Grant Paton offers an update from his Eynsham weather station. A fuller report will appear in our next issue December 2015 was, as we know, wet and windy. Rain was constant throughout the month, with a total of 61.5mm. However, this was slightly less than the longterm average of 65.1mm.

The month was also very windy: on no day did the speed fall below 10mph. The worst day was 30 December, when we had both 9.6mm of rain and the highest gust recorded – 43.4mph.

The long-term average temperature for this month is 4.6°C. The average actually achieved was a massive 10.6°C – possibly the warmest December for a great many years. The warmest day was 19 December with 15.8°C at lunchtime, whilst the coldest gave us 2.5°C at midnight on the 31st!

A huge “thank you” to all the good Eynsham folk who turned out on a wet and windy 28 November to enjoy the wonderful Oxford Welsh Male Voice Choir and support the Mike Nightingale Fellowship. Thanks to your generosity we made over £1000, which will go a long way to helping our causes in South Africa.

We’re not under water yet but Eynsham fire crew are taking no chances. From 10:30 on 30 January they will be rowing in relay (on a static rowing machine) in The Square, with a target of 36.5km – to highlight Oxfordshire Fire & Rescue Service 365 Alive initiative and to raise money for The Firefighters Charity, Cancer Research UK and Helen & Douglas House Hospice.

Please come and support this first major training event for their Tough Mudder challenge in August.

They’ll also be giving out free fire and road safety advice, with Drago the Dragon signing books for the kids, plus the fire engine for children of all ages to sit on and look around... and a spare rowing machine if anyone wants to help them along. Ambulance Service colleagues are coming too, to show/remind members of the public how to use a defibrillator and administer CPR. Remember that yellow box outside the Co-op?

Parish Council Vice-chairman Richard Andrews writes...

Things are starting to hot up. We have to look at all the options, including developments with enough houses to fund a new Primary School, an essential requirement to further development as the current one is full and cannot expand, which means at least 750 new homes.

We think that this could be done without ruining the village. There are two possible sites, one to the west built off a new ‘western bypass’ linking the A40 and B4449, the other north of the A40. In both cases all traffic (including during construction) should go only onto the main roads while access on foot or bike goes directly into the village. There will be a new Primary School and community facilities to supplement existing ones. There will be new allotments and play areas; more people bring more trade for shops, more members for Eynsham’s many clubs and groups.

A good case can be made for Eynsham expanding – arguably we need homes for local young people who can’t afford anything nearby, for skilled staff that local businesses need to keep going or expand and homes for older residents to downsize into so they can stay in the village.

On the other hand, we could go for minimum expansion – at least 250, probably 400, new homes but with fewer extra facilities and using existing roads more.

It’s something Eynsham has to respond to because an outline plan for up to 1200 houses north of the A40 has already been put forward.

Our thinking is that the Neighbourhood Plan should get in first and set the rules, such as: • To go north of the A40 we would require safe pedestrian crossings to properly link the two halves of the village without new junctions that would slow down the A40 traffic.

• To the west we would insist a bypass is built first so no construction traffic goes through the village and no road traffic would go through Thornbury Road.

The first thing we need is confidence that a majority of the village is prepared to contemplate an expansion of the village provided it is done well and without spoiling things for existing residents.

You are not asked to approve anything specific now – just be prepared to consider plans including a large development on its merits when the details are worked out.

However, if residents want to fight all proposals for large developments come what may, as many nearby communities are, then there is no point in preparing a plan that considers such possibilities.

OXFORD PRESERVATION TRUST is working to restore Lord’s Farm here in Eynsham. OPT is a charity supported by our members that works to preserve and enhance the heritage and green setting of Oxford and Oxfordshire.

Lord’s Farm occupies a prominent position within the village at the junction of Oxford Road and Queen Street. The farmhouse and barn required works to repair the roof structure, some patching of stonework and general upgrading internally. This work started in November 2015 and will run until spring 2016.

Lord’s Farm is a fascinating building and this project is throwing up more and more interesting details as it continues. So far we have found traditional wooden pegs in the roof slates and further evidence of an earlier staircase. OPT has been working hard to restore and repair this building in order for it to make a more positive contribution to the character of Eynsham. We hope to bring you further information in the next issue.

Road repairs The County Council continues to tackle missing kerbstones, potholes, etc. but needs you to put them in the picture first, using their online form.

Four bollards that had been dislodged outside the shops on Spareacre Lane were reinstated within days of a report; and one that is unaccountably missing from the row has been noted for replacement, if funds allow, as schoolchildren gather on the footway there at lunchtimes when visiting the shops.

Gravity wins the day, as you see: Sue Hunt reports on Oxford Road skatepark project Having received the 3 potential designs for the extension they were all quite different in design and feel. Luckily, after getting as much user feedback as possible, by distributing the potential designs around the primary and secondary school, attaching them to our Facebook page and discussing at the Eynsham Youth Group there was a virtually unanimous vote for the design submitted by Gravity.

Gravity have since altered their design slightly to take on board the rest of the wider user group’s aspirations. They have added in more ‘street items’, whilst keeping a mini ramp and a bowled corner in the design. The mini ramp is 4ft high and is hipped in both directions back to the park, the bowled corner is 3ft high with a small hip and the backless quarter is 3ft high too.

This hopefully should keep all user groups happy – scooters, BMX bikes and skateboarders – with enough space so that they do not get tangled up with each other.

We are aiming to start building in the spring with a party to celebrate the opening of the extended skatepark in the summer.

New homes uncertain

Dennis Stukenbroeker – Chair, Planning Committee West Oxfordshire District Council’s long-delayed replacement for its existing local plan, which ran to 2011, has suffered a further delay. After four days of hearings in Witney in November by the government inspector, Simon Emerson, WODC has cancelled the further hearings scheduled for February in light of his preliminary findings, issued on 15 December.

The Inspector said further work was required before the WODC plan could be approved. The local plan proposed a total of 10,500 houses to be built in West Oxfordshire by 2031 but this was ‘significantly short’ of the 13,200 proposed by the Strategic Housing Market Assessment, a report commissioned by all the Oxfordshire councils to comply with government regulations.

In addition, WODC’s proposal for 2,689 affordable homes was ‘a very substantial shortfall’ from the 4,932 proposed in the SHMA. ‘The Council needs to address this matter afresh’ the Inspector said. The proposed WODC plan also did not take into consideration West Oxfordshire’s share of the proposed 15,000 extra homes for Oxford City that needed to be found outside the City itself. For the inspector’s full preliminary findings and all the local plan documents see www.westoxon.gov.uk/localplan2031

The WODC proposals allocate 250 new homes to Eynsham. Four developers, in the absence of a current District Council local plan, have submitted plans for a total of 305 homes on the west side of Eynsham.

Of the three considered so far all have been refused

by WODC, as the local planning authority, with lack of access due to Eynsham’s inadequate road system as a consideration. All these refusals are currently on appeal.

Improving the Eynsham road system is dependent on improvements to the A40, which provides the major access to the north of the village. Oxfordshire County Council, through its ‘Investing in the A40’ initiative has suggested a variety of solutions such as a bus lane, guided busway, new dual carriageway and train or tram. All of these would impact on future Eynsham development but none of them are funded.

OCC has funding for changes to the A40 at Eynsham through its ‘Local Growth Fund Scheme: A40 Science Transit’, but has told the Parish Council that it will not take Eynsham’s traffic problems into consideration and has yet to disclose exactly what these changes will be.

Sue Osborne – Chair, Footpaths & Fishponds Committees

In the last issue of the News, following a resident’s alert, I reported a slippery step on the footbridge in the corner of the south playing field. I am extremely pleased to tell you that Dan Weeks and the Countryside Service team at OCC have attached non-slip strips not only to the step but along the surface of the whole bridge (see pic). Many, many thanks not only to the OCC team but to the residents who take the trouble to report problems such as this.

Thanks are also due to local stalwarts Robin Moody and Dave Miller, who in December took it upon themselves to cut back the buddleia encroaching on the Spareacre Lane – A40 link path, which can quickly become obstructed. It’s great to discover that people are willing to help out like this to make our paths easier to use.

I hope you continue to enjoy our great network of footpaths and rights of way. Walking is fun, it keeps you fit and it’s free – just take extra care while out and about, as some surfaces are extremely muddy!

Talking of mud, I’d like to invite anyone who fancies a morning of activity to join me at Eynsham Abbey Fishponds on Sunday 24 January for a work party. We’re planning to plant two whitebeam trees and to spread the hoggin left over from construction of the access ramp, to improve traction along the soggiest parts of the paths. Please come along to the car park off Station Road at 10:00 and bring tools if you have them – loppers, shovels, wheelbarrows, etc.

Make sure you wear stout gloves and boots and bring a hot flask – biscuits will be provided! Hope to see you there.

Currently many of these are represented on the group but we are always happy to see new potential members willing to help us and TVP keep the Eynsham area a safe place to live.

Reader, relax

Eynsham Library is closed for redecoration from 23 January – 8 February inclusive. No items taken out from here will be due for return between those dates.

Dropping off students in the morning rush? The best place to do this is in the lay-by at the front of school, or at the back of school off Back Lane. The lay-by should be easily accessible for dropping students from 07:50–08:10. The school buses will start to arrive shortly thereafter. The buses should be clear of the lay-by by 08:20–08:25.

We would ask that the lay-by is avoided when the buses are in but cars can still negotiate through during this time with care and patience. This is better and safer for your son or daughter than stopping on the road. Thank you.

A broader appeal from our local police, for drivers around the village: if you really must park at busy times please leave the pavement free. Or at least leave room for an invalid scooter or push-chair to get by!

Forcing vulnerable people into the road is never a good idea, whether you are caught in the act or not.

Sporting stars

The search is on to find sports coaches, clubs and unsung heroes deserving of recognition in the 2016 West Oxfordshire Sports Awards Nominations are being taken for Sports Coach of the Year, Sports Club of the Year and Unsung Hero Awards, run by the District Council to recognise the contribution and commitment of individuals and achievement of clubs in West Oxfordshire.

Athletes participating at county level or above also have the chance to apply for a GLL Sport Foundation grant to help with costs such as training These grants are available through the Council’s leisure contractor, GLL and range from £100 to £1,250. In addition to receiving grant funding, GLL award winners will be given free access to Councilowned leisure facilities in the District to assist with training.

In March 2015 I had only just finished battling with both of the Mill Street development sites to please park your vans in the car park! and was hoping that things might calm down and return to normal, but apparently not.

I was contacted by some of our residents to complain that the car park of the newly refurbished and converted St Leonard’s House was causing a yellow stain to appear on Mill Street and a yellow dust to hang in the air on dry days.

There followed a LOT of emails between myself, the planning officer and enforcement officer at WODC and the residents who had raised the issue.

The original planning agreed was for pea shingle laid on a permeable surface. I suggested that the surface was not permeable and the pea shingle was nowhere to be seen. I was finally promised some action in December 2015.

In the third week of December as you can see from the photo below we finally saw some activity, hopefully the end of the saga as my email file for Mill Street developments runs to 245 emails! All in a day’s work for your District Councillor…

Garden waste collections return on 27 January – including festive greenery, even if you don’t normally use this service. You can sign up for your own free, weekly alerts at www.westoxon.gov.uk/beintheknow Thanks also to WODC’s Street Scene team for ongoing clearance of our gutters – when they can access them around parked cars. Attention to Conduit Lane has been especially impressive: the sweeping schedule has minimised risk of slipping on fallen leaves.

Refugees welcome

Sue Raikes reports on Eynsham refugee welcome group We are a growing group of people in Eynsham who wish to support refugees who find themselves living in West Oxfordshire.

As part of the Government scheme, West Oxfordshire will take six refugee families. The first two families are now living in West Oxfordshire and the next four will arrive before Easter. They will live in unfurnished rented accommodation and need help to equip their houses. These families fled from persecution in Syria, they have all been assessed by the Home Office and granted refugee status which means they can now work and pay rent. We held a very successful collection of furniture and household items in December – so thanks to all who donated so generously.

We also want to support homeless asylum seekers who are not allowed to work or claim benefits. Most of these are living in Oxford and many will have experienced traumatic or tragic journeys to reach the UK. They are often homeless and destitute until they are granted refugee status. We are linked with Asylum Welcome and Oxford Host, which recruits people who have spare space in their home which they can offer for an asylum seeker.

Gardening tips

There is plenty to look forward to in the chilly months ahead, as Caroline Walker introduces Eynsham Garden Club We meet on the second Wednesday of the month at 19:30 in the Village Hall, Back Lane, with a speaker followed by tea or coffee, biscuits and chat.

Other activities include two trips a year, usually in May and September. In 2016 we plan to visit Coton Manor in Northamptonshire and Arundel Castle & gardens. In May we also hold a plant sale in the Square – renowned for home-grown bargains. July brings our summer party and another follows in December, with delicious home-made food, maybe a quiz and seasonal entertainment.

Membership is £10 a year but you can soon get some of this back, as most local nurseries and garden centres give a 10% discount when you show your membership card. Visitors are welcome at £2 a meeting.

Last but not least, our members volunteer on a rota to look after the War Memorial garden beside St Leonard’s in the Square. Look out for the new spring bulbs that Graham has planted along the fence.

Timothy Walker, retired Director of Oxford Botanical Gardens, is giving a talk in February on How to be a 21st Century Gardener. He has visited us before and is an excellent speaker. For more information contact our Chairman Simon Harbour on 01865 880342 or come and join us at the Village Hall.

Helping out FLOWER FESTIVAL: The theme for this year’s flower festival will be “celebration of the Queen’s 90th birthday”. This can be a flower display incorporating any aspect of her 90 years. For the first time we will launch a hanging basket completion which anyone can enter for a £2 fee which will fund a garden-themed prize. Our next planning session will be 4 February at 11:00 in The Emporium. PCSO Helen Keen LIFEGUARDS WANTED! Eynsham Primary School are looking for keen volunteers who would be willing to train to become a school lifeguard for the summer season May to September 2016. Training involves a one day course at Westminster College and a Disclosure and Barring Search (DBS check) is essential. All of this will be paid for by the school. Carnival Day itself has probably changed little over the years. It starts early for many people – preparing their vehicles for the Shirt Race, costumes for the Parade and stalls on Carnival Field. People throng the streets and pubs at midday, ready for the independent Shirt Race to pass by in a colourful, whirling, fast and furious procession. Then the Parade of Floats and Fancy Dress entrants goes through the village with musical accompaniment.

At the field, the fun family day continues with all the attractions of a traditional fête, updated to the 21st century with amazing acts – dare devils, live music, animals, robots and dancing. There’s plenty of freshly cooked food and a choice of drinks at the Beer Tent.

Put it in your diary! The 70th Eynsham Carnival takes place in 2016. The date is Saturday 2 July, throughout the village and on the Playing Field in the afternoon.

A lot of work takes place behind the scenes through the year. The Carnival Committee is made up of people who love this community event, including representatives of Eynsham Scouts, Rotary, Royal British Legion and St Leonard’s Church. The Committee gets the show on the road: booking acts, applying for licenses and insurance, organising volunteers, etc. On the day itself, we have to run ticket gates, car parks and street closures. This year we have some new faces, who hope that Carnival 2016 will live up to previous ones – if you can offer an hour or two, to help keep Carnival running, please let us know and we will add you to our list! Margaret Owen

12 September 1951 – 16 September 2015 Despite her recent (‘…it’s only for a while…’) relocation to San Francisco with her husband Peter, Margaret’s unexpected, and untimely, death has revealed how much she gave to village life.

Here, she will be best remembered for her almost ten year involvement with Eynsham Choral Society.

One of ECS’s most reliable sopranos, she also served for several years as secretary, taking it on herself to ensure that new members were welcomed to the choir, and that everyone felt comfortable within its ranks.

At the beginning of rehearsals she greeted everyone, making sure she knew everyone by name, and made them welcome. Peter says ‘nothing gave Margaret more spiritual fulfilment than singing with her friends, even if the basses did behave like schoolboys at times’. She had been planning to return to Eynsham for several weeks this term, in order to participate in the choir’s performance of Bach’s St John Passion; the concert will now be dedicated to her memory.

She will be remembered for her food -- for her an expression of love, care, and attention to those around her, whether it was hosting large parties or making sure she had cooked the shortbread you liked when you went over for a cup of tea. More recently she became an excellent pickler and jam-maker for the Worton Farm shop.

Margaret loved words, speaking Arabic, Hebrew, French, Russian, and Latin among other languages.

She did the Times crossword each morning and was typically on the leader-board, in the top 100 worldwide. Her work took in editing and translating: over the last 14 years she copy-edited the entirety of the Encyclopedia of Women in Islamic Cultures – six volumes, two million words and over 1,000 authors.

She will be remembered with love and happiness by many in the village and further afield.

DAWN THE POSTIE: Had you noticed that Dawn is missing from the Eynsham postal team? Just before the Christmas rush, she was buying a house in Paignton with her husband.

All went through very quickly and she moved within a week. Dawn was sorry she had no time for farewells to all the lovely people she had met and asked us to find a way of letting you know where she is.

Hopefully, after emptying boxes and settling into her new home, Dawn will return to the job she loves in our great postal service.

Entry fee to disco £1 per person, free entry to Carnival Queen & Attendants competition.

The Carnival Queen and Attendants will be chosen throughout the disco, then the winners will be revealed and the Queen crowned at 20:55. Categories: Carnival Queen age 14 or above on the night; Attendants age 6–9 inclusive and 10–13 inclusive on the night.

EYNSHAM COMMUNITY CHOIR now meets in the Baptist Church Hall, Thursday 19:30-21:30 in term time only. Further Breath to Sing workshops are suitable for all and particularly relevant if you wish to develop confidence in singing out in full voice – with Elaine Lee (Feldenkrais practitioner) and Lizie Giraudeau (dance artist) leading body movement warm up before the voice and singing sessions. It was all my fault. To my delight, a novel I read and loved some months ago was chosen for my book group by the reading group librarians – Major Pettigrew’s Last Stand by Helen Simonson. Her debut novel, it tells the story of a widowed gentlemen living in a south coast town and his growing relationship with a Pakistani lady who keeps the local shop.

Everyone in the group liked the book and we had our usual lively discussion about the story, the characters, whether it could be a film (it could) and the issues raised in it, such as race, cultures, family relationships and personal happiness.

I usually try to get information about the author and their work before the meeting; and Helen conveniently has a website. I saw that she does ‘visits’ – although living in the States, she is happy to Skype and thus talk about her work to book groups. I mentioned this to our founding member Mirca Morera and thought no more about it, until I got an email asking if she could use the library wi-fi. “No”, I replied, “as the library doesn’t have it!” (installation is due in April 2016 – ed.)

The fourth Tuesday came round and we all met in the library, Mirca clutching her mobile and a charger.

She had booked a ‘visit’ with Helen and she was going to Skype us this evening! There was a slight hiccup in the set-up but soon after the time agreed her phone rang and we were off!

Helen was lovely! She had obviously done this before but managed not to sound jaded or unenthusiastic at what must be the same old questions fired at her. She explained where she had got her inspiration, how she had drawn qualities from various people to create her characters and the character who was most like herself.

As Skype wasn’t set up completely we were unable to see Helen and (probably better for her!) she couldn’t see us. This didn’t prevent the flow of questions from the group; and she not only gave us new insights into this book, but also gave us a taste of her next novel, in its final stages. She is hoping to come to the UK for a book tour to coincide with its publication, so when she said “around March” I pointed out that Oxford Literary Festival happens in March and perhaps her agent could organise a talk. Failing that, we’d love to host her in Eynsham...

HONDA OWNERS CLUB – OXFORD are a friendly group who love bikes and riding and meet at Eynsham Swan every 1st and 3rd Tuesday of the month from 20:00. Over two dozen happy HOC-ers met up in mid December for their annual festive quiz.

Ably managed by Mary-Anne, brain teasing picture sheets tested everyone’s TV knowledge; then dexterity took over as the teams had to make – and decorate – a metre-high Christmas tree from newspaper! A delicious sandwich, pizza and chip supper was munched whilst trees were judged and final pictures guessed, then the ‘Christmas Crackers’ team were declared the winners by a short head!
