50 supporters of a path along the B4044 rode to Hill End on 24 September to present a 4000-signature petition to Cllr Hudspeth of Oxfordshire County Council. A topographical survey of the route has just been completed. Soon landowners, Environment Agency, Natural England, other stakeholders and the public will be consulted. A planning application will be submitted in April. Next, national and local funding will be sought to pay the estimated cost of £1.5m.

But the carols do remind us of the joy of the event. Forget the innkeeper and stable, the kings and miraculous ships: for the Gospel writers and their first audiences, the Christmas story was that the Son of God came into the world of ordinary, simple peasants.

Eynsham futures Eynsham has moved a few steps closer to having a Neighbourhood Plan (NP) – Dennis Stukenbroeker reports. Read more at http://tinyurl.com/eynsham-NP The Parish Council has applied to WODC to have the whole Parish designated as a Neighbourhood Area for the plan. A Steering Group has also been formed from those who responded to the Parish Council’s online consultation. It has currently 13 community members with three Parish Council representatives.

The Group intends to involve the whole community; to hold a public meeting and other public events; and to contact local businesses, schools, the health centre and community groups, asking them to become involved.

A Neighbourhood Plan needs to reflect what the community wants – so Eynsham people will have an opportunity to say the benefits and problems of living here, what type of housing development Eynsham gets, where it goes, and how they want a future Eynsham to look. Within limits. It cannot contradict the District’s local plan and must also comply with UK and European legislation. The finished plan must be approved by voters of the parish in a referendum before adoption.

Once adopted, the NP becomes part of the District Council’s new Local Plan and must be taken into consideration when any applications for development are submitted. However, WODC is some way from having its own replacement for the Local Plan 2011 adopted.

Visit him at www.nickpage.co.uk Christmas. It’s one of the best-known stories in the world. The innkeeper and stable, the three kings and the shepherds are hard-wired into our collective consciousness. And nothing reinforces our image of Christmas so much as our favourite carols. We dingdong merrily on high with gusto. We fa-la-la-la-la like mad. We rarely stop to consider that, when we look at the Bible accounts and the history, a load of our favourite lyrics are, well, just plain wrong.

I saw three ships come sailing in. No you didn’t.

Firstly Bethlehem has no major rivers, lakes, canals or other waterways. Secondly it’s 35 miles inland. So if anyone really did see three ships sailing into Bethlehem, either the ships had built up a remarkable head of speed when they hit the Judean coast, or – and I think this is more likely – the witness had been drinking.

Apparently, the words of the carol actually come from a legend about three ships taking the supposed relics of the magi to Cologne in the 12th century. So I’m not quite sure why the song keeps on about ‘Bethlehem in the morning’.

Pothole not fixed? You’ve only yourself to blame, says Dennis Stukenbroeker The Parish Council recently did a walking tour with OCC Highways department, identifying problems around Eynsham. It turns out that Highways inspect only once a year and rely on members of the public to use their online system for reporting non-emergency cases – including pavement defects.

Patricia has been around a little longer. “Having visited my partner’s family in Eynsham since the 80s, I moved here in 2003 to be closer to them and in time for our son to start primary school. I was keen that he should be able to walk safely to school, which I couldn’t be sure of in London. “I appreciate the local amenities, shops, schools, social groups and public transport which enable me (most of the time) to juggle a work / life balance.

“I currently work 3 days a week (at home and in London) for a public health research centre at University College London. I have over 25 years’ experience as a project manager, in international disaster relief and development and in the university sector.

“I’d like to see that changes in Eynsham are positive and beneficial to the community and welcome this opportunity to join the Parish Council.”

Rachel Faulkner – Parish Council Clerk

Jane has lived in the village since 2006 and has two children who attended the primary school and are now at Bartholomew School.

She says “I feel extremely fortunate to be here: as a family we appreciate and enjoy all that the village has to offer – allotments, sports clubs, cubs & scouts, carnival, the village show – and understand the huge volunteer effort involved.

“My work is in the historic environment and I am Assistant Director of Oxford Preservation Trust and have considerable experience of the challenges facing communities today, particularly those with a rich heritage and valued history like Eynsham. I previously worked for Oxford Archaeology and my first excavation was at Eynsham Abbey. I am looking forward to being able to make a difference to my place.”

Eynsham’s three play areas have been much enjoyed during the excellent weather we had this summer.

We fight a constant battle against vandalism and dangerous littering including broken glass and dog mess but council staff, volunteers and helpful parents do their best to keep on top of things so that children are kept safe.

I hope you will have noticed the new climbing frame at the Old Witney Road play area. At the time of writing we are waiting for the safety surface to be installed so I have not yet had a chance to play on it. The council looked at a number of options and thought this one from a well established company called Kompan presented exciting opportunities for children of different ages. We hope you enjoy it.

The next piece of equipment due an upgrade is the swing sets at Old Witney Road. We are considering buying a basket swing to replace two of the traditional swings. We would welcome any thoughts from young people who use the play area.

Community payback As reported on these pages before, the village benefits from the free services of Thames Valley Probation Community Payback team. A group comes every Tuesday and is put to work around the village. In recent weeks you may have noticed paths such as Pug Lane 6

and Wastie Lane being given a thorough tidy up under the supervision of the Council’s own groundsman.

They have also cleared the area up to the bus stop on the A40 at the top of Old Witney Road – leading to a comment that “it looks better than it has in over 60 years”.

We are very grateful for their help. If you are aware of areas of public land that could do with their attention please do let me know (details on page 5).

We asked if people were prepared to pay more Council Tax to ensure tidiness, to which the response was almost nil. We will therefore keep the budget close to the current year and tackle the situation as best we can using the following principles: • We will focus on the strip beside roads and footpaths, so people are not walking through long wet grass and drivers’ view is clear.

• Areas behind this may be left to grow long, particularly when backed by a fence, hedges or trees.

• We will draw up a cutting schedule, to ensure that we start early enough to prevent areas getting overgrown and that no areas are missed.

• We’d like to put some areas down to wild flowers but have no budget for the preparation. We may need volunteers to help with that and we shall apply for any grants available.

Fishponds

Verity Hughes – Chair, Fishponds Committee Since the Foray in the summer a considerable amount of work has been done, detailed surveys of the insects, wild flowers and pond life have been carried out by specialists, most of whom did similar surveys ten years ago. We are now awaiting their final reports and suggestions from which we will formulate a plan for the next ten years. The reports will be published on the website as well as the proposed plan for the future.

Eynsham Rotary has generously chosen to spend some of their money on improving the paths and access to the crossing of the Old Chilbrook, weather permitting we plan to do this work in February – see page 17.

We have volunteer mornings planned for Sunday 18 January, Saturday 21 February, Sunday 8 March We usually meet in the car park at 10:30 and work until around lunchtime, litter picking, trimming overhead branches and levelling paths etc. If you’d like to join in please get in touch (details on page 5).

We will monitor the situation through the year and review the policy before setting the budget in 2015.

Winter preparations

Good news and a call for help from Richard Andrews For the first time, the Parish Council has taken delivery of a large bag of road-grit, courtesy of OCC, for use on village pavements if we have ice or snow this winter. We have also installed a grit bin, thanks to a grant from Cottsway, at the junction of Acre End Street and Witney Road – so that people and cars can get up the slope from Merton Close and this key roundabout remains clear.

However, we have no staff to spread the grit. We need volunteers who are willing to shovel snow, spread grit and generally help keep pathways clear, using tools we are buying with the Cottsway grant.

If you’d like to help, please contact the Parish Clerk (details on page 5) providing a phone number in case you are needed. We will provide basic safety advice and you will be covered by our insurance if you are available to help us when the need arises.

Grass cutting

Richard Andrews – Parish Council Vice-Chairman We put a piece in the last News about the problems of grass cutting and how difficult is is to keep verges tidy within the current budget as the County Council will reduce what they pay us by half – they expect us to make up the difference or cut their verges only half as often, just twice a year.

District & Parish Councillor Peter Emery can only pursue the matter if items have been correctly logged.

Local resident Gwyn James says: “I find the situation getting worse, especially in recent months. The area is heavily used on weekdays by people of all ages visiting Eynsham Medical Centre ... and I am concerned that [people or animals] may get injured, especially from the broken glass. There is also risk of damage to vehicles (tyre punctures for example).

“I grew up just round the corner and remember Eynsham car park as a child. This was a safe and clean place but now – especially around the recycling bins – it looks disgraceful. Eynsham is a beautiful place and this car park is an important part of the village.”

Alan Collett adds “It is a relief to see this is on the agenda for the parish and district councils and I will certainly... report issues to the Witney shop, as I appreciate little can be done if there is insufficient information.”

Another update from Heather McCulloch of WODC Congratulations to Bryan Duffield, Joyce and Ken Hicks and Len Cirel of Eynsham Day Centre (shown here with June Middleton and Alice Walker) on their design for a carved oak waymarker post on the art trail.

Two posts are ready but are being stored outdoors for a while to season them. The owl box is up and the interpretation panels are awaiting installation. There is still some levelling and clearance to do on the ground but things are moving along nicely.

Each year a residents’ survey is conducted, to gauge how safe people feel in the Eynsham area. It also determines residents’ top local issues. 172 surveys were completed in the autumn with 98% of respondents saying they feel safe in their neighbourhood during the day. 77% feel safe walking in the area at night.

74% agreed that anti- social behaviour is being tackled successfully. The top issues identified were: • • • • •

Parking Speeding Litter / dog fouling Anti-social behaviour Traffic (quantity on the roads, unsuitable vehicles within the village) • Lack of youth facilities • Police visi bility.

These will now be tackled by the local neighbourhood police team and its partners such as WODC and Eynsham Parish Council. The NAG meets again on 21 January 2015 – enquiries to Ron Hollis: 07770 466237.

Primary challenges Preparing our young people for the future

Eynsham Community Primary School has vacancies for two community governors.

Governors serve as part of a team for a term of up to four years. The full governing body meets 5-6 times per academic year and each governor is also required to join one of three committees which meet termly (six times a year).

We would like to hear from anyone who is interested in supporting their local primary school and has the time for this – especially those with expertise or skills in the areas of premises / buildings management and planning. We are not seeking people with education sector expertise or more parent governors at present, as we have a good range of these and try to keep a broad balance within the governing body.

Being a governor is very interesting and rewarding, as well as occasionally challenging and time-consuming.

Last Christmas I discovered the joy of unwrapping presents, which is almost as much fun as ripping the leather off the best chairs. This year my mistress Helen has taught me the joy of Christmas shopping, explaining how we need to buy all the pressies we can from Eynsham to help our village shops. “Use them or lose them” she says.

So, armed with my piggy bank, I have journeyed around the village, stopping off first at Evenlode DIY to get a bag of Gravy Bones for my friend Little Davey. Gosh, what a wonderful shop. Everyone talks to me and no one minded when I trotted down to the back for a rubber ball as well. I chose yellow, as dogs are slightly colour blind and can’t always see red in long grass.

Then on to Crackerjax next to the vets, where the lovely Sue helped me choose a fluffy cat toy and a box of Go Cat for Harvey, the ginger mog who lives with us. I admit to also buying myself a couple of crunchy Pigs’ Ears – well, what’s Christmas without a treat or two?

I found my special, special pressies at Rachel’s lovely flower shop, Mille-Fleurs beside the Post Office. A big bouquet for my mistress, one each for Hazel and Betty, the amazing women at HJ Agility Club who are training me, and dear Debbie from Eynsham Dog Stop who sometimes looks after me. It was such a treat just to stand there and take in those fabulous floral aromas that waft around the shop – if they came in bottles I’m sure there’d be a queue. Rachel has taken my order and promised the bouquets will be delivered in time for Christmas – isn’t that wonderful.

Lest we forget – 1

Grant Paton has another instalment from Odell Cottage Positioning my station’s sensors was the first step. Next came the rather more tricky process of calibration: difficult to achieve outside controlled laboratory conditions. Also since the sensors are not of the highest professional quality, occasional anomalies will creep in. However, these are easy to spot, so they don’t cause any real problem and the data now provided by the station is within tolerable levels.

This is an amateur weather station whose value is more for recording than for forecasting. It will give an approximate forecast only for the next 12 hours or so – using the so-called “Zambretti Scale” – which gives reasonable results. The station continuously records temperature and humidity; wind speed and direction; and rainfall.

Once it was set up and working, I discovered that I could link my system to the internet. There was no recording weather station between Minster Lovell and Oxford, so I registered with an internet weather recording system and now send continuous data to “WeatherUnderground” which is a worldwide system of informal weather stations, initially set up by the University of Michigan. The data from my station can be viewed at my own weather website, together with a link to a 10-day forecast and more detailed historic and local weather data from my own and other stations at www.odellweather.co.uk The readings from this weather station since the beginning of July last year include some highlights.

The hottest day in Queens Lane was 33.3°C on 22 July 2013. The lowest temperature was -2.5°C on 26 November. The strongest gust of wind was 47.9 mph on 15 February; and the highest rainfall in one day was on 25 April when my gauge recorded 22.2 mm.

I would like to present you all with these lovely smelly, intoxicating, germ infested, bags of dog mess, however, I won’t because we have bagged it and binned them in the dog mess bins provided. If we can find the bins, why can’t others?

You can do so anonymously but please give as much information as possible: time of day, type of dog, car registration? If a pattern emerges, officers will time patrols to catch offenders in the act.

Moving on

Gary Cook reports; updates at www.eynshamcc.org Those of you who have wandered down the Cassington Road over the past few weeks and months will have seen the magnificent new Eynsham Cricket Pavilion rising from the greenery of the cricket field at School Piece. Shaun Rowland and his fantastic team of builders from the village have been taking advantage of the excellent late summer and autumn weather to press on, with the result that the project is moving towards completion.

At the time of writing the roof has been secured and all exterior windows and doors have been incorporated. Work is now ongoing on the balcony, external steps and interior work: plastering, screeding, plumbing and electrics. The building is also being connected to the electricity supply, which has necessitated the digging of a 300m trench round the edge of the field. It is anticipated that the building will be ready to hand over to the club by the end of 2014.

But the project does not end there. There is work to be completed on the floor, kitchen and bar construction and also decoration and tiling and, in due course, external landscaping works. This is where we shall be calling on the resources and skills of our club members to help out over the winter. Assistance from any other source is more than welcome, so if you are willing to give a hand to the cricket club please do contact me and I will be happy to tell you more – email me at eynshamcc@gmail.com We aim to be playing cricket on School Piece and to be using the new pavilion for the 2015 cricket season, starting in late April. This will be celebrated by a formal opening ceremony (date to be agreed) at which we will be able to thank all our donors including Sport England, West Oxfordshire District Council, Eynsham Parish Council and Oxfordshire County Council, as well as the many local businesses and individuals who have contributed generously to this project.

After ten years as co-ordinator for Eynsham Neighbourhood Care Scheme, David Miller retires from the role on 31 March 2015. The scheme arranges transport for elderly or infirm parishioners to hospitals and clinics; and supports the village Day Centre ‘Monday Club’. The service is provided by volunteers, grant-aided by the Parish Council and partfunded by client donations. Warmer winters

A timely offer from Angie Titchen of GreenTEA Since 2011 GreenTEA has used an infrared camera to survey homes in Eynsham and surrounding villages on request. The resulting images show heat escaping from a building, identifying areas that could benefit from insulation (such as lofts and cavity walls) and other problem areas. Our trained volunteers, who are all local people, explain the images and offer simple

A chance meeting with Roy Wastie, in the doctor’s surgery, opened the history of the famous Wastie family, whose Eynsham apples were known throughout Britain in the twentieth century. This year, we ate our first fruits of the Eynsham Dumpling created by Fred Wastie in 1935. We have four more trees from the Wastie collection: the Oxford Yeoman, Oxford Beauty, Jennifer and Old Fred, himself.

Long Mead Orchard will revive traditional and local varieties of fruit tree. We have a graft of Bampton Fairing and Winter Greening (from Wolvercote).

Both original trees are alive at over 150 years old. We have, among others, Cour Pendu Plat, brought by the Romans to Britain, and Isaac Newton (a descendent of the apple that fell by gravity on the scientist’s head).

Long Mead Orchard will also restore a wildlife habit that has vanished from our landscape. Our trees are on a vigorous root stock and will eventually grow huge. Indeed, Malus Sieversii (the parent of all domestic apples) grows to the size of a four-storey house. This means that, while we are beginning to supply Eynsham with organically and locally grown fruit (thanks to Jonathan and Lucy at the Market Garden who enthusiastically undertook the harvest), there will be plenty for the birds, bees, insects, mice and a whole ecosystem that depends on orchards for survival.

Long Mead offers free visits, in association with Natural England, to pre-schools and schools and (with the Eynsham-based L.O.V.E. Care Farming Project) to adults with physical or mental health issues. Nature walks, bird-watching, pond-dipping, bug hunting, plant surveys and farming activities. Image © Alexandra Veselova Most people will know Long Mead Orchard from the toll bridge queue: the floods lapping around the trees last winter, the unnerving sea of silt in 2011 and the many harvests of stinging nettles before. This year, all has come good: gorgeous blossom in the spring and a multi-coloured abundance of apples, pears, plums and cherries, this autumn. A few people may even have tasted them, thanks to the Eynsham Market Garden.

The success of Long Mead Orchard is the result of a collective effort by local people. Natural England facilitated a grant for clearing invasive weed in the Thames to restore the reedbed habitat for birdlife.

This provided the silt in which to plant the orchard and wildflower meadow beneath. Local farmer, Graham Podbery, and luminaries of Eynsham –

Pastures new

After over 30 years as Eynsham residents, Peter and Elizabeth Way moved to a more manageable home in Oxford in midNovember. We wish them well.

Peter Way’s distinguished career at Radley College, broken only by military service, has been followed by active retirement here. He will be missed. Mike Stephens notes his involvement with the British Legion, of which he has been president for many years, and his contribution to St Leonard’s, where they have been fellow sidesmen for some time. Bob Weedon – a close friend since the 80s – recalls his service on the Parish Council, presidency of Probus and lucid pieces for the Eynsham Record. He has also been a regular visitor to Eynsham County Market – and a constant supplier of books to the charity stall in The Square.

Recreation

The GC section had their most successful season for many years. We entered the Grass Roots and Centre Stage Competitions, reaching the national finals in September and winning both cups, which was quite an achievement for our small club.

We won the Grass Roots Cup before in 2012 but the Centre Stage win was our first. Congratulations to Pat Edginton (Grass Roots winner) and Brian Hitchins (Centre Stage winner and Club Chairman – shown).

We also played friendly matches and internal competitions, with regular meetings on Tuesdays, Thursdays and Saturdays. So all in all, an enjoyable and successful season.

Why not try this strangely addictive sport, which can be enjoyed at all levels of ability, from novice to national competitions as mentioned above? You really do not need to have ever played before in order to join and enjoy the game.

1ST EYNSHAM PINKHILL SCOUTS celebrated a Grand Opening at the Scout Hall on 5 November.

Both sections had play disrupted by the horrendous floods of winter 2013/14. The lawns were under water for 9 weeks and we are still working to repair the damage caused.

The AC section had a good year despite the floods, coming third from five in their League. They have strong opposition, especially Oxford University, so a pleasing result. Overall, an enjoyable summer’s play, including the Jemima Stokes Tournament, and regular meets on Thursday evenings (weather permitting).

FISHPOND ACCESS IMPROVEMENT GRANT Much of Eynsham Rotary Club’s contribution to the local community goes unnoticed, because it is in the form of grants or voluntary assistance given to individuals and is therefore kept confidential.

However, the Club is making a visible and lasting contribution through a grant of £3,000 to the Parish Council for further improvement of facilities at the Fishponds site. Eynsham Rotary donated £1,500 (raised primarily from Eynsham Carnival); and the Rotary Foundation, Rotary’s international charity, matched that sum.
