Fire station needed A NEW fire station is to be built in the area of Santanyi/Ses Salines in Mallorca. The news comes after a report noted that most of the fire stations on the island were now more than 25 years old.

Street fight SIX people have been arrested following a street fight outside a nightclub in Palma between two groups.

Two were treated in hospital for injuries.

Epic swim ends AFTER 22 arduous days and numerous setbacks along the way in the chilly waters of the Mediterranean Sea, endurance swimmer Richard Kruger finally came ashore following his successful swim around the 360 kilometre Mallorca coastline.

Greeted by his loving family and friends on the shores of Palma, the 37year-old South African joked: “I think I have a swimming problem!”

Richard’s physically draining and deeply emotional journey came to an

end on Saturday afternoon as he navigated the busy nautical traffic off Palma, only to spot his son jumping in the waves on the beach of Ciudad Jardin, waiting for his dad’s return.

“It took me 22 days, which was a bit longer than expected, but due to weather conditions this is what happens,” said a delighted Richard.

“We were battling the elements for quite a while but, yeah, we finished today.”

SLOT MACHINE FRAUD: Four people have been fined.

‘Games mafia’ accept fines

THE ‘games mafia’ have been fined more than €31,000.

An official and the three businessmen accused of exploiting slot machines without paying rates have reached an agreement with prosecutors to pay fines in return for admitting offences of forgery, fraud and influence peddling.

The prosecutor in Palma initially requested sentences totalling 42 years in prison for the four accused, but the agreement was made to prevent them going to jail.

The official will have to pay fines of €9,078

for fraud and forgery. Two businessmen, who were only involved in the plot to avoid the payment of fees, have been convicted of influence peddling and fraud, and have to pay over €3,000 and €4,000. The third businessman, who worked in the gaming industry accepted that he was guilty of insider trading, fraud, but also embezzlement and forgery and has been fined over €16,000 for installing slot machines in establishments that should not have had them and falsifying documents that said they were installed months later.

Sacked for tying up student A CATHOLIC school in Ferriol has removed a primary teacher after receiving complaints from families about the teacher’s actions.

The Sant Antoni Abad school received reports that the member of staff had tied up a student, aged eight, with a computer cable and put tape over another student’s mouth.

corroborated the story with angry parents approaching the school.

The school’s management did not deny the events and immediately took action.

However, some parents are not happy with one saying they plan to sue the teacher for “molestation of children” before the Regional Ministry of Education and will take

police action “where needed.”

The school said the attitude of the teacher was “totally reprehensible” for which there was “no excuse” as they acted immediately to correct it and make the children feel safer and happier at the school once again.

“What matters are the children,” the school remarked.

A deadly threat

T

HE ease with which two health workers – one in Spain another in the USA – have caught Ebola is worrying.

Both were caring for patients with the deadly disease and were supposedly protected to the highest standards by modern protective gear and strict medical protocols.

Simply put, they should not have caught Ebola. But what was the first thing Spanish politicians did when criticism started to fly their way? They accused the nurse victim of lying and heaped all the blame on her, even as she lay seriously ill in hospital. Do they never learn?

The Spanish public has, quite rightly, been outraged by the smear campaign, viewing it as yet another example of the selfserving nature of politicians of all political spectrums.

Smell of pot leads to police raids...

THE strong smell emanating from marihuana plants on the terraces of two houses in Palma's neighbourhoods led to numerous complaints to police.

Local police officers found two plantations as a result. The first police action occurred in Calle Isidoro Antillon where officers found marihuana being laid out to dry in

the attic of the property.

The owners, aged 44 and 50, said it was for their own personal use.

Another complaint was registered against a house in Calle San Vicente Ferrer where agents found bags of marihuana in a storage room. The Argentinian owner also assured officers that the marihuana was grown

Rescued by sea A MAN who fell onto rocks as he was fishing in Punta Nau, Formentor had to be rescued.

The man, in his 30's and a resident of Pollenca, fell on to the rocks. Fire rescue teams from Inca and Soller were mobilised to aid in his rescue. In the end, he had to be taken by sea in a marine rescue boat to the port of Pollenca where an ambulance was waiting to take him to hospital.

Small businesses want protection THE Federation of Small and Medium Sized Companies Mallorca, Pimem, has introduced a new territorial board of entrepreneurs.

They aim to strengthen ties with the sector before the the new Law on Trade comes into force.

Bulldoze plan for social homes PALMA City Hall has proposed the demolition of the eighth block of social dwellings in the Camp Redo to continue a project of integral rehabilitation in the area.

Councillor for Urbanism, Jesus Valls, explained that this ruling shall be put forward for approval

at the next Baleares Government meeting, along with a budget provision, which would be of €508,000 to pay possible indemnities.

Most of those living in the apartment block are social rentals.

If approved demolition work could begin in early

2015, he added.

Valls reassured that the council has “reached agreement with each and everyone of the owners” and all agreed the block is in “a very bad state.”

It's demolition would allow the City Hall to continue with its plan for regeneration of the area.

9,000 cruise Keeled over passengers IT was a busy weekend in Palma as four cruise ships arrived in port simultaneously bringing some 9,000 tourists.

The Aidavita, Norwegian Epic and Thomson Dream are well known in the port, being regular visitors and were joined by the Aidamar from northern Europe where it has spent the summer.

A TEAM of divers and a support vessel helped right a boat that had overturned by Sant Elm beach.

The 40ft boat was anchored at sea but began moving towards the shore after breaking moorings at a local hotel. Crew told officials it was fast approaching the rocks.

Andratx authorities cordoned off the area fearing a fuel leak but an inspection revealed the hull was in good condition.

The facts about Ebola

With the huge outbreak of Ebola in West Africa having reached Spain some people are panicking because they want to know more about this deadly disease, so here are the facts on Ebola.

What is Ebola?

Ebola is a virulent virus that is notorious for its low survival rate. The virus usually develops into a full-blown disease called ebola haemorrhagic fever (ebola HF) or ebola viral disease (EVD).

Where does it come from?

The disease was first recognised in a part of Africa called Zaire in 1976, now renamed the Democratic Republic of Congo.

Monkeys and apes are known to have the virus but the biggest host of ebola is the fruit bat.

The huge leap from animal to human disease is thought to have come from the common custom in Africa of eating bush meat.

Ebola is transferred through contact with blood or bodily fluids.

What are the symptoms?

Ebola frequently begins between two and 21 days after contact with any of the following symptoms: a high fever, intense weakness, headaches, muscle pain and a sore throat. Followed by vomiting, diarrhoea, a rash, kidney and liver problems and bleeding.

In some patients the dying

moments can be very painful, as the disease attacks connective tissue in the skin and internal organs, leading to massive internal and external bleeding.

How is it transferred?

Ebola is transferred through contact with the blood or bodily fluids of the infected person. It is similar to HIV in the fact that it is not an airborne disease. It

is, however, extremely contagious and can also be caught from infected animals, or during burials when people sometimes come into contact with the deceased.

Survivors of the disease are still infected and it has been known that it is possible to pass on the disease by sexual intercourse.

Is it always fatal?

The fatality rate on average is 50 per cent but the rates can vary from 25-90 per cent when the disease has reached its pronounced stage. Survival rate is low and there is still no knowledge as to why some people die and others survive.

Since the last outbreak began, 70 per cent of infected people have died.

How can it be prevented or treated?

There is no vaccine for Ebola.

The only medicine is a drug called ZMapp and intensive treatment for fluid loss.

ZMapp, however, is still in experimental stages and has

not undergone clinical trials to check its safety and efficiency.

How dangerous is it?

It is classified as a Level 4 biohazard, regarded as the most dangerous and requiring decontamination for those who work with or come into contact with it.

Myth not fact Contrary to popular belief, it is not a flesh-eating disease like MRSA (methicillin resistant Staphylococcus aureus).

The disease can be contracted by eating undercooked meat: this is not true. It can only be contracted by bodily fluids and eating meat that is contaminated.

Ebola victims rise from the dead like zombies. Again fiction not fact; this is all internet and social media hoaxing tricks.

This contagious disease, like any of its nature can lead to panic, fear and violence.

Misinformation and lack of the correct facts can be more dangerous than the Ebola virus itself.

Walking together for breast cancer HUNDREDS of people, mostly women, took to the streets to take part in a solidarity walk against breast cancer organised by the AECC cancer charity.

Celebrating its fifth edition, the Walk for Breast Cancer went from S'Escollera off the seafront

along the beach of Can Pere Antoni, Portixol and el Molinar before finishing in Ciudad Jardin.

Participates paid €6 for a t-shirt, scarf and glasses as AECC aimed to raise the importance of early detection and for women to have regular mammograms.

Men also took part in the event, including Jose Manuel Minguez who walked in honour of his wife who was diagnosed 18 months ago and beat the disease.

“At first it was very hard but the disease has united us more,” he said.

Street cleaning problems mount up in Palma IT was one of the strong electoral promises of the PP government team in Palma but residents complain the city is dirty.

The are denouncing the lack of cleaning services reporting piles of waste, pallets and furniture, rats and dog excrement around the city.

Emaya is the company hired by the council to carry out cleaning services

but they say they need more funds to get more workers. A member of the CSIF union said: “Those who manage the resources do not have the necessary qualifications for such work.

Shortages in cleaning staff combined with inappropriate organisation; the result is catastrophic.”

Emaya said their fleet of vehicles work almost 24 hours a day.

Manacor’s mayor aims to please MANACOR Mayor Antoni Pastor has announced a package of cuts in taxes and municipal fees.

Shoreline cleaning CLEANING boats has removed 46.9 tonnes of waste from the shoreline, 23 per cent more than last summer as 10 extra boats were added to the fleet.

There will be a 3 per cent drop in the IBI property tax, a 30 per cent reduction in construction tax “with the aim of encouraging reforms,” a 5 per cent cut in capital gains and a 3 per cent reduction in rubbish collection rates.

Insolvencies decrease THE number of declarations of insolvency presented by companies during the second quarter of 2014 registered a 28.3 per cent decrease year-over-year, totalling 2,133, while evictions increased by 3.7 per cent compared to the same period in 2013, totalling 18,749.

Data from a report on the effects of the financial crisis on judicial bodies released by the General Council of the Judicial Branch (CGPJ) show that this is the lowest number of declarations of insolvency registered since the fourth quarter of 2011, when they totalled 2,124.

Catalonia ranked first in the number of declarations of insolvency, with 455, which is 20.9 per cent of the national total.

French movement theatre in Palma 40th anniversary FRENCH theatre company Théâtre du Mouvement is starting its 40th anniversary commemorative tour in Palma.

The performance tomorrow (Friday October 17) at the Principal Theatre in Palma at 8pm, coincides with the exact date of the group’s first performance in London 25 years ago.

Artistic director of the Principal Theatre, Pablo Lopez, stressed the “extraordinary reputation” of the French company, and in particular, the director of the show, Claire Heggen, a professional who, in the words of Lopez, “is on top of the world in physical

theatre.”

‘Encore une heure si courte’ which can be translated as ‘Again such a brief moment’, is “a show that does not narrate a preconceived story, but produces an aesthetic and a different vocabulary for each viewer” as explained by the director of the play.

Palma beach to improve community policing PLAYA DE PALMA police have strengthened the

direct contact and interaction with the local

hotels in order to improve safety in the area.

Head of Public Safety, Guillermo Navarro, said that improving security in the area “involves direct collaboration among those responsible for tourism establishments, businesses in the area and police.”

Following a pilot scheme in April, a Police Service Relationship will be established with a special police officer assigned to the unit of District Police.

The officer will specifically work the coastal area to improve police presence and build confidence and relationships between tourists, residents and businesses.

A breath of bad air for 16.8m NEARLY 16.8 million people in Spain breathe air which has pollution levels exceeding the legal limits established by the European Union.

This represents roughly 36 per cent of the population. However, the percentage could be even higher – 95 per cent – if World Health Organisation standards are taken into consideration, warned Ecologistas en Accion, a confederation of more than 300 Spanish ecological groups, in its annual air quality report.

According to international health authorities, the number of premature deaths in Spain total 20,000 a year as a result of complications resulting from air

pollution, said a report co-ordinator.

Landfall for round Mallorca swimmer From Front Page Richard’s emergence from the water and subsequent beachside celebrations were the culmination of an idea that was planted in his head 11 years ago following the tragic death of his brother.

“The idea started 11 years ago when my brother unfortunately passed away while I was working on the island here,” said Richard. “I couldn’t leave the island for about two days and friends of mine took me to a quiet little beach on the island and I had this crazy idea while I went for a swim to actually swim in my brother’s name around this island one day.”

So began a programme of endurance swimming and training that would lead Richard to Ciudad Jardin beach at sunrise on September 20; the starting point of his epic journey.

The original idea was to swim for six hours a day and complete the challenge in 17 days.

member to enter a room if they refuse to do so, the truth is that a health professional is in theory obligated to provide care to anyone who is sick.

As of right now, it is not completely clear if the protective suits and the protocols put in place are adequate, she said. If health professionals feel they are being forced to work under inadequate conditions, they could denounce the administration for a public health offense,

remarked Gonzalez, adding that not even the Regional Health Department can be sure that the protocol is foolproof, so no one is forced to do anything against their will.

A member of the hospital staff said: “I know many are making excuses. They say they have their period, that they are dizzy and that they have claustrophobia.

People cannot work when they get anxious and nervous.”

The members of the hospital staff who have been treating both Romero and the isolated patients are being given psychological counseling to help them cope with the stress they are under.

Tax reform raises concerns SPAIN’S ombudswoman Soledad Becerril has voiced her concern over a tax reform approved by the Congress of Deputies.

The reform increases taxation on home sales and could have an impact on property sale prices, it is thought by industry insiders.

Becerril requested information from the Secretary of State for Finance regarding the elimination of adjustment and abatement coefficients in the Spanish personal income tax, known as IRPF, which could lead to increases in taxes levied on property sales.

The ombudswoman

asked if there were plans to adopt an amendment to the reform, which would alleviate its effects in the case of people – retirees and unemployed people, for instance – who are forced to sell their homes due to a difficult economic situation.

The elimination of adjustment and abatement coefficients could have an impact on the real-estate sector, said the ombudswoman in a document submitted to the Ministry of the Treasury, and warned that the changes could lead to hasty property sales and alter prices.

Almeria ups the fight against deadly Ebola

ALMERIA’S health workers are to receive protective suits and training to safeguard them against diseases of high biological risk including Ebola.

The 345 protective suits which include goggles, masks, gloves and boots are to provide a barrier against the spread of Ebola for staff in the region. Torrecardenas will receive the largest number of suits, as it is Almeria’s referral hospital for any suspected Ebola cases. Other hospitals to benefit include Huercal Overa’s Inmaculada hospital, Poniente and El Ejido, as well as a number of health centres.

NINE Torrox families have been allocated funds by the Junta de Andalucia to restore their homes. The funds will help improve the quality of life of the beneficiaries, said Urban Planning Councillor Maria Estrella Tome.

Power company looks to the US IBERDROLA plans to buy foreign assets in order to boost profits.

Europe’s economic crisis, Spain’s energy reforms and cuts in renewables all affected earnings and reduced Iberdrola’s profits by €1.39 billion since 2011.

The Spanish multinational has now hired JP Morgan Chase & Co to sell mature wind farms and solar plants to raise up to €2 billion for US acquisitions,

insiders revealed.

Morgan Stanley is also exploring the sale of a minority stake in Iberdrola’s Spanish distribution network, cutting exposure in Spain and freeing approximately €3 billion for investment abroad.

SPAIN’S tax authority denied knowledge of ‘opaque’ credit cards used

by Caja Madrid and Bankia executives.

After the credit card spending came to light, Pablo Abejas, former director general for Economic Affairs in Madrid’s regional government, came clean. While at Caja Madrid he used his card for €246,700 of personal spending, he admitted.

He and 85 others at the bank, which later became Bankia, ran up an untaxed €15.5 million between 2003 and 2012.

The cards were a source of untaxed income and both Hacienda and the Bank of Spain were aware of the situation, Abejas

maintained.

Beneficiaries of the cards included Rodrigo Rato, a former Cabinet minister who headed IMF between 2004 and 2007. He became Bankia president in 2010, remaining until 2012 when the bank needed Spain’s biggest-ever bailout of €19 billion of taxpayers’ money.

Rato has repaid all he spent but many fellow executives insisted they were assured everything was above board.

Following Abejas’s revelations, there were a rash of Bankia resignations and Hacienda announced an investigation into credit card use at every company quoted on the Ibex 35 which lists Spain’s 35 leading stocks.

YPE ‘cute’ or ‘adorable’ into Google and see what appears; a barrage of delightful images depicting little kittens and puppies looking ever so endearing.

No matter what you think about our furry little friends, who tend to shred sofas and poo on public streets, these little creatures have the potential to pull in the big bucks. They seem to melt the heart of even the toughest of folk.

happened to pass by a new funeral home close to my neighbourhood. I was initially taken aback by how small the coffin in the window was and thought it was in pretty bad taste to display a child’s casket in such a public way.

But it wasn’t small because it was for a child it was for an animal. Pet owners nowadays are so devoted to their pets that they apparently fork out a lot of money to bury them too!

Oversized kitten eyes and chunky puppy paws are attributes that have massive earning potential.

And pet owners like you and me can climb aboard the gravy train as more and more companies, apart from Andrex loo roll, are now capitalising on the emotional value of animals.

It does seem to help, however, if the animal is exceptional in some way.

Take Grumpy Cat. This cranky-looking pet suffers from feline dwarfism - a

condition that gives her a permanent frown - and people around the world have gone mad over her.

So much so that she is now an internet sensation and has made her owners a lot of money by lending her face to branding as well as her own book deal.

Animals are so much indemand nowadays for marketing and much more, that pet modelling agencies and pet agents actually exist.

The old saying may go, “It’s a dog’s life.”

More than suggesting that pets are the snoozy freeloaders in the family.

But if a pet has some quirky or cute potential, remember that, that very same slacker may also have the power to pull their weight and even have a higher earning potential than its owner.

Dare to speak out to ensure justice is done RECENTLY we were asked to assist a neighbour to take his animal to the vet as it had been attacked by a local youth and his German shepherd.

The youth had beaten and kicked the little three or four kilo dog and encouraged his own dog to attack it for no apparent reason.

Our 80-year-old neighbour begged the youth to stop but was answered with verbal abuse. Following the visit to the vet the little dog died from his injuries.

The reason for this letter is to encourage people to report abuse to animals or other human beings and not be afraid to do so. Those responsible for terrible acts of violence and cruelty need to be brought to justice and pressure needs to be applied to the authorities to ensure justice is done.

The vet, Juan Manuel Taboada of Veravet in Vera, who gave his time freely and assisted the elderly neighbour to denounce the youth, deserves our support for his actions.

His main concern is to stamp out cruelty by raising public awareness and he is passionate about this cause. The elderly man could not have achieved this ‘denuncia’ without the support of the vet.

Please be proactive if you witness acts of cruelty. Don’t turn away: denounce and help to stop this evil!

have a significant impact on them.

Mr Wood says that “pampered western cultures have to cut back on quality of life.” That, in my humble opinion, is a very general outlook which indicates he has no idea that there are many UK pensioners living on or below the poverty level who deserve as much assistance as those he would seek to help elsewhere in the world.

Numerous UK pensioners who will die alone, cold and hungry this winter won’t be able to follow Mr Wood’s edict: “We shall have to tighten our belts for a long time yet.”

I'm not blind to the suffering elsewhere in the world but the UK donates a fair bit in foreign aid and, at the end of the day, charity should begin at home.

biopsies of varying degrees, followed by treatment. In addition I also used to have a forehead that looked like a red traffic light, which is now clear, again after treatment.

Incidentally, I was informed that these occurred during my youth when I was eager to acquire a tan. I am now 83 years old, so beware! It can catch up on you!

As a matter of interest, these problems originated in the UK but were not dealt with.

However, during all of these operations and treatments, which were carried out by the Dermatology Department, I

cannot express enough my gratitude to all the doctors and staff for the patience, persistence, politeness and above all the professional approach that I received.

Oh, I realise he’s entitled to his opinion and I respect that. But goodness me, to describe the statement “pensioners deserve better” as “foolish economics and populist nonsense” suggests that he is out of touch with reality.

He tells us what we all need to do to improve life for those elsewhere in the world but there are many less fortunate than he who do not enjoy a particularly good quality of life. Axing the Winter Fuel Allowance would

I was gobsmacked by Deirdre Baxter’s letter praising the fine slapped on Parcheesi players who incensed their neighbours in central Malaga by playing until 2am.

Needless to say, I was not remotely surprised by Deirdre Baxter’s reaction which is what I’d expect from a certain type of fellow-Brit.

This was once proudly proclaimed the noisiest country in the world after Japan. Anyone who lives in Spain knows you must take the rough with the smooth and the peace with the racket.

VER the years I thought I had become hardened to images of atrocities and man’s inhumanity to man.

Not so. The email I received this week contained subject matter that turned my stomach, almost to the point of heaving up lunch. The photos depicted the sub-human members of the so-called ISIS carrying out unbelievable acts on the victims of their evil war on humanity.

Please don’t refer to these people as animals. No member of the animal kingdom would commit such barbarous acts on one of its own kind. If you can’t abide jottings, descriptive of bloodthirsty cruelty, turn away now.

The email pics depicted rows of severed heads on railings,

Kneeling men, actually in the act of being beheaded by knife-wielding lunatics. Rows and rows of men being executed with gunshots to the back of the head. Crucified, beheaded men, with their eye-

gouged heads slung around their waists on pieces of string.

Need I go on?

These people, (and I use the term with great reluctance) really must be stopped, by whatever means lie at the civilised world’s disposal.

Anything less than our total combined commitment to their

annihilation is completely unacceptable.

If we have to put boots on the ground, so be it. If we allow this bunch of Satanists to continue, we are complicit in throwing humanity back to the Dark Ages. Notwithstanding any disillusioned individual that goes to join their ranks, thereby condoning their actions.

Anyone who returns to their country after taking part in this despicable conflict, deserve nothing more than heavy incarceration for the rest of their natural lives, and certainly no access to ‘human rights’ for the duration of their miserable existence. Any member of their families or friends seen to protect or assist them should suffer the same fate.

There is NO excuse for this barbarism. It is just about as far from religion as you can possibly get. Believe me, when the Muslim leaders, including those with extreme views,

come out in condemnation of this outrageous bunch of barbarians, you can be assured that they really are an unprecedented force of evil that must be stopped - no matter what the cost.

Those who have managed to peruse this blurb will remember that over two years ago I wrote that our esteemed party leaders should beware of the rise of UKIP in the political portals of power. Oh, how the ole boy was scoffed at and ridiculed for this ‘ludicrous’ opinion. What say you now, oh ye of little ‘Leaper’ faith?

Time to be seen to be actually doing something, Dave, or in less than a year you could be sticking your head between yer legs and not only whistling your goodbyes to Number 10, but allowing the worst Labour party leader in history to be calling the tune.

Succession Tax Ruled Discriminatory THE European Court of Justice released a ruling in September stating that Spain has failed to fulfil its obligations to have a fair and equitable inheritance and gift tax regime. As a result of the ruling Spain will have to change its succession tax laws, though we do not know yet how and when.

This story dates back to 2010 when the European Commission requested Spain take action to comply with EU rules in regard to inheritance tax provisions. Spain tweaked its laws but not enough to make them fully compliant with EU law. When no further amendments were made to the legislation, the Commission referred Spain to the Court of Justice in October 2011.

The Commission argued that the rules were discriminatory because they require nonresidents to pay higher taxes than residents, and this violates the free movement of people and capital within the EU.

By Peter Worthington, Senior Partner, Blevins Franks In Spain, inheritance and gift tax (“succession tax”) is governed by both the State and the Autonomous Communities.

There are 17 Communities in Spain, and each has the right to amend the State rules to make them more beneficial.

Several Communities have made significant reforms to their succession tax rules. There has been a general trend towards substantial reliefs and increased allowances, resulting in almost total exemption from succession tax in certain cases.

For example, here in the Balearics, the allowance for spouses, descendants and ascendants is increased from €16,000 under the state rules to €25,000. The main home relief is also increased from 95% to 100%, up to a maximum of £180,000 (the maximum is €122,606 under the state rules). With the main home relief, under both local and state rules, the recipient has to keep the house for 10 years.

The system is complex. The rules within each Autonomous Community vary, and different allowances and different rates can apply. However, one thing is certain: for the rules of a particular Community to apply, the deceased must have been habitually resident there for the preceding five years.

Otherwise the state rules apply by default.

Currently, non-residents cannot take advantage of the

favourable Community rules.

As a consequence, higher taxes, often significantly higher, will be payable than if the individual had been living in Spain.

It remains to be seen how Spain will change its succession tax laws so they no longer discriminate between residents and non-residents.

There was a similar situation with capital gains tax prior to 2007 when residents were charged 15% and nonresidents 35% (2006 rates).

The EU succeeded in getting Spain to end the discrimination, and while it did begin charging everyone the same rate, residents suffered as their rate increased to 18% (between 21% and 27% in 2014).

British expatriates also need to bear in mind that while they may end up with lower Spanish tax liabilities if Spain changes its laws, you still need to

consider the UK inheritance tax implications. Mitigation of the Spanish taxes may be academic if you still have the UK tax to pay.

When considering inheritance tax planning, UK nationals should seek advice from an expert who is knowledgeable and experienced on the tax regimes of both Spain and the UK and how they interact.

An independence overdose WITH less than a month before the hypothetical date for Cataluña’s disallowed ballot on whether it wants independence, the Spanish outside the region are already weary.

They are also baffled by the word-search of initials corresponding to pro-independence parties: CiU, ERC, ICV and CUP. As well as the two national parties, PP and PSOE, the Spanish are familiar only with CiU, the alliance of two centreright parties that governs Cataluña.

The rest mean little, although they have grown used to ERC also because the leftwing republicans shore up CiU which lost its overall majority in the 2012 elections. The party was kind enough to do the same for the PSOE and Jose Montilla after the regional elections of 2006.

The trouble with favours is having to repay them and at least losing the 2010 Catalan elections allowed the PSOE to get shot of ERC and the separatist demands of Oriol

Minister Alberto Ruiz-Gallardon, too. Double whammy.

Vested interests MIGUEL ARIAS DIAZ CAÑETE had a rough ride when questioned by the European Parliament prior to his appointment as Energy and Climate Change Commissioner.

His assurances that he divested himself of his oil industry interests by putting them under his brother-inlaw’s control sounded lame but only to be expected from a Spanish politician. Instead MEP Matthias Groote, put his finger on

Diaz Cañete’s real problem: “His record as a minister in Spain shows how little he implemented the measures which he now so strongly defends.” There’s the real conflict of interest.

‘It’s who you know...’

EXEMPLARY of Spain’s state lawyers to appeal against a businessman’s one-year suspended sentence for defrauding Hacienda of €187,881 in value-added IVA. He is now serving a two-year sentence, unlike many who swallow millions but still walk the streets because of their connections.

RECENT questionnaire asked 2,000 adults aged 18 to 65 what things needed to be done ‘before you die.’

The 50 top answers ranged from ‘Visit at least 25 different countries,’ ‘Find true love,’ ‘Have a one-night stand’ (both, presumably, not at the same time!) to ‘Try an adrenalinepacked activity such as sky-diving.’

One instruction, though (‘Spend time with children, even if they aren’t yours’) could have completely unforeseen results. Think Operation Yewtree! Like leading you to doing time, and/or getting placed on a register - if the children aren’t yours (and maybe even if they are!). Facetious though it sounds, it’s nonetheless true that you mustn’t enjoy children’s company nowadays. What a sad reflection of our times…

motionless on a bed? An alternative way of treating each day like your last would be, of course, never going to work. Or undertaking any of the recommendations. And splashing all your cash on one final shopping trip.

But what a daft, contradictory list! If you did some things (those related to reckless spending, for example), you couldn’t do others (leave bequests to your family).

Basically, all it amounts to is a recipe for selfish, anti-social, hedonistic/narcissistic behaviour.

I’d hate to know someone who’s done everything on the list. (‘Stop worrying about money’; ‘Use money on experiences rather than saving for a rainy day’; ‘Have an allnight drinking session’; ‘Date someone exciting but completely wrong for you,’ ‘Snog a stranger’ and so on.) I don’t think that’s what a fulfilling life’s all about, do you?

In fact, we all know some well-off, pleasure-seeking types - and they’re invariably the self-centred pub bores. They often have difficulty controlling their weight, too. One of the drawbacks of the ‘me, me, me’ approach to life - and no doubt why the

‘Lose a stone’ instruction was also included.

What happened to moderation, thoughtfulness and, umm, common sense?

Well, if you’ve counted them all up and there’s nothing left to do on the list, you must have been having a whale of a time!

So what now? Start another ‘bucket list’…

Red tape is a damp squib...

LAST night I read a statement from the Mallorca Cricket Club which actually made me exclaim out loud. The Bonfire Night party which was scheduled for November 1 and had been going for 20 years has had to be cancelled due to “unforeseen and difficult circumstances”.

Over the years the event has grown and grown and has pulled in the support of some big businesses on the island and of course the helping hand of the local council, but that doesn’t seem to matter to the central government in Madrid which has clamped down on the particular requirements for any public gathering over 3000 persons.

Rob Hughes, Honorary Secretary, Frank Leavers, the Chairman, Eric George, Club Captain and Andy Diamond, Club Treasurer, made this statement: "We were advised last Thursday that a number of new measures would have to

"Indeed, if the weather should be against us over that weekend, it could be ruinous for the club given all the extra measures that would be needed for Bonfire Night to go ahead.

"Over the years we have prided ourselves on the fact that we have always kept entry prices low so that Bonfire Night was genuinely a family night out.

You are positively encouraged to “dance with the demons”!

As the overall future and new location of the Cricket Club still seems to be uncertain this event would also have brought them some precious funds.

What a shame, for them and for us, that we have probably now seen the end of an era, not with a bang, but fizzled out, like a damp squib

New legal warning on heirship rules for British owners of Spanish property Take action now to ensure your overseas property goes to your loved ones, says Stone King’s Dan Harris

F

OR decades Brits abroad have been immune to Spanish forced heirship rules that determine who gets someone’s property when they pass away.

That’s because Spain has allowed the law of a person’s nationality to govern the devolution of their property. But this is all set to change in 2015 when attempts to simplify succession law across Europe come into effect.

From August 17 next year a person’s ‘habitual residence’ and not their nationality will determine who gets what when they die. The impact on affected families who don’t take the appropriate action could be devastating.

The changes will mean that the devolution of the property of foreigners (including Brits) living in Spain will be subject to that country’s domestic law, not British law.

In most civil law jurisdictions like Spain an individual’s property is subject to forced-heirship provisions.

This means that the legal system of the state where the property is situated decides who receives your property

when you die.

Put simply, your will is likely to be (at least partly) ineffective if it conflicts with forced-heirship rules.

Instead your children, including estranged children and children from previous relationships, could inherit your property on your death ahead of your spouse, regardless of your wishes.

The good news is that the new regulation contains provisions that have the potential to protect British owners of Spanish property.

After August 17, any British national who has property in Spain - and who has taken appropriate action before their death - can avoid the default position of the law of their habitual residence governing the devolution of their estate by instead making a formal election for the law of their nationality to apply.

The ‘appropriate action’ is to make a nomination in a will which is valid in the state where the property is situated, stating which law will apply to your property.

As Spain has adopted the provisions of the 1961 Hague Convention on testamentary dispositions, your English will is as valid in Spain as a Spanish will, and arguably, as English law is being applied, an English will may be more appropriate.

The nomination can and should be done now to avoid problems should you lose the mental capacity to make a new will before August 17 or forget to do so.

That way you can ensure that your overseas property passes to your loved ones.

Missing parrot returns speaking a new language A MISSING parrot recently reunited with its owner picked up a totally different language on its journey.

Nigel, the African Grey parrot went missing from his home in Torrance, California, for four years before being reunited with his loving owner Darren Chick, an expatriate living in the United States.

After losing a bird herself and someone bringing in Nigel, an animal loving veterinarian was

determined to reunite the parrot with his owner. She was able to track Darren down and bring the duo back together.

But one thing had changed significantly, the language that Nigel spoke was no longer English.

Before going missing Nigel spoke English with a British accent; however, he came back four years later speaking Spanish!

Owner Darren has no idea where the Spanish has come from but is glad to have him home, safe and well.

A BEHAVIOUR problem is really any behaviour shown by a dog that people find a problem!

People vary in how much they tolerate different behaviours in their dogs, so what some people regard as a ‘problem’, others can be quite happy to live with.

Over two millennia man has created and perfected thousands of musical instruments. He has yet to create a single one to equal the charm of a woman’s sweet melody.

If we were to remove the inspiration of woman that stimulates art, poetry, literature, sculpture, music, then our galleries, libraries and theatres would be eerily empty.

Man is overawed by the greatness of nature, yet never so spellbound as when witness to the process of reincarnation at the birthing bed.

A glance through the history books is

all that is necessary to suggest that true power, not just behind the throne but on the throne, is woman power.

England remembers its hapless and cruel kings, but fondly remembers the perhaps mythical Britannia.

Boadicea (first century AD) was the only British leader to humble the

Roman Empire.

Her French counterpart, Joan of Arc (1412-1431), before meeting her fiery fate, humbled the English.

England’s monarchy stretches back over a millennium, yet the two monarchs that immediately spring to mind are Queen Elizabeth I (15331603) and Queen Victoria (18191901). Arguably, the first was the genesis of the British Empire; the reign of Elizabeth I certainly elevated England to world power status for the first time.

During the reign of Queen Victoria, the empire, which, before her reign was no more significant than that of competing continental powers such as France and Spain, became the world’s greatest empire. She was crowned Empress of India, the only such title bestowed upon an English head of state.

Taking one country in isolation hardly makes a point. Russia’s Peter the Great is revered but Catherine the Great (1729-1796) more so. Her domestic ambitions westernised and modernised Russia. During her reign Russia became the world’s largest country and was to span three continents.

Spain, Europe’s most machismo nation, was unified by its one notable monarch, Queen Isabella I (14511504). During her reign, Spain achieved world power status to rival that of England. The Spanish monarch sponsored Christopher Columbus, who, whilst not necessarily discovering America, certainly founded it.

The enormous 800-year power of the Austro-Hungarian Hapsburg Empire, Europe’s longest lasting dynasty, was consolidated by Maria Theresa of Austria (1717-1780).

Mankind’s odyssey has been lanternlit by women, not all of them were monarchs. The roll-call of worldshaping women is impressive: Cleopatra, Helen of Troy... In all fields of activity, whilst women don’t dominate in numbers, they do take the podium of bringing about great change, mostly for the good.

Researchers at the University of Granada in Southern Spain, say the light emitted by such devices affects the body’s metabolism. Our bodies need to be in pitch-black to produce the right levels of melatonin which is involved in regulating the conversion of food and drink into energy. Light disrupts this process and prevents food being burned off efficiently. Using a computer or smart phone at night can also lead to an increase in weight as a study between the blue light emitted by electronic devices found that it leads to an increase in hunger. In a separate US study, it was found that exposure to the light increases hunger levels for several hours and even increases hunger levels after eating a meal.

Bikinis being blamed for skin cancer increase THE bikini is being partly blamed for an increase in skin cancer after a rise in cases of 400 per cent between the 1930s and 1960s.

In the 1920s the amount of women’s skin exposed when in swimwear was 20 per cent, but after Louis Reard invented the bikini, that rose to 80 per cent.

Now, modern-day bikinis expose over 90 per cent of women’s skin and with greater exposure there comes BIKINIS: Skin cancer has increased since their invention. a greater risk of melanoma.

Researchers at the New York University’s Langone Medical Centre have been looking at 100 years of Cases of the deadliest skin cancer rose from 1,800 in swimwear and its relation to skin cancer.

The cloud of cancer approached on a beautiful sunny day This week The Euro Weekly News begins a regular column chronicling the journey – both emotional and physical – of a breast cancer sufferer.

Expatriate Erica Russell Watson will take us with her and share her thoughts and experiences as she comes to terms with an illness she was only recently diagnosed with.

It is one that affects more than one million women worldwide each year. Her story is unfortunately a common one in many homes around Spain and the world; a story of pain, disbelief, heartbreak, laughter, tears and spirit.

Screening and early detection is essential in the fight against breast cancer and organisations around Spain stress that being diagnosed with breast cancer does not necessarily equal a death sentence.

We hope that Erica’s story will strike a chord with readers and perhaps also inspire women to get screened at their nearest clinics in order to combat this disease; a disease that can devastate the lives of not only sufferers, but also their families and friends.

But it is important to remember that there is hope, and many women have, with just the same courage and dignity shown by Erica, faced up to the illness and come through it.

We wish Erica all the best, our thoughts are with her.

August 2, 2014: Yet another beautiful sunny day and I was looking forward to playing ‘padel’ when I noticed a strange sensation in my right breast and a thickening of the skin around the areola coupled with a slight discolouration and change in texture.

I started to investigate, feeling my breast for abnormalities or lumps. I couldn’t find anything discernible and moved up into my right armpit when suddenly I felt a large hard lump. The lump did not hurt and as I didn’t have a temperature I was sure it wasn’t an infection.

My alarm bells sounded so I went to Urgencias at the hospital (A&E). If I am honest I was fairly positive that the signs were not good and suspected breast cancer, not because I am a negative person but because I am a realistic person. Having done some initial research the signs were not consistent with more minor illnesses.

Once in Urgencias I explained my findings and the doctor examined me. She could not find a lump in my breast, quite a large surface area to cover!

But did feel the lump in my armpit and noted the strange skin texture. She referred me directly to the Breast Unit in VélezMálaga where I went for a scan and mammogram on August 12. The doctors didn’t like the look of what they saw and I was back in two days later for a biopsy.

27th. Being August in Spain, everyone was on holiday so I just had to wait. I was not expecting good news, it was just a feeling I had as I knew something wasn’t right; we all know our own bodies.

This is an important point and one I will revisit later. Listen to your body and your instincts, no matter how qualified the people are around you, never be afraid to question medical staff. They are only human after all and you may spot something they might overlook.

I sat in front of the doctor and waited for the news. He calmly reviewed the findings with me and confirmed I had Grade 2 cancer in both the sample taken from my breast and the one from my armpit-lymph node. My attention drifted slightly as I listened to an inordinate amount of information over the ensuing hour-and-a-half.

I accepted the infor-mation and came away strangely calm.

The main impression I had was that this wasn’t something to worry about and that there were a series of steps to go through. Firstly, surgery to remove the tumours and then depending on the results, chemotherapy and I just radio-therapy. I always cope knew better when I have a plan of that action. One in five Spaniards suffers chronic pain ONE person in every five has chronic pain with this problem being the main symptom of 42.8 per cent of patients who arrive at the Emergency Depart-ment of Spanish hospitals.

According to the Spanish Society of Pain, chronic pain is considered by the World Health Organisation (WHO) as a disease and, therefore, treatment should be a right with

the problem significantly reducing the quality of life of sufferers from their social to work life.

According to the Spanish Society of Pain, 54.9 per cent of the population has suffered pain in recent months and, taking into account headaches, postoperative and cancer pain, this percentage rises to 61.5 per cent.Women, aged over 60 are the most

affected, but 35 per cent of patients say they suffer throughout their life. The most common is lower back pain.

The Spanish Society of Pain said that 58 per cent of patients believe that therapy is inadequate with many going untreated.

With many patients suffering from years of pain, the Spanish Society of Pain believes it is down to a delay in diagnosis.

Juan Perez Cajaraville from the Spanish Society of Pain explained: “The problem is that this pain does not belong to any particular speciality and therefore must encompass many specialists, which makes diagnosis and treatment slow and delayed.�

Merlin Properties, one of the most important Spanish real estate companies that trade on the Spanish Stock Exchange, bought five office buildings located in Madrid’s northern business district for €130 million. Corporations and foreign funds driving real-estate recovery FOLLOWING years of decline, the Spanish real estate market has started to show the first signs of recovery, according to the National Statistics Institute.

After 10 months of falls, sales in July registered a 10.7 per cent increase, totalling 28,583 transactions, and mortgages for the purchase of homes increased by 17.4 per cent. Nevertheless, the market is currently being driven by corporations, foreign investors and their funds and not by the traditional homebuyer, said experts.

Figures from the General Council of Notaries show that 37.7 per cent of home purchases in July were financed by mortgages and that the loans also served to finance 75.5 per cent of the properties’ value.

The market underwent a change from mid to late 2013, especially due to the impact of foreign funds, said Professor of Economics at the Pompeu Fabra University in Barcelona, Jose Garcia Montalvo, adding that foreign investors are attracted to Spain by the reduced prices.

Regata Audax prize winners MARÍA Bover (RCNP) and Margarita Alba (CMSAP) won the Regata Audax Marina, organised by the Royal Nautical Club of Palma.

The lack of wind made sailing the last race impossible therefore there was no change to the general classification.

The Bover-Alba pair met no resistance in the 420 category, in which they won all three races proving themselves as the new Balear stars of the category. Bover was a bronze medallist in the Optimist 2013 world championship and Alba recently won second place in the European 420 championship with Paula Barceló (CNA) who has now moved to 470. The podium for 420 was completed by the teams formed by Laura Akrich and Clara Llabrés (RCNP), second, and Marc and Xavier Antich (CVA) in third place.

In the Optimist category the prizes were split through four different categories. Pablo Ponce (RCNP) was the best under 16, followed by Toni Darder (CNA) and Melsion Rosselló (CNR). In under 13, Jordi Lladó won ahead of Miguel Angel Cámara and Arturo Madero, all three representing RCNP. In the under 11 category, Nacho Baltasar (CNR) came first, with Laura Martínez (RCNP) and Pau Mesquida (CNA) in second and third places. María Vallespir (CMML) won the Gaceta Náutica prize for first place in Group D, which is for new students of the sailing schools.

George Dudfield (CVA) won the Laser 4.7 category with Mar Piña (RCNP) and Bruno Bordero (CVA) completing the podium.

Joan Cardona has to settle for victory in the under 17s class ROYAL Nautical Club’s Joan Cardona had a bad final day but was the best of the under 17s.

“There are a few faults I need to correct,” the young man from Menorca admitted after the race at Portocolom Nautical Club.

The 16 year old member of Team RCNP was 10th in the general classification after a final day which he freely admits did not go well.

“Now I must train as hard as possible and keep improving, I will try not to make the same mistakes again.” The under 17s class victory, although a good result, left him with a bitter sensation as he only came fifth in the general category.

The new absolute national champion is Joel Rodriguez, followed by Juan Kevin Cabrera and Alejandro Perez, all members of the Gran Canaria Royal Nautical Club.

Silver and bronze for RCNP handisport team in Spain Adapted Sailing Cup

Handisport sailing team ANGEL Vela and Mari Carmen García won silver and bronze medals respectively in the Spain’s Cup Hansa 303 class held at the Melilla Royal Maritime Club. The winner of the competition was Toni Ferrà, representing Andratx Sailing Club.

The RCNP-Handisport team was formed by the two medal winners along with Maximino Domínguez, who started the race well, coming second in the first run, but was later unable to keep the pace of his rivals. The Spain’s Cup consisted of three days of races with five runs, although the second day was cancelled due to lack of wind.

The Handisport Foundation works to integrate handicapped people through

sport. Their sailing team, which is supported by La Caixa, Balearia and One Salis, trains at Palma’s Royal Nautical Club and competes under their flag.

Rafae Winckelmann, president of Handisport, said hw was very satisfied with the results of the Cup, the best to date: “At the beginning we never expected to be silver medallists in a national competition.”

Manuel Fraga, sporting director of the RCNP, also spoke of the excellent result in Melilla and attributed it to “work well done.” “If you train hard, the medals eventually come, but to us collaborating with the Handisport Foundation is a triumph in itself.”

THE super-yacht Vertigo designed by Philippe Briand, with interiors by Christian Liaigre, a prodigy of naval engineering representing the sophistication of the sailing world has been at Palma since October 6 having chosen the RCN dock as its base port for the autumn season.

Built by the NewZealand Alloy Yachts in a record time of 29 months, the yacht is the longest that the Mallorca club has ever been visited by with dimensions of 67.2 x 12.5 x 5.05 metres. The yacht is aluminium and has two masts.

The clean, aerodynamic outer lines respond to Briand’s ideals, according to which a yacht should firstly be beautiful. Vertigo is the result of a careful construction process which overcame all kinds of challenges, adopting solutions never before

used for yachts of this size.

The French designer, who has also designed America Cup and Mari Cha IV yachts came up with a yacht which met the client’s demands: a fast yacht able to go round the world in comfort and safety and a decade later would still look impressive. The maximum height could not surpass 68 metres to enable crossing the Suez Canal (the main mast is 67.9 metres) and the depth could not surpass 5.25 metres to avoid running aground in ports.

To achieve speed, the almost vertical design of the bow makes maximum use of contact with the water. Briand also chose to fit two masts, which allow greater use of wind changes. The traditional triangular sail was swapped for a more rounded shape to gain surface area.
