MOTION FOR A RESOLUTION BY THE COMMITTEE ON HUMAN RIGHTS (DROI)

DROI: Children and youth in the digital era: with easy access to the Internet, cyberbullying is vastly present among children and youth. What measures should the EU take to limit the scope and negative effects of this phenomenon?

Noting that cyberbullying has influence on victims’ mental health Alarmed by the possibility of online violence turning into real life violence, Noting the unclear boundaries between freedom of speech and hate speech tolerance, Keeping in mind that guardians have limited supervision of their children online, Deeply regretting the existing tendency of blaming the victims of cyberbullying for prompting the situation, F. Recognising that the lack of reaction from witnesses of cyberbullying may be considered a form of passive support towards the offenders, G. Observing a general lack of awareness of the issue among society,

1. Encourages Member States to further develop children’s mental health care system in the sector of cyberbullying treatment; 2. Recommends Member States to penalise cyberbullying; 3. Encourages the European Commision to write a common definition of cyberbullying for the Member States to use in their national legislation; 4. Calls upon the European Commission to establish a working group to determine precise characteristics of hate speech; 5. Suggests Member States to include the topic of “cyberbullying” in their school curricula; 6. Asks Member States to organise educational events such as workshops, targeted at parents, teachers and police officers ensuring a proper reaction to cyberbullying.

Moving rural youth forward: Rural areas provide less opportunities for young Europeans, including limited education and employment opportunities or access to cultural leisure.

What steps can the EU take to increase the attractiveness of rural areas and provide youth with equal opportunities and benefits, regardless of where they live?

The European Youth Parliament, A. Alarmed by the youth’s lack of will to become engaged in cultural life, B. Concerned that young people do not feel empowered to make changes in their social environment, C. Aware of fewer job prospects being available to rural youth due to the fact that their skills do not respond to labour markets’ requirements, D. Recognising the decreasing number of job opportunities due to the modernisation of agriculture and businesses shifting to bigger cities, E. Keeping in mind that the poorly developed education systems in rural areas, in comparison to urban areas, F. Bearing in mind that insufficient funds for initiatives aimed at young people’s development further limit their ability to gain soft skills, G. Acknowledging that lack of internet connection enhances exclusion of rural youth from broader communities, H. Aware that lack of transportation limits the access to career and education opportunities for rural youth, I. Strongly alarmed that school systems do not provide extensive extracurricular activities, J. Regretting the lack of funds to support the development of cultural facilities as well as institutions;

1. Calls upon the European Commission to encourage more cooperation between local governments and private companies on infrastructure projects in rural areas; 2. Suggests the European Social Fund (ESF) to subsidize a programme providing workshops for teachers on methods of empowering their students; 3. Calls upon the ESF to allocate more funds in educational and cultural programmes including: a.

Organising exchanges with rural areas on a national and international level

funding extracurricular activities at school,enhancing the feeling of inclusiveness among youth

c.

providing grants and scholarships for talented students;

Encourages schools to broaden the perspectives of students by cooperating with private companies and universities;

5. Asks the European Commission to allocate more funds as well as continue programmes of micro grants for start-ups and educational programmes targeting youth; 6. Recommends the European Commission to support Member States in establishing programmes for broadband internet in schools is rural areas.

Green Europe: with the 2030 Policy Framework for Climate and Energy defining EU-wide objectives, including three key targets: cuts in greenhouse gas emissions, increased share of renewable energy anfad improvement in energy efficiency, what measures should the EU take to ensure that all Member States adhere to the guidelines?

The European Youth Parliament, A. Alarmed by a limited number of possible ways of storing energy, B. Fully aware of the high costs of transitions from non-renewable to renewable energy sources, C. Recognising the lack of awareness concerning climate change and its impact on the environment, D. Deeply concerned about lack of opportunities for requalification of the people working in non-renewable resources sector;

1. Encourages Member States to build eco-friendly power plants, with the emphasis on nuclear power plants, by introducing tax reliefs for private investors; 2. Asks the European Commission to fund research regarding new ways of producing and storing renewable energy; 3.

Urges the European Commission to create campaigns about the eco-friendly usage of energy and underlining the drawbacks of not doing so;

4. Calls upon the European Commission to suggest organisation of free of charge courses targeting people working in non-renewable resources sector allowing them for quick requalification.

​EMPLOYMENT​AND SOCIAL AFFAIRS​​(EMPL)

Ending homelessness: with homelessness rates alarmingly increasing in the majority of Member States, what measures should the EU take in order to minimise the issue, increasing the quality of life of European citizens?

The European Youth Parliament, A. Recognising homelessness as a universal problem of the whole European Society, B. Bringing attention to unemployment being the prime cause of homelessness, C. Realising that the profile of the homeless population has been undergoing changes, now including more young people, children, migrants and other religious and ethnic minorities, D. Acknowledging that housing costs are rising faster than income, E. Pointing out the ongoing issues of social exclusion and gentrification and their influence on homelessness rates, F. Aware of differences in rates of homelessness among Member States, G. Acknowledging the need for social and medical help for people who are most at risk of homelessness;

1. Strongly encourages all Member States to consider Finland’s ‘Housing First’1 policy as a proposed path of actions be taken; 2. Recommends the European Commission to fund the creation of create support centres for homeless individual: a)

helping them in reintegration with the labour market,

b)

Providing them with opportunities for self-development;

3. Calls upon Member States to focus on providing homeless people with a decent quality of living2 by: a)

providing more homeless shelters which give access to psychological, vocational and rudimentary medical help,

The policy in question focuses on providing social accommodation as a first measure, regardless of issues such as drug abuse, addiction and criminal record.

b)

creating more food banks and soup kitchens that provide quality food as well as facilities for personal hygiene;

4. Asks the European Commission to launch social campaigns combating the stigmatisation of homeless people; 5. Invites Member States to adjust existing and new shelters to be more friendly to the new profile of the homeless population3; 6. Recommends Member States to increase the supply of social housing accessible to low or no income individuals through an extensive public works programme employing homeless and unemployed people to create accessible and affordable housing.

COMMITTEE ON ENVIRONMENT, PUBLIC HEALTH AND FOOD SAFETY (ENVI)

The influence of alcohol: By the age of 13, 50% of adolescents in the EU start drinking alcohol, and 38% of those aged between 15 and 16 report on average at least one binge drinking session per month. What actions can the EU undertake to limit binge drinking among European Youth?

The European Youth Parliament, A. Being aware of potential negative outcomes of binge drinking, including depression, serious medical damage and even death, B. Noticing that mass alcohol consumption may potentially cause property damages, violence and accidents, C. Stressing the likeliness of adolescents to be easily impacted by their peers and their attitudes towards alcohol consumption, D. Emphasizing the influence of upbringing and a positive home environment on attitudes towards alcohol among youth, E. Recognising the lack of legal requirements that concern warning consumers of the potential harm of alcohol in advertisements in several Member States, F. Concerned that 90% of alcohol consumption by adolescents can be considered binge drinking1, G. Bearing in mind that people who start drinking before the age of 15 are five times more likely to develop an addiction2,

Encourages Member States’ governments and health ministers to create regulations regarding: a) placing graphic warnings on containers in which alcohol is sold, b) signs in shops informing about potential causes of alcohol consumption; 2. Recommends International Organisation of Good Templars to spread the knowledge about the dangers of alcohol consumption;

3. Urges the European Commission’s Alcohol and Health working group to propagate knowledge about the importance of home environment’s impact on adolescents’ attitude towards alcohol; 4. Invites all Member States to ban advertisement related to alcohol; 5. Recommends the European Commission's Alcohol and Health working group to introduce social campaigns in schools and mass media; 6. Requests Member States’ governments to establish higher taxes for alcohol beverages; 7. Strongly suggests the European Commission to make the age gate3 consistent in all the Member States; 8. Encourages health ministers of each Member State to establish a hotline allowing citizens to report cases of underage alcohol consumption.

Age gate - a barrier stopping or limiting those under the legal purchase age from accessing advertisements or sites with content promoting alcohol consumption or other behaviour that is deemed inappropriate.

MOTION FOR A RESOLUTION BY THE COMMITTEE ON TRANSPORT AND TOURISM (TRAN)

Towards clean air: with cars, vans, trucks and buses producing over 70% of greenhouse gas emissions from transport, what steps should the EU take to limit air pollution from road transportation?

The European Youth Parliament, A. Deeply concerned by the citizens’ negative attitudes towards environmentally-friendly transport solutions, B. Alarmed by the lack of the general public’s knowledge about environmental issues such as the pace at which global warming is progressing, C. Disturbed by the lack of appropriate education in schools regarding the environment and the way it is affected by human actions, D. Noting with regret the issues related to the quality of public transport, specifically concerning accessibility and affordability, E. Noting with deep concern the consistent usage of non-Renewable Energy Sources (RES) as the main way of supplying energy to transportation services, F. Strongly supporting the infrastructure growth as a way of limiting the air pollution emerging from road transportation, with an emphasis on the development of bike trails;

1. Calls upon Member States to run social campaigns focusing on: a)

informing the citizens about the air pollution caused by the transportation sector,

b)

increasing the popularity of an environmentally-friendly lifestyle in regards to transportation;

2. Encourages Member States to introduce an obligatory class on environmental education in their school curricula; 3. Asks the local governments of Member States to direct more budget towards public transport, reducing fares for different social groups, hence increasing its affordability 4. Further asks Member States to invest in road infrastructure in order to increase efficiency of roads and the entire public transportation sector favouring more eco-friendly transport options such as public transport, bikes and pedestrians; 5. Recommends that Member States increase: a)

taxes on vehicles using non-RES as fuel,

subsidies on vehicles which use renewable ones.Â
