Record €1.39bn for healthcare services

The Balearic Health Service will invest a record amount of €1.39 billion next year.

That is 5.62 per cent more than this year, according to Councillor for Health, Patricia Gomez, who explained in the Balearic Parliament that the increased budget is proof of the regional government’s aims and priorities.

This amount includes €14 million which will be used to reduce waiting lists, she ex-

plained, adding that hiring more healthcare staff was also a priority and a large part of the money would be destined for this.

Gomez added that the regional government aimed to put an end to increasing social differences, and as from January 1, there will no longer be any cost for the health card, to ensure that healthcare is free to all citizens, and an efficient and quality service is provided.

Cemetery fall on All Saints Day A WOMAN, 56, was injured at Llucmajor cemetery when she stepped on a gravestone on All Saints’ Day and it gave way beneath her. She fell four metres into the grave and sus-

Taking steps to protect the marine ecosystem CALVIA Council wants to join and extend marine reserves

Inca independent THE Balearic High Court of Justice has revoked the union between the paediatric departments of Inca Hospital and Son Espases. Inca will once again become independent from Palma and the former director, Jose Utrera, will be readmitted and paid the salary he is owed since his suspension in 2014.

Tricky business SOLLER Town Hall has declared the public tender for a contract to supply fuel to different municipal buildings and facilities void after learning of a possible agree-

ment between the two contenders.

The town hall will once again put the contract, worth €60,000 for up to two years, out for public tender.

FISHING INDUSTRY: Could be affected by the new measures.

CALVIA has taken steps to protect the area’s marine ecosystem.

The council will request that the Department for the Environment, Agriculture and Fishery begins to join and extend

the marine reserves in El Toro and Illes de Malgrats, with a total surface of 239 hectares. If it goes ahead, the total protected area will cover 2,186 hectares.

In the area between the two which are already protected,

trawler and submarine fishing will be banned, but traditional fishing and recreational fishing will be allowed.

While the conservative Partido Popular does not approve of the plans, the left-wing party

Esquerra Oberta has suggested extending the protection along the entire local coastline, although this opinion is not shared by Ciudadanos because it would not be good for tourism.

Children denied education in Castillian A WOMAN has complained that her children cannot be schooled in the Castillian language in the Balearic Islands despite the recommendations of speech therapists.

For the past two years, the

children had been receiving classes in Castillian six hours per week at the Ponent School in Inca.

The family has requested that this continue; however, the school has said that due

to political changes, schooling will only be in Catalan.

Back in 2012, they had problems with the school after they requested schooling in their mother tongue.

According to the Balearic

Circle Foundation, the school has invited the family to leave and suggested that the children attend a school which costs €1,700 per year.

The Minister for Educa-

tion, Culture and Sport, Iñigo Mendez de Vigo, has promised to contact the mother and guarantee the family’s right to choose the education they want for their children.

THE president of the Hoteliers’ Federation, Inmaculada Benito, said that the Balearic Islands is experiencing a ‘commercially sweet’ moment, with plans for 180 tourism-related projects planned and investments of up to €300 million for 2016.

CRUISING IN: The Serenissima visits Palma Port.

THE Serenissima, a small cruise ship captained by Ukrainian Etien Bonacic, visited Palma Port for the first time recently. The ship is 87 metres long, has 59 cabins, and can

carry around 110 passengers.

American company, Elegant Cruises, purchased the vessel in 2002 and after being reformed in Sweden, she undertook worldwide cruising with the

name Andrea.

After purchasing the vessel in spring 2012, joint owner Serenissima Cruises, the ship is refurbished again and becomes the Serenissima.

The ship has five decks and with the exception of five inside cabins, all staterooms feature either windows or portholes, some of them with balconies.

Pharmaceutical product funding A PHARMACEUTICAL product patented by the Balearic Islands University (UIB) has obtained â‚Ź36.6 million funding for its development, the highest amount

ever obtained in the biotechnological sector in Spain.

The Director General of Sanifit, Joan Perello, said that the funding was both national and international.

Sanifit is a biopharmaceutical company located at the ParcBIT which has the exploitation rights for the Balearic University’s patents.

The product is the SNF472 which treats cardiovascular diseases related to calcification in terminally ill patients with kidney diseases who are on dialysis.

Statue is ‘one of a kind’ THE Association for the Revitilization of Historical Centres (ARCA) has said that the monument to the Republicans in Cala Sant Vicenç is the area’s only Art Deco construction.

The Council was studying transferring it to a museum or similar location. It is dedicated to the victims of the Baleares heavy cruiser which was torpedoed and sunk by destroyers of the Spanish Republican Navy during the Battle of Cape Palos in 1938. Many of the 786 victims were from Mallorca.

ARCA does not want it to be demolished or moved, as moving it would damage it, and suggests asking local people their opinion regarding the situation.

They presented a report by architecture and gardening historian, Jaume Llabres, which defends that the monument is the only one of its style in Palma. He also explains that it is “part of a very significant stage of the evolution of architecture in the 20th century in Palma” and that it should be kept.

At an event on Sunday to pay homage to the men who died on the Baleares, some 150 people gathered before the monument. A man with a Republican flag interrupted the event organised by the Hazte Oir (Make Yourself Heard) group, shouting “murderers”. A woman argued with him and he attempted to grab a Spanish flag from her while calling another man a “fascist”. During a speech, he appeared with another three people who were intercepted by two members of the audience, one of whom attempted to punch him. The event finally went ahead and flowers were placed at the monument.

However, once the public and the National Police had left the area, the flowers were destroyed and thrown in the water.

Council fined €2.3m over green areas POLLENÇA Town Hall has been sentenced to pay €2.3 million for green areas by the which it never expropriated.

In 1991, the town hall signed an agreement to expropriate the area with money it was to earn from allowing building projects on other plots, but this never happened.

The owners of the green areas have been unable to use or sell them, but now a judge has ruled in their favour and the town hall will have to pay them.

Moroccan consul is changing positions THE Moroccan Consul in the Balearic Islands, Mohammed Harit, met with the President of the Balearic Government, Francina Armengol, to bid her farewell.

He will be leaving soon, as part of the many

Harit has been in Mallorca for almost four years and will now be replaced by a new consul who is yet to be named.

MARRATXI Town Hall has approved a motion to increase the amount of property tax paid by large stores of more than 1,500m2 with a catastrophic value of more than €700,000 by 10 per cent, to 0.57 per cent.

Change of plans for solar park THE Balearic Islands Environmental Commission has announced that the solar energy park planned for Llucmajor must be smaller.

At a public plenary meeting, held to increase transparency and make people more socially aware of the matters being dealt with, it was discussed that the park in the Marina-Cap Blanc area near Badies, which was due to cover 97.4 hectares, will have to be smaller. The company promoting it, Llucmajor Photovoltaic SL, will be told to change their plans, although this doesn’t guarantee that the project will go ahead.

The Mayor of Llucmajor, Jaume Tomas, said that although the council is in favour of renewable energies, a project that size could seriously damage the appearance of the marina.

Plans have already been approved for the Spanish Electrical Network to erect to 40-metre-tall high tension towers and build a substation in the area.

He is the second person in Spain to enter prison for animal abuse, following the owner of a racehorse called Sorky das Pont, who is in prison serving eight months for beating the horse to death at Manacor racecourse in December 2012.

The accused were both sentenced by the same judge, Maria Jesus Campos, and had requested community service in lieu of prison time, but the judge ordered they enter prison due

to the cruelty of their behavior and the fact that there was no proof that they had

repented. She also said it would set an example for others.

Port to become a pedestrian area

NO DRIVING: Cars will not be allowed in the central area of the port or near the sailing club.

THE plan to make the Pollença Port a pedestrian area will be carried out gradually.

The town hall has announced that cars will not be allowed in the central area of

the port or near the sailing club at certain times of day, which are yet to be determined.

This will start this month so that by March, the first

phase will be complete.

Parking areas will also be changed to allow more space for pedestrians and cyclists using the cycle lane, which is also due to be improved.

Es Pinaret director dismissed after boy dies in fire THE director of Es Pinaret Centre for Young Offenders in Marratxi, Maite Alvarado, has been dismissed.

Last month, a boy of 17 died at the centre in a fire in his room.

The Councillor for Social Services and Cooperation, Fina Santiago, has announced that the new director will be psychologist Bernat Vidal.

During the investigation into the boy’s death, Guardia Civil requested documents regarding procedures in case of a fire and the distribution of buildings at the centre. They discovered that someone had forged the signature of an engineer who was on leave on the day the inspection and would not have been able to sign them.

Officer on trial for rape A GERMAN police officer, 28, is on trial for allegedly raping an unconscious Spanish girl on s’Arenal Beach in July 2012 when she was 17.

He admits that they had sex several times that night, but always consensual.

He explained that they had met in a disco and had been drinking, but said she was conscious all the time. He claims they danced and kissed in the disco, and engaged in intimate behaviour, including when she was dancing on a platform.

Several people watched them, and one of his friends recorded the situation, before they decided to head to the beach. He claims she undressed and lay on the sand, then he lay on top of her, but that nothing else happened because someone came and punched him and he fled the scene.

The victim said she remembered meeting the accused and going outside before she felt unwell, but cannot recall what happened after that. She claims to have lost consciousness on the beach.

Climber hurt A MAN was injured when he fell from a height of three metres onto the rocks and into the sea while he was rock climbing in Manacor. He was rescued by Local Police and taken to hospital with injuries to the head and face.

Downing Street Brexit petition EWN joins the campaign for the right to vote for British citizens irrespective of where they are registered

By John Smith OUR article that appeared in the print and internet editions of Euro Weekly News has certainly started people talking and thinking about their position, with one reader remembering the famous Boston Tea Party slogan ‘No taxation without representation’.

Whilst we don’t expect revolution in the street, we have become aware of the fact that a petition has appeared on the Downing Street website concerning votes in the referendum for those who have lived outside of the UK for more than 15 years with the following title and information: Right to vote for British Citizens irrespective of where they are registered Expats and Brits working and living abroad have no right to vote if they have not been registered in the UK for 15 years!

We have not deserted Britain, we may return in the future.

The elections/referendums in Britain affect us directly too!

We would like a voice!

Preventing us from having a vote in our own country and also not being allowed to vote in the country that we choose to live and work in, is contrary to the fundamental European principle of “freedom of movement within the EU”. It’s not freedom of movement if you are forced to either, return to your country of birth or reject your origins and take on the citizenship of the coun-

The actual cut-off date is arbitrary as when first introduced in 1985 in the Representation of the People Act, only five years was allowed; this was then extended to 20 years in 1989 and reduced to 15 years in 2002.

The government has indicated that it does intend to change the 15-year rule but probably not before the referen-

dum, which seems very bizarre. At the end of the day, if a person holds a British passport then we believe that they should be allowed to express their opinion on the future of Britain.

They have to pay taxes in the country of domicile but are not allowed to vote in most cases as they are still considered foreigners, yet they also can’t vote in their country of birth.

The crazy situation is that all members of the Armed Forces, Crown Servants and employees of the British Council are exempt from the rule yet someone who has embraced the European Union, of which Britain is still a member, will be penalised and not allowed to vote, even though people in prison in the UK have had their voting rights protected!

For those who agree with this petition, and we at Euro Weekly News certainly do as it affects a number of us, we would suggest that you add your name to this petition which needs 100,000 votes in order to force a debate in Parliament.

Accidents on the island A DRIVER, 20, was injured when he swerved his car to avoid a vehicle on Son Oms Industrial Estate and ended up hitting three parked cars in his attempt to avoid an accident.

He told police that a vehicle had failed to give way to him and when he swerved, his foot got caught on the accelerator. He damaged three vehicles before the hire car he was driving over-

turned. He was taken to hospital.

Meanwhile, on the road between s’Arenal de Llucmajor and Cala Blava, a driver, 45, lost control of his vehicle which flipped over several times before end up overturned in a ditch.

He was treated at the scene for slight injuries and when Guardia Civil arrived, he refused to take a breath test. He showed signs of being drunk and was charged for refusing.

He was then taken to Son Llatzer Hospital.

In Palma, an Ecuadorian ‘vampire’ was arrested after causing an accident. He was travelling with another man and two women, all of them dressed as vampires for Halloween, in the early hours of the morning, and lost control of the vehicle.

He crashed into three parked cars. When paramedics arrived they found the four covered in blood, which turned out to be part of their fancy dress disguise.

King of Spain will not testify in Noos case KING’S SISTER will take her place on the bench with her husband PALMA Provincial Court has denied the proposal for King Felipe VI to testify in the Noos corruption case.

The former business partner of Royal son-in-law Iñaki Urdangarin, Diego Torres, made the request despite the fact that the Head of State is not forced to testify.

Urdangarin and Torres are accused of creating a network of companies to embezzle funds.

Also amongst the hundreds of witnesses which the lawyer had requested to appear in court, were the Infanta Elena and her ex-husband Jaime de Marichalar, King Juan Carlos I and Queen Sofia, Princess Corinna and the Infanta Doña Pilar.

The trial, which will see the Infanta Cristina take the stand, is due to start on January 11, 2016.

It was decided in June that

the King’s sister would take her place on the bench with her husband, accused of cooperating in at least two tax-related crimes, making her the first direct relative of a King of Spain to go to trial.

Her husband is facing 19and-a-half years in prison for allegedly diverting €6 million of public funds from the Noos Institute, a non-profit consultancy which billed regional governments more than €5 million for events to promote sport and tourism. He is charged with influence peddling, diverting funds, embezzlement, fraud, falsehood, crimes against the Tax Department and money laundering.

Invading wasps removed in Soller A TEAM from the Balearic Consortium for Wildlife Recuperation (COFIB) located a wasps’ nest near the ses Barques panoramic viewpoint in Soller.

The wasps (Vespa Velutina)

are an invading species which was first detected in the Balearic Islands at the beginning of the month and which feeds on bees.

The nest, almost 50cm in diameter, was destroyed.

The lawyer of one of the 18 people charged in the case, has requested that the trial be suspended on four days from February 16 to 19, as he was already due to appear in court at another unrelated trial for gender violence. He has apologised

for the inconvenience.

Meanwhile, the Permanent Commision of the General Council for Judicial Power has approved a request from Judge Jose Castro to continue working until the age of 72.

He will be 70 in December.

News from Calanova Cancer Charity NIKKI JONES ran the 10-kilometre marathon from Palma and donated €100 to the Calanova Cancer Charity. The charity would like to thank her for her support.

The Palma National Police calendars will be on sale soon in the Charity Shop in Calanova, the beneficiaries of which for the second year running will be the children of ASPANOB, the association for children in the Balearic Islands who suffer from cancer, and their families. The association helps the families get through such difficult times.

The children have come together with the police to create the calendar. There will be a Christmas luncheon for the Calanova Cancer Care Charity on December 4 at the OD Portals Hotel for the second year running, with the Children’s Choir of the Balearic International College setting the Christmas spirit singing Christmas songs new and old.

Christmas items will also be on sale in the charity shop soon.

Man sentenced for abusing minor on several occasions A MAN, 38 has been sentenced to three-and-a-half years in prison for having sex with an underage girl on several occasions. In 2005, he worked with the girl’s parents and during work hours, when she helped out, he began to show an interest in her and touched her inappropriately. She was 12 at the time.

He would offer to take her home by car, then drive to se-

cluded area and engage in sexual acts with her. This continued between 2006 and 2010, and he was arrested in 2011 when the abuse was discovered.

He was facing nine years in prison but admitted to having a relationship with her, although he claimed he was unaware of her age. The victim remains in counselling.

Calvia at the World Travel Market COUNCILLOR Antonio Garcia presented information on ‘The New Magaluf’ CALVIA was once again present at the World Travel Market in London this week, where the Mayor, Alfonso Rodriguez, presented what they called ‘The New Magaluf.’

This is following meetings last week with the Association of British Travel Agents (ABTA) and the British press to explain what a good year it has been for tourism in the town, especially in the PalmanovaMagaluf area, where improvements have been made by the public and the private sectors.

The mayor also signed an agreement for sporting events to be held in the town out of season, and attended a reception held by the Spanish Embassy in Great Britain.

GOOD YEAR: Tourism has been improved this year. by the Councillor for Tourism, Antonio Garcia, with the cooperation of the hotel chains which have been involved in changing the area.

Also attending the WTM were the the President of the Balearic Government, Francina Armengol, the Vice-President and Councillor for Innovation,

Research and Tourism, Biel Barcelo, and the Mayor of Palma, Jose Hila. The main aim was to promote sporting tourism and gastronomy in the islands. The stand had an area for Mallorca, Menorca, Ibiza and Formentera, and an additional desk for the Palma de Mallorca 365 Tourism Foundation.

Palma’s main aim at the WTM is to promote the city as an ideal destination for a break all year round. To do so, they will meet with tour operators and airlines.

New life for old THE owners of the old Can Ramis factory in Inca will reopen the building as a financial and cultural area.

It was originally a factory where handbags were made, then a supermarket, and after closing for several years.

However, it will now get a new lease of life, opening progressively, with gardens, and areas for exhibitions, conferences, shows, fairs and other events.

The 4,500 square metres of the old factory are now divided into two main buildings with a patio inbetween.

SAFE SUMMER: Fewer incidents were dealt with this summer in Mallorca.

Safer summer for British visitors to Mallorca LESS problems for tourism sector LOCAL authorities, holiday companies, hotels and entertainment venues on Mallorca have been praised for their efforts to encourage young British visitors to have a safe holiday, with fewer incidents being reported this summer.

The British Ambassador to Spain, Simon Manley, thanked companies in the Balearic Islands for promoting the UK travel industry’s #TakeYourPic campaign, aimed at 15 to 30 year olds.

The campaign encouraged young visitors to Magaluf and San Antonio to choose between a #holidaywin and a #holidayfail. The campaign was widely supported by the hospitality and tourism sector in Majorca and Ibiza.

Despite an increase of 19,000 British visitors of all ages between June and August this year, the consulates in Palma and Ibiza dealt with fewer hospitalisations, arrests and cases of rape or sexual assault involving Britons aged between 15 and 30 than in the same period last year. There was also a marked decrease in balcony and other falls among the under-30s between June and August, from 13 cases in 2013 and nine last year to just three this year.

The consulates helped a total of 495 young Britons with issues ranging from lost or stolen passports to deaths, a fall from the 516 people they assisted last year.

British Ambassador Simon Manley said: “Whilst it’s difficult to prove that the reductions in falls and cases of assistance are definitively the result of the #TakeyourPic campaign, fewer ‘holiday fails’ is good news for everybody. I’m really pleased to see so many local authorities and companies working together with us.” He added:

MALLORCA CATERING ASSOCIATION: Campaign to keep restaurant terraces in the Borne area.

THE Balearic Islands Association and Federation of Businesses in the Commerce Sector (AFEDECO) has demanded that Palma City Hall allow restaurant terraces to remain in the Borne area.

They have also asked for similar commercial ventures to be supported by the city hall as they help to boost the city socially and financially.

AFEDECO has joined the campaign launched by the Mallorca Catering Association for the terraces to remain in place.

It’s hungry children that spur Pauline on.

She just can’t bear to see them going without.

CHARITY begins at home and when Pauline Prior realised how many families were struggling to even put food on their children’s plates, she decided to do something about it.

Pauline set up Ayuda Al Neccesitado De San Fulgencio (AAN) to help support and provide for the many families in the San Fulgencio municipality who are on the verge of poverty, struggling to put food on the table and to clothe their children.

For Pauline, it started over two years ago when the councillor for the urbanisations at the time, Jeff Wiszniewski, told her about the amount of people who were struggling and approaching social services for help.

Appalled at what was happening, literally on her doorstep, Pauline started fundraising for them and raising money to purchase general food supplies which the town hall then distributed to those who needed it.

Pauline said: “I just couldn’t see people going without food, it just breaks my heart. Social services will tell us what they need and we help in any way we can.”

Her dedication led to the creation of the legally registered AAN and the charity shop, situated in the urbanisation, La Marina.

Donations made are given straight to the families and the money raised through the sale of items is used to purchase what they need.

Now they aim to provide between €1,500 and €2,000 worth of food parcels each month to help the hundreds of people, both local and foreign, registered with social services. This month, they

The HELP charity have recognised the work that AAN is doing and Pauline is delighted that the charity was able to donate two freezers to their cause so they can now buy meat, fish and bread that can be frozen, ready to hand out to people when they need it.

Pauline only really started charity work after retiring to Spain 10 years ago.

She worked for a number of animal charities, before taking a year off from volunteering. But, after hearing about the social situation for many of her neighbours, the passion was kicked off again and now this is very much where she will continue to devote her time and effort: “If the world was a better place, this would not be needed but while it is,

Sadly, she feels that in the next five years there will still be some sort of de-

mand for additional help and she hopes the charity will have grown with more volunteers and bigger premises.

In the meantime, her inspiration has been, and always will be, the children she is helping: “It is just the kids that spur me on, I just can’t see them going without food in this day and age. I get so upset just thinking about it.”

Her organisational skills are a strength that has led her to gather a team of volunteers and, together with their regular fundraising events, they have raised thousands, although she does admit that meeting these organisational demands can also be her weakness as she doesn’t delegate as much as she could. That and chocolate: “I have such a sweet tooth!”

She is very modest and unassuming about the work she is doing to help support her own local community but those around her recognise the outstanding effort she puts in and, in 2014, Pauline was recognised at the San Fulgencio Local Hero Awards and received the Special Recognition Award: “It was just amazing to be nominated and to win was so unexpected, I don’t do it for the recognition and there are others that I’m grateful to for their help and support also.”

No more rubbish for Mallorca IMPORTS will be drastically reduced MALLORCA Island Council has announced that it has put an end to importing refuse to be incinerated at the Son Reus plant.

This will keep some 120,000 tonnes of rubbish from Italy and Ireland from arriving on the island, and according to the Councillor for the Environment, Sandra Espeja, it will not require any payment of compensation or lead to a rise in fees.

She said that the final decision will be taken at a plenary meeting on November 12, and will be supported by legal and financial reports.

Four more boats carrying rubbish will come

to the island, as the contract had already been agreed ahead of the new term of office. However, a further 35 which would have arrived in November will not.

She explained that Menorca and Ibiza will deal with their own situations, but that the Consell is available to provide guidance if needed.

Meanwhile, the conservative Partido Popular (PP) Councillor, Catalina Soller, argued that the only reason why fees for processing refuse on the island can remain the same next year is thanks to the money made from import-

ing rubbish for incineration.

Soller was formerly the head of the environmental department and said that only 20,000 tonnes of rubbish will be prevented from arriv-

ing on the island, not 120,000 as the Consell reports, as 100,000 tonnes which were due to arrive from Rome had still not been given the go-ahead from the Italian Government.

Builder promises to protect plant THE promotor of Palma Springs, Unibail Rodamco, has declared that the special protection given to a neighbouring area of the project will not prevent the shopping mall from going ahead as planned.

The Environmental Department of the Balearic Regional Government declared w e tla nds ne xt to the plot where the mall is planned a Critical Biological Area because of the presence of the Limonium Barceloi plant.

The promoter says that this was taken into account in a plan for the recovery of the plant species approved in 2013, so the company has taken care to protect it and has moved plants to green areas.

142,500 flu jabs at the ready HEALTH centres in the Balearic Islands are now being given flu vaccinations to the members of the population who are most at risk.

The Health Department estimates that 142,500 doses will be given between now and mid-December.

Those most at risk are people over 65 years old, adults and children with chronic heart and respiratory illnesses, patients with kidney problems, the obese and people whose immune system is weakened. It is also recommendable for pregnant women, and people who work or live with any of the groups mentioned above.

Man sentenced for sexual abuse A MAN has been sentenced to seven years in prison for sexually abusing his sisterin-law when she was 13.

The events took place in February 2010 in their home in Santanyi, where the girl was living with her sister, her partner and their newborn baby, as well as the girls’ mother.

The victim got up be-

cause she heard the baby crying and her sister told her that he was ill and asked her if she wanted to get into bed with them. This was when the accused began to touch her, so she jumped out of bed and went to the bathroom. He followed her and propositioned her, and when she refused, he threatened to hit her if she told

anyone. Several days later, he entered her bedroom and sexually abused her before threatening her again.

In the following days, he touched her inappropriately on several occasions.

He is banned from communicating with the victim or coming within 500 metres of her for eight years.

Rapid action A MAN in his fifties had to be treated for smoke inhalation after a fire broke out in the kitchen of his home in Nou Llevant, Palma.

Firemen extinguished the blaze in the sixth-floor apartment after some 90 minutes. The man was taken to a health centre. The kitchen was damaged.

In Magaluf, 50 people were evacuated from the Magasol apartment complex after a fire broke out in the utility room, which was the only area which was dam-

aged.

In another incident, two National Police officers had to be treated for smoke inhalation after rescuing a woman, 85, from a fire in a second-floor apartment in Son Gotleu, Palma. Local Police rescued a woman, 25, and her five-month-old baby from the apartment above, while most of the other residents were able to exit the building on their own. The Local Police used extinguishers to attempt to put out the blaze until firemen arrived.

Budget rise for disabled children THE Government of the Balearic Islands plans to increase the budget destined for disabled children by 30 per cent to €2.8 million next year.

The Councillor of Social Services and Cooperation, Fina Santiago, announced that the budget for Early Care will be increased, allowing for more use of groups which work with

the mentally disabled. The Early Care Service is aimed at children between zero and six years old in order to detect developmental problems and put measures in place to boost their abilities and ensure their welfare.

The service was launched in 2007 and there are currently 7,100 sessions at the Joan 23rd centre for 91 families.

Prison term for abuse A MAN has been sentenced to three years and eight months in prison for abusing, insulting and humiliating his partner in Palma.

They were in a relationship for almost four years, during which, verbal and physical abuse was constant. In May, they went to a hotel in Palma Beach, and one night, when they were both drunk, they argued, and he insulted her and extinguished a cigarette on her knuckles. Three days later they argued again and he threw a bottle at her, which broke. The then pushed her against the wall and grabbed her throat.

However, when police arrived, she refused to press charges.

Days later, he stabbed her and threatened to kill her daughters.

Santander announce rise in profit SPAIN’S biggest bank posts an increase in its third quarter

By Declan Scanlan SANTANDER, the Eurozone’s biggest bank, posted a 4.7 per cent rise in third quarter net profit on Thursday October 29.

The bank’s net profit from July to September was €1.68 billion which was in line with expectations from analysts

who predicted a figure of €1.7 billion.

The net interest income went up by 6.8 per cent to €7.98 billion. This reflects the difference between what clients are paid by lenders for deposits and what lenders charge for the loans.

In the first nine months of 2015 profits went up to €5.1 billion which was a 17

4.7% rise in third quarter profits for Santander.

Volkswagen losses GERMAN car manufacturer Volkswagen has reported its first quarterly loss for 15 years as it has added a large charge to its accounts to cover the costs of the much publicised emissions scandal.

Apple’s core business strong ELECTRONICS giant Apple has reported a jump in sales in the third quarter, thanks to sales of its iPhone, having sold 48 million iPhones in the period under review.

Revenue was reported at $51.5 billion (€46.5 billion), up 22 per cent compared to the same period last year. It also stated that the net in-

come of $11.1 billion (€10 billion) for the period made it the company’s most successful year ever.

In China, the biggest market for smartphones, Apple’s sales nearly doubled. It now has 25 stores and is opening a new one every month in a market that supplies about a quarter of its sales.

VW said it had set aside €6.7 billion to cover the expected cost, thus leaving it with a €2.52 billion pre-tax loss for the third quarter of the year.

More mortgages ACCORDING to the Spanish National Statistics Institute the number of new mortgages granted in August increased by 25.8 per cent with 19, 272 new loans agreed. Whilst this figure is far higher than the same time last year it represents a fall of 11.9 per cent from the July figure. Nevertheless, the actual amount granted was €2.01 billion.

M&S suspends website TO its great embarrassment, Marks & Spencer had to close down its website for two hours on October 27, after customers reported that they were able to partially view other people’s details when they accessed their accounts.

The company said no one’s financial details were compromised by what it called an ‘internal

technical problem’ which was quickly corrected, but apologised to customers for the inconvenience caused.

This follows on from the hacking of TalkTalk, in which it was suspected that bank account numbers and sort codes of customers may have been accessed although this proved not to be the case.

SEPTEMBER was a much less volatile month for both Sterling and Euro after fireworks in August. The pair has been range bound between 1.35 and 1.38 but we are now approaching the time where we will likely see movement higher and back towards 1.40.

European Central Bank (ECB) President Mario Draghi used October’s meeting of the ECB (now every six weeks rather than each month) to suggest that further measures will be unleashed at December’s meeting.

The announcement by itself is bearish for the Euro but Mr Draghi followed it up with the revelation that a cut in the deposit rate was discussed as one of the policy tools along with further Quantative Easing to try and push inflation back towards the ECB’s 2 per cent target. The double whammy pushed the Euro almost three cents low

STERLING TO EURO: The pair has been range bound between 1.35 and 1.38. against the Pound and downward momentum in the single currency is very likely to continue as we move towards the next meeting.

As we stand we also still have a small risk of no action in December by the ECB, in which case we will see the Euro rebound.

We view this as unlikely due to the lengths the ECB went to to prepare the market that additional measures are coming and suggests that at least one of the two options, a deposit rate cut or further Quantative Easing or maybe both will be announced come December 2015.

Our forecast reflects our baseline scenario of further easing later this year along with the prospect of imminent rate increases in the UK driving the pair towards 1.45 by the middle of 2016, however there are some risks to this view.

The pound since the ECB meeting has ridden higher on the coat tails of Euro weakness.

However, a move towards a UK rate rise is not a foregone conclusion with Bank of England governor Mark Carney reflecting recently those interest rates may not necessarily need to go up.

Growth in the UK for the third quarter was down from 0.7 per centon Quarter 2 to 0.5 per cent and this has been blamed on the slowdown in construction and manufacturing.

In addition inflation remains subdued in the UK. Ongoing economic data will be very important in maintaining momentum for the pound and the move towards a rate increase.

The next three months will be crucial for direction in GBP/EUR and as we stand the bias is to the upside.

EU roaming charges plummet AFTER several years of debate, the EU has finally declared that roaming charges on mobile phones within the EU are to be scrapped, although there will be some additional costs for consumers in the period of April 2016 to June 2017.

The reason for this is that there will be a staged removal of charges so that on April 30 2016, the only additional charge allowed will be €0.05 per minute for calls, €0.02 for each SMS sent and €0.05 per megabyte of data used.

On June 15, 2017 these extra charges will be abolished and users within the E U w i l l b e c h a rg e d t h e same as they would be in their home country. According to EU calculations, roaming costs from April 2016 will be up to 75 per cent cheaper than they are now.

New rule on mortgage refunds IN a report sent by the European Commission to the Court of Justice of the European Union, which is overseeing a related case involving CajaSur, the Commission has made it clear that it considers a decision ma d e b y th e S p a n i s h Supre me Court with regards to ‘floor clauses’ in mortgages issued by Spanish banks as being inherently wrong.

New exchange of financial tax information AS residents of Spain are aware, in addition to implementation of the European Savings Directive, Spain has introduced the Modelo 720 declaration requiring all assets held outside of Spain over â‚Ź50,000 by value in various asset categories to be disclosed.

While these measures now give the tax authorities a good picture of assets held outside the country by residents of Spain, the USA, OECD, EU and many other countries will be moving to a new higher transparency standard of cross-border financial disclosure starting in 2017.

The Common Reporting Standards (CRS) as drafted by the OECD are now agreed and there is a group of early adopter countries including Spain, UK (Channel Islands, Isle of Man, Gibraltar, Malta) which will be implementing this enhanced disclosure starting as early as September 2017.

The financial information to be reported with respect to reportable accounts includes all types of invest-

The financial institutions that are required to report under the CRS do not only include banks and custodians but also other financial institutions such as brokers, certain collective investment vehicles and certain

insurance companies.

Reportable accounts include accounts held by individuals and entities (which include trusts and foundations) and the standard includes a requirement to look through passive entities to report on the individuals that ultimately control these entities.

In practical terms almost all financial assets wherever and however held, which can be attributable to an individual will become fully trans-

parent. Trusts, Swiss foundations and offshore companies will have assets fully reported.

Many issues will need to be resolved and are likely to be dealt with by national laws as they are enacted.

As this happens differences between common law countries including UK and civil code countries including Spain may result in unwanted outcomes for British expats here.

As one possible example, tax laws already enacted in France (another civil code country) if adopted in Spain, would give Spanish settlors and potential beneficiaries of trusts cause for concern.

The financial institutions will identify country of tax residence, and where dual residency is possible, report to both countries. The detail required includes name, address, date of birth, account number, balance/value, income and redemption proceeds if sales have been made. Your tax identification number will also be disclosed.

In Spain the Modelo 720 declara-

tion requirement already covers many of the disclosure requirements but when implemented trustees and directors of offshore companies and financial institutions will automatically disclose the value of trust, foundation and company assets, insurance policy investments, dividends, interest and the value of non-interest earning cash deposits.

The CRS agreement will plug obvious gaps in the existing EUSD provisions and it is hoped will much decrease tax evasion.

OTHERS THINK IT A RECENT report states that over the next 12 months, Europe can expect some two million immigrants to cross over from the Middle East. Other reports have revealed that random searching has shown that a number of these people have been carrying ISIS and Jihadist propaganda (including pictures of beheadings). It would therefore be utterly naïve to deny that a percentage of these people may well be extremist or even terrorists.

So let’s just have a look at these figures.

It will only take a couple of attacks perpetrated by these so called refugees to ignite another war of the same ilk as the Crusades. Only this time it will be in our own back gardens. Is nobody listening out there?

ONE doesn’t need a degree in economics to predict that the West cannot prevail. Anyone with the ability to run a whelk stall knows a business collapses when badly run and parasites plunder its assets. The streetwise have already started thinking banking sector. Well spotted.

There are exceptions of course in which case Iceland comes to mind.

There, the 26th banker has just received a lengthy prison sentence having been found guilty for his part in bringing about the 2008 economic collapse.

We often see a small time company embezzler nabbed because they couldn’t stop. Bankers are no different; they are simply more sophisticated when it comes to playing with high stakes. Believe me, the percentage of crooks in the City of

In principle there is nothing

wrong with the economic potential of any Western nation. However, many such nations face tough times because politicians, in the pockets of the banking elite, are as bent as a dog’s back leg.

The Ukraine, Europe’s largest country, has far more going for it than Iceland does. The oligarchs, today all of them Western rogues, are sucking the life out of that economy.

The result is the Ukrainians are now among the most poverty stricken in the world. Iceland lacks such resources, yet is one of the world’s most successful economies.

Iceland’s economy went awry in 2008 as did that of Britain, the US and the EU. I told you there is no need for a degree in economics to go figure. In much of the West, politicians use taxpayer’s money to reward mismanagement and blatant fraud in the banking sector.

Iceland, on the other hand, detected the reason for their economic collapse. The arrest warrants were issued and banking executives arrested for fraud and market manipulation. The sentences range from four to five years. Get the picture?

It is an interesting comment on the way society has viewed its heroes over the past 50 years and to some extent, how the influx of immigrants from Africa, the Middle East and West Indies must have influenced appearances.

A warning to Britons in Spain if the UK votes to leave the EU I HAVE had a lovely long holiday out here but was very surprised at the level of serious discourse and informed discussion on the imminent UK EU In/Out vote. I write as my last chat with other Britons over a drink by the pool rather shocked me.

A British woman who holidays here (52 weeks a year) is keen to leave the EU as ‘the EU costs too much’ but ‘the vote won’t affect me as I live here’.

I had to explain that Britons are only here because we are part of the EU; that allows us to live here, work here, buy houses here and to enjoy free children’s education and pensioners’ healthcare.

Just before I left, on News 24 BBC, I heard a round table discussion with a political economist who specialised in the EU. He said that if, and I fully accept it is an if, we in the UK vote to leave the EU, all Europeans in the UK will lose the right to live/work/reside in the UK and have to leave. Indeed, Dominic Grieve, the former Attorney General, a pro-EU Tory MP, said recently that if Britain votes to leave the EU, two million Britons living abroad will be ‘illegal immigrants’ overnight.

Britons living in Spain/working in Spain/owning houses will be technically illegal immigrants. All the current rights to medical treatment on a EHIC card, or pensioners’ right to free medical treatment or free education for children or the right to work or live or own property in Spain, will go if we vote to leave the EU. UK pensions paid in Spain may suffer the same fate as they did in Canada or Australia; there is no annual increase, the amount is frozen at the starting amount!

The expert on the BBC suggested that as the Spanish government gain so much income from the British it would be unlikely that we would be expelled.

However, just as David Cameron wants to impose a Foreigners Tax in the UK, so the Spanish government would impose a Foreigners Tax on British people in Spain of €2,000 or €3,000 or €5,000 per person per year. The effect of that would be that some 30 to 40 per cent of the British (only living on a state pension) would have to sell their houses as the tax would be too much to pay. The effect of that would be another 30 to 40 per cent decrease in Spanish house prices, which of course, as he said, helps the local Spanish who can-

No excuse for abuse Re: Rugby THE thing about rugger is that decisions are justified or unjustified, there and then [albeit, it appears to take ages] via the old TV ref. The three football referees during some matches, have between them made horrendous decisions, and determined the final result. Because of their arrogance, and ‘the referee’s decision is always final’ rule, you will never see them publicly apologise and say something like: “Sorry, I messed up and your team has been relegated, or missed out on promotion.” But this is not an excuse for mob-handling of and abuse towards the referee, and like the professional ‘cheats’ in the game, when proved, should be banned from playing for at least one season. Not going to happen, though, is it?

Benidorm death Re: British man found dead in Benidorm jail cell after being arrested for being disorderly during a night out I AM resident some six miles from Benidorm and a former ex-Scotland Yard senior officer who has headed many murder investigations.

As a founder member of Sir Robert Mark’s ‘untouchables’, the allegations, as reported by the deceased’s partner, give me grave cause for concern most importantly as to whether any representatives of our consular services took steps to view the body of the deceased in view of the allegations alleged to have been made.

WITH the new Bond movie Spectre opening in theatres around the globe, and with over 20 Bond movies released over five decades, the James Bond series has had more than its fair share of great villains. Many have been parodied and copied over the years, and their influence can’t be overstated. But which ones really stand out, as the most memorable and iconic villains of the series?

1. Ernst Stavro Blofeld No matter how iconic Goldfinger is, there is no dispute that the ultimate villain in the series is in fact Ernst Stavro Blofeld, the notorious leader of Spectre. In my opinion Views of a Grumpy Old Man OK this week there are a couple of random things that need sorting out. Let’s start with alteration charges.

I go to buy a suit. I look in the window and there it is - the very item of apparel I’m looking for. I go in the store and try it on.

Now it’s not a cheap suit. In fact it’s very expensive. Well I think it is anyway.

The trousers and sleeves are too long but I say ‘OK I’ll take it’ and the salesman says fine that will be €xxx and €40 for the alteration. Woah pal what? I’m not paying €40 for the alterations! Why would I want to pay €xxx for a suit that doesn’t fit me? If you want me to buy that suit you have to make it fit me. It’s not my problem, it’s yours.

Now I know that there is massive profit margin in the top end of menswear and it would be common sense to take into account that very few people are a perfect match for their suit sizes, so just work the alteration

price into the suit price. It is different if you are buying something that is in a sale and has 60 per cent discount, but at full price not a chance of me paying one penny more than the ticket price.

Changing the subject – what on earth has happened to product labelling? Do they think we are all raving bonkers? Here are some I have seen: On a box of eggs: ‘Allergy advice: this product contains eggs.’ Err really?

On a fancy dress superman outfit: ‘wearing this outfit does not enable you to fly.’ Honestly, I’m not making this up.

On a packet of peanuts: ‘Warning: this product contains nuts’.

Please don’t laugh! It drives me crazy!

Why do they do it? How about this?

Heinz Ketchup instructions: ‘Put on food.’

How could I have ever worked that out on my own?

Shampoo bottle: ‘Do not shampoo your eyes.’ And this on a bottle of aspirin: ‘Do not take if you are allergic to aspirin.’

I would love to know why they put these most obvious warnings. Is there a government office for this? Or is it left to the legal department to cover themselves? Whoever it is you may all be idiots, but we aren’t.

GERMANY: Drones are already being tested in other EU countries.

ALREADY ground-breaking in their method of policing the roads from the air, the DGT has contracted a Spanish company to create an Unmanned Aerial Vehicle, or ‘drone,’ to monitor traffic.

With many of their helicopters already fitted with the pinpoint accurate Pegasus radar system, the DGT already use their eyes in the sky for speed detection as well as traffic flow and this latest development could revolutionise the skies once again.

However, the current legislation does not allow for the use of drones to monitor traffic, as the pilot of the drone has to be able to maintain visual contact with the aircraft, and so monitoring could only be done on a local level.

That said, it is intended that the first prototypes will take to the air in the

summer of 2016, equipped with a camera to go about monitoring the conventional road network.

There are numerous benefits to using a drone; it is much cheaper to fly than a conventional aircraft and offers a faster response. In addition to monitoring traffic flow, it is hoped that they could be used in emergency and incident response, following exceptional loads, fault detection and (eventually) enforcement.

Drones are already in use by numerous police forces around the globe, often for monitoring purposes, and in America there was a public outcry in 2013 when California’s highways suddenly saw warning signs about law enforcement by drones, although on this occasion it was part of an art project and not real.

I AM taking a week’s holiday in the UK, which means that my BuddyFit group are being left to their own devices. I am interested to see what they will do with regards to their daily exercise.

I have a WhatsApp BuddyFit Group chat set up and I can see the messages they are sending whilst I am away. I am not sure they know I can see they are going for runs together on the paseo and arranging to keep exercise going amongst them. I can also see who is ducking out!!

It is crucial to have this support when you are trying to commit to routine. I have found training people in a small group can have a major advantage over 1-1 personal training.

FITNESS ROUTINE: Easier to stick to with others around us.

• People like to be around others aspiring to the same goals.

• They are less likely to miss their class sessions.

• They are less likely to sabotage themselves when they see others doing well Whilst I am in the UK, I am catching up with past clients who are now friends.

I left them over a year ago after training some of them for over six years. I did 1-1 training with them. The only support they had was ME. Some of them have gone on to do various fitness events others have found it harder to keep up the commitment to their fitness plans without the push from me.

Decline in number of smokers THE number of daily smokers in Spain has declined over the past five years, from 26.2 per cent in 2009 to 23 per cent in 2014, according to data from the latest European Health Survey, recently published by the National Statistics Institute.

In addition, 2.4 per cent of the those questioned claimed to be occasional smokers, 25.7 per cent said they had quite and nearly 50 per cent had never smoked. Men are the most common daily smokers with 35.1 per cent of men in the 25 to 34 age group being a regular smoker and 18.5 per cent of young people aged 15 to 24 smoked.

The regions with the highest percentage of daily smokers are Extremadura (25.6 per cent), Murcia (25.6 per cent) and Andalusia (24.4 per cent).

The survey, which is designed to provide information about the assessment of general health, in order to plan and evaluate actions on health, also shows that 71 per cent of the population aged 15 and over value their health as ‘good’ or ‘very good.’ This percentage is similar to that of 2009 (70.9 per cent).

Dear patient, Diabetes is a chronic illness which overweight and obese people are more likely to develop, regardless of how many sweets or cakes they eat. Usually it can be kept under control with pills, daily exercise and diet and insulin is kept for the most severe cases.

-So will I be on a diet for the rest of my life?

-Yes. You will have to learn to follow a balanced diet as this is an important part of treating diabetes.

-Will I have to stop drinking alcohol too?

-You can drink two glasses of beer or wine (preferably red) are fine but stronger drinks should be left for special occasions.

-I’ve heard it’s hereditary. Will my kids get it ?

-There is an inherited genetic predisposition, yet weight is a more important factor. It’s rare for people who aren’t overweight to

develop this type of diabetes.

-I’ve heard diabetes can lead to other health problems. What are they and how can I avoid them?

-Type 2 diabetes is a chronic illness which can cause inflammation of the arteries leading to eyesight and kidney problems, affect nerves and increase the risk of heart attacks and strokes.

Reduce these risks by keeping up treatments, diet and exercise to control your diabetes.

You should also stop smoking and keep an eye on your cholesterol and blood pressure levels.

Remove left overs Remove temptation to over eat. If remaining food is left on the table, diners are more likely to have seconds, rather than if the food is left in the kitchen.

Stress can make us ugly STRESS can show in our looks with a study saying stress and anxiety can make us look less attractive.

The study found people ‘significantly more attractive’ to potential partners if they had lower tension levels. This apparent diminished attractiveness was blamed on the hormone cortisol, which increases the amount of glucose in your body while inhibiting muscle and bone growth.

In the study, carried out at the University of Dundee, levels of cortisol were recorded from saliva samples from participants and then a photo was taken of their faces. Researchers found that the faces of men and women who had high levels of cortisol in their saliva were rated as less attractive and healthy than those with lower levels.

If you want to help your stressed face, there are a number of things you can do to reverse the effects including exercising, drinking water, eating well and getting a good night’s sleep.

Let’s get together and be friends NETWORKING needn’t be frightening, approach it with an open mind Vicki McLeod

Family Matters I SPENT an hour today talking about networking on Frank Leaver’s show on Radio One Mallorca. I hope I did myself proud.

I was on the radio because this week (in fact 7pm today, Thursday November 5, then Thursday December 10) I am restarting (after a year off) an informal networking and friend-making group that I had originally set up five years ago. It’s called The Supper Club and is a great opportunity to make new contacts, catch up with old ones, possibly do some business, definitely have a laugh, and get dinner thrown in all for under €20. It’s not so long ago that I hadn’t even heard of the term ‘networking’, but I think I’ve always been a ‘networker’. Back in the day I might have been called less flattering things, like ‘busy-body’, ‘do-gooder’ or (crivens)

‘nosy parker’. Why? Because in order to be an effective networker you don’t spend hours talking about yourself ‘selling’ whatever it is that you need to get across, no, you spend time finding out about others and working out

what might be helpful for them, perhaps make connections for them which they will find useful, and think about their issues and problems trying to find solutions. It can be exhausting doing this, it’s a relentless one-way

street so you need to know when to politely slow to a halt on your helpful assault and wait to see if the other side reciprocates. Like unrequited love, it’s not healthy to be in a onesided relationship.

But networking needn’t be frightening; approach it with an open mind, remember to stay authentically true to yourself, perhaps arm yourself with five opening questions that you can try out to get the conversation going, or perhaps a joke, and step in. If you need one then ask for an introduction, go to the organiser and say: “Can you introduce me to....” and get them to help you. The good thing is that at a networking event other people are there with the same aim as you so you don’t need to feel strange about talking to a complete stranger. And remember, you get out what you put in.

Don’t forget your business cards. The networking doesn’t finish there either, the next day you need to send a message to the people you connected to: either as an email, a Facebook request, a text message, a phone call, whatever seems appropriate to the situation.

The more you network, the easier it gets, but you have to keep doing it.

AT one time fish was thought to be a major cause of skin disease in cats.

Now we have all come to realise that the flea is the main culprit when it comes to skin irritation in cats and dogs.

However, not many pet owners are aware that our pets suffer food allergies which can cause dermatological discomfort. In fact, according to Nigel Taylor the Express vet, 1 per cent of all skin problems in cats and dogs are caused by dietary allergies.

Allergic reactions may be triggered in minutes, hours or days. Once an allergy to a protein is established, sensitivity is often lifelong.

Dogs are mostly sensitive to beef and milk, while cats often do not get on with beef, milk or fish. Some dogs can digest the lactose in cow’s milk.

Give a pet dog or cat milk and the undigested lactose provokes an upset stomach in no time. This is not a true allergy but demonstrates how sensitive to certain foods pets can be. Stop the milk and your pet’s life will look up immediately.

DECIDING what plant to plant where, next to what, is a key part of the process of what we call painting with plants in a chapter of the book ‘Your Garden in Spain.’

There are various benefits of close co-planting several plants of the same variety and colour.

We discuss this issue in this week’s column.

CREATING A MASS OF COLOUR Many annuals, perennials and shrubs look much better when several plants of the same variety and colour are grouped compared to mixing individual

They do well in coastal areas and can bloom even in salty sea breezes. They are also durable in most soil conditions and you can see them decorate heavy clay soils as much as sandy earth. One of the most popular choices for this flower is the hydrangea macrophylla which really comes into its own in the summer.

The species has two

groups, one is the hortensias (or ‘mopheads’). These flowers grow nicely in spotted shade and while they also respond well to the sun, the heads can lose colour in constant exposure to strong sunlight.

Macrophylla hydrangeas don’t need pruning back until they have been there for a long time. All you need to do is to take away dead stems and blooms to protect the condition and this can be carried out in any season.

These autumn favourites grow at a moderate rate with minimum maintenance at a height of up to 6 feet with a spread of up to 10 feet.

This will involve new European powers replacing some national authority over border control, and probably a special EU-wide levy to fund the new policies. But up to 15 of 28 EU countries are bitterly opposed.

Nobody in Europe would have an issue with Angela Merkel doing this within Germany’s own borders, either for moral reasons, or to plug a potential population deficit in its active workforce over the next 25 years.

JUNTS PEL SI and CUP will totter hand-in-hand together along the road to independence.

Junts pel Si was the cross-party proindependence candidature that fought – but didn’t quite win – Cataluña’s regional elections last October. They now need radical separatist party CUP to shore them up but the price now includes declaring unilateral independence.

The Junts pel Si and CUP pact could herald the beginning of a split with the rest of Spain. But the September 27 results indicate that it would be the beginning of a split inside Cataluña, too.

SPAIN’S jaunty national anthem has no words and that’s the best thing about it.

It is the old Marcha Real, first mentioned in 1761, adopted by Carlos III in 1770 and, apart from two 19th century interludes, has been used as the national anthem ever since.

A Madrid composer-musician Victor Lago has got up a petition to add words and once he’s collected 500,000 signatures it can be presented as a Popular Legislative Initiative in the national parliament.

The anthem’s wordlessness treads on no toes, offends no sensibilities and curses no foes. With luck Lago will fail to collect the signatures.

Taking a dive PABLO IGLESIAS, leader of Podemos, has resigned his seat in the European parliament. He claims to be disillusioned by the EU for its handling of the refugee crisis

but his disappointment could be closer to home. Podemos, now falling back in the party ratings, is losing its appeal and has been overtaken by another fledgling party, Ciudadanos.

The European elections and the party’s five Euro-MPs were Iglesias’ springboard

and anyone using a springboard comes down to earth eventually.

Give it a go THE PP is selling the Mariano Rajoy experience as a prudent reason for re-electing

him instead of the PSOE’s Pedro Sanchez or Ciudadanos’ Albert Rivera. How much ice will that cut with the public?

Voters know that presidents are notorious for relying on expensive special advisers so they’re prepared to give the novices and their gurus a chance, regardless.

How Spain can avoid the perils of another property bubble THE General Council of Real Estate Agents of Spain (COAPI) has put together 10 proposals they believe will keep Spain from another property bubble: 1. City living can be a great alternative for expats THEY offer a wide range of traditional Spanish cultures MOST British and Irish people living in Spain never think of city living. For some, the cities offer a different way of life than traditional expat areas such as the Costas.

Taking Malaga as an example, a European Union’s Perception Survey from 2012 showed that 96 per cent of residents were happy living in the city.

Although the survey was published in 2012, it suggests that Spanish cities could be well worth considering as places to live for expatriates.

Cities offer better transport, more employment opportunities, more shops, universities and much more.

They also offer a vast range of traditional Spanish cultures.

So why do many expats avoid them, choosing to live along the coast or in other rural areas?

They argue that one obvious rea-

In the cities, however, you have no choice but to try speaking Spanish.

One well-known linguist, Irishman Benny Lewis, who runs the website fluentin3months.com says that: In order to learn a language quickly, you have to start speaking it. Living in a city like Malaga almost forces you to start speaking Spanish as there are less native English-speakers around.

If you’re adventurous, why not give city living a try? Can you become fluent in three months? You certainly won’t have perfect Spanish, but you have a far better chance of being able to communicate effectively with the locals than you have if you live an area where English is widely spoken.

The speed with which you can move is an obvious advantage. As long as you have enough money for your deposit, and you can provide references and proof of income, you can move quite quickly.

not committing yourself in the same way as buying a property. If you decide the place isn’t for you, you can move, subject to settling the contract.

Renting gives you the time to really get to know the country and its culture before making your decision on whether or not to buy.

The last few years are reminders that should you buy, Spanish property is probably not that easy to sell. Saying that, property prices in Spain do

seem to be increasing, albeit slowly.

When looking for a property to rent, think about parking facilities, as parking can be a nightmare in certain areas. Does the property have aircon? Do you need a pool?

Living in a foreign country can be a bit of a culture shock, even if you live in an area full of English speaking Expats. Testing the water by renting before you buy could be a sensible option.

Chinese money in the Med INTEREST has soared after dramatic drop in property prices on the Mediterranean THE Chinese look willing to invest heavily in the UK, according to the latest business news from Britain, but there doesn’t seem to have been much interest in the Spanish property market of late… not since the recession, in fact. Or is there?

Reports from the property portal Juwai.com tell a different story.

Apparently this has all changed in the last year as the report published stated that Spain is now the second most attractive Mediterranean country for Chinese investors wanting to pour money into the country and purchase property in this area of the Mediterranean.

It went on to say that interest in investing money into Spanish real estate has soared by a massive 392 per cent in less than a year.

If this is true, it would mean that Spain is now the number two country within the Mediterranean region that Chinese investors are considering when buying property, second only to Cyprus. The study points to the dramatic drop in property prices around the Mediterranean as the main factor for the drastic rise in demand by the Chinese.

This is also enhanced by the stability in the European markets, the increased wealth of Chinese citizens and the ‘Golden Visa’ programme in a number of European countries, whereby residency or temporary residency is exchanged for an investment into property.

By John Smith A PERSONAL water craft (PWC), also called a water scooter, is a recreational watercraft that the rider sits or stands on, rather than inside of, as in a boat. Colloquially known as Jet Ski’s like the hoover, this is a brand name which was registered by Kawasaki but which is

now generally used to describe all of these craft.

They are predominantly a fun recreational machine, used to shoot around the water at high speeds. They are considered to be a generally safe if somewhat hair raising way of getting around at the beach, as they don’t have exposed propellers and move on the con-

cept of water being sucked in underneath the machine and expelled at the back as a jet of water.

A PWC is steered just like a motor bike and the faster you travel the easier it is to manoeuvre.

By John Smith A SPANISH translation of the EU electronic guide on new rules for boats, personal watercraft, engines and components was unveiled this month making a current total of seven language versions with two more on their way.

The release of the Spanish translation followed the Barcelona boat show in mid-October and was undertaken by

Spanish ANEN (Asociación Nacional de Empresas Náuticas).

Initially launched in English last year in METS and updated in spring 2015, the guide to the new EU Recreational Craft Directive is now available as PDF in: French, Estonian, German, Italian, Spanish and Swedish.

Some of those languages also offer a tablet version for Apple and Android devices. The Czech and Polish transla-

tions will be released by the end of the year.

Time is running out fast and in just over two months, the new Directive 2013/53/EU on recreational craft will come into force on January 18 2016.

Tourists warned as tyre slashing gangs are causing problems in Barcelona AS long ago as 2012, the Foreign Office in London warned UK drivers in Barcelona of a crime which affected drivers who were in UK plated cars, or those who were obviously driving hired cars.

Gangs of scooter drivers were pulling alongside these cars and the pillion passenger with spikes or blades in their shoes would slash or puncture a rear tyre. They would then signal to the driver that they had a flat and offer to either assist in changing the tyre or invite the driver to follow them to a friend’s garage.

Even when rebuffed, they would hang around and take any opportunity to steal phones, handbags and even suitcases from the car whilst the driver had to unload the boot to access the spare tyre.

If however you do have a spare tyre, bear these points in mind in the event that your car is targeted by these criminals 1) Don’t have anything visible on the inside of the car, not even a map.

2) If you have to stop to change a wheel make sure you lock the car doors including the boot.

3) If approached by a motor cyclist be vigilant don’t move toward the person. If practical get back in the car and lock the doors until the person has left.

4) If you are changing the wheel, bear in mind that even if you have locked the car doors with a keyless fob, your very presence near the car may mean that the doors don’t remain locked.

EL TORO RC: U16 girls’ team continued their winning run.

Baleares U16 League.

RC PONENT U16 team joined El Toro RC U16 at the Son Caliu pitch on Saturday for the second leg of the Baleares U16 League.

It is noticeable that as the league progresses both teams are improving as they gain essential match experience. It was a close match with a win for RC Ponent.

Baleares Senior League.

It was an early start to Saturday for the El Toro RC men`s team as they headed for Menorca to meet TRUC later in the day. It was a tough match and the hosts TRUC were ahead by 12 points to 0 at one point.

A concerted effort in the second half by the visitors eventually gave them an advantage of 5 points at the end of the match. Final score was 27 points to 32, a win in the opening match of their league.

Baleares Girl`s League.

El Toro RC girls’ team continued their winning run in the second of the series of matches for the Baleares Girls League held in Son

Roca on Sunday. They beat hosts Shamrock RFC by 32 points to 7 and Bahia RC by 15 points to 5. This puts them well ahead in the league table.

Calvía Mayor, D. Alfonso Rodríguez paid a visit to the Halloween party held at the Son Caliu pitch on Saturday evening. Children and adults alike dressed up in traditional scary costumes and enjoyed some Halloween food, fun and games.

Coming up next weekend In the Senior league next weekend El Toro RC host Bahia RC, RC Ponent is due to play TRUC from Menorca and the mixed Corsaris and Dimonis RC are at home to Ibiza RFC. For the girls, there will be a weekend of selection for the Baleares team, and for the younger players a Rugby Day and U14 league matches organised by Pollença. The U18 teams will travel to Ibiza RFC for the next round of the Baleares XV League.
