MOTION FOR A RESOLUTION BY THE COMMITTEE ON THE ENVIRONMENT, PUBLIC HEALTH AND FOOD SAFETY III

Bearing in mind that more than 1 million people in Europe still do not have access to clean drinkable water due to economic and infrastructural barriers, what steps should the EU take to ensure all citizens have this fundamental right?

The European Youth Parliament, A. Fully aware that more than 1 million people in Europe still do not have access to fresh water1, B. Bearing in mind that not every region of the EU is provided with clean drinkable tap water2 , C. Noting with regret the unequal standard of water infrastructure, its storage and facilities in the EU, especially in the Mediterranean region3, D. Welcoming investments undertaken by the Member States into developing water infrastructure, E. Applauding the Parliaments of Slovenia and Slovakia for constitutionally guaranteeing access to clean drinkable water for their citizens4, F. Gravely concerned by the contribution of global warming to water scarcity in Europe5, G. Realising that lack of awareness on the topics of water scarcity, pollution and distribution in agriculture within the European society leads to increased water waste, H. Alarmed by the fact that, on average, 144 liters of water per person per day is supplied to households in Europe6,

I.

Regretting the lack of guidelines to determine parameters, such as minimum water quantity, for planning water supply in communal distribution systems in cases of emergency,

J. Emphasising that old piping systems may leak up to 50% of transported water7, 3​ K. Deeply concerned that more than 40 billion m​ of wastewater are treated in the EU every 3​ year, but only 964 million m​of the treated water is reused8,

L. Concerned by the rising prices of clean water supplies in some Member States, such as Hungary9, which may create financial hardships to low-income citizens, M. Recognising that most European households are not equipped with systems of rainfall collection and utilisation10, N. Deeply regretting the misuse of drinkable water for non-drinking purposes in households , such as watering plants, showering and irrigation11, as well as for heating and cooling purposes in industry12, O. Bearing in mind that the production of 1 kg of meat requires between 5,000 and 20,000 liters of water13 to be used, P. Fully aware that the production of plastic bottles may take up to six times the amount of water than they can hold14.

1. Strongly urges the Member States to encourage intense pipeline construction work funded by the European Regional Development Fund and the Cohesion Fund in order to provide every EU citizen with clean and drinkable water; 2. Urges the Member States to renovate pipes, prioritising those with the leakage rate of over 23%, which is the EU average15; 3. Encourages the European Commission and the Member States to develop irrigation systems and construct river channels bringing water to areas which lack water access; 4. Proposes Member States to follow the examples of the Slovak Republic and the Republic of Slovenia Parliaments by implementing a constitutional guarantee to clean drinkable water; 7

5. Requests the European Commission to establish the European water trading system with the help of Member States in which each private individual would be limited to water consumption of 800 L/week before paying extra or being fined progressively; 6. Recommends that the Member States’ governments promote water reuse mechanisms by providing tax exemptions for households and businesses that use aforementioned methods; 7. Invites the Member States to provide: a)

funds to develop research programmes that address industrial water reuse and desalination mechanisms,

b)

additional environmental education on the topic of water conservation, water scarcity, pollution and water distribution in schools in order to raise citizens awareness on the issue,

c)

information on the importance of a well-balanced diet and the consequences of mass food production;

8. Asks the European Regional Development Fund to support well drilling programmes across Europe; 9. Suggests Member States to subsidise rainfall collection and utilisation systems in European citizens’ households; 10. Further suggests Member States to reduce subsidies for coal energy plants as they use the most amount of water among power plants16; 11. Designates the European Environmental Agency and Scientific Committee on Health and Environmental Risks to conduct further scientific research on the topic of water quality, water scarcity and global warming’s influence on water ecosystems; 12. Appeals to the European Commission to create specific guidelines for emergency water storage and transport in case of natural disasters; 13. Further invites other Member States to introduce deposit return schemes for plastic bottles, following 10 Member States17 which have done so already.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON EMPLOYMENT AND SOCIAL AFFAIRS (EMPL)

Bearing in mind that more than 50% of current jobs will be automated in the near future with no guarantee that new jobs will be created, what efforts can the European Union make in order to ensure "The Right to Work", following Article 23 of the Universal Declaration of Human Rights is upheld?

The European Youth Parliament, A. Stressing that from 45 to 60% of all European workers could see themselves replaced by automation by 203018, B. Acknowledging the lack of awareness surrounding the issue of automation replacing jobs, C. Alarmed that unemployed people are twice as likely to suffer from psychological and social problems than employed people19, D. Recognising the need for workers to develop a wider set of skills due to job displacement by automation, E. Conscious that people who work low and middle-skilled jobs are the group most affected by automation, F. Noting the lack of expert consensus on the consequences that automation has on employment, G. Realising that small and medium-sized enterprises are least likely to adopt automation, possibly leading to a decrease in competition on the market, H. Fully aware of the accelerated rate of employment disruption caused by automation20;

1. Encourages Members States to create a minimum notice period of 3 months ensuring a higher prospect of returning to the labour market;

2. Recommends Member States to organise educational platforms aimed at teaching soft skills in the hope of increasing workers adaptability to the labour market; 3. Calls upon Member States to introduce tax exemptions for companies that prioritise the employment of personnel over the use of machines, depending on sector, size and profit; 4. Urges Member States to subsidise automation in small and medium-sized enterprises, setting the objective to avoid the creation of monopolies; 5. Asks Member States to support recently displaced workers through financial support and provide access to free courses with the goal of retraining them for the labour market; 6. Directs the European Commission to spread awareness about the impact of automation through web campaigns and major media outlets; 7. Calls upon the European Commission to use the European Social Fund (ESF) to fund a research group that will publish a trimestral report on automation and its impact on employment.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON ENVIRONMENT, PUBLIC HEALTH AND FOOD SAFETY II

With the recognition of Antimicrobial Resistance (AMR) as a major current public health threat, possibly leading to devastating social and economic consequences, what measures should the EU take in order to prevent the spread of AMR?

The European Youth Parliament, A. Alarmed by the misuse and overuse of antibiotics amongst the general European population, B. Alarmed by the fact that up to 50% of antimicrobials are used incorrectly21, C. Noting with regret the negative impact of poor conditions of livestock in the food industry on AMR22, D. Noting with approval the effort of the European Commission to fight AMR by prohibiting the use of antimicrobials in animal agriculture, unless prescribed by a veterinarian, from 2022 onward23, E. Concerned by the fact that many countries have not developed data collection systems regarding the use of antibiotics, F. Recognising the risks caused by large amount of antimicrobials not being properly disposed of24, G. Bearing in mind that too many antimicrobials are being used without a prescription due to lack of global regulations25, H. Disturbed by vaccine avoidance in society, leading to an increased amount of cases of illnesses requiring antibiotic treatment, I.

Noting with regret that doctors misdiagnose their patients due to lack of up to date knowledge about AMR;

1. Suggests that Member States include the topic of AMR in school curricula; 2. Requires Member States to inform patients about the proper use of antimicrobials during medical consultations; 3. Recommends that Member States create a government-certified website, establishing a communication and supervision structure between doctors and patients; 4. Appeals to Member States to implement a subsidy system aiming to encourage and support farmers in improving the living conditions of livestock, thus limiting the use of antimicrobials; 5. Encourages the Commissioner for Health and Food Safety to develop a data collection system on the use of antibiotics; 6. Requests the European Commission to strengthen surveillance on waste disposal by antimicrobial producers by increasing its frequency and requiring specific information on waste disposal methods; 7. Calls upon the European Economic and Social Committee to sample soil and water from areas near food manufacturers for antibiotic presence; 8. Encourages Member States to implement stricter regulations on pharmacies, restricting antimicrobial purchases without prescription, hence preventing over-the-counter sale of antibiotics; 9. Asks the Health Ministers of Member States to only allow the prescription of antimicrobials under the condition of a confirmed diagnosis; 10. Invites Member States to create online systems tracking the amounts of antimicrobials prescribed by individual doctors; 11. Encourages the Health Ministers of Member States to require vaccination of children before entering the educational system; 12. Appeals to the World Health Organisation to fund media campaigns emphasising the importance of vaccination, avoiding future antibiotic requiring illnesses; 13. Encourages the European Centre for Disease Prevention & Control to supply doctors with up to date knowledge and methods on minimising AMR by organising regular seminars.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON SECURITY AND DEFENCE I

WIth rapid technological advancements in counter-terrorism, such as the use of Artificial Intelligence, how should the EU detect and prevent terrorism in a way that does not infrine on human rights, particularly with the innovative use of technology?

The European Youth Parliament, A. Alarmed by human rights infringements in counter-terror legislation, noting the example of privacy violations as a result of indiscriminate data retention, B. Noting with regret the potential of social media platforms to abuse freedom of speech and privacy when detecting and deleting potential terrorist content on their platforms, C. Realising that smaller social media platforms are vulnerable to be abused for terrorist purposes, with 40% of Islamic State of Iraq and the Levant (ISIL) members using small apps such as Sigaint26, D. Recognising that smaller social media platforms struggle to detect and remove terrorist content on their sites, E. Deeply concerned by the danger terrorists pose through hacking government sites, F. Acknowledging the shortfalls of Artificial Intelligence to recognise and delete potential terrorist propaganda online, G. Deeply disturbed by the faults of counter-terror enforcement that affect uninvolved citizens, noting the example of citizens’ legal posts being mistakenly deleted on social media platforms, H. Acknowledging the difficulties of policing terrorist financing, particularly those that involve cryptocurrencies;

1. Suggests Member States set limits on the level of their citizens’ data used by law enforcement; 2. Calls upon Member States and social media platforms to develop common regulations specifying limits on the type and longevity of data records;

3. Instructs social media platforms to inform users when their data is being used for investigative purposes; 4. Invites the European Commission to: a)

extend support for the EU Internet Referral Unit,

b)

support the European Association for Artificial Intelligence;

5. Proposes that the European Commission create a fund for social media platforms that lack the resources to adequately detect and remove potential terrorist activity from their sites; 6. Asks the European Commission to launch a recruitment campaign in order to increase the number of professionals able to prevent online hacks; 7. Supports the implementation of the 2018 State of the European Union rule relating to ‘strong safeguards’; 8. Encourages the European Commission to further support Europol, particularly in activities aimed to cut off terrorist financing through cryptocurrency transactions or other illegal financial activity.

Despite ratification of the UN Convention on the Rights of Persons with Disabilities (CRPD), students with disabilities still face challenges due to lack of individualised support measures. What measures should the European Union take to encourage a higher level of inclusive education among its Member States?

The European Youth Parliament, A. Fully aware of Member States’ sovereignty over educational decisions and actions, B. Taking into account the legal progress27 which has been made with the goal of ensuring quality education for everyone, including students with Special Educational Needs (SEN), C. Recognising inconsistencies in the definition of SEN between different Member States which causes progress comparisons to be hindered or completely impossible, D. Aware that Member States are economically, culturally and socially diverse, resulting in a different level of supportive measures, E. Deeply concerned with the stigmatization and prejudices towards students with SEN, stemming from social unawareness, F. Noting with regret that the number of qualified teachers28 is inadequate to meet the needs of students with SEN, G. Alarmed by the insufficient assistive transport29 mostly available to segregated schools, H. Believing that Member States’ school curricula30 lack flexibility to accommodate students with SEN, I.

Deeply convinced that lack of funding is strictly connected with accessibility to assistive technologies, causing a shortage of equipment and essential infrastructure for children with SEN,

J. Deeply disturbed by the corruption in school administrations which results in the misuse of funds directed at schools for supporting students with SEN, 27

K. Affirming hitherto monitoring31 of solutions to the issue as of utmost importance for further advancement of the social conditions of students with SEN, L. Noting with regret that students with SEN are being moved to segregated schools due to lack of inclusive educational measures;

1. Recommends Member States to set an inclusive education as a goal and thus improve the conditions for students with SEN; 2. Urges the European Commissioner on Education, Culture, Youth and Sport to establish a joint, equal and strict definition of SEN in cooperation with the World Health Organisation, the Member States and the monitoring institutions; 3. Asks the European Commision to establish a comprehensive monitoring system in order to truthfully supervise and compare the educational systems designed for students with SEN; 4. Directs governments of Member States which ratified the legal notes32 to further respect the law included in them; 5. Strongly encourages the European Commission to respect each Member States’ independence in performing supportive actions regarding inclusive schooling; 6. Calls upon the Member States’ Ministries of Education to: i) launch an anti-prejudice campaign including a media element and workshop for students in cooperation with The Disability Intergroup of the European Parliament, ii) establish more flexible, adjusted curricula to accommodate the needs of students with SEN; 7. Warmly welcomes the hitherto efforts of Sweden and Italy in establishing an inclusive and sustainable education systems for SEN students; 8. Emphasises the importance of Members States in establishing proper wages for teachers specialised in teaching children with SEN; 9. Urges the European Commission to: i) minimise the inequality between Member States by providing care, primarily to those whose economic or social state is most desperate and severe, ii) offer grants to those Member States that cannot meet the ratified standards due to diverse economic, social and cultural differences; 10. Encourages Member States to guarantee a mandatory general knowledge course to teachers who work or will work with students with SEN; 11. Suggests that Member States direct funds to Universities and Research Facilities in order to further pursue research about new and effective methods of teaching students with SEN;

12. Asks the Member States’ local governments and Ministries of Education to further expand a detailed process of examining and regulating the usage of funds given to education institutions by making them publish regular reports of spending.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON SECURITY AND DEFENSE II

The United States’ inability to detect and disrupt the interferences in the 2016 presidential election was a demonstration of how new information technologies might affect our decision-making. How should the EU and its Member States work against information warfare and ensure the stability of our democracy?

The European Youth Parliament, A. Aware of the negative consequences of disinformation and its influence on democracy, B. Emphasising that 85% of European citizens perceive fake news as a problem in their country and 37% claim to come across fake news every day33, C. Alarmed by the fact that according to the European External Action Service (EEAS) East Stratcom Task Force, there have been over 1500 pro-Kremlin disinformation cases during the past year in the EU, the US, Russia and the Eastern Partnership countries combined34, D. Concerned by rapid technological development supporting the creation of new disinformation techniques with examples such as deep-fake videos or political personality targeting on social media platforms, E. Bearing in mind that online manipulation and disinformation tactics played an important role in elections in at least 18 countries over the past year according to Freedom House35, F. Considering the effect disinformation and biased media have had on major political events such as the Brexit vote and the US presidential election,

G. Noting with regret that 65 million Americans visited a disinformation website in the final weeks of the 2016 presidential election36, H. Further noting that 23% of Americans reported sharing a fake political news story online37, I.

Deeply alarmed by the lack of cybersecurity on social media networks when it comes to protecting personal data,

J. Deeply concerned about non-profit organizations such as “WikiLeaks” and the role they play in particular political elections,

K. Recognizing the threat of usage and storage of personal data of regular Internet users, public people and data of governments as in the infamous example of the Cambridge Analytica case, when the personal data of 87 million Facebook users had been illegally used for political benefits38, L. Alarmed by the lack of media literacy amongst Europeans due to the scarcity of systematic education about the topic, M. Observing that on Twitter, disinformation travels 6 times faster than real news39;

Encourages further work of the European External Action Service East Stratcom Task Force, especially in exposing fake news and spreading awareness in ways such as the EU vs Disinformation website; 2. Instructs to increase the budget of the EEAS East Stratcom Task Force in order to continue the fight against Russian disinformation; 3. Requests The European Union Agency for Network and Information Security (ENISA) to create algorithms able to detect the content which was created by disinformation technologies including deep-fake videos and personality targeting on social media platforms and in search engines; 4. Recommends Member States to conduct simulations of emergency situations in cooperation with white hat hackers, in order to analyze their current security measures; 8. Appeals the European Commission to draft a comprehensive legal framework for social media companies, present in the single market, regulating the storage and usage of personal data, as well as an obligatory transparent data policy available for its users; 9. K. Conscious that human trafficking may cause victims to leave their family and country of origin;

1. Asks the European Commission to improve control of the internal EU and external Schengen Area borders; 2. Invites Member States to decrease the black market supply of sex workers by developing a legislative network that would: a)

Noting the scarcity of emergency health centres adjusted to the needs of pregnant women in migrant settlements across the EU, such as project Operational Refugee And Migrant Maternal Approach,

J. Concerned by the insufficient data regarding pregnancy and maternal healthcare among migrants, which may lead to overlooking the risk of stillbirths and child morbidity;

FEMM I European Institute for Gender Equality (EIGE):​​ an autonomous body of the European Union, established to strengthen the promotion of gender equality across the Union. This includes gender mainstreaming in all EU policies and the resulting national policies, and the fight against discrimination based on sex, as well as to raise EU citizens’ awareness of gender equality.

European Women’s Lobby: ​the largest European umbrella network of ​ women’s associations representing​a total of more than 2000 organisations in all EU Member States and Candidate Countries, as well as 18 European-wide organisations representing the diversity of women and girls in Europe.

DROI I Directive 2004/81/EC on the residence permit issued to third-country nationals who are victims of trafficking in human beings or who have been the subject of an action to facilitate illegal immigration, who cooperate with the competent authorities, published by the European Commision, grants victims coming from outside the EU borders a “reflection period”, during which they cannot be forcefully sent back to their country of origin, and are offered access to medical help in order to recover. They are also able to cooperate with the authorities, and thus obtain a temporary residence permit, enabling access to the job market, vocational training, and education.

Directive 2011/36/EU on combating and preventing trafficking in human beings and protecting its victims is an extensive, key component of the European legislation aimed at combating trafficking in humans. The approach of the directive is victim-focused, setting clear goals in regard to their treatment through means such as special assistance for children, preventing unnecessary victimisation during the criminal proceeding, offering guardians for unassisted minors, and legal counselling. It also sets the direction Member States should take to reduce the underlying causes of trafficking and calls for cross-border cooperation between them. It also specified the responsibilities of the EU ATC.

ENVI I Supercritical fluid dyeing - ​Supercritical fluid is ​ fluid which is highly compressed gas which combine properties of gases and liquids. Its main advantages are no water consumption, energy savings, low dye and chemical consumption.

Life funding programme - ​is the EU’s funding instrument for the environment and climate action created in 1992. The current funding period 2014-2020 has a budget of €3.4 billion.

Council Directive 89/391 - ​is a directive introduced to encourage improvements on the working conditions in the EU, focusing on health and safety of workers, through the creation of safety mechanism on the foundation of prevention and protection.

Euratex - ​ the European Apparel and Textile Confederation which represents the interests of the industry in front of the EU institutions. It provides them with data and tools for the making of policies. Focusing on industry’s policy, research and innovation support, free and fair trade, and sustainable production.

FEMM II Operational Refugee And Migrant Maternal Approach (ORAMMA): ​ a project developed under the 3rd Health Programme (2014-2020) founded by the EU. Its is based on an integrated, evidence-based and culturally oriented approach for all aspects of migrant and refugee maternal healthcare, starting from detection of pregnancy up to support after birth.

Alliance for Maternal Health Equality: ​ a​​ core group, uniting national, EU and international level of private, civil, and public society organisations, policymakers and healthcare professionals. Their goal is to address the issue of maternal health and ‘place it permanently on the map of Europe’.

Public Health Aspects of Migration in Europe (PHAME):​a project established by the WHO Regional Office for Europe in order to strengthen health capacities and hence meet the needs of mixed populations. It provides ad hoc technical assistance to Member States, strengthens health information (e.g. by migrant health training for health and non-health staff), as well as supports migration-sensitive policies regarding medical issues (based on WHO Resolution 61.17 on Migrants’ Health).

International Council of Nurses:​a federation consisting of more than 130 national nurses associations which represent 20 million nurses worldwide. It aims to ensure nursing of high quality for all, globally sound health policies and advance of nursing knowledge. With the World Health Organization, it is responsible for the Nursing Now initiative, which is a three-year global campaign aiming to improve health by raising the profile and status of nursing worldwide.

Project number 717307 (3rd Health Programme):​Eight NGOs supported the health authorities of 11 Member States to provide accessible and adequate health services to newly arrived migrants, targeting mainly children, unaccompanied minors and pregnant women. It was finalised on 31 March, 2017.

European NGO Platform Asylum and Migration (EPAM):​a platform of European non-governmental organisations and networks, which works for the development of migration and asylum policies within the EU. Its members meet in order to exchange information and views on the aforementioned topics, as well as to coordinate the advocacy actions. They also debate informally with the European Commission and Parliament representatives on legal improvements.
