RESILIENCE HUBS
Programs & Services A true Resilience Hub is for the community, by the community, and in the community. It is a community node of connectivity, care, resources, supplies and safety. Thus, a Resilience Hub must consider and include at least a portion of each of the six core components. The Resilience Hub Collaborative has developed and refined these six core components for over 15 years; they are intended to be comprehensive and to ensure community needs are not bypassed for infrastructure upgrades. The core components are the foundation and scaffolding of any true Resilience Hub and they enable a Hub to function year-round, in the event of any disruption, and throughout recovery.
PROGRAMS & SERVICES Programs and Services are the heart of a Resilience Hub. They ensure that the Hub provides value every single day and is well trusted. This includes year-round offerings and activities that address the community’s specific needs such as workforce training, childcare, youth and elder programs, and health services. These programs build the daily trust required for the Hub to be effective during a crisis. Programs and Services are provided in all Three Resilience Conditions (operating modes):

STEADY STATE
Programs focus on bringing people together and meeting the community cohesion and connection needs. These can be elements like youth leadership programs, before and after school programs, passing of culture through food, senior dance classes, community movie nights, and more. Services focus on "chronic stressors" and providing proactive care. They can include financial literacy workshops, basic medical and dental check-ups, tool checkouts, and even hosting mobile health clinics. The Resilience Hub Collaborative has detailed lists of programs and services that build the community’s baseline health and wealth.
DISRUPTION
In disruption, this component pivots to life-sustaining services. This includes a "Know Your Rights" desk for interacting with emergency responders, rapid distribution of hygiene kits, and onsite basic medical triage. The site also becomes a distribution point for emergency supplies (food, water, medicine) and a hub for wellness checks and basic first aid.
RECOVERY
In recovery, the Hub shifts into long-term resource navigation and support services. The Hub is the community-managed place to get help with insurance forms, FEMA paperwork, legal aid for renters, or mental health support for PTSD—services that are often missing weeks after press coverage and national attention ends.

By institutionalizing these programs and services, Hubs move beyond traditional disaster management toward a model of community-driven self-determination and autonomy. Our comprehensive approach ensures that whether a site is facilitating workforce development during steady state or managing emergency communications during a disruption, the services provided are culturally relevant, equitable, and grounded in local expertise.
The Resilience Hub Collaborative provides in-depth training and support for sites interested in exploring and expanding their Program and Services offerings in all Three Resilience Conditions. Our team has the expertise and experience to help new or existing Hubs to transform into community anchors of social and physical health and to ensure that every program and service offered builds the collective power necessary to navigate an uncertain future with confidence, collective wisdom, and collaboration.
