RAFAEL NADAL has been awarded Spain’s highest sporting honour, the Gran Cruz de la Real Orden del Mérito Deportivo (the Grand Cross of the Roy­ al Order of Sporting Merit) following his latest tri­ umph at the French Open Tournament in Paris. He clearly savours the clay surface of the Roland Garros Stadium as this is his 13th win there and he has now amassed 20 Grand Slam singles victories to tie with Roger Federer as the two lead Novak Djokovic (who Nadal destroyed in Paris) with his 17 victories. Government Minister María Jesús Montero in announcing the decision to grant this award said “We are honoured to give this distinction to one of Spain’s and the world’s greatest athletes of all time. It is a pleasure to do so for a person who is a role model for the young and who makes us all better.” Former recipients of the award include Vicente del Bosque, manager of the World Cup winning Spanish football team, David Cal, Olympic ca­ noeist, Andrés Iniesta as he retired from football and the late skier Blanca Fernández Ochoa. Still younger than Federer, if Nadal can keep healthy, there is every chance that he can capture more major tournament wins and become the most successful male tennis player of all time, but first he will look forward to returning home to Mallorca.

Street Names Changed The centre of Llucmajor.

IN accordance with a Balearic law which was first promulgated in 2018, the Llucmajor Council has renamed five streets which had connections with Spain’s Fran­ coist past. The law also requires that at least one street is dedicated to important altruistic organisations and in this case, the street con­ nected with Admiral Vierna in Bahia Grande is now known as the street of Blood Donors. Other changes see the disap­ pearance of signs honouring Gomez Ulla, Cardinal Rossell, Ad­ miral Moreno and Moll Duniach Marinera with replacements recognising Monserrat Parets, Street Photographer Toni Catany, Font Obrador and Ses Riveretes.

Crashed Car Catches Fire

EVEN though new lower speed limits have been introduced in much of Mallorca, ear­ ly on Monday morning a driver of a BMW was spotted on a ring road of the Ma­30 near the Fan Shopping Centre travelling at increasing speed. The driver lost control and the car left

the road, hit the divider and overturned before catching fire. Luckily a driver in the vicinity managed to stop and help to free the seriously in­ jured man before the fire brigade arrived to put out the fire and his quick and brave action may have saved a life.

The injured man was given emergency first aid where he lay and was then rushed to Son Espaces hospital for further treat­ ment. Guardia Civil officers are now investi­ gating the possible reasons for the acci­ dent.

NIBS EXTRA Face masks THERE are reports that the Balearic Government intends to review regulations concerning the labelling of face masks to ensure that consumers are fully aware of the effectiveness and whether they can be reused. Some facilities are already refusing access to those wearing cloth masks.

Away victory IT has been a good start to the season for Real Mallorca who play in the Spanish Second Division as having won two home matches on the trot, they travelled to Lugo in Galicia where they secured their first away victory, winning 1-0.

German flights BETTER late than never, as travel company TUI is now bringing a small number of German holidaymakers over to Mallorca as flights to Palma are being restarted, so at least there is a chance for some extra business for hotels.

Grave decision A DECISION has been made that any mourners who wish to visit relatives’ graves in Palma on All Saints Day will have to register their wishes in advance in order to ensure that there is no overcrowding at cemeteries.

Spain’s First Female Firefighter IT was in 1980 that a young woman named Magdalena Rigo Lliteras applied to be­ come a firefighter with the Palma de Mallorca Bomberos to a mixture of admiration and dismay in what was a completely male dominated and machismo packed organi­ sation. Perhaps to the surprise of the other firefighters, she passed all of the tests and in 1981 broke the glass ceiling to become Mallorca’s and Spain’s first female firefighter. Her career came to an abrupt end when the fire ten­ der in which she was travel­ ling was involved in a serious accident and her legs were damaged so badly that she had to retire from the job she loved, but kept in touch as her

husband was a firefighter as well. Last week, aged 59, she suf­

fered a stroke and although rushed to hospital, she died the following day.

50,000 Face Masks Controlled

THE Palma de Mallorca Council is to distribute 50,000 free face masks to charities and organi­ sations that work with those in need in the city. Those who will benefit are those who use different munici­ pal services that care for vulner­

able people such as Social Wel­ fare and Social Justice, Femi­ nism and LGTBI (10,000 masks). An Association formed by about 30 organisations that work in the community to erad­ icate poverty and social exclu­ sion such as Caritas, Red Cross

and Naüm, (24,000). Other charities such as ONCE and (10,000 units). Food Bank of Mallorca (6,000 units). The cost of masks was paid for by the government of Spain.

New Extendable Ladder THE Palma Council has approved the purchase of a new 32­metre automatic extendable ladder costing €702, 479 (plus VAT) for the Palma Fire Brigade and this important new piece of kit will take about 14 months to be constructed so should be in service be­ tween November and December 2021. An existing ladder of similar length has been out of service but has now been repaired after suffering an accident to its basket at the Fire Station and with this back there is a working fleet of three vehicles available for use.

IN very dry climates with plenty of dead vegetation, fires are a major problem and most of Spain including Mallorca imposes strict regulations concerning all sorts of fires in­ cluding those on agricultural land. With effect from October 16, Santanyi Council has lifted all restrictions on starting controlled fires in agricultural and forest areas and on its website has a link to a list of dos and don’ts in order to ensure that they do not get out of hand and cause damage. The matter of fires is handled by the Emergency Depart­ ment of the Santanyi Council as well as the local Volunteer Group of Civil Protection.

Encrochat A RECENT ruling by the EU’s highest court found that UK, French and Belgian mass surveillance regimes did not respect priva­ cy, opening the floodgates to sentence ap­ peals on hundreds of Encrochat cases. In July this year, an international crime sting operation rounded up several Scottish household names in a major crackdown on the EncroChat phone encryption network. Authorities managed to access En­ crochat, an encrypted platform used by 60,000 people worldwide, the National Crime Agency has ‘successfully penetrated’ a top­secret communications system used by criminals to trade drugs and guns, said a spokesman. Cancer Shock for Singer TOM PARKER, the 32­year­old singer of boyband The Wanted, has been left fighting for his life after being given the news that he has stage four glioblastoma, a terminal brain tumour. The father­of­one said, “I’m still in complete shock, it’s so much to take in.” The singer suffered a seizure in July, then six weeks later he had another more serious seizure and was rushed to hos­ pital. Tom told his fans that he had already begun his chemotherapy and radiothera­ py treatment in a heart­break­ ing post on social media plat­ form Instagram.

Rally Tragedy SPANISH rally co­driver, Laura Salvo, has tragically died at the age of 21 in a horrific crash at Rally Vidreiro. Salva was co­driving for Miguel Socias in a fatal crash during the first stage of the Rally Vidreiro in Portugal. During the first stage of the Rally the car careered off the road and ramraid­ ed into another vehicle. A TWO­YEAR mask­wearing marathon is expected by a Spanish virol­ ogist as the fight against Covid­19 could continue to run and run. Ac­ cording to Dr Margarita del Val, it could take a couple of years to get Covid­19 under control; with vaccines, treatments and preventives set to help the fight. Dr Margarita del Val, head of the Spanish National Research Coun­ cil (CSIC) said: “with the many holes in the potential coverage offered by a vaccine, those masks may remain a better tool for some time.”

A RECENT investigation has re­ vealed that a millionaire takeaway pizza chain tycoon is suspected of stealing more than €280,000 of taxpayers’ cash by claiming fake Eat Out to Help Out meals. Raheel Choudhary, who owns 61 Papa John’s franchise restau­ rants is the US giant’s largest UK franchisee, allegedly instructed staff to record thousands of ‘phan­ tom covers’ while the govern­ ment scheme was running. Because these non­existent meals were classed as ‘Eat Out to Help Out,’ the UK taxpayer footed half the bill. However, most of his restaurants were not even eligible for the offer because they were collection and delivery only.

20,000 chicks AROUND 20,000 chicks have been abandoned at a Madrid airport, prompting an appeal from a Spanish animal welfare group for help to save them. The little chicks were found in boxes at Adolfo Suarez Madrid­ Barajas Airport, waiting to be shipped, but the planned ship­ ment to Africa was refused. The boxes remained at the airport for three days, and sadly many died having been left in the hangar. They are appealing for dona­ tions of heat lamps, cardboard and flat drinking troughs, so that the chicks can be kept warm, have access to water and food. A LIVE music industry trial will be a worldwide first dur­ ing the coronavirus pandem­ ic as Barcelona launches a Covid­19 safe event. The Apolo concert hall in Barcelona will host a 1,000­ person event after the an­ nouncement on Sunday, Oc­ tober 4. This will be the first trial of this type of event and the

event will take place towards the end of October. The organisers said that masks and hand sanitisation will be mandatory, however social distancing regulation need not be followed. To be allowed to enter the event, attendees must un­ dertake a rapid test, be con­ firmed negative and show no symptoms.

Italian Restrictions UK visitors to Italy are now to produce evidence of a negative Covid­ 19 test on arrival after a clampdown on countries ‘at a greater risk’ which also includes France and Spain. Travellers now need to show they have taken a test within the last 72 hours of arrival along with a negative result. Those unable to provide evidence will need to take a test in Italy, with anyone test­ ing positive required to quarantine until they are able to provide two negative tests.

CARLOTA: Funds have been raised to help her treatment. SINCE the story of Car­ lota, the girl from Vélez­ Malaga, Axarquia whose limbs could be amputat­ ed after suffering sepsis, became public, many have turned to help the family to meet the costs of the operation. The Asociación de Mu­ jeres ‘La Yedra’ and the Almáchar Town Hall dis­ tributed piggy banks in lo­ cal shops to raise money for the treatment and help in her recovery. In total, they have raised €1,505.53 “thanks to the help of everyone.”

BOE: Specifies new powers. A BOLETIN OFICIAL DEL ES­ TADO (BOE) released from the Spanish government on September 19, 2020, pre­ sents a new change in the law that would see vitally important human rights and freedoms stripped. The BOE specifies new powers that affect the fun­ damental rights of Spanish citizens and residents by allowing the implementa­ tion of a law that would see the houses and private residences of the public able to be accessed on the demand of the health au­ thorities via an administra­ tive court. Health inspec­ tors would give a very small three­day notice pe­

riod to allow the occupants to appeal. Under the umbrella of the continuing Coronavirus pandemic, the law would allow health authorities to violate the privacy of resi­ dential premises by gaining authorisation through the administrative court. An appeals process is in place for residents of premises that receive a no­ tification of entry, however the three­day period can include weekend days. As such, an appeal of the deci­ sion may not be able to take place due to the resi­ dent not being able to find legal representation in time.

PEDRO SÁNCHEZ took to the stage in La Moncloa last week, to present a ‘Recovery, Transforma­ tion and Resilience Plan of the Spanish Economy’ which con­ tains his strategy to face the coronavirus crisis and the chal­ lenges of the next decade for the for the recovery of the economy. Based on four identifiers (eco­ logical transition, social and terri­ torial cohesion, digitisation and gender equality), the plan will

boost €25,000 million of Euro­ pean funds next year, contribut­ ing 2.7 points of growth to GDP in 2021 and an increase 2 per cent of potential growth in a decade. These European funds will al­ low the creation of 800,000 jobs in the next three years. A total of €72,000 million of European funds will be made available in the period 2021­2023 with the aim of accelerating the transfor­ mation of the economy.

Banned THREATENING debt letters that cause people to con­ template suicide have been banned following a suc­ cessful campaign by Martin Lewis, founder of Mon­ eySavingExpert.com and the Money and Mental Health Policy Institute (MMHPI). Lewis argued that language used in the 1974 Con­ sumer Credit Act has caused people to think about tak­ ing their own life as a result of debt letters. New rules are expected to be introduced by the Treasury in December 2020 and will state that lenders have up to six months to make changes to their prac­ tices.

Peace prize THE World Food Programme of the United Nations has been awarded the Nobel Peace Prize 2020. “It is not just providing food, this organisation helps cre­ ate sustainable communities,” highlighted the jury. Assisting nearly 87 million people in 83 countries every year, the World Food Programme is the leading humanitari­ an organisation fighting hunger in the world, providing food assistance in emergencies and working with communities to improve health and nutrition. Its efforts are directed at emergency assistance, relief and rehabilitation, development assistance and special opera­ tions. Most of the work is carried out in countries affected by war, where people are three times more likely to suffer from malnutrition than those living in countries without conflict.

Two week Update IT is fair to say sterling got lucky, strengthening by an average of 0.3% and adding more than one US cent. The Bank of England played its part with its Quarterly Bulletin concluding that risks are “skewed to the downside,” with its Chief Economist also saying that the media are too pessimistic about the outlook. Sterling dropped after the news that the EU had begun legal proceedings against the UK for disregarding the Withdrawal Agreement. German Foreign Minister Heiko Maas’s comment that a no-deal Brexit would be “irresponsible” found support among investors but the UK PM was tight-lipped about such an outcome in his virtual conference speech. Economic data was a tale of two halves - PMI’s for services and construction came in well above forecast, and housing data reported strong demand and upward pressure on prices. But industrial production in August was down, and GDP recovered by 2.1% during August, less than half of the prediction. The collective EU stimulus package agreed

more than two months ago has yet to get off the blocks and EU leaders are divided about how to link disbursement of the funds to the observance of democratic values. The European Central Bank was mostly quiet this week, with the summary of September’s monetary policy meeting showing that not all members of the Governing Council agreed with the bank’s low-forever forward guidance. However, President Christine Lagarde said separately that monetary stimulus will continue until the Covid-19 crisis is over: “We should guard against the premature withdrawal of these support measures.” Economic data from the euro zone varied between mediocre and uninspiring, leaving the euro on average unchanged against the other major currencies and a third of a cent lower against sterling. A big few weeks for the US as the presidential election really ramps up. Despite his spell in hospital with coronavirus the US president did his best to remain in the headlines, returning to the White House proclaiming, “Don’t be afraid of Covid.” A couple of days later, after the chairman of the

Federal Reserve had warned that the lack of renewed fiscal stimulus could lead to “tragic” outcomes for the poor, Trump responded by halting debate about new stimulus, to focus instead on securing the confirmation of his Supreme Court nominee. US ecostats were largely ignored and unimpressive, all adding up to a difficult week for USD, losing two thirds of a cent to the euro and falling an average of 0.6% against other majors. Quiet yet confident, the Canadian dollar has relished the lack of attention as all eyes focus on its North American neighbour, strengthening by 0.4% against the majors and adding three quarters of a US cent, 1%. It has done well in the past month too, beating all the other major currencies with an average gain of 0.6%. Canadian ecostats were not actually very good though, with the pace of recovery slowing. The Reserve Bank of Australia announced that it was leaving monetary policy unchanged, but it said nothing to disabuse investors of their suspicion that there will be some sort of further policy relaxation next month. The NZ dollar shared last place with the Japanese yen. While the yen’s problem was a lack of appetite for safe-haven currencies, the kiwi’s was a nagging fear that interest rates could go negative, a notion that the Reserve Bank of New Zealand did nothing to dispel. RBNZ officials said during the week that they would rather risk doing too much too soon than too little too late. On the week the NZD is down by an average of 0.8% against the other major currencies.

M G (Costa del Sol) Yes, it is true. In YOU AND THE LAW buildings put up IN SPAIN before 2006 there was very little le­ gal requirement in national law regarding fire safety. Even if your own municipality has some stricter regulations in place, but no building inspector has called on you to enforce them, you are not legally obligated. More modern buildings are designed for hallways and staircases to block direct airflow that feeds fires, but even they are not required to have alarm sys­ tems or fire escapes. If you wish to discuss this at the AGM, you might want to consider individual smoke alarms in each flat which is a solution favoured by many large buildings.

It was only a few years ago that Tesco hit the headlines for the wrong reason as three of its senior staff were accused of false accounting, but having shaken off that problem, it

ALTHOUGH it was initially be­ lieved that criminals might em­ bezzle up to £1.9 billion (€2.1 billion) from the Government Bounce Back Scheme, the UK National Audit Office (NAO) has announced that it esti­ mates that the scale of loss could be as much as £26 billion (€28.6 billion). That is an incredible 60 per cent of the amount loaned and the main banks involved, Bar­ clays, HSBC, Lloyds, NatWest and Santander, which provided more than £30 bn (€33 bn) in funding will be protected and should between them earn more than £1 bn (€1.1 bn) in government paid interest. To summarise, the Bounce Back Loan Scheme provides registered and unregistered businesses with loans of up to

£50,000 (€55,000) or a maxi­ mum of 25 per cent of annual turnover, to maintain their fi­ nancial health during the pan­ demic. According to the NAO, once the government decided to support small businesses facing cash flow problems owing to the pandemic, it moved very quickly to set up a scheme. It prioritised one aspect of value for money ­ payment speed ­ over almost all others and has been prepared to tol­ erate a potentially very high level of losses as a result. The problem is that because of the speed in which it set up and the 1.2 million cases ap­ proved in record time, it didn’t really know who was legiti­ mate and who would be able to pay back loans received.

Social Security cost APPEARING before a Parlia­ mentary Committee, Minister of Inclusion and Social Security, José Luis Escrivá has confirmed that social security payments to Spanish residents impacted by Covid­19 amount to almost €13 billion up to the end of September. The largest expense has been on ERTE (furlough) at €5.218 billion, followed by sup­ port for the self­employed at €4.138 billion with €2.2 billion lost by the exemption granted from paying social security with a further €1.369 billion spent on those with temporary ill­ nesses or holiday. Overall, when taking into ac­ count loss of tax revenue the government is €22 billion out of pocket.

Use your common sense Boat Party LEAPY LEE SAYS IT OTHERS THINK IT HERE we go again. Some weeks ago I re­ ferred to Corona deniers as being akin to members of the Flat Earth Society. Well, despite the derision I took for that statement, my opinion hasn’t changed one iota. Do people truly believe that all the leaders of the free world, including the ‘Kranky’ person, have actually put all their heads together and conspired to cripple all their economies and throw their respective countries into chaos - merely to gain some kind or Orwellian hold over their citizens? Are you listening to yourselves? You sound utterly ridiculous. Our leaders may be making errors of judgement, some of their rules and regulations may appear to be over the top and ‘unfair,’ some of the ‘numbers’ may be incorrect, but they are doing their darndest to control and eliminate an unprecedented virus that is running riot and killing the population. To achieve success, they are acting on

the advice of the highest and most expert medical authorities in the land. What suddenly made all those social media posters experts in pandemics and how to deal with them? The minute we began to ease off and allow all the diddums’ to go for drinkie poos and ‘let their hair down’ the numbers began to rise again. It’s not a fallacy; the infection rate is now increasing at an alarming rate. The front line workers of the NHS are once again under extreme pressure to control and deal with the extra influx of patients. For those who insist it’s nothing more than a touch of the flu, new figures out today show that between January and August three times the amount of people died from the Coronavirus than died from Pneumonia and Influenza combined! The areas that are now finding themselves under the strict restrictions has nothing to do with north and south divides, it’s to do with numbers of people not complying with the rules and regulations they were asked to observe. The sooner people stop crying in their milk and voluntarily knuckle down and follow the rules, the quicker we will see the end of this nightmare. Why should

those who do comply be suffering because selfish numbers of the population decide they are being ‘hard done by’ and know better than the experts? We are all suffering in one way or another. No one is getting any preferential treatment. If the selfcentered minority would observe the rules, keep their toys in their prams and see a bit of sense, the government wouldn’t need to make and enforce new laws, which have to be implemented by extra police patrols and subsequent arrests. Make no mistake. Everyone wants this over. Even if you halve the published numbers you have to be totally moronic to deny the world is in the grip of a virus that, if not contained or eliminated, will continue to kill and incapacitate our citizens for well into the foreseeable future. AN illegal boat party took place in North London with every­ one invited over WhatsApp and sent the location hours be­ fore attending. They party goers were made to delete their Track and Trace app before arriving. The app ensures anyone with Covid­19 symptoms will quickly get tested. It also helps trace people who have tested positive, and will advise self­isola­ tion. Party goers were made to delete the app before coming to the venue, so the location wasn’t disclosed. Amazon Pile-Up AN accident has taken place on the dual carriageway in Sussex after a lorry driver crashed into the central reservation. The lorry was carrying hundreds of Amazon parcels, which flew every­ where. The driver of the lorry, 63, has serious injuries however, they are not life­threatening. Along with a 50­year­old that was involved in the crash. The vehicle was left lying on its side, spread across both lanes and stopped ongoing traffic for most of the day. Sunday shopping has always been a debate subject in many parts of the world. Many people who agree that shops should be able to choose whether to open on a Sunday argue that the idea of remaining closed no longer fits with the 24/7 global economy of the 21st century. There is also the argument that Sunday is one of the few days when people are fully available to enjoy leisurely shopping due to working through the week. However, there are just as many opponents of the full opening of retail environments on a Sunday. Many see it as a dangerous symbol of commercialism that is taking over the human condition and the full and unbridled opening of shops at all times would see a loss of valuable time and, potentially, see increases in working hours and the destruction of much needed down time. There are also objections on the ground of religion. Particularly in countries like Spain which still have a highly religious community. So, with so many arguments for and against Sunday opening, it is clear that there is no specific consensus on the way forward. We believe that Sunday shopping should be allowed and that it is more in keeping with our modern society, however, you may disagree … and that is okay too.

SPORT Hamilton Equals Record BRITISH racer Lewis Hamilton cruised to victo­ ry in the Eifel Grand Prix to equal the amazing record of 91 Formula One win­ ning races set by the leg­ endary German driver, Michael Schumacher. The win leaves Hamil­ ton 69 points clear as he remains in pole position to win the season and close in on the German’s seven world champi­ onships. Schumacher, who was seriously injured in a ski­ ing accident in 2013, won the last of his 91 races over 14 years ago. Hamilton now leads Mercedes teammate Valt­ teri Bottas by 69 points following today’s result, with 11 of the 17 rounds completed.

THE Premier League has confirmed all fixtures until the end of October will continue to be made available for fans to watch live in the UK. Under these new arrangements, the current live match se­ lections will remain in place and will be broadcast as normal. In addition, the five matches per round not already selected will be made available to supporters on a pay­per­view basis, accessed via BT Sport Box Office and Sky Sports Box Office platforms. Clubs agreed this interim solution to enable all fans to con­ tinue to watch their teams live. The Premier League has worked closely with both broad­ casters to provide this arrangement. In a statement, the league said: “It will be regularly re­ viewed in consultation with clubs and in line with any deci­ sions made by government regarding the return of spectators to stadiums. “Football is not the same without supporters at matches. The Premier League and our clubs remain committed to the safe return of fans as soon as possible.”
