Fireworks destroy homes by Dilip Kuner FIREWORKS at a family birthday party have left two houses destroyed and 5,000 sqm of land scorched in Mallorca. Four people were left homeless and it took firefighters 10 hours to extinguish the flames. Their task was made

worse by the fact the yard of one of the homes was filled with highly flammable junk. The blaze started at around 1.50am, Sunday, on the Cami dels Pous de Buger, Sa Pobla. Fireworks from the party landed amongst a pile of junk in a neighbouring property, which provided fuel for the blaze.

Flames spread and caused severe damage to both properties. Police say they have interviewed a man in connection with the blaze, and charges may follow. Meanwhile, Mallorca has been hit with its worst forest fire so far this year after a lightning strike caused a blaze which destroyed 50 hectares in Cala

Tuent, Escorca. Firefighters from the Intitut Balear de la Natura (Ibanat) and the Bombers de Mallorca battled the flames by air and on the ground, throughout Monday night. The fire was brought under control but flared up again when strong winds sprang up and fanned them back into life the next day.

Three planes and two helicopters, three fire engines and 25 people were mobilised to stop the blaze spreading. While tackling this fire, a surveillance plane spotted another flare up in Formentor. An airplane, two helicopters and 19 ground personnel were sent to fight the second blaze.

Young Irish man raped in Magaluf AN Irish teenaged man has been raped by two men in Magaluf. The 19-year-old victim is said to have been enticed into a Punta Ballena brothel in Palma by two prostitutes with the promise of a strip show. When the teen, who was described as very drunk, said he felt uncomfortable and besides had no money, he was thrown out via a back door. It was then that two men, aged about 40, assaulted him. After his ordeal the victim found his friends, from whom he had become sepa-

Cruise control DRONES could be used to monitor pollution caused by cruise ships in Palma port. The Spanish government has unveiled the plan to mount sensors in the remotecontrolled aircraft to measure the sulphur content of exhaust emissions to meet new EU regulations. Fuel used by liners should have a sulphur content of less than 0.10 per cent unless they use exhaust gas cleaning systems.

Jail escaped A 25-YEAR-OLD man has been fined €1,350 after slashing a man in the neck with a glass in a Cala Rejada nightclub. The victim, who needed several stiches, has been awarded €1,200 compensation for the inci-

dent that dates back to 2015. Initially the defendant faced two years in prison. In a plea bargain he admitted causing injury with a dangerous weapon, but with the mitigation of undue delay in the legal process.

Holy waters THIS picture of religious devotees lowering a figurine of the Virgin Mary into the sea comes as Spain prepares to mark the Virgen del Carmen fiesta on Tuesday. The Festival of Our Lady of Carmen, to give the fiesta its full name, is celebrated in Spain and across Latin America every July 16. It is particularly popular in coastal areas as the Carmen incarnation of the Virgin Mary is commonly associated with the sea. The name Carmen comes from the holy mountain of

Mount Carmel in modern-day Israel. The link between the Virgen del Carmen and the sea forms the centrepiece of the festival when the figure of the Virgin Mary is carried into the water by worshippers. The festival stems from a visitation that English prior Saint Simon Stock was said have experienced on July 16, 1251. The Virgen del Carmen is said to have appeared to him and told him she would free anyone who worshipped her from going to purgatory

after their death. Devotion to the Virgin soon spread and she became popular with fishermen and sailors. The modern-day fiesta sees small boats join devotees of the virgin for the lowering of the figurine into the water. A blessing of the sea to guarantee good catches for fishermen throughout the following year also takes place. Vessels are typically decorated for the event which also features parties and fireworks displays.

High-tech first PLAYA DE PALMA in Mallorca will soon be the first European tourist destination set up to trade in cryptocurrency, it has been claimed. An agreement has been signed between Palma Beach and Criptoarea for a pilot programme that will allow people to spend their online ‘virtual’ currencies in the area. CEO of Criptoarea, Jaime Martinez said: “This pilot experience will begin to be operational before July 15 in the tourist area. There will be an ATM to change crypto coins into euros and dataphones in restaurants to use cryptocurrencies.” The dataphones convert euros into cryptocoins and vice versa instantly and have been developed in Mallorca by the company. Once the pilot is finished in September, it is intended to expand the project into all sectors of commerce and across Spain.

Palma drugs bust NATIONAL POLICE have broken up a drugs trafficking gang in Palma. In a two-phase operation they made 15 searches, arrested 19 people and seized more than two kilos of hashish, 14 kilos of marihuana, 310 grammes of cocaine and just over €55,000. They also confiscated equipment useful for the preparation of drugs. In the first phase of the operation five people were arrested during five searches and two kilos of hashish discovered. A few days later on June 14, another four arrests were made and one kilo of marihuana, 160 grammes of hashish, material for preparing the drug and €25,700 in cash was found The second phase of the operation, which was executed last Wednesday (July 3) involved 13 arrests and 10 searches. Some 310 grammes of cocaine, remnants of cut substances and elements to adulterate and ‘cut’ drugs and precision scales were seized.

Swede in Mallorca death fall A SWEDISH man aged 24 has died after falling from a fifth floor balcony in Palma. National Police say he fell from the building on Calle Trafalgar, Coll d’en Rebassa, at 6am on Monday morning. Apparently the victim had recently arrived accompanied by friends for a holiday, and was staying in the apartment of relatives of one of his companions. Police forensic experts have examined the scene and ruled out the possibility of foul play or suicide, saying it was an accidental fall. Officers say that when police arrived on the scene, they found the group of friends had drunk large quantities of alcohol and did not realise the young man had fallen to his death. On Tuesday a 23-year-old German man was seriously hurt when he fell from a balcony in Cala Rejada. He remains in hospital with a broken arm and leg and back injuries.

Beaches shut by sewage THE beaches of Can Pere Antoni and Ciudad Jardin in Palma which were closed Monday afternoon and Tuesday reopened yesterday. Heavy rainfall had overwhelmed the local sewage pumping station and Palma Council closed the beaches as a precaution until analysis showed the seawater was safe to swim in. flags were first raised on Monday afternoon to comply with an agreement reached between local neighbourhood associations and the councils. They agreed that after heavy rain precautions should be taken as sewages ends up being discharged straight into the sea untreated.New works are planned at the sewage works to solve the problem.

Died eating ice-cream LAB tests have confirmed that a four-year-old girl who died in May at La Salle School in Palma was killed by an allergic reaction to the ice cream she had for dessert. An analysis of blood samples revealed that she suffered anaphylactic shock due to eating cow’s milk proteins. Now there is the possibility of charges of reckless homicide being put against two workers in the school’s canteen who are said to have been aware of the child’s allergy. The Institute of Legal Medicine of Palma sent several blood samples to the Biochemistry Service of the National Institute of Toxicology and Forensic Sciences. The report that has come back is clear. It points out that the results are compatible with anaphylactic shock, a severe allergic reaction. In addition, a very high concentration of antibodies generated by the immune system to try to protect itself from cow’s milk proteins was discovered.

Taxi pirates fined THREE ‘pirate’ taxi drivers in Calvia on Mallorca have been fined €6,000 each as police look to drive them off the roads. Local Police have launched a crackdown on people offering ‘illegal’ transport services in the municipality, while admitting it is “an illegality that is very difficult to detect and prove.” In one case a pirate driver was transporting four foreign citizens from Magaluf to Palma

for the price of €5, according to police. The other two drivers sanctioned are said to have repeatedly offered tourists taxi services. All three have had their vehicles taken off the road. The Traffic Division of Calvia’s Local Police has not just been targeting illegal transport services. In the first six months of the year it has set up 229 checkpoints, inspected 8,445 vehicles and filed 814 complaints for road safety violations.

French yacht crew rescued THE four crew members of a French yacht had to be rescued after it became stranded on rocks in Mallorca.

They had called for help after the Vent de Galerne ran aground in heavy seas as it tried to make harbour in Cala Rajada on Monday night. Maritime Rescue (Salvamente Maritimo) sent a boat from Alcudia and a helicopter based in Palma to

help the stranded sailors. The helicopter rescued three of the four crew members, with one of the rescuers suffering bruising in the difficult operation. The fourth sailor was rescued from land by Local Police and ports personnel.

Airport rape arrests FOUR German men have been arrested as they were about to board a flight at Palma’s Son Sant Joan airport accused of the rape of a compatriot. They are alleged to have assaulted the 18-year-old woman at a hotel in a Cala Rajada hotel room. Police say they had met the teenager while on a night out and after a chat she agreed to go back to their hotel. Once there two of the men are alleged to have insisted on having sex with her despite her opposition. The other two men are said to have videotaped the incident. Once the victim was able to leave the hotel, she immediately filed a complaint with the Guardia Civil for the alleged gang rape she suffered. At around 4am on Thursday, July 4, a doctor certified she had injuries compatible with rape. Fearing the suspects may have been about to leave the island, Guardia Civil put a watch on the airport and made the arrests.

THE WEEK IN POLITICS By Joe Gerrard TOP brass of the left-leaning Partido Socialista (PSOE) met ahead of talks with the leftist Podemos to form a government, their only viable option for power. Party leader and acting Prime Minister Pedro Sanchez met with his Podemos counterpart Pablo Iglesias on Tuesday to try and put an agreement for government together. Iglesias was still pushing for members of his party to be given briefs in Sanchez’s Council of Ministers. Sanchez said he thought such an arrangement would leave the government working at cross purposes. “We do not need two governments in one, but a government with a coherent message,” the acting prime minister said. However, Sanchez added he would be willing to appoint independent ministers, a thinly-veiled concession to Iglesias who could nominate figures from outside his party.

DEAL PITCH: Sanchez and other PSOE figures discussed the offer on Monday. The Podemos leader said on Tuesday his party would back PSOE on foreign policy and on the Catalan independence question, showing he has backed down in some areas. “We do not have red lines. We understand, because of the balance of the parties, that the leadership of the government on Cataluña must fall with PSOE,” Podemos sources said.

The declaration led to a sharp rebuke from PSOE acting Defence Minister Margarita Robles who accused Iglesias of changing its position on Cataluña to get a seat at the table. “I do not think it’s coherent. If you have a position you have to stick to it,” she said. Iglesias said his party would push for dialogue on the issue but added Podemos’ focus remained on securing social jus-

tice. The latest moves towards forming a government come as Sanchez prepares to face the Congress of Deputies investiture vote from Monday July 22. Sanchez met with conservative Partido Popular (PP) leader Pablo Casado to try and persuade him to abstain in the vote, making it easier for PSOE to secure power. Casado said he would vote no because his responsibility lies in opposing the government. A rift has also opened between PSOE and the centrist Ciudadanos opened after PSOE Interior Minister Fernando Grande-Marlaska said their siding with the PP and far-right Vox threatened LGBTQ rights. The angry reaction from Ciudadanos leader Albert Rivera makes it more likely his party will also vote against the investiture.

THE Spanish government has publicly announced through the Ministry of Foreign Affairs that the situation in Tripoli (Libya) is fast becoming a humanitarian disaster. The civilian population in the capital of that country are particularly vulnerable as armed conflict continues to develop and Spain has called

on the United Nations to try to broker a ceasefire and ensure that all aspects of International Law are scrupulously respected by all of those involved in the conflict. The statement was released shortly after the UN Secretary General Antรณnio Guterres condemned the attack and called for an inde-

pendent investigation into the causes. A faction which supports Field Marshal Khalifa Haftar who is trying to wrest power from the Libyan Unity government has been responsible for the continued bombing of Tripoli, which has seen more than 1,000 dead and 5,000 injured already.

BREXIT BRIEF BRITISH parliamentarians moved to stop Prime Minister Theresa May’s successor from taking Britain out of the EU without a deal this week amidst growing concerns about a disorderly Brexit.

Bid to stop no-deal MPs from both the ruling Conservatives and the opposition Labour party have floated

plans to stop either Boris Johnson or Jeremy Hunt railroading a no-deal past lawmakers. Conservative Dominic Grieve is attempting to force the government to make a statement on Northern Ireland in October, making attempts to suspend parliament at that time illegal. Johnson said he would consider suspending, or proroguing, parliament if it meant he could secure Brexit.

That provoked a backlash including from former leadership rival Sajid Javid who said it would be undemocratic. Another former rival, International Development Secretary Rory Stewart, said he would help organise an ‘alternative parliament’ to stop a proroguing. Two week review Commentary by Moneycorp GROWING concerns over the global economic outlook was the hot topic from Bank of England governor Mark Carney. Striking a pessimistic tone, he said trade tensions had increased the downside risk. On average the pound is down by 0.6% on the week against the other 10 most actively-traded currencies. The general view is that she is the ‘continuity’ candidate, sharing Draghi’s taste for monetary stimulus and a supporter of his ‘whatever it takes’ approach to preserving the euro. Tasked with driving policy in a 19-nation economy, Draghi has signalled it needs more help, likely in the form of lower interest rates with even the possibility of quantitative easing. Financial markets are already said to be pricing in a rate cut by the ECB come September. Initial joy that the US and China had called a truce to the trade war faded quickly when it became apparent that a trade deal was not imminent. There was a setback for the dollar when the president launched another of his attacks on China and Europe for ‘playing [a] big currency manipulation game’ and the Federal Reserve for failing to ‘match, or continue being the dummies who sit back and politely watch.’ Industry

This week the Loonie took first place among the major currencies, strengthening by one and two thirds of a cent against sterling and added a quarter of a US cent. While some of those gains were down due to oil pricing, much was from

high-interest rates. With the US and others leaning towards rate cuts, the Bank of Canada’s 1.75% benchmark and a 10year government bond yield of 1.46% look attractive in comparison with 10-year yields of 0.67% in Britain, -0.4% in Germany and 0.69% in Switzerland. Considering the Reserve Bank of Australia lowered its benchmark Cash Rate from 1.25% to 1%, the Aussie had a pretty good week. It added a sixth of a US cent and strengthened by a cent and two thirds against the pound. The RBA rumoured rate cut had been so widely circulated that the event itself was not in doubt, the only question was one of timing; now or later. In its statement the RBA made no suggestion that another cut might be in the pipeline. It simply noted that it will ‘continue to monitor developments in the labour market closely and adjust monetary policy if needed.’

PROTEST: Medical staff protested at the University Hospital of Ceuta.

Medics attacked AN ambulance crew and medics called to a Spanish home were ‘savagely’ assaulted by the father of their patient. In a statement, the Medical Union of Ceuta has expressed its ‘indignation and condemnation’ over the events when four health professionals were ‘held and attacked.’ They had gone to a home in Spain’s North African enclave

of Ceuta after getting reports that a man aged about 30 had gone into convulsions. For reasons unknown the father allegedly became highly aggressive, intimidated the medics and attacked them, causing various injuries. A nurse was allegedly grabbed by the neck while attending the patient, while a doctor suffered several cuts and

bruises in the unprovoked attack. One of the ambulance crew was allegedly ‘savagely’ attacked in the face, while the other crew member suffered an anxiety attack. In protest at the alleged violence there was a demonstration at the University Hospital of Ceuta to call for action to protect health workers.

Donating blood in Spain LIVING in Spain can bring with it an array of issues which may not have been encountered when living in the UK. Despite their autonomous operations management, every regional service is fully incorporated into a unique and common Public National Health System, supplying a cohesive blood transfusion care to all citizens, residents, and visitors in Spain based on 100 per cent voluntary and non-remunerated blood donation. Anyone who has lived continuously in the UK between 1980 and 1996 (a minimum of one year) will not be able to donate blood in Spain due to the risk of transmitting mad cow disease. Similarly, there are restrictions if you have received a blood transfer in the UK. However, each region may have different rules about donation. Call the donation helpline on 935 573 500. Alternatively, visit www.donorsang.gencat.cat to find out if you are eligible. If you are eligible, you can give blood at your local hospital, or via the Spanish Red Cross (Cruz Roja) at one of their clinics, or in one of their mobile units. You can check dates and locations by visiting www.donarsangre.org. A donor card is not necessary to give blood. On the first visit you will have to provide DNI, NIE, passport or a driving licence. If you are already registered in the Blood Bank, you only need a donor card or a document with your name and surname. The process of blood donation takes just 10 minutes in which 450 ml are collected (equating to 10 per cent of the total blood circulation of an adult person). Despite huge technological advances, the only way for hospitals to obtain blood is through the generosity of the public. The blood is carefully screened for disease to make sure it is safe. After a tattoo, you must wait four months to be eligible to donate. After surgery, the exclusion period will depend on the type of intervention. After minor surgical procedures, you cannot donate blood for seven days or until you are fully recovered. After undergoing major surgery, you will not be able to donate blood for four months. The rarest blood type is AB, present in 1 per cent of Caucasians, according to research by the America Red Cross. Blood transfusions are carried out daily in Spanish hospitals with more than 6,200 patients being given them, of whom almost a quarter are fighting cancer and a similar figure receiving transfusions during or after surgery. EU watchdog rule worries

THE EU’s banking regulator has said banks across the bloc, including those in Spain, are some €135 billion short on capital reserves required under new international rules. The European Banking Authority (EBA) said the bloc’s largest banks would have to increase the amount of funds they hold in reserve to comply with Basel IV rules. The new regulations were brought to ensure banks had enough capital to stave off losses and cash flow problems in the event of a crisis like that of 2008.

ELECTRONICS and engineering company Ingeteam has unveiled its strategy for the next three years, with bosses planning to strike new partnership deals and expand into other markets. CEO Adolfo Rebollo and Corporate Development Director Alex Belaustegi said the firm was hoping to expand into Japan and other countries with joint ventures and local partnerships. The plan comes after Ingeteam grew by 47 per cent during the last three years. It made net profits of €14.5 million in 2018, 37 per cent more than in 2017.

Covering legal fees THE BBVA Bank has paid the legal fees of five employees currently on trial in connection with the Villarejo police, political and business corruption case through an insurance policy which covers such costs, company sources said. ON TRACK: Renfe has ordered 38 trains.

Renfe to buy more trains PUBLICLY-OWNED company Renfe has approved plans to buy 38 new hybrid trains for its Cercanias suburban lines at a cost of €365.6 million. Renfe said the total cost of the purchase would be €473.9 million when the costs of storing and maintaining the trains during the next 15 years are included. The trains are being bought to help Renfe renew its rolling stock and move from diesel to electric powered engines. The new trains will be made up of three carriages and a generator, have top speeds of 160 kilometres per hour and will feature free wifi for travellers.

Harvest fall SPAIN’S cereal crop harvest is expected to be 17.4 million tons this year, 27.3 per cent less than in 2019 according to agro-food co-operatives who said it was due to less rain and May and June being hotter than usual.

Bank ruling MADRID’S Provincial Court has ruled a shareholder ’s request filed to bring in bankruptcy administrators to the now defunct Popular Bank cannot be admitted because the procedure can only be used for companies which have dissolved or liquidated.

Court rules pension rate ‘sexist’ SPAIN’S acting Welfare Minister said pensions for part-time workers will be reviewed after the country’s Constitutional Court ruled current rates discriminated against women. Magdalena Valerio said changes would be implemented as soon as possible. Social Security officials have been assessing the issue since the EU’s Court of Justice stated rates may break antisexism laws.

Rate changes will not affect pension supplements or payments already settled, Valerio added. It comes after the Constitutional Court ruled part-time pension rates were indirectly sexist because they did not match with full-time payments and most part-time workers are women. The ruling came after university professor Simeo Miquel Roe filed a case in a Lleida Court in Cataluña.

New tax advisor code of conduct TWO new best practice codes have been brought in to cover tax advisors following their approval by an industry body. The Forum of Associations of Tax Professions approved the new conduct codes which commits companies and workers to report rule breakers. Both codes will apply to members of the forum, with one covering associations and the other professionals, according to the Finance Ministry. Rules in the code for professionals include requiring them to advise their clients against actions which could pose ‘important’ fiscal risks. These include registering companies in overseas tax havens, the way double-entry bookkeeping is used and payments above legal limits. The Treasury Ministry said adherence to the code would be monitored by the Tax Agency. Lists of tax advisor associations, colleges and intermediaries will be published. A new logo is set to be created for professionals to use to show they are signed up to the code. The Tax Agency will also communicate with and monitor professionals and signatory associations.

Recovery ‘headwinds’ EUROZONE economic recovery continues to face headwinds but risks are currently low, according to the Spanish Vice President of the European Central Bank (ECB). Luis de Guindos said factors including the ongoing trade war between the US, China and EU, difficulties in emerging markets and Brexit uncertainty are dampening eurozone growth. The ECB should loosen the money supply to buoy growth and ensure inflation remains close to its targeted rate of just below 2 per cent, the vice president added. Policymakers should ensure that making money more readily available does not have unwanted side effects and create further risks, he said. De Guindos said it would be important for financial firms and other companies to strengthen their balance sheets to guard against shocks to the economic system. “Fortunately, banks have done exactly that in the last decade,” de Guindos said. The vice president said there had been advances in regulations since the last recession. Rules need to be introduced to cover non-banking financial entities such

Debt bonds ROAD management company Abertis has issued €1.3 billion in bonds to help restructure its debts, with two tiers having respective maturities and interest rates of July 2025 and 0.625 per cent and July 2029 and 1.625 per cent.

What’s in a name… continued

LEAPY LEE SAYS IT OTHERS THINK IT LAST week you may remember I wrote about the extraordinary treatment my estranged wife Pauline, while en route to Mallorca, received at the easyJet boarding gate of Belfast International Airport. The following day I called easyJet for an explanation. After reaching a couple of ‘robots’- one of which informed me that my call was being recorded - I finally managed to connect with another human being. After confirming that I too was recording the conversation (a statement which immediately brought a distinct change of tone!) I commenced to put forward my concerns. ‘Why’, I began, ‘was Pauline Graham asked to pay £80 to board her designated aircraft, because the name on her passport differed slightly to the one on her boarding card’? ‘This is company policy,’ was the somewhat terse reply. ‘It is a charge administered for a change of name on the boarding card.’ Frankly this explanation conjured up a whole host of queries I could have put forward. Ie how did they issue a receipt if the payment was in cash? How did the company, at that point, actually manage to change the boarding card name? Did this mean that were I a fugitive, or a terrorist, I could become another person between the boarding gate and the aircraft simply by parting with £80? etc etc. However, since this was

‘company policy,’ I decided not to enter these particular realms of exploration and moved on to my next, and to my mind, far more important inquiry. ‘Why,’ I continued, did a member of staff, in full view and hearing of the other passengers, vir-

tually accuse a passenger of tampering with her own passport? I explained that when Pauline pointed out that the Embassy had printed her birth certificate name (which did in fact comply with the boarding card) on the ‘remarks page’ the

somewhat officious staff member had loudly declared that the name had ‘in no way’ been put there by the Embassy and the line of print was in fact ‘crooked.’ At this revelation there was a long pause from the company representative. When she finally spoke again, her somewhat superior attitude of earlier had subdued considerably. ‘I need to consult with my superior on that,’ she announced tentatively. After a few minutes she was back. ‘If this indeed was the case,’ she said apologetically, ‘our staff member was completely out of order and we will be investigating your complaint thoroughly. Meanwhile we are refunding your £80 immediately and apologise for any inconvenience caused.’ I thanked her, but added that I required a full letter of apology and also some assurance that the staff member in question would be reprimanded for her actions. I was assured that if I put it all in writing, they would indeed comply with my wishes. So well done easyJet. At least they owned up to their responsibilities. It didn’t however explain the fact that I later discovered a further £40 had surreptitiously been removed from the account of the person who booked the ticket and equally mysteriously, refunded shortly after my altercation. WHEN I become Prime Minister (it’s between you and me now, Boris!) there’ll be some new laws... about queuing. First off, airports. The thing that would make the most significant difference to queuing time is people being ready when they get to the top of the security queue. It puzzles me why coats and belts aren’t off, laptops out and toiletry bags ready by the time they get to the sorting table. It hardly comes as a complete surprise, they can see everyone else doing it, and as for the lady (sorry, ladies, but it IS often one of us!) who holds up everyone else with her umpteen liquids... And don’t get me started on queues in pubs. My next law as PM will be this: anyone wanting cocktails must stand in a separate queue. So people like me (ie impatient folk) won’t any longer be held up by people wanting a Strawberry Rosé Sangria or a Bahama Mama Spritzer that the barman’s never heard of and hasn’t a clue how to make. And then there’s the queue at the cash machine to get some money before you even get to the pub. You find you’re behind a couple who decide to have a no-holds-barred row af-

Can he hold proxy votes? I ask you to clarify the Horizontal Law concerning proxy voting at the AGM. In our community, one person has collected proxy votes from about 25 per cent of the other owners. As a result, he is usually able to have the deciding vote on matters discussed at the AGM. He makes this ‘collection’ every year. The other owners feel they are living in a dictatorship. Can you clarify? S J (Costa Blanca) The Horizontal Law provides that an owner YOU AND THE who cannot attend the LAW IN SPAIN AGM may delegate his vote by proxy to another person. This person need not even be a member of the community. A simple written notification to the president is sufficient. It is perfectly legal for one person to hold and vote various proxies. Sometimes a person will even use the proxy votes that he holds in order to be elected president. None of this is illegal. If you are opposed, you could try to collect your own number of proxy votes. This is raw democracy. If you feel that your interests have been harmed, you can go to court to impugn the results of the vote.

TO the editor and Nicole King, Nicole’s report on losing her car’s number plate is comparable with my wife’s and my experience a few months ago when, while in a queue to join the highway near where we live, a new BMW One-Series had exactly the same Registration Number as our Ford Focus. The driver must have noticed that I had seen the number and when I tried to keep up with him to talk (perhaps) with the driver, he sped off at high speeds, weaving in and out of other cars, he escaped but to me that would indicate that he knew of his ‘crime.’ I made up a letter in Spanish, printed it and took it to the Local Police, advised them and obtained a Crime Report number, and had the copy signed and stamped. At least if we received any fines then we would be covered if the offending car drivers had committed them. One other point regarding being involved in an accident, never apologise especially with witnesses present, and never accept what a police officer writes on the accident form especially if the other driver is Spanish. Do not sign the form if you do not understand what he has written. This possibility definitely exists that the police officer will try to show that you were responsible and I speak from experience. But I used to be a police expert witness in South Africa with the job of investigating accidents and who was to blame and give evidence in the subsequent Court case. So the Guardia Civil Officer’s report was disregarded by the insurance companies. Another, never wear anything in or over your ears while driving, It is against the Law. THE San Fermin Running of the Bulls festival takes place in Navarra’s Pamplona this week, with calls to end it and other similar fiestas as strong as ever. Celebrations to open San Fermin began on Saturday before the runs started on Sunday. It will continue until this Sunday when the fiesta closes, with thousands expected to attend. The festival already claimed its first casualties early on this week. Three, two US citizens and one Spanish runner, were gored at the weekend and at least one needed surgery, according to emergency services. San Fermin has claimed the lives of at least 16 people since records began in 1910. Amidst reports of injuries being inflicted on runners, it can be tempting to overlook the suffering endured by animals forced to take part in the spectacle. The debate on San Fermin and bullfights in general is alive and well in Spain. The country continues to wrestle with whether to ditch the sport or retain what some see as a fundamental feature of Spanish culture. Activists AnimaNaturales and PETA staged protests against San Fermin in Pamplona on Friday. Those came as PACMA launched a campaign to stop the use of calves in bercerradas bullfights across the country. The Balearic Islands, Canary Islands and Cataluña have all tried to ban bullfighting altogether. As opposition gathers momentum, Spain may now have to consider calling time on San Fermin and other bull-related spectacles.

SILENCE: It really is golden. most silent place on earth. It was on social media. She looked around not too far from her hometown. And she thought at first that it would be an easy task. That she would soon find that unique spot

Your Community President IF you live in a community in an urbanisation or apartment, someone has to do the day-today stuff for the community like paying bills, employing workmen or getting contractors in and that person is, generally, the Community President who has total authority as your representative. He or she is ultimately responsible in law for the actions of the community and represents the community in all legal aspects. The position of president in a community of owners in Spain is a potentially inexhaustible

source of conflicts. Communities exist where everyone wants to hold the position of president because they think that the president will be able to control and dictate the direction in which the community will go or may indeed enable them to nefariously profit from the postion. However, much more common is the situation where no one wants to accept the responsibility. These are some of the responsibilities of the president: The president is responsible for calling the meetings and for

signing the minutes. When there is a sale of a property, or a debt certificate is needed, the president must give it his final approval. In the event that there are neighbours that must be reprimanded, whether that be for breaching the rules of the community or after complaints, the president would be responsible for telling them off and warning

them on behalf of the entire community. Also, the president together with the secretary-administrator takes care of the payments and the bank accounts of the community and makes decisions based on the votes cast by the assembly of owners according to Spanish law. The president must not forget that he always must act as a

Time to buy? THE forecast for property owners in Spain is getting better by the year as house prices are steadily increasing. After the housing crisis in 2008, things looked pretty bleak for the following eight years until the first quarter of 2016 brought some much needed growth. Three years on and we are starting to see a noticeable upward trajectory. So far this year there has been a 2.53 per cent rise in housing prices, thats’ about the same growth rate as we saw last year in the first quarter. The second quarter of last year yielded a 4.01 per cent increase, the third quarter a 2.39 per cent increase and the last quarter a 5.25 per cent increase according to statistics from the Instituto Nacional de Estadistica (INE). To make up the 46.8 per cent price fall that property in Spain suffered in 2008, the demand needs to meet the surplus of half-finished buildings that were left to ruin in the wake of the crisis. And it would appear that the demand is now catching up with the supply as the INE record a 3.7 per cent increase in house sales in Spain in the first quarter of this year. Last year saw a 10.3 per cent rise in total. With the rising popularity of short term rentals and with tourism injecting large sums of cash into the economy, many foreigners who have holiday homes in Spain are able to advertise them for days, weeks or even months when they aren’t there and turn a profit. This is a tempting prospect for foreign investors who may look into buying properties and focus on renting them short term as the Spanish economy has been on the rise for the last three years, hovering around a 3 per cent increase each year. The only potential downside to this is that the law surrounding short term rentals is so often changing. In Los Angeles for example, to mitigate the inflation of short term rentals a new law was passed in 2016 requiring all proprietors to live in the same town as the building that they are letting short term. It is a tentative time for the Spanish government as they are well aware of the benefits of bringing in foreign investors. For one they will often pay more for a property than Spanish nationals will. Due to the 7.7 per cent rise in building permits recorded by the INE during the first half of last year, it is likely that we will see an influx of new builds cropping up in years to come. Whether enough people have the confidence to invest in them is another matter, but the future looks bright for now.

All of the elections must be conducted under the agreement of the assembly of owners and in accordance to the rules that were drawn up when the community was founded.

SO now we know. Pedro Sanchez has fixed the Investiture debate for July 22 and we know that if there’s no overall majority on July 23 - and that’s something we do know, because he won’t have one - there will be a second vote on July 24. If there is enough support and sufficient abstentions, Sanchez will squeak home back to the Moncloa. What we don’t know is where that support is coming from. Podemos supremo Pablo Iglesias could contribute 42 seats if he were so inclined, but his inclination includes ministries and possibly a vice-presidency. We know that neither Sanchez nor the PSOE hierarchy believes that Iglesias is worth it and brings the risk that he will start doing his own thing and play to the gallery. We know Pablo Casado is turning deaf ears to requests to abstain from veteran PP politicos including Mariano Rajoy and Esperanza Aguirre. We know that Albert Rivera will also refuse to abstain despite veter-

That leaves odds and sods including the Catalan pro-independence parties, some of whom are hinting at abstention and regional parties like the PNV. But should they all support Sanchez, he will still need Iglesias.

It’s anybody’s guess what will happen in less than two weeks’ time but there’s one thing we do know. If Sanchez doesn’t pull it off, there will be another general election.

Lie back and think of Spain VOX continues to raise its voice and twist Albert Rivera’s arm. If he

wants Vox’s votes to enable the Partido Popular and Ciudadanos to govern in the Madrid Community and Murcia then he must sign up to a threesome that includes Vox. No excuses, no ‘I didn’t want to do it’ or ‘My drink was spiked.’ Instead, Vox wants Rivera’s name on a piece of paper. And Rivera? So far he has resisted but he could always sign, do his duty, then lie back and think of Spain.

End of the beginning IF Spain is subjected to another general election, it will presumably be as hamstrung by some political parties’ red lines and vetoes as the last one. Forget the population, winning an election is no longer a means to an end, but the end in itself instead of a beginning.

No budget, no reversals of the cuts imposed years back by CiU, which begat his own party PDeCat, and no discernible government programme. Possibly 50 per cent of Cataluña’s population are attracted to independence, but even they want a government that looks out for them, not an Administration that devotes its time and energies to tending to the needs of Torra’s self-exiled predecessor Carles Puigdemont, his puppet-master in Waterloo. Doesn’t bode well for hypothetical independence or, probably, votes in the next regional election.

BARRY DUKE I HAVE a love/hate relationship with Facebook. I love it because it is an invaluable tool for directing traffic to two websites I operate: the atheist site the Freethinker and the humanist Pink Triangle Trust, a UK LGBT charity. But I loathe it because it serves as a conduit for millions of dotty posts by imbeciles sounding off about utterly insignificant things. Or, as Michel Euesden, CEO and founder of Euro Weekly News posted on my Facebook page recently, ‘people don’t half sweat the small stuff!’ She was commenting on an item I posted about an Asda customer in Plymouth who went into meltdown about some garden gnomes that had been decked out in rainbow colours. Such was his rage, the plods had to drag him out of the store. It was a clear-cut case of gnomophobia.

Sweating the small stuff Although people use Facebook to moan about all manner of things, what mainly seems to spark hysterical rants relate to LGBT issues. The most recent example of this can be found among the comments on the FB page of a crazy Christian outfit called the Illinois Family Institute. IFI vented its fury over the fact that Amazon had withdrawn books written by a ‘gay cure’ quack, the late Dr Joseph Nicolosi, a man whose work in ‘curing’ homosexuality left many lives in in tatters, and may well have led to a number of suicides. One comment read: ‘Wow. Just wow. It will only be months before the same pressures will come against those who sell (or distribute) Bibles. Where am I living?’ People ‘sweating the small stuff’ is, of course, not confined to Facebook. Newspapers can’t get enough stories of folk getting a stick up

This from the HuffPost: ‘A recent study out of Oregon State University found that older men who tend to obsess over little, everyday annoyances tend to live shorter lives than those who let things roll off their backs. ‘It’s not the number of hassles that does you in, it’s the perception of them being a big deal that causes problems,’ Carolyn Aldwin, the Director of the Centre for Healthy Ageing Research at OSU, said in the study, ‘Taking things in stride may protect you.’ I’ll bear that in mind the next time I’m on the verge of scurrying around in a blind panic and screaming ‘where the hell have I put my bloody phone NOW!’

By combining their respective strengths, such as the allwheel-drive technologies that Subaru has cultivated over many years and the vehicle electrification technologies that
