Defenceless and unprotected “IF work isn’t done urgently the next storm could be devastating”

By Steve Walsh Almuñecar desperately needs protection, and estimates it will cost €600,000 to repair the huge damage caused by the worst storms in 25 years last weekend, and council concerns grow over the serious risks should another storm strike now.

Both the national and regional governments have been asked for urgent help to repair the damage.These were the first storms of the season and the council fears that if work isn’t done urgently “the next storm could be devastating,” said municipal technician Juan Jose Fernandez.

Technical inspections of the widespread damage revealed the breakwater that had been damaged by storms the week before has now been broken altogether. Another storm could find the area unprotected and cause serious risks.

Beach-goer dies A SIXTY-YEAR-OLD swimmer died in Torre del Mar on Thursday (October 29).

Tore, began to feel ill and had a heart attack at about 2pm, and nothing could be done by ambulance staff to save her, emergency services reported.

No Christmas scene at the town hall this year COUNCIL decides it is not suitable for an administrative building THIS Christmas there will be no nativity scene in the central patio at Rincon del Victoria Town Hall as was set up in 2013 and 2014 by the Rociera Marenga assocations.

The council has decided to get rid of the scene from the public area claiming that as it is an administrative building, “the non-religious vision of the State should be followed,” according to Culture Councillor Alina Caravaca.

The mayor, Encarnacion Anaya said:“The town hall is not the right place to display a Christian scene about the birth of Jesus Christ.”

She argued that the municipal nativity scene isn’t all that traditional as there have been other years when the town didn’t have one, but stressed that associations and senior citizen homes that wish to set up their own at their headquarters are welcome to do so.

The Culture Councillor said discussions are under way as to whether to use the scene pieces owned by the town at another municipal building.

Many underground pipes are under surveillance for fear they might break leaving the town without vital services.

Although all of AxarquiaCosta Tropical beaches are affected, Torre del Mar’s worst-hit area was the western end of the seafront. The breakwater near the aquapark, beaches, and La Barca beach bar will all need repairs. On top of this there is the clean-up operation to be addressed, as well as minor work

such as clearing beaches and irrigation systems.

Torre del Mar Council said: “The storm caused serious damage including rock falls, broken urban furniture, beaches covered in debris, flooding, broken paths and various other problems. Emergency teams of Local Police officers and Civil Protection volunteers were sent out to deal with problems.”

Global response Horror to poety contest ALMOST 180 poems by writers from Spain, Cuba, Argentina, Canada and the USA have been presented so far for the Amigos de La Herradura (friends of La Herradura) poetry contest.

There are two categories, a general one for writers of all ages and a local one for residents.

Entries must be unpublished work, in Spanish, with a minimum of 14 and a maximum of 100 verses.

Prizes, which include €1,400 in cash and a diploma for the general category, €400 in cash and a diploma for first prize, a trophy and a diploma for second prize and a sculpture by local ceramist Rosario Gonzalez.

La Herradura chosen to host photography championship LA HERRADURA will be hosting the 2016 European Underwater Photography Championships next October.

Organised by the Spanish Federation of Underwater Activities, the championships were given the green light at the World Underwater Activities Confederation meetings in

A PROJECT to renovate the historical centre of La Herradura has now, six months after work began, reached Calles EspaĂąa, Las Flores and Canejas.

Deputy Mayor Juan Jose Ruiz Joya said the project was one of the most important undertaken in La Herradura in 40 years as it affects paving, pipes and utilities.

More than 100 buildings are affected by the work, which

should put an end to years of damp problems and stop

Downing Street Brexit petition EWN joins the campaign for the right to vote for British citizens irrespective of where they are registered Preventing us from having a vote in our own country and also not being allowed to vote in the country that we choose to live and work in, is contrary to the fundamental European principle of “freedom of movement within the EU”. It’s not freedom of movement if you are forced to either, return to your country of birth or reject your origins and take on the citizenship of the country in which you now reside.

By John Smith OUR article that appeared in the print and internet editions of Euro Weekly News has certainly started people talking and thinking about their position, with one reader remembering the famous Boston Tea Party slogan ‘No taxation without representation’.

Whilst we don’t expect revolution in the street, we have become aware of the fact that a petition has appeared on the Downing Street website concerning votes in the referendum for those who have lived outside of the UK for more than 15 years with the following title and information: Right to vote for British Citizens irrespective of where they are registered Expats and Brits working and living abroad have no right to vote if they have not been registered in the UK for 15 years!

We have not deserted Britain, we may return in the future.

The elections/referendums in Britain affect us directly too!

We would like a voice!

EU REFERENDUM: Expats should have their voices heard, too.

The actual cut-off date is arbitrary as when first introduced in 1985 in the Representation of the People Act, only five years was allowed; this was then extended to 20 years in 1989 and reduced to 15 years in 2002.

The government has indicated that it does intend to change the 15-year rule

but probably not before the referendum, which seems very bizarre. At the end of the day, if a person holds a British passport then we believe that they should be allowed to express their opinion on the future of Britain.

They have to pay taxes in the country of domicile but are not allowed to vote in most cases as they are still considered foreigners, yet they also can’t vote in their country of birth.

The crazy situation is that all members of the Armed Forces, Crown Servants and employees of the British Council are exempt from the rule yet someone who has embraced the European Union, of which Britain is still a member, will be penalised and not allowed to vote, even though people in prison in the UK have had their voting rights protected!

For those who agree with this petition, and we at Euro Weekly News certainly do as it affects a number of us, we would suggest that you add your name to this petition which needs 100,000 votes in order to force a debate in Parliament.

By Eleanor Hawkins FOLLOWING almost a decade of delays, an electricity pylon on Velez-Malaga’s Camino de Sevilla which almost invaded the road from Torre del Mar to the hospital is soon to be a thing of the past.

Although the council and Endesa electricity company reached an agreement many years ago to remove the offending pylon, the work (initially expected to take four months) dragged on and on as technical and financial difficulties arose.

Now the Nerja-Rincon de la Victoria lines are finally going underground and following repairs to the pavements and parking

DRIVING examiners have put an end to the daily partial strikes they had been holding since September 14, after reaching an initial agreement with the DGT traffic authority.

During negotiations the authority agreed to changes to improve examiners’ safety as they had complained about abuse from learners upon being told they had failed their tests.

The result of the strike in Malaga Province is a backlog of about 4,700 learners whose tests were delayed, which could take until Christmas to catch up on.

1,600 birds flock in LAST weekend the 29th edition of Almuñecar’s ornithological contest saw 1,600 birds from all over Spain visit the town to take part, Almuñecar Ornithological Association President Jose Alaminos Martin announced.

Private errands spark accusations in Torrox THE PSOE socialist party has accused Torrox’s Deputy Mayor Paula Moreno of using an official car for private matters after catching her taking her son to school in it.

This is the second time the PP councillor has been caught out for using official vehicles for private errands, as last month Izquierda Unida party complained she was using it for supermarket runs.

PSOE general secretary for Torrox Maria Estrella Toma has complained that the councillor is using as her own an official vehicle which is meant to be used to provide a service to the public.

The accused responded to the accusations stating that she works 24 hours a day and sees nothing wrong with dropping her son off at school with the official car as it is on her way to the office, meaning it doesn’t create extra expenses.

Second church vandalised Domestic in Rincon de la Victoria dispute ends

By Declan Scanlan A CHURCH in the Lo Cea parish in Torre de Benagalbon was vandalised late at night on Sunday November 1 in the second such incident in the Rincon de la Victoria area in just over a month.

Parish priest Agustin Carrasco discovered the damage on Monday afternoon. He found the church door had been forced open and when he went inside the priest saw statues of Christ and a Virgin on the floor. There was graffiti inside, written in Arabic, and there was

nothing missing from the building.

The Local Police and the Guardia Civil from Rincon were called out to the scene at about 5pm and began investigations into the incident.

In an earlier incident on September 28, a young Moroccan man was arrested for allegedly causing damage to the Virgen de Carmen encasing by throwing stones at the glass.

The parish expressed its dismay at the act of vandalism in Lo Cea and described it as an isolated attack by vandals which in no way reflects the con-

duct of the local people of Islamic faith or the relationship between the two churches.

A parish statement said: “We want peaceful relations to continue and hope this type of attack does not, along with causing material and spiritual damage, result in deterioration of the mutually respectful relations between different religious groups.”

The mayor of Rincon, Encarnacion Anaya, condemned the attack and said that CCTV recordings from nearby businesses will be checked.

Changing to suit traffic MOTRIL’S Maintenance Department has this week begun adapting their streets to cater for the growing amount of traffic, and the damage it has caused.

Councillor Gloria Chica explained that the work was focused on replacing paving stones which had been broken by the pass of vehicles.

The six streets in the centre that are affected are: Calles Chispas, Enrique Montero, Mercado Alto, Punticas, Cuatro Esquinas and Cruz de Conchas.

“Stones measuring 30cm by 20cm are being replaced by smaller ones, measuring 20 by 10, which are more resistant to vehicles,” Chica said, and “the cost of the work, is covered by this year’s budgets.”

in stabbing POLICE called to couple in the street THE Local Police in Velez-Malaga had to deal with a bizarre call out at noon on Thursday October 29.

It ended up with them having to arrest a couple for alleged violence and breaking a restraining order.

Neighbours of the offending couple called the police station to report hearing a fight going on in public, to which a patrol was sent to investigate. Upon arrival, officers discovered a man and a woman arguing, both with knife wounds on their arms, shouting and obviously in a very nervous state.

The man told the officers that he was the woman’s ex-husband but confused the officers when he said he been had been living with her for 10 days.

After a few more questions, the officer discovered that there was a restraining order in effect on both of themand they were actually banned from going within 300 metres of each other.

The woman then explained that she had injured the man and then herself before throwing the knife in a bin on the street. When asked why she would do such a thing, she explained that the restraining order was there because of a similar incident in the past.

However, neighbours reported they had seen her come outside with a rucksack and throw it onto some waste ground, where it was indeed found with two knives and some clothes inside.

After receiving medical assistance, the pair were arrested.

NEWS EXTRA SALOBREÑA council’s town planning department has announced that public street occupation licences for terraces, kiosks and other commercial uses can be requested or renewed for 2016 until November 30.

MORE than 1,000 people visited the ‘house of terror’ set up in Velez-Malaga by the council’s youth department for Halloween. There was also a ‘train of terror’ which made various stops in town.

Sunday walk ALMUÑECAR’S sports department is organising a hike in Alayos de Dilar this Sunday (November 8).

Hospital changes mean better local services SANTA ANA HOSPITAL in Motril to undergo improvements

By Eleanor Hawkins AS of January, Motril’s Santa Ana Hospital will have a new rheumatology department, which will avoid people having to go all the way to Granada City to see a specialist, the local mayor has announced.

Motril is the third hospital in Andalucia to introduce the specialty, Andalucian Health Service head Jose Manuel Garcia announced, and the hospital will also be receiving a new CT scan machine next year, which will mean patients no longer have to go to Malaga City for tests.

year as the Junta de Andalucia regional government has spent €2 million on solar panels and better energy systems.

Mayor Flor Almon and Andalucian Health Service head Jose Manuel Garcia announced the news at a meeting with various local health association representatives.

MOTRIL Council has agreed to various changes to municipal taxes and rates which will benefit local taxpayers next year.

Rates in line for changes include IBI property tax, set to be reduced by 4.88 per cent, and capital gains tax on property (4.95 per cent).

Other rates reported to be due for a reduction following approval at the October plenary session are those for occupying public space and rubbish collection rates for empty commercial premises. In an aim to attract new businesses, the council will also be offering fruit and veg sector companies 10 per cent discounts on rubbish collection rates if they set up shop in town.

Discounts on taxes for large families will also be altered, with up to 90 per cent off for low income families with a large number of children.

It’s hungry children that spur Pauline on.

She just can’t bear to see them going without.

CHARITY begins at home and when Pauline Prior realised how many families were struggling to even put food on their children’s plates, she decided to do something about it.

Pauline set up Ayuda Al Neccesitado De San Fulgencio (AAN) to help support and provide for the many families in the San Fulgencio municipality who are on the verge of poverty, struggling to put food on the table and to clothe their children.

For Pauline, it started over two years ago when the councillor for the urbanisations at the time, Jeff Wiszniewski, told her about the amount of people who were struggling and approaching social services for help.

Appalled at what was happening, literally on her doorstep, Pauline started fundraising for them and raising money to purchase general food supplies which the town hall then distributed to those who needed it.

Pauline said: “I just couldn’t see people going without food, it just breaks my heart. Social services will tell us what they need and we help in any way we can.”

Her dedication led to the creation of the legally registered AAN and the charity shop, situated in the urbanisation, La Marina.

Donations made are given straight to the families and the money raised through the sale of items is used to purchase what they need.

Now they aim to provide between €1,500 and €2,000 worth of food parcels each month to help the hundreds of people, both local and foreign, registered with social services. This month, they

The HELP charity have recognised the work that AAN is doing and Pauline is delighted that the charity was able to donate two freezers to their cause so they can now buy meat, fish and bread that can be frozen, ready to hand out to people when they need it.

Pauline only really started charity work after retiring to Spain 10 years ago.

She worked for a number of animal charities, before taking a year off from volunteering. But, after hearing about the social situation for many of her neighbours, the passion was kicked off again and now this is very much where she will continue to devote her time and effort: “If the world was a better place, this would not be needed but while it is,

I will give it 100 per cent.”

Sadly, she feels that in the next five years there will still be some sort of de-

mand for additional help and she hopes the charity will have grown with more volunteers and bigger premises.

In the meantime, her inspiration has been, and always will be, the children she is helping: “It is just the kids that spur me on, I just can’t see them going without food in this day and age. I get so upset just thinking about it.”

Her organisational skills are a strength that has led her to gather a team of volunteers and, together with their regular fundraising events, they have raised thousands, although she does admit that meeting these organisational demands can also be her weakness as she doesn’t delegate as much as she could. That and chocolate: “I have such a sweet tooth!”

She is very modest and unassuming about the work she is doing to help support her own local community but those around her recognise the outstanding effort she puts in and, in 2014, Pauline was recognised at the San Fulgencio Local Hero Awards and received the Special Recognition Award: “It was just amazing to be nominated and to win was so unexpected, I don’t do it for the recognition and there are others that I’m grateful to for their help and support also.”

By Eleanor Hawkins AN ecological horticulture and fruit event held in Almuñecar last week by Hercofrut Cooperative was a great success, the group has announced.

A dozen local producers attended, and were able to display and sell their wares directly at an ecological market held within the event, which Hercofrut President Timothy James Fear has said they hope to hold at least once a month in the future.

VELEZ-MALAGA council has announced that the first Axarquia Mango Festival will be held in the town from November 5 to 15.

Commerce councillor Ana Campos and Cesar Diaz from the Gastronomic Brotherhood of the Avocado and Mango, explained that the event will include all sorts of mango-related activities including tastings on the street, talks for school children on the fruit, gastronomy days at various local bars and restaurants and promotion on social media.

She went on to add “in the agricultural industry, production of subtropical fruit such as avoc a d o s a n d m a ng o s are o n e o f o u r main sources of income, not just in Velez Malaga but in the whole Axarquia area.”

“Activities of this type give them added value,” she said.

“This council intends to work to promote and encourage activities of this type which can also benefit local businesses that take part.”

The council will also be organising tastings in various places including schools and the market.

She also said that social media will be playing a big role in the promotion with various bloggers describing different characteristics of the product, which are typical to the area.

Cesar Diaz said that 11 local bars and restaurants will be taking part in the gastronomy days, offering different dishes with mango as one of the main ingredients.

“We’re sure this activity will receive a warm welcome and we invite everyone to come along and try the dishes.”

Repairs for cemetery access announced WORK has been announced to improve the road to La Cala de Moral cemetery, which has become badly deteriorated over recent years.

€30,647 will be spent on improvements to the cemetery entrance.

Now a contract has been awarded to Copesol SL, which will be carrying out the project, due to take two months, for €30,647.

First civil communion requested in Rincon CEREMONY to celebrate passing to pre-teens without religious connotations

By Eleanor Hawkins RINCON de la Victoria Town Hall has already received its first request from a local woman who wishes to hold a civil communion for her daughter in 2016.

The new ceremonies, which were only announced last week, will provide families with a way to celebrate their offspring’s passing from childhood to pre-

teen years with none of the religious aspects of the traditional Catholic first communion youngsters usually have in Spain.

Dolores Diez, a self-declared atheist, is the first person to have requested one of the promised civil ceremonies for her eight-year-old daughter.

“I’m not bringing her up within any religion and she doesn’t go to church

school or take religion at school,” Diez explained.

“We don’t go to mass and when I asked her about communions, she said she only wanted the party. The town hall is offering me the chance to let my daughter have her special day without putting on the pretence of attending church just for that reason,” the mother said.

The High Court acquits developer A MOTRIL property developer given a two-year jail sentence, fined €1,440 and ordered to pay €130,000 in damages a year ago for misappropriation, has been let off by the High Court.

A provincial court found the man guilty in October 2014 of failing to provide guarantees on two deposits from customers in Malaga and Salobreña. However, an appeal has now seen the sentence revoked and the devel-

oper absolved.

The High Court judge decided that as in the first case the property the customer had paid amounts towards was 97 per cent complete when the developer’s company went bust, he had spent the money on what it was provided for.

In a second case, the judge decided, moneys given were simply a deposit as the location, price and details of the home to be built had not even been agreed upon.

Campaign to make sure no child is with a Christmas gift AFFAMER rural women and family association has announced its Un Niño, Un Juguete (A Child, A Toy) campaign, aimed to ensure no children are left without gifts this Christmas.

Association head Inmaculada Torres said: “We all know that at this time of year there are

all sorts of charity activities. We want ours to make children happy.”

Toys can be taken to the association’s premises on Motril’s Calle Domingo Cuesta, from where they will be sent to the Red Cross and local charities for distribution.

Sweet-smelling streets TORRE del Mar Council has borrowed a special vehicle from a local company which it is using to spray a pleasantly-scented cleaning product on traditionally smelly streets.

So far about 200 points on the map have been treated, the council explained, and the product improves the smell floors give off while causing no harm.

If people lodge complaints about a particularly smelly area, the vehicle can even be sent to give it an emergency squirt.

Members of the Local Police force, fire brigade and Civil Protection volunteers, accompanied by Citizen Security delegate Maria Angeles Escamez and Education Councillor Mercedes Sanchez went to the school to offer a talk to fourth and fifth year pupils.

“This type of visit helps teach youngsters what to do in an emergency and who to go to for help,” Escamez explained.

Charity gives food in Motril THE charity group ‘Guardia Civil Solidarity’ has given the department of social services in Motril around 200 kilos of baby food to be distributed to needy families in the city.

José Luis Gomez, the area spokesman for the organisation said, “The food comes from a campaign launched recently that has allowed us to stockpile milk, baby food, infant cereals and snacks bars amongst other foods for redistribution in the area.”

The Social services department, who are responsible for making sure that food reaches the neediest families said, this is the second campaign of its kind held in the Costa de Granada by this organisation, which so far this year has redistributed 13,000 kilos of food in the province.

In addition, the continuing campaign that helps Nepal has raised €7,000 to date, and was made by selling items such as handmade bracelets and shirts.

This will be delivered in the coming days to those affected by the earthquake of Nepal.

Jewel thieves arrested FIVE people suspected of being behind the theft of €45,000 worth of jewellery from a shop in Motril have been arrested by the National Police in Lleida.

Altogether the gang is believed to have stolen more than €110,000 during attacks on elderly and vulnerable people at or outside banks and jewellers shops in Madrid, Motril, Cadiz, Gijon and Lleida.

The suspects, three men and two women, were arrested immediately after they stole a woman’s handbag containing €3,855 she had just withdrawn from her bank in Lleida, the police force reported.

Although on this occasion the suspects were carrying Mexican ID cards, passports and driving licences, they had been arrested in Spain in the past carrying false ID in other names from Guatemala, Venezuela and Cuba.

Doggie doo-doo DNA register to be implemented in Malaga CITY COUNCIL to bring in a bylaw to enable it to track down offending owners

By Steve Walsh MALAGA City Council has put its foot down about dog mess on the streets.

At the latest plenary session, it unanimously approved the creation of a public register of dogs’ DNA, which will then enable the authorities pick up samples from the pavement and track down the offending pooch, and of course fine the owner who failed to pick up their pet’s doo-doo in the first place. Once the bylaw changes come into effect, owners will have six months to get their dogs registered.

Checking the calendar to make sure it wasn’t April 1, I spoke to Sue Griggs of the animal charity SOS in Coin to ask what she thought of the new laws, and what implications they might have for dog owners.

“It’s a joke, she said, “a bad joke, and I have a feeling it’s the poor dogs that will come out worse.”

DNA TESTING: New measure aims to make owners more responsible.

She continued: “According to what people are saying, municipal bylaws on animal ownership will now be modified, and dog owners will have to take their pets to the vet for DNA testing.

Obviously the cost of the test under this new law will have to be borne by the owner.” She barked (no pun intended): “What if you have lots of dogs?

“The responsible dog owner always

picks up after their dog; it’s the people that don’t care about their dogs who are to blame. And they are the type of people who will just throw a dog out to fend for itself rather than pay to be dropped in the pooh (pun intended) by having to pay for a test that will convict them.”

Sue added: “The council says it will budget for discounts on the ‘poohprint’ tests for people who can’t afford to pay the full price, but how much will they pay? Charities and refuges have hundreds of dogs that they look after on a shoestring budget without council help because uncaring people have discarded them; it could cost thousands!

“Instead of spending money on stupid ideas that will just create more suffering and stray animals, why doesn’t the council employ more street cleaners, that way more people from the area are in employment, less dole money has to be paid, and the government gets more income tax,” Sue questioned.

Cecilio Tamarit, who studies Computer Engineering at the Polytechnic University of Valencia, has seen it integrated into Apple new Watch and Google Glass.

Available on IOS and Android, the app allows users to locate nearby bike stations, check parking availability and if there are bicycles available. Spectacular display at Tower THE major art installation ‘Blood Swept Lands and Seas of Red’ at the Tower of London, marked 100 years since the first full day of Britain’s involvement in the First World War. Created by artists Paul Cummins and Tom Piper, 888,246 ceramic poppies progressively filled the Tower’s famous moat between July 17 and November 11 last year with each poppy representing a British military fatality during that war.

The poppies encircled the iconic landmark, creating not only a spectacular display visible from all around the Tower but also a location for personal reflection. The scale of the installation was intended to reflect the magnitude of such an important centenary and create a powerful visual commemoration. It attracted hundreds of thousands of visitors from around the world, making their way to view the installation which obviously changed on a daily basis.

Santander announce rise in profit SPAIN’S biggest bank posts an increase in its third quarter

By Declan Scanlan SANTANDER, the Eurozone’s biggest bank, posted a 4.7 per cent rise in third quarter net profit on Thursday October 29.

The bank’s net profit from July to September was €1.68 billion which was in line with expectations from analysts

who predicted a figure of €1.7 billion.

The net interest income went up by 6.8 per cent to €7.98 billion. This reflects the difference between what clients are paid by lenders for deposits and what lenders charge for the loans.

In the first nine months of 2015 profits went up to €5.1 billion which was a 17

4.7% rise in third quarter profits for Santander.

Volkswagen losses GERMAN car manufacturer Volkswagen has reported its first quarterly loss for 15 years as it has added a large charge to its accounts to cover the costs of the much publicised emissions scandal.

Apple’s core business strong ELECTRONICS giant Apple has reported a jump in sales in the third quarter, thanks to sales of its iPhone, having sold 48 million iPhones in the period under review.

Revenue was reported at $51.5 billion (€46.5 billion), up 22 per cent compared to the same period last year. It also stated that the net in-

come of $11.1 billion (€10 billion) for the period made it the company’s most successful year ever.

In China, the biggest market for smartphones, Apple’s sales nearly doubled. It now has 25 stores and is opening a new one every month in a market that supplies about a quarter of its sales.

VW said it had set aside €6.7 billion to cover the expected cost, thus leaving it with a €2.52 billion pre-tax loss for the third quarter of the year.

More mortgages ACCORDING to the Spanish National Statistics Institute the number of new mortgages granted in August increased by 25.8 per cent with 19, 272 new loans agreed. Whilst this figure is far higher than the same time last year it represents a fall of 11.9 per cent from the July figure. Nevertheless, the actual amount granted was €2.01 billion.

M&S suspends website TO its great embarrassment, Marks & Spencer had to close down its website for two hours on October 27, after customers reported that they were able to partially view other people’s details when they accessed their accounts.

The company said no one’s financial details were compromised by what it called an ‘internal

technical problem’ which was quickly corrected, but apologised to customers for the inconvenience caused.

This follows on from the hacking of TalkTalk, in which it was suspected that bank account numbers and sort codes of customers may have been accessed although this proved not to be the case.

SEPTEMBER was a much less volatile month for both Sterling and Euro after fireworks in August. The pair has been range bound between 1.35 and 1.38 but we are now approaching the time where we will likely see movement higher and back towards 1.40.

European Central Bank (ECB) President Mario Draghi used October’s meeting of the ECB (now every six weeks rather than each month) to suggest that further measures will be unleashed at December’s meeting.

The announcement by itself is bearish for the Euro but Mr Draghi followed it up with the revelation that a cut in the deposit rate was discussed as one of the policy tools along with further Quantative Easing to try and push inflation back towards the ECB’s 2 per cent target. The double whammy pushed the Euro almost three cents low

STERLING TO EURO: The pair has been range bound between 1.35 and 1.38. against the Pound and downward momentum in the single currency is very likely to continue as we move towards the next meeting.

As we stand we also still have a small risk of no action in December by the ECB, in which case we will see the Euro rebound.

We view this as unlikely due to the lengths the ECB went to to prepare the market that additional measures are coming and suggests that at least one of the two options, a deposit rate cut or further Quantative Easing or maybe both will be announced come December 2015.

Our forecast reflects our baseline scenario of further easing later this year along with the prospect of imminent rate increases in the UK driving the pair towards 1.45 by the middle of 2016, however there are some risks to this view.

The pound since the ECB meeting has ridden higher on the coat tails of Euro weakness.

However, a move towards a UK rate rise is not a foregone conclusion with Bank of England governor Mark Carney reflecting recently those interest rates may not necessarily need to go up.

Growth in the UK for the third quarter was down from 0.7 per centon Quarter 2 to 0.5 per cent and this has been blamed on the slowdown in construction and manufacturing.

In addition inflation remains subdued in the UK. Ongoing economic data will be very important in maintaining momentum for the pound and the move towards a rate increase.

The next three months will be crucial for direction in GBP/EUR and as we stand the bias is to the upside.

EU roaming charges plummet AFTER several years of debate, the EU has finally declared that roaming charges on mobile phones within the EU are to be scrapped, although there will be some additional costs for consumers in the period of April 2016 to June 2017.

The reason for this is that there will be a staged removal of charges so that on April 30 2016, the only additional charge allowed will be €0.05 per minute for calls, €0.02 for each SMS sent and €0.05 per megabyte of data used.

On June 15, 2017 these extra charges will be abolished and users within the E U w i l l b e c h a rg e d t h e same as they would be in their home country. According to EU calculations, roaming costs from April 2016 will be up to 75 per cent cheaper than they are now.

New rule on mortgage refunds IN a report sent by the European Commission to the Court of Justice of the European Union, which is overseeing a related case involving CajaSur, the Commission has made it clear that it considers a decision ma d e b y th e S p a n i s h Supre me Court with regards to ‘floor clauses’ in mortgages issued by Spanish banks as being inherently wrong.

New exchange of financial tax information AS residents of Spain are aware, in addition to implementation of the European Savings Directive, Spain has introduced the Modelo 720 declaration requiring all assets held outside of Spain over €50,000 by value in various asset categories to be disclosed.

While these measures now give the tax authorities a good picture of assets held outside the country by residents of Spain, the USA, OECD, EU and many other countries will be moving to a new higher transparency standard of cross-border financial disclosure starting in 2017.

The Common Reporting Standards (CRS) as drafted by the OECD are now agreed and there is a group of early adopter countries including Spain, UK (Channel Islands, Isle of Man, Gibraltar, Malta) which will be implementing this enhanced disclosure starting as early as September 2017.

The financial information to be reported with respect to reportable accounts includes all types of invest-

The financial institutions that are required to report under the CRS do not only include banks and custodians but also other financial institutions such as brokers, certain collective investment vehicles and certain

insurance companies.

Reportable accounts include accounts held by individuals and entities (which include trusts and foundations) and the standard includes a requirement to look through passive entities to report on the individuals that ultimately control these entities.

In practical terms almost all financial assets wherever and however held, which can be attributable to an individual will become fully trans-

parent. Trusts, Swiss foundations and offshore companies will have assets fully reported.

Many issues will need to be resolved and are likely to be dealt with by national laws as they are enacted.

As this happens differences between common law countries including UK and civil code countries including Spain may result in unwanted outcomes for British expats here.

As one possible example, tax laws already enacted in France (another civil code country) if adopted in Spain, would give Spanish settlors and potential beneficiaries of trusts cause for concern.

The financial institutions will identify country of tax residence, and where dual residency is possible, report to both countries. The detail required includes name, address, date of birth, account number, balance/value, income and redemption proceeds if sales have been made. Your tax identification number will also be disclosed.

In Spain the Modelo 720 declara-

tion requirement already covers many of the disclosure requirements but when implemented trustees and directors of offshore companies and financial institutions will automatically disclose the value of trust, foundation and company assets, insurance policy investments, dividends, interest and the value of non-interest earning cash deposits.

The CRS agreement will plug obvious gaps in the existing EUSD provisions and it is hoped will much decrease tax evasion.

UNLESS drastic action is taken we can say goodbye to Europe as we know it LEAPY LEE SAYS IT

OTHERS THINK IT A RECENT report states that over the next 12 months, Europe can expect some two million immigrants to cross over from the Middle East. Other reports have revealed that random searching has shown that a number of these people have been carrying ISIS and Jihadist propaganda (including pictures of beheadings). It would therefore be utterly naïve to deny that a percentage of these people may well be extremist or even terrorists.

So let’s just have a look at these figures.

If one in every 500 (a number I consider somewhat optimistic) were terrorist affiliated, that would mean that over the next few months, some 4,000 more potential killers will be let loose into Western society. I think it is also safe to assume that an even larger number have, or will soon have criminal intent, say one in every 200.

Do they not realise that if things continue as they are there will be bloodshed all across our hard won peaceful lands?

When ordinary citizens realise that their elected representatives are doing nothing to stop them losing all they love and cherish, they will have no choice but to take matters into their own hands. It will only take a couple of attacks perpetrated by these so called refugees to ignite another war of the same ilk as the Crusades. Only this time it will be in our own back gardens. Is nobody listening out there?

A warning to Britons in Spain if the UK votes to leave the EU I HAVE had a lovely long holiday out here but was very surprised at the level of serious discourse and informed discussion on the imminent UK EU In/Out vote. I write as my last chat with other Britons over a drink by the pool rather shocked me.

A British woman who holidays here (52 weeks a year) is keen to leave the EU as ‘the EU costs too much’ but ‘the vote won’t affect me as I live here’.

I had to explain that Britons are only here because we are part of the EU; that allows us to live here, work here, buy houses here and to enjoy free children’s education and pensioners’ healthcare.

Just before I left, on News 24 BBC, I heard a round table discussion with a political economist who specialised in the EU. He said that if, and I fully accept it is an if, we in the UK vote to leave the EU, all Europeans in the UK will lose the right to live/work/reside in the UK and have to leave. Indeed, Dominic Grieve, the former Attorney General, a pro-EU Tory MP, said recently that if Britain votes to leave the EU, two million Britons living abroad will be ‘illegal immigrants’ overnight.

Britons living in Spain/working in Spain/owning houses will be technically illegal immigrants. All the current rights to medical treatment on a EHIC card, or pensioners’ right to free medical treatment or free education for children or the right to work or live or own property in Spain, will go if we vote to leave the EU. UK pensions paid in Spain may suffer the same fate as they did in Canada or Australia; there is no annual increase, the amount is frozen at the starting amount!

The expert on the BBC suggested that as the Spanish government gain so much income from the British it would be unlikely that we would be expelled.

However, just as David Cameron wants to impose a Foreigners Tax in the UK, so the Spanish government would impose a Foreigners Tax on British people in Spain of €2,000 or €3,000 or €5,000 per person per year. The effect of that would be that some 30 to 40 per cent of the British (only living on a state pension) would have to sell their houses as the tax would be too much to pay. The effect of that would be another 30 to 40 per cent decrease in Spanish house prices, which of course, as he said, helps the local Spanish who can-

No excuse for abuse Re: Rugby THE thing about rugger is that decisions are justified or unjustified, there and then [albeit, it appears to take ages] via the old TV ref. The three football referees during some matches, have between them made horrendous decisions, and determined the final result. Because of their arrogance, and ‘the referee’s decision is always final’ rule, you will never see them publicly apologise and say something like: “Sorry, I messed up and your team has been relegated, or missed out on promotion.” But this is not an excuse for mob-handling of and abuse towards the referee, and like the professional ‘cheats’ in the game, when proved, should be banned from playing for at least one season. Not going to happen, though, is it?

ONE doesn’t need a degree in economics to predict that the West cannot prevail. Anyone with the ability to run a whelk stall knows a business collapses when badly run and parasites plunder its assets. The streetwise have already started thinking banking sector. Well spotted.

In principle there is nothing

wrong with the economic potential of any Western nation. However, many such nations face tough times because politicians, in the pockets of the banking elite, are as bent as a dog’s back leg.

The Ukraine, Europe’s largest country, has far more going for it than Iceland does. The oligarchs, today all of them Western rogues, are sucking the life out of that economy.

The result is the Ukrainians are now among the most poverty stricken in the world. Iceland lacks such resources, yet is one of the world’s most successful economies.

Iceland’s economy went awry in 2008 as did that of Britain, the US and the EU. I told you there is no need for a degree in economics to go figure. In much of the West, politicians use taxpayer’s money to reward mismanagement and blatant fraud in the banking sector.

Iceland, on the other hand, detected the reason for their economic collapse. The arrest warrants were issued and banking executives arrested for fraud and market manipulation. The sentences range from four to five years. Get the picture?

Fusion Food and Lounge WHERE flavours, creativity and beauty go hand in hand MANY people dream about moving abroad. Many of us expats living here in sunny Spain have dared to take that step and give that dream a shot.

Fredrik and Kim Kullberg moved to Spain in October 2012, with their five children and four cats, after a leap over to Krabi and Ao Nang, Thailand, between the years 2004 and 2007. They found their way to Nerja in February of 2013, after having all their plans of running a little rural hotel in Almeria spoilt at the last minute.

But with the experience they had of living abroad, they knew not to panic and to just sit down and have a think about what to do instead.

Fusion Food and Lounge is the restaurant they set up together. The doors opened for the first time on Friday, July 13, 2013. Fredrik may still look quite young, but he is no beginner in the kitchen. He started out his career in the middle of the 1990s at Stockholm’s Globe Hotel and Restaurant School. He was a promising student from the start and got to do his training, back then, in Stockholm’s two best restaurants,

each with one-star ratings in the prestigious Guide Michelin, KB (Konstnärs Baren) and Wedholms fisk. He got the chance to continue working alongside his education at KB and didn’t hesitate to take that opportunity. After finishing three years of study, he was offered a job

at KB and worked there until it was time for him to do his navy service.

After that, he worked in numerous, renowned restaurants in Stockholm. He was head-hunted by one of the co-owners (Swedish football star, Tomas Brolin) of the Undici Restaurant when he was opening it in 2000.

Fredrik stayed on there as the sou chef until 2004, when the couple decided to move to Thailand with their three girls. In 2006, he was asked by Mikael Ljunggren to come back and take over the kitchen in his restaurant ‘Ljunggrens’. Fredrik handpicked his own staff and the restau-

rant quickliy became a hotspot for Stockholmers with its modern, slick Asian-styled food.

Fusion Food and Lounge has been open for a little over two years.

The food is an international blend of the various kitchens Fredrik has worked in throughout the years.

When they opened the restaurant, Fredrik didn’t want to be bound to one style of cooking. The focus is, instead, on the quality of the products used to create the food.

Fredrik always makes sure that he sources only the freshest and bestquality produce for his dishes. The winelist, which is constantly monitored and upgraded, consists of only Spanish wines. For them there is no need to take in wines from other countries when Spain can provide them with such a variety of high quality and intresting wines.

The hustle and bustle of parents rushing children into school and the greengrocers setting up shop neatly lining up their crates of fruit and veg.

As I patiently wait for the shutter to rise, the sun warms my back and my eyes struggle with brightness reflecting tenfold from the whitewashed buildings. And there it is, a moment I enjoy every morning, the strong aroma hits you as soon as you open the doors to the Nerja Book Centre - second-hand books. A combination of books stacked neatly on the shelves and some strewn on the floor emphasising how much this shop is bursting at the seams with stock. Some looking like they have hardly been read at all whilst others lay proudly bearing creases down their spine, a symbol that someone

I AM taking a week’s holiday in the UK, which means that my BuddyFit group are being left to their own devices. I am interested to see what they will do with regards to their daily exercise.

Amusingly, I have a WhatsApp BuddyFit Group chat set up and I am viewing the messages they are sending whilst I am away. I am not sure if they know I can see that they are going for runs together on the

paseo and arranging to keep exercise going amongst them. I can also see who is ducking out! This support is crucial. I have found that training people in a small group can have a major advantage over 1-1 training.

• People like to be around others aspiring to the same goals.

• They are less likely to miss their class sessions.

• They are less likely to sabotage themselves when they see others are doing well Whilst I am in the UK, I am catching up with past clients who have become friends. I left them over a year ago after training some for over six years. I did 1-1 training with them. The

only support they had was ME as their trainer. Some of them have taken the bull by the horns and have gone on to do various fitness events. Others have fallen back and found it harder to keep up the commitment without the push from me.

I know that if I had these clients training together they would be more likely to get back on track and succeed.

Therefore I believe My Group Training Method is crucial and adds real value to people’s lives.

How Spain can avoid the perils of another property bubble THE General Council of Real Estate Agents of Spain (COAPI) has put together 10 proposals they believe will keep Spain from another property bubble: 1. Chinese money in the Med INTEREST has soared after dramatic drop in property prices on the Mediterranean THE Chinese look willing to invest heavily in the UK, according to the latest business news from Britain, but there doesn’t seem to have been much interest in the Spanish property market of late… not since the recession, in fact. Or is there?

Reports from the property portal Juwai.com tell a different story.

Apparently this has all changed in the last year as the report published stated that Spain is now the second most attractive Mediterranean country for Chinese investors wanting to pour money into the country and purchase property in this area of the Mediterranean.

It went on to say that interest in investing money into Spanish real estate has soared by

a massive 392 per cent in less than a year.

If this is true, it would mean that Spain is now the number two country within the Mediterranean region that Chinese investors are considering when buying property, second only to Cyprus.

The study points to the dramatic drop in property prices around the Mediterranean as the main factor for the drastic rise in demand by the Chinese.

This is also enhanced by the stability in the European markets, the increased wealth of Chinese citizens and the ‘Golden Visa’ programme in a number of European countries, whereby residency or temporary residency is exchanged for an investment into property.

City living can be a great alternative for expats

WORTH CONSIDERING: Cities offer a vast range of traditional Spanish cultures.

MOST British and Irish people living in Spain never think of city living. For some, the cities offer a different way of life than traditional expat areas such as the Costas.

Taking Malaga as an example, a European Union’s Perception Survey from 2012 showed that 96 per cent of residents were happy living in the city.

Although the survey was published in 2012, it suggests that Spanish cities could be well worth considering as places to live for expatriates.

Cities offer better transport, more employ-

ment opportunities, more shops, universities and much more. They also offer a vast range of traditional Spanish cultures.

So why do many expats avoid them, choosing to live along the coast or in other rural areas?

They argue that one obvious reason for those not speaking Spanish is the language difficulty.

With fewer English-speakers around, ‘fitting in’ is far harder. Along the Costas, socialising can be just like back at home, with plenty of fellow English-speakers and British and Irish-owned bars to visit.

Do they think that we’re stupid?

In my opinion Views of a Grumpy Old Man OK this week there are a couple of random things that need sorting out. Let’s start with alteration charges.

I go to buy a suit. I look in the window and there it is - the very item of apparel I’m looking for. I go in the store and try it on.

Now it’s not a cheap suit. In fact it’s very expensive. Well I think it is anyway.

The trousers and sleeves are too long but I say ‘OK I’ll take it’ and the salesman says fine that will be €xxx and €40 for the alteration. Woah pal what? I’m not paying €40 for the alterations! Why would I want to pay €xxx for a suit that doesn’t fit me? If you want me to buy that suit you have to make it fit me. It’s not my problem, it’s yours.

Now I know that there is massive profit margin in the top end of menswear and it would be common sense to take into account that very few people are a perfect match for their suit sizes, so just work the alteration

price into the suit price. It is different if you are buying something that is in a sale and has 60 per cent discount, but at full price not a chance of me paying one penny more than the ticket price.

Changing the subject – what on earth has happened to product labelling? Do they think we are all raving bonkers? Here are some I have seen: On a box of eggs: ‘Allergy advice: this product contains eggs.’ Err really?

On a fancy dress superman outfit: ‘wearing this outfit does not enable you to fly.’ Honestly, I’m not making this up.

On a packet of peanuts: ‘Warning: this product contains nuts’.

Please don’t laugh! It drives me crazy!

Why do they do it? How about this?

Heinz Ketchup instructions: ‘Put on food.’

How could I have ever worked that out on my own?

Shampoo bottle: ‘Do not shampoo your eyes.’ And this on a bottle of aspirin: ‘Do not take if you are allergic to aspirin.’

I would love to know why they put these most obvious warnings. Is there a government office for this? Or is it left to the legal department to cover themselves? Whoever it is you may all be idiots, but we aren’t.

DGT to test new traffic drones

GERMANY: Drones are already being tested in other EU countries.

ALREADY ground-breaking in their method of policing the roads from the air, the DGT has contracted a Spanish company to create an Unmanned Aerial Vehicle, or ‘drone,’ to monitor traffic.

With many of their helicopters already fitted with the pinpoint accurate Pegasus radar system, the DGT already use their eyes in the sky for speed detection as well as traffic flow and this latest development could revolutionise the skies once again.

However, the current legislation does not allow for the use of drones to monitor traffic, as the pilot of the drone has to be able to maintain visual contact with the aircraft, and so monitoring could only be done on a local level.

That said, it is intended that the first prototypes will take to the air in the

summer of 2016, equipped with a camera to go about monitoring the conventional road network.

There are numerous benefits to using a drone; it is much cheaper to fly than a conventional aircraft and offers a faster response. In addition to monitoring traffic flow, it is hoped that they could be used in emergency and incident response, following exceptional loads, fault detection and (eventually) enforcement.

Drones are already in use by numerous police forces around the globe, often for monitoring purposes, and in America there was a public outcry in 2013 when California’s highways suddenly saw warning signs about law enforcement by drones, although on this occasion it was part of an art project and not real.

The AGM of our community took place last April. I was unable to attend. Now, more than seven months later, I have still not received a copy of the Minutes of the meeting. I ask the administrator when I will get

CREATING A MASS OF COLOUR Annuals, perennials and shrubs look much better when several plants of the same variety and colour are grouped compared to mixing individual plants of various varieties and colour. This is especially useful in large gardens where adjacent large blocks of differently

Harvesting of the trunks is done every three to five years and the stumps grow rapidly again for the next harvest.

These trees are becoming a profitable crop for many families. who had abandoned their vegetable and fruit growing lands.

WIND BREAKS Boundary and internal hedges can be wonderful windbreaks if plants are planted

just 25 centimetres versus 50 centimetres apart. If planted further apart they leave gaps

AT one time fish was thought to be a major cause of skin disease in cats. Now we have all come to realise that the flea is the main culprit when it comes to skin irritation in cats and dogs.

However, not many pet owners are aware that our pets suffer food allergies which can cause dermatological discomfort. In fact, according to Nigel Taylor the Express vet, 1 per cent of all skin problems in cats and dogs are caused by dietary allergies. Allergic reactions may be triggered in minutes, hours or days. Once an allergy to a protein is established, sensitivity is often lifelong.

Most pets will react in some way to incorrect feeding and apart from allergic reactions one can expect flatulence, inconsistent stool quality and large smelly motions. Incorrect feeding can cause failure to put on weight and certainly if the balance of the food is not correct a display of hyperactivity or indeed low activity can result.

Most animals can be assessed by their coat and skin vitality. There is always a possibility that the protein is being utilised for energy with a subsequent loss of health and vitality.

Ritualistic scratching and licking could well indicate that there is an allergic reaction to the food and the eating of grass, twigs and roots sometimes is an indication that the food is not being digested properly. Tissue stealing and fibre based destruction could be another indication that there is a craving for fibre to help the digestive process.

How to keep your cat healthy and happy CATS can be very similar to us. Once you have gained the trust of a cat, you have a friend for life. By following these five basic tips, you should have a healthy and happy cat.

1. Cat naps Cats sleep between 13 and 16 hours a day. They like having a warm and comfortable place to curl up in.

2. You are what you eat applies to cats too.

Poor nutrition leads to health problems. Look for cat food that lists meat as the first ingredient.

3. Good grooming While cats groom themselves it is important to brush them. Make it a ritual.

4. Cats like clean litter boxes Use a dust-free litter that’s free of harmful chemicals, additives and synthetic scents.

5. Playtime Cats love to hunt and play.
