Businesses protest against new laws RESIDENTS and business owners in Palma have taken to the streets to protest against a new civic ordinance decreed by the city council. The ordinance, brought into legislation in April of this year, covers, among other things, matters like public congregation (outlawed), handing out leaflets (outlawed) and performances by street artists (also outlawed). A total of 17 different associations have made a formal request to the TSJIB (Superior Justice Courts of the Balearic Islands) to annul the new bylaws which, they claim, go against their basic right of freedom of

so fill its own coffers. All of the associations have underlined the fact that the legislation, brought in to eliminate anti-social behaviour, has instead seriously affected business.

Radio Pollensa walk for charity FIGURES released in the Spanish press say that 19,000 people had signed up to start the Marcha des Guell a Lluc (walk from Guell to Lluc) but only around 5,000 people actually completed it. The route was the same route as ever and took the participants through some of the most beautiful scenery on the island. Euro Weekly News (EWN) proved that ‘It Gets It’ when our staff caught up with her to take exclusive pictures after she jetted in to be DJ at plush celebrity haunt Olivia Valere. She was playing her Broken Hearts set at the Marbella nightclub which was packed with socialites and special guests for the much anticipated show. She told EWN: “I love Marbella because it is so fun and classy. I’ve had to turn down great offers
around the world because I’m so solidly booked. I would love to stay for a week and really relax and enjoy it but I have so much to do.” Asked why she chose to become a DJ she said that when she does get days off work, there’s nothing she loves more than to chill out in her studio at home, with her dogs, writing songs and singing. She loves to see the crowd dance, smile and scream. Olivia Valere described Paris as “a very kind, sweet person” and this certainly seemed the case when she called a young man out of the crowd to have his picture taken with her, saying: “Wait a minute… I want to take a picture for this guy because he is so lovely.” Jose Castillo, 25, a self-confessed mega-fan, had travelled from Cordoba and queued for two hours, just to catch a glimpse of his idol.

FOREST FIRE: Mendoza accused of setting 24 fires.
Twenty four fires in one summer ON September 1 the trial by jury for Francisco Javier Martinez Mendoza, resident of Palma, starts. He stands accused of starting 24 separate forest fires in Mallorca and Menorca during the summer of 2012. Prosecution is asking for sentences totalling 78 years in prison for the 20 fires in Mallorca and another four in Menorca, three of which endangered the lives of the public. The initial prosecution documents are also asking for fines of €1.7 million to be levied in order to cover the costs of the cutting of roads, extinction and evacuation which were needed. Of the total of this fine €847,316 would go to the environmental council of the Govern (regional government) for extinguishing the fire and another €414,464 would go to the same body for the reforestation of the affected areas. The rest of the money would go to the
private land and property owners in the area who were affected. Mendoza has been in prison since he was apprehended in Menorca in late 2012. He has admitted to being responsible for the majority of the fires for which he is standing trial although he denies he did it with any forethought he claims that, due to an irresistible fascination with fire, he set them on impulse. One of the major questions to be debated at his trial is whether his mental condition is suitable to stand trial at all. Defence are asking for a sentence of five years to be carried out at a mental facility as, they claim, Mendoza is suffering from a mental condition and needs help. The most damaging fire that Mendoza is said to have set burnt 128 hectares in the forests of the Bendinat area of Mallorca.

The incident took place just after midnight on Calle Santa Florentina and involved a number of people who were armed with knives, guns, helmets and bike locks. Fatal accident A 37-YEAR-OLD motorcyclist was killed on Tuesday at 11pm on the old Inca motorway. For reasons yet to be determined, the man crashed into another car on a curve. He was instantly killed while the other driver only suffered minor injuries.

SON GOTLEU: Scene of the brawl. medical assistance for one person who had suffered a knife wound. The wounded man indicated that the person who had hurt him was an individual known as ‘El Pirata’ (the pirate). At the same time the police located another individual who had been identified by other participants in the fight as the person who had been brandishing the gun - this person was detained despite the gun being a fake. Eye witnesses at the scene indicated that the pirate had been accompanied by an individual of Dominican origin and it was these two who had threatened a girl by putting a large
knife to her throat. The threatened girl was also detained as she had taken part in the fight hitting her aggressors with her bike helmet. According to police sources the Dominicans had taken refuge in a nearby bar and tried to run away when they saw the police approaching the police caught up with them and with the pirate and arrested them all. According to the pirate the fight started when he was walking along the road and two individuals on a scooter tried to run him over, they then followed him to the door of his house and threatened his family. His cousin rapidly came to
his defence aided by his brother-in-law and, seeing the aggressors had armed themselves, they grabbed a kitchen knife and after that it was a free for all. The fight caused a general panic in the area and, between those involved and onlookers there were around 100 people on the streets.

Vicious beating of girl in Son Cladera A GROUP of youths beat up a minor while recording
it on their phones in Son Cladera, Palma. A 17-year-old girl was walking home, drunk after a night out on the town, when a group of youths started shouting and jeering at her. The group followed her and started to shout insults like “whore” and “slut” at her while trying to grab her bag off her - they punched her in the face making her fall to the floor. They did not stop until a local bar owner came to the girl’s help and made the youths go away breaking her phone as they left. Local Police were called and took statements from all those present, unfortunately, due to her high level of anxiety and drunkenness the girl could not relate the event with

The video clearly shows the whole incident and its participants right up to the moment when the bar owner came to the victim’s rescue. National Police are investigating the matter and trying to identify and locate the youths in the video.

Thefts in Peguera and Andratx THE Guardia Civil and the Local Police forces from Peguera and Andratx are searching for the thieves responsible for several robberies in both areas. On Friday, just after midnight, one or several, individuals broke into a chalet in Calle Bellavista, in Peguera, and walked off with smart phones, a tablet and a laptop. The owners of the house had gone out for dinner and when they returned home they found they had had a visit from the thieves. In Andratx, in Calle Tintorera de Cala Llamp, a man called the police when he heard a noise inside his house, the thief, scared by the noise, ran off into the night. Police searched the area for the culprit but were unable to find him.
SPATE OF ROBBERIES: Chalet break ins rife. Also in Andratx, this time on Calle Miro in the Montport urbanisation, the police were called out to the scene of a recent robbery but, despite the police putting up
roadblocks at every roundabout on the urbanisation, they were unable to catch the thieves. Police investigations into the matter are ongoing.

Too fast, too young A NOVICE driver lost control of his car and flipped it over on Son Cladera. The driver, only just 19years-old, suffered only slight injuries after being in the spectacular accident, with full flip included, in the centre of Palma. The incident took place on Calle Ter and did not involve any other vehicles. Although ambulances were called the young man was attended to at the scene as his injuries were very light. Police will investigate the cause of the crash although all the evidence points towards the young man going too quickly and then just losing control of the car when he came to the bend at the end of the street.

Ready for anything
IB-SALUT has three ambulances ready and prepared to face Ebola should it arrive on the islands. Despite warnings from experts that say there is practically no chance at all of the deadly virus arriving on the islands, IB-Salut (Balearic Island health authorities) has prepared three ambulances with all the equipment necessary for a possible outbreak. The ambulance which has been designated for Mallorca is currently being held by the supplying company in a warehouse in the Can Valero industrial estate and has all the hazardous material suits and plastics already installed.
Another ambulance will be designated for use in Menorca and another in Ibiza and Formentera. As well as the specially prepared ambulances IB-Salut, the same as health services on the mainland, has also prepared its health personnel with special courses on handling dangerous materials and infectious patients. Medical personnel have also been given a refresher course on how to diagnose the disease in its early stages. All the protocols to avoid an epidemic are in place and medical personnel have been ordered not to take any chances and, at the slightest suspicion, move the patient to a secure facility.

Hashish find in Soller port area THE Guardia Civil have detained three people and confiscated 28.8 kilos of hashish in Soller. The three detainees, all aged between 36 and 38, were in possession of the hashish which has a, police calculated, street value of around €10,800. Investigations began when two Guardia Civil officers, on routine patrol, noticed two individuals in a van behaving in a suspicious manner. They were exchanging packets between them while a third person was outside the van keeping a look out for anyone approaching. According to the arresting officers the
man in the driver’s seat then started the van and tried to run them over - they only just managed to get out of the way. Back on their feet they immediately began to trace the van, through its licence plate, and found it not far away with the three men inside. One of the men had the €10,800 on him. One of the suspects then handed 8.8 kilos of hashish over to the officers. In the belief that they had thrown away a packet of drugs, the officers then began a detailed search of the area but found nothing. A couple of days later a tourist handed 20 kilos of hashish, which he had found in the port of Soller, into the police station. The three detainees all stand accused of crimes against public health and drug trafficking. Couple beaten at bus stop

HUGE tailbacks accumulated on the Inca motorway after there were two accidents, one in each traffic direction, at almost the same time. The first accident took place on the road going towards Palma, near Alcampo, when a driver turned suddenly and flipped their car over on the road. Apparently the driver, a woman of 30, became startled by the

Tourist falls four floors A BRITISH tourist suffered serious injuries after falling from the fourth floor of a Magaluf building. The tragic accident occurred yesterday at approximately 10am on Calle Martin Ros Garcia when the young man, aged between 23 and 25, was reportedly trying to climb into a fourth-floor room from an open window and plunged between 15 and 25 metres.

Inmates on the increase THE number of inmates on the Balearic Islands is on the increase. Out of the 66,400 people serving prison sentences in Spain, as many as 1,794 are behind bars in Mallorca (1,578), Menorca (71) or Ibiza (145). Most of them have been convicted of theft,
crimes against public health and domestic violence. It is estimated that the number on inmates on the Balearic Islands has increased by 80 or 100 prisoners due to the recent crackdown on drug trafficking conducted by Spanish police.

Spanish police hand over immigrants to Morocco
AFRICAN IMMIGRANTS: Flee from poverty, hunger and war.
GUARDIA CIVIL in Melilla handed over a group of immigrants to Morocco. The Sub-Saharan immigrants that sat for several hours on top of the Melilla border fence were forced to climb back down by Spanish police and turned over to Moroccan law enforcement officials.
As many as 1,200 African immigrants have landed on Spanish soil in rubber dinghies in recent days. Many of them were women and children who are now being taken care of by the Red Cross in shelters. The shelters are packed beyond capacity and one is believed to be currently holding 1,200 immigrants.
They were part of a rather large group of men - approximately 50 - who tried to enter Spanish territory on Wednesday but got stuck atop the three-storey-high fence, while border guards were watching from below and tried to grab them. Many were helped down to safety after a few hours, dehydrated and weak.
Moroccan police are alleged to have beaten the immigrants using wooden sticks while they were sitting on the border fence. The Guardia Civil deployed a large number of officers and around 20 police cars. Some of the officers climbed ladders and fruitlessly tried to talk the immigrants into climbing down the fence.
The fortified border in Ceuta and Melilla is the scene of frequent clashes between Spanish border guards and SubSaharan immigrants who risk it all, even their own lives, to escape war, poverty and disease. Their journey to Europe is not easy and the large majority of them pay smugglers to help them.

The good news is…
T
HE good news is that Spain would appear to be firmly on the road to recovery. Along with the UK, economic growth rates are amongst the highest in the Western World. A rise in GDP of 0.6 per cent in the first quarter beat all forecasts for Spain and is significantly above the shock 0 per cent and -0.2 per cent figures shown by France and Germany respectively. The UK is steaming ahead with 0.8 per cent growth. But, worryingly for Spain, the UK is in a significantly better position for the simple reason that it controls its own currency. The UK can do whatever it wants to control its monetary policy. Spain on the other hand is tied into the Euro. Thus it has to follow European policy. That has so far been seen to serve the best interests of the two largest European mainland
economies - France and Germany. Overall the Euro has probably been a good thing for Spain, although those who remember the steep price rises when it was first introduced may beg to differ. Let us hope the Spanish recovery is not hampered by policies designed to protect the two ‘senior’ members of the European club at the cost of the smaller countries.
A sad farewell ROBIN WILLIAMS was a genius of comedy, who will best be remembered for his films like Mrs Doubtfire. A genuinely funny man who kept the world in laughter, he was also a deeply talented actor with a string of hits in serious roles. He will be fondly remembered by most for his jokes, and deeply respected by fellow actors for his talent. May he rest in peace.

Barcelona close cannabis clubs BARCELONA is to close 50 cannabis clubs. Catalan authorities in Barcelona are worried about the city’s reputation as a marihuana smokers’ haven and ordered the closure of 50 cannabis clubs after detecting deficiencies in their management. The affected clubs stand accused of illegally selling cannabis, trying to attract non-members and of poor ventilation. The number of Spanish cannabis clubs has rocketed in recent years from 40 in 2010 to more than 700. The Catalan capital is home to more than 50 per cent of these clubs which sprung into existence thanks to a legal loophole in Spanish legislation allowing marihuana to not only be cultivated but also distributed to people who found a non-profit organisation. Some clubs, however, have pushed the boundaries of Spanish legislation by encouraging tourists to sign up for temporary club membership over the Internet before they arrive in Spain and buy drugs when they visit. Barcelona Council recently imposed a one-year moratorium on associations creating cannabis clubs and now Catalan authorities have called for a tougher stance and stricter rules on cannabis.
CANNABIS PLANTS: Possession of cannabis is illegal in most countries. These include passing regulations prohibiting the opening of cannabis clubs near schools and making it mandatory for them to be well ventilated at all times. Furthermore, authorities wish to impose a maximum membership number and limit opening hours. In addition, the Catalan Ministry of Health is to present a bill in September to the Generalitat (Regional Government) to regulate cannabis consumption. It is estimated there are as many as 165,000 registered members of cannabis clubs in Catalonia, which bring roughly €5 million in revenue each month.

AKE no mistake, war is, as we speak, licking its lips and savouring the taste of death and destruction at the very borders of the UK, and indeed a number of other European communities. The enemy is everywhere. Never mind Iraq, Afghanistan and so forth, we need to look much closer to home for the true threat from Islamist militants. When some apparently slight and no doubt orchestrated incident sparks it off, rioting and war will erupt on the streets of the UK in a way unprecedented in our history, and to my mind it’s a great deal closer than we think. We should be preparing for it now. We will of course ultimately win, but the cost will depend totally on the extent of our preparation. If we are ill-prepared and still allow human rights, political correctness and all that rubbish to influence our decisions, we will be condemning even more of our citizens to

We need to be training up an elitist band of some 100,000 troops, fully experienced in close combat and street-fighting. permission to enter any area, open fire and attack when ordered, without the worry of being accused of murder or human right infringement at some later date. They need to have the power to arrest and take prisoner any militants who oppose them on the streets. These militants must then be escorted straight to airports under heavy guard,
flown to landing sites in Syria and Afghanistan and left there. All passports of both them, and indeed anyone, who has fought for the extremists abroad, must be immediately revoked. All visitors from Mid-East countries must be prevented from entering the UK until we once again have total control. Believe me, unless our dithering, denial-riddled politicians get their silly heads out of the sand, the whole of Europe is going to find itself in real trouble. Alright, I can hear it from here, ‘Leapy’s at the rant up again.’ Well, be that as it may, I dread to think of how many arms caches and suicide bombers are waiting in the cities of the UK and Europe, ready to spring into action the minute the first militant Imam scream ‘Allah Akbar’ and ‘death to the infidels’ across the expanses of our green and pleasant lands. Reheated Cold War cools exports of fruit and veg SPANISH exporters are not reassured by the Spanish government’s ‘keep calm’ policy regarding Russian sanctions. The restrictions were Vladimir Putin’s response to earlier sanctions imposed by the West after a passenger aircraft was shot down over Ukraine by pro-Russian fighters. According to Spain’s Ministry of Agriculture, Spain stands to lose €337 million in lost exports, although the European Commission places this at €338 million. Miguel Blanco president of COAG, coordinator of Spain’s growers and farmers, believes the figure is closer to €1.2 billion. “It’s not only direct exports of around €340 million

Although Brussels places Spain sixth behind Lithuania, Poland, Germany, Holland and Denmark as the most affected, there are 16 EU countries that will lose more than Spain, the government insisted. Spain exports goods totalling an annual €234 billion, it claimed, and the lost turnover from Russia will amount to
Over-fishing sanctions for Spain and nine others THE European Commission sanctioned Spain for exceeding fishing quotas in 2013. To balance last year’s overfishing the EC has discounted 555 tons from this year’s total allocation. Andalucia and the Valencian Community, which export fruit and vegetables year-round to Russia, expect to feel the greatest impact. Cataluña will also be affected, principally through seasonal exports of peaches, nectarines and plums. The winner here is Latin America which has happily and hastily stepped into the breach left by EU exporters, to the displeasure of Brussels. They have been asked to reconsider their newly-signed contracts.
Portugal. In those cases where sanctioned countries have already landed their quotas for this year, the EC will reduce the allocation for another stock in the same geographical area. Despite overfishing by these countries, sanctions fell by 22 per cent compared with last year. Overall, they had done “a good job” in easing the pressure on Europe’s overfished waters, Damanaki said. The EC estimates that three-quarters of European stocks are at risk and in May 2013, EU members agreed to end decades of depletion in order to boost diminishing stocks by up to 15 million tons by 2020.
EUREKA! There is no off season in the UK DESPITE it being the peak of the high season trade was quiet. The restaurant’s owners were shoulder-shrugging philosophical about it. Hardly alone, hundreds of similar eateries and related businesses are in a similar situation. Sure their counterparts scattered along the busy frontline esplanades are busier. However, all things being relative, their higher costs will equal things out over the course of the year. If there are empty tables in mid-August tourist hotspots what chance for the rest of the year? I passionately believe Costa barrestaurant turnover could easily be multiplied many times over. the new manager who says, ‘I am going to change everything here.’ Let’s go to England to see if we can find the answers there. Duh! Is that sensible? England and for that matter, Dublin in Ireland and Riga in Latvia are high priced, cool and often rainy. Yet, disconcertingly these cities, which do compete with Spain for tourism, don’t seem to have an off season. Whenever I visit, whatever the weather, the bars and restaurants are busy. In Bristol and Liverpool it is still
necessary to book a restaurant table, be prepared to wait or be turned away. I will tell you what it is; they offer real variety. I swear there is a bigger and much more varied choice of restaurants in a moderately sized English city than there is along the entire Mediterranean coast of Spain. Furthermore, the service is far better as is the quality of atmosphere and food. Here, if you have seen any two restaurants you have seen them all. The choice is Blackpool type 1960s era tin-table cafés or Spanish ambience restaurants; take it or leave it. Karaoke musical fare is as tediously unimaginative as the fare on the plate. I cannot think of a single atmospheric exotic ambience wine bar that invites a smart dress code. In England I was spoiled for choice.

Spain’s public debt rockets to €1 trillion SPAIN’S public debt soared to a whopping €1 trillion. According to data released by Banco de España, the Spanish public debt rocketed to just over €1 trillion or 98.4 per cent of GDP. The Government estimates the debt levels could increase before the end of the year to as much as 99.5 per cent of GDP. Spain’s debt has actually tripled since the outbreak of the economic crisis from 36.3 per cent of GDP in 2007 to almost 100 per cent in 2014. Most of the debt was incurred by the Central Government (84.5 per cent of Spain’s gross domestic product), followed by the Autonomous Communities (21.7 per cent of GDP) and the local councils (4 per cent). These levels are some of the highest seen in modern times.

The ICP is an Interruptor de Control de Potencia, and it is required by law on all electrical installations as of two years ago. It protects your system from overuse and assures that you do not consume more electricity than you have contracted at any one time. We suppose that the photograph showed that in fact you now have an ICP installed, but never informed the company. And, yes, Endesa has the right to put the surcharge on your bill. nail polish, the option is available to put that €4 into a savings account. What I like about an app like this is it makes it easy to see how we waste money throughout the day and allows for a sense of satisfaction by providing the opportunity to resist temptation and save.
When we control our urge to spend and start to see money building up in a savings account it really does offer a sense of fulfilment and give us ambition to keep saving. Unfortunately this app is currently just available for Nationwide customers in the UK. Perhaps Spanish banks will pick up on the trend shortly, but in the meantime, with a little bit of discipline we could do the same ourselves. While it’s a little more time consuming, we could in theory restrain from buying unnecessary treats throughout the day and then tot up how much we would have potentially spent. Then, simply transfer this money into a savings account via internet banking.
Lefties leftovers to be Inditex main course INDITEX, whose Zara brand made Amancio Ortega the world’s third-richest man, is going online with Lefties. This is Inditex’s low-cost range of Zara models left over from the previous season. It is already present in 100 shops in Spain and Portugal and the group plans to take on H & M and Primark by launching Lefties as a label in its own right, with its own collection and a new image. Unavailable online until now, it makes its internet debut tomorrow, August 22. The company is committed to internet commerce, the current Inditex chairman Pablo Isla declared recently. This is an important part of its multi-channel strategy of coordinating increased retail space with
expanded online sales. The group continues to see huge growth opportunities in different markets, Isla told the last shareholders’ meeting in July. “There are ample prospects of growth in all areas of Europe while the US is very attractive,” Isla said. There are few clues as to Lefties’ current profitability as the group has never supplied separate breakdown of Lefties results, which until now have been included in Zara’s. Nor does Inditex make a habit of revealing its strategies regarding brands or stores to shareholders or the media. Nevertheless the new Lefties strategy began to take shape on August 1 with two new stores on the outskirts of Moscow and a third in the St Petersburg suburbs. Scruffy beards that need a trim infecting society DURING the last five or 10 years we’ve witnessed a contagious fad amongst Spanish men of all ages. They grow beards so dishevelled and multi-coloured that many of these untidy bramble bushes resemble an explosion in a silo. Beginning with many of our not-so-prestigious political leaders, with their whiskers of diverse shades of black, white, grey and brown, we now discover that the epidemic has spread. It infects almost all Spanish males, young or old, the common denominator being that almost none of these recently-converted fadfollowers take the time or effort to trim or care for them. Is it due to simple laziness or sloth? I realise that this gripe of mine (and also my Valencian wife’s) is not one of our major problems in crisis-ridden Spain, but if we look around to observe the males of other Western nations, we readily notice that hardly any of them (young or old, famous or not) wear beards. In the dark AS a long term resident of Artola Alta I see the same circus every year. Most of the time the main street is in total darkness and suddenly when the tourists are here and the IBI is due, the lights miraculously work perfectly. Of course, with no lights in the street the area is a magnet for petty crime and break-ins are so frequent they have become commonplace. Think again I ASSUME that the article entitled ‘Pensioner saved from mountain’ was written by someone in their twenties. ‘Elderly’ is not a term to use for a person of 62 years of age, its meaning being someone who is approaching old age. Most people in current employment in the UK, who I’m sure do not consider themselves elderly, will have to work until they’re 70 to receive their pensions. Workings out I WILL start by assuming that Leapy Lee classes all people from the Middle East as Arabs. The main numerical system used in all mathematical exercises is based on the Arabic set of numerals, without which mathematics would be unintelligible and unuseable. The previous most used numeral system was the Roman system in which mathematics is impossible. For example is X 10 or is it the symbol for multiplication? Thus the Americans and European powers have interfered time and time again with countries in the Middle East and in North Africa, wanting to install regimes that would be favourable to the West and to its oil interests. It is a pity that the West did not have the self respect to go without the wretched oil from those areas of the world. Sadly, Muslims can also see the decadence of the Western world, with its corruption, permissiveness, greed, immorality and appalling standards of dress. They did have a high civilisation, notably in Moorish Spain, without which the European Renaissance might not have occurred. After that, I agree with Leapy Lee: one cannot think of a single thing which they have produced or invented for the benefit, progress or happiness of mankind in the last 500 years. No bargain I’M indifferent to Looky-Looky men and have never paid out for any of their wares, but have to comment on an assertion by last week’s Your Say correspondent, Richard Franklyn. He appears to believe that they charge €15 for ‘perfect’ polo shirts that would otherwise cost €85. These vendors are peddling inferior copies blown together in sweatshops on the other side of the world. Now that the first Modelo 720 (overseas assets reporting) forms have been submitted and processed, people have started hearing from the Spanish tax inspectors. The tax authorities have also recently announced an amnesty for undeclared foreign source pension income. Modelo 720 Form 720 is not a tax form; it is simply a form on which a Spanish resident individual has to report their non-Spanish assets, and also their share of such assets held jointly. However, it was always perceived by many commentators, including Blevins Franks, to be a way for the authorities to catch out people who are not reporting assets on their wealth tax returns. With asset reporting through Modelo 720, the scope for hiding assets and income from the taxman, which is tax evasion, has been very much reduced in Spain. Most of these enquiries from the Spanish tax inspectors appear to be related to discrepancies between the assets an individual has reported on the Modelo 720 and the wealth tax return (or even the absence of a

wealth tax return for the relevant year). However, the tax inspectors have also looked into previous years in some cases. For some people, it has been easy to respond to the inspector. For example, one inspector asked the taxpayer about previous years, only to find out that the individual concerned was not resident in Spain at that time. However, this highlights the
importance of keeping records (including of where you were living and when), and declaring assets accurately and appropriately. Even people who had no wealth taxes to pay in previous years may still have to put up with the inconvenience of the enquiry, not to mention the expenses - potential legal and accountancy fees, translation fees etc. - as well as the time involved. For those who are caught out not declaring assets, there can be unpaid tax, penalties and interest due, not to mention tax on income generated by the undeclared assets (and penalties and interest on that). It can be a very unsettling experience. There are ways that you can legally minimise income and wealth taxes, and while this will mean that people still have to make the correct declarations, they will have peace of mind that they are declaring correctly, and do not have anything to fear from the taxman. As we have always

recommended, only use legitimate means of limiting your tax liabilities, through tailored specialised advice. Amnesty on undeclared foreign pension income On 1st August, the Spanish tax authorities announced that an amnesty will be introduced for residents of Spain who are paid a pension income from abroad. It will run for a period of six months, starting January 2015. Exchange of information between countries has been strengthening over recent years. The local authorities have been receiving data on their taxpayers, and have discovered that a substantial number of Spanish tax residents have not declared pension income that is taxable under the terms of the double tax treaties. The Hacienda has recently opened nearly 28,000 enquiries into expatriates’ tax returns. During the six month amnesty period, affected taxpayers may

submit additional self-assessment returns for the previous four tax years. Under the provisions of the draft legislation, any penalties and surcharges would be waived but the income tax on the undeclared pension income and related interest would still be payable. Normally an amnesty is followed up by tightening of the tax rules. This is therefore an opportunity for expatriates to check that they have been declaring their pension income according to the Spanish tax legislation, and to regularise their tax affairs if necessary. British expatriates need to understand both the UK and Spanish tax rules for their UK pensions, and the interaction between them. Seek specialist advice. N the course of our working lives, we’ve all come across prime examples of people totally out of their depth but who get by and are promoted purely by being able to talk the talk. In other words, they excel at management-speak gobbledygook, a major source of irritation and barrier to procuring new business in Britain according to a recent survey. And it’s too often used by those who are incapable of managing and so hide behind buzz words and clichés to mask the fact they haven’t a clue what they’re talking about. The language of business like that of education and politics - seems deliberately designed to confuse. And, of course, if you don't understand, you can’t constructively criticise because someone will - rightly and smugly - tell you that you simply

T the far end of a colourful life it occurs to me that what once seemed ordinary was in fact quite extraordinary. I had little idea what to expect when, as a deck-boy, I boarded the MV Britannic. The last of the White Star Company’s liners (think Titanic), I cheerfully looked forward to life on the ocean wave. Given directions at the head of the ship’s gangway, my recollection is often focused on the characters of that era. I wonder do such men still exist. Over the next years I was drawn into the lives of men who had survived the war’s coffin boats and convoys; many had been captured. Lives of many were filled with drama. The pugilistic frightfulness of Manxman Joe Kieg, caused even the shipping line’s commodore and his officers to roll their eyes and turn away
SHIP’S WHEEL: The officer of the watch would instruct the course to be taken. when he brutally and publicly exacted revenge on a foe during boat drill. At the ship’s wheel, a 16-year-old doesn’t question the course given by the officer of the watch. It was a quiet midsummer dawn as this great ocean liner swept silently along the southern Irish coast. Unnervingly the 1st Officer instructed me to steer a course that brought the leviathan at breakneck speed just half a kilometre from the Emerald Isle’s
coastline. I could see early risers on land but could only imagine their expressions. I reasoned afterwards that the officer had always pined to carry out the marine equivalent of flying under the Tower Bridge. On that morning the conditions were just right. The same officer put me on a direct collision course with a mid Atlantic pod of whales. I will never forget his look of quiet satisfaction when our plunging
liner separated one of these beautiful creature’s heads from its body. I never questioned it. Why would I? Everything to me back then was normal. Captain Ignatius Inez was the Spanish skipper of the Ibadan Palm. To save valuable time his technique was to ram the ship’s speeding bow into the muddy banks of Africa’s jungle creeks. By doing so the river’s current swept the stern round to negotiate each bend more quickly than by steering it. The same skipper used his six-cell torch to publicly beat the living daylights out of a stowaway. The generation of sailors prior to mine hurled such unfortunates into the Atlantic. Never to be forgotten the drowsiness of a day sailing off the Mexican coast. This hapless teenager was on the wheel when, in the distance, taking an interest in our ship, I saw a US destroyer. Quite incapable of making an independent decision and unable to rouse the ship’s mate, I stubbornly steered the course given earlier. I dread to think of the consequences had not the warship’s captain blinked first and moved smartly out of the way of our careering cargo liner.

MANY of you will believe that our dogs have the same feelings and emotions as humans and that they understand our language, this is a mistaken belief. Dogs do understand our body language but are unable to understand our emotions. Dogs are not small, furclad human beings they are canines even though they show loyalty and devotion to the hand that feeds them. Dogs live totally in the present. They do not worry about the past and do not dream about the future. They are not
endowed with imagination or feel grief, hate, jealousy or greed or other emotions that bedevil human society. They do have a high sensory ability which is often mistaken for a kind of sixth sense. They will
understand whether your tone of voice and your facial expressions are good or bad when you are talking to them, in whatever language, but they will not understand longer phrases than commands like sit, stay and get down. A good example is when we believe our dog is sulking or when a dog pines over the death of a member of the family. The dog will be
feeling the loss of a member of the family. It will also be confused by the vibrations of distress it picks up from the family when there are arguments. Once the family has settled down, the dog will make a quick recovery, for it lives in the present and not in the past. Do not attribute dogs with human emotions. Food allergy in dogs and cats - not to be confused with food intolerance WHAT does that really mean? Many think that it is
like a peanut allergy or anything else that causes an acute reaction in the form of hives, itchiness, swelling, difficulty breathing and so on. Most food allergies however, develop over time. Proteins and carbohydrates are the biggest offenders. Additives and E-numbers can also cause allergy. A pet that is fed the same food or food with the
same ingredients can over a period of time from six months to three years develop an allergy to
these ingredients. Not to be confused with food intolerance that can give acute
reactions such as vomiting and diarrhoea. A food allergy causes general itchiness. Very often more predominant around the face and the anal area, but it can involve the whole body. The diagnosis of food allergy and finding the responsible factor is quite challenging. Blood tests are disputable and elimination diets take a

The treatment would be to change to a hypo or an allergenic food which either does not contain the ingredients that cause the allergy or contains ingredients that have been hydrolyzed. Euro inflation holds steady Commentary by Moneycorp EUR There seems no end to the poor data coming out of the Eurozone and worryingly most of it is now from Germany. Economic sentiment plummeted, inflation remains benign, German bond yields hit record lows and 2nd quarter growth turns negative as Germany joins the other euro strugglers. At least French growth only stagnated and didn’t go negative. Euro inflation held steady at last month’s lows while Eurozone GDP came out at zero. Given all this negative news, what happened to the euro? Yes, that's right, have a gold star! It rose 0.7 per cent against sterling, moved higher versus the yen and was steady elsewhere. It all had more to do with reduced geopolitical tension than any numeric fundamentals. . USD A mixed performance this week as
safe-haven positions were unwound and global tensions eased. The main release was that retail sales stalled unexpectedly, pointing to a loss of momentum in the economy in the third quarter. The dollar eased against the commodity bloc after they were helped by positive data out of China, but gained against the yen as investors moved to higher yielders. The dollar reached four month highs versus sterling, after hopes of an early UK interest rate cut were dashed, and flirted with nine month highs against the euro for a while but succumbed and slipped back later in the week. CAD The Canadian dollar made back some lost ground this week after an easing in geopolitical tensions and an admission by the Statistical Office that the previous week’s poor employment

AUD The Reserve Bank of Australia won’t be happy but the Aussie had a good week. Upbeat consumer and business confidence data, some poor numbers out of the UK and US, a good manufacturing release from China and a reverse of safe-haven plays all conspired to help the Aussie on its way. Near two-month highs versus sterling were tested as economists became a little more positive. Not so traders who turned the most pessimistic on the currency since March, as interest rate markets increased the odds on a rate cut by year end. NZD Bumpy ride for the kiwi as it fell to two-month lows versus the US dollar, as investors fretted about the economy. However, easing global tensions, good China data and poor numbers elsewhere saw it rise like a phoenix to two-month highs against Sterling and retract all its losses on the dollar. While the economy cools a little it is still in good shape, as witnessed by this week’s numbers and with interest rates likely to rise again by year end, any further falls could be limited.

Apartment terraces need attention to be attractive outdoor living spaces

W
ell at last we have a cool day and it’s been a joy to do some midday tidying up in the garden and on ground level and first floor terraces. Also this morning it was noticeable, in town, that more were actively caring for plants on apartment terraces and adding various artefacts to bare walls, to make terraces attractive outdoor living spaces. Yet it is still amazing that probably 80 per cent of apartment terraces are totally underutilised for outdoor living. In the bible for apartment dwellers ‘Apartment gardening Mediterranean style’ we include check lists of the main tasks organised into six groups. These are flowering plants, evergreen plants, herbs, fruit growing, vegetable growing and other. For instance the top nine tasks for late summer are as follows. 1. Keep up the daily watering and every few days mist spray the leaves. 2. Regularly deadhead flowering plants as flowers die. 3. Keep plants in shape by pruning straggly growth. 4. If herb plants grow large, trim off the excess growth and hang up the

As the days shorten and become a few degrees cooler, cut back the extent of watering to avoid the rotting of trunks and roots. 6. Take cuttings of perennials and succulents to produce new plants to inexpensively increase the density of your groups of plants. 7. Prune fruit trees and vines to shape. 8. Lightly dust the leaves and fruits of fruit vegetables (tomatoes, peppers, aubergines, beans and courgettes etc.) to reduce the chance of mildew damaging them. 9. Spray fruit trees
monthly with a neem (3-5 ml per litre) and propolis (3-5 ml per litre) water spray against possible insect and fungal spore attacks.
What is encouraging is that Russian expats are now seeking out our books including ‘Apartment Gardening - Mediterranean style’. The latter not just by apartment dwellers but also by villa dwellers who have extensive terraces with groups of containers of various sizes. Four possible designs for apartment terraces are illustrated from the
book with the first two shown in the photographs above. The first is a colourful and restful eating terrace just outside the kitchen door. A wide variety of artefacts are used as well as plants. The awning protects plants from the low winter sun more than the summer sun. The second is a smallish succulent surrounded terrace with an awning that can be opened out which is great
for enjoying the sun and evening eating with the chair folded up and a table opened up. Thirdly a patio in the sky, surrounded by neighbouring apartments with undeveloped terraces, creates all year round colourful perfumed greenery among tower blocks for the owners. The fourth is a productive one square metre of a terrace. Fifteen varieties of vegetables could be harvested at the same time. Hopefully such ideas will stimulate more apartment growers to improve the use of their apartments and at the same time brighten up their apartment block and overall urban area.

One of the measures seeks to alienate as many as 15,000 state-owned properties by 2015, but it has not had the expected results just yet since only a mere 14 per cent of the properties have been alienated so far. According to official sources, only 2,134 have been sold (1,587 through auction and 547 through alienation). The Government said it only sought to put the properties on the market and make the necessary arrangements for them to be sold.

Russians are said to account for 9 per cent of all property purchases, while Britons account for 15 per cent and the French by as much as 10 per cent. Even though most Spanish real-estate agents are likely to say prices will soon start to pick up because of the large number of foreign buyers, there are still bargains out there, especially when it comes to bank repossession properties. For instance, the price of a 231sqm four-bedroom and three-bathroom property in Marbella was recently reduced from €461,735 to €348,500, with a small 25sqm apartment there costing merely €33,000. It would be a good idea to read the fine print though when buying a property in Spain. According to Barcelona agents, buyers investing in residential property are required to pay a Spanish transfer tax of between 8 and 10 per cent of the price tag, depending on where the property is, and notary and land registry fees.

12 medals for RCN Palma at Canoeing Championships THE RCN Palma-OS La Caixa canoeing team stood out during the Spanish Championship held in Asturias after winning an impressive 12 medals. Held in Trasona from Friday August 15 until Sunday 17, the 46th Canoeing Championship attracted the best canoeists from more than 60 Spanish clubs. All gave their best to be crowned winners of such a demanding and exciting sporting event and the athletes representing the Royal Nautical Club of Palma (RNCP) did not disappoint, proving that training hard does pay off. On the first day of the competition, the RCN Palma team won two gold and three silver medals. Adriana Paniagua was crowned Spanish champion in C1 500 and won the gold medal for her club in C1 500 under 23, while Alicia Heredia won two silver medals in K1 500 under 23 and K2 500 with Selena. Meanwhile, Belen Arnau and Adriana Paniagua came second in C2 500m and were awarded another

Financial crisis leaves 10,000 boats abandoned in Spanish marinas
OR many people the dream life in Spain usually involves the purchase of a yacht. Dreaming of days spent idly fishing, watching the sun set, cool drink in hand whilst bobbing gently on the waves. Unfortunately, for many enthusiasts that dream has been sunk by the financial crisis. According to the Spanish Federation of Marinas, Ports and Tourism, there are currently more than 10,000 boats abandoned by their owners throughout Spain. Gabriel Sandoval Sarrias, President of the federation claims the abandoned boats endanger the safety of navigation and the coastal environment. “Abandoned boats are one of the biggest problems we have in our ports and marinas. It has become necessary to regulate the management, treatment and disposal of these boats.�
ROTTING: Vessels are neglected by cash-strapped owners. According to Sandoval Sarrias, the economic crisis has caused many owners to neglect maintenance of their vessels until they’re beyond saving. The federation published figures recently, showing some 4,500 boats over 4.5 metres in length and between 10,000 and
12,000 smaller craft, like tenders, dinghies and dinghy sailing boats have been abandoned by their owners in Spanish marinas. Most leisure craft come to the end of their natural life at about 25 years of age. The federation is concerned that somewhere
between 750 and 1,000 additional boats will be abandoned by the end of the year. The federation is calling for additional regulations that would allow marina managers to identify and speed up the
process of removing the abandoned boats and scrapping them. The warning to boat owners who have let their maintenance and slip fees slide is to get it sorted or lose your dream boat.
