Welcome to Tshwane and the inaugural Tshwane Energy Summit 2024.

As you may be aware, the City of Tshwane is faced with challenges related to economic growth and development due to unreliable energy supply, which is exacerbated by load shedding and damage to our infrastructure. As a member of the C40 and a progressive capital city, Tshwane has embraced the challenge of becoming a low-carbon and climate-resilient city.

TEDA invites both local and international investors to explore lucrative investment opportunities within the dynamic landscape of the City of Tshwane, facilitated by your partner in growth and development, the Tshwane Economic Development Agency (TEDA). Additionally, the entity is looking for investors in the sectors outlined below who are willing to locate their businesses in Tshwane, a premier destination with access to strategic routes and markets especially in the Southern African Development Community and African Continent. TEDA is a municipal entity of the City of Tshwane Metropolitan Municipality mandated to act as a strategic vehicle for accelerated growth and economic development in the City.

FOREWORD

We are extremely excited to have been given the opportunity to organise the Inaugural Tshwane Energy Summit (TES) by the City of Tshwane. Leading institutions such as the South African Reserve Bank and National Treasury have identified energy and logistics as the biggest constraints to the South African economy. Thus, the City of Tshwane is no exception and as the seat of government, diplomatic hub and export-led economy accounting for the biggest share of automotive exports among others, has borne the brunt of this economic downturn.

The Tshwane Energy Summit seeks to respond to this crisis and promises not to be another talk shop but a solution-oriented summit involving local and international stakeholders.

This is an ideal platform for the City of Tshwane to share its Climate Action Plan (CAP) and the City’s Energy Action Plan. Furthermore, stakeholders in the energy sector will receive updates on policy instruments that will facilitate wheeling of energy through the municipal infrastructure and imbedded energy generation.

Industry role-players will have an opportunity to make inputs to policies and bylaws that are being crafted and share their ideas on how best the city can tackle the energy crisis it is facing which affects all stakeholders.

The Summit also provides a platform for companies to showcase their innovative solutions to other role players including the city, government departments, businesses and the media.

We are confident that the Tshwane Economic Development Agency is geared towards hosting another successful, well curated summit to address the needs of various stakeholders that will be attending this Inaugural Tshwane Energy Summit. The Tshwane Economic Development Agency Ltd (TEDA) is a municipal entity of the City of Tshwane Metropolitan Municipality (CoT). TEDA is a State-Owned Company, registered in terms of the Companies Act and was established with the primary objective to accelerate the City’s economic development. We do this by:

The City of Tshwane Metropolitan Municipality is classified as a Category A municipality by the Municipal Demarcation Board in terms of Section 4 of the Local Government: Municipal Structures Act, 1998 (Act 117 of 1998). The Municipality was established on 5 December 2000 through the integration of various municipalities and councils that had previously served the greater Pretoria area and surrounding areas.

The City of Tshwane boundary was further amended on 28 May 2008 through a proclamation in the Government Gazette that incorporated the former Metsweding District Municipality, including Dinokeng tsa Taemane (Cullinan) and Kungwini (Bronkhorstspruit), into the City of Tshwane. The incorporation, which took place in May 2011 after the local government elections, enlarged Tshwane to 6 345 km². Currently, Tshwane stretches almost 121 km from east to west and 108 km from north to south, making it the third-largest city in the world after New York and Tokyo/Yokohama. It also makes up more than 30% of Gauteng, which is 19 055 km² in extent.

The Incorporation of Metsweding District Municipality into the City of Tshwane is in line with the Gauteng Global City Region Strategy which sought to reduce the number of municipalities in Gauteng.

The Netherlands has successfully developed solutions using Dutch technology and innovation. These efforts and innovation can enable Pretoria to move off-grid and utilise refurbished power stations to alleviate power challenges. In January 2024, the Tshwane Mayor Cilliers Brink addressed the media on the City›s plan to procure and generate at least 1 000 megawatts of power independent of the state-run power producer, Eskom. The City of Tshwane approved a report allowing it to proceed with the 40-year lease of its Rooiwal and Pretoria West power stations to independent power producers.

City of Tshwane officials and the management from the Rooiwal Power station will present a status report of the Power stations and the initiatives being explored to refurbish and reactivate the Power Plant.

SEZs were set up to accelerate South Africa’s industrial development by helping promote industrial agglomeration, build the required industrial infrastructure, promote coordinated planning among key government agencies and the private sector, and guide the deployment of other necessary development tools.

TASEZ is an innovative and crucial special economic zone that fits seamlessly into the priorities of the South African Economic Reconstruction and Recovery Plan, playing a catalytic role in extending economic participation across the Tshwane region, opening up multiple opportunities for small, medium and micro enterprises and cooperatives, and promoting skills development and the transferal of technological expertise in the automotive manufacturing industry.

Cllr. Cilliers Brink was elected as the Executive Mayor of Tshwane on 28 March 2023. He was born in Springs on 12 June 1987. Cllr Brink grew up in Phalaborwa, Limpopo and remained in Limpopo until the completion of his IEB at Kingfisher High School in 2005.

In 2006, he enrolled for his LLB at the University of Pretoria (UP). It was at UP where Brink became involved in politics, becoming a member of the Democratic Alliance Student Organisation (DASO) in 2009.

He later became a chairperson of the Democratic Alliance Youth (DAY) in Tshwane in 2010 and a councillor in the City of Tshwane in 2011 at the age of 24.

In 2012, he obtained his LLB Degree from UP and in 2013 he went on to obtain his Practical Legal Training Certificate from the LSSA Practical Law School.

In 2016, Brink became the MMC for Corporate and Shared Services in the City of Tshwane.

He held this position until May 2019, when he got sworn in as a Member of Parliament (MP). As an MP, he served on the Portfolio of Cooperative Governance and Traditional Affairs.

In September 2022, Brink became National Spokesperson for the Democratic Alliance, a position he held until he was elected as the Executive Mayor of Tshwane.

Tshwane

With over 15 years of experience in government administration, private sector, and academic sector, I have developed a strong expertise in economic policy and research, economic modelling, data analysis and insights into systems of governance. As a Divisional Head at the City of Tshwane Metropolitan Municipality, I led a team of economists and researchers to provide strategic intelligence and advice on economic development, investment promotion, and strategic economic planning. I hold a PhD in Economics from the University of Pretoria, where I also lectured and published several papers on economic growth, monetary economics and political economy.

I am passionate about entrepreneurship and innovation and have supported various initiatives and projects to foster a vibrant and inclusive local economy. I am also a former President of the South African Association for Energy Economics, where I promoted the exchange of ideas and knowledge on energy issues. I am looking to make a positive impact on the economic and social well-being of communities.

I am:

Currently, Lungile serves as a technical due diligence expert for an institutional investor, providing comprehensive assessments of energy projects across the African continent.

Lungile’s academic background is equally impressive, boasting qualifications in economics, econometrics, insolvency law, cost engineering, and energy. She is currently pursuing her PhD in Engineering Management, a testament to her unwavering commitment to professional development. Beyond her academic pursuits, Lungile is actively engaged in the energy sector, lecturing and providing expert commentary on African energy matters across the globe.

She is also a member of the Institute of Directors and the South African Institute of Electrical Engineers, demonstrating her dedication to fostering collaboration and knowledge-sharing within the industry.

Ms. Vuyo Zitumane

City of Tshwane Metropolitan Municipality

A Public Sector Renowned Turnaround Strategist, A seasoned Administrator, Great Speaker, Master of Ceremonies, Coach and Mentor and a well-rounded Leader.

Vuyo Zitumane, fondly known as “Mrs Fix It” by the media, due to her leadership style, turnaround plans and integrity. She has rescued many municipalities in the Eastern Cape by being appointed as an Administrator at Sundays River Municipality, Mnquma Local Municipality, King Sabata Dalindyebo Municipality and Nelson Mandela Metropolitan Municipality.

She was seconded to Nelson Mandela Metropolitan Municipality by COGTA as part of section 154 intervention to turnaround Corporate Services Directorate, which she did successfully. She resigned as the Chief Executive Office of Amatola Water Board in November 2020 to continue with her consulting business that specialises in leadership development, mentorship and coaching and local government support. Between 2021 and 2023 she has been contracted by SALGA to be a lead facilitator in training senior councillors in various districts at a national level and City of Joburg on municipal performance and municipal governance. Her last official assignment was being part of an intervention team appointed by National Cabinet to turn around Enoch Mgijima local municipality, which ended in October 2022.

Sinawo Sigalelana is an Electrical Engineer with experience in power systems planning and operations. His expertise include assisting municipalities with revenue enhancement, asset management, electricity infrastructure planning, energy planning and embedded generation.

He currently works for Sustainable Energy Africa (SEA) and involved with assisting municipalities with Embedded Generation Processes, Energy Strategies & Plans and Cost of Supply Studies. In addition to these, he is involved in the capacity building of municipalities on topics such as Power Quality Apportionment, Processing EG Systems Larger than 1MW, Grid Impact Studies, Wheeling and Electricity Pricing. Sinawo sees energy as one of the key enablers for a good quality of life and is passionate about making it accessible to all.

Joanne Yawitch is currently the Head of the Just Energy Transition Project Management Unit

She is a Commissioner of both the Presidential Climate Commission and the National Planning Commission. She is the former Chief Executive Officer of the National Business Initiative (NBI).

Prior to this, she was the Deputy Director General for Climate Change in the Department of Environmental Affairs, with responsibility for Environmental Quality and Protection, as well as for the Department’s Climate Change work.

Joanne worked for the Gauteng Department of Environment from 1997 to 2004 and prior to that, was Special Adviser to the then Minister of Land Affairs from 1994 to 1997.

Joanne is the former Chair of the Board of Directors of South African National Parks (SANParks). She is also a Board Member of the South African Forestry Company (SAFCOL) and Chairs its Social and Ethics Committee.

Mr. Saki Zamxaka is the Acting Group CEO of the Gauteng Growth and Development Agency (GGDA), an agency responsible for facilitating trade, investment and economic infrastructure development projects for the Gauteng City Region. He is also the CEO of the Gauteng Enterprise Propeller (GEP), a provincial financial institution of the Gauteng Department of Economic Development which promotes and develops small enterprises in Gauteng.

Mr. Zamxaka is the former Acting CEO of the Land Bank, Autopax, and Passenger Rail Agency of South Africa (PRASA). He has also held director roles at the Technical Gautrain Management Agency and Infinity Fund, a Section 12 venture capital fund investing in asset (movable) rental SMEs.

He holds an Honours degree in Economics from the University of the Western Cape and a Diploma in International Education Politics and Economics from Bard College, New York.

Ms Chiboni Evans is the Chief Executive Officer of the South African Electrotechnical Export Council. The South African Electrotechnical Export Council (SAEEC) is a trade organisation established as a Public Private Partnership between South African business and the Department of Trade Industry and Competition (the dtic) to facilitate the export growth and internationalisation of its member companies.

Ms Chiboni Evans is a Fellow of the Institute of Chartered Certified Accountants. Chiboni trained as an auditor with Deliotte Haskins and Sells in Zambia and qualified at Emile Woolf College of Accountancy in London before returning to South Africa from exile in 1995.

Ms. Evans has gained experience working with major global organisations that include Cargill Inc., the Mars Corporation, SAB Miller and IMIS Global. As Financial Controller Mars Inc Africa Division Chiboni was an integral part of the executive management team that guided this American Multinational’s re-entry into South Africa and thus Africa by proving financial assessments as to whether these markets were suitable for future investments by Mars Inc.

Through her work as Export Services Manager at SAB Miller in South Africa, Chiboni pioneered the design and installation of a business information system for the exports department. During her tenure with IMIS Global the company won a number of accolades including the JCCI Emerging Exporter of the Year award in 2008 and in 2009 was second runner up in the Africa SMME awards in the Innovation Sector.

Dr Titus Mathe is a South African who is passionate about the development of Africa. He has an in-depth understanding of the various energy sources and technologies, their utilization, and benefits. Titus has more than 27 years of industrial and academic work experience, of which 8 years has been spent at General Manager Executive level, in various portfolios.

He is currently a Chief Executive Officer at the South African National Energy Development Institute (SANEDI), since October 2022. Titus has repositioned SANEDI to play a crucial role in energy matters, both locally and globally.

Dr Mathe has several academic qualifications, most notably is a PHD in Chemical Engineering from UCT obtained in 2001, Master’s degree in Business Leadership (MBL) from UNISA obtained in 2007, BSc in Chemical Engineering obtained from Howard University, USA, obtained in 1995, and a National Diploma in Chemical Engineering obtained from Mangosuthu University of Technology (MUT) in 1989.

Dr Mathe is registered with the Engineering Council of South Africa (ECSA) as a Professional Engineer, a Member of the South African Institute of Chemical Engineers (SAICHE), A Member of the South African Institute of Mining and Metallurgy (SAIMM), a Fellow member of the South African Academy of Engineering (SAAE), a Council member of SAICHE, a member of various Academic Institutions Advisory Boards. He is also a former member of the Engineering Council of South Africa, and a former Council for Built Environment (CBE) Council member.

I am passionate about development, transformation, inclusive economic development, and international investment and trade. I have been in the economic development environment for more than 25 years and held various capacities across many organisations, for example First National Bank, Khula Enterprise Finance Ltd, Industrial Development Corporation, Mpumalanga Economic Growth Agency, Small Enterprise Finance Agency and I am now at the Gauteng Growth and Development Agency (GGDA) for the past 4 years.

I am currently the Group Executive responsible for Trade, Investment and Regulatory Enablement at the Gauteng Growth and Development Agency (GGDA). To ensure the growth of foreign direct investments (FDI), domestic direct investment (DDI) and Exports by Gauteng based companies through support interventions and ensure invested companies in the Gauteng City Region (GCR) remains. My key focus over the past 2 years was on retaining investors invested into the Gauteng City Region (GCR).

I am holder of two master’s degrees, one in Entrepreneurship from the University of Pretoria and the other in Business Leadership from the University South Africa.

As C40’s Regional Director for Africa, Dorah leads C40’s work in the African region through cooperative engagements with city leaders and teams to accelerate the implementation of their climate change programmes.

Dorah is a sustainability enthusiast with over 26 years of experience in areas such as environmental sustainability, international diplomacy, government (local, regional and national) as well as industry associations.

She was the inaugural Chief Executive Officer of the South African Paper and Packaging Producer Responsibility Organisations Alliance (PRO Alliance), tasked with conceptualising and implementing joint extended producer responsibility programmes with and on behalf of member PROs.

Her other executive role was Chief Executive Officer of the Green Building Council of South Africa, where she led the green transformation of the built environment sector through numerous green building certification tools and programmes. She also served as the chairperson of the World Green Building Council’s Africa Regional Network, with a key role of coordinating, consolidating, and stimulating the development of Green Building Councils across the African Continent.

Theo is a highly accomplished professional project director with over 30 years of expertise in project initiation, planning, implementation and execution, as well as new business and market development across various global industries. Seamlessly guiding projects and businesses towards elevated levels of growth and profitability with strategic insight highlights his visionary mindset and collaborative competence to navigate the intricate business landscape while bringing together cross-functional teams in competitive environments. He is strategically positioned between the Netherlands and South Africa collaborating closely with government-funded investors and major renewable energy projects looking to drive longterm, cost-effective sustainable energy solutions

Despite spending the past 8 years traveling between the Netherlands and South Africa, Theo still considers Pretoria his home. Growing up in Pretoria and studying there, he has developed several projects, including Zwartkop Golf estate, Silverstream Estate, Eldo Lakes Estate and currently, he is working on a project involving 40 apartments on Atterbury Road. He is an active participant in the Dare To Love movement, Doxa Deo City changers, and is a member of the Pretoria business chamber.

Over the past eight years, Theo has cultivated his relationships with the Netherlands, where he also resides. He collaborates with companies and government institutions in the Netherlands to benefit both South Africa and the Netherlands for the people of South Africa through impact projects you will hear of in his presentation.

Dhevan Pillay, a professional engineer, is the Group CEO of LTM Energy and an accredited professional with the Green Building Council. He is the Group CEO of LTM Energy, a registered Tier 1 ESCO, that has implemented several successful case studies in the energy and water management space including renewable energy. LTM Energy has won several global and local awards for its innovative design in sustainability projects including its proprietary utility software development over recent years. LTM Energy was honoured on the 18th Feb 2024 with the “Most Innovative Companies” award at the esteemed World Innovation Congress in Mumbai, India.

Dhevan is an external examiner for Engineering MSc students in local and international universities. He has published and presented technical papers in many parts of the world including USA, UK, Australia and New Zealand. He represented South Africa at the BRICS international conference in Russia with a focus on the green economy. He is the immediate Past President of EASA (ESCo Association of Southern Africa) and Vice President of the Southern African Energy Efficiency Confederation (SAEEC). Geordin Hill-Lewis was sworn in as Executive Mayor of the Cape Town on 18 November 2021.

Geordin began his political activism while studying at university. He has served on the oversight committees for Public Service and Administration, as well as Trade and Industry, and most recently served as the Shadow Minister for Finance.

The Tshwane Automotive Special Economic Zone (TASEZ) is Africa’s first automotive city, an industrial hub that provides investors with a wide range of offerings to help their business flourish.

Africa’s first automotive city, the Tshwane Automotive Special Economic Zone (TASEZ), is changing the face of South Africa’s automotive manufacturing industry, accelerating economic reform, encouraging increased investment in the industry and, most importantly, creating jobs.

We are a Special Economic Zone (SEZ) that is focused on growing South Africa’s automotive manufacturing industry. This means we are ready to provide support to make doing business that much easier.

TASEZ is an innovative and crucial special economic zone that fits seamlessly into the priorities of the South African Economic Reconstruction and Recovery Plan, playing a catalytic role in extending economic participation across the Tshwane region, opening up multiple opportunities for small, medium and micro enterprises and cooperatives, and promoting skills development and the transferal of technological expertise in the automotive manufacturing industry.

SEZs were set up to accelerate South Africa’s industrial development by helping promote industrial agglomeration, build the required industrial infrastructure, promote coordinated planning among key government agencies and the private sector, and guide the deployment of other necessary development tools. Our mandate is to transform the sector, acting as a catalyst for employment, boosting the country’s economic growth, and enabling socio-economic development.
