Vince and Meika have financially supported FBB for 13 years. They are “Dream Builders” who have made Family Building Blocks a philanthropic priority by pledging to give at a significant level ($1,000 - $4,999) for at least three years. Dream Builder gifts help fund core programs such as therapeutic classrooms and home visiting services. Meet the Koletars Vince is a pediatrician and Meika is a former pediatric and labor & delivery registered nurse. They have four children: Elise (age 19), Blake (age 17), Natalie (age 13) and Caroline (age 11). The Koletars enjoy traveling, hiking, skiing and gardening. Meika has been a volunteer in the therapeutic classrooms at Chelsea’s Place for four years. What inspired you to become Dream Builders? While attending our first FBB luncheon, we were impressed with your mission of “Keeping Children Safe & Families Together” and your holistic approach to achieving this goal. As current and former pediatric health providers, we’ve witnessed the devastating results of child abuse and neglect, and how cyclic it becomes in families. Getting behind an organization that breaks that cycle with a program that’s loving, supportive and affirming to kids and their parents was an easy decision. Why do you choose to give your gift monthly? Giving monthly is convenient, makes the payments manageable and we like that you can count on that contribution every month. What’s the best part of volunteering at FBB? Meika – Snuggling, playing, reading and exploring with the children in the classroom is a highlight of my week. I am so impressed with the amazing work the classroom teachers accomplish with each and every child. We have children coming into the classroom at the beginning of the year that are fearful, sometimes angry, and often quiet and reserved. FBB teachers are so well trained and love these children so much – to watch them in action is a little like magic.

Rana and Darwin are parents of six young children. Seeking a better life for their family, they emigrated to Salem from Chuuk, an island in Micronesia.
The family was adjusting to a very different way of life. For example, at home in Chuuk they were used to seeing children freely play and explore outdoors largely unsupervised. Learning to live in a city was a new reality. Inviting a stranger into their home was also difficult. When FBB teacher Aimee Kelson first started providing home visits, Darwin would not participate in the conversation or activities. The family had no experience with a social services agency like FBB in Chuuk.
This large family faced many challenges when they first learned of Family Building Blocks through friends at church. Darwin was unemployed. Rana doesn’t drive and often felt isolated. There were language and cultural barriers.
Over time, the family learned that they could count on their home visitor. Aimee delivered diapers, food, clothes and other household goods in times of need. She helped foster a positive attachment between Rana and Darwin and their young children and introduced child development topics at their home visits.
Three of their children, Dar, Fneth and Darimar, have participated in the therapeutic classroom program at Chelsea’s Place. Dar is now in a local Head Start program, Fneth is in kindergarten, and Darimar, who is two-and-ahalf years old, is currently enrolled in our program. Rana and Darwin watched how FBB’s classroom made a difference for their son, Fneth. He had some delays when he first entered the program, but his teachers provided additional services and one on one interaction, and his English language skills improved. They watched him become more curious and open, and enjoyed seeing him socialize with his peers. A turning point occurred when the family had another son, Dar, and asked for him to join the classroom. A classroom spot wasn’t immediately open, and Darwin called FBB each month to inquire about services.
Rana and Darwin have always believed that a good education is the key to a brighter future for their children.

Much has changed for this family in the five years since they have been enrolled in our programs. Darwin secured a job as a cook at a downtown restaurant, and loves his career. Having steady employment has increased his confidence. He is proud to provide for his wife and children and has established a new family tradition â€“ taking each child out for a special meal or experience on their birthday. Rana was shy when she first met FBB staff. A huge milestone occurred this fall when she helped chaperone a FBB field trip to the pumpkin patch. This was the first time Rana and her daughter, Darimar, had ever picked pumpkins or interacted with farm animals.
She shared, â€œDarimar was quiet when she first entered the classroom. She had little language skills. She is now using English, Chuukese and even some Spanish. She can count up to six, loves reading, enjoys singing and playing with others.â€?
Rana and Darwin have made incredible progress as parents, and as husband and wife. They are determined, kind, grateful, and love to watch their children learn. 99% of children were able to remain living safely with their parents, thus avoiding the trauma of abuse, neglect, and foster care.
Teacher Aimee has delighted in watching the family develop a close bond and the children gain skills that will prepare them 8,806 educational home visits conducted for Head Start.

An Amazing Gift A location to serve children who live in high needs neighborhoods in central and south Salem has been on our wish list for years. Currently, children who live in this area are either bused to Gracie’s Place in West Salem, or not served at all. This gift will improve the quality of life for children and families in these neighborhoods – now, and for generations to come.

We are simply awestruck – filled with wonder and amazement – by the heartfelt willingness of our donors to generously support the most vulnerable members of our community. A remarkable gift from Larry Tokarski and Mountain West Investment Corporation will transform a vacant manufacturing facility into a new relief nursery which will feature four therapeutic classrooms for children newborn to three years old. It will be located at 180 18th St. NE in Salem and is expected to open in September 2016. The Larry & Jeanette Epping Family Fund also has a huge heart for children and for FBB. Their investment in this project is greatly appreciated.

Like all of our programs, operational costs for the facility will be secured through a combination of public and private support. Our federal Early Head Start grant represents the largest percentage of funding. Last July, new operational funding was approved for this “satellite” relief nursery site by the Oregon State Legislature. We are so thankful for this vote of confidence in our work! Family Building Blocks will continue to operate programs from its current locations throughout Marion and Polk counties. We remain relentlessly focused on our mission – “Keeping Children Safe & Families Together.” We are incredibly grateful for the continued investment of our community in our preventative programs which include therapeutic classrooms, home visiting and parent education. A Family Legacy The Larry & Jeanette Epping Family Fund through the Salem Foundation recently made a $300,000 grant towards the establishment of our new satellite relief nursery location in SE Salem. We are incredibly grateful for this generous gift – the largest one-time grant in FBB’s history – which will allow classrooms to open in the fall. The Larry & Jeanette Epping Family Fund has consistently supported FBB’s mission for 14 years. Gary Epping and his sister Shawn Engelberg, trustees of the Epping Family Fund, are proud to carry on their parents’ legacy of supporting children and families in need, and investing in projects that revitalize neighborhoods and build community.

Due to the amazing generosity of Mt. West Investment Corporation, 180 18th St. will be transformed from a neglected and vacant former food manufacturing facility to a vibrant relief nursery satellite location annually serving hundreds of children and families.
The new State Street location is scheduled to open in the fall of 2016. In addition to four therapeutic classrooms, the campus will include an agency-wide donation drop off site and expanded clothes and food pantries.
Senator Jackie Winters was instrumental in securing legislative funding for additional relief nursery satellite locations during the last session. Thank you, Jackie, and to all our friends at the Oregon State Capitol!

FEATURED PROGRAMS Family Building Blocks is very excited to announce a new partnership with a community program named Ten on Tuesdays, or TOT, to better serve families in need in our community. TOT is a court based program that works directly with mothers who have used controlled substances while pregnant but hope to retain custody of their unborn child by abstaining from drug use for the remainder of their pregnancy. Judge Heidi Strauch of the Marion County Circuit Court administers the program. Moms enrolled in TOT meet with Judge Strauch for ten minutes every Tuesday to discuss their sobriety and to check-in regarding any need for extra resources or supports. Moms are also required to participate in a drug treatment program and attend three weekly meetings with community supports such as Narcotics Anonymous or Alcoholics Anonymous, as well as complete random drug testing. Moms who successfully complete TOT through their pregnancy receive a recommendation from Judge Strauch to retain custody of their newborn child. Family Building Blocks is partnering with TOT through a pilot program funded by the Ralph Hull Foundation to help provide additional supports to TOT moms pre- and post-natal. TOT moms are offered the option to participate in Family Building Blocks home visiting programs while enrolled in the TOT program,
and will be able to continue to receive the support of a Family Building Blocks home visitor after they have ended involvement in TOT. TOT moms who chose to participate in home visiting will receive specialized home visits that focus on perinatal care. These specialized home visits will last for 9 months, after which a TOT mom can be referred to other Family Building Blocks programs.
If the first few months of this pilot project, FBB home visitor Jennifer Ruks has provided weekly home visits for three mothers enrolled in TOT. Jennifer is excited to report that all three mothers have been able to keep their newborns in their care and have no current Department of Human Services involvement. Jennifer is proud of the home visiting curriculum that focuses on promoting positive mental health during pregnancy. She shares, “These women, from their past experience and their substance abuse history, need additional supports that focus on their well-
being and ways to connect with their baby. Our curriculum and our home visiting program is flexible, meets their needs and reduces their stress. We are giving them additional tools to be successful as mothers.” From breast-feeding techniques and tips on time management, to activities that build attachment to their newborn and providing tangible needs like baby clothes, formula and food, FBB staff are committed to partnering with TOT moms to help them be their child’s first and best teacher.

“My husband and I donate monthly to Family Building Blocks and I volunteer in the therapeutic classrooms weekly. Thirteen years ago we were introduced to the vision of FBB. Before retirement, I was a case manager at MacLaren Youth Correctional Facility. Because of my work with incarcerated youth, I became very sensitive to the hurt that broken families can cause their children. The damage was done and we were trying to fix them as adults - a difficult task. I am convinced, if these youth and their families had been a part of a FBB program, many would have not ended up at MacLaren.
