Subject: Flower Sales Good afternoon, Thank you for assisting with flower sales during this Saturday's Commencement. Listed below is Saturday's schedule which indicates your designated timeslot. Customers may pay for items using check, cash or card. There will be an lPad available to process credit card transactions. The table will be stocked with a price list, pens, masks, hand sanitizer and of course the flowers. Please note: you may wearjeans and an appropriate t-shirt, i.e. no tears, rips or offensive language/imagery. We had originally requested your assistance on Thursday to assist with flower prep, however, I was just recently informed the flowers will not arrive until tomorrow (Friday). Once received, I will reach out to determine who is available to assist with prep, which involves unboxing the flowers, removing damaged petals and placing in water. I do recognize that you may not be available due to timing, and I understand completely.

Thank you for the Terry Brown AFC Scholarship. I
at NWF this year and plan to transfer to the University of West Florida as
a Spofts Management major. My cunent plan is to either coach football at the high school or
collegiate level. Because ofthis scholarship I am able to pursue my passion ofcoaching football each fall at Niceville High School. I do receive a paid stipend for coaching, but I do not get paid until December when the season is over. Without the scholarship, I would also need to work another part-timejob to assist with school.
This scholarship allowed me to fully dedicate the time needed last year to football and as a result, I was promoted to Offensive Coordinator ofthe Freshman team this year. I'm extremely grateful for the scholarship renewal and appreciate your generosify. l

With Covidl9 the concession stand schedule is up in the air at the moment ii. There are two separate conlerences being held over Thanksgiving week. iii.Gay Lynn suggested prepackaged items and gloved hands to operate concessions more safely during the pandemic. She also asked about using SQUABE to avoid handling cash or to update pricing to avoid the need of coins if we did use cash. D. Treasury Report 1. Terry Comeau Scholarship's second installment ol three $5000.00 payments is made 2. The chapter donated $1 ,000 to our Making Strides Against Breast Cancer Team 3. We have a current balance of $47,326.35 as of 9-28-20 E. Around the Room Patrice asked how often we'll be meeting and when the next meeting will be held. Tony said he wanted lo have either 6 or 12 meelings, a goal of monthly or every other month. Patrice encouraged monthly. April thanked Tony for a great 1st general membership meeting of the academic year. The group discussed a possible member drive: Patrice - Faculty vs Staft vs Administration - who recruils the most? Gay Lynn - Departmental Challenge - who recruits the most? Patrice & April added "departmenf' must be clearly defined lf we have a November deadline it can be announced at the Holiday Luncheon Patrice asked we had the funds for a membership drive prize (perhaps gift cards as they are easy to mail or interoffice) Gloria asked about retiree participation and connection to events and activities. ASSOCIATION OF FLORIDA COLLEGES NORTHWEST FLORIDA STATE COLLEGE CHAPTER BYLAWS ARTICLE l: NAME The name of this organization shall be the Northwest Florida State College (NWFSC) Chapter of the Association of Florida Colleges. ARTICLE ll: PURPOSE AND GOALS The Northwest Florida State College Chapter of the Association of Florida Colleges represents the common interest of the faculty, staff, administrators, retirees, and trustees as follows:
1.
To actively promote a unified and respected voice at the regional and state level for the community.
2.
To promote the groMh and advancement of college education in Florida.
3.
To facilitate communication at all levels of education.
4.
To encourage participation in development, welfare, and morale matters affecting faculty and staff.
5.
To participate in the association through its components and provide specific enrichment for all NWFSC employees.
6.
To promote communication and interaction among employees and board members.
ln view of these goals and in order to further promote them, the Chapter is hereby precluded from becoming involved in the collective bargaining process. The divergent groups represented by NWFSC/AFC and the legal and professional obligations of these groups mandate that the Chapter cannot and will not participate in collective negotiations as a representative of either management or labor. Neither will the Chapter advocate, nor will it oppose, participation by any group of college employees in collective negotiation with their employer.
ARTICLE lll: MEMBERSHIP Section
1.
Voting membership in this Chapter is open to all employees, full and part-time, retirees, trustees and Northwest Florida State College employees who are assigned elsewhere other than on the Niceville campus.
Section 2.
Non-voting associate membership is open to individuals whose professional or educational activities are closely related to the functions of NWFSC.
Section 3.
Honorary life membership may be conferred on retired members who have made an outstanding contribution to the College Chapter by at two-thirds vote in the affirmative by the members present at an Executive Board meeting or by email vote.

The membership year shall begin on the first day of the month in which application is made and will end on the last day of the preceding month of the following year.
ARTICLE lV: OFFICERS Section

The elected officers are President, PresidenlElect, Vice President, Secretary, and Treasurer. The appointed officers are the Legislative Liaison, Media Representative, Chapter Historian and other necessary appointments to fill the needs of the chapter.
A. The lmmediate Past-President or an appointed chapter member shall serve as the Legislative Liaison and shall perform such duties as prescribed in section 4.
B. The Media Representative shall be appointed by the incoming President and shall perform such duties as prescribed in section 4.
C. The Chapter Historian shall be appointed by the incoming President and shall perform such duties as prescribed in section 4.
D. Additional appointments shall be made by the President and other elected chapter officers as needed. This includes but is not limited to a Media Representative, an Administration Liaison, an Awards Chair, and a Social Chair. Duties for these chapter positions will be prescribed by the chapter elected officers. Section
3.
Selection of officers:
A. The President-Elect shall
be elected by the membership for a term of one year, commencing July 1 of each year. The Vice President, Secretary, and Treasurer shall be elected by the membership for a term of two years, commencing July 1 of the initial year. Elections will be held annually at a meeting before the end of the Spring Term. The President shall appoint a Nominating Chair. The Nominating Chair shall appoint a Committee, consisting of Chapter members representing the faculty, administration, and career service employees.
B. President-Elect shall
begin the term of office as President on July 1 of the year following service to the Chapter as PresidenfElect. No nomination or election is necessary as long as the previous year's President-Elect is able to serve.
C. Voting shall occur for each office in the following sequence: President-Elect, Vice President, Secretary, and Treasurer. Voting shall be by written ballot.
D. A plurality of Chapter members present and voting shall be sufficient for election. An absentee ballot shall be accepted and delivered by a Nominating committee member or his designee, if a member is unable to be present at the voting session.
E. The Nominating Committee shall supervise elections. Section

Maintain a notebook containing copies of all the officers' duties, responsibilities, and procedures to be transferred to succeeding President. 10. Maintain a file of Association and Chapter bylaws, Chapter minutes, approved resolutions and recommendations to be transferred to succeeding President. 1 1 . Work with the Historian and Past President to complete the Chapter of the Year Notebook and deliver it to the Awards Committee Chair by the required date in July.

Document chapter events and meetings via taking or collecting photographs and physical items. Coordinate with other officers to maintain a file of minutes from meetings, published articles, membership records, treasury reports, etc. Coordinate with Media Representative to provide photographs for the social media and website pages and assist in the maintenance and upkeep on the website and social media pages. Work with President and Past President to produce the Chapter of the Year Nomination Packet.
Removal and replacement of officers
A. An officer may be removed from office for nonperformance of duties, providing that the officer was absent from at least three consecutive Executive Board and/or Chapter meetings and the Executive Board so elects by simple plurality.
B. An officer may be impeached by petition signed by one third of the paid Chapter membership and presented to the Executive Board for action. At the next Chapter meeting, to be held not laterthan 30 days thereafter, the question of removal will be put to the members present for decision by simple majority.
C.
ln the event of a vacancy in an elected office, the Executive Board shall appoint a replacement to serve the balance of the current term. All executive appointments will be subject to ratification by the general membership at the next regularly scheduled meeting.
ARTICLE V: MEETINGS Section

Regular meetings
A.
Meetings will be scheduled by the President or upon written request of at least four (4) members. Meetings will be announced one week prior to the scheduled meeting day.
B. There will be at least four Chapter meetings per year, with one scheduled before the end of the Spring Term for elections.
C. A quorum at any scheduled meeting of the general membership shall consist of the chapter members present, providing that this number is not less than ten percent of the paid Chapter membership.
D. A simple majority of members present and voting is required for conducting business. Section 2.
Special meetings are to be called by the Executive Board as needed.

The Executive Board shall consist of the current President, PresidenlElect, Vice President, Secretary, Treasurer, lmmediate Past-President, Media Representative, Legislative Liaison, and the Committee Chairpersons. Duties of the Executive Board
A. Consult with the College President on matters of interest to the Chapter. B. Plan an agenda for regular meetings of the Chapter as appropriate. C. Review proposals from the state organization and develop and recommend
policies pertaining to the Chapter as appropriate. D. Develop other policy recommendations concerning Chapter affairs and submit them to the Chapter as appropriate. E. Approve expenditures exceeding $100.00. F. Assist the Membership Committee. G. Vote on pertinent Chapter proposals and issues. H. Select an auditing committee consisting of at least two members to review Chapter expenditures.

Quorum shall consist of at least a majority (51%) of those enrolled on the Executive Board. lnformational meetings can take place in absence of a quorum, but no business can be transacted.

ARTICLE IX: AMENDMENTS TO CHAPTER BYLAWS Section

Amendments may be offered in writing to the Chapter secretary at any meeting of the Chapter, but may not be voted upon until the next succeeding Chapter meeting. Proposed Chapter bylaw amendments will be distributed with the regular notice of Chapter meetings.
The Chapter Bylaws may be amended by a twothirds vote of the members present at a Chapter meeting, provided 10 percent of the paid Chapter membership is present.

Commission representatives will be elected as necessary at the regular September meeting in accordance with the AFC bylaws. The exception will be the appointment of the Trustee representatives who will be appointed by the President of the College. The rules involving delegates to the assembly in Article Xl prevail. ARTICLE Xll: FINANCE Before travel funds are approved for an AFC event, a memo should be sent to the AFC President for approval. Travel funds should only be approved for active AFC participants.
