Steering the ship THE times they are by Matthew Elliott A leader in job creation, Malaga Province, home of the dynamic Costa del Sol, has soared beyond all expectations by finally reining in rampant unemployment. With more than 11,000 fewer jobless, despite a higher population, the gogetting region exceeded all of its Andalucian neighbours in stamping 2016 with a positive start. Adding more than 18,000 new jobs, Malaga Province has now surpassed a symbolic milestone, with as many people in gainful work as before the economic crisis. The services sector led the surge, and, while unemployment figures are still above pre-recession levels, this is in keeping with a sizeable population expansion. Spearheading the wider recovery across Andalucia, which has doubled in speed in 2015, was no mean feat as this community registered the biggest national drop in unemployment in absolute terms, contributing to 51 per cent of the national decline.

To be clear, the scourge of unemployment persists across Spain, afflicting thousands of households, while many new contracts are temporary in nature, reflecting our uncertain times. Regardless, this is highly encouraging news for the Costa del Sol, one of the creative and entrepreneurial hubs of the entire province. With 2015 full of positive news for property, business, and culture across the coast, it’s heart-warming to see the terrific efforts of citizens and expats alike translate into that most fruitful of harvests - jobs. If greater Malaga is steering the Andalucian ship, then it is the spirited towns and cities of the Costa del Sol that are the engine of this great nation.

THE New Year started as the old one ended, with abnormally warm temperatures and a lack of rain, which has extended through almost all of autumn and what we have had of winter so far. On New Year’s Eve Malaga City regis-

tered the highest temperature in Spain at 24.9 degrees. On New Year’s Day it wasn’t quite so high, about 21 degrees, but was still warm enough thanks to clear skies and no wind to allow many people to start the year by having a paddle on the beach and eating out on terraces. The same happened in Marbella. With

temperatures of more than 20 degrees, the beaches and seafront were hives of activity with locals and tourists seeing in the New Year with no need for jackets. By the weekend everything changed slightly with cooler, cloudier weather and there were some showers, but it was still quite mild.

By John Smith THE Costa del Sol has seen 2015 as its best year in history for tourism, reaching almost 10.6 million tourists which is more than was expected. Income also beat predictions and reached €11,531 million. With 10,598,000 visitors over the year, more than the target of 10.5 million, and spending €11,531 million, also

more than the goal of €11,400 million, the Costa del Sol had a fantastic time. Over the same 12 months the sector registered 143,092 jobs. Overnight stays also increased 6 per cent compared to 2014 and reached 26 million, Tourism Costa del Sol and Malaga Provincial Council president Elias Bendodo announced, and average spending also increased to

€860 per person per stay. “The Costa del Sol has shown great strength and has managed to get through the most difficult years of the crisis and even beat its records at the same time,” he said. To encourage another record-breaking year for 2016, the provincial council will be placing more emphasis on promotion both at a national and international level, and fight-

ing to beat seasonal slumps by offering attractions all year round. This, Bendodo said, is the Costa’s great challenge. “We’re leaders in sun, sea and golf tourism but we have a lot more to offer. Culture in Malaga, Ronda and Antequera, as a cruise destination, a place to learn Spanish and somewhere to come in search of luxury thanks to Marbella”.

New Year, new life THE first baby of the year in Malaga Province was a boy called Charlie who came into the world at Malaga City’s Virgen de la Victoria hospital at 1.30am. He weighed 3.980 kilos and measured 52cm. He was followed 15 minutes later by Zoe, who was born at Marbella’s Costa del Sol hospital at 1.45am, weighing 3.950 kilos and measuring 53cm. Her mother,

Monica Jimenez, went into labour during her New Year’s Eve dinner at the family home in San Pedro de Alcantara and only just got to the hospital in time, one of the nurses later reported. Yet the two were beaten by more than an hour by Martina, Andalucia’s first baby of 2016, who was born at Cordoba’s Reina Sofia hospital at just one minute past midnight.

Car fires in Manilva TWO cars caught fire in the streets of Manilva on January 3 which required the urgent attendance of officers of the Provincial Fire Consortium of the Council of Malaga (CPB), who had to extinguish them as soon as possible due to the risk of explosion and damage to properties and inhabitants in the immediate vicinity. This followed another car fire on the AP-7 nearby in the early evening of December 30.

Self-employed grants MALAGA Provincial Council has spent €266,365 on grants to 116 self-employed people from towns and villages in the province. The grants, the council stressed, were for a maximum of €2,500 per beneficiary.

Casares the latest to ban animal circuses MINISTER said awareness is booming By Matthew Elliott CASARES City Council has approved a motion banning the exhibition of wild animals in circuses or for any other entertainment purpose. Declaring that ‘Animals are not toys but living things whose place is in nature’, the motion was presented by Ecologists in Action Sierra de la Utera, and approved by all political groups in the council. Environment minister Noelia Rodriguez said that awareness of animal rights issues is booming and that wild creatures do not belong in ‘cages, trucks, or chains.’ By declaring its commitment to ‘ethical, social and environmental principles and with respect to not cause suffering to animals’, Casares has joined 13 municipalities in Andalucia who have banned animal circuses, including Benalmadena and Marbella. The environmentalist group explained that the circus shows take animals from

ACCORDING to the government in Malaga, there was a drop in the number of authorised protests in Malaga City during 2015, with a total of 1,471 protests and demonstrations which was 617 fewer than in 2014 when the total was 2,088, although unauthorised protests shot up from 24 to 255. The busiest time for demonstrations was at the end of September in support of cabbies protesting against liberalisation of the sector, and November 25 to mark the international day against violence towards women.

January jobs THE arrival of the January sales in Malaga Province will generate over 800 jobs, a rise of 15 per cent on new contracts made last year. With the epiphany on January 6, and the contracts over the Christmas period from Black Friday on November 27, this period is crucial for jobs.

By Steve Walsh FOLLOWING an article in December in EWN’s Costa del Sol edition, ‘No cause for celebration’, raising awareness that animals and pets are often terrified by the noise of fireworks and firecrackers, we have now discovered that one man decided to take things a little further, and now has the backing of more than 20,000 others. Jesus Quilez of Marbella has had enough of firecrackers and pyrotechnics being misused by inconsiderate people in the streets, so much so that he started a petition on Change.org that hit the 20,000 signature mark within five days. His point is that although organised firework displays to mark significant events such as the New Year are a wonderful experience, the reckless throwing of fireworks, rockets and crackers in the streets

Brits arrested as three tonnes of cocaine seized EIGHT British citizens have been arrested after Spanish police seized a massive haul of cocaine estimated to have a s tre e t va lue of ha lf a billion pounds on January 5. The drugs were discovered in Galicia, in the north of Spain while a total of 12 suspects were arrested in Malaga, with Dutch crimi-

nals attempting to sell the narcotics to a British crime group based in the Costa del Sol. National Police said this was the biggest land seizure of cocai ne i n Gal i ci a Province since 1999, with the figure rivalling Britain’s biggest ever drug bust of a £500 million shipment in the waters of Aberdeen in

Golden Mile crash A DRAMATIC car accident caused four serious injuries as three cars were involved in a spiralling collision after a Mexican woman unexpectedly lost control of her vehicle. Three Italian tourists and an 83-year-old man were also involved in the crash, which occurred on famous Marbella landmark la Milla de Oro (Golden Mile). Firefighters arrived on the scene and had to remove some occupants who were trapped. One of the Italians, a 77year-old man, is reportedly in a grave condition.

Road accident THE Fire Brigade in Cartama were called out on January 2 for a road accident at km6 on the A-7059, where a woman had to be cut from her car which had overturned trapping her inside. Once freed, she was moved to a local medical centre for treatment.

Ex-mayor Muñoz sentenced to jail term CONVICTED over misappropriation of public funds By Steve Walsh FORMER Marbella Mayor Julián Muñoz and lawyer José María del Nido have been convicted and sentenced to serve two years and three months in prison over the ‘Fergocon’ case. In addition, they have been ordered to pay €1.4 million in compensation to Marbella Town Hall along with six others convicted at the same time. The ex-president of Sevilla Football Club Nido and the disgraced Mayor Muñoz, were convicted over the Christmas holidays for misappropriation of public funds, and irregular granting of municipal contracts of public works to the Fergocon company which was owned by Nido’s two brothers, and which either never happened, or were grossly overpriced. At the same time six others, Os-

Musician passes away COLIN STILL was found and pronounced dead by the Guardia Civil on New Year’s Eve, he was 65. Probably best known locally as the lead guitarist for Shack-Attack one of the most popular rock bands on the Costa del Sol and further afield for his song ‘Bedtime Stories’, which featured on Justin Hayward’s (Moody Blues) album Night Flight. Colin came to Spain in 1983 where he opened his popular Coconut’s Bar in Nerja, later moving to the Marbella side, he delighted his audience as a talented musician ever since. Colin will be cremated by the British Consulate in Malaga and his ashes scattered in the cemetery.

The citation reads: “For services to the Community in Scarborough and to the Armed Forces through Heroes Welcome.” Major Senior joined the Territorial Army in 1979 serving with the Yorkshire Volunteers and latterly, 4/5 Bn Green Howards. In December 2001 he was the first TA Officer to be

However in reality this wonderful award reflects not on me, but on the hard work undertaken by our many Heroes Welcome members and the herculean efforts of our small and dedicated team in the Heroes Welcome Office!” said John W Senior TD. John’s family moved to Marbella in 1979 and John

Cat burglars run out of luck ONE man and three women have been arrested By Steve Walsh THE National Police in Malaga have arrested a man and three women in connection with a string of daredevil burglaries across the country. The four people were allegedly responsible for breaking and entering 15 properties in Malaga, Cadiz, Almeria, and Madrid over the past few weeks, most of which involving scaling great heights using balconies, drainpipes, ledges and rooftops. However, the ‘would be’ cat burglar, (now in custody) despite his agility and skill seems to be a little unlucky. This was the third time in six weeks in which the youth has been arrested for doing exactly the same thing the same way, and now investigators are attributing an additional 34 robberies to him. The police have said that investigations led them directly to a repeat offender who was known by his particular methods. And on November 25, officers arrested a 20-year-old youth along with three women aged 20, 28 and 40, for their presumed involvement in various crimes of burglary and fraud. CAT BURGLAR: Scaled great heights to break into properties. cused, the police found various items that came from the robberies, specifically €2,000 in cash, jewellery, items of clothing, electronics, mobile telephones, consoles, and 14 lottery tickets.

While the majority of the recovered property has been given back to their owners, the judge handling the case has decreed that the accused be remanded in custody until trial.

In lawyers we trust AN entrusted solicitor has been sentenced to four years in jail for having cheated a woman out of €65,000 and drawing up false legal and bank documents to try and cover up his acts. The sentence which also bans him from working as a solicitor (but only for the four years) includes a court order to the woman he was representing to repay her the €65,000 plus another €15,000 for moral damages caused by his actions. In 2014 the solicitor received a payment order in his name for €66,484 which his

client had been awarded in damages under a sentence by Malaga’s number one court. The solicitor obtained the money, from which he was to deduct payment for his services which amounted to €981 and hand the rest over to his client. Yet he kept the lot and later drew up fake documents to try and make it look like it had been transferred. During his trial the accused admitted to the crime, which the judge has considered to be serious due to the breach of the trust his client had placed in him.

Report from Marbella mayor JOSE BERNAL made a speech which was screened on Radio Television Marbella MARBELLA Mayor Jose Bernal has reported on his first six months at the helm of the town hall. His speech was screened on Radio Television Marbella on December 31, and highlighted the fact that public works have been announced for the year with a value of €15 million. “Actions which will give priority to local businesses and workers wherever the law allows it,” he said. With the 2016 budget still to be approved, the announcement has been taken to be a preview of the new accounts. Bernal added, although without giving exact amounts, that a large amount of money will be destined to employment schemes, stressing that creating jobs is a priority for his team. The mayor started his speech by mentioning the difficult times the city is going through. “Along with difficulties we were already expecting we have been hit with other surprises which have affected the city’s political and economical state,” he said. Mijas’ 2016 budget criticised MIJAS Council approved its budget for 2016 at a recent extraordinary plenary session at the town hall, yet not everyone is happy with the results of the session. With the votes of Partido Popular and Ciudadanos parties, which now form the local governing team, the budget for this year, which forecasts €89.4 million in expenses and €97 million in revenue, was passed. Nonetheless PSOE and Costa del Sol Si Puede parties voted against it, with PSOE harshly criticising the budget’s approval, and voicing its opinion on a decision to allocate €28,736 to pay for ‘extraordinary payments’ to former councillors and people who have held posts of confidence within the PP party.

Justice moves slowly LAW states gender violence cases should be held within 15 days, not almost a year and a half

SO-CALLED quick trials for gender violence cases are now taking almost a year and a half to be held in Malaga Province (although the law states that they should be held within 15 days) and ordinary cases are taking up to three years. The overload suffered by the only two courts in the city, Criminal Courts number 12 and 13, which deal with these cases from both the city and the province is to blame for the delays which have been mounting since these courts were created in 2010. Between the two courts they hold 1,600 trials and issue 1,200 sentences per year, but have a backlog of 800 pending sentences and 2,000 trials waiting to be heard. Health boom for Malaga Province THE Andalucian Health Service (SAS) has presented the Health Sector Committee, consisting of a br oad var i et y of t r ade uni ons, with a proposal to offer 5,007 jobs for the 2016-2017 fiscal year. Around 1,100 of the positions would be in Malaga Province according to the unions, who welcomed the move, but added more jobs should be officially offered as the SAS currently employs over 12,000 workers on a parttime or temporary basis. Half of the posts are expected to be filled in 2016, with the remaining half the following year. Proposals include 3,640 health worker posts, with around 1,100 nurses, and the rest made up by administrative, management, and services staff.

Axe man strikes 3 times in Marbella HOTEL receptionist forced to hand over money from till By John Smith ON the morning of December 30 at the Hotel Baviera in the centre of Marbella in a busy area next to the city’s busiest taxi stand, a man entered the hotel reception at 7.30am and after threatening the receptionist with an axe made off with almost €700 from the till. Said to be a middle-aged man of apparent Spanish nationality, he entered the hotel waving an axe about and used it to threaten the only person in reception at the time, demanding all of the cash from the till. After obtaining the money, the attacker, who didn’t bother trying to hide his face, broke the security camera and made the receptionist show him where the recordings were kept to

stop the police being able to identify him. He used the axe to break the cupboard door and pulled out everything inside including the router and internet connections, leaving the hotel with no internet for most of the day, before fleeing on foot with his ill-gotten gains. The same man returned to Marbella 24 hours later, on New Year’s Eve, and threatened the receptionist at the Hotel Lima with an axe, this time fleeing with €800, although his face was captured on security cameras. He then later went back to the Baviera and threatened the same unlucky receptionist for a second time, on this occasion escaping with less than €500. Police are investigating and hope to identify the man from the video taken at the scene of the Hotel Lima attack.

More than 250 people attended the event, which has become a firm favourite on the Costa amongst the expatriate community. In its time the charity has managed to rehome many mistreated and abandoned animals otherwise destined for death row, giving them a second chance for a better life in their next and forever homes. The ever-growing New Year’s Day Swim attracts supporters to the Caribbean Bar in Carvajal where owners Dawn and Simon kindly host the event organised by Stacey Lloyd of 4 Paws. This year 20 swimmers took part, bravely swimming their way out to safety divers Steve Payne, Scott McNally and Charles,

owner of Into the Blue Diving School, who were keeping a keen eye out to sea. After the swim a welcome hot soup was waiting and festivities continued with an auction and raffle offering some fantastic prizes. The key raffle prize, a week’s cruise holiday, was won by Sharon Barrat who held ticket number 273. Jambo, a Staffie trick dog champion, was there with his kissing booth where he lapped up attention and charged a €2 fee for his kisses. Stacey wished to thank all those who donated generous prizes and reported that although the final amount raised has yet to be confirmed, it is expected to be more than €4,000. Long-lost family finally in touch FREDERIK WESSELS has a son that he has never met, but maybe that is about to change By Steve Walsh IN the true tradition of all good Christmas stories, the one about Frederik Wessels and ‘Manolito’ has had a happy ending. It all began in 1958, when Frederik arrived in Malaga on a Dutch Navy ship which was carrying out operations in the area. During his stay in the city he met a girl called Aurora, a local woman with w hom h e e n d e d u p h av in g a s o n Manuel, or Manolito as his Dutch relatives call him. Unfortunately he was sent back to Holland a few months later, friends and relatives said, and the long-distance relationship didn’t work out. Al-

though Aurora wrote to tell him he had become a father, regrettably he never met his son. Patricia Wessels (Frederik’s daughter) said even after 57 years her father was still extremely regretful about not having been in touch with his son, and therefore, a few months ago they decided to launch a search on the internet a n d s o c ia l m e dia to try a nd find Manuel and meet him. This week, Patricia was very happy to report that after the Spanish daily newspaper Diario Sur published an article on ‘The Wessels’ and their search, the father and son have finally managed to get in touch with each other. Frederik found out about the good news in the middle of the night when

he was woken up at his home in Indonesia, where he spends some of the year, by a phone call from his daughter Patricia. “He got really excited when we told him we had found Manolito at last. He couldn’t sleep any more that night, I think he is still having trouble believing the news,” she said. Many years have gone by with no contact between the father and son. Fifty-seven in fact, however, once Frederik gets back to Europe in a few months, the two may finally get the chance to meet. For the time being, Manuel has stated that he wishes to stay away from the press and would rather not comment on the story.

EXEMPT: People with electric cars will not have to pay.

Blue zone parking free for electric cars ELECTRIC cars are now exempt from blue zone fees in Malaga in a regulatory move that came into effect on January 1. With the exception of parking in recognised busy zones that have a maximum parking limit of 30 minutes, electric cars will be given more freedom of movement in order to spearhead the ‘Zem2all’ project that hopes to convert Malaga into an electric transportation hotspot. Blue zone parking spaces are designed to ease congestion and are in operation during the commercial peaks of 9am to 2pm and 4pm to 8pm on Monday to Friday, and from 9am to 2pm on Saturdays. Residents with resident cards, and those with reduced mobility, are entitled to advantageous prices on the 2,894 spaces, with discounts up to 98 per cent.

It is said that the mayor signed the contract in his capacity as ‘Mayor President’, a posi-

tion which enables him to dispose of sums of money without the need for consultation with the council members. “This is in our opinion a perfect example of the autocratic style of the current leader,” said Councillor Manuela Benitez, Leader of the PSOE Group of Estepona Council. “It seems as if the mayor was imagining himself already as an MP in Madrid when he signed off such a large sum of public money.” Councillor Benitez stated the

PSOE was in no way opposed to augmenting the cultural patrimony of the town, but added that spending money on culture as with anything else should be subject to public knowledge and democratic approval. The mayor was elected to the Cortes in Madrid in December’s elections, and the opposition group questions whether he will be able to serve adequately in both positions, although he may have to campaign again, if no national government is formed.

Marbella’s big spenders COUNCIL spokesman Javier Porcuna, has announced that Marbella Town Hall issued a total of €134.3 million worth of building licences in 2015. In a breakdown, licences for new apartment blocks were issued with a value of €35 million, with another million for extensions to existing residences, while new single family home li-

cences amounted to €56.4 million and extensions to existing homes to about €7 million. Licences for sports, educational or leisure premises were issued for €459,000, and offices and commercial premises account for €1.2 million. Other licences for building work on hotels, industrial premises, demolitions and other types of work make up the remaining €33.25 million.

Spain plans safe passage for whales on the eastern coast A ‘WHALE HIGHWAY’ is being planned by the Spanish Environment Ministry in a bid to help protect and conserve whales and other species on the country’s Mediterranean coast. The goal of the project is to establish a special passage through Europe’s largest sea that will be a refuge for whales and dolphins from the scourge of oil drilling. Drug runners tracked down by the police THE National Police have arrested two men and a woman in Malaga, and confiscated 390 kilos of hashish, a car, a dinghy with its engine, drug transporting equipment and two GPS systems. The arrests came after an investigation was sparked by an off-duty policeman back in November 2015, who found an

abandoned 4x4 which had crashed on the N340 near Estepona with 13 packets of hashish inside. This in turn led to the discovery of a d in g y o n the s hore ne a rby w ith drug transporting equipment and enough evidence to tie it all in with a woman from Mijas and the two men.

Ancient Roman city discovered in Cadiz RESEARCHERS are now working to preserve the site JIMENA DE LA FRONTERA, a small town in Cadiz is set to become a hive of activity and a major location in the world of archaeology with the discovery of an ancient Roman city hidden beneath. At this moment, the major Roman settlement is being excavated in the town revealing that it has been continuously occupied since the eighth century BC. Its dominant hilltop location overlooking the surrounding countryside and obvious inland route from the

Mediterranean Sea were clearly a smart tactical choice for the Romans. Miguel Angel Tabales of the University of Seville told the BBC, “At first sight the impression is of visiting an Arab castle, slightly altered in the 19th century. “But the moment you take a critical look and analyse what you are actually seeing, you quickly realise that this is nothing other than the remains of a very important Roman city.” He went on to explain that

construction during the Islamic period was more practical at a construction level. “What we’ve found so far is by doing little more than removing sediment and recycling Roman materials. Then the town was moved to the other side of the hilltop, which helped to preserve the Roman remains, including the walls of the fortified town enclosure, its original entrance, and a large temple.” Researchers are now working to preserve the site and protect it from looters.

Malaga gives €248,000 to 244 families to have more children MALAGA Council this week approved the definitive list of the 244 families that will be benefitting from the birth grants in the different municipalities of the province, four of which will receive €2,000 for multiple births. The proposal this year, presented by Lourdes Burgos, from the Social Services department, will allow these families to receive assistance to the tune of €1,000, as approved by the government last September. This means the total payment will add up to €248,000 across the 55 municipalities in the province.

The birth grants were a measure introduced to encourage the growth of the population in municipalities with less than 5,000 inhabitants, according to a statement from the provincial council. The requirements, which have had to be complied with in order to obtain the grant, are twofold. Firstly, the birth must have occurred between September 26, 2014, and September 25, 2015. Secondly, the beneficiary must have been registered in a municipality of less than 5,000 inhabitants before January 1 of 2012, until the introduction of the scheme.

ANDALUCIA’S regional government has inked a deal enabling conservationists to use drone technology to watch over the endangered Iberian Lynx. The drone company will develop a prototype designed to ‘advance the monitoring of lynx that have been introduced into the wild’, in a bid to save the world’s most endangered cat from extinction. A massive effort by conservationists in recent years has seen the return of t h e l y n x t o th e S p an is h wilderness, after decimation over the past century saw their population reduced to just 94 in small pockets of Andalucia. By the end of 2014, numbers had risen to 327 due to the intensive efforts, and the species was downgraded from ‘critically endangered’ to ‘endangered’ by the International Union for the Conservation of Nature (IUCN). Now the regional government is hoping the drone program will soon

replace the current protective model of collared radio devices which have proven helpful but not as efficient as required. The species has suffered from illegal hunting, and the destruction of their natural habitat. The drones should be able to provide some measure of protection from hunters, while allowing the conservationists to track Lynx movements in a bid to protect their wider environment. A major threat, however, remains highways, which killed 22 lynxes in 2014 alone.

ONE of the first babies of 2016 was born at Torrevieja Hospital. Baby Max Lowe arrived just nine seconds after midnight to the delight of proud parents Dave and Elena Lowe. Max is the couple’s first baby and weighed a healthy 4.4kg. His appearance in the early hours of New Year’s Day was welcomed by all the maternity staff who were hoping for a New Year arrival: “They were all so fantastic at the hospital,” said the proud Dad. “The service was just superb, so much better than what we would have got in the UK, we got our own room and were kept there for two days as they did all the checks.” During a visit to the hospital’s newsagents, he had the welcome surprise to find his new son was already hitting the headlines with Max’s birth in the Spanish papers as the first baby born in 2016. British born Dave, who part owns and runs Siesta Group, met Russian Elena in China when he was there working looking at furniture pieces to import for the company.

THE Local Police of Cartagena have taken delivery of six new patrol cars. The new cars are more up-to-date and eco-friendly and have GPS, Bluetooth technology, intelligent control systems and an on-board computer.

EMERGENCY services rescued a woman, 67, who had fallen whilst out walking. It appears she slipped and suffered a fracture in one of her legs. She was taken by ambulance to hospital.

A 65-YEAR-OLD woman from Belgium was rescued whilst hiking in Chillar towards the Fuente del Esparto where she sprained her right ankle and was taken to a local health centre by officers from the Guardia Civil, Civil Protection of Nerja and Puesto Nerja.

New Spanish ATM charges BANKS will set their own fees By John Smith IF you think that bureaucracy at Spanish banks is bad, it is about to get worse as despite attempted intervention from the Bank of Spain, there will be not insignificant charges if you use your bank card to withdraw cash from a bank other than your own. Initially, there seemed to be the intention for each bank to charge the user two charges, one from the bank supplying the cash and the other from the bank that issued the card, which is what the Bank of Spain objected to as this is a double charge for the same service. Now, even though they have been ‘advised’ by the minister for the economy to reduce their charges, the banks have got together and decided to impose charges anyway. Whilst irritating for the consumer, it isn’t impossible to

WELL, yet another year looms over us. I wonder what this one holds in store. It will actually be my 77th on this planet of ours. Not bad really, especially when you consider that at one point I didn’t think I’d get much further than 30! A record number of friends and colleagues have passed this year. I suppose that is one of the drawbacks of relative longevity. If you last long enough one day they will all be gone. Not sure I want to be around for that! moon. Weapons of mass destruction! Odd is it not that humans can be so advanced in some respects and remain so primitive in others? We’re all still killing

each other. I reckon it’ll be about a thousand years more before we learn to live in peace with our fellow man. The abolition of all organised religions would be a step in the right direction. What mankind needs is a spiritual revolution. Something that is guided by the heart and the soul, instead of scribings in ancient manuscripts that are completely out of touch with the present day. Books that teach violence and disruption as a means of attaining the fast track to Shangri La and are so obscure in their content, they can be interpreted in any way our religious hierarchy deem fit. LOOKING back over 2015, I can’t recall a year so full of irritating phrases. Phrases like ‘with all due respect’ (almost always coupled with an insult or unsolicited advice). ‘It is what it is’.(In other words, ‘I have nothing helpful to say, but don’t want to stop talking yet.’ Weakest. Advice. Ever.) And, ‘Just sayin’. (Thanks for clarifying the thing you just said is a thing you are saying.) Not to mention all those buzzwords like ‘crisis’ (refugee crisis, euro crisis, political crisis, NHS crisis, housing crisis), and buzzwords relating to the economic downturn like ‘austerity’ (code for ‘the government’s broke’). TV subtitles (especially the BBC’s), essential for foreign-language dramas

NO-NONSENSE: Update after police tasered a terrorist after a stabbing in a London tube station. (though sometimes inaccurate), can produce amusingly unintended results. was quoted as saying that he was trying not to let abusers ‘get in the waif doing my job’. Let’s trust she’s at least paid the minimum wage. The British capacity for understatement can sometimes sound weirdly irri-

tating to non-Brits. But to us Brits, the use of the stiff-upper-lip is often strangely reassuring, adding calm and self-control in these stressful times. After police tasered a terrorist who stabbed a man at a tube station in December, London Underground issued this no-nonsense, no-frills update: “Delays on the Central line due to a customer incident at Leytonstone.” WC Fields once said he spent most of his money on booze and fast cars...the rest he squandered. He was talking about money, but surely time’s important too? So, why do so many Brits squander their time whingeing? OK, had enough of all my own whingeing, next scandal please! Dr Yvonne Doyle, from Public Health England (PHE), said many people increase their alcohol intake during the festive season, and wanted to refrain from drinking alcohol after frequent occasions of excess. “As the festive season c o n t i n u e s , w e ’ r e u rg i n g people to take a break and get their 2016 off to a positive start by signing up for Dry January,” she said. Research from University College London has indic a t e d t a k i n g a m o n t h o ff from drinking alcohol can cut the risk of developing life threatening illness and disease.

The study, co-authored by Professor Kevin Moore, a liver specialist, monitored 102 relatively healthy men and women in their 40s. “The subjects were probably average drinkers - they drank in excess of the guidelines. We studied them before and after the dry month,” Professor Moore said. “There was certainly substantial improvement in various parameters includi n g t h e l i v e r, b l o o d p r e s sure, cholesterol, and also how well the subjects slept was also a noticeable advance.” The men had been drinking an average of 31 units per week, and the women genIMPACT: May change longterm habits.

A CLINIC in Australia has become the first to offer a hangover recovery centre. The ‘Hangover Clinic’, based in eastern Sydney, offers treatment for the morning-after symptoms of ethanol poisoning. The centre’s Rod Lang said intravenous fluids can be beneficial, as opposed to fast food. He told 3 News: “Having intravenous fluids can have benefits. Having something like Maccas, that can be debated and is something I wouldn’t recommend.” The treatment isn’t cheap. The cheapest is the ‘Jump Start’ at $140 (€128). It lasts 30 minutes and consists of an IV drip, vitamin boost, and headache or anti-nausea medicine. For $200 (€183), the clinic offers a 60-minute ‘Resurrection’, featuring an IV drip, vitamin and antioxidant boost, oxygen treatment, and headache and anti-nausea medication.

Fraud refund after card scam DEAR John, You very kindly wrote an article in the EWN about the problems that I had when my bank card was scammed in an ATM in Elviria in September (EWN 1577), and €3,000 was fraudulently removed from my account with my bank refusing to refund the money. Whilst this was bad enough, I also had a serious fall which resulted in me having a major operation and then I was confined to a wheelchair and a not very pleasant rehabilitation centre. Now I’m delighted to say that although not completely recovered I am able to walk and drive again and I have today (December 29) received a letter from my bank advising that I will receive a full refund of the money stolen within the next two weeks. I was lucky enough to find a very good lawyer, who was able to explain to my bank that unless the money was refunded that he would approach the Bank of Spain on my behalf, as they have recently indicated that they are prepared to become involved in unresolved cases such as mine. The combination of your publicity for my loss and my very clever lawyer means that I can look forward to a much happier 2016 than I had expected following the loss and my accident, so many thanks to EWN for your help. MAY I first wish you all a Happy New Year! This is the first time that I have EVER written to a newspaper (and I’m nearly 80 years old!), so bear with me if I ramble a bit! I have been enjoying your paper here for nearly 10 years now and particularly like the puzzles section, they say doing puzzles keeps the brain active and stops you vegetating!! But you really got me all of a twist last week with the nonagram (my favourite). Could you please tell us what dictionary you use to validify all the words you use?! The rules state quite clearly NO PLURALS, so how can you have CHESTNUTS as the nine letter word? Likewise the following words: Chests, tenths, chutes, tushes, hues, huts, hens and thens, and the word echt I cannot even find in either of my dictionaries! I don’t mind finding the odd word I’ve never heard of and can’t find, but I think you’ve overdone it with this one! I’m all for learning new words to add to my vocabulary, even at my advanced age but this is stretching it a bit too far and I felt I had to comment. This week’s puzzle has gone the other way, you gave a target of 16 and so far I have 24 valid words (all in the dictionary!) Rescued dolphin released

THERE was an unlawful incursion by a Guardia Civil vessel into British Gibraltar Territorial Waters on Sunday January 3. The Convent has confirmed the Rio Tormes briefly entered BGTW, in the area of Western Beach and was challenged by the Royal Navy and subsequently left Gibraltar waters. A formal protest will be made to Spain by the British government.

ON Boxing Day, residents of Catalan Bay saw a dolphin in distress and alerted the Department of the Environment and Climate Change who managed to bring it away from the rocks. The animal was inspected by officers of the department who found whilst it had a number of scratches and minor wounds it was not badly injured. It was then taken out to sea and released.

Gibraltar cadets intake FORMED in 2009, the Gibraltar Cadets are inviting boys and girls between the ages of 12 and 17 to join their unit. The 7th intake of the Cadets will take place on Wednesday January 20 at 7pm at Buffadero Training Camp, and anybody considering joining the Cadets is strongly encouraged to attend with their parents and guardians.

Spanish fishermen subsidies SIMILAR payments have been made in the past By John Smith DESPITE the fact the Spanish government is still not confirmed, the sitting Popular Party acting as the interim government has found funds to continue to support fishermen of Algeciras and La Linea, who it is claimed have been adversely affected by the enforcement by the Gibraltar govern-

ment of the area of territorial waters. To this end, the Spanish Ministry of Agriculture and the Environment has undertaken to make the sum of €450,000 available in the form of compensation to fishermen who are unable to enter Gibraltar waters. Although similar payments have been made in the past and it can be removed if the situation changes, it does appear that

there may be more political intent rather than actual need with regards to this payment as Spanish territorial waters are somewhat larger than those of Gibraltar. Perhaps through a twist of logic, Spain fears that every time Gibraltar reclaims land from the sea, it automatically extends its waters and may eventually reach the Spanish mainland and Morocco!

ON Monday December 28, officers of the Customs Marine Unit were involved in a high speed chase, starting on the East side, which forced suspected smugglers out of British Gibraltar Territorial Waters as they attempted to round Europa Point. The chase then continued into Spanish waters where the Marine Unit pulled back to allow Guardia Civil officers to take over. The Guardia Civil later thanked HM Customs for all the assistance they had provided. In a separate incident on the same day, Customs officers recovered three bales of cannabis and a number of jerry cans containing petrol from the sea on the East side. The bales weighed approximately 90 kilograms with an estimated street value of £495,000.

Telly addicts THE PSOE’s presidential candidate Pedro Sanchez didn’t pull it off. Winning only 90 seats he led the party to its worst-ever defeat, pushing left-leaning voters into the arms of Podemos. When Sanchez made off with the party leadership in 2014 he expected a two-way fight with the PP, not a four-way stretch including Podemos and Ciudadanos. He might have shone in the one-to-one debate with Rajoy but was eclipsed by Pablo Iglesias and Albert Rivera in their earlier cockfights. Politics entail more than televised debates, but try telling that to telly-addict Spanish voters.

Service, or the lack of it, still winds me up!! Mike Senker

In my opinion Views of a Grumpy Old Man LET’S start by saying I have been with the same mobile phone supplier for 12 years and their service, or lack of, still manages to wind me up. Every time I have a query with them I just wish I could swap to another provider, but it seems they are all as bad as each other. One of my biggest problems is their operators, and this isn’t only with phone companies, it happens with nearly all companies that offer an English speaking operator. They may speak English but they do not understand English - at least not mine. I decided to upgrade my phones so I went to my local service provider’s store which is all ramped up with their logos and products. This was last year by the way. I chose the two phones and agreed the price for the upgrade with the store manager. He told me they would be in stock within 14 days which was fine as I was going away. This was January and I returned the first week of February. I go in, ask if the phones

are there and am shown that indeed they are. As I go to conclude the transaction I notice that one phone is €50 and the other is €100 dearer. “What’s this all about?” I ask. “Price went up 1st of Feb,” I’m told. “But I ordered them in January and they have been here since then.” I’m told again that they have to charge me the new price. So I phone the company from the store and they agree I can have the phones at the old price. “Cheers! Give me the paperwork.” “Ah but you can’t have these phones.” “What? They are there on the counter!” “You have to order them direct as this store is not company owned and can’t do that offer but they will deliver them within 48 hours.” I get a phone call to confirm the order. They read out my address and it’s slightly changed because the town hall has changed the street name. “Ah sorry, it takes 15 days for us to change an address on our system.” “Ok don’t worry, use the old address.” “No can’t send it there now as you have changed it.” By now I am about to explode. But there is nothing I can do. So I wait the two weeks and finally get a note through the door saying they have tried to deliver the phones but no one was in and now we have to go to the depot to collect them!!!!!!!

Spain change laws NEW legislation will meet the requirements of the EU AS part of a new series, we answer some common driving questions, kindly provided by members of the Guardia Civil based in Torrevieja, Costa Blanca, who set up the N332 website and Facebook page to help break down barriers.

NEW LAWS: Will help create a standardised road network across the continent. WHILST renewing many of the older traffic laws in order to adapt to the modern world, Spain is also undergoing changes to legislation to meet the requirements of the European Union and help create a standardised road network across the continent. These changes are constantly being developed and adapted and, although many of them are aimed at creating safer roads, some of them are questionable, although they are to become mandatory in the New Year along with others. One of the changes that is causing most concern is that of pillion passengers on mopeds. From January, moped riders who qualify for the AM licence for mopeds are permitted to carry passengers, so long as the vehicle is adapted thereof. This new rule is regardless of the age of the rider. Prior to

this change, in Spain children under 18 were not permitted to carry passengers. So-called ‘Mega-Trucks’ up to 60 tonnes in weight and 25.25 metres in length are now permitted on the roads of Spain. This authorises trucks with more than six axles to travel through the road network, although special authority must be obtained so the impact on road safety can be assessed. The idea is reducing transportation costs and subsequently, passing savings onto consumers. DEAR Diary It’s New Years Day. I reflect on 2015 with the usual end of year question. Where did those 12 months go? I assess my depleted wine rack and the empty spaces once filled with Rioja and Chenin Blanc. There were other wines too, but I cannot spell their names. I make a mental note to restock at the earliest. That’s resolution number one. The Princess and I have belatedly pulled the turkey wishbone. We attempted this on Boxing Day but it was greasy and we were so ‘merry’ it

RESOLUTION ONE: To restock the wine rack at the earliest. failed to snap, so we put it in the oven to dry. Uncharacteristically I won, entitling me to make the wish for continued good health, but an hour later one of the wardrobe doors fell off its track onto my foot. It has a full

length mirror and is very heavy. It hurt. Resolution two: Leave the wishbone inside the turkey. It doesn’t work. At a Christmas party, a lady whose name I cannot remember made a comment about her

unattractive grandson who was causing mayhem. ‘Don’t they grow up fast,’ she said. It’s a silly comment so I replied, ‘Not fast enough in his case.’ This attracted black looks from our hostess so I topped up my glass and

had another sausage roll. Resolution three: Stop making remarks about other peoples’ obnoxious grandchildren. They only see them as angels. My wife loves board games, so we played Mexican Train and she thrashed me again. You either have the ability to think several moves ahead or you don’t. I don’t. I am too busy thinking of my empty glass or the leftover pork pie yelling: ‘Come and get me, and bring the Branston.’ Resolution four: Never play board games with my wife again, unless I perfect the art of cheating. Watched some comedian on TV: ‘Live at the Apollo.’ ‘Live’ as opposed to what? A cardboard cut-out? Which brought me to resolution five: To reduce significantly my output of sarcasm. It will be tough. Happy New Year.

AT one time, Saudi Arabia was considered immune to financial difficulty, even with its population of 30 million and a birth rate exceeding deaths by 10 to one due to its massive oil reserves and the high cost of crude oil. Now, however, with the enormous drop in oil prices, it faces something of a dilemma as in order to keep revenues up, it has announced it will increase production, but this in turn means the price of oil is likely to continue dropping which will have a knock-on effect on international oil companies that purchase its product. Following the death of King Abdullah in January 2015, his successor, King Salman has revealed the first budget of his reign which is not good news for the people or economy of the kingdom. There is an overall budget deficit of $98 billion (€90 billion), the largest they have seen, with revenues 15 per

Calamitous weather WHAT a disastrous time it has been for the people of northern England and parts of Scotland, with rain that seems to keep falling and everyone apparently unable to do anything to stop the flooding. It is bad enough to be flooded once, but it almost seems as if Mother Nature is waiting for the floods to subside before opening the clouds once again. The knock-on effect is going to be dreadful for so many people as some companies won’t be able to afford to take a break whilst their premises dry out, and unless they are very well-insured will simply have to close down leaving their staff without work at a time when they have enough to worry about. Then there are those who either couldn’t obtain insurance because of their locations and because of previous flooding, whilst there are others who simply couldn’t afford to pay the high rates which insurance companies were charging, and so have lost everything. You can’t lay all of the blame on the insurance companies as at the end of the day, they do exist to make money and when they receive such an enormous hit like this, future premiums are bound to be increased in an effort to claw back some of their massive losses. Insurance is a gamble for both sides and this year, the insurance companies will find themselves on the losing end. Whilst Mr Cameron is busy making soothing noises, time will tell whether he can, or will do anything to help those who have lost so much.

SO much depends on how your dog gets on in life. I thought it appropriate to write about ‘inherited behaviour’ because all dogs will certainly have inherited behaviour. The behaviour of dogs, like all animals, gets inherited via genetic predisposition and genetic memory. Genetic predisposition towards certain types of behaviour or attitudes in life are inherited at birth, much like the preprogrammed default factory settings you may find on a computer or TV when you buy it new. What they govern are things like a dog’s prevailing temperament, personality and the type of behaviour that comes instinctively to him when faced with different situations or events. As an example, everything from how readily he will pursue prey to how confident, fearful or aggressive he will become in more testing situations, and even how strongly he will emotionally attach to people making later separation

SHEEPDOGS: Know how to round up sheep without another dog showing them. issues more likely. Genetic memory is a rather different phenomenon. If an animal repeats a specific behaviour enough times, a ‘memory’ of this behaviour eventually gets stored in its genes and cells, which is then passed down from one generation to the next. This is how birds know when to migrate or how to build nests without any other bird showing them. Or how sheep-

dogs know how to stalk and round up sheep without any other dog showing them. It is purely down to the effects of inherited genetic predisposition and memory. The same phenomenon is behind all different and also far more genetically magnified working instincts found in different breeds of dog. In other words they are born with certain inherited compulsion to behave in a specific way.

Pet rights! THERE is a growing movement across the world to provide legal rights to animals which may impact on whether pets can be considered the property of owners as they are now. Last year the town council in Trigueros del Valle in northern Spain voted to define cats and dogs as ‘nonhuman residents’. In May a US court declared that four chimpanzees held in a research laboratory should be considered ‘legal persons’ and

therefore could not be property. Over Christmas a Brazilian nature reserve took in Sandra the orangutan, who became famous after an Argentinian Court ruled that, given her thoughts and feelings, she should be considered a ‘non-human being’ who was unlawfully held in a local zoo. It remains unclear where this brave new world will end up but at the very least the courts will soon hear some interesting arguments. SANDRA: The orangutan is now a ‘non-human being’.

KEEPING HENS: Means you will enjoy the freshest eggs possible. When I was at school I was taught that the air we breathe in non-polluted places included 20.5 per cent of vital oxygen. I read recently that with the heavy pollution of the Mediterranean coastal belt this is now down to 19 per cent, although it was 25 per cent in the time of the dinosaurs and the appearance of new plant species. 2. Aim to eat more of your Mediterranean diet from the garden and recognise that an essential ingredient in that diet was the absorption of around

350 grams of oxygen from herb smelling air. A full description of a traditional healthy holistic Mediterranean diet is provided in chapter 3.3 of my book ‘Living well from our garden Mediterranean Style – Spiritually, mentally, physically, gastronomically and economically’. 3. With forecasts of continuing reductions in annual rainfalls in the Mediterranean regions of Spain and further increases in costs per metre, aim to reduce the watering

needs of your garden by 20 per cent or more. The book ‘How to use less water in your garden – A practical guide to waterwise Mediterranean style gardening worldwide’ considers the water needs of some 30 types of gardens, presents some 300 practical ideas for reducing water needs and in appendices presents useful plant lists of the more drought resistant plants for our gardens. 4. Complete the winter cut back asap to enjoy the dry sunny winter days and give pruned

plants the maximum time to build up strength for spring growth. 5. Keep a couple of hens to eat kitchen and garden waste and lay two or three eggs a day of top quality. Friends who regularly buy even ecological eggs say the quality of the yolks do not equal those of the eggs they occasionally have from my hens. Hens can also make good friendly pets. Solar power saves money IF you’re lucky enough to have a home here in the Spanish sun then you may have already considered installing solar panels in a bid to save money on bills, become more environmentally friendly, or a little bit of both. Solar power had something of a renaissance back in the early 1990s when, along with Sonic the Hedgehog, it was seen as something of a revolution and the way of the future. There were serious problems though, which held solar back and discouraged people from taking the leap. Solar panels require a large investment of £5,000 - £10,000 (€6,770 €13,550) for installation costs.

WITH the festive season over and a day’s rest after the Three Kings celebrations, it is perhaps opportune to set some New Year gardening resolutions before you are overtaken by the winter cut back, which may need more days of winter exercise than normal. The extra work caused by the exceptional autumn growth of many perennial plants as a result of the almost perfect growing conditions of bright sunshine, light showers and heavy overnight dews. So what are your priorities for the year ahead? May I take the liberty of offering a few suggestions. 1. Finally make the garden an ecological haven and persuade your Spanish and expat neighbours to do likewise. There are plenty of ecological insecticides, fungicides and fertilisers available in thoughtful garden centres and agricultural cooperatives, and also by email. Once the ticket checker had left the carriage a well-dressed, 80-year-old lady sitting opposite us laid out small bowls of water and grain on her fold down table and then took out a fully grown hen from a basket to have its breakfast. She explained to us that she lived with her chicken pet in a seventh floor apartment in the centre of Barcelona. The hen had a metre square run on the balcony with a hen-door into the kitchen where it had a further one metre run and an egg laying box. This was next to the cooker so a fresh egg for breakfast could not be fresher. 6. With that I am off for my own omelette for breakfast filled with just harvested healthy shiitake mushrooms grown in the empty garage alongside Oyster mushrooms. 9 Series BMW: rumour or reality? MANY rumours have reported on the possibility that BMW

might launch an innovative four-door coupe under the name Series 9, with Rolls Royce in its sights. However, BMW’s plans regarding the launch of this model are ‘something for the future.’ According to information disclosed by the network, the German company is preparing the BMW Series 9. Very little is known about this model, although rumours suggest it will be a large-bodied four-door coupe built on

the platform of the Series 7 but with abundant cosmetic changes and equipped with highly innovative technology. Named the 9 Series, the coupe will ride on a modified version of the platform that’s being developed to underpin the next Rolls-Royce Phantom. It will be as large as it sounds, but its weight will be kept in check thanks to the use of carbon fibre-reinforced plastic and ultra-high-tensile steel.
