatory acts and the protection of its intellectual property. This is what a non-resident should do when starting to work in the Ukrainian market.
BUSINESS IN UKRAINE
The publishing company “Astrolabe Publishing” is one of the most influential intellectual players at the Ukrainian book market. The selection of the authors and of the books that are published at this editorial house is a controversial one indeed. It includes Freidrich Nietzche and John Ronald Reuel Tolkien and Joseph Conrad and the textbook of the guerilla war written by Swiss military man Hanz von Dach that is extremely popular in the US and Europe. Such particular books and authors can hardly be defined as the pulp fiction stuff. But they are sold successfully at the Ukrainian book market. What is the secret of the success? About this as well as about the trends of the Ukrainian book market we are talking with the head of the editorial house “Astrolabe” Oleh Feschowetz. Tell us please, what was the start of your editorial activity and what had inspired you to do that? I had no special intention to become an editor. I looked for myself in archeology in history, in philosophy and editorial business was chosen by me almost occasionally. Probably, the main impulse was in the readiness to take responsibility for the things around me. Thus, working as the vice-dean of the faculty of philosophy of the Lviv University and elaborating the course of the lectures in the modern Western philosophy I found out the lack of the Ukrainian translations of the basic philosophical texts. That is why, I initiated

to set up the “The Philosophical Project” Foundation and to translate the most necessary authors (as for me) – I have found money and I have got an agreement with the publishers. But publishers appeared to be the weakest part of the project. Because of it, I made my mind up to set an editorial office up in order to keep the further publishing activity of the Foundation under control. For certain period of time I mixed the teaching activity with the publishing one – but soon it turned out to be rather complicated. I had to choose. And I had chosen the publishing. So, if to sum my activity up – it is a part of my own way just and only the time makes me know what is to be done next.
BUSINESS IN UKRAINE You have carried out the translation of such book as “Total Resistance” by Hans von Dach. Were you made to do that due to the tragic events in Ukraine in 2014? No, not due to the events of 2014, but due to the forecast of them. Looking after the policy of our elites that systematically postponed « for tomorrow» the solution of the crucial problems in the domestic and foreign political activity and taking into account the peaceful and escapism-oriented trends in our society, I started to realize that someday these crucial problems and the total peacefulness will provoke the invasion. The start of war appeared to depend only on time. But the intellectual-publisher is restricted in the tools of the influence. Usually, these tools are words, texts and books. That is why in 2010, we – me and some of my friends – decided to set up a military magazine in Lviv named as “The Citadel”, in order to “correct mentality” of our compatriots. It is evident that 10 years ago the professional military books could hardly be allowed for publishing. The publications mostly were dedicated to the military history and military science. But as the Japanese military writer Yamamoto Tsunetomo used to emphasize “no matter what a good hand in a military science you are, you could be mistaken when it comes to understanding the way of thinking of the prominent military commander”. For example, what can understand about the way of thinking of the Napoleon the average historian that during all his lifetime never left the classroom or the academic institution he worked at? Which peculiarities of the “every day life” could be clear to him? A suit or a hair dress? Because of it we started to explore the professional books of military science. It turned out to be useful as soon as the war broke out. If we talk about the books of Hans von Dach, we must know that they are regarded as the best samples of the
military handbooks in the world. And there is no wonder that his «Total Resistance» was popular and remains popular in the world. That is why we have started the publishing of the professional military literature by this book. And it turned out that the edition planned as non-commercial project, became the sales leader among all our books. This success enabled the free distribution of the 20 thousands samples of this book. I dare to think that it was a good contribution into the defense capacity of our country.
Was it difficult to provide activity in publishing before 2014 and what has changed with it after the changes in the state governing? The material our world was created of is rather resistible, that is why to say “difficult” to start anything is the same as to deny the necessity to act in general. But – anyway – we should understand everything that undermined and keeps undermining our book market. First of all, we should mention that due to the post-colonial status of our country as well as due to (partially) the non-outspoken compromise of our elites, the book market was divided into two parts. That is why the editorial companies that published books in Ukrainian language had rather restricted access to the readers of the Eastern and Southern Ukraine. These regions were under control of the influential Russian editorial companies. Thus, this territory had been occupied before the war broke out. We were permitted

BUSINESS IN UKRAINE to act there almost illegally. Now, the situation has been changed a bit but not because of the new political elite, but because of the war that made the access of the Russian books to Ukraine more difficult and – very often – because of the patriotic motivation of the Ukrainian readers. But it does not come about the efforts of the political elite and it does not depend on the changes in the consciousness of the society. I would say even more – the majority of our people does not understand perfectly well what has been happening and the transformation of the changes into real policy has been facing rather serious resistance. If the state does not carry out the regulative functions at least (without these functions the state has no value) – we will continue to act at our own market in
semi-legal way. So, if to say in military slang we are in a lack of heavy arms in the competitive struggle with the Russian domination at our market. The heavy arms are to change the situation.
Do you agree with the statement that before the Revolution of Dignity our publishing business was discriminated in favour of the Russian one? The main peculiarity of our position at the competent struggle with Russian publishing business is that ex defenitione we are in the unequal situations – even if to take into account the different sizes of Russian and Ukrainian book markets. Any attempts to appeal to the free market look funny thereafter. The absence of the well-established state policy that
would improve such situation conserves this inequality. Maybe, some publishers do remember the interesting coincidence – the visit of one of the most influential Russian publishers to Ukraine and abolishing of the privileges to pay value-added tax. Both events coincided in the time of ruling of Ukrainian president Leonid Kuchma. The abolishing of the privileges did not improve the competitiveness of Ukrainian publishers. We had to get accustomed with that up to the Revolution of Dignity. We have got accustomed, so to say, with the certain guerilla war in our own territory and we are good at that, but any guerilla fighter dreams about total uprising and about sinking of the enemy in the sea, does not he?
BUSINESS IN UKRAINE
You have overcome at the competition “The Literary Translations”, that was proclaimed in the framework of the European Commission Program “Creative Europe”. What is your attitude to this triumph? Exactly so, at the end of 2017 the Publishing Company “Astrolabe Publishing”, was the first one amidst Ukrainian publishers to get the grant from the program “creative Europe”. This fact has been flattering, at least, our “warrior-like” perception of life — we are glad to be among thirty winners chosen from more than two hundred European publishing houses-pretenders (9 of them were Ukrainian ones). But the most important is that we have got rather significant resource for the development of our publishing program. Usually, I do not care about any grant programs, because their requirements must be met and these requirements quite often do not correspond to the demands of our book market and to the demands of our readers. So, we did not try to come the world-view expectations of the donator up, as it is common to happen. We just offered a part of our publishing program and we had elaborated the offer in a serious way. Among the authors included to the projects Sappho, Geoffrey Chaucer, Joseph Conrad, Miguel de Unamuno, Raymond Queneau, Ursula Poznanski and some others must be mentioned.
Thus, it is a triumph of our style of existence and of our readers whom such style impresses either.
How do you cope to sell specific books? I mean Freidrich Nietzche and Saxon epic literature … The successes of these books are different ones and this cannot be measured by the commercial scale. Sometimes, the contribution into the life of the community should be done. Can you imagine the valuable functioning of any European culture without classical philosophy of medieval epic literature? I cannot. So, we have done our contribution – we have prepared and we have published the first Ukrainian translation of the old Saxon epic story “Beowulf”. Without any exaggeration, that is a titanic job, but we have coped with that. It was unprofitable project. Rather, it had been reputational and autodidactic one. In the commercial sense the philosophical and psychological texts have much more attractive perspective. Generally, in this case we use the rule of the compensation of the less attractive products by less competitiveness. That is why owing to the well thought-out tactics such genres can be successful ones. Though, they should be compensated by more popular literature at the same time... UKRAINIAN POLICY MAKERS
“Everything should be fought for. Any changes mean the transformation of the old backward things, that could be comfortable and understandable for someone “, – Hanna Hopko says.
MISSION OF UKRAINE IN THE 21ST CENTURY IS THE REVIVAL OF EUROPE. IT IS HAPPENING RIGHT HERE AND RIGHT NOW The success of Ukraine is an important thing for the continental stability of Europe. During the four years that have passed after the Maidan, we have proved that Ukraine is the subject of international policy and not the grey zone. Now it is crucially important not to give our position up confronting the Russian Federation that provides the hybrid war with the civilized world. And at the same time we are to do the key reforms, to secure the economic development of the state on the basis of the values. Hanna Hopko, the Member of Parliament of Ukraine, the Head of the Parliament Committee for foreign affairs says about this in the exclusive interview for the “FD”.
– Now I am anxious about the fate of the country – how the country must be secured and strengthened, because there are many attempts to destroy it. The years 2018–2019 are very significant ones. If we are wise enough, we will get good chances to play an important role not only for the Eastern Europe, but for the whole continent – says Hanna Hopko.
You are an example of the person from Maidan that became a Parliament Member. How do you manage to realize the ideas of the Revolution of Dignity through the Parliament? – The key task after Maidan was to build up Ukraine with the powerful state institutions, to guarantee the dominance of the law and to guarantee the justice. In the time of Maidan, we as the citizens defended the state from the attempts of the ex-president under the Russian pressure to change the political direction of the country and to make it the part of the Customs Union, of Eurasian space. Every citizen that came to Maidan at that time faced certain menace, defending the state. Now, being at the Parliament, it is important for us to create the intuitions designed to defend the citizens. These institutions must provide them with the conditions for the development, with security, with the justice at the court and not just in the courts. I and my colleagues coped to organize the proving of the important laws – the law about the disclosure of the registers of real estate is among them. Every citizen has to know where politician, parliament member or minister lives and which property possess. The same I can say about the law on the personal voting at the local law-making bodies. Now, every citizen is in the know how votes the member of such body for the distribution of the land, for example. The laws in the sphere of the public health are crucially important ones, as well. In particular, they simplified the registration of the medication that had been tested already in the EU countries, in the USA, in Canada. Before this procedure took 210 days, now it takes only two weeks and makes the corruption impossible. Among other important initiatives the issues of the Ukrainian identity should be mentioned. The Russian aggression is not an occupation of our territories. It is also an attempt of Russia to steal our #10, April 2018

UKRAINIAN POLICY MAKERS history and to implement here its “Russian ream”. Unless Ukrainians had understood its origin we would be the part of the foreign projects. Because of it such activity as decommunization is carried out not in vain. And this activity comes not only about the renaming of the streets. This process is more serious one. Also, I supported the increasing of quotas for Ukrainian music at the radio stations and the renaissance of the Ukrainian film-making. Now, everyone is taken by the surprise because our movies attract spectators and money. These initiatives assist for the better understanding of our goals and of our identity. Committee for the foreign affairs also works and provides all the agenda – from the liberation of the Ukrainian citizens and resistance to the Russian aggression till the economic trends in the foreign policy and promoting of the cultural diplomacy.
What can be got easily and what should be fought for? – Everything should be fought for. Any changes mean the transformation of the old backward things that could be comfortable and understandable ones for someone.
Is the situation at the international arena also so difficult? – “The northern stream – 2” was difficult to be blocked. As for us that is one of the critical projects. We fight not only for the transit profits, but also for the peace. If Ukraine ceases to be the transporter of the Russian gas we will lose the tools of influence in the restoration of our territorial integrity through the political and diplomatic means. Thus, many European countries that hesitate to prolong sanctions against Russia will lose their additional motivation.
You are the Head of the Committee of Verkhovna Rada for foreign affairs. You could choose. Why had you chosen exactly that committee? – In the time of Maidan I communicated a lot with foreign visitors that came to support us. When we started the civil initiative named as “Reanimation Package of Reforms” we collaborated with foreign partners very much so. Also, even before the Revolution of Dignity I took part in the numerous international projects and initiatives. When I changed the expert community for the Parliament, I had been rather sophisticated in the collaboration with the international partners. I

have never worked as a diplomat but since the very first day I have worked with the people that spent a lot of time doing the foreign policy. I understood my responsibility and I was armed with advice of the professionals. The Committee has become a good experience for me. It is a possibility to prolong the Revolution of Dignity, to defend Ukraine, using the methods of the parliament diplomacy, to establish the correct communication between Ukrainian political institution and the world.
What can you define as your main achievement for today? – If to talk about the work at the Committee, we have coped to exert economical pressure upon Russia through the sanctions of the world community. I would like to see the strengthening of the sanctions but we can keep them up as well as to resist to the Russian propaganda and disinformation. The world support of Ukraine during these years was rather powerful one. The great significance in the confrontation with Russia is played by the unified position of the West, in particular the position of the G-7 countries. Rather tough resolutions concerning the Kremlin activity were adopted in the PACE as well as in the OSCE. We elaborated these resolutions at our Committee. This work may be invisible sometimes. But in the common trend of the support for Ukraine we should understand that these years proved - Ukraine is a subject without participation of which the important solutions cannot be taken. Anyway, we did not agree with the “painful compromises”. We were regarded as the territory, as the grey zone in which another players completed their geopolitical tasks and that is why it was so important for us – not to give up and to cross the red line we had pointed down. In the issues of Crimea, Russia has used the special efforts that Crimea would be treated as one of the disputable territories. But we resisted to that and in all the international documents Crimea is mentioned as a part of Ukraine and Russia as a state that occupied a part of Ukraine. We have cheered up the interparliamentary relations and we emphasized the importance of Ukrainian collaboration with Africa. We started to discover Africa as the market for Ukrainian enterprises and we have got the first results of this discovery. Also, we actively develop the cooperation with Japan that does not only implement sanctions against the RF but provides technical and financial assistance for our reforms, for the support of the Eastern Ukraine and for innovations as well.
UKRAINIAN POLICY MAKERS The Resolution about the preparation of the consolidated claim of Ukraine to the RF concerning the responsibility (in the aspect of international law) for the military aggression against Ukraine with the determination of the damage and amount of the harm caused for Ukraine.
And you have one more achievement. You are one of the ten of the most active lawmakers if to take into account the number of the bills that had been adopted. 19 of your bills have been adopted by Ukrainian Parliament during three years. How did you manage to get such results? – Indeed there are more than 60 laws and more than one hundred bills. I always try to follow the patriotic trend, to work for the national interest and to support different fractions and groups. It permits to be the co-author of the important initiatives. Nobody proposed me money for the voting. Ever. I could be convinced by the patriotic words – ”our country needs that“. My friends are joking about that sometimes. Your job is determined by the achievements for the people and by the results. The trust and the respect are based upon that.
Once you said that you promoted the mission of Ukraine in ХХІ century. Tell us about it. – This year we have represented our country at the forum in Davos with dignity. The global leaders discussed the global problems at the Ukrainian House. It had been happening at our platform. Our leadership and our ambitiousness must be like this – it is high time to act. We are not a victim, we are the strong partner – it must be understood. Ukrainian nation enriches the world with the innovations in the epoch of the fourth industrial revolution; it donates the European security and contributes into the resistance to the cyber-attacks. Mission of Ukraine in the 21st century is the recreation of Europe. It has been happening right here and right now. Why the success of Ukraine is so important for the continental stability of Europe? We observe the certain crisis of trust towards many institutions in the West, low attendance at the elections, the growth of the populism and euro-skepticism. The European excessive bureaucracy gives birth to the right- wing nationalistic movements. And Ukraine was and is an example of the tolerance, of selfscarification of the citizens in the name of the social benefit. Remind Maidan – Jews, Moslems, #10, April 2018

UKRAINIAN POLICY MAKERS Protestants, Catholic and Orthodox Christians stood together. They were united. Everything depended on the self-organization of the people that believed in the same idea. Successful Ukraine is a chance for the transformation of Russia. If we are successful and if the Russians can see that Ukraine is a state, in which the people are protected, if they have a job, if they travel through the world freely being respected, they will doubt in putinism. If the era of putinism ends, new Putin will come. Only people at their level would change gradually anything inspite of fierce propaganda in mass-media.
What main task has our society been facing with? – Inspite of the poorly developed institutions, corruption and poverty, too many people have changed their world vision. Ukrainians, as the nation, are not just the eastern flank of NATO. The Revolution of Dignity implemented the new approaches in the relations between people. The western society usually takes a human as the consumer – what is your usefulness, so to say. We have the chance to implement the new philosophy – philosophy of love among humans. Because the war in the East is a great challenge we must defend our statehood and to build up the institutions. And we must stay the human beings at the same time. We should become another nation with the educated middle class. Because, only middle class can guarantee the stabilized society.
How Crimea and Donbass could be returned to Ukraine? – Without international assistance we will fail to do that. Russia must pay out the highest price through the sanctions and through the energetical embargo of the West, becoming more obedient. The situation should not be ended up with the frozen conflict and with the unacceptable “compromises” we are forced to follow. When Ukrainians started to lose the faith saying “that is next to impossible, let us forget all this” – they should be reminded of the Moses. He had been guiding people for 40 years through the desert. And not all of these people could overcome. Russia thinks that Crimea will be forgotten by us. And due to it one of our main tasks is to stay in faith and to keep the duty to restore our territorial integrity, sovereignty and peace. If we hesitate, if we agree with the compromise plans the West will understand that the sanctions can be abolished through the hybrid diplomacy or through their attitude.

UKRAINIAN POLICY MAKERS I believe that we will bring our territories back. We do everything for that. One day in the August in 1991 the tank under Ukrainian flag turned up in Moscow and the Soviet Union broke down. The same can happen nowadays. We do not know what can trigger Russia to fall apart and system will collapse.
So, must we follow the path of the political and diplomatic pressure to wait for the disintegration of the RF? – No, we have not been waiting. We have been acting. In the case named as “Ukraine vs the Russian Federation” at the international court of the UNO we have overcome the measures of caution – the RF has been forced to renovate the activity of the Crimean Tatars representation bodies in Crimea, to return Ukrainian language into the kindergartens and schools. In the framework of the creation of the platform of the deoccupation of Crimea we attract more and more partners. We use the Magnitsky Act that is in use not only in the USA and in Canada but in the EU countries as well. That is why everyone who wants to serve for the occupational authorities has been isolated already. The UN resolutions say that Crimea is a temporally occupied territory and the RF occupied it. We have to go to court with Russia. Court procedure is the one more effective tool.
Is the world ready to continue the sanctions? – The USA are ready. Sanctions will be prolonged until the total deoccupation of the Crimea and Donbass. The EU politicians say the same. Merkel being reelected proved the prolongation, though the sanctions bring economical harm not only for Russia. I often ask the partners – what is your strategy? Russia should be treated by the West as the real threat. We should not wait for the new tragedies such as the shooting down of the “Boeing” jet by Russians, as the usage of the chemical weapons in Aleppo or usage of the chemical weapons and radioactive poison in the territory of Great Britain. The West has to elaborate finally its strategy to pass the threats ahead and to react late. If we do not return to the international law that bases upon the values, upon the respect, upon the fundamental rights, the new world war will break up.
What is your vision of Ukraine in 10 years? – I am an optimist. In 10 years Ukraine will be able to pass through the process of the purification of the after-Soviet negative trends and of the dishonrst pollitical clas’s domonance. People
that adored their property and their commercial benefits more than the interest of the state will be swept out. The breakthrough in the reforms will be done. We will get out the club of the countries that are the raw materials appendages as we were treated before and we will be a part of the creative states with the innovative economy. We have to become the leader of the Eastern Europe. Our membership in the EU and in NATO depends on us. We donate the European security and our innovators impress the world with the new startups in sphere of the artificial intellect. The interview was held by Alina ARKHYPOVA

WHO ARE YOU MR. LEE?
“It is a great honour and privilege for me to get the International Prize “Person of the Year” in Ukraine. I feel strong responsibility and commitment, because Ukraine is expecting a lot from the Republic of Korea. I mean both – my responsibility and responsibility of the whole Korean Embassy in Ukraine. We got the prize together – me and the Korean diplomats working here in Kyiv” Be so kind to inform us about the start of the bilateral cooperation between our states? – The diplomatic ties between Ukraine and Korea started in 1992, on the 10th of February. Last year we celebrated the 25th anniversary of our diplomatic relations.
What are the priorities for cooperation between Ukraine and the Republic of Korea? – We develop all the spheres of cooperation – economic, political, and humanitarian. However, I would like to highlight the economic cooperation as a top priority in our bilateral relations. Ukraine has a great economic potential and Korea can become a reliable partner in this sphere. It is the economic cooperation that can expedite the development of relations in other spheres as well.

What do Korean people know about Ukraine? – Nowadays, Korean people have much more understanding about Ukraine. We need to understand your country more and more and I hope that this process will continue with the assistance of the Ukrainian diplomatic mission in Korea. At the same time, I think our Embassy and Ukrainian government should work closely in that direction. We call it public diplomacy. We still have a lot of work to do because I think Ukraine is still underrepresented in Korea, as well as Korea in Ukraine, so we need to keep working. We understand that Ukraine is more Europeoriented and our country is more oriented to the Pacific Ocean Trade Zone and that is very natural I think. However, Korea could be a very good partner for Ukraine because we have similar challenges and a complimentary national character. I think we have to put more efforts to develop tourism between the both countries.
You have been honoured this year by the national Ukrainian program “Person of the Year”. How do you feel about this award? – I did not expect to be a winner of such a prestigious prize. It is a great honour and privilege

for me to get the International Prize “Person of the Year” in Ukraine. I feel strong responsibility and commitment because Ukraine is expecting a lot from the Republic of Korea. So this award symbolizes great responsibility for me as well. I mean both – my responsibility and responsibility of the whole Korean Embassy in Ukraine. We got the prize together – me and the Korean diplomats working here in Kyiv. Such award is like an impulse for us to move forward. Sometimes it can be very tiring to bridge and to constantly develop the bilateral ties for connecting the both governments. It is not an easy task. So thanks to this award I feel very refreshed to continue moving forward for the sake of the both nations.
What was your first impression of Ukraine and its people? – You know Koreans and Ukrainians have a lot in common. Of course, the differences come in mind at first, but still there are lots of similarities. Ukrainian people are very kind and friendly. They are more friendship-oriented than business-oriented. In the same way Korean people highly value friendship, trust, confidence and human values. Some people appreciate business and profit more, but for the majority of Koreans and Ukrainians human values go
WHO ARE YOU MR. LEE?
first. Sometimes, Korean people are too much outspoken and sociable, so another common feature is sociability.
Do you travel a lot around Ukraine? – Sure, I have visited all the key regions of your country, such as Lviv, Vinnytsia, Odessa, Dnipro, Kherson, and Zaporizhia. As I have mentioned before, we pay a lot of attention to the economic cooperation. We are interested in Ukrainian agricultural sector and industry, we would like to invest more in the production sphere of Ukraine, and such cooperation requires deeper knowledge of your country.
What do you like most about our country? – Most of all I like your capital – Kyiv. It is a wonderful city. You know, I like going for a walk from my residence to my office, and during the weekend sometimes to the Trukhaniv Island, which is a very quiet place where I can relax and enjoy nature. There are only few cities like Kyiv and not only in Europe.
Now Ukraine is suffering through the hard times. What would you like to wish the readers of our magazine?
– In fact Ukraine is facing challenging times, but you have a lot of achievements to be proud of. Korean people and Ukrainian people have one more common characteristic feature – they are demanding too much from the government. Most of the Ukrainians are not happy with the achievements so far, but despite the challenge you have achieved a lot within the last 3 years – moving in the right direction, introducing right policies, becoming more transparent and mature. I think your people are very civilized – I heard that over 1 million IDPs moved to Kyiv and the city managed it very well. I think you need to be more patient and more proud of your nation, and also you need re-orientation. 20 years ago Korea faced the Asian financial crisis, more than 2 million people lost their jobs, and some of the Korean oligarchs went bankrupt. During that time many reforms were made. We have suffered through all these hardships and became stronger. Sometimes we need some kind of a shock therapy, a different orientation to move forward. And I want to wish Ukrainian people to have confidence: don’t be afraid of crisis and challenge, since they can be a disguised blessing. The conversation was held by Ihor Skrypnyk #10, April 2018

LADY INTERNATIONAL ะกLUB
How difficult is it to be the wife of the Ambassador in the Islamic country? What is known about Ukraine in Iran? What has been done by our diplomats for the sake of advancement of national interests of Ukraine in this state? What are main peculiarities of the ladies dress-code in the Islamic Republic of Iran? The wife of the Extraordinary and Plenipotentiary Ambassador of Ukraine in the Islamic Republic of Iran Iryna Burdyliak reveals these secrets in the exclusive interview for the FD. You are the wife of the Ambassador in the Islamic country. How difficult is it to carry out the functions of the Ambassador’s wife in such country as Iran? – In Iran I was taken by surprise with the fact that the wives of the Ambassadors are invited to the procedure of the credential letters giving for the President Hassan Rouhani. Sincerely talking, wives are not invited for such a procedure in some democratic countries. I could not miss this opportunity. I was dressed in accordance with the Islamic dress-code. In black. Though, it was a choice of mine. The eyes of the President Rouhani impressed me very much so. He has charismatic, extremely clever and penetrating look. Mister President knows six languages and he got the education in Europe. Thus, his world vision is much wider than anybody could imagine. Generally, the Iran of the mass-media cliché and the real Iran are rather different ones. Iran is a very welcoming, bright, friendly, dynamic and sincere state. And only being in this country one could feel the real taste of the country with the so unusual past. The Iranians are very educated people. Some of them got education in Europe or in the USA. Rather often the Iranians get the second higher education being 40 or even 50 years old. It can be majoring in the foreign languages or in the history of arts. And the state provides an opportunity to get it for free. When it comes about dresscode I would deny any discrimination of women in this sphere. Tehran is very picturesque, fur coats and traditional local ladies cloths are of different colours. And the young people look very fashionable and very stylish. When my elder daughter comes to visit us she strings a handkerchief in the fashion style of the 60ies and she is very glad to change her image. We, the ladies, are good hands in the transformation.
The sphere in which women are not discriminated at all is the sphere of the service. Women do not sell fruits and vegetables. They do not sweep the streets and do not carry out any hard physical job at all. Is not it the highest level of the care about women? In the family, the woman makes the things rolling like everywhere in the world. Sure, the strategic issues of the financial providing are in the responsibility of the men. But the managing of the life activity is delegated to the women. That is a very wise subdivision of the duties.
Is there a club in Iran that unites the wives of the Ambassadors? Do you take part in its activity? – Sure, there is. Every week the wife of the Iranian minister of foreign affairs Lady Zarif organizes the meetings. She speaks English perfectly and she has been giving lectures in the spiritualism for the wives of the ambassadors and also she gets us acquainted with the Iranian culture and Iranian customs. The concerts of the folk music are often organized for us. We attend art exhibitions. I like the modern Persian miniature very much and I do not waste an opportunity to communicate with the painters and to delve into the mystical ream of the Persian artistic culture.
Is there Ukrainian Diaspora in Iran? – It is not much spoken about, unfortunately… Mostly it consists of Ukrainian women that got married with Iranians. Majority of them adopted Islam but in fact they are the main distributors of the Ukrainian culture. There was a Ukrainian school at the Embassy still when the predecessor of my husband worked there. It is the so-called Ukrainian Sunday school. If to talk about Muslim country reality the classes were given at this school on the Fridays and on the Saturdays. Nowadays the Embassy has moved #10, April 2018

to the new building and owing to this the school has a new building as well. There are new desks and new text-books. So, there is everything to teach the children. Living in the Muslim culture, the possibility to talk in Ukrainian, and to be in touch with Ukrainian culture is very important for them. Talking about promotion of the Ukrainian culture we must take into account the specificity of the Islamic culture. It is about special permission for the musical works to be performed at the stage. Male and female cannot be at the stage together. Even, if they are wife and husband. Because of it only the male artistic groups are invited to Iran. Before last year the Festival of the puppet theatres was held in Iran, and Ukraine participated in it, and it was a real holiday for the children. The most favourite holidays of the children are the New Year, the Christmas, and the Saint Nicolas Day. We carry gifts from Ukraine for everyone. For the little Ukrainians that visit Ukraine once a year it is very important to listen to the Ukrainian language and to know

the Ukrainian traditions in order not to get assimilated.
Have you noticed any changes in the promoting of Ukraine due to the start of the activity of the Department of the Cultural and Public Diplomacy in the Ministry of Foreign Affairs of Ukraine? – Yes, since the last year we have received the funds for the promotion of Ukrainian culture. These funds can be contributed for the imageoriented projects: for the art or photo exhibitions about Ukraine or to dub into Persian language a movie about Ukraine. There are many ideas and we work over their realization.
Do you devote yourself and make the wives of other Ambassadors devote themselves to the charity in Iran? – The charity provided by the wives of the foreign diplomats has become a good tradition in Iran. It includes the assistance for the patients with oncology and for the children from poor families.
LADY INTERNATIONAL СLUB The Persian language, the official language of Iran, is studied at the Kyiv National University. How does the students exchange between our countries function? – The students from Ukraine visit Iran annually as well as the postgraduate students. I can say that there are many Ukrainians who have mastered Persian language professionally. And the students exchange between our countries is very dynamic one. It comes not only about linguistics. This year more than one thousand and a half of Iranian students have entered Ukraine to be majored in different specialties – for example, in medicine. Last year, there were only 150 students only. Iranians like Ukraine very much. They often visit Odessa. They love Kyiv. Also I must admit that the marriages between Iranians and Ukrainian women are very lasting ones and that talks about the mutual mentality of our peoples.
What can you say about the interest to the Ukrainian culture in Iran?
certain things in common in folklore and in the folk customs. Pre-Islamic religion of Iranians and Pre-Christian religion of Ukrainians had much in common either. So there are many people interested in Ukraine and we do our best to keep this interest up.
What would you like to wish the readers of our edition? First of all I would like to congratulate everybody on the Iranian New Year and the holiday of the spring known as Nowruz! This holiday has deep historical roots. The Ukrainians and the Persians are united, for example, in a common tradition to paint pysankas and dye krashankas. We do it at Easter, and the Iranians – at Nowruz. This proves the same worldview. Therefore, I wish our people understanding and tolerance in relationship. And what is more, wealth to families, health and peace! Nowruz mobarak! The conversation was held by Anna Avramenko
– Yes, Iranians are interested in Ukrainian culture and in Ukrainian language. The language is not studied yet, though my husband had proposed to set up a subdepartment of the Ukrainian language at the Tehran University. There is the previous agreement with the Kyiv National University named after Taras Shevchenko. Thus, the initiative is not from the Iranians but from us because we do understand that it will be a sort of Ukrainian lobby – in case we set the subdepartment of Ukrainian studies up. We, me and my husband, have been sophisticated in it – when my husband was a General Consul of Ukraine in Shanghai, we set up such subdepartment at the local university of the foreign languages. Doing the same in Tehran is rather difficult due to the lack of the qualified teachers from Iranian side. Talking about Iranians interested in Ukrainian culture we should remember that Ukrainian and Iranian peoples are linked by the ancient connections that go back deeply into the past. EDUCATION
KYIV INSTITUTE OF MUSIC NAMED AFTER R. GLIER EXTENDS THE GEOGRAPHY OF ITS INTERNATIONAL RELATIONS! STUDENTS FROM THE USA JOINED THE INSTITUTE THIS YEAR.
Oleksandr Zlotnyk, a rector of one of the oldest educational establishments in Ukraine and Kyiv, a famous Ukrainian composer, People’s Artist of Ukraine, talks exclusively to the FD about the history of the music school, music institute, music municipal academy named after Reinhold Glier, about the teachers who have brought up the whole generation of “stars” of the Ukrainian estrade, and about the international competition for the memory of Volodymyr Horowytz.
Please, tell us about the history of your educational institution. When and how was it founded? – In 1868, the Russian Musical Society decided to open a music school in Kyiv. Why particular in Kyiv? Because it was convenient, first of all, to the Russian Empire for territorial reasons – to train musicians for the Philharmonic Hall, singers for opera houses, and so on. In fact, it was the first musical school. And, of course, it was a public educational institution. In Kyiv at that time, there were only two public educational institutions – St. Volodymyr’s University (that now has a name of Taras Shevchenko) and a music school. In those days, it was located at 26 Khreshchatyk Street. The area, as for our time, was simply fantastic. It included the territory between the nowadays Khreshchatyk, Independence Square, Pushkinska and Prorizna streets – this huge square in the heart of the city was the territory of the musical school. It was here where there was an educational building and a concert hall, a small music garden in the middle where there was a monument to the great composer, Mykhailo Glinka, the construction of which was funded by the teachers of the school. In 1941, when the Soviet troops were leaving Kyiv, this part of Khreshchatyk was mine-studded, and finally, it was blown up. Since then, our educational institution has lost its permanent residence permit and lost the concert hall, that we still do not have. We were provided with the premises of the former comprehensive schools, as it was in the former Vorovskogo Street, where the National Pedagogical University named after M. Dragomanov is now. Now we are here in this building, which was built in 1932. We have a 5-storey hostel at 22 Dashavska Street, which also has training classrooms. There is an outbuilding next to the main educational building, where the jazz faculty is located now. However, throughout the history of our educational institution, which was originally a school, later the institute, on the first days of February, this year, it was renamed to the Kyiv Municipal Music Academy named after R. Glier. Nowadays, our Academy has all the directions of musical education – in particular, there is a
correspondence department, there is Master’s Degree course. Only in our educational institution there is a complete closed system of training. It includes a school of student practice where there are experimental groups in which children are enrolled even at the age of two, then they graduate from the music school of practice, then enter a college, after the college – Academy, then – Master’s Degree course. This is a closed loop – from zero to maximum. The Institute is associated with the names of the coryphaeus of the musical art of Ukraine: the founder of the national composer school M. Lysenko, classicists of Ukrainian music of the twentieth century M. Leontovych, K. Stetsenko, L. Revutskyi, B. Liatoshynskyi.
Among the educatees of your Institute, there are such world-famous personalities as Volodymyr Horowytz and Reinhold Glier, in honour of who, in fact, your Institute is named. Please tell us how exactly these memorable people are honoured at the walls of the Institute? – Yes, among our graduates there is one of the best pianists of the twentieth century, Volodymyr Horowytz, and our school is named after the famous composer Reinhold Glier, who also graduated from it and who later became the rector of the Kyiv Conservatory. Our educational institution, despite numerous financial difficulties, is constantly involved in holding the International Competition of Young Pianists in memory of Volodymyr Horowytz – although it is now very difficult to maintain and hold such a competition, we hold it every year. For five years already, I have been the president of the jury of this competition. The competition was not held only in one year – it was in 2014 due to tragic events in our country. The competition meets the all requirments – it takes place in the national philharmonic society, it has three rounds, it has, as a rule, a serious and professional jury. During the entire period of the competition, world-renowned musicians from many countries of the world were invited to join the jury. The Ukrainian representatives came into leaders at the last competition and we hoped that the winner of the competition would be a #10, April 2018

EDUCATION Ukrainian. However, in the last third round the representative of South Korea so brilliantly performed the third concert of Rachmaninov with the orchestra that, of course, took the first place. The second and third ones were taken by our compatriots. Such competitions in the countries of Western Europe and North America are very prestigious and the fact that the person has become a laureate of the International Competition of Young Pianists in memory of Volodymyr Horowytz is already a kind of business card in the world of classical music. This is, simply put, the brand. The attitude to the classical music we have is not always appropriate; that is to say, it was necessary to destroy the walls. But thanks to God, we now have a wonderful Head of the Department of Culture of the Kyiv City State Administration, Diana Popova, and she provides us with full assistance. Both the Kyiv City State Administration and the Ministry of Culture are the co-founders of this competition. This year, in April, we will hold a competition for younger performers. The Ministry of Culture and the Ukrainian Cultural Foundation (the Head of the Foundation is Mrs. Maryna Poroshenko) have already allocated six hundred thousand hryvnias for the purpose of this competition.
Please tell us about the international activities of your Institution. – Our international actions are very active. We have many master classes with leading musicians from around the world. We conduct many creative joint events with diplomatic representations accredited in Ukraine. We meet the delegations from different countries that are interested in our educational institution. Our institution is open for creative communication with all similar musical educational institutions from any country. One of the undeniable achievements is that we received the status of the Academy, since we were called the Higher Musical, but still, School before. When we became the Institute, we lost the annexes – “state” and “municipal”, that is, in our official name there were no indications that we were a state rather than a p r i v a te
educational institution. When we became the Academy, these definitions appeared. For the Chinese students, for example, it is very important that the educational institution they finish abroad is public rather than private. It is also important that this institution is called an academy or university.
Students from which countries study at your educational institution? – This year, for example, an American came to us to the vocal department of popular music. Interestingly, he is an American of non-Ukrainian descent. His surname and name is Jason Uliss Vozhnar. Being an English-speaking person, he joined us. We have very strong teachers. For example, Tatiana Rusova, an Honoured Arts Worker in Ukraine who brought up Tina Karol, Zlata Ognewich, Vasyl Bondarchuk and Kateryna Buzhynska; this is Irma Gviniashvili too, to whom all our “stars” come to be in good shape. Therefore, when we talk about foreigners, we must realize that we are teaching representatives from about 30 countries. These are, in particular, the United States, Mexico, Ecuador, the Congo, the Republic of Korea, Iran, Azerbaijan, Georgia, and others.
What foreign educational institutions do you maintain contact with? – We have contracts on cooperation with twelve musical educational institutions from different countries, and this cooperation is very fruitful and useful.
What, in your opinion, should we do to popularize Ukrainian culture in the world? And are there enough state measures to do this? – I think that what is done may not be enough, as much as we would like it to be, but more than enough, as for these difficult and complicated time. The Ukrainian Cultural Foundation was created and headed by The First Lady, Mrs. Maryna Poroshenko, and I want to believe that everything will be good with the popularization of Ukrainian culture not only in the world, but also in Ukraine itself. The conversation was held by Anna Avramenko

BENEFICENCE IN UKRAINE
We all want Ukraine to become a civilized state. Lives of many Ukrainians were divided into two periods – until 2014 and after. What did the events of 2014 mean to you – the Revolution of Dignity and the war in the east?
– You know, I look at life not through the prism of the past, but through what to do with the past in the future. I remember well all what happened in 2014, who did what and where these people are now, but we need to live further and remember that we are a model and example for our children. Our children will not be better than we are if we do not show them an example of tolerance, parenting and civilized behaviour. We all want Ukraine to become a civilized state, governed and maintained by civilized, consistent people, who will never tolerate repetition of the tragic events of the past. And it is precisely for this and peace in Ukraine a compromise should be found.
Your magazine was accredited at the European Parliament; you often visit different countries not only for the purpose for popularizing of Ukraine, but also for the purpose of defending of the poltical position of our country. Does the state help you in this? What kind of help do you get from the Ukrainian Diaspora? – As for the accreditation of the Business Woman magazine, I have to say at once that this is not my merit. We have a lot of partners around the world, many socially active women, who run their own business or one of the business areas,
50

who give interviews to our magazine. One of our friends or partners is Marta Barandii. Her organization was accredited at the European Parliament. Actually, that was her proposal, given that we are writing a lot about women from Europe who live and work there. This is important to us. There is a rubric “Ukraine and the World” in our magazine, in which we write a lot about the Ukrainian Diaspora. Despite the fact that the magazine is published exclusively in Ukrainian, it provides an opportunity for all those who want to get to know Ukraine better. As for the state aid, we have never addressed, in fact, to the state. Unfortunately, I do not know what strategy of our state’s development is in the prism of the Foreign Ministry’s vision, but while speaking to the representatives of this department, I can say that sometimes it would be nice to have something better. After all, our diplomatic representatives abroad are the face of Ukraine and 50 percent of this face, in my opinion, must be changed because they are not able to adequately represent the positive image of Ukraine. Of course, there are wonderful diplomats. I can mention, in particular, our Ambassador in Hungary Liubov Nepop, our Ambassador in Austria, Olexandr Shcherba. Also, I can positively distinguish the work of our ambassadors in the Czech Republic, Slovenia, Canada, Moldova, Finland. We are not ashamed of such representatives of our country, but can be proud of them. These people react very quickly to any events – even when on the geographic maps the Crimea is marked as a part of Russia, the reaction of our diplomatic representatives is adequate and flash-like. Also, the Ukrainian Diaspora is doing a lot of work to promote Ukrainian national interests abroad. In
Anna Krysiuk, the founder of the Business Woman magazine, Director General of the Book of Records of Ukraine, a public figure in an exclusive interview for the FD tells how complicated popularization of Ukraine in the world is and how the lives of the Ukrainians have changed after 2014...
BENEFICENCE IN UKRAINE particular, the World Congress of Ukrainian Youth Organizations, headed by Myroslav Hochak. This organization has its own Internet resources. Its representatives are the citizens of foreign countries, they have grown there up, they know these countries from inside, and at the same time they are the Ukrainian patriots who lobby for Ukrainian interests. It is very important.
Please, tell us about your activities as Director General of the Book of Records of Ukraine. Why did you decide to head the structure? – The Book of Records of Ukraine is a rather old project. I entered the leadership of this project as a public figure, that enabled me to initiate and implement a large number of public, social and television projects in my native Ciscarpathian Region. Ihor Pidchibiy, the Head of the Book of Records of Ukraine, offered me to join this project, develop it more broadly, and I agreed. At first I documented the records as an expert, and now I have become a Director General. It is the book of records that makes it possible to get acquainted with special people, with truly unique Ukrainians, who set incredible records and positively represent Ukraine in the world.
One of your last projects is “Children’s Football World”. You are running a flash mob in social networks. How many famous people have already joined this flash mob? – We have a large public union, which is called “The Ray. Ukraine”. Its chairman and founder is Dmytro Banakh, a well-known public figure from the Ciscarpathian Region. He does unique things for the unification of Ukraine, in order to return peace to our country and to develop talented children in a multivectored way. It is this organization that realizes many charitable projects, events and measures in the East of Ukraine, which are held jointly with one of the best people’s deputies of Ukraine Dmytro Lubinets and public organizations “I am Volnovaha”, “Ray. Volnovaha”, “Women’s Council of Donbass” and others. It is there where we try to conduct an active national patriotic education of children and youth,

BENEFICENCE IN UKRAINE and implement many international social projects, among them: “Children Ask for Peace”, “Children’s Football of Peace”, “Life in Donbass With the Eyes of Children”, “Cuisines of Peoples of the World”, “Best Ukrainian Sertulum” and others. There is another interesting initiative of our organization – the children’s newspaper “Little Ray”, which is dealt with by Ivanna Yanchuk, also alphabet-colouring for children, the information of which is written by children from different parts of Ukraine and the world. And we distribute it to different countries and regions of Ukraine. Sure, such educational work will change Ukraine for the better in regard to correct education of our children.
You choose difficult countries for the international dialogue. Why is it so? – We choose the countries where we have partners and friends that are ready to meet us, but we pay a lot of attention to those countries, which now have a biased attitude to Ukraine and through our positive social projects and wonderful children, people change their mind about Ukraine for the better one. I remember well several of our trips of the past years to Greece, Serbia, now to Hungary, Poland, where children themselves show that they have no misunderstandings with their peers, but on the contrary – they are friends, they communicate and want to meet in the future, then why the politicians do not see this and argue instead of the compromise... Currently, one of our projects “Children’s Football of Peace” is being done, in which more than 300 children from Ukraine will visit 10 countries of the world and play 10 friendly football tournaments. Hungary was the first country to welcome us. It was headed by Ambassador of Ukraine to Hungary, Liubov Nepop, philanthropist Zoltan Khorvat, the representatives of the Ukrainian Diaspora, Yaroslava Hortiani and Yurii Kravchenko. We showed very easily that children who played football without knowing the languages understood each other, made friends and waited for the next meeting at the football festival and the outcomes of the project. This is a small example of great diplomacy and peace, therefore I sincerely thank all our organizers: Dmytro Banakh, Dmytro Lubinets, our co-organizers and partners: Alina Skomorokhova, Volodymyr Vasylenko, Oleksandr Yarema, Myroslava Hochak, Zoryana Stoliarchuk, Serhii Zinchenko, Zoltan Khorvat, Legea Company for support and help given to children in order to see the world and present Ukraine worthy and ask for peace for all of us.
How long have you been helping children in the front-line zone? – For the third year running. Mostly, we provide assistance through the “Promin. Ukraine” public association, thanks to the support of the Ukrainian Diaspora, in particular, through the already mentioned World Congress of Ukrainian Youth Organizations. The Ukrainian community of the Czech Republic, in particular Ukrainian trade unions, and our friends from Poland – the Higher School of Economics University, give great help. Each country has public initiative organizations that really see what is happening in our East, and also give much help. I cannot, however, say that humanitarian aid radically changed the minds of people in the East. It is more effective that children visiting Western Ukraine, the countries of Europe, already see all the diversity of the world and become different, return home and educate their relatives. In fact, they are re-educating their parents and for the sake of the children we are implementing a lot of social projects.
Were there any negative moments during your activity in the East? – Of course. We had to get under fire; we had to face certain misunderstandings on the part of the local population. The situation in our East is extremely difficult, at first we were not trusted, and now we are asked to come again and again. And I know for sure that those people, who speak Ukrainian in the East, show their loyalty to Ukraine, have not left their homes and are trying to survive there, and can be called heroes without exaggeration. And we will do our best to ensure that Ukraine remains an integrated, democratic and civilized state for the sake of our children and their development.
What would you like to wish the readers of our edition at this difficult time? – First of all I wish to perceive the information only in the positive way. I also want your magazine to be read all over the world. The conversation was held by Ihor Skrypnyk

BEAUTY UKRAINE
At any age, we want to be beautiful and have a well-groomed and radiant skin. But colour and condition of our skin are affected not only by our nutrition, the amount of water we drink per day, but also by seasonality and basic care in different seasons. After the cold, frosty wind and lack of sun, the skin needs special care. When the spring comes, one wants to create or to choose some kind of a beautiful image, to buy new clothes and shoes, and the most important, one wants to improve the condition of the skin and to give it a healthy and natural glow, preferably without the help of a highlighter. In cosmetology of BODY beauty salon network, exclusive and effective individual skin care programs, developed by the Guinot Institute (Paris), are introduced. These are hardwarebased and manual innovative techniques that help restore skin from inside at the cellular level. Hydraderm Cellular Energy is a unique patented device with the use of modern smart technologies – this is a combination of the best performance indicators of previous generations and latest scientific developments. Also, the Guinot Institute has revolutionized cosmetology by creating gel serum that is used during the procedure.
The device has two main procedures: The first procedure I will tell about is Hydradermie Jeunesse (Hydrodermia Youth). It rejuvenates and improves the condition of the skin, taking into account its individual needs. The procedure contributes to energy saturation in the cells and stimulates the synthesis of elastic fibers, providing the result of more elastic skin after the first procedure.
The active components of the serum gel that has been selected according to the needs of the skin penetrate into the skin due to dynamic ionization. In order to select a serum gel, I conduct a consultation to determine the goals of the client’s beauty. At first skin cleansing is performed. Then the serum is plotted, which is selected individually for the needs of the skin. After that, there is a light massage with special roller electrodes, which smoothly slide over the skin and convert the active components of
the serum into ions. Ions easily penetrate through the epidermis in the dermis, where the stock of active substances is created, which remains there for several days, so the effect of such procedures is quite long-lasting one. As a result, the cells are filled with energy and the active components of the serum gel, which is selected according to the needs of the skin, penetrate in the skin, then the gel is washed off, oxy-regenerating serum is applied, and with the help of a thermal electrode the further procedure is carried out, micro circulation is activated and there is a stimulation of cellular activity in the skin due to the thermo electrode. The following stages of the procedure are manual massage with the help of simulating serum, active mask, serum and face cream according to the skin needs. Hydrodermia is recommended to improve the colour of the face, reduction of facial wrinkles and elimination of facial swelling. The second procedure, which is performed on this device, is Hydradermie Lift (Hydrodermia Lift) Hydrodermium lift provides a long lasting effect. If you really need a quick effect and you want to look good for a long time, before an important event- the hydrodemia procedure should be done a day before. A day after the procedure, the process of electric muscle stimulation and lymphatic drainage is only accelerated, so the effect is more visible. The procedure can be done once (the effect is preserved from two days up to a week), but one can do a course of 4–8 procedures 2–3 times a week to maintain muscle tone and achieve the lifting effect. Also, I have my minion among the manual procedures, it is called Age Summum It is not a secret that signs of aging can appear at any age. Constant tiredness, incorrect lifestyle and food ration are inevitably reflected in the condition of the skin. As a result, the epidermis becomes dimmer, the tonus decreases, wrinkles appear and a person loses an attractive young appearance. In essence, the procedure is a useful and safe panacea for signs of aging. The uniqueness of the technology lies in the instantaneous apparent effect immediately after the procedures.
Advantages of the Age Summum procedure include:
•
instant reduction of the prominent features of aging skin,
•
reduction of the depth of wrinkles and lines,
•
restoration of tonus and elasticity
•
natural light and healthy look of the skin.
The procedure lasts for 50 minutes. The number of sessions you need varies, but I recommend taking a course that consists of at least three procedures. In this case, the results of “Age Summum” will be the most pronounced and long-lasting. In contrast to cosmetic products that are created and sold by consumers through advertising and describing the benefits of the product, I am for the correctness of the prescribed diagnosis, for “cosmetics for the purpose intended”: because if the creation of the product is seriously considered, then it should be assigned correctly and chosen according to the skin needs. This is important, therefore, in all cosmetology of BODY beauty salons there are tester stands with homemade skin care products where beauty doctors can choose the right set of cosmetic products to care for skin at home. The most effective advice on face care are:
•
Healthy diet leads to healthy skin.
•
Sleep. You should sleep for eight or ten hours every day, because the skin restores itself when you sleep.
•
Cleansing of the body. Eliminating of toxins helps to maintain healthy skin.
•
Emotions control. Negative emotions can contribute to the appearance of red spots on the skin. So, smile more often.
Constant daily care allows the skin to look more attractive and continues its youth, but sometimes in order to get a cardinal result you should ask for the professionals assistance. In order to always look beautiful you need to love yourself, because love is the first of all care for yourself, so that is beautiful, radiant and wellgroomed skin. Remember that at 30 we are preparing our skin to the state it will look at 40. Best regards, the Director of the Cosmetology Department of BODY LPG, Olena Kutsenko
