THE Balearic government changed its mind about asking Spain’s Prime Minister Pedro Sanchez to implement a mandatary quarantine for all travellers to the islands from Covid-19 high-risk territories, whether national or international. The Balearic Islands have had relatively low rates of coronavirus infection compared to other parts of Spain, and there were fears that fresh outbreaks could emerge as tourists arrive from areas like Catalonia and Aragon which have been experiencing a surge in new infections in recent weeks. In the end though the regional administration did not include the proposal from a committee of experts among the series of requests sent to the Health Ministry this week. According to Spanish press reports, the rethink on Saturday’s decision to put forward the recommendation was in part down to the likelihood the Spanish government would not agree to such a drastic move, but also because of disagreement on the issue within the Balearic administration itself. There was reportedly intense debate on the idea

QUARANTINE U-TURN
DISAGREEMENT: One of the reported bones of contention was defining what a high-risk area is. among members of President Francina Armengol’s cabinet on Sunday morning, one of the main bones of contention defining exactly what the definition of a risk zone is. Also, whether a compulsory quarantine order would affect people travelling from those zones or residents or the areas.
Among the experts’ requests which were included were a proposal for safety and hygiene controls to be reinforced at the archipelago’s ports and airports for domestic and international travellers, asking also that this be carried out at ports and airports of origin. It also wants the authorities which manage ports and airports to make areas available for health teams and to establish information points in private ports and landing areas for private planes with clear recommendations on self-isolating in the event of a suspected case of Covid-19. The Balearic government plans to increase the number of trackers to 400 to guarantee the traceability of all positive cases, but President Armengol also wants a digital contact tool or app to be implemented to support the work carried out by the trackers. Also requested is looking at the implementation of QR tracking tools for locations with large numbers of people. A further want is carrying out information campaigns to discourage people from moving around if they experience possible symptoms of the virus, especially in territories with very high rates of infection.
SUNSET MARKET RETURNS PUERTO PORTALS is celebrating summer with the return of the Sunset Market. This is the sixth consecutive year of the event, featuring lovely items to buy, art and live music every Wednesday and Thursday from 6pm to midnight up until August 20. Stalls offer island art, ceramics and espadrilles, as well as fashion, accessories and jewellery. The artist’s corner this year is also very much focused on Mallorca and on supporting the island’s own. The Mallorca Sense Fam association is pre-
sent at the market once again this year with the aim of raising funds for its work in providing assistance to the island’s most disadvantaged and at risk of social exclusion. Last year the association managed to collect some €3,500 from a second-hand book stall at the market. Providing top-tapping background sounds of jazz, blues, rock, flamenco and swing to the market activities are bands like Honolili and Monkey Doo, and reggae singer Glasford. The main novelty at this summer’s Sunset is that the stalls have been di-
vided into three zones in order to comply with health safety and social distancing measures. The market therefore
extends from the port’s main dock to the end of the boulevard where the summer market is usually held.

THIS week saw the passing of a true icon within the expatriate community of Mallorca. Geoffrey Kenyon, who at 77 years of age, has tragically and suddenly passed away after serious heart surgery in Barcelona. Geoffrey was a much loved and respected member of local society and arrived on the island in the early 80’s. He soon established himself as one of the ‘movers and shakers’ of the post Franco era; a truly exciting period when Mallorca was emerging as one of Spain’s highly esteemed ‘jewels in the crown’ holiday destinations. His early ventures included the restoration and preservation of a number of historical fincas which had experienced some serious neglect under the previous
regime. In 1983 he was in fact one of the main reasons I personally came to the Island. We had been in Saudi Arabia together. His experience in his early professional acting career, which included leading roles in the UK. TV series ‘Softly Softly’ and ‘Z Cars,’ led to him directing a number of shows for ‘The Jeddah Players,’ a local Am-Dram society with an extremely high reputation and standards. I had the pleasure of being directed by him when he chose me to play Benedict in the British embassies production of Shakespeare’s ‘Much Ado About Nothing,‘ which, thanks mainly to his wide variety of talents was a resounding success. Geoffrey left for Mallorca some years before

Loss of a well-loved islander
A TRUE ICON: Geoffrey (right) was a much loved and respected member of the local society. me, although we always remained in touch. When I, after my stint came to an end, I was at loss to know where to settle he actually suggested Mallorca.
After I scoffed at the idea, citing the fact that I didn’t want all those ‘kiss me quick hatters’ and lager louts, he advised me of something I have never forgotten.
‘Leapy,’ he declared solemnly, in his rich, beautifully cultured tones, ‘The real Mallorca is one of the best kept secrets of the Mediterranean,’ and of course he was right. I subsequently moved to the island and have been here ever since. Over the years Geoffrey met and married Sally Anne and raised three lovely children, Rachael, Simon and Joseph. His daughter Ellie, from a previous partnership, inherited his talents and has become an extremely successful actress in the UK. Geoffrey subsequently built and opened the esteemed ‘Wellies’ restaurant in Puerto Portals. This rapidly became ‘the’ place to go and the port owes both this iconic establishment and host Geoffrey, a great deal toward mak-
ing it the prestigious and successful attraction it is today. Many residents, who are shocked and saddened by his death, paid tribute to Geoff, including close friends John and Sandy Smith from Sarracco, who also came to settle on the island with his encouragement and were fortunate enough to share what they described as a delightful, memorable after noon and Paella with him shortly before his sad demise. They, among many others, will miss this kind, considerate and caring man. A raconteur of the highest order and a true gentleman. I will also miss him terribly. Honoured to have called him my friend. RIP Geoffrey Kenyon. Till we meet again. With love. Lee

Well they are actually very straightforward, so as a public service here are the rules: IN A CAR *If you are alone you don’t have to wear a mask. *If you are with members of your household you don’t have to wear a mask. *If you are with people who do not live in your household you must wear a mask. PUBLIC TRANSPORT *You must wear a mask at all times on public transport, be it a bus, train, taxi or Uber.

Explanation needed MAGALUF and Playa de Palma hoteliers have called on the Balearic government to run a specific campaign explaining the tough measures taken to curb drunken tourist excesses. The administration has closed businesses on five streets in the two resorts, including Magaluf’s Punta Ballena strip, in the wake of scenes of drunken incidents and altercations and large gatherings of revellers, virtually none of them wearing a face mask or social distancing. According to the hoteliers it is essential to explain to the public why the drastic moves were taken, that the measures were preventative, and to highlight the message that Mallorca and the other three Balearic islands are a safe holiday destination. “What we are asking for is a communication campaign explaining all the good things which have been done on the islands,” Playa de Palma hoteliers’ president Isabel Vidal told Spanish press. Palmanova-Magaluf hoteliers’ president Mauricio Carballeda wants a campaign to show that the destination is “much more than excesses.” He points to the fact that 75 per cent of the zone’s hotels are four or five star and that the local council has made a “major investment” in doing up public areas. Both associations have expressed support for the Balearic administration’s decision to shut down nightspots and businesses selling booze on certain streets in Magaluf and Playa del Palma, but they have also called for a greater police presence to ensure drunken revellers don’t simply appear in other parts of the localities.

Pared down fiesta INCA’S fiesta in honour of the saints Sant Abdon and Sant Senen got underway on Wednesday July 22, albeit it a somewhat pared down version of the usual celebrations due to the Covid-19 pandemic. This year the local council has reduced the programme of events to adapt the fiesta to the ‘new normality,’ and there will be strict adherence to health safety and hygiene measures throughout. The traditional raising of the town’s flag and the ringing of bells with the Revetlers des Puig traditional dance group in the Santa Maria La Major plaza marked the official
start to the fiesta at midday yesterday. The festivities continue until July 30, and will include markets, street processions, open-air dances, music, theatre and children’s entertainment. One of the quirkier events this year is Friday night’s ‘Get down from the balcony on to your street.’ The council has encouraged locals to sign up to organising tables of up to 20 people, with a four-metre distance between each for safety. The idea is to decorate the tables with a theme from 60’s, 70’s or 80’s and to have fun with the neighbours.
THE Guardia Civil carried out seven rescues in just five days in Mallorca. Assisted by the Bomberos de Mallorca fire service, the Guardia went to the assistance of six hikers and a bather who had either had an accident, got lost or were taken ill. One was a British man who got lost between Sant Elm amd Estellencs. Guardia officers and firefighters found the 54year-old tired, dehydrated and with scratches all over him, but otherwise uninjured, on the night of July 12. They helped him back up to the main road and got him to his hotel in Estellencs at about 6am. Three days earlier a 69year-old Spaniard suffered serious injuries after falling five metres in Cala Estellencs and had to be helicoptered to the Son Espases hospital in Palma. On the same day, a walker plummeted five metres in a cove in Alcudia. Again he was seriously injured and in an operation also involving

Seven rescues in five days
AIRLIFTS: It was a busy week for Guardia Civil air rescue teams on the island. Local Police and Civil Protection he was stretchered to an ambulance. The following day Guardia Civil helped a 46-year-old French woman who swam out to the bottom of cliffs in Cabo Blanco and ended up stuck, too tired and dehydrated to make it back to the beach. On July 12 a 33-year old became unwell while doing a group walk in the Torrent de Pareis. Firefighters got to him by land. He was then winched on to a Guardia Civil helicopter and taken to hospital.
That afternoon a hiker called the emergency services, reporting he had lost his way in a mountain area. Two Guardia Civil specialist mountain groups located him dehydrated and with symptoms of exhaustion. The next afternoon a German woman was reported missing in the Serra de Tramuntana reservoirs area. An overland search failed to find her, but she was eventually spotted by a Guardia Civil aircraft. She was exhausted and dehydrated, and was taken by helicopter to Soller where she lives.

Workers’ rights TWO men in Palma de Mallorca have been arrested after police found they were exploiting staff with up to 17-hour shifts. The two men ran a car wash service and they would employ people who they could take advantage of. The detainees are accused of not paying their workers for days and only giving them €1.50 an hour. The National Police headquarters in the Balearic Islands has released a statement explaining that the exploited worker had arrived from South America with his partner in July 2019. Since August of 2019 to March of this year, the worker had been heavily exploited by his bosses. The police have made clear that these perpetrators have committed serious crimes against workers’ rights. Apparently, the owners of the car wash arranged for the man and his partner to sleep in a construction booth in exchange for his 24-hour availability to wash cars.

“Enough” say hoteliers
PLAYA DE PALMA hoteliers have slammed businesses which attract the kind of boozed-fuelled tourism which led to the Balearic government’s shutdown of all outlets selling alcohol in two of the resort’s streets last week. The regional administration ordered the closure of businesses in Calle’s Pare Bartomeu Salvà and Miquel Pellisa last week due to gatherings of throngs of revellers the previous weekend, with virtually none of them wearing a face mask or social distancing. The Playa de Palma Hotelier Association Vice-President Jose Antonio Fernandez de Alarcon told press on Friday, July 17, that it was “not right” that just two streets dictate the image of the whole area, damaging efforts to associate the resort with quality. “We say enough,” Fernandez de Alarcon stressed. He pointed out that the two streets represent an area of just 100sqm and maintained that in the rest of the five-kilometre zone of Playa de Palma, efforts are being made to en-

The association president Isabel Vidal meanwhile criticised what she claimed was insufficient police presence in Playa de Palma this summer, especially
at night. “There are not sufficient police officers to prevent crowds gathering and to put those who violate the law in order,” she maintained. She argued that the boozing tourists who would have gone to the streets in question will simply go elsewhere and that without more police in the zone to keep an eye on them “the closure of these outlets which sell alcohol will not do any good.”
Buzzing with excitement THERE is an extra buzz of excitement at the Alcanada golf club in Alcudia this summer thanks to the 300,000 bees which have taken up residence on the course. In the latest eco-friendly measure to be introduced by Alcanada, the club has teamed up with Mallorcan specialists Mel Es Begot managed by David Llompart - who has dedicated himself to the art of beekeeping over the last
decade - to install six beehives on-site to start with. The hives are situated around 50 metres from the sea, each containing between 40,000 to 60,000 Apis mellifera bees. After training from Llompart, one of the club’s caddymasters, Agustin Gámez, will be in charge of the daily care of the bees. The honey is set to be harvested and made available for sale to members and visitors from next
spring. “Bees play a huge part in the ecology cycle and we’re tremendously excited to be taking part in this new initiative, which will be of benefit in so many different ways,” commented Alcanada director of golf Kristoff Both. “Having the hives on-site will be hugely beneficial for the ecology of our golf course. So many plants are entirely dependent on the bees, and their presence will help to enhance
the different flora and aid the general sustainability.” Alcanada says it has a long-term commitment to the sustainability of the golf course. In recent years it has implemented a variety of new measures, including the introduction of solar-power buggies, charge points for electric cars, recycled Tetra Brik packaging for all water, and two donkeys to help clear unwanted vegetation from the course.

Rural Round-up GUARDIA CIVIL made eight arrests and seized various amounts of drugs, mostly cocaine, on raids on three properties in Pollensa Port on Monday morning. One search was carried out in a local hostel, one at a rural property and one at a home in the town. The Guardia action was part of an anti-drug operation launched after the detection of a possible criminal organisation dedicated to trafficking cocaine in the locality. As well as the drugs, officers also found important amounts of cash during the raids, believed to be from sales of illegal substances. According to reports the operation represents the dismantling of one of the most active drug gangs in the area in recent years.

TRIBUTE: Members of the city council and Palma police and firefighters staged a minute’s silence. A 52-YEAR-OLD Swedish victim of a brutal beating in what looks to have been a case of gender-based violence has lost her fight for life after eight days in intensive care in Palma. The woman passed away in the Son Espases hospital on Tuesday July 21. Last week police arrested her 55-year old husband for violently attacking her during an argument at a property in the Son Cotoner district of the city. According to Spanish press, officers found the victim, still conscious, lying on the floor with a pool of blood surround-
ing her head and with bruising to her head and arms, following a call out alerting police to the attack. The women allegedly claimed her husband had kicked her in the face then hit her several times in the same place. It was also reported the husband has a police record for abuse, and that in March 2019 a six-month restraining order against him was issued. Following news of the woman’s death, Palma City Council expressed its “rejection and condemnation” of the attack, and underlined its commitment to fighting gen-

probe GUARDIA CIVIL are investigating the death of a 70year-old man whose body was spotted floating near cliffs in Santa Ponsa in Calvia on Monday morning, according to Spanish press. A local resident reportedly raised the alarm. The reports said Guardia Civil officers managed to recover the body and get it on to dry land, where it was examined by a forensic doctor before being taken to the Palma Legal Medical Institute for a postmortem. The reports also said that initial investigations pointed to the pensioner, a Santa Ponsa resident, having accidentally fallen down steps which provide access to the sea at a location in front of the Malgrats islands.

Path project green light PALMA Council has given the green light to the project for the restoration of paths going through the Bellver woods. The €900,000 funding for the project will come from the 2017 Sustainable Stimulus Fund, or eco tax. The project will include marking out and signposting 4.2 kilometres of tracks and pathway, the seeding of around 5,800 evergreen trees and shrubs, and the sowing of mixed seeds on an area of 450 square metres. The works are expected to take six months to complete once the contract has been awarded, with

Dictator honour MANACOR Council has voted to reverse a 1936 decision by the then local government to honour the late Spanish dictator General Franco with the title of adopted son. The two political parties with representation in the administration, Mes and the Popular Party, unanimously backed the move at a plenary meeting. This makes Manacor

Through the roof THE cost of renting in the Balearic Islands has gone through the roof in recent years, a new study reveals. The ‘Relation of salaries and rental property 2019’ study based on figures from Fotocasa and Infojobs shows tenants see an average of half their salaries going to pay for their accommodation. This is 8.1 per cent up on 2018
and represents an increase of 15.7 per cent on five years ago. In 2015 renters on the islands typically needed to dedicate 34 per cent of their monthly earnings to the roof over their heads. Based on the findings for 2019, the Balearics are fourth in the rankings of Spain’s regions for the proportion of salaries spent on rent.

Bin burner POLICE have arrested a 64year-old man on suspicion of deliberately setting fire to rubbish containers and areas of waste ground in Palma in recent months. Police investigations began in March following a proliferation of blazes in the Son Malferit district of the city. All the evidence suggested that the fires had been started on purpose. The first was just over a week after the State of Alarm came into force. A plot of land and a skip were completely burned. It appeared to be an isolated incident, but then on May 19, 24 and 27 there were fires with very similar characteristics in the same area. Then there were further blazes on June 7 and on July 6, 9, 10 and 11. Evidence gathered during the course of the investigations pointed to the 64-year-old as the likely culprit. He had been arrested midMay for burning items from the home of some family members. A judge ordered the detainee be held in prison without bail.

THE DGT traffic authority has revealed the location of fixed and mobile radars on Mallorca’s highways. The information is now available to the general public on its website and on social media. A total of 14 fixed radars and 18 mobile are keeping a check on motorists’ speeds around the island. These are in addition to the control systems operated by Local Police forces in towns. The highway with the most radars is the Palma-Sa Pobla motorway, or the MA-13, which has three fixed and one mobile. The Palma to Llucmajor road has two fixed and a mobile, and the highway connecting the island’s capital with Soller has two. The DGT’s official list also specifies at which point on the roads the radars are located.
MANY small businesses in the centre of Palma which have been hard hit by the Covid-19 crisis have not reopened, according to the Pimeco business association. Pimeco, which represents small and medium-sized businesses on the island, issued a statement on Tuesday in which it criticised Palma City Council for what it maintained is a lack of help for these kinds of concerns. The association said it “regrets” that four months on from when the country went into lockdown, “Palma Council has not launched any of the initiatives it promised to reactivate small businesses.” Pimeco went on to say that it had carried out a study “on the ground,” noting that 83 establishments in Palma’s historic city centre which were open before the coronavirus crisis still have their doors firmly shut. “In most cases these are businesses which have not been able to hold out or reopen after months of the State of Alarm without being able to put up the shutter or

Cash for marine conservation THE Fundatur and the Marilles foundations have signed an agreement on allocating €300,000 to marine conservation in the Balearic Islands over the next 30 months. The donation will be managed by Marilles, a nonprofit organisation which aims to transfer the archipelago into an international reference point for the protection of marine environments. The cash is earmarked for three projects for the longterm conservation of the waters of the Balearics. One is all about getting the public interested in the

The Shakespeare in Love star will be presenting the Mallorca Film Commission honour to the twice Oscar-nominated director at the inaugural gala on July 27 at Misericordia in Palma.
Frears is best known for films he made in the 1980s, including My Beautiful Laundrette, Dangerous Liaisons and Prick Up Your Ears. Previous winners of the Master of Cinema award include Ken Loach, Vanessa Redgrave and Roland Joffe. Frears will also be giving a master class on July 29. The film festival will run until August 2.
Pickpockets pinched PALMA police arrested a couple of pickpockets who targeted an elderly tourist who had just flown into Mallorca. The pair stole the man’s wallet while he was on his way to his hotel on a bus from the island’s Son Sant Joan airport on the morning of July 14. According to reports police officers caught up with the suspected thieves shortly after the victim reported the theft. They noticed that the woman appeared to have the wallet stuffed into her underwear. She was taken to the police station where she was frisked by a female officer and the stolen cash recovered.

Those who are lawfully settled before 31st December 2020 can lock in a lifetime of citizens’ rights under the UK/EU Withdrawal Agreement. Most people are focussed on getting into the Spanish system as quickly as possible. However, without careful planning, changing residency can have unexpected financial pitfalls, not least because residence in Spain makes you subject to Spanish tax and succession rules. EU recovery fund: “a great agreement for Spain” AFTER four days of intense and sometimes distinctly testy debate on a post-coronavirus recovery plan, the EUmember state leaders have finally reached what Spanish Prime Minister Pedro Sanchez described as a “great agreement for Spain and for Europe.” Spain is set to do pretty well out of the €750 billion stimulus package. The country will get €140 billion. This represents somewhere in the region of 11 per cent of Spain’s GDP. Of the total amount, €72,700 will be in the form of direct assistance, a clearly pleased Sanchez commented at a press briefing in Brussels on Tuesday July 21 shortly after the deal was reached. “There is no doubt that today is one of the most

2,000 jobs AMAZON will create 2,000 new jobs in various Spanish regions by the end of 2020. This new job increase will bring its permanent workforce to a total of 9,000 employees. The new jobs include all types of skill levels and profiles, ranging from entry-level operation jobs to engineers, software developers, data scientists, and cloud computing experts. “Our long-term commitment to Spain remains strong and, as part of our approved plans, issued months ago, we will continue to create a considerable number of quality jobs. We are delighted to welcome 2,000 new colleagues in a particularly challenging year,” said vice president and general manager for Amazon Spain, Mariangela Marseglia, in a statement. During 2020, Amazon announced the opening of two new logistics centres in Dos Hermanas (Sevilla) and Alcala de Henares (Madrid). As well as the startup of three logistics stations in Murcia, Rube (Barcelona) and Leganes (Madrid). On the other hand, the company is expanding its Madrid Tech Hub, in which more than 300 developers and computer engineers work on software applications for Amazon Business, reading technologies and Kindle, as well as technology for retail sales. In addition, Amazon Web Services will open a new AWS Europe region (Spain) with a data centre located in Aragon, which will be operational around the end of 2022 and the beginning of 2023.

Political Viewpoint from Spain by DAMON MITCHELL AS face masks now become obligatory at all times in different provinces throughout Spain, it seems outrageous for the government to impose the luxury, or non-essential, tax of 21 per cent on an item that is now a health and safety necessity. At the end of June, before the new law change, Congress approved the asking of the government to reduce the IVA on face masks, gloves and sanitising gels from the current 21 per cent to 4 per cent, mainly because at that time they were for recommended use and many families could not cope with the cost. However, the PSOE and United Podemos voted against the measure. The Ciudadanos political party’s proposal has had the support of the remainder of the political groups. It states that “if there was a c o n s e n s u s t o r e d u c e I VA o n books, magazines and electronic newspapers during the pandemic, there should be, with more reason, the modification of the tax in this case, since few things are more necessary today and irreplaceable than phar maceutical elements for protection and prevention against the contagion of the coronavirus.” Ciudadanos Congresswoman Mari Carmen Martínez argued that many families now have an addi-
tional expense for the purchase of these mandatory sanitary materials. At a time when “its economy is already quite affected in itself” by the crisis caused by the Covid-19. The initiative is”a way to soften the economic impact of these new measures.” PSOE argue that the EU Court of Justice prevents this and spokesperson Valentín García explained that the Court of Justice of the European Union already said in 2013 that the application of hyper-reduced IVA could not be expanded without modifying European regulations. For this reason, it has asked Ciudadanos to withdraw the non-law proposal and to transfer it to the European Parliament. Surely with the passing of the new laws to make masks obligatory, there should be applied press ur e to r ed uce or el i mi nate thi s tax. At a time when the gover nment claim to want to help their people through economic crisis, it appears they are creating unnecessary costs.

Two week review GBP / EUR Update At one point the pound was riding high over a rumour that progress on the Brexit negotiations was imminent but confidence in sterling dissipated after it came to nothing. The Chancellor’s Summer Statement included a raft of measures to support businesses post-lockdown. Any slight gains were given away as confidence waned regarding Brexit and post-lockdown recovery. Bank of England (BoE) Governor Andrew Bailey’s speech held nothing new and monthly GDP figures showed that the economy expanded just 1.8% in May, against a forecast 5%. Disappointing inflation data pushed the pound lower, as did the announcement of a dramatic fall in the number of workers on UK payrolls. Progress in the Brexit negotiations may be a cause for optimism, but it seems at the moment that investors aren’t holding their breath. Croatia and Bulgaria are set to be ap-
proved to adopt the euro and despite mixed economic statistics, it was clear that confidence is growing. Goldman Sachs reported “more confidence in sustained Euro appreciation.” The euro made gains against the US dollar, sterling and the yen but did falter slightly ahead of the European Central Bank (ECB) meeting. In the end, the ECB’s ‘wait and see’ approach did little to move the euro either way. Of more interest is the European Council meeting and the proposed €750 billion coronavirus recovery package. The result is not guaranteed; there is some debate over whether the plan will be approved in Brussels. However, investors continue to view the EU in a positive light and believe a deal is imminent, even if not announced after this weekend. The US dollar has finally been put in check as it became clear that it would take more than the President’s rhetoric to recover from the effects
of the pandemic. Federal Reserve chiefs warned of a slow-down in activity and a drop in confidence and the dollar’s safehaven appeal appears to have dulled. World Health Organisation (WHO) figures show a significant proportion of new cases are coming from the US. Escalating tensions between the US and China have not helped matters and as the US continues to struggle to get the virus under control, support for the President is waning and along with it, support for the US dollar. For the Canadian dollar, weak demand and negative business sentiment are casting a cloud. Even positive employment statistics couldn’t do anything to move the Loonie, which struggled further after a 2% drop in WTI prices due to a fall in demand. The Bank of Canada (BoC) kept the interest rate steady and BoC Governor Tiff Macklem suggested economic activity was unlikely to return to pre-pandemic levels until 2022.

Mortgage charge decision GOOD news for many home owners in Spain as the European Court of Justice has ruled that many charges made by banks in respect of the cost of arranging mortgages are abusive and must be stopped. In theory therefore all those who paid such costs are due for refunds and future mortgage costs will in the main be for the banks to cover. There is however one caveat and that is if national law requires the person taking the mortgage to pay the costs, then that is allowed.
Bank borrowing THE Bank of Spain has revealed that Spanish banks borrowed more than €196 billion from the European Central Bank in June which is an 11.6 per cent increase over May and is the highest level of borrowing since November 2013.
Fewer workers THERE were 649,000 fewer workers on UK payrolls between March and June of this year according to the UK Office for National Statistics and total weekly hours worked fell by a record 175.3 million due to the pandemic.

Accused of Impropriety AN organisation known as the Good Law Project has raised sufficient public funding to appoint a top firm of London barristers to take action against Michael Gove Minister for the Cabinet Office and Dominic Cummings Chief Adviser to the Prime Minister. What is known as a preaction proto col letter was sent to the pair alleging that there have been irregularities in the placing of government contracts with a small public relations company called Public First. Put simply, the directors of the com pany are known to be friends of both
men and indeed they either worked with Cummings or for Gove in the past and they were awarded a contract worth £840,000 (€920,000) to under take research work on Covid19. According to the Guardian newspa per, government work is legally re quired to be put out for competitive tender to ensure the best qualified com pany is appointed, unless there are ex ceptional circumstances, such as an un foreseen emergency. The Cabinet Office will argue that there was an emergency situation in place which allowed it to instruct Public

How is annuity taxed? In his book You and the Law in Spain for 2011 David Searl notes that both lifetime and fixed term annuities have tax reductions. They must be de clared in the investment part of the tax form. I have a Swedish annuity with a fixed time of 20 years. I am 80 years old and I have been declaring the annuity as lifetime at 8 per cent. But I think this is wrong. What percentage of the yearly amount should be de clared? H G (by email)
A fixedterm annuity of 20 years pays tax on YOU AND THE LAW 25 per cent of the IN SPAIN yearly income. If you receive €20,000 each year from your fixedterm annuity, you will be taxed on €5,000. You declare this income in the invest ment part of the tax return. For investment income up to €6,000, the tax rate is 19 per cent, so this would draw tax of €950. However, you can deduct your personal minimo vital from your total income. If you are 80 years old, this reduction is €8,100. You can also apply this reduction to your Swedish pen sion income. You need a 2018 law book and a Spanish tax advi sor.

Land needed IT is British government poli cy to see the building of 300,000 new homes each year, but usable land has to be found from somewhere. Estate agents Knight Frank have undertaken research which shows that there are 103,000 public and private car parks in England, many of which are either near to ac cessible public transport or are close to other car parks. FINANCE, BUSINESS & LEGAL ATLANTIA, the Italian toll road compa ny which owns Spanish equivalent Abertis has been told by the Italian Government that if it wishes to contin ue to operate, it will need to give up an Italian subsidiary Autostrade. To make matters worse however, offi cials of all of the unions who have staff working for Abertis in Spain have called for a series of strikes on the Spanish mo torways during July and August. They argue that as Abertis is not en tering into new agreements concerning members’ employment rights and pay, they have no other course of action than to call out all 1,300 employees on strike. The intention is to target four week ends at the height of summer where staff will not be collecting tolls on any road managed by Abertis which repre sents about half of all of the Spanish toll roads. Nation of whingers
WHAT a sad nation of whingers the UK has become. Imagine trying to govern a bunch of people who do nothing but moan? To me Boris and Co have the most unenviable task o f t r y i n g t o re m a i n p o p u l a r a n d whip up enthusiasm from a population who seem to have almost lost the will to live; but then who can really blame them? Over the years, the indigenous citizens have been swamped with illegal immigrants, torn apart with acts of terrorism, and watched their neighborhoods demolished and razed to the ground. They have experienced faceless skyscraper rehousing with different cultures they don’t understand and been consistently accused of racism. They have seen crimes of violence soar to record levels, observed the demise of free speech and all but lost their own identities. With the country now being throttled by the coronavirus and surrounded by a whole host of ‘experts,’ who deliver up far more answers than questions, is it no wonder the people are desperately seeking out someone to blame? This week however, when the mayor of Leicester at-

tempted to pass the buck and blame the government for his local ‘slave labour’ factories which were deemed responsible for a new ‘spike’ in the Covid-19 pandemic, Boris, in a move that to me reeked of someone heartily sick of being blamed for just about everything, decided to turn over the whole responsibility of dealing with local outbreaks onto the councils themselves. Brilliant. It’s about time both officials and
the citizens, who have grown to expect the ‘nanny state’ to pander to their every whim, grew a pair and began to take responsibility for their own actions. Well done Boris. Now you can blame them when they make a total cock up of it all. Twice I have visited South Africa. The first during apartheid and then some years later after it had been abolished. I remember, during my second visit, laughing to myself about one of the country’s new
directives suggesting that you should no longer request a white coffee but preferably ask for a coffee with milk. How ridiculous is that I thought? Thank God that could never happen in the UK. Wrong! It now appears that some of these insecure trouble makers actually want the word white eliminated from just about everything, Whitehaven, Whitechurch, Snow White; the whole shebang. It doesn’t even end there. In the States they are actually campaigning to change the name of the White House. And do you know something, with the help of the luvvies and appeasing political correct mob; they could one day quite possibly get their way. You honestly couldn’t make it up. No wonder the true British populace never stops moaning. With the lily livered politicians and authorities frightened to do anything in case they ‘offend’ someone, moaning and griping is just about all they’ve have left! Wherever possible, particularly for healthcare staff and other key workers, our advice is to wear contact lenses. But we appreciate this is not the best option for everyone. “If that isn’t an option, you need to make sure the face mask fits tightly around your nose and cheeks as this reduces the amount of breath escaping and causing condensation on the lenses.”

During this time neighbours reached out to each other by congregating on their balconies at night to clap the efforts of the health service, groups were created to deliver food to the homeless or helpless and positive actions sprung from a great fear restoring some people’s faith in mankind. We were all desperate to get out of our confines. What happened? Over the last month, this has deteriorated. Upon our release from captivity, things have descended into worldwide mania. Rioting, murders, economic collapse and a U-turn into negativity. Facebook and Twitter are full of personal attacks and arguments with people who are really not educated enough in how to handle medical, human rights or economic matters. Sure, we can all have an opinion but if we know that we ourselves do not know all the facts, shouldn’t we allow others to have theirs too. The world is turning ugly. People are beginning to retreat back to their houses, why? If they are to leave their houses they are to follow certain restrictions that make them uncomfortable, like wearing a mask, standing in queues two metres apart or not being able to enjoy other people’s company. Maybe they will be caught in a riot, maybe somebody else will not be following health measures making them feel threatened. Is there a happy medium? Should people be allowed to make their own choices? The wearing of face masks is such an all-consuming topic just now but nobody has the power to challenge the government’s decision on the mandatory measures concerning these. WHO is sitting on the fence, even though their official statement shows that these masks can be more dangerous for certain members of the public. The main thing we need to focus on is that we cannot get through this crisis alone. Together we are stronger. Tearing each other apart will not get us any further forward. A time of global weakness is not the time to tackle all the world’s problems at once. Remember, divided we stand, together we fall.

DEAR Euro Weekly, This most unfortunate tale started on Wednesday morning at about 09.15 when I rushed into Ferreteria Lopez on Mojacar beach for some urgent (it always is) plumbing stuff. I was then confronted by a gent who, rightfully, but very gruffly, asked me ‘where is your face mask,’ which I had, in the rush, completely forgotten to wear, although it sits ready to use, on my car’s passenger seat. ‘I forgot’ I replied, which was then met with a stream of verbal abuse, followed by, it beggars belief, physically attacking me with a one-inch connector hose that he grabbed from the nearby display, all the while proclaiming he was ‘English.’ I raised my arm in defence, took two steps back, in trying to defuse the situation. Beyond belief DEAR Euro Weekly, I live with a person (platonic) who is a Cuban transexual, born a man and known as Samanta she had her unemployment benefit stopped as her passport is out of date. Before she could renew, as not many unemployed have €215 to stay as a man or over €400 to change sex lying about, she suffered a serious life-threatening stroke culminating in three months in hospital. She has been home nine days and is wheelchair-bound, needs constant care and is now being refused both benefit and Cruz Roja food parcels as her padrón are out of date. Add to this my incredible story of unemployment and lack of benefits, it is clear to me Spain is ignoring both European law and human rights. I am disgusted beyond belief at the treatment she has had but how can you send someone home with no medicine, no food or money in the house and not knowing if there was even anyone to help with basic needs, never mind a professional carer which she now gets for one hour a day Monday to Friday. After we adopted the pair they quickly settled in their new surroundings, and could be left on their own. But after lockdown restrictions were eased Fifi began barking and howling the minute I left home, and I was compelled to buy the collar. Wednesday: Collar is as much use as a walking stick to a walrus, so I’m compelled to take Fifi with me to the local convenience store and bar. Post a pic of her eyeing my coffee and a whisky on Facebook, saying ‘Me and old bat-ears at Bar Via Parque.’ Friend Gill Kerry responds with: ‘Is the dog saying that to you. Lol.’ Thursday: Get out to do a leisurely shop at an out-of-town superstore. Husband Marcus remains home with Fifi. Get the
munchies and decide to buy something to nibble on the bus ride home. Settle for a tub of celery. No fartons because I’m on a diet. Run into a problem. Forgot you can’t eat while wearing a mask on a bus. I surreptitiously slip a stick of celery under the mask. Hearing me crunching, a little old Spanish woman whips around in her seat and glares at me. Friday: Notice visitors from the UK trickling back into Benidorm’s Old Town. Some of them recognise me and come rushing up for a snog and a cuddle. I recoil and snap: ‘Where are your masks? Have you not heard of social distancing?’ They look hurt and retreat. I feel really bad. Saturday: Mount the scales. Joyfully discover that the boiled egg diet I wrote about last week is having an effect. I’ve shed two pounds in five days. But I won’t be happy until people start calling me Twiglet.
