Thank You for the Opportunity

I

would like to extend my appreciation to all our AFC members who took the time to attend the 68th annual meeting and conference.

Our conference format provided our members with an outstanding variety of events and presentations. Beginning with our keynote speaker, retired astronaut Winston Scott, who provided our members with his inspirational message on overcoming challenges. Our AFC Commissions delivered an amazing quantity of quality workshops. The workshops gave our members opportunities for personal and professional development.

Most importantly, the workshops created a format for our members to share best practices.

My favorite part of the Conference is the recognition awards. The Chancellor’s Best Practice Award finalists included Valencia College’s program to increase the college-going rate in Osceola County, Eastern Florida College’s innovative focus on a competitive aviation and aerospace workforce, Santa Fe College’s efforts to reduce student debt, and Tallahassee Community College’s initiative to improve the student enrollment process.

The Leroy Collins Awards recipients represented the value of the Florida College System to our communities.

The Against all Odds Award recipient, Tangie Archer, shared her story of how St. Johns River State College was instrumental in transforming her life. Life Achievement Award recipient, Lt. Col. (Retired) Tessa Angelo Suplee, shared her story of the impact that State College of Florida, Manatee-Sarasota had on her life. The Hometown Hero Award recipient, Dr. Christine Jefferson-Taylor, was recognized by Indian River State College for her long, outstanding contribution to her community.

I feel our AFC 68th Annual Meeting and Conference offered our members a chance to observe how our college system “Empowers Leaders and Transforms Lives.”

Thank you for giving me the opportunity to serve as your AFC president in 2017.

GO MEMBERS! Assembly of Delegates Highlights AFC Member Involvement

I

I’m very proud of our membership. It’s easy sometimes for it to appear as though the membership is not paying attention. And, although almost daily we put information out on the AFC web site, email, Facebook, and Twitter, the hits or views we get on some content can lead us to think no one cares - until we bring forward a bylaws amendment. On that front, this year the members flexed their muscle.

This year like many others we brought forward proposed amendments to our AFC bylaws. Usually these are rather innocuous.

Often we are cleaning up old verbiage that no longer fits current practice or is somewhat ambiguous. Sometimes we are strengthening parameters for chapter and commission operations. Every now and again we add a new standing committee or commission. Usually these proposed amendments pass the Assembly of Delegates with little to no resistance. A few years ago though we proposed the revamping of how the AFC elects its statewide executive officers by proposing a membership-wide ballot, instead of having just a few hundred people at the Assembly hold the power to elect officers for a body of 7,000 plus. This amendment passed in 2015 by one vote, as a 2/3 majority is required of the quorum to make a bylaw change.

On November 3 this year at the AFC Annual Meeting and Conference Assembly of Delegates, we proposed two bylaw amendments. The first was

designed to update how we fill a vacant executive office. We proposed moving from solely a Board appointment process to a special election, retaining the Board option only if the special election is not feasible, e.g., if it’s almost at the end of the calendar year. This amendment passed unanimously.

The second amendment was drafted to change the Assembly quorum requirement for bylaw revisions to the number of delegates present in the room.

The rationale for this was two-fold: Manage the impact of declining conference attendance due to college travel budget restrictions and reduced chapter funds on our ability to conduct AFC business, and; more specifically, address the decline in attendance of registered delegates at the Assembly of Delegates whose one primary function is to be there to vote. Not making a quorum prevents us from conducting AFC business and inhibits our ability to advance the organization. For example, in 2016 we achieved the Assembly quorum by one person. Of more than 300 registered delegates, over 100 chose not to attend the Assembly. Changing the quorum requirement to those present in the room is for practicality. There is no nefarious intent. If you as member find it important to be there and vote, it’s a perfect world. However, if over a third of the delegates do not, it’s not fair that the entire organization suffer from an inability to move forward.

We had found in our research that the proposed quorum approach is a common model among large organizations like ours. Moreover, Roberts Rules allows for what is in the best interest of the organization, even if it slightly bends parliamentary standards. Fortunately, this year we cleared the quorum. Executive Director/CEO's Message combining the Assembly with the brunch was a big draw. That was necessitated by space availability at the hotel, and it was a logistical struggle for college delegations to sit together. We are not sure if we will stick with this approach, but we may tweak it to resolve the sitting together issue.

As with all AFC Bylaw revisions, both of these proposed revisions were well vetted. They passed muster at three levels before getting to the Assembly floor. First, the Bylaws committee, then the Executive Committee, and finally the full Board reviewed everything. Bylaw revisions are posted in Current and/or on the AFC web site for at least 30 days for the entire membership to review, express concerns to and ask questions of the AFC staff. We did not receive any questions regarding these proposed revisions.

It was very exciting though to see how engaged the members became at the Assembly. After a summary provided by Bylaws Chair Bill Mullowney and me, AFC President Dr. Robert Flores called for a voice vote on both amendments. The “yays” definitely were much louder than the “nays”. We strongly believed the vote reflected the will of the body and that we had met the 2/3 threshold to pass the bylaw revisions. However, the AFC members were not so sure. They were concerned, and let us know. Some felt the voice vote was not so clear and requested a roll call vote. We called for a second voice vote. The

“nays” were much more evident the second time.

So, after about 15 minutes of deliberation, Dr. Flores allowed for a recount by hand vote. This time the two proposed amendments were taken up separately.

The first passed unanimously. Every eligible hand went up in support of clarifying the process of filling vacant executive AFC offices. The hands up were then counted for the amendment to reduce the Assembly quorum requirement to those present in the room. This time, although the majority of the hands up were “yays”, slightly more than 1/3 were “nays” and the amendment died. The process worked and we can’t be more proud of our members for that.

Not passing that amendment is not a deal breaker by any means. If it inadvertently brought to light the importance of attending the annual meeting and conference and subsequently the Assembly, then it was a win-win; the members retain the control of proposed bylaws changes and AFC leadership can feel a bit more confident members will attend this important event.

The process works at AFC. The balance of member and executive authority in the AFC is alive and well. It’s the way it should be and hopefully will continue to be. And I’m extremely proud of everyone involved, especially you.

The AFC Annual Service Project by: Debria Payne, AFC Staff Assistant

F

ollowing Hurricane Irma’s aftermath, the Association of Florida Colleges (AFC) was able to make a tremendous impact on effected schools in Florida.

Each year, the AFC’s Foundation hosts a service project at the AFC annual conference service. This year the AFC’s service project focused on the Florida Keys residents impacted by Hurricane Irma. The majority of the damage was from trees falling as a result of the high winds and storm surge flooding.

Key Largo Elementary school had a long list of needs in order to regroup in the aftermath of the hurricane. The AFC asked that each conference attendee donate an item. The attendees rallied to the cause and, as a result, Key Largo Elementary school was able to receive every item requested.

“The donated items were exactly what the families needed. It was great timing for receiving the supplies and everything was gone in under 3 days.

Diapers, baby wipes, and cleaning supplies were essential.” Principal Laura Lietaert of Key Largo Elementary said.

“We are a Title 1 school and 71% of our students are impoverished and receive free lunch so this [Hurricane] put a hurting on the children. However, the donations we received from the AFC and different organizations have been a God send to these families.” said Lietaert.

Fortunately, the minor leaks and tree damage did not affect the areas where students were housed. There was a great turnout of participants and supporters, including James Robinette who drove the truck full of donated items and helped with their distribution.

“Since both of my boys are in the Boy Scouts we decided to make it a family event in delivering the collected items. Sunday morning we all made the drive down to Key Largo and met up with the school principal and her helpers,” Mr. Robinette said, “We all had a great time unloading the trailer, said our goodbyes and headed back home feeling good about what the 28 state colleges were able to accomplish and the small part we, as a family, were able to play.”

For purposes of the movement, gateway courses are defined as developmental and/or college creditbearing courses with high enrollment within or across sections and unacceptably high rates of D, F, W (for withdrawal) and I (for incomplete) grades (DFWI rates). These courses serve as gateways to all “guided pathways,” general education “cores,” and majors – areas of study in which colleges and universities across the nation, especially community and state colleges, are realizing deplorable DWFI rates. Contrary to the tenets of social Darwinism, it doesn’t’ have to be this way. This workshop is designed for college faculty who teach gateway courses and who would like to improve student learning and outcomes therein, for their department chairs, deans and chief academic officers. The presenters will explore the many facets of this challenge, how these courses correlate with attrition, and lack of social justice and equity, and most importantly, what can be done to improve these outcomes. COUNCIL OF PRESIDENTS | 2018 LEGISLATIVE PRIORITIES FLORIDA COLLEGE SYSTEM PROGRAM FUND & PERFORMANCE-BASED INCENTIVES REQUEST: $286 MILLION The Florida College System (FCS) serves as the primary entry point to higher education for Florida students and has been recognized as the nation’s best. Since the Aspen Prize for Community College Excellence was first awarded in 2011, two FCS institutions have won the prize, three were named finalists with distinction, and over half have been among the nation’s top 150. The 28 colleges of the FCS provide the necessary programs for transfer students to the State University System (SUS), meet local workforce needs through degree and certificate programs, and offer low-cost baccalaureate degree programs in areas with demonstrated workforce need.

While serving nearly 800,000 students, the FCS plays an integral part in Florida’s degree attainment and workforce training needs. With more than half of FCS graduating students transferring to universities, there is a direct correlation between supporting our students and strengthening our state universities in order to achieve a preeminent destination status. The Council of Presidents (COP) fully supports this “2+2” partnership. FCS students are on par or above native university students.

The budget initiatives listed below increase the state’s investment for meeting current and future needs related to degree attainment and job creation; it also restores system program funding from the previous fiscal year. Additional funding requests include $401 million for Public Education Capital Outlay (PECO), $210 million for deferred maintenance, and the operational cost of new facilities (OCNF). $80 million for performance-based funding (includes $40 million state investment and $40 million institutional investment)

Continue strategic improvements in areas of job placement and continuing education, retention and completion rates, and wage earnings.

$14 million for industry certifications

Expand the number of nationally recognized high-value certificates that address areas of critical workforce need in emerging or targeted industries.

$75 million for Workforce Preparation

Increase degree and certificate programs to fulfill identified employment gaps in high-demand areas.

$67 million for Student Success and Completion

Establish program-specific “2+2” targeted pathways and shorten time-to-degree completion by investing in services, including mental health, to promote student success, persistence, and retention.

$50 million for Faculty Recruitment and Retention

Recruit and retain high quality faculty and staff, with focus on competitive fields including STEM.
