MYTH There is a lack of transparency around the facts and inner workings of Project Airbridge.

FACT • FEMA has provided the requested info about Airbridge to stakeholders using the appropriate channels. The commercial supply chain data is proprietary, and the FOIA process is the approved process to ensure sensitive information does not get into the public domain and harm the response effort or compromise any of the stakeholders’ equities.

• FEMA has received over 300 congressional letters about Project Airbridge and are working to respond to each one.

The effort cost taxpayers millions and only filled a fraction of the states’ PPE needs.

• FEMA is supplementing, not supplanting, the existing supply chain through a variety of strategies. Airbridge is just one way PPE continues to get to the points of greatest need.

• FEMA covers the cost to fly supplies into the U.S. from overseas factories, cutting the amount of time it takes to ship supplies from weeks to days.

• All the supplies brought in via Airbridge flow into the general commercial market of the “big 6” distributors. There are many other inputs to the national markets outside the Airbridge.

• About 15% of the commercially distributed supplies came in through Project Airbridge, and the rest comes from other import and domestic production sources.

MYTH FEMA provided free transport of goods to medical distributors.

FACT • The medical distributors had increased costs associated with the change in transport to deliver PPE to the points of greatest need 9 times faster than movement by sea.

• *Provide overview of normal FEMA contract process with transporters

FEMA asked medical distributors to profit off the goods flown in through Airbridge and had no way to ensure products were priced fairly.

• Distributors were filling existing orders with standard clients through the Airbridge. Specifics on pricing between 2 private companies is confidential information.

• Memorandums of agreement between FEMA and the distributors state that prices must be reasonable.

Supplies brought in via Airbridge flights are untraceable to their final destinations, and states are not aware of which specific supplies were brought in through Project Airbridge.

Distribution decisions were made based on politics rather than public health needs.

All 6 distributors have been able to flex 50% of their inventory to hot spots – which is consistent with our collaborative approach to managing the national supply chain. As the density of cases decrease in major metropolitan areas, that allows the inventory to move to the next hot spot or other sectors of our economy outside hot spot medically urgent areas.

FEMA is winding down Project Airbridge when there is still a PPE shortage and more COVID-19 cases.

• Although Project Airbridge is winding down at the end of June, FEMA will still be in charge of the PPE supply chain for the COVID-19 response.
